Um we're going to begin today's proceedings with the invocation and the pledge of allegiance led today by Commissioner Rose. Commissioner. Uh everybody bow your heads who want to pray with us. Um dear heavenly father, thank you for giving us another day to serve the wonderful people here in the city of Orlando. I ask for your guidance and protection as we make decisions that impact our community. Let there be peace and understanding in your name. Amen. Amen. To the flag of the United States of America and to the stands one nation indivisible with liberty and justice for all. Okay, let's call a meeting to order. Uh, first order of business is consideration of minutes from the agenda of BNC council meeting of March the 24th, 2025. Motion by Commissioner Stewart, second by Commissioner Ortiz. He's all in favor of the motion indicate so by saying I. Those opposed. Motion carries. We have no awards, presentations, and recognitions. So, that'll bring us into the mayor's update, and I just have a couple of things. Um 407 is or April 7th is 407 day. One of my favorite days of the year. It's an opportunity then we get to celebrate our community and the vibrance and all things that make Orlando. from our small businesses to our sports teams to the people who are so welcoming. It is also important to note that we are in a very special year. Um, as part of the city of Orlando's 150th anniversary of the incorporation of our city, we're partnering with the Orange County Regional History Center on a new exhibit called Orlando Collected. It opens on Saturday and will feature 150 items of our city's past. I encourage you to take the opportunity to visit and enjoy the exhibit. I have just two items um that I want to specifically note on the agenda today. Item B1 is uh a item to approve the Kia center LED display upgrades that are part of our capital improvement project that's funded by tourist development tax. Um the existing bowl lighting is 14 and a half years old. So it is well beyond its use for life and we can certainly use that upgrade. The other one's item B3 which is um a new pilot program that we will have in partnership with the American Medical Response Organization to enhance care and support of individuals with behavioral or mental health needs by launching behavioral health transport program. Um, we'll use modified vehicles and train professionals to safely transport patients to inpatient behavioral facilities. Um, and then I would like to note that uh, Gator hats are appropriate for wearing inside today. So, Eric, um, you're dressed very appropriately. If you're not in 407, then Gator guard would be the appropriate wear. Okay, we're going to move on to the consent agenda. And next, Collared shirts are not required either. Um, let's see. We're going to move on to the consent agenda. Consent agenda is a number of items active through a single vote of council. We give each of our council members an opportunity to comment on the consent agenda as well as update you on important happenings from their districts. We rotate the order that we do that and Commissioner Rose is first up today. Good afternoon again, Mayor Council, and everyone here in the audience. Happy April. It has been a very um busy time the last couple of weeks, even though council was two weeks ago. Um I'm thankful for a wonderful partnership with Metro Health. Uh we will be bringing geriatric mobile buses to the community to our senior complexes throughout District 5. It's literally outfitted um to be able to take individuals with wheelchair. It's literally a doctor's office in wheels. Unfortunately, it's taken a little bit longer than it was a need in COVID when seniors didn't want to go out, but this is our opportunity to meet our seniors needs. Uh, first one we had was at Lake Monadun Senior Complex. Um, grateful for the partnership with Orlando Housing Authority. I did have the honor of joining the Greater Haitian-American Chamber of Commerce. We cut the ribbon on a business called House of Mastery, which is located at 320 North Magnolia. This new space in downtown is more than just a business. It's a bold vision brought to life. It's an opportunity for creativity beauty business and wellness. Um there's opportunities to do for entrepreneurs to go out um do a photo shoot. You can go as far as getting your hair done all in one location. So again, it's at 320 North Magnolia. You guys should check it out. Um I want to thank United Against Poverty for having me as a guest panelist recently. um got the opportunity to sit um to share with uh Orin Henry that serves in our housing department, but also Commissioner Russell from Winter Park. And so there's this underlying tone about the the theme was ending poverty, ending the cycle of poverty. And so it's interesting to hear from a commissioner who sits in Winter Park and hear his perspective of the students that he served because he's also a teacher. Um I want to congratulate Salt Outreach for opening their new youth and young adult drop-in center. Um, I want to remind everyone that um, the CRA took on building homes in Paramore. We are going through construction. We about 90% done, but I want everyone to stay tuned um, to sign up for the open houses that we will be having in the coming months and get prepared. Home ownership is the way that we will work on building and bridging the generational gaps. The website is downtownlando.com/lifeepmores or you can reach out to my office or the CRA office. Um, I want to thank the five Delta