**[8:52] Mayor St. Ores:** okay very good then we'll move right along to our consent agenda where we'll consider a resolution adopting items one through six the october 5th 2020 city council regular meeting minutes the october 2020 city council special meeting minutes the october payables and receipts the october building plumbing mechanical and zooming zoning permits report a replacement of a command vehicle for the fire department and the renewal of the mutual aid joint powers agreement with the minnesota department of corrections the minnesota correctional facility of stillwater does anyone have any questions comments or changes for tonight's oh please adam go ahead
**[9:32] Adam Bell (City Administrator):** um madame there was one thing that was noticed by councilwoman hanson and staff realized it after the agenda went out in the expenses on the finance report uh it listed a 22 000 there was a 2 000 additional than what the council had approved to the stillwater school district uh that was a keying error instead of twenty thousand nine hundred ninety five um so we we did issue a new check uh the hill check was actually returned um we did catch that uh so that just for the council's uh reference that the council approved up to 21 000 and it did not exceed that

**[11:14] Adam Bell (City Administrator):** uh thanks madam mayor i'll just take this one real quick and then let john comment if he has any comments um at the actor at the last meeting the october meeting uh the city council had discussed um the need to analyze traffic for speed limits and signs on city streets so the engineer took that and put together just a real informal high-level proposal that is attached to your packet it will look at things such as stop signs and also the yield signs options for lowering the speed limits on the city streets and then it will include a couple of meetings with staff and then a meeting with the city council and that's as attached on his memo if there are any additions this is kind of where um if council members see anything that they want to added to this list as far as traffic control or speed limits or signage like that we kind of wanted to bring it back to uh council just to verify that there weren't any addition additional items that they wanted covered if not um staff recommends the city council adopt a motion accepting the proposal i'm with sch likely presenting it at the december meeting both john and i would stand for questions

**[13:03] John (SEH Engineer):** uh mayor members of the council so they're um there these are there are a handful of physical um i guess things like like a speed bump that can be installed in streets to discourage traffic from traveling above a certain speed most of us know what a speed bump is a speed hump is a speed hump then is a little larger version of a speed hump and then a speed table is something that usually has some length to it like like you you um it might be 10 feet long or so depending on the design speed of the road where you basically drive up onto a raised portion of the pavement and then back down off it again so you might even get both wheels up at the same time it's just a different version each one has its own application where they might you know be recommended or not but we usually list they're kind of in a family of these sorts of things that can be considered when you're trying to discourage speeds

**[14:19] John Dahl (Councilmember):** no i'm here to find out what he has to say so i i'm excited that we're doing this i know last probably three sundays ago they had an article in the saint paul pioneer press that addressed the 20 20 mile an hour speed limit change in minneapolis and saint paul which they had some very good pros and cons on which i don't know if me and john lives in wisconsin i don't know if he's seen that article
**[14:48] John (SEH Engineer):** well i'm not in a cave and i don't know if i have seen that specific article but i have been trying to keep up on it and our traffic engineers will certainly be familiar they keep up on all that stuff going on in the twin cities so i'm sure they'll be able to comment on that as well

