[6:05] **Dawn Lanning (Resident):** yeah so um two weeks ago i was traveling in tennessee unplugged and enjoying one of our great national parks but now i'm back to my reality which these days includes paying attention to some local issues after reading tonight's agenda and the meeting minutes both from the working session and the last meeting i felt
[6:50] **Dawn Lanning (Resident):** compelled to speak at tonight's meeting to address some of my concerns but more specifically to express my support for city employees all of our city employees and more specifically our first responders first before i get into that i'd like i have some general questions related to tonight's agenda items item 7b you know it would be nice if you guys would answer these questions as you discuss these items 7b is uh related to the rehab funds and the survey that was done to solicit those rehab funds and i was just wondering how residents were selected for that those surveys and will the funds be available to
[7:37] **Dawn Lanning (Resident):** residents outside of the survey participants and if so how will those rehab grants be advertised to the citizens of canon falls and disperse and then item 6e which is the donation from the fireman's fund you know i just want to say that there should be you know the city council really should be thankful for the fundraising efforts of our local firefighters not only do these people put their lives on the line but they are involved in our community and the city council should be supporting all of our first responders which leads me to the next item of particular concern during the last city council working session during a discussion
[8:23] **Dawn Lanning (Resident):** of covid policies and vaccination mandates council member duncan made a comment that a person's personal freedom cannot impinge upon another person's health or safety well mr duncan the same could be said that a person's personal fears cannot impinge upon another person's health or safety there are verified valid risks associated with the covid vaccines including death the vares data show that over 15 000 deaths have been reported with the use of these vaccines some studies even suggest the reported numbers to be a very small fraction of the actual numbers per stanford university contrary to the city council's opinion
[9:08] **Dawn Lanning (Resident):** these vaccines still are being used under an emergency youth authorization the only vaccine that is fda approved and you can look it up on the fda's site is an adenovirus based vaccine and it will not be on the market until perhaps the end of 2023 unlike the messenger rna vaccines that are currently being used mr duncan's total disregard for city employees medical freedoms is just another example of his continued contempt for those with opinions differing his own he dismissed the city's first responders explanations that a mandate is neither wanted needed nor warranted and dismissed their serious concerns
[9:53] **Dawn Lanning (Resident):** that a mandate will put this city services in jeopardy the city's attorney even advised that many cities have opted not to impose mandates at this time the fears of mr duncan along with ms bringgold fueled their justification for the infringement their infringement by stating that it is the city's responsibility to protect its citizens and by raising concerns of liability how exactly will a vaccine mandate protect the citizens of cannonball vaccinated people can still get covered they can still spread covet and yes statistics do suggest they are more likely to get sick what will our protection look like if our first responders value their own
[10:40] **Dawn Lanning (Resident):** lives ahead of their jobs if the city council is worried about liability consider the consequences related to an unjustified dismissal the delayed response to an emergency call due to staff shortages the illness and or death of an employee after being coerced into taking a vaccine that currently is not fda approved that they did not want to take or by sending them to test sites where sick people go to get tested okay increasing their exposure and again putting their risk

[11:28] **Dawn Lanning (Resident):** okay mr duncan's claim that breakthrough infections are extremely unlikely his words to need hospitalization are simply not true minnesota department of health reported as of september 25th there were 2 718 breakthrough cases in minnesota that required hospitalization since they started tracking breakthrough cases less than six months ago compare that to a cumulative total of hospitalizations in minnesota for all of the pandemic of 37 344
[12:16] **Dawn Lanning (Resident):** collected over a period of 18 months that amounts to over 7 percent of all hospitalizations for the entire pandemic being attributed to breakthrough cases in less than one third of the time period this is a far greater than this is far greater than the current covid hospitalization rate of 0.02 percent in minnesota per the hhs site on data from 10 18.
[12:46] **Dawn Lanning (Resident):** the statistics for covid deaths in minnesota also show a significant breakthrough case load of 234 deaths from breakthrough cases compared to a total death count for all of the pandemic of 8049 people with breakthrough cases amounting to nearly three percent of all deaths in the entire time of the pandemic pandemic and again within less than a third of the time mr duncan this is not extremely unlikely the unfortunate passing of general colin powell who was fully vaccinated is yet another example that these vaccines offer no guarantees there is a proven and
[13:32] **Dawn Lanning (Resident):** verified risk associated with these vaccines and as such the decision to weigh the benefits versus the risks of their youth should be a personal choice with no coercion of any kind no bullying no shaming no financial threats of surcharges or loss of employment no additional testing i would hope that the city council will reconsider their vote from the last meeting mandating the use of vaccine of a vaccine to appease the petty fear of the unvaccinated or of the vaccinated that the very vaccine you are mandating does not offer them sufficient protection then using unstable substantiated rhetoric to justify stopping
[14:19] **Dawn Lanning (Resident):** on city employees medical freedoms as well to use mr duncan's own words selfish stupid and un-american thank you
[14:45] **Council Member Diane Johnson:** all right i would just like to say number one i don't believe we did mandate vaccines for any employees of town um and i support the council's effort to say let's consider the safety of everyone and despite many different things i know people hear different things but vaccines are proven to work yes are breakthroughs but for most of us who are vaccinated we say it's good i obviously wear a mask anyway but i applaud your efforts to work for everybody as well as to respect people's freedom and right to say vaccine is not for me how that works out if it becomes
[15:31] **Council Member Diane Johnson:** something mandated by the state or federal government then we have to deal with that but to emphasize that it's just recommended nobody's being penalized nobody's being forced and so hopefully the public will begin to understand it thanks