Kappas for celebrating teachers in our community that recently host hosted a lunchon um that I was able to attend with the multicultural affair office. Um, I want to take the time to really thank for those that don't know about Lyft Orlando and the work that they are doing in the West Lakes community. I really want to take the time um to thank them for revitalizing the core of the Westlakes community. Um they provide services literally from birth until a person is a senior. And so it's rewarding to support their work. Um if you guys don't know about it, you should get involved. They have elementary schools. They have everything possible in that corridor in the Westlakes corridor. So thank you to Lift Orlando for the work that you're doing. Um, this Thursday at the KIA Center, Orlando Jobs will have a big hiring day from 11:00 a.m. to 3:00 p.m. I want to thank the public works teams. Um, there are newly installed wheelchair ramps that are in the Lake Atlanta Estates. Um, had a resident come over and hug me because she said her brother is blind and he walks the community. So, this is an opportunity for him to really cross the street and be able to um, navigate through the community. So, the little things that which may seem little to us, they're really huge and impactful to the residents. Um, super excited as Dr. Phillips Center just unveiled the new Broadway lineup. If you have not seen a show at the Dr. Phillips Center, especially not a Broadway show, you really should check it out. It's really amazing. Um, there's a lot going on in District 5. So, I want to encourage everyone um to please follow the Instagram page, the Facebook page to stay in tune with what's going on. onto the agenda. As the mayor already start stated, great to see the KIA center move forward and I'm also glad uh to see the Rush ESG funding go to the Christian Service Center so that we could help families at risk of homelessness. Thank you. Thank you, Commissioner. Commissioner Burns. Uh thank you, mayor, and good afternoon, uh fellow council members and those attending in the audience. Well, happy 407 day. Uh it's definitely a pleasure and a privilege to represent such a uh diverse district, but also a diverse and inclusive city. So I really take pride in uh the work that we do here. Uh so I would encourage everyone to get out and uh support our local businesses, our local restaurants, our local gift shops. Again, in the spirit of uh representing 407 day, uh this past Friday, I had the pleasure of participating in leading the uh ride for the bike to work day. Uh was joined by uh Commissioner Rose. Um and it was a great time for us to get out and it was a beautiful morning. Also, I learned that Orlando has received a civil silver level bicycle friendly community status from the League of American Bicyclists. Uh so with this recognition, it highlights the city's progress in bike safety and connectivity and motivates further improvements to its bicycle network. So thank you to our uh transportation department for all that you do in those areas. So I enjoy riding my bike. Actually, I had two events in the district this weekend that I decided to ride my bike to attend. Uh and and no, Commissioner Gre wasn't a ebike. It was it was a regular bike. So, I I was putting in the work uh because I knew you would had a have a question about that. Uh but I encourage everyone to just get out and if you have a chance, ride your bike or walk, but but stay active. Also, Saturday, April 5th, uh I attended a unity walk uh with the Richmond Estates Neighborhood Association uh at the Mount Pleasant Missionary Baptist Church. We walked from First Baptist to the uh Smithson and it was really in memory of those who've been affected by gun violence and encouraged a community conversation and we know that together we're uh strengthened uh so we had a good turnout a lot of good uh discussions that happened and actually some ideas uh for for the future of bringing our communities together to combat uh gun violence. a few upcoming events. Uh this Wednesday, April the 9th, I'll be having my satellite office hours at the Elclaia Allen Senior Center. Uh and those are from 10 to 400 p.m. So, if you would like to meet with me and my staff outside of city hall uh this uh this Wednesday, you'll be able to do do that again at the Elcladia Allen Senior Center. Also, I'd like to just announce or notify everyone that Operation Green Light here in Orange County will be held uh Wednesday, April the 9th at the Orange County Courthouse from 7:00 a.m. to 6:00 p.m. Uh, and this is to help customers with outstanding uh traffic tickets and criminal fines establish payment plans to reinstate their driver's license. Uh, so I think this is very important. there's a a down payment uh will be required for a payment plan, but it's affordable options will be available. Uh no appointment is necessary and again that's taking place at the Orange County Courthouse. Uh on the agenda this afternoon, uh mayor, I'd like to recognize uh items 3C5 and 3C8. This is a business assistance program and a small business facade program for Popo's local beastro right here in district 6. And uh it's an American fair with American fair with a gourmet flare. So I encourage everyone to go out and um support Popo's local beastro uh in 407 is a great day to uh support that local restaurant. Also under housing uh 3F1 uh definitely in support of the agreement with the Christian service center for the Russ EHG uh ESG funding uh that will provide