aurora owns water rights up in the eagle river watershed and associated with those water rights we purchased some property a few years ago called the track parcel to help us develop those water rights as we purchased that parcel we then leased back to the original property owner the property to act as a caretaker in the interim of the property for the property until such time we need to use the property to develop those water rights so this agreement this resolution is proposing an extension of that agreement where the previous property owner will continue to act as a caretaker um for an of surcharge funds uh we needed to move some funds around and uh these victim assistance programs will now come out of marijuana funds and this one specifically needs to be approved for the next six purpose we sometimes seem to go through these pretty quickly but at study sessions we do have very in-depth um presentations where we can ask questions but um i did during that study session just ask on this one and some of the other services that we offer that we that we get um some information on results and i wanted to um just put that on the record that i i would like on the detox program to incorrect at how i'm doing this because i've never participated but i would just like to go on record to say that nothing's mentioned or budgeted for mental illness which is a significant need for the city to address and it's the same you know department it's taxing the police department and local businesses and it's a separate issue from the general homeless issue or detox but they need they need more budget or something because they're not doing anything about it we've had personal issues getting these folks mental health that they need and the police are left with giving them trespassing tickets instead of taking them to the mental health center so that was just my two cents that i wanted to add thank you mayor uh uh mayor bergenbergen yes if we could um just get a response from staff because i think we do give some monies to aurora mental health outside of the detox services that is correct we do fund aurora mental health for a variety of different services which would include mental health services as well as detox services and homeless services we also fund mild high behavioral health who also engages in those types of mental health activities as well with therapists and flood district to study murphy creek it's actually a three partnership study between mile high flood district the city of aurora and the southeast metro stormwater authority murphy creek generally follows gun club road through aurora up until it confluences with sand creek the point of the study is to evaluate potential flooding roadway over topping as well as stream corridor definition and water quality the entire study is two hundred thousand dollars mile high flood district pays half of that and then the city of aurora will pay 65 000 and some swap pays 35 000 and that's based on the community to recognize identify and recognize the restaurants bars and other businesses korean businesses within the city of aurora with a goal of being able to create a directory a virtual directory of all of these businesses and uh making that available to the public that way people who come to aurora will know where the korean restaurants are and the korean businesses are this is an important first step along with this effort and creating a web page to go with it they've also created their own logo to recognize the virtual korea town in aurora this resolution congratulates the korean community for doing that and it asks and it um offers a similar opportunity to other communities other uh ethnic communities within the city uh to recognize their businesses and to follow suit on what even if it is war 2 councilmember gardner represents ward 2. so i i am just hoping that i i did read read the document and it did say he has this position until death or he changes his mind so that is what it means right it's not temporary i mean he is he will be the representative um stepping in for where councilmember johnston stepped out is that correct uh mr bachelor her staff that is correct mayor um yeah this the way that the art of board is actually set up is we actually have two primary representatives and then we're allowed to have uh alternate representatives for them it's my understanding that this resolution um would make him uh an alternate and then with um councilmember johnston uh stepping down from council uh as the alternate he would then fill that and then at any time council could choose and councils a decision to appoint a new primary as well as fill the other alternate position but council member gardner would continue to serve the alternate until he was now please read the title of item number 11a item 11a is ordinance 2021-16 an ordinance at the city council of the city of aurora colorado re-zoning two separate parcels of land measuring 44.343 acres more or less at the northeast corner of south airport boulevard and east alameda parkway from business tech district 1 i1 to mixed use corridor district muc in medium density residential district r2 and amending the zoning map accordingly bugley yard rezone public hearing is now open um presentation by staff thank you mayor um so i do have a brief presentation prepared for you all this evening um so as mentioned this is buckley yard rezone the summary is zoning map amendment to change the existing zone district from i1 which is business tech district to muc which is mixed use corridor district for the commercial portion of the site and also r2 which is medium density residential district which is consistent with aurora places the city's comprehensive plan the location of this is um the northeast corner of south airport boulevard in east alameda parkway bounded by alameda drive to the north in quintero away to the east the site itself has no significant topography or views but will benefit from proximity to future signature park to the north and east bulgaria creek which connects trail users to the highland canal trail nearby and then the recommendation uh the planning commission recommends to the city council approval of the zoning map amendment from i1 business tech district to muc mixed use corridor district because the proposal complies with the requirements of zoning map amendments of the unified development ordinance for the following reasons so the first one is the proposed rezoned areas from i1 to muc and r2 are supported by the 2018 aurora