[17:06] **David Olson (Artisan Plaza):** david olson i'm here about the tif financing but i have a few questions and i have a few comments that i'd like to make before i uh we discuss what's going to happen with the tif financing i used to be proud of this town of cannon falls i've really lost the pride in the last couple years and a lot of other people in the community have also come to me and said that they've lost the pride i've been
[17:51] **David Olson (Artisan Plaza):** searching to try to figure out why this town is deteriorating the city needs to be run like a business and if you don't run like a business the city will fail we need a progressive and not a regressive city and right now the city is not progressive you must have growth to stay alive i know a lot of us like the small town community and we like to live in a small town community but you must still have some growth or the city will die you look at your numbers if you haven't looked at your numbers you really need to look at your numbers

[18:37] **David Olson (Artisan Plaza):** okay look at your numbers um the licensed bureau if the licensed bureau is not going to be in cannon falls that's another failure in the city of cannon falls it needs to be on in cannon falls and that's another issue that needs to be addressed if it's because it was financial reasons it wasn't managed bottom line needs to be managed um so why is the city failing the bottom line is we have people that don't have the capacity to be in the seats that they're in doesn't mean they're bad people it means they don't have the capacity to do the job that they're supposed to do it's like a truck driver that's 13 years old you know what he can drive a truck but he doesn't have the capacity to drive a truck professionally or the sandwich kid that you're trying to help
[19:23] **David Olson (Artisan Plaza):** build a sandwich and you can't build it right it's not that he's not a bad person it's just she doesn't have the capacity to do the to the job properly um mr duncan you made some comments about me the a couple of meetings ago that i didn't show up to my hearing who set that hearing up somebody had to set it up because i didn't right who set it up

[19:23] **David Olson (Artisan Plaza):** why why was it set up i didn't ask for to be on the agenda so who set it up and why was it set up and then you slammed me that i didn't show up at my own meeting right is that right sir

[21:21] **David Olson (Artisan Plaza):** no no none at all and then he slammed me for not coming to my own hearing which wasn't my hearing it was your hearing i don't understand neither does the community you know you council members when you took your seat you have an ethical a fiduciary and a responsibility to the community okay some of you aren't doing that

[21:21] **David Olson (Artisan Plaza):** yeah okay all right because of the nonsense that's going on in this town i'm going to pay my tif money back okay i'm not going to accept my tef money i'm going to give it back to the city but i'm also going to
[22:08] **David Olson (Artisan Plaza):** i've already talked to the county i'm going to deteriorate the artisan plaza the landscaping i'm going to bring that tiff money which i when i started that project was at 293 000 i'm taxed right now in a million five okay i got a million five for a tax base i'm gonna bring that sucker down to about six hundred thousand so if you do your housing development you're giving away the farm and then you're gonna lose a half a million dollars or three quarters of a million dollars in tax base because of the nonsense that goes on in this town i was at a city council meeting hudson last night very professional very fun to go to shouldn't be this kind of nonsense that goes on it should be very professional and it's not

