welcome to the mountain city council meeting it's Tuesday June 11th it's uh 6 o'clock and we're in Mountain City council chambers and we rise for the Pledge of Allegiance I pledge of allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liy and justice for all right we got our agenda do we have any amendments there is one slight Amendment to the consent agenda we got a note today um item D the carp Fest uh music concert they secured parking with the school they just wanted us to know that so I'm passing it along so that if anybody's wondering there's a parking agreement okay and just to be clear the carfest you can boat up and listen via boat on Harrison Bay or you can go to the school right and get a shuttle over or do you have to walk over I still think you got to walk okay you got to walk all right okay so we got that uh amendment can I get a motion to approve the agenda with that Amendment um i' like to make like to make a motion to approve the agenda with the amendment of um the concert permit at Harrison Harrison Bay Association okay can I get a second second and any discussion all those in in the amount of 66,800 for Surfside park playground improvements project okay does anybody want to talk about any of those I do okay Mr Mayor which one do pull do I have to pull it or can I just ask a question Qui if it's quick yeah that's way do I have to pull it I mean technically you're supposed to but okay I'm not pulling it you just want to make a quick comment I just want to make sure I understand this so the right in votes if there's we have 13 right in votes but the people that have filed the fee to run and have their name on the ballot if the lowest amount is 62 votes and we've got a lesser amount we're just not going to the right in votes down is that correct or they were only going to count the right in votes if they were equal to or more than a ballot candidate so then it wouldn't be it just wouldn't be an issue equal or greater to the lowest amount the lowest person okay got it okay that's okay all right so we got our consent agenda can I get a a motion to approve the their item is not on the agenda and limit 3 minutes if you can come on up yeah give us your name and address yes Michelle Weisgarber I live in Manchester Road 4657 I am the owner of vision arcaden skateboard shop here in Mound um two years now we opened our indoor skate park in December um picking up business because of what our business is and who we handle as most of our clients with the skateboard world it's been brought to my attention lately about some issues going on down at the skate park and of course we don't have jurisdiction we sell skateboards um um I wanted to bring it up to the city council and talk to everybody involved my husband and I want to be as proactive as we can to keep our community safe um I don't know why the cameras aren't turned on anymore we would like to get that addressed if we could get cameras turned back on at the skate park and who would be monitoring those um we're asking for more police presence down there a lot of the children that are down there are not skateboarders in fact it's been brought to my attention that most of our skateboarders in the community aren't even using the park because of the kids that are down there causing problems using drugs swearing but then it's pointed oh it must be the skaters well it's not and I brought some of the skate parents with me that could make it to also a test to that that it's not our children who are using it as a sport and taking their sport pretty serious are not the ones that are causing the fights and damaging the property but they're the ones getting the bad WP so I'm asking asking if the city will please look into getting those cameras turned back on and then also if we can have an open discussion how me with our business and what we do for the community can help um I don't have the answers but I'm hoping for open dialogue that we can work together to get it back to a safer place for these kids to be um what we're noticing is a lot of these kids are dropped off there 9 or 10 in the morning and not picked up until 9:00 at night again it's not the majority of people that I see in my shop their parents are pretty active in their life and their sport we get them around to different competitions um the sport is going to gain more popularity meaning the Park's going to get used more especially with it becoming you know the second time in the Olympics it's just growing in popularity um we give lessons in our shop we teach safety we teach Park etiquette so we're trying to head up this sport in a positive way that usually has a pretty negative stigma attached to it I don't think it has to I think it's a great Sport and I think most of these kids that I know personally in this community are amazing children they're not out trying to destroy and cause a lot of problems so I'm hoping if I bring it here directly I'm not swept under the rug I would love to have sit down how can we help and what can we do to get this park that's neglected safe again for everybody to use um I don't know what the answers are but I'm hoping by bringing it up here today that we can start start that discussion and help clean it up and I know we're now sponsoring some of the baseball teams so our sign's there so our presence I think is helping some and again these kids that we're having issues with aren't the skate kids that are coming in my shop um and they're bringing a lot of drugs drinking cussing causing problems during ball games so I guess my first question is can we get the cameras turned back on yeah so can we get it monitored more so first of all thank you for spending your time energy money in our town to have a business in our town andk you you've gave me a tour and yeah uh we appreciate it and thank you as well um yeah I I didn't know do you know anything about the cameras as of last week yes the the hard drive failed or something so we're working on replacing it so it was certainly never nothing intentional no okay no I I didn't figure it was but I just need to bring it up it's there's problems going on down there that are pretty severe and police are getting more and more and we'll bring it up uh well we're supposed to have our or please show up uh after this after you cuz there was just an incident just this last week that I'm aware of too none of my kids were there but one of the kids that I know comes in my shop has a video of it and okay I mean now we're having a problem with even the parents getting violent well I grew up uh in the ' 80s and 90s and I used to skateboard out of necessity to get to my body's house or all my friends house right and I'm talking far yeah um so I was a skater you know way back in the day yeah um I don't know if I should skateboard anymore with my back issues don't do so I think it's awesome that we two years ago I mean we you got an indoor uh setup there you got an outdoor you know as a as the and we would like to do more down in the community too as far as teaching the park etiquette and doing lessons down there too which we'll be working with somebody because we would like to be able to use that without having to pay $500 a day for insurance yeah so that's the tricky thing you've done a really great job in the community everybody you're held in high esteem and my kids are kind of past that age now you know they're 25 and 22 and 22 but from when zero gravity opened you know there have been up years and down years with the clientele let's call it that that show up there and I wasn't aware that the cameras were off so I'm sure and I know there used to be a pretty good police presence down there so maybe that that's something we can bring up with more a rot par are trying to get around too um with my new summer hours I'm at the shop more so I can't get down there all the time um sent my oldest down there yesterday and when he's down there nothing negative is happening of course when the police show up it all stops when the parents show up and are sitting there it's not happening it's when there's no presence of of parents and specifically a group of people that have been down there fighting cussing damaging some of the skate equipment to where then the skaters can't even use it to practice their sport yeah it's their daycare basically it's really sad yeah and I don't even know who the parents are I kind of have an idea of who some of the kids are and again they're not clients to our shop so I don't really have a voice to be able to speak or even Mentor or you know try to give those kids a safe place they they don't come into my shop so I don't know I guess I'm here to just hopefully get a more open dialogue introduce myself to all of you and that we are here we want to be helpful we care about our community and our kids so um I know you're part of the WCC right yeah um I know when when you're going to open the indoor part yeah I I offered uh the council to come out and do a ribbon cutting and stuff so if you want to do a delayed ribbon cutting we're you know help you get get the word out a little bit we want to support you and make sure you stay in our town yeah and it's a great option for yes yeah we're going to try to get into the schools where we can teach some of our safety there as well I just think when you have a presence for that sport that sometimes just pushed to the side that they know that they have advocates in their corner right so we're trying to talk to the superintendent and some of the principles and gym teachers to at least let us come in and teach some Park etiquette some safety and and get the kids more prepared to be out there and you're always going to get those couple kids so that's where grp growing yeah but you know I do think the cameras will help I do too because they know when they're on uh generally and and if there's a police presence mhm you know a couple times three times in the morning maybe in the afternoon just buzzing by kind of keeps people alerted to that they're being watched yeah cuz now before I go into my shop I pull in there for a few minutes and then on my way home um so yeah that's why I'm here well thanks for all you do thank you got a really nice shop my son skates at vision and at the park frequently I think Michelle asked a good question about the cameras but then secondarily can we have further dialogue about maybe some simple and easy just do itss to keep this place a little a little bit safer um CU I don't think we're going to solve it here but I think cameras are going to help but we need more so um so I I'd offer Jesse I guess as a first you know's he's a city manager so think of him as like he's the CEO of their City he runs the city um we're kind of more the policy Setters but I think the first step would would be to work with him and maybe set up a a meeting i' I can come to uh as the representative of the Council as well um you know first phone call I think tomorrow is going to be the chief hey we need