okay good morning it's 11 A.M and this is the top of our committee week this is zoning committee and I am your chair Marcy Collier Overstreet and with that I'd like to introduce well first I'd like to call the meeting to order and then I'd like to introduce my colleagues that are here with me today to my far right I have council member Amir faroki and right next to him it's councilmember Mary Norwood and to my far left I have council member Matt Westmoreland right to the right of him with council member Jason Dozier and to the right of him as council member Liliana baktiari and with that we constitute a full Quorum and with that we can actually conduct our City's business and we will do that starting now at like to motion to adopt the agenda second by Liliana bhaktiari please prepare the vote one moment please videos show me chair Overstreet would you mind if we did a Voice vote to record this don't mind at all do we do that by unanimous consent yeah there are any no members that object will record all members present as being in favor okay um favor say aye anyone object with that we'll move on so we have adopted the agenda and we'll move on to approval of the minutes I motion to approve the minutes second by Liliana baktiari shall we do a Voice vote again yes please all in favor of approval of the minutes aye any objections and with that we've approved our minutes and now we will move on to the election oh here we are we'll move on to the election of our zoning committee Vice chair I nominate Matt Westmoreland as my vice chair second by council member Nora wood can we for the vice chair sure foreign sure I think the committee should go ahead and take a Voice vote and then we can catch up as we're doing oh it's ready so I made a motion for councilmember Westmoreland to be Vice chair second Baba tiari we're preparing the vote uh the vote is six years and zero names yeah it was second by Norwood actually second second and thank you with that um councilmember Westmoreland thank you for agreeing to be my vice chair um well for the City of Atlanta not just mine um we were a good team last year I'm excited to do it again thank you so much we have so much work to do and I appreciate that I really do yeah everyone can use math so we will move on down to our next agenda item which is to the 2023 zoning committee goals and objectives and committee members we should be prepared to adopt our 2023 goals and objectives for this year on January 23rd that will be our next zoning committee meeting um you all just um turn those into Mr Evans please before our next committee meeting I will share with you that we have some items from last year that we will send to you all via email because some of them are not one and done they're things that we're doing ongoing and we'll make sure that we continue to do those things but would love for you all to add some more goals and objectives in the name of zoning and with that we will move on to public comment everyone can have three minutes as long as it's not an agenda item to speak do we have anyone signed up for public comment no there are no people signed up for public comment okay so we're moving on to Communications item number one is 23c 5005 a communication from mayor Andre Dickens appointing Miss Kimberly Alexander to serve as a member of the zoning review board disappointment is for a term of two years wonderful is Ms Alexander here please come to the podium and speak with us good morning good morning thank you for coming today would you like to share with us some of the reasons why you like to uh serve on this Erb board sure we definitely need you good morning um as a native Atlanta I've seen the city grow and I've seen it grow in positive ways I've seen situations where um things were at once blighted and now they're thriving I'd like to be a part of that process I believe in Equitable development I believe in smart land use planning I believe where there's social infrastructure there should also be market rate housing and mixed-use developments so that we can have a thriving City for everyone thank you for sharing that with us does anyone have any questions from Ms Alexander council member Westmoreland thank you chair Richard morning Miss Alexander um could you talk a little bit more about kind of your approach to your philosophy um around zoning and in particular kind of your thoughts on Atlantic City design um and the the many conversations that we've been having as a city about zoning and how we grow in the future sure well I've been um pretty involved at least in the area where I have commercial property with my family and so I believe it's important that when you talk about zoning when you talk about land use that it's smart planning that you make sure there's density but you also make sure that density is made up of lots of different uses so when I talk about smart land use planning again that to me means that you have um diversity of land use that everyone can enjoy that you are um cognizant and aware of some of the issues regarding displacement and or trying to make sure that those that already live in the area have um a voice in the conversation so that they are also included in that land use planning I'm a lawyer by trade so you know I read zoning laws and ordinances and uh rules and regulations all the time