places comprehensive plan place types second the proposed rezones are compatible with their surrounding development and third buckley air force base has no objection to the proposed development and there will be one condition uh if this is approved and that is the resolution of outstanding technical issues prior to recreation of the master plan and issuance of any building permits and that will conclude my presentation a presentation by the applicant thank you todd and thank you mayor members of city council for the record diana rael norris design 1101 bannock street denver colorado eight zero two zero four can everyone hear me yes okay um i didn't know if we were able to pull up a presentation or i can just um verbally kind of go through the the request before you this evening um is it just verbal only it's up to you it's it's your decision we'll just go we'll go with that um well todd give you a good thorough uh representation of the project um i will say this this corner the it's the uh northeast corner of south airport in alameda has been zoned since 1972 for that industrial business tech and since that 49 years later nothing has developed in in that area we have also done a similar rezoning on the northwest corner of the same intersection as well as the southeast corner so largely over the past i'd say six to seven years that quadrant has really become more mixed use commercial residential base you also have signature park that bounds the site to the north and to the northeast which will be a great future amenity once built and we felt that um industrial wasn't necessarily the greatest use adjacent to that um there are also two roads that are currently constructed which make it very difficult for industrial to develop in that area they're curved and they intersect with alameda which makes the site very chopped up for for an industrial type use and as everyone knows much of the industrial use in aurora is currently being developed up to the northeast of the city there are thousands and thousands of acre zone for industrial and airport district near the airport and what we've seen is a trend that buildings are just getting larger and larger in this format so having um having sort of only 44 acres to develop industrial in this location in the heart of the city doesn't seem to make sense again we're just kind of flashing forward and looking at really the trends of development after 49 years we felt like this was a logical change our entire team is on the phone and available to answer any questions we agree with staff's recommendation for approval and thank you for your time may i believe you were muted oh is there teddy is there anybody in the call in line we do not have anybody in the column line all right um are there um are there questions uh from council members of uh of the applicant or staff mayor yeah councilman mercado thank you uh that's a little early on the process yet but i was just wondering if you could kind of paint us a picture as to what kind of mixed use you are envisioning for this area the level of density the kinds of you know amenities etc yes uh could you mean council member marcano um diana rael again there would be a mixed-use commercial that would run along the frontage south airport road which would be consistent with what is on the opposite side it would be about five acres and it would consist of approximately five retail paths along that location the balance of this site would be residential r2 and that would excluding all the roads that are dedicated today is approximately 36 acres and we're looking at higher densities so we're targeting almost eight and a half to the acre for that area it's we have also submitted a master plan that goes along with the rezone and that sort of details out the road patterns and amenities that will eventually um be constructed here uh further questions of staff for the applicant mayor uh councilman combs um so following along on that just as you're looking at that density um what kinds of price points are being considered um as well as you know particularly with respect to the possibility of workforce housing and then what kind of timeline are you looking at in terms of having this development built up thank you council member combs we do not have final pricing we are still early in the process on the design and the site plan but it is a variety of housing um we are targeting single-family attached townhomes single-family attached duplexes and then single-family detached in a variety of lot sizes and configurations but it's still too early to say on the final pricing as far as that goes but we're looking at about 308 total and again three different kinds so you'll have a very walkable blended type of community there we've also branded at buckley yard so we're really trying to sort of um bring all of the pieces of the neighborhood that exists there the vicinity to some of the amenities delaney farm some of the other the signature park obviously and all the streets and everything would be very walkable with detached sidewalks and tree lines so would have a very um sort of uh ease neighborhood accessibility um and walkability um components to it as well uh mayor by tim yeah just for staff this is a reason not a site plan so do we have to keep our questions to rezoning um that's a great question um you know i may need to ask uh dan money for his input on that but i do believe we do need to be yeah really focus on that rezone component so you're allowed to ask any questions you want just for curiosity but in improving the rezone it would be on the rezone criteria on whether or not it's goes along with the zoning around it whether or not it's with uh consistent with the conference of plan and so forth but you can always ask the question there's nothing you could ask many questions you want it's just as far as approving the criterion code is what's needed for items 11 b and c since they are affiliated the windler homestead and wh number one metropolitan districts are located generally in the southeast at the intersection of e-470 and 56th avenue both districts are part of the windler homestead master plan area there is an approved development plan on file for this project however it is anticipated that an amendment to this plan will be coming in for review shortly this development is planned to be a mix of residential commercial retail and office uses the population at build outs anticipated to be around 5 600 residents the districts are requesting an increase