We're going to hear from Connie Talon, our Environmental Specialist/Water Resources Engineer, on the Surface Water Management Plan. **[01:40] Connie Talon:** Good evening. Thank you, Madame Mayor and council members, for the opportunity to introduce the Surface Water Management Plan. So I will share the screen now; I have a presentation to give. Can everyone see that?
**[01:55] Mayor Emerson:** Yes.
**[01:56] Connie Talon:** Oh, wonderful. So I will start off with a brief history and then I will introduce each chapter of the plan. Per Minnesota statutes 103B, local units of government in the seven-county metro area shall prepare and implement a comprehensive surface water management plan... **[10:46] Mayor Emerson:** Does anyone have a question? Council? Anybody have a question or comment? Councilmember Edberg.
**[10:52] Councilmember Edberg:** Thank you, Madame Mayor. So, Connie, I don't envy you the job of trying to coordinate response among several water management organizations, let alone a variety of other governmental and non-governmental bodies. But are there any common themes of places where there are tensions between organizations or where finding common ground is more difficult than others?
**[11:15] Connie Talon:** Mayor and Councilmember Edberg, first, each water management organization has their own rules and their own requirements... I'm not seeing any tension regarding this plan between all of the water management organizations. So that's going smoothly.
**[12:15] Mayor Emerson:** Anyone else? Well, thank you. This is a lot of work, I know, and I'm glad we have you and your expertise to navigate through this process because it's a lot... I really appreciate that.
**[12:35] Connie Talon:** Yes, and thank you all.
**[12:37] Mayor Emerson:** Thank you. Okay, we will move on to Item 5: Public Hearings. Resolution ordering improvements, approving plans and specifications, and authorizing advertisements for bids for the 2021 Pavement Rehabilitation Project. Mr. Copy.
**[12:55] Paul Copy:** Thank you, Madame Mayor, members of the Council. I'll do a brief presentation. Cara will bring that up here. [Presentation on street reconstruction and mill and overlay programs continues until 17:30].
**[17:31] Mayor Emerson:** Thank you. Do any of you have a question for Mr. Copy at this time? Council? If not, I will open the meeting up to the public that have questions on this project. So, Cara, did anybody sign up to speak on this issue?

**[18:12] Claire Starinsky Wallace:** Yes, ma’am. I am Claire Starinsky Wallace. The address is 1759 Elm Street. From what I saw on the screen, references were to single-family homes, but there was no reference to the townhomes that are also on Elm Street. What would be their cost?
**[18:32] Paul Copy:** Madame Mayor, I can answer that question. Those would have been in the notice mailed to you, but yours looks to be an estimated assessment of $733.
**[18:48] Claire Starinsky Wallace:** $733? That’s the total cost?
**[18:51] Paul Copy:** Correct.
**[18:52] Claire Starinsky Wallace:** Okay, that seems fair and reasonable for all the work that's going to be done.

**[19:18] Paul Copy:** Madame Mayor, I can answer that. You have the option to pay the entire amount, or you can assess it over a 10-year period.
**[19:40] Paul Malcor:** And roughly how long is that anticipated that the mill and overlay would last?
**[19:45] Paul Copy:** Generally, the life is somewhere between 30 and 50 years, but we want to come in at about 25 years to do what we're doing today.

This resolution was taken off of consent because I wanted to take this opportunity to update Council on where we're at with the franchise approval process. We are reviewing code sections that are quite outdated—for instance, references to "dance halls." [Explanation of Municode review and zoning code updates continues].
**[29:45] Mayor Emerson:** Great, thank you. Well then moving on, you might as well stay tuned. Moving on for communications from the City Manager.
**[29:55] Ellen Hiniker:** Thank you, Mayor. I listed out work session dates for the coming year. We're hoping to meet on March 30th. Moving forward, it would be the third Tuesday of each month... and a quick update on the welcoming and inclusive community initiative. We received about 25 applications.
**[31:30] Mayor Emerson:** It was hard to narrow them down. You have a lot of strong applicants.
**[31:35] Ellen Hiniker:** I’ll defer to Ann and Paul for additional updates.
**[31:45] Ann Konnot:** I'll provide a brief update on the Housing Task Force. We launched it about a week ago with a video and a survey. We really want to hear from a broad spectrum of White Bear Lake residents. The deadline is currently Monday, March 1st.
**[33:15] Paul Copy:** I have a couple items. First, with the cold snap ending, we’re having some water main breaks. Our staff is doing their best to repair them. Secondly, the Gazebo committee. We've determined the upper structure is sound but the lower structure needs replacing. We’re hoping to be done by the end of June for Manitou Days.
**[34:30] Mayor Emerson:** And Councilmember Bean, do you have anything about the Caboose?
**[34:35] Councilmember Bean:** We’ve had one introductory meeting so far. We're moving forward.
**[34:45] Mayor Emerson:** I just have one thing. Please take the housing survey. I'd also like to publicly thank our city employees who have worked tirelessly. They’re doing a great job under difficult circumstances. With that, I would entertain a motion to adjourn.