more presidents turn on the and then I think that's our issue is the cameras right yeah um we're working on that yeah but we're yeah we're open to suggestions on how to make it safer too you know I so I have a 12-year-old and a 15-year-old and I I've heard a couple things like why you know why don't we want to go over there anymore H you know some of that's kind of going on and I guess I kind of thought that's just some of you know that just happens right I didn't know the cameras were off but um but I used to go over there with the the scooter thing right and um you know we go in the in the kind of the middle part right and then you'd hear some stuff from the halfpipe right like the half pipes are harder you know so or is it a full pipe I anyway um so there usually the older kids up there and smoking cigarettes and this and that so this is long this is before I was even on the council but you know we would we would go over there but yeah we want to make sure it's a safe place to to be as well we're not going to you know fix every little issue and I mean kids are kids or even adults are adults unfortunately but yeah any open dialogue to help us and um you know Jesse you should have him on speed dial for sure uh do you have a card Andy not on me okay city of mountain.com yeah and um you have Jess right yeah I'll be in contact I know some of these other St par want to do have sit down start talking about how we can together put some of my signs out and them yeah we we'll we'll see what we can and can't do with this our attorney but uh yeah we'll we'll figure it out yeah we can do we got a big uh room upstairs so you can more the better so perfect thank you thank you appreciate I would like to mention that when it was first talked about putting the skate park in Mound that it was purposely that site over there was P was selected because of its proximity to the police department so we felt the police were going to be there you know watching the activity and everything but unfortunately uh the police department is no longer there you know to keep their eye on police cars and just like you said when the police show up they kind of you know come to attention and I would also like to give credit to a former council member Phil velor who had this is a previous council member and he had heard about uh some unhappy things going on there and he was the one that pushed and got that cam those cameras put in so hopefully we can keep keep them going so this goes back a while but yeah I do want Tock I think there already is an effort by or soans we nothing is their fault there there's an effort and I know You' mentioned You' seen them so that's amaz yeah that's great thank you all right any other thanks for coming on guys okay here and none um oral police they here so did you get a confirmation this is happened it was cuz there was a call okay all right so just so you know we've we've had a disc there this has been a couple times now where they've been on a call right before obviously that's more important than being here um so I've asked the chief I said if this does happen again we want to we'd like a reason the next day the next morning so can you email all of us uh in the morning and just let us know again I'm sure they're out doing something more important than giving us an update but we want to make sure we're getting updated as well it would be nice to they could once you contact them if they could give us the list of citations down at Surf Site because that was one of the main things they were going to do for us yeah maybe they can give you that list and you can include that in the email to us okay Jesse okay it maybe the absence tonight of the police department I happen to know firsthand that a lot of the uh police departments around the area were asked to go in for the Minneapolis right and direct traffic and all that kind of stuff but that may not be the reason well and again that's a good that probably is the reason but I did Hammer home good uh that we need if you're if you're going to be on the schedule you need to be here someone's house better be on fire you know sorry and we just said did we not Jesse just sat down and talked about this the other week so um anyway yeah again you you're probably right it is probably that but it's still check your email maybe there's a little hey you know we should have been there sorry but and maybe they'll still come sometimes they're delayed a little bit it's still good we have the report we got the report our agenda um so anyway hopefully uh if not can you just get us an update and maybe just throw them on for next meeting the second meeting okay number seven we got Jenny badka assistant director of Community Education tatonka presentation good evening Mayors council members thanks for the opportunity to be here I think I've been able to come visit you guys for a few years now so I'm just back to give our annual update about Tatanka um and all the things that are happening this year so we'll start um with our first um slide like we do each year kind of some numbers around the logo with updates so this is our 19th annual tour to Tonka event for Saturday in August um if I go to the right 51 is the number of Legacy riders that we have that participate in the event those are people who've done all night well all 18 so far and are um planning to come back for 19 um 43,9 3 is the total number of riders added together since 2006 um 1,3 321 is the total amount of money that we've donated to the IC Food Shelf since the event began um and we always like to share that the a has some wonderful connections with um in the community where they they kind of have 10 to one buying power so they're able to do a whole lot with that money there um 294 is the number of miles of all of our different rides if you add them together um and 44 is the number of states that we've had someone visit from to participate in TOA cool so next Slide the answer is revealed already but um the question is how many riders registered for uh the century ride in 2023 so you can see there it's 665 but that is a really big um popular distance for us so I think for many in the cycling community that Century ride is the kind of a big goal for them and so many in our area will come to do it with us and many will travel from out of town to come and do that 100 mile ride as well next is our route map so you can see each of the different colors um on the left are the different routes so shorter distances stay closer to motanka and then as we get further out um a lot of different ride distances we go go all the way out to Winstead for the um 100 mile Riders and on the next couple of slides we have our major sponsor so we have a number of wonderful sponsors that help support this event um in many different ways financially as well as contributing different things Domino's has pizza at the Finish Line um Boyer building uh Corporation they build our big arch that's at the start of the event um so lots of great people doing lots of great things to help support this event you can go on to the next slide um which is our Rider shirt so each year we have a new design of a shirt so this is our shirt for this year um we're excited about that we have a new logo uh kind of the bicycle list on that is a new redesign so we're loving that and then the next slide shows our volunteer shirt so while we have thousands of riders participating in toot tanka we also need hundreds and hundreds of volunteers to make it happen um that could be handing out food at one of our rest stops it could be directing someone on a corner where they're going on the route helping with registration we have kind of lots of opportunities for lots of different people for lots of different amounts of time so um probably about 600 volunteers that we need all together to make the event happen so if you're willing to help us um that' be the shirt that you'll receive um some quotes every year we take uh we do send out a pretty comprehensive survey to our writers to get feedback on the event and work throughout the year to implement changes and additions um so a lot of just nice things of why they participate um many family connections to be able to do a sentury ride um and you know just lots of good good reasons that people come and participate and next um we talk about how we have 44 states that have participated so that Idaho Wyoming Hawaii Alabama Vermont and Delaware if you know anyone who might live there we encourage you to invite them into town for for the weekend at Tatanka and join in the fun um on the next slide is the county so we're really we're doing pretty well with the number of counties that have participated um and just just 13 that have not so far on the next slide I've talked a little bit about volunteering so you can see these are some photos of our Volunteers in action if you go to our community ad website menka Community ad.org um there'll be a link for tour to tanka you can sign up to register for an event there or you can also sign up to volunteer there and then our team will get in touch with you to learn more about what you're interested to do um the next slide I just wanted to give an update Tim litfin who I think has come and uh spoken with you guys many times through the years before I started coming he um will be retiring after tour to Tonka this year so he just wanted me to extend his great thanks to your city um for all the support um as we continue to come through this area um Tim started this event um and so he will continue on to support in the planning of it for next year as well um but just wanted to thank you all for your support and last but not least just a couple of fun photos from our start line area at minetonka high school um Again Tour to Tonka is the first Saturday in August August 3rd this year so we hope that we will see you there um and also we thank you for your patience of your community as we're coming through um I know this is a great opportunity for our Riders to see a lot of the West Metro and the Beautiful cities that are they're often not familiar with so I know that mound is one of those and we thank you for your continued support any questions I'm happy to answer does council have any questions it's a fun event and I know I've worked at it most the last four or five years fun to chat with everybody let's hope for good weather yes the last couple have been kind of rainy yes last year was rain to start then a nice day so we'll hope for no rain this year yep thank you okay so I I uh the century is understated and that's so I've ran a couple marathons and that's like a check mark in your life you know to to buy 100 miles in one one one hit you done it no there you go there's your I just I did 45 the other day but there you go halfway almost there and I was tired it is but getting a century is huge yeah it's it's a pretty cool thing uh who's going to be your MC this year uh well Tim will be at the high school and then he'll also come to