in the total debt issuance limitation from 112 million to 850 million for wendler and 127 million to 950 million for wh number one in addition the districts requested the area mill levy change from the model of increasing the number of mills collected over time to five mills being collected starting year one through year forty these requests are being made due to an increased construction cost as well as updated development plans um due to the request regarding the increased air ml levy these service plans are being approved by ordinance and i do have representatives from the development team and the district's legal counsel for any detailed questions thank you a presentation by the applicant mayor christopher fellowes 5600 greenwood plaza boulevard suite 220 greenwood village colorado thank you for the chance to address uh council we we don't want to belabor a presentation unless council would like one we are excited to take this first step in bringing the reassembled windler project forward and be able to move forward with bringing the project to the city with a new and updated master plan and new financing plans as mr cox just stated this is really just an update in debt authorization to allow us to do that we provided documentation to staff that really demonstrated that when you look at the cost of the public infrastructure today and projected over the next 10 years compared to what was approved for these districts back in the early 2000s it's fundamentally just a future value increase in those costs and uh happy and uh appreciative to answer any questions thank you kitty is there anybody waiting in the queue to speak we do not have anybody in the queue um uh questions uh of the applicant and of staff by council members mayor uh mayor tim uh yes i and i understand the um the request for the debt increase because that makes sense if you're building all that infrastructure my question was on the ari would it start at the one mil up to the five or does it start at the five uh we we elected to start at the five and uh we'll either be joining the ardo with that or we'll be forming our own uh regional improvement authority we decided to start at the five and assemble some other properties so we could get into some more meaningful uh regional improvements sooner okay thank you uh further the the city of aurora was i'm looking forward to their vision and is the improved vision or the updated vision to come forward this is a very important piece of ground immediately south of the denver the aurora healthy kids milk coalition for two years as of this month actually and what this was going to do was originally before it was brought forth in 2019 originally was going to have restaurants who have kids meals to replace their options with healthy drink drink beverages after we came into cobit it passed the first reading we came into covet in 2020 i delayed this three times and then during the months of january through actually mid-may i went from wards 1 through ward 6 and i talked to different restaurant owners from large restaurants to medium-sized to franchise to small and mom and pop i did not get any type of list from anybody and the stakeholders i just kind of did this on my own and coming and after talking to these restaurants especially after the pandemic and they're trying to get into recovery um i realized this is not something that i that we can pursue um pursue so i am postponing this i have asked and work with the stakeholders to see if there might be something of an incentive or a educational program that we can actually implement so if that's something they want to work on i'm willing to work with them and partner with them um but just looking at how restaurants were coming out of recovery and just canceling this three times this i didn't see this as an option so i am actually not moving forward with the second reading i do want to thank all of the stakeholders the people the individuals that testified in 2019 all of their war healthy kids meals coalitions all of the stakeholders who um i worked with during this time and i'm asking to post to postpone this um i guess it's indefinitely i will not be moving forward with this ordinance on second reading thank you uh we put now please read the top number item 14 b is ordinance 2021-15 i'm sorry mayor i thought we had to vote on this to table the last ordinance yeah it actually requires i'm sorry it requires a majority of council members to table it and then if it should come back in the future under the under the council rules that were would require a majority to bring it back but you do need a vote tonight oh very well i stand corrected uh thank you uh dan um uh motion uh back uh to when we are no longer in a virtual setting so we can't have a ceremony um and recognize your extraordinary dedication uh in service to uh the city of aurora but i wish you and your family uh the best uh in um uh colorado springs um councilmember hiltz i'm sorry first okay um i have no report on regular um council agenda and i guess it you know it comes as no surprise that i'm going to miss nicole greatly i know she's off to do great things and is prioritizing her family and that's great but i will miss her for the remainder of my term um i have a few things i'd like to say just about nicole if i can you know when she ran she was a single mom with three young kids and i as a newer mom of one i cannot even imagine the grit that that takes um particularly because i know and i've seen firsthand how you know children are leveraged for political purposes by by folks who are you know pro-family leave or anti family leave pay etc just kind of the whole spectrum um you know but in our time since she's been here in what three and a half years i guess now she's she's done a lot she's worked on and she's passed a lot too you know campaign finance and contribution limits she took the lead on a lot of the oil and gas protections for the community she created the community task force on policing that council appointed folks to i guess a year and a half ago now um she served as secretary of arta which is the aerotropolis regional transportation authority i got that right um you know and as we heard earlier working with just stakeholders in ward 2 when chris fellows was talking um she did lunch and learned series on mental health for the community during covid gun violence awareness i mean the list just goes on with the work that she's done and she's been very driven in her work and i think you know as