City of Hermantown's second public information meeting regarding the Ugstad Road construction project.

[0:24] **Joe Wicklund:** all right good afternoon good evening everybody my name is joe wicklund i am a communications and community engagement director for the city of hermantown uh for those of us who are online um you're gonna see some some slides that don't quite match the screen uh dealing with some different levels of technology in terms of computers here but the entire powerpoint will be placed online uh tomorrow at hermantownmn.com backslash roads that's the catch all website for everything that we do in roads in uh in town whether it's uggstead road narrow head road like we're talking about tonight make junction the work that we're doing there now uh even you can see all the information from last year's projects on johnson portland carlson alexander and whatnot um so a lot of different information but you can find it all at [1:11] backslash rhodes um the the other piece of the technology here is because of uh how we have to set this up you'll see me going back and forth to kind of the master control program computer in the back just to make sure we're letting folks in who are in the online waiting room so after i do the beginning part of this then we'll kind of jump in and you'll see me bouncing back and forth but for the most part in tonight's meeting when we talk about getting back together at the 30 design stage david bolf the city engineer is mainly who folks want to talk to and i'll cover kind of some of the history on how we've gotten to this point uh how our financial management plan factors into roads that we're doing all across hermantown as well as other projects assessments and those types of things will be parts that i'll cover and we'll leave time tonight for q a and [1:58] stuff like that sound good so we will jump in this is the slide that folks are used to seeing that's kind of the calendar of events if you are a diehard watcher of these meetings you'll see a few different changes that we've been able to do since the last meeting which is mainly that we have feel good enough and confident enough about the 30 designs we'll show you today but there doesn't need to be another a third public information meeting on this project we'll just get to the parts where there'll be input at city council level uh coming up in 2022 um so if there's feedback good negative questions all those different types of things about this project both myself and david will be available tonight and all the way through both [2:44] until the project is set and going forward as well as during it so don't feel like you don't have options to ask questions or lodge your concerns about the project there'll be tons of time for that but the next formal piece in this process won't be until 2022 a little bit about the history on this we just finished up last week our third version of the community involvement and engagement survey that really kind of takes a look at everybody in town and what are the major issues not surprising and i it came in so late this last week that i haven't even updated the slide but rhodes is again the most important issue in our town it pairs a little bit with parks trails slash recreation [3:30] opportunities but the number one piece of feedback that we get from residents that they would like improved in hermantown is roads when we first started doing this process we had a pretty strong inkling that that would be the case and it has proven out so when they started this process in 2015 about not only how could we tackle large road projects but what are the right roads uh david paul sandston kind of went around and inventoried all the roads as to the conditions they were in in 2015 and david will be able to tell us a little bit about that at that same time the city council and city staff started putting together the long-term financial management plan the fmp you'll hear us talk about that was officially approved by the city council in march of 2019 and a big portion of that [4:16] is how do we allocate funds to do these major road reconstruction uh mill and overlay these really intense road projects that are different than we've done for quite some time in hermann town most of the work that we had done up to that point had been you know kind of spot fixes and things like that this is really kind of changing the shape of the road from one condition to a much better condition uh in 2015 that's when david and his crew did that inventory all of the roads were ranked across hermantown one two three four and five uh one was traditionally a well functioning road that's you know what you'll be left with when we're done with this project that's a top notch road and five was something that was failing so that you know to for you guys who live on uggstead road that's probably levate junction the last [5:02] 20 plus years has been in that condition and that's a really good example of a road that you know hasn't had the attention or the ability to really make the significant upgrades needed to make it a quality row so roads ranked one or two were looked at as a preservation project and we had plenty of those in hermantown in 2015 and those are our roads that we still maintain and do those spot fixes on and things like that to keep them at that level roads at that time ranked three were kind of put in a holding pattern because we knew they were headed toward needing this but they didn't need it as quickly as other roads and four and five were the roads that contributed and triggered a reclaim or an overlay or a full reconstruction for example the first round of that last year was johnson portland carlson alexander in a stretch of hermanntown road if you were