Clear Springs as well so we have some that start at Clear Springs and some that start at the high school so maybe maybe I'm saying it wrong the may you have like a favorite famous person like local Famous like a broadcaster yeah I'm not have someone specifically this year um that I've heard yet so I'm sure he probably has some asks out to people and I'm not sure who it will be but usually you'll definitely hear from Tim often our superintendent's up there um usually someone from minetonka police will kind of talk about safety and rules of the road and uh yeah often a few more guests but I haven't heard yet who's secured I think it was like a weather person yeah we've had those before yeah you had a great band at last year yes we have had a local mayor before so if you're interested letting me know all well again I coming from Mound in the morning getting your bike ready to go you guys have a great situation with parking you run a good good deal here and we love that you come through our town please keep have having that was it 43 mile or whatever option it comes for our our deal and it's at the uh is it church right in town here be great really we have a band there but they are an amazing Church community that comes out helps us run the rest stop and we'll um have their volunteers kind of helping direct traffic on the road so yeah they've been a great great sponsor Through The Years cool well yeah good luck uh yes thank you I've had I've had back problems here for a couple years so I won't be doing it but okay maybe I'll volunteer all right or at least probably stop back well we' love to have youall and we thank you for your continued support thank you all right number eight we got Steve McDonald uh to do our 2023 annual conf hensive financial report come up and just give us your name and all right good evening mayor council Steve McDonald from ABDO I'm a partner there CC cast seeing you in a different role we work together in another world um all right so I'm going to go through the uh 2023 financial statements in the financial statement audit um I have a few uh required Communications that we need to go through with you and then some of the financial highlights so go on to the next one um should be yeah I just did that so the next uh next thing um our job in an audit is giving an opinion on the financial statements um requires tests of transactions and account balances and making sure the numbers are materially correct um we do give what's referred to as a qualified opinion um over the years there have been a number of pension standards that have come into play that the city's chosen not to implement um it reduces the time and effort and all of those things in the financial statements and doesn't um compromise any of the really operating statistics that you have um so that's been the approach of the city so but other but because of that our opinion is referred to as qualified um we test the city's compliance with certain State Statute Provisions um how you um would invest money bond for projects bid projects those kind of things we go through a checklist and we didn't have any instances of non-compliance uh another thing to point out that um we also consider the internal control of the city um all of the major transaction cycles that you have that we judge to be significant and um we didn't have any any findings related to internal control okay next page um the starting with the numbers beginning with the general fund now you have a fund Balan Target uh or minimum fund Balan policy of maintaining a reserve of 20% of what you plan to spend in the following years that's that dark line on the bottom um your actual fund balance uh has been consistent over the 5 years that we have presented uh fund balance at the end of 23 was 51% of the 24 budget so your budget on 24 is 7.1 million fund balance represents 50% of that and so that's adequate for working capital okay and then uh this Year's activity is reflected and sumary form up uh on the screen uh Revenue was in excess of budget by 1.2 million um there were a number of areas that uh contributed to that um I know in uh investment activity was a couple hundred, ahead of budget um better Market um in conservative budget plan uh Public Safety Aid was about 412,000 uh taxes were above budget and license and permits were also above budget so more activity there and the license and permit activity uh also contributed to the on the expense side um ex expenditures were $445,000 more than budget um that license and permit um expense was about 174,000 so that made up a pretty good share of that so overall at the end of the year fund balance uh increased $713,000 uh from the prior year so even though budget increase for 24 that helped to maintain a decent uh fund balance reserve and then uh reflected up above is the uh summary of the last three years activity in major categories of Revenue and expense uh just gives you some perspective on uh how things have changed over the last three years uh largest increase in taxes you can see that that's gone up a fair amount uh since 21 on the expenditure side Public Safety also has increased um the city maintains a group of funds referred to as special Revenue funds uh you can see the three that are identified up above Area fire service Doc and HRA um Area Fire Service uh increased five or uh uh decreased 542,000 because of transfers out okay um Debt Service funds of the city um you've uh had a couple of or one bond fund that has matured and then two that will mature in the following years when the city's paid off those bonds whatever's left over the council can choose to use for whatever is deemed appropriate in total there's about $1 million in bonds outstanding over the year and you can see from the graph what the payment plan is uh interest rates have been very favorable so the interest component of what your future payments are relatively low um capital projects fund uh balances are ref Ed above and you have the largest being the Capital Improvements that's a permanent Capital fund uh that has $2 million in it at the end of the year in total there's 4.6 million um so these are generally set up for plan projects and they help fund over the life cycle of each of those uh funds okay um now I talk about the LI uh the Enterprise funds beginning with the liquor fund um really positive results overall um things that I look at would be gross profit percentage so finishing the year at 28 and a half perc cons it's consistent with the prior years within a half a percentage Point um and then also favorable relative to Statewide averages for off sale operations and then also the operating income uh is 10% of Revenue uh which also compares favorably with um Statewide averages and uh overall allowed for transfers out of the operations at $300,000 uh water fund um over the years the city's done a good job of planning um uh how to fund some of the the Enterprise operations you can see the water fund has a in fund borrowing of 4.4 million that bottom graph reflects uh the in fund loan to help uh pay back the debt that's in the water fund you're maintaining operations pretty much at break even the charges for service um is close to equaling the debt payments and operating expense um so that plan has been in place for quite a while um you know again something to watch for is that interfund loan getting larger and larger because it does reflect a deficit cash sewer fund is um on the positive side operating Revenue has exceeded the debt payments and operating expenses uh all of the years that we have presented um cash balance did go down in 23 because of uh Capital expenditures or of about 1.5 million so you used current reserves to help pay for that project uh recycling fund uh pretty consistent relatively low amount uh cash balance of just over $200,000 has been consistently maintained uh for Mo most the time recycling fund just balances the ins and the outs expenses generally are close to revenue uh storm water fund uh is like the water fund is um um uh operating revenue is not sufficient to cover the debt payments and you are using interfund borrowing to um uh help offset that cash deficit and it's about 1.8 million at the end of the year key thing with all of those is that you do have a longterm plan and you're looking out 5 years how are we going to continue to repay or eventually repay that interfund r um cash and investment balances this Aggregates all of the funds of the city um so it just gives you a big picture idea on how much cash do we have that's invested or we're maintaining for working capital so 11.4 million at the end of the year um down uh bit from the prior year um in our management letter we also include some things that would be considered key performance indicators often times we get a question from Council how do we do compared to other cities so our intent of going through these things is to give some idea of what do you look like compared to others so keep starting with taxes tax rate uh for 23 you can see a decrease uh uh from 38.7% last year down to 31 you can see compare favorably to henpen County cities and cities your size so from a tax rate perspective that looks good taxes per capita uh comparable with the cities in hanip and County and we don't have the 22 data yet from the state they're still compiling it we get it from the state auditor okay next one uh on the debt side um your debt per capita has gone down the last three or four years you know we mentioned the debt outstanding in the Enterprise funds and overall uh you have a fair amount of debt relative to the comparable cities but it's good to see that going down and then the actual expense if you look at what you pay for principal and interest we're tracking that as a percentage of your total expenditures and um that also is trending down the um just looking at expenditures uh in total so there's a division up here between current and capital so Capital are more long-term items and uh again compared to the uh peer groups um your your numbers are lower than uh the peer groups that we have in there oh that's it all right um I thought there was one more uh so that's a a quick walk through of the Final highlights again I think maintaining general fund reserves you have reserves in your Capital expenditures and then paying attention to the um the Enterprise fund interner fund loans is going to continue to be really important so um no one team did a great job uh getting ready for the audit we really appreciate the opportunity to be in front of you um so great to see uh um that progress does council have any questions couple go ahead um I don't know what slide it was or what the exact term would be but you had mentioned like the the bond interest M that is it like an unrestricted fund kind of just like a liquor transfer like we can spend it on whatever we might need once you paid off those bonds yeah yeah it's un unrestricted okay so it would just go right to the general fund could okay