**[15:58] Adam Bell (City Administrator):** uh thank you madam mayor um as we've been talking about for well since july at least we've the city's been administering our allotment of the cares funding as you explained in the title the throughout that entire process the city has been incurring costs both directly and finding projects that we need to use the funds for we've had several workshops or several meetings discussing this and a couple workshops on october 14th was our last meeting where the council decided to voted to approve some transfer of the funds to the school district um because the guidance has been changing and it's been a very influx process the city attorney and i thought it would be prudent and appropriate to come back and have the council formally approve the expenses i know each time the expense list would go before the council it was not you know there were there was changes and still several pending items uh the list that you had included in the packet if there were any questions on that i'm happy to try to answer those but that's kind of the final tally uh the the balance um there may be uh we don't have any other funds coming in or going out that we have planned um so the balance was going to be recommended to be allotted to the public health or public sorry the public safety wages in part for that is the the irs guidance has been very clear most recently they reiterated it that all the personnel wages and benefit costs are eligible under the cares funding with limited amount of documentation or backup so some of it's for simplicity's sake another factor is to keep the money in the city where it can be used for good good use as opposed to having to transfer money to the county or ultimately the state i know that the county still has quite a bit of money left from their initial allotment they've been going through their uh their grant programs i mean their support programs so it's staff's position that the remaining balance which comes to about thirty six thousand um sorry thirty six thousand three and fifteen uh be put towards the public safety wages and that would be split uh for police and fire um the many cities have been using the whole allotment for their public safety personnel costs because of the simplicity for it and then paying for the ppe and all the other items out of their general fund because it would ultimately have an offsetting effect on the general fund budget um that's not the way that we uh decided to go uh we we purchased we were presenting or proposing to do a mix but the majority of the funds haven't spent on other items other upgrades and equipment to deal with coved just one moment i have someone come in and so with that the list is before you but again this is more just a formality because the expenditures have been coming in all summer and into the fall this is the the opportunity for the council to formally approve the expenditure list and amounts that you have before you

**[19:54] Adam Bell (City Administrator):** uh yes we the city has two more reporting periods um one on november 10th that the city has to do our another report we have we have we owe a monthly report to the minnesota management budget office um and so november 10th will be the last not the last one but the next one and then there's one final report for municipalities that's due on november 24th just in case there's anything not necessarily for our city but anything for cities that the distribution has been delayed or you know the expense has been paid but they don't have it included in the report when they submitted it on november 10th um but this will be until we get to the audit point um you know in this over the night over the winter in the spring this will be the kind of the final administering of the funds um we did it it's it's been a challenge i mean a lot of staff time has been spent on on these funds but we are grateful to have them to get things that we do need during this pandemic and and help the way we can help some other organizations

**[22:21] Adam Bell (City Administrator):** thank you madam mayor um as i indicated earlier at the october 14th uh city special city council meeting uh the council did approve uh the final we finally got to an agreement with the school district after going back and forth to them on allocating and transferring some funds to the school district for the benefit of the anderson students uh what was decided at that at that meeting it was up to no not to exceed 21 000 um for mobile smart board display devices for anderson elementary uh those were kind of ended on because they're not something that the school district typically would buy for the students but in the principle and staff's opinion that they they would facilitate distance learning and they would be very helpful during this time so that that does make them eligible they were obviously not budgeted for by either us or the school and they could be delivered in time to be eligible uh within the parameters of the program uh so after that meeting where the council approved those funds the city attorney and myself thought it would be again prudent to have a grant basically a grant agreement this fund transfer agreement to ensure that the funds are spent on the items that the city intended them to be so it's really this agreement is just to protect the city so again it's somewhat of a formality after the fact the school district did agree to the terms and so they they're amenable to that but if the council has any questions i'm happy to answer them this was drafted by a city attorney nelson after our last meeting

**[25:13] Adam Bell (City Administrator):** thank you madam mayor um as we've the staff has been going through our uh the utility billing this year there were several items that we identified that needed to be uh cleaned up or in our opinion we propose that they're changed or amended the the main change that's being presented is to give a little bit more flexibility in the administration of uh the utility billing under our current ordinance there's there's no opportunity to come up with a payment plan that has been the practice for the utility department uh for as long as anybody can recall um the current ordinance uh says that the water service should be just discontinued uh when it's 60 days late staff would like a little bit more flexibility to come up with a payment plan as has been the case and then the language for the certification was clarified under the direction of our city attorney but ultimately there's very little changes to the ordinance as far as substance we did clarify the payments for the water and sewer utilities it would be 15 business days as opposed to just 15th day after the end of the month um again depending on if there are holidays involved or if there are any other scheduling items this would give the staff as well as a little more clarity to the public you have those bills paid with that i stand for questions