wondering there are 146 road [5:50] sections that were inventory that are part of our road system in hermantown uh 45 are gravel dirt roads like you'd kind of expect 73 are rural bituminous 20 are urban bituminous and then 26 within that are municipal state aids so that you know rural roads have ditches urban roads have the curb and gutter and bituminous is fancy engineer talk for blacktop that's accurate right a little bit about the types of reconstruction that uh david and his crew and eventually the subcontractors and contractors actually do on the roads these are the improvement strategies for roads that were ranked three through five which basically mean we need to be doing something to them uh and there's kind of three different parts the mill and overlay and [6:36] the cost associated with that at 250 000 per mile uh the reclaiming overlay at 500 000 per mile and then the full reconstruction david's going to talk about all three of these and how they factor into uggstead road and why what makes each part different but in all cases this is these three cases are fundamentally uh significant changes to the rope this isn't just another strip of blacktop over blacktop that's already there these are massive construction projects and that is what triggers the assessment piece to the owner that we'll talk about later on today too a little bit about again the the financial management plan side of it and how the road improvement plan fits in so for the longest time any kind of major project that would come up like this in the history of hermantown was [7:22] kind of dealt as it arrived versus kind of proactively planning for it and that's the big change so our plan integrates everything from existing debt to future debt to capital projects to tax base growth that takes into account who could or could not be moving into our community um actual financial results and at this point it even has been updated to include what actually happened during the pandemic in 2020 and the impacts that's had on hermantown um it helps us so that we're not you know we're able to plan new spending proposals based on you know what we would want to have accomplished as a city and what residents are asking for versus just what's the loudest voice in the room and what's just right in front of us now that is a real need that we can really be planning for um it helps maintain assets and fund [8:08] balances and accounts so that when you bump into things like a rainy day which a pretty good example is if you have a global health pandemic your city can soldier on uh in a pretty solid way and still have all the services that you'd expect from water sewer police safety and quality of life issues still be able to be delivered when kind of the rest of the world goes on full stop um and like john always says our city of ministry when he talks about it adds clarity and reduces reactivity reactivity during the budget process our budgeting process every year you can see all of our plans and where every dollar is being spent online but you know a huge amount of work goes into figuring that out for a city of almost 10 000 people and so how we lay those pieces out are really important and when we come into a spot where something arises and as a need for residents [8:55] whether it's a really passionate need a really loud group of people or really you know something approaching a real majority of folks as a need we can appropriately tackle those as they come and understand the effects of those decisions over time and what you know a decision like a financial management plan in the road project does in 2025 26 27 for the city of hermantown a little bit about payment options on how these processes and roads can even be paid for potential funding sources for any type of roads like this road assessments yes that's an option we'll talk about that um the general tax levy so the taxes for everybody in the city is a part of that municipal state aid is available for municipal state aid roads only and we'll certainly be talking about that tonight [9:42] local government aid is something we talk a lot about at city hall that we wish we had in hermantown but we are not eligible for we always bring that up because a lot of folks will ask you know duluth has this you know huge lga piece or proctor has this huge lga piece um in the somewhat now distant past of about 2015-16 there was a small amount of lga but since then hermantown is kind of for lack of a better term graduated out of eligibility for local government aid we do do a lot of work to try and um either lobby and or find ways to meet that because that's a significant funding source for cities but we have not yet found that so uh it means when we make these types of decisions you know that's going to factor in a lot differently for us because it's a zero compared to a proctor or a duluth for example [10:28] um sales tax can't be used on on a road per se but trunk sewer water upgrades city hall wellness center there's very specific things that sales tax can be used for um you might hear a lot of discussion about sales tax being proposed in hermantown right now that we can i'm here to answer questions about that after the fact if you've got some but that's not a factor in these road decisions uh in terms of ugstat uh the water utility fund can only be used for water system upgrades and maintenances uh same with storm water those factor in on this project sanitary sewer fund again any upgrades that's specific to that and that money can be used for that same with streetlight utility funds some of those are funds that don't really even end up on your radar very much streetlight utility [11:13] um some of them are more hot button issues like storm water utility fund which is