y okay we often see that um I was happy to like you pointed out the debt per capita is heading in the right direction and then we have you know hopefully that long-term financial plan five year to keep that going in that direction yeah to improve like the sewer fund the storm fund and the water but was there anything that you saw in your the qualified opinion the that like raise your eyebrow or anything that was th those are the two areas that I would always bring up as a question and it's not good bad or otherwise it's that what's the plan you know that where we see cities get in trouble is that they aren't really paying attention to it and I know previous Finance director I know Noah that they know that's out there and are have a plan uh in the future that's the key thing okay yeah I think we have a better eye on kind of keeping an eye on reviewing stuff every year very care ful Fun by fun but I just didn't know if anything caught your eye those were the things good back to like one of the first slides where you said um the percentage that we hold oh the general this one yeah the general fund I mean are we excessive there pretty healthy obviously it was pretty typical yeah uh state auditor recommends gfoa 35 to 50% of which plan to spend and that's really based on you know you get your property tax settlement in two pieces right so 35% will get you to May without having to borrow from other funds so that's the logic of it okay so 5 oneish I mean mhm that's I I wouldn't have any any issue with that I you know I think you don't think it's too high it's just good it's perfect no every every city has sort of a different approach I mean we do continue to recommend working capital be 30 to 50 but we'll see cities that may have 70 80% but they have some kind of plan on what they want to do with it you know ones that are like 120% or higher without a plan you know we're going to say you need to think about how you're going to group two thank you mayor and members of the council Matt Balman city engineer uh Jesse you jump to the overview sheet yeah it's be funny get through all those other ones um yeah so I here to look for authorization to bid the group two project which is technically the third phase of replacing the papers downtown the intersections we' talked about this several times Through The Years uh just keep going go to the the figure so we are looking at working on the orange areas for this year's project so it's going to be the The Pedestrian ramps the kind of the important Crossing pieces so we can get get all those done part of part of why we punted last year is we we needed to get an agreement worked out with the county and they were looking at doing some other things with all of the other projects going on so we're finally ready to get that one out for bid um and I'll just point out here one of the the things we were working on or working through the park is um potentially this purple area was supposed to be included we're going to hold off on that while we work through if we're putting some storm through across the trail so that that'll come at a future project um all right so we can go back up to the before you go too far on that yeah that purple we're still doing that by Fall then right that is so we're currently planning to authorize bidding and I'll explain this more Brian or I will explain this more at the next meeting but we're looking to authorize bidding at the next meeting to bid it this year but probably construct it next year based on what Noah was shooting for for for spending for the for the pavers around the transit center the park piece is going to we're looking Park is going to be done this fall yep but you're just talking about the parking spots the that parking spot area so the all of the pavers in this area we're looking that'll be one project and then the um I thought we were combining that with the park though the we're designing them together okay looking to bid them as two projects okay can't why can't we do it this year um based on what the finance guy who just left was looking for okay that's part of yeah well the simplest answer but all right well let's let's talk about that be before you get too far because I was under the impression that the park and that whole thing was going to be done in the fall yeah and we M's part of this was based on conversations with Finance director Noah um and the the long range capital impr or Capital blanket on the the long-term financial plan we're going to all in there the next year this year wasn't it the the issue for me is that that parking lot is really yeah Ian I mean I use my Walker to help me find the the holes in the surface that I won't shck my feet in but even for week's FMP Workshop as well so maybe maybe they buy maybe that's easily true addressed well if we can just move a couple numbers around and to do it this year I don't know why we you know and remember through the county no so the these are different ones so so yeah now Jesse if you want to gother up up back up I can re explain that piece of it so this figure here is the kind of the main reason the Count's not taking it on is you know it that whole are area was pavers we wanted to keep that aesthetic feel to it and so um in order for us to push that through we agreed that we' design it and we'd we'd take that piece on and so they are paying for said basically the the ramp and the landing area the domes and the um any curb work and pavement pieces and we're going to take on all everything kind of Fanning out from there okay the stamping and and that those types of pieces okay um so we have our our current estimate if you add those two together comes to about $75,000 which fits in the capital Improvement plan um and then the county has agreed a few years ago they'd kick in $280,000 the the splits at the moment are they'd be right around 360 we'll see what where the bids come in and how this all really shakes out but that and the agreement in principle is generally agreed to um with them as far as all the cost sharing pieces so we just need to get out the bid and get it finalized so you have a resolution in front of you to authorize um putting this alha base okay and then just go back to that map one more time and then phase three that's we're talking spring of next year uh no so blue is blue was done that was done order yep so that phase three so we did red stuff first years we did it out of order yeah and then we did then we pumped it and did these straight line shots last year so this will be the final we're done the side we should be out of there yes what you're working on it's in the CF yes group two yep we're we're doing group two okay and then purple we're trying to get this year but potentially in the spring it'll be yeah either way it's going to be part of the transit center pavers project at this stage okay well again I highly suggest that we move at Surfside Park lately and this weekend I'm going to take my grandson and we're going to test drive what it's like for an elderly woman who has to use a walker and a 12-year-old child and doing it but it really does look nice and yesterday when I was there the volleyball players were just finishing up and going into their suntanning mode yeah um so that was kind of neat to see them playing volleyball and the crew um had told me that they were done and that now there's going to be a raking party to spread the wood chips so technically now this is public but they only want like 20 people showing up oh okay so if you want to show up and watch have fun go ahead and show up and watch but it's 9:00 on Thursday and the goal is to be done by music in the park uh at 6 o' oh okay right so now I know the family is coming out too and it's an emotional thing for them so it really looks nice I mean just the whole layout and looking at the water and the green area and the play area and the volleyball and you know it really is a shining star yeah for our city so I think we should be very proud of it and I'll test and see if it really is Ada compl it'll be smoother than that parking lot the sidewalk will be smoother than the parking lot smoother than the parking lot right um the other thing is you know you Char charge me with doing Economic Development and I had not forgotten that charge um so I have an idea that I want to spend some time with Jesse and staff over the next week and maybe we can put put together a proposal to bring to the city but what I'd like to propose is looking at the assets that we have in our city and looking at what other small cities around the country have done to Gin up Economic Development when they haven't had a big Corporation I'd like for us to look at the idea of becoming a familyfriendly tourist destination now we don't have a hotel so that's that's one dropback but we can work on that later but if we look at all the attractions between our new park um Surf Side uh the golf course the farm um the trails and stuff like that we've got an ideal location and every time I go downtown and I'm over by Dakota Junction's building you know there's always these groups of there are like 15 people the other day when I was there and it was two families and they had scooters and bikes and so people are coming to our community let's really welcome them more to spend some of their money while they're here um and I think it could be a really good positive effort where we could get together with our local businesses we've talked about doing some signage anyway along the trail for them but but you know getting our businesses together in creating this familyfriendly um opportunity um I know that we did have um an ordinance that kind of limited airbnbs in our community but there were some that were grandfather then and I was looking at their rates and I was like surprised from $77 to $3.99 a night uh but I think that we do have the opportunity to really attract families we all love it because we're already here and our families are here and you know bringing other families to to our community to um just enjoy just like earlier the thing about the skate park and we've got the skate park and then we've got a business that has skating you know we can play on all of those elements within our community and really create some e economic energy so that's what I'd like for us to be working on this fall cool um so you'll work with Jesse on uh the other thing any update on like the signage on the the new the trail and then the name issue from Parks well I I missed the last par cuz I you know I had surgery and I had the funeral but um uh but but the plan was that they were going to research names that have been given to us in the past and they were going to contact the Historic Society um and I'll find out I'll talk with um Joanne because she was kind of spearheading that working with Megan on it and find out where they're at because we should be at the stage of bringing something back to the council to start talking about naming and stuff yeah I think