welcome to the Mesa city council meeting for the evening of November 4th 2024 uh vice mayor Heredia is unable to attend and is excused from this meeting all other council members are present uh we will begin with a moment of silence followed by the Pledge of Allegiance so please stand for the moment of silence and remain standing for the pledge [Music] thank you please join me in the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with with liberty and justice for all um next item on our agenda is Awards recognitions and announcements tonight we have uh two items under this agenda item the first is to Proclaim November as Alzheimer awareness month and National family caregivers month Alzheimer's is a devastating disease that affects millions of individuals and their families we all experience the impact at some point in our lives and it's important that we continue to raise awareness equally important is to recognize and honor the caregivers in our Community who provide compassion care and comfort for others often a great personal sacrifice here to accept the proclamations and share more is Kathy Norris Wilhelm of the Alzheimer's Association Kathy welcome you thank you mayor Charles pull this up my name is Kathy Norris Wilhelm I became involved with the Alzheimer's Community after my wife Jean was diagnosed in 2016 at the age of 55 Jean was a high school math teacher for nearly 20 years and education was always very important to our lives after struggling for about 2 years with symptoms of memory loss repeating stories and misplacing things we were persistent in getting a definitive answer to what was happening after a pet scan revealed her early onset Alzheimer's disease she immediately knew she wanted to share her story openly and publicly to help change the face and stigma and misconceptions of Alzheimer's disease most people think that Alzheimer's and other forms of dementia is an old person's disease she knew by sharing her own story it had the potential to help others we took every opportunity to help raise awareness and advocate for Better Care by parti participating in media interviews conferences and meeting with our state and federal legislators not once did Jean decline an opportunity to share her story to help raise awareness and help others it was the honor of my life to care for her until her last breath in March of 2021 we were together 25 years married legally for eight she would be a astonished at how she continues to inspire and educate others and the impact her Legacy has made I want to share just a few stats with you nearly 7 million Americans are currently living with Alzheimer's over 11 million Americans provide unpaid care for people with Alzheimer's and other dementias these caregivers provide more than 18 billion hours valued at nearly 300 47 billion Alzheimer's kills more than breast cancer and prostate cancer combined between 2000 and 2021 deaths from heart disease has declined by 2.1% while death from Alzheimer's has increased 141% former first lady rosn Carter was once quoted for this there are only four kinds of people in the world those who have been caregivers those who are currently caregivers those who will be caregivers and those who will need caregiving thank you mayor Giles and the entire city council for your support and raising aler aw awareness by proclaiming November Alzheimer's awareness and caregiver month thank you Kathy thank you very much for sharing that very personal story Council Let's uh present these proclamations and please join me up front for a photograph to meet and I have this for you to these are forgive and this is the iry this is the last thing I produced for Canyon record and it's it's designed for indigenous caregivers yes and when you just made that I thought that was perfect just stand right here front and center I'm going to set this down just while we hold this up are we equally balanced dish okay all right here we go thank you thank you that mean I'll just doing a bad job all right here we go thank you thank you thank you so much I give these both to you hopefully you have a good place for them thank you so much you so apprciate I appreciate you thank you uh we're not finished the the second item on our Awards and recognition agenda is is to Proclaim November as be kind America month in the city of Mesa I'd like to invite council member Julie spillsbury to tell us more and introduce Our Guest council member spillsbury hey thank you so much we are so excited to kick off our beind America month and in the city of Mesa we're honored to Proclaim November as a kindness month kindness is something I'm deeply passionate about I speak about it everywhere I go which is why I started the hash Mesa kindness campaign four years ago and I want to thank all of our citizens City departments organ organizations our school districts who have rallied behind this initiative sharing and celebrating moments of kindness across our community acts of kindness have a unique power sorry I'm about cry you got me going they truly change our world one of my favorite quotes is by Leo tsto that says nothing changes our lives or the lives of others more than Perpetual kindness it makes life more beautiful and as we prepare for election day tomorrow this message could not be more timely sorry with different opinions and passions at the Forefront kindness can remind us of the respect and unity that we all share despite our differences I'm delighted to invite Marsha Meyer with one of my favorite nonprofits the beon people project up to speak thank