a fairly new one in the city that's that seven dollar fee if you're on uh city sewer water on their bill each month that started in 2019 or the twice a year 42 dollar fee i mean that maintains the storm water system that certainly is a part of ugg's dead road and the entire city that moves around storm water in a way that benefits us all uh estimated costs i'm gonna have david walk through this slide uh kind of uh when he gets a chance i'm gonna bounce to the next one first today um the part that i wanna highlight is there isn't very much change from this original proposed project to what we're dealing with now the parts and pieces that david put together on what updating uggsdad road [12:00] will cost aren't aren't different today than they were when he first talked about it uh when it comes to the assessment piece again i've had a ton of conversations about this with a ton of folks equity is always the way to discuss this and always comes up in discussion at this point all of the buildable lots all of those individual properties that touch our road are going to be assessed the 9750 to get a feel for that this slide will tell you it's traditionally it's one payment per year we're able to spread it out over 15 years if that is your preference with an interest rate of four percent so then the annual payment over 15 years is 876.93 uh we definitely did have folks on the first round of this project [12:46] come in in november after the project was completed and pay it off and it's full before it ever went to their property taxes and that's certainly an option if folks prefer to do it that way obviously the vast majority of them have that 97.50 roll onto their property taxes and that's what they can experience as an increase each year that 876 93 so david i'm going to turn this part over to you to talk in depth about the project as a whole did we want to go back to the yeah we're going to pop back to the cost then all right thank you [13:31] **David Bolf (City Engineer):** again my name is david bolf from the hermantown city engineer when working with with uh joel on these slides we've um given this a variation this presentation a couple different times already so some of you may have seen this already and some of you this may be new but um i'd like to just go over some of the estimated construction costs here um we we have about 2.8 million dollars in real construction costs and for all the the improvements on both augusted and some turn lanes on arrowhead road and then we we have a budget for engineering and permitting and geotechnical work and easement acquisition and legal proceedings and we have a built-in contingency so the all-in cost is about 3.6 million dollars and then the table below that is joe had kind of highlighted our available funding sources so this is [14:17] kind of broken down how we um plan to fund this project as as he said before there's um we don't have any uh stormwater utilities uh upgrades that are planned the poor water so that's zero right now that may change as the plan develops there's approximately 75 a lot that are accessible at 97.50 for a total of 731 000 and then we have uh local funding um i can't remember that is i believe for some from sanitary sewer upgrades and then the big piece of this is our federal and state funding so [15:02] approximately every seven or eight years city hermantown is eligible for federal aid funding and we have to designate a project that we feel um fits those requirements so we've been planning this for about seven or eight years that we want to make improvements to this corridor and one of one of the triggers to that is the the new wellness center the the possibility of expansion at the hockey rink there and the continued um increase in traffic at the school district um so again we have about 1.5 million in federal funding and then we have state funding and that state funding comes from our municipal state aid account and that is our gas [15:50] tax dollars that are allocated to each city so that that's the breakdown of how we plan to to fund this project okay joe went over that site so we'll skip to the next one here so again as joe had mentioned in 2015 we inventory all the street segments within the city of hermantown and we recognized you know there there's a need to evaluate it prepare a budget and um eventually repair per unstead road so the contributing factors for the the improvements on uggstead road um is added traffic from the wellness center [16:37] the schools um we have some heaved storm sewer pipes um at the by the jackson um uh i think it's roosevelt drive we're gonna improve those crossings there um various segments of pavement and disrepair so there's different vintages of a pavement out there with different work that we've done some of it's in okay and some of it's in poor condition part of this project is going to include some uh pedestrian safety especially in the school zone so what does that mean you know painted crosswalks but the ada crossings [17:24] also there's there's a lack of some turn lanes and some deficient turn lanes so we're going to include some um new turn lanes as part of this project and i'll go into further detail in that as we progress here into the slides and then the last bullet point here is a part of our mac master park plan indicates part of this corridor for our monger trail connector and for those that don't know about that that's a we have about it i believe it's about an eight mile of trail that we're planning from the wellness center that meanders through the city and ultimately gets to the proctor hermantown boundary and then proctor takes it [18:10] through proctor and then duluth will connect it to the to the munger trail somewhere so we've um