elected officials it's easy for us to you know get on twitter and talk about what we're going to do or what we should do or or any of that but it's a much harder thing to build the coalitions and do the work that it takes to bring forward policies that pass and she did that work and i think that list demonstrates that and it wasn't always perfect um you know there's a few things that i would have probably added or taken out it wasn't always perfect but it was always a step forward and that's you know how progress is made so i think she'll be missed by by the city she won historically and overwhelmingly in her ward i i personally will miss her very much of course but i know that you know the city is better off because of her work um and her time here and so i just want to thank her as both you know a colleague and a council member and a friend and you will be very missed so thank you right councilman lawson okay well nicole i i think allison still told of all the things that you have done but one thing that i can say i'm going to really miss you you have always been supportive and what i've liked about you the most there's things that we haven't agreed upon but you've never tore me down on social media you never ever did any of those things you always respected my decision regardless and that's what i appreciate about you you've done so much work in the city and um you've always been supportive also in things i'm doing outside of council which i really thank you for that i remember when i was running in 2015 you and some other constituents from ward 2 we met at the village inn on islip in chambers and you kind of gave me your thoughts about oil and gas you have really given me a lot of knowledge about oil and gas and i do have to admit over the years i'm going to miss you um i plan on visiting you as i visit my parents in colorado springs i wish you the best you're going to do fabulous in your new life your new job and i just want to say thank you for just being there supportive of me and just being as a colleague and also just as a friend so thank you for that and mayor i do have do you want me to go through reports or we're just going to no it's just reporting my reports okay um i'm sorry council member awesome mayor we did have one other item under your report oh okay to the city representative for cml annual business meeting oh okay well it's interesting that we have lawson up at this time but um i'm sorry we need to um designate someone who is attending the cml annual business meeting and i um to be at their is it their board meeting katie to attend their board meeting it is a meeting after the general meeting and uh um councilmember lawson you're going to be are running for the executive committee so um without objection would you be willing to do that yes okay is there any objection to having councilmember lawson attend that meeting on our behalf uh very well then that will be done thank you kitty um please receive the lawsuit so um let me just i have a couple of reports mayor for the federal update for fights this is for the pfizer report negotiations on the federal infrastructure package continues on capitol hill as senate republicans and the white house met last week president biden in talks with republican senator shelly moore capito messed up her name i apologize but a bipartisan group of senators has been working to find agreement and announced a compromise deal on friday the deal still needs to win support of the senate senate leadership and the white house the state updates the legislative session ended last week it was a long one and it was a lot of stuff that was done it was one of the busiest sessions i've ever seen um since i've been in state politics as in state level as well um senate bill 273 the pre-trial reform was postponed indefinitely i do expect the bill sponsors to bring the concept back next year the interim committee schedule has not yet been released but it's expected to start in july as far as for rtd reimagine the fair study and equity analysis will be if you want to go and listen to that you can join general manager and ceo deborah johnson in a dialogue as rtd initiates a system-wide fair study this meeting is on june 30th 2021 at 6 pm um you can actually find the link on the rtd website rtd lifts capacity limits on its vehicles as service changes takes effect sunday so the service adjustments support modest increases in ridership improve on-time performances and increase service reliability with this set of changes rtd will also lift vehicle capacity limits that have been in place throughout the pandemic this move aligns with service levels will with available staff resources and helps rtd to prepare for additional increases in ridership um their face coverings will still be required um on the transit through september 13th and as you know um the cml um business meeting is on the 21st uh we had to do a little bit of a campaign so i have a campaign video up on cml um for the largest city um component so hopefully we'll i'll get that position and represent the city at that on that board as well so that's all i have for today mayor thank you thank you um councilmember gruber thank you mayor first thing i'd like to do is to and i'm sure this will come out in uh on our website and things like that but the city of aurora is going to open up the great lawn for fireworks so on fourth of july at six o'clock the lawn is going to open up uh fireworks will be at 9 30 and there will be much more information available on the city website and on social media having said that i want to talk a little bit about uh councilmember nicole johnston she and i uh have not agreed on on several important issues but on many of the issues we've we've agreed and we've worked very closely together uh the oil and gas operator agreement being won the aerotropolis regional transportation authority for another and uh with much of the development happening in ward two uh councilmember johnson has worked very closely with the developers very closely with the neighbors and has helped him uh define what the vision of war two is going to be into the future for that i'd like to thank her and uh wish her the best as she moves down to colorado springs in her new position thanks steve uh councilmember councilman gardner thanks mayor um yeah i want to join um with my colleagues and um say a couple things about um nicole councilmember johnston um you know ever since i was was elected um she is someone that i have lived up to