funding for rapid rehousing as well as homelessness prevention uh funding. And that's all I have. Mayor, thank you. Thank you, Commissioner. We'll move on to Commissioner Gray. Thank you, Mayor. I'll be brief. I just wanted to uh mention a couple of things to thank some folks. On April 2nd, uh I joined the mayor and commissioner Stewart for the opening of our wetlands visitors center. And uh if you have not been out there, it's a ways out there in Christmas on the east side of town, but it really is a spectacular u venue uh and and really uh just kind of solidifies our our dedication to um conservation. So, uh it was a great event. I encourage everybody to get out there the uh wetlands visitor center. Uh, and then on the 5th, um, this Saturday, excuse me, I want to thank OPD. We did a paper shred event, which you normally wouldn't think would be too excited, but I tell you, for three hours, people came by and they were so grateful that we were taking all their old papers and shredding them up. So, thanks to OPD, uh, we had a full team from from U police officers out there helping folks. It was great to see neighbors. So, thank you guys for doing that. That was that was well, uh, received. On the agenda, I just wanted to mention things that haven't been um uh and under transportation 3K. Um continue to get federal grants um from the from the government to expand our airport and improve our airport. As we all know, airport is oftentimes the first impression people get of uh Central Florida and Orlando and the last impression they get. And the more we can improve that and make it a positive experience for our guests, I think the better it off better off we are. So, um, that's a full support to that and, uh, that's all I have, mayor. Thank you. Thank you, Commissioner Ortiz. Thank you, Mayor. Since Commissioner Gray brought that in, let me start with that one. 3K. Yes, I do approve, but the first impression might be the airport, but the second one is district 2. So, just to let you know that. And the and the and the last one before they leave is also district two. So, let's make sure that that they continue doing so and we continue helping our community to to strive. So from the 26th and 20 from the 24th to the 26th of March um Commissioner Stewart myself and I saw Commissioner Burns also in Tallahassee went to Tallahassee to make sure we advocated for laws that are coming down the pipe. Um so and let me mention some of those legislations that are going on in Tallahassee that I would definitely ask you to get involved because uh we are the ones creating change around here is affordable housing making sure that money continue from the Sodasi fund keeps being allocated to uh housing especially now more than ever electric vehicles enterprise fund transfer and extr territorial search charges. Um that's basically where the league supports the preserving municipal authority over utility revenues and the ability to realize a reasonable rate of return on utility assets. We depend on those returns. Property taxes. I know there's a big bill over in Tallahassee has to do with eliminating property taxes. The property taxes basically pay for services like law enforcement and firefighters and and it's not even enough. we only get 48% of the revenue is applied towards police officers and firefighters. It cost us about 51% to pay for those two particular uh departments in the city. So um just so let you know and there's no way that they can um we can create another revenue source that would be help able to help us because if they go for sales taxes they'll have to increase sales taxes to about 20%. And from prior experience in other countries, seeing other other countries, what happens is an underground economy starts because people don't pay but in cash in order not to pay for taxes. So I think it's going to be a little difficult to to um take care and provide the services that we provide. Uh if the property taxes gets taken away, uh sovereign immunity, they're trying to increase is a little crazy from 200,000 which is per case to a million dollars. If everybody starts suing the city, I guess we will have no money to go ahead and and do government annexations. The Florida League of Cities supports legislation that facilitates a municipal annexation of unincorporated areas in a manner that respects municipal boundaries as you you all have seen. You know, in the past year, we had had some issues with that. So, I hope that this comes about impact fees, um, local business taxes, one water and public safety recruitment and retention. Please, if you get a chance, you can go to the Florida League of City site and get the particulars on each one of these uh, legislations or you can call my office and we can discuss them. Um, I just want to um, pretty much give kudos to three particular people. Dr. Roberts car uh Byron Brooks from Orange County and Lorraine Watt for instruct our our academy uh government academy we teach we have a 12 weeks academy US government I mean a government as a whole we teach from the US government to the local government and it's pretty interesting because you get to learn how to navigate the system uh I also will entice or ask people to attend the mayor's academy because you learn everything and anything that has to do with the city so if you have any questions on that Please call my office 2462899. And uh last but not least, I want to I had the privilege of attending the fundraising gala hosted by Youth Orchestra United, which will