**[26:47] John Dahl (Councilmember):** yeah i have one um how widespread you know is the is it in terms of people not paying i mean are we talking about a handful of people a year or dozens of households or
**[27:07] Adam Bell (City Administrator):** yes uh thank you councilmember dahl um it does vary uh year to year as well as quarter to quarter as you know we bill the city bills for utilities quarterly um we have we haven't seen a large change due to the pandemic but obviously that's something that we've had in you know in mind as we've gone through this year um we typically right now there's about i'll say it's about seven thousand dollars in delinquent fees over three quarters um that it's it's roughly about even um we have one commercial property and i believe seven uh tenant properties and then the rest i believe which is about 40 um just a single family residential um so it's something that we haven't been able to identify any any trend or anything that's this year has been a little bit different both with the change in staff and the pandemic we did waive the the late fee uh it was you know ten dollar late fee that we had been waving um we haven't seen a an increase in compliance or a decrease the the current staff has not spent as much time as the previous staff on the the uh the collection the delinquent collection so that's something that um we're we're now uh it's two quarters after uh that we're we're in that process um so that's that's uh kind of where we're at
**[28:44] John Dahl (Councilmember):** that's great so so as a whole staff is spending less time on this i mean i am certainly in favor of being you know lenient and working with um proper property owners and collecting this and being flexible but at the same time i want to be sensitive to you know staff's time and not spending an inordinate amount of time doing this so that that would be correct

**[31:24] Connie Carlson (Councilmember):** um yeah i do well not we met the library board met and the first part of it was spent um with jill's review in order to see if they'd keep her on or not she passed with flying colors and then she was excited no and then um we covered a little bit more about the master plan of the architect and actually they're going to meet um they're going to be out or virtually whatever on the november 17th meeting too but and then um the other thing is originally the library was open but as of monday it's going to go back because of the increase in numbers of code but it's going to go back to curbside only they're hoping to make it to next monday and not have to do it before that but for sure by monday they'll be back to just curbside with that though if somebody wants to make an appointment to individually go in um they can do that steps and the little sprouts program that she has is going really well she said and families seem to be enjoying it that was kind of it a lot of the topic was the master plan which like i said we will be meeting again on november 17th and at that time the architects will be joining us so other than that i that's about it

**[33:30] Mayor St. Ores:** okay all right so i did attend the middle st croy watershed management meeting for john dahl and it was actually very fun so thank you for that opportunity john i got to see many old friends from when i served on on the commission um the items that were covered was that they have a very solid financial position they're tracking well against the budget so john good job there the floodplain vulnerability workshops are taking place so adam i asked that you'd be informed and can keep us abreast of that the adopted drain program will continue so if you're interested in adopting a drain please raise your hand and let city staff know the ongoing projects seem to be perpetual since i was a board member lily lake and the lakeland shores bluff line were covered and then there is still is the cost share program so everyone should be reminded that if you have permeable projects or rain gardens that you want to explore to also raise your hand and learn more about the cost share of that program so that is everything that i have to report from my side so back to you adam for staff reports please
**[34:48] Adam Bell (City Administrator):** uh thank you madam mayor just one note if anybody noticed uh city assistant city administrator taylor uh had to leave the meeting uh she's going to go do some election prep that she had to take care of so she has the serving as the clerk for the elections uh she's in charge of that and so she will uh she will not be providing report i will be giving an update on that uh but with that uh you all have the library board uh report from jill and then we will go on to party feisinger
**[35:16] Gabe Kinney (Fire Chief):** good evening madam mayor and council members um for the month of october we had 105 calls compared to 97 in october of 2019 2020 year-to-date calls are 796 compared to 1048 in 2019 our monthly drills were hydrant operations and our emr emt quarterly review fire inspections are ongoing the calendar fundraiser went well given the current uh situation that we're in we raised over five thousand dollars and we appreciate all the support from the businesses and the residents fire prevention was suspended due to kovid of meetings we had a fire improvement team meeting the washington county fair chiefs meeting we will be escorting santa november 27th we'll leave the fire station about eight o'clock we've did post the map there we're going to be there's been an offer to help with the map to try to get better detail for the folks but it's going to have to be fluid as i mentioned uh we had to discontinue the stop at the bank ace hardware and stillwater motors due to covid so um but we'll still have santa throwing some candy out and making the rounds going to do the car seat clinic at the fire station december 9th this is a change you do need to have a reservation they will not take drive ups and they'll be following all the guidelines from the cdc the people can't walk around the fire station and that i do appreciate the fire members helping out with sarah with the elections we've got the station all ready to go tonight the trucks were turned around and facing so they'll head out the back of the station and then we'll move them back on wednesday on another note i don't know if you follow the news but the city of west lakeland is qualified for the funding for the well or water supply and they're looking at possibly putting a city water supply or city supply water in west lakeland township so i've been in discussion with those what does that do for the fire department is that will change uh some of the equipment we may need we may not need you know the the larger tankers and stuff so that'll be about a 2025 project so we'll we'll be working you know closely with the township and administrator bell on our equipment needs with that i'll stand for questions