constructed two piece three pieces of that trail already and this will be the um fourth piece although it's going to be rather short because it's just a short corridor that we'll be working with along exit road okay so this slide here um i'll give everybody a reference um it goes from south to north so on the left-hand side of your screen is maple grove road the right-hand side is highway 53 and you should see [18:58] different colors and segments so i'd like just to to step through walk through each one of these segments so the first segment is on uggstead road and that's from maple grove road up to the wake junction so this this section is we're going to mill and overlay with spot storm sort of repairs at truman and roosevelt and widen the sidewalk on the east side to five feet so what a mil what is a mill an overlay a mil an overlay is we we take out the top two to four inches of asphalt we grind it up we haul it out and then we repave and we do that work within the existing curb [19:45] and gutters so that what that means the sidewalks that are exist out there today on the east side are only four feet wide and with the new ada act um five foot is the minimum so in order to use our federal aid dollars we need to improve that sidewalk to five feet in width so along that whole east side we will be removing the sidewalk and putting in a one foot wider or five foot walk then we go to the next segment um segment two which is still on uggstead from lebake junction up to arrowhead road so again that's going to be a a mill and overlay section with an [20:33] um new eight foot wide multi-use trail on the west side so the earlier slide i mentioned that this is this corridor will have a um is part of the designated longer trail connector so on the previous segments of trail that we've constructed it's been a 10 foot wide trail with two foot shoulders on each side so it's 14 feet wide and that just that section just did not fit this um this neighborhood in this segment of road so we um once we got msa our consulting engineer on board to start getting into that 30 design [21:20] phase we we kind of settled that an 8 foot wide trail on that side would be the best compromise so that's that's what we're um planning on right now in segment two and then also they'll be as you're you're northbound we will be adding a left turn lane so right now um it there's there's not a left turn lane and you'll see when we get into um some of the next slides the the detail there how that intersection is going to be reconstructed next is segment three and that's a full depth reconstruction so what does that mean we're going to [22:06] remove everything that's there the sidewalk curb gutter storm sewer will all get redone we'll do a sub cut which means we'll be digging down probably three feet in this area putting sand in class five and pavement new storm sewer curb gutter and a new sidewalk and that sidewalk will run all the way from arrowhead road up to highway 53 also in this area we've we've had a couple of different traffic studies that have indicated and suggested some improvements so in this segment three there's going to be new left turn lanes [22:55] the most significant change will be at hawk circle drive the entrance to the school there's going to be a dedicated left turn lane so if you're northbound headed towards 53 you'll be able to get into a left turn lane and northbound traffic will be able to bypass and it won't um clog that intersection up also on that section on southbound if you're on uggstead going south we're gonna add a dedicated right turn lane into hawk circle drive so the people that are headed straight south um don't don't get backed up as well so um segment four [23:40] is on uggstead road as well and this is from falcon drive up to um williams drive or twin pine street in that area [Music] and this section is um it's a reclaiming overlay and we're going to put a new six foot sidewalk on the west side so there's no sidewalk there today we'll be adding sidewalk on that side um the other thing that we'll be doing on segment four is there's on the west side there's no curb and gutter we will be adding curb and gutter on that section [24:26] through the swamp and then putting our sidewalk right behind the curb similar to the to the other um section of exit road so that will will be a change on that on that side the the last segment on uggsted road to segment five and that's a million overlay and a new six foot sidewalk on the west side so again that's from williams drive um north up to highway 53. so there's curb and gutter there already we'll be putting a new sidewalk behind the curb on the west side and then um just milling the the pavement and putting out down new blacktop there [25:14] excuse me um then our project extends on the arrowhead road a little bit and the reason why it does is we're we're planning some improvements on hawk circle drive there by the you know entrance to the um elementary school and the by the bus barn there so that that piece will be a full depth reconstruction and the reason being is we need to widen the road there to add a left turn turn lane so if you're heading east towards duluth um there'll be a left turn lane into hawk circle drive so anybody that's eastbound can you know bypass and not have to wait for people turning into the [26:01] hawk circle drive there um and then the last segment in our project here is um on arrowhead road from augusted to uh silky circle what we're going to do there is a milling overlay and it there's a pretty short right turn lane so if you're heading west on arrowhead road and want to take a right to go to the school we're going to extend that turn lane and redo the sidewalk on on that side as well so so these