become the district 2 orchestra soon. In event uh an event designed to support and celebrate the extraordinary talents of young m musicians. This evening was highlighted by inspiring performances offering a platform for youth to showcase their musical abilities. we continue uh pushing the arts and making sure that our youth are very involved. These are our future and that's all I have. Mayor, thank you. Thank you, Commissioner. We'll go to Commissioner Stewart. Thank you, Mayor. And um appreciate uh the the t-shirts that we got. Thank you. Who whoever did these was very sweet. Except my extension extension is 321. Mine area code is 321. So that's okay. But I'll take 407. Um we did 321 too, didn't we? Um couple of things I want to just share with you briefly. Um the first is uh um the uh this past couple of weeks we've had a chance to spend some time with the Melo group with a fabulous um evening with fabulous friends of Melo. It's great. We had an opportunity. Commissioner, she and I were there and had the chance to honor former mayor Glenda Hood for her role in helping to start the Midell Museum and and it was been neat to be able to to kind of catch up with her. Hadn't been had been for a while for me. Um, also the Four Roots fundraiser is continuing. They're trying to raise money to complete their master plan over there and we're seeing a lot of really neat stuff that's happening. Uh, excited about that. That was a good opportunity. Um, and then I just have to say go Gators. I know that's probably not appropriate, but Oh, it is appropriate. There's there's one. Uh, so it's good to I got the other day I got accused of being a Gator fan and I said, "Y'all must be mistaken. I'm actually went to the University of Florida." Um, thank you, Jim, for mentioning the um um the Wetlands Alando Wetlands Visitors Center. It's been a long time coming. I guess probably four or six years in the midst of all that. But if you have a chance to go out there, please go out there and get a chance to go through it. Uh it is uh it is a wonderful center number one. Number two is that it's a it's a great teaching tool and it's also a great meeting facility. So if you get a chance, please go out there. Uh that's a it's a good place. Um and Commissioner Ortiz, thank you for the legislative update. We had a chance to go spend some time with some of our legislators uh last week, a week before last I should say. Um uh and there's a lot of of of turmoil up there. I guess probably because what happens is that a lot happens in a compressed two months. Um but I will tell you candidly, I have not seen such an assault on the local cities that I've seen in this particular session in the 20 years I've been doing this. uh they have continued to try to reach out and take away the rights that y'all have in our local city. And that's uh it's it's I believe it's illegal. I wish I had all the money in the world. I would probably sue them over it. Um but uh I don't think the state ought to be doing that kind of stuff. We want decisions made and the principles that we go up and present is we want decisions made as close to the people as possible. Uh, and I promise you that there's probably only a handful of people in here who've ever actually talked with their state legislator. Uh, and and they don't come to your community meetings unless they're running for office. So, uh, I think that's um um it's a little embarrassing on our system. So, I think you have to trust us to listen to you to make the right decisions and when we make the wrong decisions, trust you to help correct us. Um, so anyway, I just so much for the Steuart lecture 101. Um, I want to mention that we have a lake cleanup coming up over in Lock Haven Chain of Lakes this Saturday as well as welcome the Sparrow Sparrow Boutique and Baldwin Park this Saturday as well. Uh, mayor, thank you for your comments. I appreciate the that you mentioned. I also want to share um a congratulations and support for the Rush ESG funds for the Christian Service Center. I think that's important. And I also want to mention today we get a chance to extend our Holocaust agreement. um and they are working hard on their financing. This is a chance to give them a little extra time to accomplish that task. Gordon could see in you and thank you for your service to our community and your service to make sure that people are treated fairly uh at every at every occasion. Can't think of something that is more important to do now than what you're doing. So, thank you very much for that. Uh and that's all I have. Mayor, thank you. Thank you, Commissioner. Commissioner Sheen. Thank you, Mayor Dyer. And uh the evening with fabulous friends was amazing. Commissioner Stuart was giving me a hard time telling me he was bidding against me on on an item. Found out he was watching the game the whole time. So yeah, he he acted like he was supporting the museum, but he was watching that Gator game as was half the people that were at the event. But uh congratulations Gators. So uh and also Commissioner Gray, I appreciate the shred event. I had a whole my mother was a secretary and she kept every piece of paper and I've been going through that for the last three years since she passed away going through trying to figure out what's what and I got finally got to the last of it and so it went to your shred of head. So thank you because I love my mom but oh my god the stuff that she kept but now it is finally gone on and I appreciate you for that. Um on the agenda