**[38:29] Chief Eastman (Police Chief):** good evening well uh past events october 8th we had a call call shoot for all of our officers at saint paul park range on the 13th we conducted alcohol and tobacco compliance checks you'll get a memo on that in december october 31st you may have seen um reserves and officers with the community engagement they're up at inspiration and spread out throughout the city canvassing the neighborhoods with glow necklaces and i got some nice emails referencing how good they did and how they were appreciated so that was nice to hear upcoming events we are going to have a reserve academy we are our reserves are diminishing so we'll need to do that soon and that's um to be determined in november and we're waiting to hear how we're going to proceed with toys for tots um so that'll be in december to be determined miscellaneous um not noted under your memo that you have but i know i've talked to a few of you about it we'll have extra patrols and staff on tomorrow uh driving around and canvassing the area and just keeping monitoring the um at a distance obviously um and then we have self-initiated to move the speed signs around a several different locations we're going to collect data on the vehicle speeds and present it in a word dock and stats to you all for your review which will maybe help your decision as you move forward with whether you want to lower the speed um in the city here and then for our total incidents uh to include self-initiated uh we're at 7500 for the year and that's all i have i'll stand for questions

**[40:19] Chief Eastman (Police Chief):** yeah it it'll it'll be interesting you know when people see that they slow down so i don't know how that's true but may not mean what we think right but if we put it in certain locations obviously eventually they'll see it uh the date said we usually leave it there for about two weeks and the newer dates tend to give us a better analysis of the actual speeds before people see it's there unless they're not from the city you know when they're just going around 95 so yeah i hope to have that for you i'm looking at the end of december we have five different locations uh that we want to put it out and uh so we're excited to present that to you maybe it'll be helpful i think it's also helpful just to get the word out that the speed limit is actually 30 which feels fast and maybe you know when we actually get public comment on it they'll realize what we're talking about so we'll have that and you may or may on our facebook post we did um we did put some cameras out throughout the city we actually got lucky and and caught some of the suspects that were stealing political signs um luckily wisconsin or tony actually caught them red-handed and what happened was they announced it on the radio and officer cornell heard that they were putting uh information out that they had caught some and if you were missing some from the sacred valley to call him he pulled the cameras that we pulled the discs out and we had car drive by where they parked and we just happened to put the the camera in the right location we caught them and so we were able to link them to that so that was nice to be able to follow through and let people know that we're actually doing you know we do directed patrols and we attempt to you know find these people it's just so many signs throughout you wouldn't know where to begin to do directed patrols but i think my officers did a great job i'm very proud of them for that

