[Presentation of site plan for 2347 Commerce Drive] ...we are recommending approval of this uh consistent with the plans in your report and the conditions we do have brian lorenzen here from logs to lumber if you have any questions for him as well thank you [11:13] **Chair Hallberg:** all right thank you mr hensman so commissioners do we have any thoughts or questions or comments um i guess if you're interested in addressing the the uh is it considered the owner i don't know the uh person proposing this we can we can we can do that too anybody have any comments concerns [11:45] **Commissioner Siebenhaller:** where is the roof runoff going to go and where is it going to sit is it going to go to towards the west towards the back of the lot or where will it where will that roof run off run now i see it's a low spot when i look at the topo maps of this where will all that go is it going to set back towards that back drive and then is there a way to get the water off of that site when it does drain that direction [12:15] **John Hinzman:** yeah commissioner i didn't put the topo map up here but i think i had that in the report there's a couple of existing uh catch basin areas that would drain this site into an existing ditch section i'm going to bring brian into the meeting as well here uh maybe he can answer address that a little better but i think he should be coming in here in a moment uh brian i see you there i think you just need to unmute and uh you're set to go hello so so brian my assessment of the drainage on the site there uh there's existing uh stormwater drainage that goes down to the ditches is that correct for my assessment [12:51] **Brian Lorenzen (Applicant):** yeah when mike frost uh um developed that site he uh graded the basically that whole area from the south to the north it drops about three feet and he put in three catch basins that connect and drain down on to almost uh on commerce court right down near the the end of commerce court right there [13:35] **Chair Hallberg:** it looks like the overall site was basically designed to manage the runoff i mean clearly we're we're increasing a little more impervious area here um do we know anything uh i'm the the system is designed to handle that where is it where's the storm water go from here [13:58] **John Hinzman:** john commissioner it goes into an existing ditch system located along commerce drive uh from there it will run generally north and i am quite sure where it ends up from that point eventually north you go to the vermillion river and uh i'm not sure where the treatment goes from that standpoint [14:17] **Brian Lorenzen:** can you hear me yes please um the it comes out of that uh that basin and it travels along commerce court about 300 feet is the distance has got to travel and it uh that drops about three feet in elevation over 300 feet along this street and there's an area about 20 feet wide that is nominally about six inches lower than commerce court that that water would flow along to get down to the culvert right at the intersection of commerce court and um commerce and then it would flow through the culvert and then head uh straight north from that point um so all of the... [Detailed explanation of site drainage and sand permeability] ...there's virtually very little of any water that even gets to the catch basins that i've noticed [16:19] **Chair Hallberg:** so john just took kind of a question uh does something like this ever trigger any kind of any kind of storm water analysis um if if we if we only increase the impervious on this lot by so many uh square feet you know what what is the threshold where something like that has to happen you know [16:38] **John Hinzman:** commissioner i'm not sure what the threshold would be i did have our our stormwater engineer take a look at this project to see if there needed to be a separate grading drainage and erosion control plan as part of the site plan because of the limited scale of it we'll be handling those requirements as part of the building permit... we'll do that as part of building permit okay [17:27] **Chair Hallberg:** anybody else have concerns questions um i guess hearing none i guess i would entertain a motion i would assume it'd be a motion for approval [17:58] **Commissioner Messina:** mr chair i'll make a motion to approve [18:04] **Chair Hallberg:** okay motion to approve uh by gino all right up there second [18:09] **Commissioner Messina:** yeah it'll be a motion to approve site plan 2020-35 accessory building at 23-47 commerce drive and then subject to the six conditions laid out in the proposal by staff [18:22] **Chair Hallberg:** excellent is there a second on the floor [18:25] **Commissioner Johnson:** a second [18:27] **Chair Hallberg:** okay a second and at this point if we have any further discussion anybody um john you want to take roll [18:38] **John Hinzman:** i can do that