uh challenges that that we think might happen and like I said all we're saying is that developers we're not requiring developers to to take this step developers will still build parking there already aren't building parking in places where they're not required to build parking we're just saying that for particularly for smaller developers who don't have the financing to be able to spend thirty thousand dollars per square foot space letting them have more people-oriented development or work into shared parking Arrangements Developers in that scenario that you that you sell I mean my gut tells me you're still going to be a live developers are still going to build parking we're just saying the city just needs to get out of the way of that process um and let them manage their site plans to be more people oriented like Beltline was designed for at the end of the day that's what we're trying to have happen is a a people oriented encourage people oriented design and that's what this many of you as well as myself had received a lot of communication about this particular item and it's something that honestly has weighed a lot on me these last couple weeks and the main thing that I think about as we discuss and debate this item is in the 18 muscles I've been in this job I've gotten a lot of Outreach and concern and frustration from constituents and community members around the lack of affordable housing opportunities particularly in communities like West End just thinking through one of the statistics that has weighed heavily on me since I've been in his office in 1970 West End had 20 000 residents today is only 5 000 residents a lot of that displacement came about because of the highways a lot of that displacement came about because of the demolition of our housing projects and a lot of that displacement came about because of our land use and Zone rules that disallow multi-family or missing mental development in communities like these talking to a number of residents who have brought so much to the table in terms of a cultural advocacy for Community like West End folks that do tours of the neighborhood folks that have run for office and have been education Advocates folks that were former npu chairs have all reached out to me to tell me that hey I can't afford to live in this neighborhood any longer can you help me find a Housing Opportunity I've had folks that I'm begging and pleading with me because they are about to get evicted and all these sorts of stories weigh heavily on me especially as we have an opportunity to bring four new permanently affordable housing units within walking distance to both the Atlanta Belt Line and to Western MARTA station one of the things I've shared with colleagues and I'll continue to share this land was conveyed to the Atlanta Land Trust in collaboration with the Metrolina land bank from the city council back in 2021 for this explicit purpose of building affordable housing on this site this project was approved by both the neighborhood association which was Western neighborhood development and neighborhood planning Unit t this project conforms what the comprehensive development plan and at the end of the day this project still needs to go before the Urban Design commission so there still is an opportunity for community members to provide input about the design the look The feel to make sure it conforms with the historic neighborhood that is Western and so I wanted to share that because this is something that I think is important for our body to to support especially since this land was conveyed by this body to Atlanta land trust for this purpose and I want to just once again share my full throw the support for this project and with that I move approval please the boat is companion papers uh that was before us related to others rezoning within the Beltline overlay this is the third paper uh unfortunately uh this paper was not supported by the zoning review board even though it did have overwhelming support from our neighborhood planning units I think 20 out of our 25 neighborhood planning units supported this this particular item uh specifically prohibits new Gat or not new gas stations prohibits new drive-throughs within the Beltline overlay and once again just a reminder when we think about communities like West End particularly over you know Langhorne and Ralph David Abernathy drive through after drive through after drive through uh gas station at the gas station at the gas station is not safe for pedestrians and this seeks to change that and just a reminder for all three of these papers we're talking about the Beltline overlays we're talking about a half a mile in each direction of the Belt Line itself so this is all three are tailored very narrowly for that purpose so that we can make sure that we this is focused and what we're trying to accomplish and with that being said I just want to ask you all for your support not just for this for all the papers and to make sure that we can make Atlanta safer for all of our pedestrians I move approval okay I see we have a speaker that's councilman faroki go ahead you go and I'll be after you okay well I'll second councilmember dozier's motion I want to thank him for his leadership on these three papers I'll note just for context for my colleagues we we pass something similar but for just two streets in my district North Avenue and possibly on uh coming kind of from the Belt Line back into the City and just as a um if you want to know like what the future holds obviously existing drive-throughs are grandfather done so they'll be there but one of the neighborhoods along Ponce North in my districts Ponce Highline has a historic district which also prohibits new drive-throughs and that is not prevented uh establishments that may normally use a drive-through from being creative and how they build their their properties for example we have a new Chick-fil-A go again not far from another new Chick-fil-A that's already operating but it will be a walk up only and you can also drive in and park your car but you got to get out of your car and I suspect it will be enormously popular and I think we'll see a lot of creative build outs that are that meet this requirement and are more pedestrian safe so I appreciate your leadership and excited to see this hopefully pass and shape the city for the better so my second stance okay so do either of you know what um the zrb's bees were like what what why denial I do uh Madam chair uh the big concern was uh potential implications for economic economic development in uh communities I know there's uh an assumption that you know a Chick-fil-A or a Starbucks is a is a marker that we've come a long way uh at the same time I don't necessarily agree with that because I think that the buzz coffees of the world the black coffee both black coffee ATL's of the world uh the uh highest positives of the world these are all sorts of great investments in our community coffee shops they don't have drive through restaurants there are a number of or they don't have drafters associated with them we have a number of restaurants Busy Bee Cafe Mr everything they don't have drive-throughs but yet they are a strong marker of vibrant Economic Development that's happening in our community so I get the concern uh it's the same thing that we see uh when we talk about uh uh you know the types of businesses we want to attract in our communities but I think there's some homegrown own businesses that have been able to thrive without these sorts of things that make it unsafe for our residents to be able to get to I mean think about during the pandemic and how many uh Wendy's and McDonald's uh they're the the lobby was closed but you still couldn't buy food from there because they were only accepted people at the drive through but you have to walk through and it's there's some things that we we have to do as a city to make it open and accessible for everyone especially in communities where in my district 30 of my residents don't have a car so how do we make our design oriented towards them and so that's what this seeks to accomplish that's that was the concern I was brought up and I get it but I think there's ways you can get strong Economic Development agreed councilmember bacteri yeah I also wanted to speak to that and also wholeheartedly support councilmember dozier's work on this and Leadership and thank you for that um just to speak to the zrb's piece I I don't I think that all of us can say with full confidence that Chick-fil-A and Starbucks are not hurting for revenue and that these are uh I mean last I checked Chick-fil-A's biggest competitors itself so I think that they are doing just fine in terms of drive-throughs and communities I mean looking at I wish this had come to pass earlier to time Moreland Avenue in my district for example is all drive-throughs um we have pedestrian deaths almost every month because of it because there is no ability to walk safely across the street drive-throughs quite frankly shouldn't be in the overlap overlay they should even be in arterial roads it slows traffic down and creates unsafe conditions not to mention they out-compete local businesses and I know that each of us stand very strongly behind our small businesses that are trying to survive that are the backbone of our local economy in addition to that they create heat islands that lead to Greater heat related deaths in districts like councilmer dozier's like parts of southwest of western parts of my district and so I think that um as a growing city this creates one creates an ability for more people to get out of their cars it creates a healthier environments it creates more opportunities for safety and it allows for small businesses again to have a Fighting Chance because I don't think it'll hurt Revenue in fact I think this will improve things okay I understood I just didn't know why just for the record this zoning chair is a Chick-fil-A fan Starbucks fan and like slim and Huskies like I like everything so Mom and Pops as well as the the big guy so um but this pedestrian deaths and in fact one caused a shootout in my district just last week so I'm very excited this has moved through absolutely um as am I anyone else everybody's heads and hearts are free on