**[42:25] Adam Bell (City Administrator):** thank you my mayor uh with that public works director kline
**[42:30] Matt Kline (Public Works):** and mayor members of the council um with the recent snowstorm that kind of put a damper on the annual fall cleanup although it appears that it's going to be warm weather this week so um we'll um try and squish in mulching leaves street sweeping tree trimming and prepping for the grounds for the winter to come all in one week here a couple of not a very long report today but a couple of the major ongoing projects the highway 95 project you might have noticed that they were doing some more concrete work today they're finishing up the punch list um but there will probably be a couple things that will get extended to the spring um some areas of the grass weren't coming in very well that they had planted um so that will likely um be a finish item in the spring other than that the road got striped by city or both um the contractor and then the city came by public works staff painted curb and then also did the parking areas along with putting up new handicap signs so we've gotten quite a few good comments on the road and how it looks um it looks great matt good uh second item is the ash tree removal and tree planting project um all trees are the 30 trees for this fall were removed and also planted um you might notice we put a white corrugated pipe on them so that the cold weather doesn't affect them very much next year we'll be watering them on a weekly basis if they need it both of those things are required through the dnr grant um it does look like we do have enough money to possibly plant 50 trees next year just given the cost of what we had to pay for removing and planting new ones this year we thought we were only going to be able to do 60 total but now piers probably about 80 total instead which is great um the last thing i have is the survey work for 6th street north and the cemetery area that project up there which i've touched base on a couple of times here this fall that's been done the survey work it's likely next month's sch will be submitting a proposal for preparing a feasibility study and preparing plans and specifications for that project um so look for that in december uh with that i stand for questions

**[45:30] John Dahl (Councilmember):** yeah man i am i talked to you probably i don't know maybe a month ago in that area by argus square between there and 7th avenue where that piece of concrete there that wasn't covered overlaid yep are they gonna i'm just worried that the freeze thaw coming through the year this spring and that are they being held responsible if it starts to delaminate or tear it apart because of the freeze thaw in the future

**[46:07] Matt Kline (Public Works):** yeah though i mean they'll have to maintain that area if it does happen to a push up or anything like that it hasn't in the past i know it's been in place for a little while but we'll definitely keep our eye on that
**[46:21] John Dahl (Councilmember):** okay so i'm just worried the way it's sunk down there i'm just worried that a snow plow from the states going to catch it and tear it back but if they're take full responsibility that we should have a problem then

**[46:50] John Dahl (Councilmember):** yeah i do oh go ahead john i'm sorry um we had the communication that went out through us council members um just talking about taking care of some of the um snow removal in our business districts and i'm just wondering if you know there needs to be a communication sent out for that or you know it sounds like we're going to be taking care of it and just want to make sure that you know staff has reached out to these people and if if we are going to take care of it which it sounds like we are i i just think it makes sense to let them know that we are not required to do that we're kind of doing it sort of out of the goodness of our hearts and that it's you know it makes sense from a consistency standpoint

**[47:48] Adam Bell (City Administrator):** um yeah let me yeah thank you uh comforter doll um yeah this was an item that counselor buckley has inquired about a couple times the we the city didn't the staff does not have any specific plans to reach out to them but we are looking at what we could what we can do to communicate that to that that to them uh as you indicated in our previous conversation uh counselor dahl um it is something that you know they the public should uh should know about um that it's it's not required but it is something that uh makes sense uh but it is something that we're we're doing as a benefit to not just the public but to those specifically to those businesses as well um so that's that's something that uh we can we can either communicate to them directly to those specific businesses or put in you know as far as a city-wide i think would be actually more beneficial city-wide um you know the typical the typical policy for sidewalks in the city is uh in the residential areas they it's up to the adjacent property owner in those cases all the sidewalks are typically in the right of way on the on the 95 corridor as well as on fifth avenue there's a little bit of a mix and the city owns but quite a few different properties within that stretch so it's a little more unique with all the research that we've done both legal research as well as just contacting and investigating what other cities do uh it's i've spoken to the league it's talking to the attorneys um it's up to the city to set the policy as to what uh if the city is going to clear the sidewalks um or owners to maintain um based on the the consensus of the council in the past and as well as recently um the the decision was to continue clearing the snow um on the on 95 in the business district as well as on fifth avenue um the the only caveat is there is a portion of the fifth avenue sidewalk that is outside of the right-of-way um and not included um so that's more of a pragmatic standpoint uh it it's just a little challenging the only clear portion of it um so staff's recommendation was to clear the entire entire sidewalk um so that's that's something that we can communicate to the public the broader public i think would be the the best target audience but specifically those business owners do need to know or should know that while the city is not required we are doing it for the public benefit
**[50:35] John Dahl (Councilmember):** yeah i would i would just put in there too like i said i agree with the research that you and chris have done and i just don't want to see down the road in the future distant future near future that being that the seven businesses the only area really affects this is the seven businesses east of anderson building from on fifth avenue going to 95 which it jogs in between 10 to 14 feet of private property then it comes up to the right-of-way but i would i gave a recommendation to adam is to have chris document that so it's readily available to staff and residents of in the near future distance future they want to question that we're providing a service to private property which is illegal for the state but if being they've done their research then we have documentation to back up their their actions of clearing it for the whole area which i think would be a lot easier for the city to maintain that and if you go with that recommendation i don't think you'll have any problems in the future so everything's justified you don't have to do a research like you've done between you and andy and chris for the last two years so i just make sure it's documented and it's readily available