you know if we if we could get this done by this fall you know be nice to kind of get it all done yeah so and you when's the next time you guys meet this week I think okay th maybe Thursday you yeah should we put there's it too late to put that on the agenda I guess the agenda is out but the park is on the agenda I think I saw the name discuss yeah the Harbor Park here Harbor Park okay well maybe you can amend agenda and ad um because we were talking about signage right at the park saying you know where destinations are flagging identifying our businesses I mean that's one of the reasons I thought this tourism thing we actually really do have a large number of restaurants you know for a small town so we have eating options there family eating options um and so of people coming on the trail they see the ones that are right on the trail but they don't necessarily know about the other ones because there's no signage that leads them deeper into the community okay all right anything else no that's all all right uh councilor Larson [Music] um I think we attended a Fire Commission meeting and I'll let the mayor talk about that um a couple of things I just want to say that I went and invited my sister and we went to the new restaurant in town where Dakota was yeah and we went there for lunch good food I was thoroughly impressed really nice a wonderful lunch crowd it was really nice but I'm wondering if we shouldn't extend an invitation to them for a ribbon cutting ceremony or have them even come to our are you already ahead of me no finish then I'll tell you okay why beat me I I sorry yeah so I drove by I drove by when the day they opened Y and they did a ribbon cutting oh they did which is their family oh and I'm like uh oh I didn't see that I mean they open so fast I mean I KN we knew they was coming but uh but yes I think a secondary correct but plus we'll get the WCC involved yeah I think would be a good look for and I I was just really pleased I had lots of people in there menu was great I was just really thrilled but it would be nice if we could kind of incorporate you know the city into welome yeah to our um Community second thing is and I want to get real gory here but where I'll tell you what the deal is where are we with the Han County Crossing issues is that next spring so me council is going to all those count ones right they're going to tear up that whole Road um that's best case scenario they get that done you know the summer okay fallish and that and gets in this next fall this fall oh oh you take your best case probably probably not okay most likely in the spring now again you I don't know if you have conversations with M Cil uh not often but the they've been providing updates I think Matt was not in his head here so you know when they're doing that section where the crossing is I just heard back from the county they just opened bids so they're looking at evaluating those and working the next steps there So the plan is still to do that this fall as far as they know this fall okay so even if they say they get it done well fall is fall I mean you can't do much it depends on when they do it I guess if it's like September we might be able to get in October but November just game over um I was going with my sister for lunch over there my P and I don't want a tragedy to push this and get this thing done were two bikers female and a male I was going the other direction and because of the traffic congestion and the Crossing people stopping and not knowing if we stop and whatever the gentleman behind and they were in the middle of the two lanes not over on the right so she slammed on her brakes on her bicycle he was looking didn't see her stop so he bumped into her he fell over and his body went this way and a dump truck came by with those tires and it's still in my brain right now I said it was 6 in from squishing his head my sister said 10 in so that's how close it was but we need I I just think we really need to put pressure on them to get this get this thing done I don't know what we can do in enab County but we've been waiting Jason you know how long this has been in the works from before and it's just scary I I just don't want a a tragedy to push this and get this thing done that's M last time when you're gone yeah this last counc meeting we did talk about this a little bit okay um did you watch the meeting or no yeah I did watch it okay do you remember what we talked yeah so we talked about a couple options of a temporary solution you like a little flag you know whatever hey I'm crossing yeah I don't know but here's the part of the problem is there is no paint right it's not a crosswalk it's a trail Crossing correct and it's I mean it's you know you're not supposed to stop you're supposed to keep going it's the Biker's responsibility to get across and figure it out um and the reason why I'm on this Council originally it's because of that it's because of that stupid Crossing there right and I've said I said this last meeting was uh you know I have well now I have a 15 and a 12-year-old but I mean God forbid like I'm like if you're going to go around so I live on the south side of the lake you go around the lake that's fine go around the lake don't you dare cross I don't care if you're 15 or 25 you can't cross it's you know it's like you're taking your life in your right but I also think it was a missed opportunity uh from councils before when I was on Council we did a workshop I don't remember it Y and I said we're missing an opportunity because you're talking about one Crossing and not the other correct we're not talking about the Dakota correct you know where the where the deal is we're talking about the s-curve on Shoreline correct Shoreline that's a done deal it's going to happen we're all proud of it what's going to happen happen eventually we put a pork chop in the middle right so you can actually run as fast as you can get across and then get to the other side but so I'm confident I mean we got an agreement with the henen county Three Rivers and and us to pay for it get it done big overarching you know you've been here oh yeah right but yeah we still got that other issue now that's a whole different thing whole different animal and so I don't know I don't know what I don't know what we do it seems like in the past remember in the workshop I said we're missing an opportunity we have to do both can't do one and it just kind of fell on deaf ears and now here we are so we're still going to have an issue no matter what we're still having we do have an issue right we do have an issue so I think I think cars are so confused whether or not they're supposed to stop I know and you know the bikers they're always stopped there but then the cars stop and bikers don't know what they're so sto on my bike too and I'm just like go I never sto I think it will get better it you know can't happen soon enough but that turning lane is now not needed cuz Auditor's road is gone so they'll have a bigger Landing but like you said sooner you know but it's at that Dakota yeah that's a mess that's a mess people yell at each other and it's just not good yeah yeah okay so our new city manager we've gotten a couple put that on your list on your list of fun things to do sorry sorry go go ahead we've passing along a couple uh comments from from people FedEx driver showed up the other day and was like some you know biker didn't know what to do right so we continue to pound that but I I know I don't know how how to affect that change without they do have stop signs so and they don't obey them they don't the bikers generally do stop it's it's the unknowing cars I don't know whether or not are supposed to stop yeah I I think this situation is thinking about what they call Traffic calming signage so it's not signage that says you have to stop but maybe it's a bigger sign that has a bicycle on it so that you know it indicates they're ahead you know maybe that should be where Wilshire comes in that there should be a sign there that says bike Crossing ahead um things that put in people's mind that there's something going on ahead of them but not tell they have to stop which then we know they they just run the stop signs um you know um so I think we we could look at some of that there's been a lot of work done at the University on traffic aling um techniques and they know what works well and what doesn't maybe we can get some input from them as to some signage that we could probably start putting up to help CM the traffic because people always are speeding you know and I know whenever I come out out there on Wilshire because it's two lanes people want to get in that second lane and pass you quickly right you know it's like they think that they've got a racetrack ahead of them and we need to let them know no there's no racetrack there's people you know one other comment that I have um can I oh go ahead let me do more on that one okay so Jesse can you make sure that this is part of our 2024 agenda item uh or Jessie yeah he he signed up for it so maybe we should reach out to Three Rivers and sit down with them not just email and call it like maybe have a meeting with um our represent what's her name remember from anyone that just Three Rivers represent anyway she she's been around she's been she's come to speak to us before anyway maybe she set up a meeting with her um not beard she's perks uh anyway and I'm thinking like maybe better and bigger signage for the bikers not for because the car is supposed to keep cars are supposed to keep moving on the trail it should be bigger and in my head it's probably wrong but literally you could almost put like a you know like a overarching pipe you know you know how they have like the nice little and then like hey don't kill yourself stop and wait your turn you know wait and do it on both sides and maybe even on Shoreline well we'll see they have some signs like that in Tonka um banka Beach like that area of the trail you know it'll say yeah you know as you're approaching yeah you know they're like this big okay you know stop maybe it's just a better signage issue but we it's we don't own that so we have to make sure that they agree with it but I think we need to push hard on that because we all know it's an issue and it's it's an issue think it's educating the drivers too because they see that you know nobody knows for sure is it green or is it or you know when am I supposed to stop right so and I don't know how I how we educate the driv you keep going keep going because that's what's causing the accidents yeah you know suddenly you're cruising along and all sudden a car stops out of nowhere right the bikers are stopped so then they don't know if they're supposed to go or not yeah there's so many times where am my head I'm like don't stop don't stop I know I always think that it's going to be an accident because okay yeah um and then again on the on the uh Shoreline uh is there you said it's they're going out for bids but