[23:08] **Acting Mayor (Laura Kronenberger):** next item on the agenda is small cities development grant is that right development program i'm sorry about two months ago uh you were asked to do a survey um around town karen desharm from semcra is here to discuss the survey and and request that uh you look at an application and karen is here tonight
[23:08] **Karen DeSharm (SEMCRA):** thank you for having me um so we conducted that survey and i will review those results um we did do that citywide um the you have some information i provided to neil for your packet tonight um the first is a map
[23:53] **Karen DeSharm (SEMCRA):** of the survey results of those that are income eligible and interested in the program so this the small cities development program requires that we're servicing those in households with incomes at or below 80 percent of the county median income so what you're seeing is mapped is those property owners who are meet those income guidelines um on a kind of a preliminary we didn't do a full third party verification on them yet but um they these households are income eligible and they're interested their response in terms of interest was yesterday maybe so um as you can see this is very much community wide i spent an hour trying to figure out
[24:39] **Karen DeSharm (SEMCRA):** where a target area map would be and usually i can look at a map and get it in about five minutes i couldn't on this one so i talked to our rep because i'm like i'm just at a loss i can't figure out where our target area should be so since the city's population is less than 5000 we can do a city-wide application and that is not going to affect our grant application so that's the route we're going to go we're not going to do a target area we're going to go city-wide any questions on the map okay so we did do the survey we mailed um this is just the owner occupied and i'll talk a little bit about the rental um we mailed uh 1190 surveys out so we mail all surveys to
[25:26] **Karen DeSharm (SEMCRA):** every homeowner that's owner occupied i have a process i go through to select who they are if they're homestead and that sort of thing i don't we do it um because of their housing and the federal requirements surrounding fair housing we have to be i can't choose a certain area we do citywide in terms of our disbursement of the survey we did get a 28.9 response rate that is low but i will talk about the interest in a little bit and that number has changed i have probably at least 15 20 surveys more that i've gotten in that is not part of this so i didn't want to add that to this and confuse what you have and what i have in terms of talking through it tonight um in terms of those who are um income
[26:13] **Karen DeSharm (SEMCRA):** eligible and what that's what lmi means it's the um those are the they meet the income requirements that are set um we have 90 households that are interested our grant funds are capped at 600 000 and each house could get up to 25 000 in rehab funding through this program with material costs our being what they are we usually average around requesting 22 000 per household um we're gonna have to be higher than that because we are not able to do as much stuff so we're leaving houses kind of somewhat unfinished and um so we're requesting more per house in terms of um the grant and i'll get into that but right now we're we have 90 households
[27:00] **Karen DeSharm (SEMCRA):** interested and we probably have more than that and if we do additional marketing we're going to have more than that when people really understand that the funding is a 10-year deferred loan the loan goes away at the end of the 10 years and if it's sold within that 10 years or they don't use the house as their primary residence for 10 in that 10 years it's prorated no interest added they're not making payments on it until they have an event of a default or they sell or the 10 years has been forgiven so um that's this is just this table that it has these numbers on is what i use to kind of start my analysis process and help with the basis for the grant application so i will just talk about the preliminary proposal the next page is the budget that we're proposing we're proposing to rehab 21 homes
[27:46] **Karen DeSharm (SEMCRA):** um averaging uh 24 500 in small cities money um per unit so now if the average is lower than that we can do more homes than the 21. so we we're applying for an allocation we at least have to rehab 21 homes but if our overall average is lower we can end up rehabbing more does that make sense um so we're right at the total um in terms of we're right near the cap of we're applying the total request is from the state is 591 thousand 675 in terms of small cities monies um we did get some rental interest it's not in terms of trying to be competitive i
[28:32] **Karen DeSharm (SEMCRA):** feel like we'd be dabbling in rental and dabbling in owner-occupied rehab so what i'm proposing to do is focus on owner occupied with this application and then i can anticipate that we would have a rental in a few years from now coming back and requesting more funding from the state to improve additional homes and rental properties in canada falls so with that the tonight is for approval for submission of the preliminary proposal and for the mayor to sign the the signature page and then i can take any questions
[29:17] **Acting Mayor (Laura Kronenberger):** can anyone apply for this are only the ones that are the 90 that are in the income that responded
[29:17] **Karen DeSharm (SEMCRA):** so the 90 we can't limit it to the 90 we have to we can't we have to for fair housing open it to anyone so we would obviously reach out to those people because they have needs um there's a lot of needs in terms of accessibility that i noticed and the age of the households that was another thing that i didn't mention on the map we have houses that we look at for older the oldest most oldest homes in the um area and we couldn't find that either so that was what led me to the it was more sporadic so we would have one that was pretty new and then one that was extremely old in the same kind of neighborhood so we couldn't just limit it okay so but we have to be um give everyone then the same opportunity we do reach out to the survey
[30:03] **Karen DeSharm (SEMCRA):** respondents we do market in terms of publications and the local newspaper webs our website those kinds of things