**[52:33] Adam Bell (City Administrator):** thank you madam mayor uh assistant administrator taylor only had a couple items uh the big one was the election update um i'm not gonna read her whole report but we did get an update today on the number of absentee ballots um specifically in bayport as having been received and it was up to 47 um so that that is pretty consistent but it has increased from the last um the last report we received which as uh ms taylor's report said it was 37 well now it's up to 47 percent um in just the last week so we don't expect a large number of turnout tomorrow um and as we kind of already touched on the public safety aspect we don't expect any um issues at the polling place but we are prepared uh i know sarah wanted to tell everybody make sure you go on note if you haven't done so already uh again the polls are open from 7 a.m to 8 p.m tomorrow um if you haven't one thing i just wanted i don't think was in her report but because of the least recent uh legal ruling make sure that if you were still planning on mailing your ballot not to expect the mail to deliver it please either vote in person or hand deliver it to one of the identified locations i think that's it for the elections uh information as i said the other report but the the other thing that she had uh noted was under the clean water and legacy project legacy land project uh we because we do have the information from sch we're now kind of on the next phase to identify where using that information and identify where the permanent access should take place but we're going to we're working with anderson to identify that as to what makes the most sense so we hope to have an update to that on that in the next couple months um obviously we're not doing anything in the winter as far as anything serious on that on that construction project um moving on to my report i just want to let the public know and as the council already saw in the report we have finalized the agreement with tennis sanitation uh staff attorney nelson and i uh went back and forth with the caller and there were not many revisions but that has been finalized um we're now working on the transition period which will include notifying the residents um and what that will probably look like is what we're planning right now is sending out a letter as well as a follow-up postcard just to make sure everybody is aware of the change we're also working with the public on the removal of the old cards the current cards um so more look for that more information on the next several weeks we already went over the coronavirus funding relief funding as i said the next report to the state is due november 10th and then the final report is due november 24th um one thing that i'm really excited about and uh i haven't had a chance to discuss at too great of a length with the staff but what i have shared with them and discussed we're all very excited about the new city website that is expected to come online at the beginning of the year uh end of this year um kind of that january 1st go live target date i have had a couple meetings with the company that's overhauling the website uh but the new the new website is gonna be not just better uh aesthetically pleasing but it's gonna be a lot more user friendly and the functions are gonna be much improved both in communication as well as being able to obtain information um we uh we're also having a a payment feature to pay online uh for certain features there's gonna be online forms um one of the things that i was discussing with another council member today was he uh we're looking at implementing a kind of a 4-1-1 system so if someone wants to report a concern or a complaint they can do it through they can of course still call city hall or email um but to have a kind of a online tracking uh software built into the website um where they can just go on report it um something as simple as a pothole or any issue you know so then staff can respond in that regard as well um as i said the the website is expected to come live or go live on january by january 1st december 31st so that uh that date is quickly approaching but we are looking forward to it both from a service and the convenience standpoint um the other ordinance updates that i had in my report we already did the water and sewer utility billing today uh we have been working on the personnel policy as well as the sign ordinance uh both of those i don't say got sidetracked but they were put kind of on the back burner um in the very beginning of the year we were kind of gung-ho on them i know sarah's been working on the personnel policy revision using the league's model so that is something that in the new year we'll be bringing back to the council the uh and then the solid waste is expected in december uh because of the new contract that we'll we have with tennis uh there are a few revisions that chris has identified uh that staff will be proposing uh to the council on the december meeting so look for that a couple just uh dates and logistical items that i wanted to note that were in my report um the canvassing of the election results which is something that the council needs to do as the canvassing board um that's scheduled for november 12th at 2 p.m the city needs just a simple majority for that meeting it is a short meeting if you've participated in the past it will be done via zoom that information sarah will get that to you shortly the city is closed on november 11th as well as the 26th and 27th the 11th is veterans day and then there's the thanksgiving holiday the day after thanksgiving uh the next meeting is the december 7th regular city council meeting and we may have a workshop on that uh depends on what uh what information we have the uh staffs right now staff's recommendation is to possibly wait until uh january um and part of the reason for that is staff is uh we're we're kind of at our we've hit a wall as far as taking on new projects so we don't want to overextend ourselves at the end of the year um but we'll we'll be discussing that i'll be discussing that with the council um the the only other thing that i want to mention is just for those councils information i will not be at the next uh at the canvassing meeting um i will be actually out of town i haven't taken any time off uh for well since march um so i will be out of town for a couple days but sarah will be running that meeting um virtually and if there's any questions i am happy to answer them now