next seven slides are just a little bit more detail on the on each segment and i'll i'll just kind of highlight the [26:46] the things that maybe i didn't talk about so segment one um again that's from from maple grove road up to the vague junction this this image is kind of you can see uh picner field there in the old football field and track so again mill and overlay we're widening the sidewalk on the east side updating the pedestrian ramps and there's some spot repair of curb and gutter there's probably about um we have like 6000 feet we have about 6 000 feet of curb and gutter between uggstead and arrowhead road that we're going to be replacing so not all of it um subgrade and storm sewer [27:35] correction at roosevelt and truman so again especially at roosevelt we we have some heave storm sewer we have a kind of a sunken or intersection there so we're planning to redo the storm sewer there and probably raise the elevation of that intersection probably along the foot person i think yes so segment two again is from lebake junction up to arrowhead road so this is this is kind of an old picture because the old uh school's still there but again this is a mill and overlay um with fold up reconstruction near the intersection arrowhead road [28:21] so once we get up to arrowhead road we're gonna we're gonna do a little widening there and add that left turn lane so there's a little bit of reconstruction there and then on the west side there'll be a eight foot paved multi-use trail on the west side and again that that 900 feet starts at the bake junction and it goes to the first or south entrance to the wellness center that's where that that trail will terminate and then north of that will just be a six foot sidewalk up to highway 53. [28:57] and then we're also um any new road or driveway crossing will get new ada pedestrian ramps and that that will have the um the truncated domes and then the proper landings for each of those crossings segment three so it i don't know how well you can see this on here but if if we look at the picture here we're adding a lane of of traffic and the big difference in this section from arrowhead up to hawk circle drive is you're going to have a shared center left turn lane so similarly how they [29:42] the county re-striped maple grove road out here the shoulders are going to get a little smaller but we're going to add that center left turn lane so anybody that's going to the hockey rink or the couple of houses that are there or want to get into hawk circle drive will be able to use that lane and once you get towards the intersection the the sharedness will will go away and it'll be a dedicated left turn lane so i think that's that's going to be a huge improvement to the traffic that we see backed up uh each morning at the school so it'll provide stacking in the road and still allow traffic to bypass that traffic that [30:29] stack there in this section will be full depth reconstruction again that's going down approximately three feet new under drains and fabric and sand and class five curved gutter storm sewer sidewalk okay segment four again this is this is the rural section this is this is a section that's gonna probably feel the most different to to people because we're going to make the west side have curb and gutter and then we'll have sidewalk on that west side as well so that that will be a [31:15] a change for for people hopefully for the good for everybody and this is a reclaim and overlay so the difference between a reclaim an overlay and a mill an overlay the reclaim they grind up all the blacktop in place and mix it with class 5 underneath and we essentially um turn that blacktop into aggregate and then we pave over the top of it so we're not hauling any material out and we've we've had very good results with that uh reclaim and overlay process um we did that on hermantown road um they did it on the bake junction they reclaimed it and they're actually using it for for sand material so it's it's been a [32:00] very good uh product for us and then this is the last segment of uggs that are owed again this is from twin pine street up to highway 53. this gets a milling overlay there's curb there we'll be milling and overlaying that new six foot sidewalk on the west side and there's already curb and gutter here and we'll make some improvements with the ada ramps so i'm gonna add this as part of the the new building that's being built up there right now they will be extending the sanitary sewer on the east side and they will be impacting the curb gutter and shoulder and they will be because of our federal aid project [32:48] they'll be taking out the curb and gutter and that will just remain uh gravel until we get there next year and rebuild it it didn't make sense for them to put in something that we're going to be taking out the next year so that's just kind of a heads up if you wonder what's going on up there later this year segment six is arrowhead road so this um up on the picture is facing east so this is where we're going to be adding that um left turn lane so if you're driving towards ugg sid road there'll be a a new left turn lane into hawk circle drive and you will still be able to bypass um [33:33] the people that are trying to take a left turn lane there as well and that this will be uh there'll be a short section where this is a full depth reconstruction you get that turn lane and tapers in there so the curb the curb will move the sidewalk will be replaced accordingly um then we're also adding a a right turn lane um if you're westbound on arrowhead road so again you won't plug up the driving lane if you're trying to make a right turn lane or right turn there and then uh the remaining section of arrowhead road up the