they they have bid already they bid already so they're just going to approve a bid one of them and then they said this fall but I mean it could be yeah it depends on the contractor making sure met council's out of the way but as far as I know okay and do you know how long it's going to take them once they start digging it up it a month at the most it shouldn't take it really shouldn't take that long is there anything that we can do or Jesse to say hey can we once you get this approved can you get put us up the calendar a little bit um not probably not no I suppose once they start that too it's like we're not going to be ready to go for the crosswalk as soon as they're done we would have to get other things in motion so that when they are done we can hop on it so do we need to do something with approving bids for our part of of that because we don't want to wait till they're done and then all of a sudden then it's a four Monon process for us to be spring screwing around that you'll need to agree to um The Cooperative agreement and then they'll take care of the rest that they're putting it up if I remember right though it was a three-way cost share from the county the park and us we just agreed to what we want to put there based on probably the County's recommendation but who actually installs it yeah they the county leads did installation they do the all across okay oh I'm so well let us know if we got to sign that form earlier should be soon okay let us know okay all go ahead and the other thing is is something that U mayor Holt started and I got spoiled but may Holt had asked our former city manager we would get these updates and uh I really like those updates so I know you're I don't want to put any pressure on you but it would be nice if we could have an update to see like where we are with some of these things there's some other things that are on that list that I'd like to get an update on and there's still some things on last you know before yeah uh Eric left but you know it' be nice to carry that in so we can kind of get some momentum back going I do have a copy of it if you need it still in my folder so we've talked about it a few times and I okay stressed the importance of not just communicating with us but you know we everybody wants to know residents want to know oh yeah what's going on and it's in in the past i' I've found out things in the paper before I found out right from that's that was fun oh yeah so Jesse what well we're kind of you've seen it I know but what we're asking for is just just a little paragraph of like hey this project again the The Crossing and then as you get like an update can you give it then just write a little paragra you know a little sentence on the end of it and just a it's like a con June of 2024 I know this is the update and then just do little paragraphs of all everything that we got going on and then shoot it all once a month yeah maybe the first of every month just put a calendar reminder or something uh is that it yes thank you I I can send your copy of it too um I don't have anything okay um and just so you know uh the agenda I know we've changed this a few times we originally did this in order just of seniority so she's been here the longest then you then you then then you it keeps getting changed so so I'm not sewer AC charges from the Met Council and how that was going to be calculated and I know that was a big holdup I don't know that that's been resolved I think it had to do with the pad or something but I can get something thanks do you want to talk about our budget meeting at all or know and we're going to be talking about it next week oh the workshop yeah um we've had a coup couple of them yeah update on our long-term financial plan yeah so we're on the uh budget committee um Ian I don't know I don't have anything super riveting that they won't pass on next week I guess okay well anyway we we had a meeting um or a couple of them actually to kind of fine-tune what we're talking about next week so I think we got a good uh financial plan like we just talked about with our um accountants um it's going to look a lot better it's going to look a lot better um I guess we kind of took a hit this year or last year and it's going to look a lot better going forward I believe yeah I think you guys will like the when you see it was what we had kind of planned and hoped for what the next couple years would bring as far as changes to be made and I mean I would just butcher explaining it compared to Stacy but and Kyle but it was really nice to see kind of some of the things that we worked on come into place yeah so well it was even nice after their presentation things are trending in the right direction so yeah and like the the um utility study and all that yeah came together really nice good all right uh anything else nope okay so again uh the the park at Surfside uh you see whatever but uh our Senator Morrison she stepped down as our Senator uh to to run for Congress I think you probably heard uh Senator or uh representative um Phillips Phillips like his name uh is not running it and she's trying to run for his seat and what did you say that someone had put filing to file to run for for state senate seat closes tomorrow tomorrow so if anybody wants to run for heror yeah you're ready to go where do they isn't Kathleen FY running for that didn't I just see her sign up where do you sign up I don't know ask I'll ask few I don't I have no idea no they could sign up okay so we'll see who our next person is um obviously that's a big deal for us CU we need money from the state for our water treatment plant so we want someone that's very supportive of that um she was supportive obviously uh representative Myers has been a huge support as well um I know he's running again for the house so anyway just let let you know that um Jesse and I woke up early and met uh a resident at their house with an issue so um if anybody has issues let us know we we we do house calls you do house calls we do house calls yeah um uh the Fire Commission meeting uh me and Larsson are on the the Fire Commission meeting uh or committee we had a a meeting with uh City man and uh Chief Peterson um kind of just brainstorming what we want to do on on the city Side of bound in a small setting instead of a big setting uh but we're going to have another meeting next week uh with the the multiple cities um with exploring a fire district uh joint powers or maybe nothing you know depending on what happens so that's what we're doing uh I don't think I have anything else do you have anything can we uh could we let Harrison B go before we do item number 12 yeah are they ready yeah I was just going to have one very quick thing lead service line inventory uh it's on the website people have received things personally we need to do it we're compelled by the uh federal government to make this happen um it's pretty simple we just have you take a picture of your service as it enters the house or I mean and then you send it to us and we verify hopefully that there's not a leg connection and we've gotten a handful are you signing it out again pile I wasn't clear are we supposed to take it up of it in the house or outside the house it comes in your basement it comes in your basement so the the line that comes in from outside in the basement they show you a picture of what yeah I know but I still couldn't tell is that inside outside it was brick so go ahead okay real fast mine is in a pile you invited me to do it yeah we we've researched everything we can in all the files so we we need the residents help now the home um Property Owners help of taking it as at the the soonest Point as of it coming into the building and verifying what it is there and so we're a little over halfway through all of the resident connections that we we we received responses or or completed research and we got quite a ways to go yet so what happens if you don't get them all we will submit them as unknown and we'll just we'll keep trying to work to to look to meet with the homeowners or figure out what they are um okay it just rolls into the next session so it's the line you know from the street because I have three places it comes in that's why I'm confused is it the one closest from where we think it's coming in from the street into the house wherever your water meter is yeah okay it's closest to that piece is that's that's what we want you to find water meter thank you thanks thanks for the reminder all right back back to number nine Harrison's Bay uh if you guys want to stop up we still probably got you on earlier than if you did show up at 6 so I think we're good well we knew we were on the agenda but we had no idea that you changed your time of your meeting so it would have been nice to have a copy of the agenda sorry um Sherry Wallace uh Harrison's Bay um chair um I'm also on what we call the h2q committee which is a water quality committee you guys have seen me before I live at 2135 Overland Lane um next slide please um I wanted to we wanted to be here today to update you on things we've done around water quality that we've partnered with you on uh the first one is uh the rain barrels um distribution for May for the city of Mound we sold um 74 rain barrels you had uh offered to pay for 72 uh $30 discount only about we're still going back and forth on the number but it's somewhere between 60 and 62 people actually claimed the discount so um so that's great um we sold a total of 18 180 rain barrels nice so it was a great event um we had people from all other communities um participating city of Minista did about the same it was about the same number sold from both cities so that was awesome so we had great volunteers it was a little chilly that day a lot of rain barrels went out the door so um next slide please so rain barrels uh 1,300 gallons of water per year is the estimated savings per used rain barrel so so over the last 2 years we've sold 146 rain barrels here in Mound which if you use the 1300 is 189,000 gallons a year so it's significant and so the question is going forward I think as HBA we we are finding value in this residents are finding value in this does w Mound want to continue the partnership as we look at 2025 is that the end H is that the end no oh just a question okay a rain barrels the end of the end no so it's a question yes yes uh quick question for you yeah are we are you doing Oro at all I know it doesn't come into the your Bay but you know they got a lot of the north side there um we have not gone to the city of Oro okay you know we're small we're small you're only we I mean worried about we a cple people just so you know um and we've you know we've we added minist to this year yeah that's good yeah um it's it's a lot for a couple people so we're not looking to be not trying to C C the whole way it's just no yeah okay no well just so you know my my new Doc slip after seven years is on Harrison Bay so oh really where I care too yeah yeah good