**[1:00:22] Adam Bell (City Administrator):** uh yes councilmember buckley um thank you the the they were expecting it late november so mid to late november is when the state had been expecting to provide that uh that updated budget number um so that is what we're we're expecting um i did because of the the bonding bill that they had done i am hopeful that they uh they got that done with and so now they can work on some of the other uh other issues uh regarding state financing um for some time i haven't heard anything on estimated reductions no not since september um there hasn't been any uh any really any information either way um either keeping it level you know as is or or reducing it um so with that yeah we'll have that by the by this december seventh uh final though i'm sorry if i may have missed that the december seventh meeting is the truth and taxation hearing uh for the final property uh or the final general fund levy as well as the library levy um

**[1:01:14] Michele Hanson (Councilmember):** yeah i have a question adam about the website which i'm super excited about i think it's going to be great it's been forever since it's been updated um so it's going to be fancier let's say is it going to be more difficult than for can staff make updates to it or do we have to put money in the budget and make sure we have enough to if updates need to be made on forms or whatever
**[1:01:46] Adam Bell (City Administrator):** no we uh so included in part of the uh the the contract price will be um ongoing maintenance update ongoing updates um the the staff is going to be the one doing and those are the the major revisions um typically uh you can either sign up for you know i'll just get it and then it's all in your hands um going forward we kind of went the the combination where any major revisions will that that's included in the price um the the day-to-day updates that's something that we'll continue to do um so that's something that i know you and i talked about we talked about with the uh as a council um some a while back just about the communications possibly using uh some intern help to to manage that um so the website website updates along with social media et cetera would be possibly part of that um but we do we will be updating the the all the information on the ongoing business basis the major revisions to the format of the website that's what's included in the price but that's typically every four to five years is what unless there's something required more substantial
**[1:02:44] Mayor St. Ores:** i like it that we also have the uh draft agendas out now well in a like two to three weeks ahead of the meetings that more of the public knows what's coming up and can call in and or submit questions online uh regarding questions so just keep in mind and remember that those draft agendas are now available on our current site and will also be prominently featured on the new site so thank you for that that's a great step forward in transparency and communications and involvement from the community so thank you any other last questions for adam any other uh comments or announcements from the council