uh commissioner messina [18:41] **Commissioner Messina:** aye [18:42] **John Hinzman:** commissioner johnson [18:43] **Commissioner Johnson:** aye [18:44] **John Hinzman:** commissioner best [18:45] **Commissioner Best:** aye [18:46] **John Hinzman:** commissioner matzke [18:47] **Todd Matzke:** aye [18:48] **John Hinzman:** mr siebenhaller [18:49] **Commissioner Siebenhaller:** aye [18:50] **John Hinzman:** and commissioner hallberg [18:51] **Chair Hallberg:** aye [18:52] **John Hinzman:** i hope that the recommendation for approval passes on a 6-0 vote the next step for this item will be to go before the city council coming up on monday august 3rd and that would be for final approval [19:10] **Chair Hallberg:** great thanks brian joining us [19:14] **Brian Lorenzen:** thanks brian thank you nice meeting y'all stop by i'll give you a tour glad to okay [19:25] **Chair Hallberg:** all right so other business john uh what else is cooking [19:35] **John Hinzman:** what else is cooking here yeah we haven't had a very busy summer here coming up here at the planning commission but i think that's going to change here shortly... [Updates on Sieben Ridge development, annexation plans, and senior apartments] ...so we're looking forward to having those projects come forward here in the near future okay [20:55] **Chair Hallberg:** um john uh what about the uh the senior development behind green mill any word i know they were going in front of the county and the state for any update on that [21:05] **John Hinzman:** yeah commissioner no update on that uh i think dakota county cda's decision on tax credits for the site is going to be sometime this fall... [Discussion of project timelines] ...looking to get going and i think the town home development or the the villa home development at pleasant is is very similar to that so 33 units wow [21:54] **Commissioner Siebenhaller:** so did i hear there was a public uh meeting or a neighborhood meeting [22:01] **John Hinzman:** there was yeah on the uh on that [22:05] **Commissioner Siebenhaller:** were you gonna notify us did that fall through the cracks or [22:10] **John Hinzman:** i thought the planning commission was notified of that if i didn't i apologize for that but i that was some time ago probably two three months ago i'm maybe it okay yeah let's just not let that um crack so we want to stay informed mm-hmm [22:41] **Commissioner Siebenhaller:** what's it take to annex part of an [township] is it just a simple process a simple form or how does that happen [22:50] **John Hinzman:** yeah that is uh could be done by an ordinance under certain parameters... [Explanation of annexation process] ...it's within our growth plan there's the possibility of of annexation that we can look at [23:45] **Commissioner Siebenhaller:** [township] at some point in time say no is there is there a met there a way that they could come along and say no we don't want you can't take it [23:55] **John Hinzman:** no nope they they don't have they're not an incorporated entity they would not have any powers on an annexation halted [24:01] **Chair Hallberg:** anybody else have questions i'm thinking about the hudson building what's the status there john [24:10] **John Hinzman:** status there they're doing a lot of utility work right now uh getting uh utilities into the building do a lot of rock trenching to get those in... [Updates on Hudson building renovation] ...once they get the outside of it buttoned up then they'll be moving on to the inside of the project [24:40] **Chair Hallberg:** is there is there did i see a sign there's up about the completion dates or just did i or no did i see something [24:46] **John Hinzman:** i don't if there's anything new on that one there's been signs up there for maybe the last year or so but i don't think there's been any changes to those signages [25:00] **Chair Hallberg:** okay okay all right any other business or concerns commissioners todd well welcome aboard i think he'll be a good uh addition to the to the commission here so thank you [25:15] **Todd Matzke:** thank you for uh letting me join i guess is the best way to put it [25:22] **Chair Hallberg:** all right maybe we should have a motion to adjourn [25:25] **Commissioner Messina:** a motion to adjourn [25:27] **Commissioner Johnson:** and i would second that [25:28] **Chair Hallberg:** and we need to call roll john on that or [25:31] **John Hinzman:** yep i can do that uh commissioner matzke [25:35] **Todd Matzke:** aye [25:36] **John Hinzman:** commissioner best [25:37] **Commissioner Best:** aye [25:38] **John Hinzman:** mr johnson [25:39] **Commissioner Johnson:** aye [25:40] **John Hinzman:** and commissioner masita [25:41] **Commissioner Messina:** hi [25:42] **John Hinzman:** okay i will note that that's a 6-0 vote to adjourn the meeting [25:48] **Chair Hallberg:** all right we are adjourned okay thank you