um ugstead would just be milled and overlaid probably you know towards [34:20] the the hockey arena that section will get milled and last segment here again is uh arrowhead road from uggstead to filkey circle it's about 400 feet we're gonna mill and overlay that extend the right turn lane and then make some uh improvements for the for the ada and i can see in this picture we'll be moving some uh power poles as well to do that work so okay let's see i guess we're we're getting to the end here so some reason questions um i guess we with that we can just um open it up for any questions comments [35:07] that the group may have for joe myself or the design team good question so if we go back to the the timeline is uh msa as our consulting engineer is we're we're at the 30 design phase right now so they're going to be working on developing the plans and specifications the rest of this year and then our goal is in january we approve the plans the city council approved the plans we put that out for bids and then we award this project in march of 2022 and then we construct [35:54] it you know as soon as road restrictions go off so early may and then have this complete by end of september next year of 22. [36:24] **David Bolf:** yes that is the plan today we have no plan to adjust the speed [36:46] **Joe Wicklund:** so those of you on online i'm not sure if you heard the question but the question is when the trail crosses uggsted road what type of controls are there so what we're we're doing there is you'll see it implemented uh probably in the next couple weeks on anderson road where our trail crosses so there's going to be three things that we do there there's going to be a pavement marking on the two minutes itself there is going to be a neon green sign that has a trail crossing with a arrow pointing down at the trail [37:34] **David Bolf:** and there's going to be an advanced warning sign that says trail crossing a hat i believe i have to look but i i'm i believe they're i believe we have solar panel the ones that have the uh um they have the flashing lights on the corners of the signs i believe that's what we have going up on on anderson road [38:26] **David Bolf:** yeah so as we develop the plans we'll work with the consulting engineer to work out those details then my last question is um so it's not a mike the question was the four percent uh interest rates uh in terms of the 15 years spread out uh it's uh it's not statutory it's just a commitment from the city uh those that's a bet um that kevin orr our city financial chief financial officer most likely is low on the rates probably higher but we're going to be able to absorb the cost of that so we could [39:12] **Joe Wicklund:** commit to residents over time because we needed at least one starting point to be able to commit to folks so it'll be fixed for the residents for sure it will be fixed at four percent that's like i said that's what kevin was able to commit to that was prudent and smart over 15 years for the city [39:38] **Joe Wicklund:** uh this was enacted or utilized at least for lack of a better term for the 2019 road improvement project um so our first round of folks are experiencing that right now so the assessment doesn't come in until the project's completed those roads were completed at the end of 2019 those assessments were placed on the tax roll at the very beginning of 2020 for those folks so it's kind of they were the first chapter in this the folks on the lake junctional experience that and swan lake and sunday this year they'll be the second kind of phase of that and then ugstead road will be the third so just to expand on that that's the last year was the first time for the road improvement um plan but we've we've assessed sewer and water projects over the years [40:23] and since i've been here i've seen it anywhere from four to seven percent for those assessed projects so four is what i've seen on the low end [41:18] **David Bolf:** um [Music] [41:32] um [Music] [41:43] so the question for the folks online and all that david kind respond but was is there any possibility of more crosswalk markings and and pedestrian safety factors built in at the roosevelt and truman intersections with augstad so again it's a good question and i i have put a little thought into that because we i i heard um that that is a question so my answer right now is we need to sit down with our consulting engineer and come up with a recommendation for that the difficult situation there is we have an urban road which curb and gutter and sidewalk on the opposite side [42:28] that tees into a rural road with no sidewalk so we we put a we could depress the curb and put a crosswalk but it's like a crosswalk to nowhere um if you know what i mean there's there's not a sidewalk for it to connect to so that's something that i i hear you we're gonna investigate it and come back with uh you know a recommendation and i don't know what that recommendation is you know we so and i don't know james if you have any ideas there or if we should look at it yeah [43:24] **David Bolf:** [crosstalk] so i guess the only thing that comes right to the top of my mind as we're thinking about this is that we we improve those the radius into those roads and put a small piece of sidewalk with a landing at least to direct them somewhere other than um right into the middle of the intersection so again well we hear you we're gonna i'm gonna test uh msa with um consulting their traffic engineer on on board and coming up with a recommendation on that [44:18] **Joe Wicklund:** so and if folks on the online circle session didn't hear the original part of that question also included some discussion about the speed limit which there is no uh plan at this point