you so much um thank you for this opportunity and um empathy is one of the great tributes and Hallmarks of of being kind so thank you for um displaying that um the beon people project works with a focus on building a generation of respectful responsible healthy and caring citizens and leaders and when you think about those words respectful responsible healthy and caring it's so ironic to me that this meeting happened on the day before election because there have been some times let's all face it in the past few months where we may have seen some differences of that displayed um our country is better than some of the things that we have seen therefore we work carefully to build children to be the kind of adults that we would want them to be in the future research clearly indicates that between the ages of 5 and 13 pro-social Behavior that's demonstrated is one of the best indicators of further academic achievement including High School graduation of Financial Independence which means standing on one's own two feet and on having healthy personal health and emotional health habits so our kids are our future and we can think of nothing more important than investing in those young lives and teaching them the important components not only of kindness but we talk about being kind being kind involves three things it involves thought that you have to recognize something it involves empathy so you feel something and it involves action there's nothing random about being kind it's intentional and it's someone who has thought about something figured out what to do and then done something kind with a word or a gesture there's not a community in America that would not be better if we didn't have more citizens thinking with those three things and we certainly um celebrate Mesa for recognizing that this is important for the city and we are honored to have this Proclamation done uh as be kind America month we think that it's more than one month but we'll start with one month I would just like to leave you with the 10 um skills that we teach kids on how to be kind people people and we call them skills because you can learn how to do it you can practice it and apply it to life those 10 skills are be encouraging be positive be supportive be helpful be honest be thankful be considerate be respectful be responsible and be a friend great things for kids and great things for us as adults also thank you so very much approving resolution to extinguish a temporary drainage easement on the south side of the 10,000 block of East Hampton Road to allow for development of the property item 6A introduction of ordinance for proposed amendments to title four chapters 3 and N of the mesa city code pertaining to electric vehicle charging standards for new construction item 6B introduction of ordinance for proposed amendments to section 11- 43-7 of Title 11 the mesa city code pretending to freeway Landmark monuments this ordinance was previously introduced to the October 21st 2024 city council meeting and is being reintroduced due to minor revisions item 7A approving ordinance was zoning case 23417 for property located south of East mcdal Road and West hour th vist to drive reson with plan area development overlay to allow for single resident subdivision at item 7B approving ordinance for zoning case 24- 498 for property generally located north of mcdal Road and west of Greenfield Road this is for a reone with the planed area development overlay and major site plan modification to allow for expansion of an industrial development mayor and council members these are the items on the and excused next item on our agenda is item uh 8A item 8A is the proposed amendments to the Mesa zoning code related to Billboards we had a staff presentation on this item at at a previous study session M Mosley do we have any requests any blue cards to speak on this item no requests mayor thank you do any council members wish to discuss this item yes I just wanted to thank Mary as well as Jim Smith um who addressed all the concerns that I raised in the study session and answered all my questions so thank you for that thank you council member go forth any additional discussion all right do we have a motion for approval we have a motion made by council member Duff seconded by Mr Freeman please vote Scott pleas all right thank you this motion passes with five eyes and one note by Mr Summers and Mr Heredia absent uh next item is item items 9 a b and c all relate to a proposed development known as The Landing at Falcon Field generally uh located east of Greenfield and south of melops Road and involve a public hearing and taking action on resolutions for a minor General plan Amendment and approving a development agreement and an ordinance resoning the property I declare the public hearing open misss mosy do we have any request to speak from the audience on this item have no requests thank you do any council members wish to address this item all right seeing none I declare the public hearing close if there's no objection from Council we will take one motion for the approval of items 9A 9B and 9 C the general plan Amendment the zoning ordinance and the development agreement uh is I see there's a motion by council member spillsbury seconded by council member Summers uh please vote that motion passes unanimously with the vice mayor absent next item on our agenda is item 10 items from citizens present Miss Mosley do we have any requests to speak on this item it's hard to repeat myself but no okay no comments thank you very much hopefully uh tomorrow