today um very glad to see item 3B11 the Greenwood Cemetery caretaker agreement. We had lots of problems at the cemetery with people breaking in and causing problems. Since we've had this agreement, it has worked out great for the city. So, I'm thrilled to see that we're continue that agreement. Um, also on item 3C1, glad to see the historic preservation training on home edition. These are is it's a very important board and glad to see that we're doing training with them. We really appreciate Jennifer and all she's doing. Um, also on housing, the Lake Davis Apartments, affordable housing in Lake Davis area. That is so very important. I'm glad to see the keep they're keeping those cottages. And also on on I guess they're finally working on a terminal C walkway. Yay. Over at the airport. So very glad to see that. And also um just sad to say that Bob Wesley passed away between the last council meeting and this one. He was our former public defender and uh just an absolute great guy. Make sure that people got justice and were treated fairly. He was a really funny guy, very nice man. And uh he was also a constituent of mine and um I got a call from him one day and during one of the hurricanes and um a tree had fallen on his house and he goes, "Patty, it's not the tree that's bothering me. It's the bees that were in the tree and the honey that's in my house now." So, and he goes, "I don't mind the honey. It's the bees that are driving me crazy." So, I know parks, that was an unusual call that day. It's always something crazy from district 4, but Bob, you will certainly be missed. You did a you did a great job for us and many people that were in need over many years of public service, and you'll be missed. And with that, mayor, I will move the agenda today. Uh it's an agreement with the condominious condominium association at 100 South Eola. They're doing some upgrades to the exterior of that property doing painting, ceiling, uh and just improving the overall appearance. Total amount that they're spending is just over $1.6 million. Uh uh for which they qualify for the maximum of our funding program, which is $100,000 from the CRA. It did go to our facade re grant review committee on March 17th and they recommended approval and I'm happy to address any questions. So move second. Ordinance number 2025-10, an ordinance of the city council of the state of Orlando, Florida, amending the city's adopted growth management plan to assign the industrial future land use map designation in part and the conservation future land use map designation in part to approximately 428 acres of land generally located south of State Road 528 and east of Monument Parkway. Further amending the city's growth management plan to establish a new sub area policy for the same property to provide a maximum development program and required land development regulations providing for amendment of the city's official future land use maps providing for servability correction of scrier's error and an effective date. Ordinance number 2025-11, an ordinance of the city council of the city of Orlando, Florida designating certain land generally located south of State Road 528 and Alfa Trail west of Innovation Way and north of the Oyola County jurisdictional lines and comprised of 390 acres of land more or less as urban reserve in part and conservation in part. on the city's official zoning maps providing for amendment of the city's official zoning maps providing a disclaimer providing for severability correction of scrier's error and an effective date move to approve motion by commissioner gray second by commissioner Stewart again I have no request for public participation discussion hearing none all in favor of the motion indicate so by saying I those opposed motion carries all right commissioners this ordinance requires a public hearing after 5:00 unless we vote by a super majority to hold second hold the second public hearing at our normal city council meeting. Ordinance number 2025-15, an ordinance of the city council of city of Orlando, Florida, amending the city's adopted growth management plan to assign the urban village, urban reserve, and conservation future land use map designations to approximately 7,797 acres of land generally located north and south of State Road 528, south of Alfa Trail, west of Innovation Way, and north of the Oyola County jurisdictional lines. Further amending the city's growth bond management plan to establish sub area boundary area 41, sub area policy S.41.1 and sub area policy S.41.3 providing for amendment of the city's official future land use maps providing preservability, correction of scrier's error and an effective date. Ordinance number 2025-12, an ordinance of the city council of the city of Orlando, Florida, relating to zoning districts and uses, amending provisions of the land development code to clarify location requirements for freestanding emergency rooms, permitted uses in the public use zoning district, and amending definitions, providing legislative findings, and for severability, codification, correction of scrier's error, and an effective date. Ordinance number 2025-13, an ordinance of the city of Orlando, granting SJP Enterprises LLC, DBA Prince Containers, a non-exclusive franchise to provide rolloff container collection and disposal of solid waste within the city of Orlando, outlining franchises duties, and providing the terms and conditions under which such franchise shall operate, providing for servability and an effective date.