to change raise lower either way any other questions or comments yep and there's uh you'll get more uh you know communications definitely from me mike about exactly that because there's um certainly public process coming up about the project as a whole where folks can talk about that january march [45:05] some of the pieces that david mentioned but there's also hearings about specifically about the assessment that will come in october november before those are finalized if folks want to debate that or have concerns about that amount um how the projects impacted them there's kind of an entire process specific to that later on in the in the kind of as construction is wrapped up but before it is on the tax rolls another question that we've gotten on the on past projects is if the construction cost goes up or down does it affect the assessment and the answer is no the as you saw from the slide on the the funding it's at 700 000 out of the 3.6 million it's a it's a [45:52] fraction of the cost and we we have set that mark um and that doesn't matter what the actual bid price is that that assessment is will not change so it's a the good part of that is you got you know time to to plan before i think it's november 23 that's when the assessment would become uh get initiated and i'll david i'll step out and see if there's any online questions well i guess i'll add this to we're [46:37] **David Bolf:** we're planning to do this under construction so we're not planning to close the road and put detours there will be barricades at each end that says road closed local traffic only but we are we are not planning to clo hard closure and detour through this site um with with one exception that we may do the um segment three i believe from on exit from arrowhead up to hot circle we might have that be a hard closure because it's um we're doing a full depth reconstruction but everything else will be done under traffic and if we do have anyone in the online setting who wants to ask going forward in the future that website will have every piece of information that comes up about this project like i said you can see the development of things happening on the lake junction on that website right now and you can also see all of the past work that happened a year ago on johnson portland carlson alexander any other questions from anyone i guess i'd just like to add too if there's questions moving forward [48:56] **David Bolf:** you talk contact myself or joel on both of our information or is online on the website um also you know the next opportunity like joe had mentioned is well we're going to be this summer and fall developing the rest of the plans and specifications and then hopefully early january we'll be bringing those plans to the to the city council for um approval to advertise so that would be you know if you had a strong opinion one way or another about the project that would be the time to bring it to the council's attention then once we move into the construction um phase of the project we will be holding we'll have a meeting [49:41] before the contractor gets on board let everybody know about the schedule the sequence and how the operations are going to be conducted out there we will have weekly construction meetings that all residents are welcome to attend and when we know where it will be located we'll um um let everybody know that i will be there um representative from msa will be there and joel will be there as well every week so you'll have multiple opportunities to you know interact with us during the construction season we'll have those meeting minutes that um we'll post on the hermantown roads website so if you can't make it to a meeting you can see what we talked about so again um [50:28] we're trying to make this this process as as easy and painless and transparent as we can so you know you the you're you're the customer on this project and we want to make sure we do we do a good job and deliver a quality project and if you want to see how those projects work those meetings work in the meantime our current levite junction meetings right next door to you guys are 11 a.m and they're right but yeah 11 a.m on tuesdays and uh it's just a little ways down the lake junction from ugg stat on the right at the sewer easement and you can kind of see you know how david addresses and how we talk about concerns and resident feedback and stuff like that uh different road and different project [51:13] **Joe Wicklund:** for sure but if you're wondering what that feels like and looks like it's kind of right in your backyard if you want to come over and take a peek and mike it looked like you had one more question [51:46] **Joe Wicklund:** making sure i know that and for those who didn't hear mike mentioned that despite the pain of the assessment on each individual that he's kind of looking forward to the project and excited to have a much safer kind of road both for walkers and joggers but drivers as well and i think mike i agree with you in part because we you know the essential wellness center and the impact they've had but but the long kind of pain and suffering of driving near the school that's not a new issue um and then you think about spilling into the neighborhood around fichner park and things like that there's a lot of families i mean this is a pretty um you know a pretty family-friendly neighborhood and a road that gets used by that so we're i think david and the consultants and the engineers have done a really good job at taking a [52:32] look and realizing that this road has a lot to do with a lot of different things beyond cars so any final questions from anyone if not thank you if you've got non-ugstad road uh questions i'll hang around in a little bit and turn off the