council member baktiari yes hi I'm curious about if you support the zoning ordinance and comp plan say that again the zoning ordinance and comp plan I support the ordinances that I've seen and I've read that I'm familiar with there are some ordinances that I may not be familiar with but I go with what is the don't worry there's no majorities are not familiar with it so it's totally fine yeah um okay but and I'm I'm looking forward to meeting with you and discussing some of the plans and finding out doing due diligence on Master plans finding out how you would like to see them come into a neighborhood I would also be curious to know what your thoughts are in single family housing and the current oh I totally believe in single family housing and absolutely I totally believe in mixed-use developments I believe in affordable housing but I have I also believe that it makes sense for the neighborhood council member for rookie second motion to approve by faroki second by Overstreet please prepare the zoning committee to amend the 1982 Atlanta zoning ordinance as amended by amending various provisions of the text including creating definitions of commercial food preparation and delivery based commercial kitchen by amending chapter 29 and by admitting the three regulations of the light industrial the regulations of the light industrial district in chapter 16 the community business district in chapter 11 by modifying the permissible uses and the parking requirements and the loaning requirements the commercial Service District regulations in chapter 12 by modifying the permissible uses and the parking requirements and the loading requirements the office institutional District in chapter 10 and by modifying the permissible uses in the parking requirements and the loading requirements the industrial mixed use District regulations in chapter 16 a by modifying the permissible uses in the parking requirements and the loading requirements and for other purposes staff is Erb if we could get that red in please yes ma'am an ordinance by council member Mary Norwood in ordinance to amend the Atlanta zoning ordinance by creating a new chapter 18 wide SPI 25 to be entitled Tuxedo Park neighborhood District regulations and to amend the official zoning map by changing the designation of properties within the Tuxedo Park neighborhood District so as to add SPI 25 to the district designation and for other purposes move approval second chair yeah a motion to substitute and then we'll be substitute it and then we'll refer to Erb and zoning motion to substitute I'll second that Madam chair I want to make sure we're doing this right from a legal perspective do we need to amend the back when we adopted the agenda in item C it did not have this walk-in listed do we need to reconsider the adoption of the agenda new recommendation for the parliamentarian is that because we have a walk-in legislation section that it's we're already covered on that deal I will tomorrow for an invest Atlanta small business um you can zoom in but it's important because the city of Atlanta is prioritizing small businesses and youth this year so please join in on that and on the 17th we will be holding our city planning workshop Workshop 2.0 and that's going to be at the r e i r c i e building and I'd like to make sure that everyone is really participating in that so these will all be on our website and I have one more the mayor is holding a summit on the 21st and the Summit is for all mpus leadership and anyone that is interested in learning more about our mpu system small um affordable housing and City Planning so please be on the lookout for those dates and times and places on our public website and I see some other council members councilmember Norwood yes I just wanted to elaborate on zoning 2.0 the upcoming meeting it's many people are not familiar with the location because it's not explained in a way that lots of us who don't live near there would understand but it is literally at the corner of Northside Drive and and it is the original Hermann Russell headquarters which we're all familiar with and so you go just past a SAT going south you go past Mercedes-Benz Stadium go up the hill it's on the left so it's very easy to find if you're coming from the south it's before you get to mercedes-ben but it's right there at Northside Drive that building takes up the whole block thank you councilmember bhaktiari uh yes thank you um I'm going to keep saying this as long as we're in session uh or as long as the general assembly is in session uh legislative session for the state started today I would encourage anybody who's interested in getting more involved there are some really there are some very very um there are major things on the agenda this year we have one of the things that's being discussed is banning guns from large Parks or large events there's a discussion of contraceptives there's many other things that are going to affect our day-to-day lives that we have no control over but I would encourage any any member of this or any constituent city of Atlanta to get involved because everything that happens there will affect our lives from here on out so please please please if you're interested um email me or just go up there and learn about citizen lobbying but please get involved um I beg a few thank you