[30:21] **Karen DeSharm (SEMCRA):** thank you um so this preliminary proposal is due november 17th in about mid-december we would find out our ranking so if it was competitive or marginally competitive we're invited to submit a full application which would be due february march time frame so you'll see me in january and then in february again if we're selected

[31:31] **Laura Qualey (Community Development Specialist):** good evening so in regard to the keller bartman housing project the original timeline that they were hoping to begin construction was going to be yet in 21 but just due to the process and the steps and stages that we need for this particular project that timeline has been modified till next year so because the original tiff agreement had stated that it was going to be breaking ground in 21 this modification is basically just stating that the start date would
[32:17] **Laura Qualey (Community Development Specialist):** be um july 1st by july 1st of 22. so with it substantially completed by december 31st of 23 so this resolution is basically just making a modification to that start date for construction any questions nothing changes in regard to anything else except that's that timeline we just have to have it modified so it basically amends that original agreement

[33:42] **Laura Qualey (Community Development Specialist):** the expenses that can be reimbursed for are usually footings down so it can be environmental studies it can be you know soil borings that can be anything like i said from the um the soil down but when it comes to and that's for commercial development well in a housing development plan you can use other construction project costs and that again was language that wasn't originally written in because it was drafted more like a commercial agreement before so this basically it doesn't change the bottom line numbers it doesn't change any of their reimbursement it just qualifies more of those construction project costs for reimbursement so
[34:28] **Laura Qualey (Community Development Specialist):** in your document i did highlight that amount for the construction but you can see the existing budget and modified budget the total tax increment project capital costs remain the same so this again is just more verbiage that just needed to be modified to amend the tif

[38:02] **Kyle Paulson (Chamber of Commerce):** social distancing and we are stating that masks may be worn okay and and so if you know of any volunteers that would like to help move the traffic around we will have arrows on the sidewalks to keep that going and just want the safety for the children going across the streets as well okay an added benefit from this for this year is we have what we call the free book buggy and the free book buggy is a non-profit that collects children's books and they will have plenty of books to give one to two books per child
[38:50] **Kyle Paulson (Chamber of Commerce):** in all age limits and so they will be down by brewsters since brewster's uh is bringing them into town and so free books for children the night of trick-or-treat trot our that is from three to five the school district the pto is having their school carnival family halloween party starting at 5 p.m at the high school at the high school from 5 till 7 30.
[39:24] **Kyle Paulson (Chamber of Commerce):** then we also have uh the trunk or tree trout at st pius church and school that is open to the public 3 30 to 5 30. so they'll have cars parked in their parking lot that you can walk around to to pick up your candy

[39:24] **Kyle Paulson (Chamber of Commerce):** elementary school thank you for that correction the school carnival is at the elementary school 5 to 7 30 on friday the 29th sunday october 31st the trunk or treat trot at first english will be happening from 10 15 until 11 15.
[40:06] **Kyle Paulson (Chamber of Commerce):** and so they're gonna have uh food trucks there they're going to have some other games going on and so a little bit more fun than just getting candy that day and just today i heard from true north church they're having a halloween trunk or treat they'll have line a lineup of decorated cars where you pick up your candy they'll also have farm animals to be petted group photo shots chili apple cider hot chocolate and coffee and they want everyone to vote for their favorite chili and that's on the 31st

[41:39] **Laura Qualey (Community Development Specialist):** um the john birch park um rehab project did make the fall bonding bill tour so they're technically not coming to cannon falls or coming to red wing but a bunch of us that are kind of on that i guess that committee or whatever you want to call it are going to be going to red wing and making our little pitch to the legislatures so that'll be um we're having a meeting this week to kind of prep for it and then that will happen in november actually that we'll be going to red wing

[45:57] **Council Member Derek Lindell:** yeah um i wasn't gonna talk but i just wanted to make a clarification to what uh someone in the audience mentioned earlier uh the pfizer bio end tech which is now known as community they're the same thing is 100 percent approved by the fda that is all thanks sir
[46:42] **Council Member Mary Jo Ringgold:** mary jo no or me um we met um for the ridge um sandstone i keep forgetting what committee we're calling it the sandstone committee um and yeah um met with the city engineer next steps are going to be to televise the sanitary sewer and storm sewer to make sure they're all working properly and then to work on a soils expert get a punch list for utilities um talk to the park board get on their agenda because there's a there's a ball field tentatively scheduled slotted to be up there but it probably doesn't make as much sense anymore so getting an input for you know doing some type of a park and moving it or or what not to get ideas on that um and then once we get all that kind of lined up working with a developer to come up with a concept plan thanks