where abouts thanks uh right next to his house um over on three points what is it called Crescent Park I don't know what one your Cresent you didn't even know but you're at Office three points yeah I'm on the south side uh of three points I think it's Crescent and then I'm looking you're right by that launch right by the right by the launch yeah yeah right over there by wild Hurst or over there yeah great anyway but I I will say just a couple personal comments so when I put the dock in month and a half ago or whatever it was um it's pretty crystal crystal clear right it always is in the spring okay I I don't know I don't know yeah and now it's the water is cold and it's Crystal Clear last uh June you know ice out was really late last year and um it was like June 1st I'm one of the water monitors for Harrison and I put the sui disc in and it went down 17 ft and I could hit the bottom and I could still see it wow on uh May 18th I put the sui disc in um and same exact space every year and it was 11 ft um and progressively by August it'll be two guarantee okay mhm yeah and that's just a reflection of the heating up of the lake and as the lake heats up and all those nutrients are floting floating around than the algae blooms so right now we have a lot of the fibrous algae growing on the lake right yeah well so well I'll speak for myself but so don't get ahead of yourself because it's it's it's still a problem it's a big problem yeah I it looks like an issue yeah and and I don't know if you are aware but last um well starting January first I was appointed to the minihaha Creek Watershed citizens advisory committee so I'm working closely with the um the wated to bring attention to the painters Creek cleanup so six miles they they've been working on for years painters Creek is on the um agenda for evaluation to start at the end of 2024 and into 2025 so they'll start kind of identifying where are those hotpots where the pollutants are coming in but the majority of all pollutants right now coming into Jennings West Arm and Harrison are coming through painters Creek and until painters Creek pollutants can be controlled they it doesn't make any sense to do Allen treatments to help clear up the water because there's just new nutrients coming in okay so that's just a a side note not on my presentation but um so the so the question I just want to take a pause here you know celebrate the fact that we had amazing volunteers that helped us out but um you know is this something that you want us to continue to do in the community we appreciate the help especially of Ryan was super helpful you know helping us unload the brain barrels get them all in the parking ramp that kind of thing so so again I'll speak for myself but this is such a small investment for us that I think it's a no-brainer I mean it's what is that a grand or Couple Grand that we it's less than $1,500 yeah like who cares so for this and the you know what you guys do and obviously all your support um and then the little bit of Staff time I think is an noer for me but I don't know if you guys agree it's a huge value I think sure can you can you make a motion can you pass that so we know to plan is that something you can do uh I don't remember what we did like instructions to staff to you know keep doing it at least for this year or whatever I don't we have on agenda because we had to we actually did approve the St for it so it could just be future agenda I don't want to come back need don't have to we just do a motion to I think it was on consent agenda a while ago to approve $1,500 I think you did it while I was standing up here last year we did an official resolution approving Mr Mayor yeah I'd like to make a motion that we make a commitment to once again participate through um donation towards Mound residents buying rain barrels for their homes okay in 2025 five thank you Sher and based on that can review it and if there's a determination all going to hand the next section over to Julie Julie is um an educator Horticulture educator for the University of Minnesota extension service go go first and she is she has been inst Al with all of our education stuff that we have so we want to talk about what we did on Apple uh can you real fast too um you guys weren't here but we approved the parking issue for your party oh so that per minut it's approved yeah we're approved y so we're good there um good to know and then uh the rock stars and yall rockstars are going to do a party on well I hope you all come it's Saturday at 2 great starts at two land or by SE right y by land or by say that up here either one yeah uh sure yeah Julie weisenhorn uh 1733 Bluebird Lane I am a horiculture extension educator with the University of Minnesota my background is in landscape design plant selection sustainable Landscaping so that's what I talk about basically 24 hours a day to people like citizens also working with communities and with commercial industry as well so we we had uh a really successful addition to uh the landscape out at Apple Lane and uh if we can go to the next slide that'd be great so we leveraged some funds that uh that the HBA har Harrison Bay Association applied for from hen County the good Steward Grant fund of $225,000 and uh we implemented our goal was to implement two to three rain Garden uh or Shoreline buffer projects so uh we teamed with the city on some of this uh we asked for uh basically in-kind help and to we wanted to implement pre-treatment solutions for the removal of the sediment uh using a sump uh installation uh we wanted it to be completed within 2-year time frame so that's a restriction of the grant so that would be by next march we want to engage residents it's a big part of my job uh enhancing our website information if you've been to our website we've got a lot of great basic information for people a lot of links to University Research as well as to uh other government entities we wanted to have on-site signage as well so when people saw this they could appreciate what it was and understand what we were trying to do here for the lake and then a have Hands-On educational planting workshops as well next slide so the site plans created we created for two sites one was Cardinal Lane and Sherry's going to follow up and talk about that in a minute the other was Apple Lane so this is on the the south side of Harrison Bay let's go to the next slide uh so appal Lane we had a drainage area of 11,000 square ft and a hard cover area of 3,300 uh this does not include a new house that was there and this land that we're talking about is City owned so this is your land this is not belong to either of the residents uh and we were trying to manage uh the drainage that was running off of the dead end right down into the street some of you have seen this before I've been to the site I think Kathy you have Cardinal Lane is uh a much more severe uh situation the drainage area you can see is 8 88,000 hard cover is 396 let's go to the next one this is a plan that I drew up for uh Apple Lane uh I worked with the residents on either side of this area to develop something that they wanted to have and in particular one house of uh Christian Travis Mills uh because it most most landed it also like Le was part of their property as well so kind of like rolled into the edge of that property we chose native plants and Native cultivars so these are cultivars that have been developed from native plants so these are plants that are particularly good for really tough conditions they can tolerate wet conditions they can tolerate dry conditions and most of them have evolved over years to work with beneficial insects in our environment uh great for pollinators and uh also their drought and disease resistant so these are have a lot of good qualities don't take a lot of work um they're not going to be replaced anytime soon uh you can see the size of the of the space here and we integrated a couple of different kinds of shrubs and then also a lot of perennials as well no annuals at this point next slide we had a Community Education planting event too so we reached out to the community and said would you like to come and learn how to plant a rain garden and Lear learn about rain Gardens and managing water so Sher and Christy hosted this I would have been there but I had knee surgery and I couldn't be there but uh we worked together ahead of time and we placed all the plants in their containers which we purchased from uh natural Shores natural Shores up in Maple Plain so we partnered with a nearby uh uh Native Plant organization our work um uh business and we had 12 community members participate so we placed all the s the plants out and then people came and they learned about the plants and then they actually planted it they planted it within an hour so it was really good work uh and each member took home a packet of resources that we put together and then also they took home plants as well so they could start these plants in their own Gardens as well Cardinal keep going or you want to come up okay you come up on this one so you guys have heard it right I mean this is my this is our our third time here right for Cardinal um so um we've been in front of the doc commission I've had individual meetings with staff and and with some of you um and as of right now eight so since August I haven't gotten an answer on what to do here we are coming to the table as an organization with $112,000 of our grant remaining and willing to partner on a solution here basically what has happened is in 20120 a city project basically took this area from a perable perable area to having underlayment and basically making it impermeable and so there's very little infiltration happening it becomes a channel a flow that is eroding the bank from behind and it's it's bad and that's just in 3 years so um if we could go to the next slide um so we're coming to the table uh we've asked to meet with Engineers to sit down and talk options I mean the we may not be able to do a rainu in here it may be too expensive but something got to give here because three more years we've done 8 to 10 feet now it's going to be another 8 to 10 feet and this is your land so as a partner I'm standing here saying we have some money we can help but we want to be part of the solution so since August I have not been able to get any traction to even sit down and have an options talk with anybody so I got to tell you it's discouraging to me as a resident amount to not get a response so it it could be no I mean imagine the effort I mean come on right just give an answer here just something do we know how much I barely remember the numbers from last year but how much is the total to fix this like what do you think the solution would be the solution we did with bra Garden rip wrap didn't even include removal of trees and stuff like that was like 40 okay okay 4 Z four four yeah 4 Z and that included a sound for whatever the the issue is that might not be the right solution for this area and it might not be the amount of funds that the city has right to do something but leaving it alone doesn't does seem to be an option so is there thinking outside the box is there any way we can do something for 11 n gr I would love to have a conversation with the engineers okay do am I going to install RI wrap absolutely not the reason why that doesn't change the flow the flow is still going to come in from behind there's nothing going to change by putting rip wrap in there okay it's got to be a multi do I think that there could be an $1,000 solution probably not okay it cost you $9,000 to cause the problem okay um so yeah I mean I'm just saying just say yes or no say you're willing to say Sherry we'd love to have you and Julie sit down with the engineers and come up come back with a son of options for us right well I'll tell you right now let's do it let's do that and come back with an idea I think for me personally and I'm sure you're thinking the same thing the price tag is scary yeah right now well you put $30,000 to residential Ripper app through the doc program this yeah and is this okay and that wasn't even all your land and that was a partnership dollars right so is this this is this the public dock right here or no there are multiple public docks yeah this is part of our doc program it's in a Commons it's your land your land again just a little background on that and I kind of made a stink last year of if it happens on the commons then the commons should pay for it right that's my personal I don't know if everybody agrees with that that's how we paid for the other one it's user well and and I got Sher gave me a tour and it's totally eroded at the end of the dead end you know where it just gushes and it's a flow situation it's a storm water runoff situation okay so I mean I'm in the same boat as you mayor like we want to partner to find a solution but I you know met with Sherry previously too and I'm just one person I you know wasn't at Liberty to say like yes we should you know get the engineer on the clock and start needs to happen with all of us so yeah I mean I I'd love to well we were here in October asking for the same thing yeah again I think yeah originally for me personally was the the price tag of this thing and just so many other things that were are going on especially at that get that it was literally that meeting I think that we were talking about something else and I was like oh my God this is just bad timing really and you know M yeah it would be so easy for us to just walk away with this I know I know I'm glad so much energy into it I agree and I I do think it's that we need to first of all I like that you have 11 to throw at it that doesn't hurt uh but yeah I'd like to see what kind of solution I mean maybe there's a kind of a lower cost solution that works for you and that you know we'd all be happy with I think what she's asking though is that we just can you sit down commitment to yeah are you asking for a commitment from to to sit down to come back with I am asking for a commitment to sit with the city Engineers to look at the site and come up with a solution that not only prevents erosion but allows for that storm water to somehow be dissipating and not be running through a channel right I think they need approval to kind of like both meet and say okay here's like a good better best solution to bring you know yeah so it be with a price tag on them you know here's option A B and C I mean I'm a project manager that's what we do right I mean we bring options to the table yeah no I yeah I'd love to hear um again if if our our l so it's 1% is that 40 Grand uh so was 75 it's 75 is 1% of our whole Levy so 40 Grand is a lot of money for I don't know what that means I'm sorry what our Levy is our what we tax right everybody you know get your tax bill from the city Mound right so 1% is 75 grand okay so if we're talking like hey I'm going to raise your taxes 1% that's 75,000 that the whole City would get on a 1% raise right if we if we increase tax rates so 40 Grand is a lot of money for the whole for all the residents to stomach but you do understand and we talked about this before yeah if we came up with the solution and the city was willing to partner for part of it so um there is there are other grants available I mean the Watershed has partnership grants that I'm sure this is not the only outfall that is having problems like this I mean as you start to look environmentally The Watershed has a partnership program okay you could come and say come to them and say you know what we want to be part of that and we want to look at all these outows and figure out what the issues are and they have dollars for that for to partner with cities so it's it's really about creative financing it doesn't mean we couldn't go back to henan county in the fall and say say we have some great Solutions here here's what we'd like to do but you can come up with 10 we can come up with you know the 12,000 that we have and you know get the rest from henen County you I think it gets to the point when when I decided to run for city council and I was looking up all the stats on Mound we have the longest shoreline of any City on the lake you know we have um we we we really have a very very strong position on lake madaka and I remember when I was in high school in 1968 and 69 when this Lake was dying it was dying and that's when the FBI got created to come and turn this Lake around and they did turn it around but now they're gone and we're we're heading back in that same direction so I think we have to think about as a city we do have an obligation of stewardship towards maintaining a healthy Lake now can we afford it that that that's the other balance that we have to have but I think that it would be I would be willing to make a motion that we direct staff to have our Engineers meet with um the Harrison Bay and to be able to prepare three possible solutions to this and then we can look at those Solutions and decide about what we can obligate or what we can commit to to trying to raise money because there is the state Heritage fund you know every all of us pay every time you buy something pay sales tax it goes into that Heritage fund which is for clean water projects and as she said the Watershed District so well an County and Hanahan County yeah so there there are sources out there that we can it we don't have to just think of living taxes against our residents and think about how can we creatively raise money or maybe we even do a fundraiser for it you know or the doc I mean the doc program right C can't fundraise but yeah the doc program is part of it too but sh is was that like an official motion well yeah I guess I want to make an official motion that that we direct the staff now I guess the question I have though in directing the staff to have the engineers work with them do we want to put a cap on on how much money that can run up cuz this is just going back with scenarios too because that that's going to cost us too the engineers yeah time are you saying yeah so let's meet first yeah i' say let's have one meeting let's set up a meeting but then also yeah I mean if there's other creative way to say to pay for it Beyond just Mountain taxpayers clean water is a big deal right so there's a lot well we all agree with you Sher vo no that's what I'm no that's what I'm saying it's a big deal there are a lot of Grants yeah without you we wouldn't even know about all this so we appreciate all the work you've tirelessly put into it for a long time so I I think also to think about and maybe it's even with the doc program and I know Kevin you're the represent representative on that but how are you prioritizing where those funds go because you're getting these doc dollars and how I can answer that um it's different every year and sometimes there might not be a project but the doc fund is like a separate budget that's funded by you know like when when Jason and I pay we pay our doc fees you know it's not General taxpayer money in the project yeah so it's just funded by that no I'm saying but how do you prioritize the projects that come forward so when you look at all the commons areas and the dock areas you know how are we prioritizing the use of those funds that would be like a year-by-year basis sometimes there isn't AO but maybe you have a a list of of criteria that says hey if if we've got a partner in this if we've got you know someone who's looking to improve our land XYZ whatever you know there's there could be a prioritization yeah it could even be that there isn't another project and this could be the only one which would be great yeah I mean should this be going through do program we're trying to figure out we did you did but but I think we're saying should but what do they say at the doct board they uh well um Kevin said that uh a couple months ago that you were going to look into getting me time with the engineers so and I'm just one person so I can speak for all us but I think but Sherry's right in making the motion to say discuss well and apologies that you have to bring it up because it it when we talked last October it completely fell off my radar so apologies at your back having to You Ain't Too Proud to Beg which is a good thing I Julie Julie's like do we even want to bother I mean come on this you're not Bing hard no bother us right do we want to bother oh cuz it's been difficult right but I feel like we need an answer right we need an answer either you recognize it's a problem but you don't want to do anything right or you recognize it's a problem and you want to look at options or you want to do something right I mean it's like well I think Sher just said it's we recognize the problem and we want to look at options on how we can solve it I would have loved to know that back in August we didn't know that that back in August we were kneed deep and budgeting well that and I just heard a big dollar amount and it's like yeah I and we explain I know I know it's just you know we' we've stayed on it and we're here and this is it right well I appreciate you come back we're going to she's going to make a motion a second we're going to set it up uh set up a meeting um make sure you stay on top of this you'll work with Jesse and and Matt and then I agree let's come back with a couple options like here's a you know a low medium a high you know I'll be involved and we'll get our water resources and then and then also funding options you know hey the there's these grants out here this is how we apply for them you know here's Mounds portion here we can get hen you know all these different ages giving you 12 that's a grant well that you know one right but I'm just saying the lower the number the easier this is so um okay go ahead okay so I'm going to make a motion that we direct staff to work with the Harrison Association in looking at um the this is Canary right no cardal Cardinal umal land um issue and come back to the