on council since it's your last meeting i'm not going to ruin your street cred by saying that you know one of the things i always have appreciated about you is um you're willing to talk talk over issues there's been things that we've disagreed on and we can still be respectful and and i think that's becoming less and less common both on this council and our society and i think there's something to be to be said for that i think you've also been someone who um you know is willing to take on courageous issues even when it may not always be easy um i think you you've certainly passed several things that are going to leave a mark on this city long beyond your time here in just three and a half years you know and as someone who has a a parent of young kids um i guess i i just also really look up to you as a parent and doing what's best for um for you and your family i would like to hope that if i was um faced with something similar i would i would do the same but um i i think a lot of the public may not recognize how much courage a decision like that takes um to to do what's best for your family and um after having spent so much time and effort and energy um to get elected to council so um i am proud to call nicole a friend and i will definitely miss her on council councilmember mario thank you mayor um i do have a update from the rtd accountability committee as you know last summer the rgd board in collaboration with governor polis and the transportation committee chairs of the colorado general assembly formed the rtd accountability committee the purpose of the committee was to provide provide an independent and objective analysis of rtd's operations and develop a set of recommendations for improvement to the operations and statutes related to rtd the committee has been independent of rtd and has been hosted by the denver regional council of government governments we call dr cogg over the last year as co-chair we've helped the committee undertaken analysis of the agency and have helped draft recommendations for improvement the recommendations we actually had a public hearing this morning um on recommendations and have a survey being circulated that closes tomorrow um with over uh i believe 400 people responding so if you um the more the merrier there but um wanted to share the recommendations as they have been presented as it relates to the governance of rtd the recommendation of sub-regional service councils has been proposed to incorporate more local feedback there needs to be more investigation into the specific function and how it be divided one is based on county one recommendation our idea is based on county the other one is based on travel shed um and uh so that is one of the main recommendations for government governance um as it relates to the operation of rtd uh we've made some recommendations related to the fair and past programs namely hoping to explore free or reduced fares for us and rtd to help accomplish greater equity in its services um and simplifying our past program so that there's one structure one past program per se as opposed to the several that are in existence now to make it more simpler we've had recommendations around operator retention as well we've made recommendations in terms of transparency can we create a specific dashboard on rtd's website there's information and data that exists kind of throughout the website but not one consolidated easy to digest space so metrics that address system performance and financial objectives as well we've made recommendations around federal coveted relief funds every tranche trying to give some recommendations on how to get these recommendations going given this opportunity to rebuild ridership we've also proposed partnerships with employers and other nonprofits and governments to help shape the direction of land use near rtd uh property uh there was a bill that was passed this year that would that gives them a little more flexibility to build um and to partner with local governments and nonprofits as well as the private sector so we've done a lot um we are anticipated to adopt these final recommendations at the june 28 accountability committee meeting and i will be sending out a an email with a little more breakdown of each item that i discussed today so you guys have a little more context um without taking too much time in this report but we are at the end of this very long over a year process you know someone's having 10 to 12 different meetings so it's been a big time commitment and i have any left but i've been really proud of the work that we've done in addition to all of our recommendations we've implemented an equity analysis and have hired some folks to help us in that development so we won't be responsible for the ultimate implementation but wanted to work with rtd to give as much possibility for success um you know working in tandem with them and understanding their processes as we um work to create feasible implementable uh recommendations so i wanted to give you all an update and if you all want uh the link to the um survey i will just include that in the email it closes tomorrow so if you want to send that out to your constituencies for feedback please feel free to do so so um additionally my next town hall they're the fourth thursdays of the month so it'll be june thursday june 24th at 6 00 pm um and six to seven normally we go an hour and a half but i have to cut it short a little bit this time around uh so those are the policy updates that i have and i want to just echo the the comments and the sentiments um to nicole councilmember johnston thank you so much for your service i i remember a couple years ago running together alongside council member hilt um and a lot has changed um i think we have all and i hope we all continue to strive to grow and to be better um but you know i i commend anyone who wants to run for this crazy position um so you know thanks to you um and thanks for your service and um you know hope you'll keep in touch and um best of luck to you and your family all right tell us more johnston thank you mayor um thank you for all for all of the the kind words i do want to bring up an announcement that the community will have an opportunity to meet the candidates for the vacancy on the 16th we have details at auroragov.org you can go to engage aurora and submit some questions um but it's an opportunity to to meet people to um see who what your priorities are communicate that so please please put in in questions and i i do hope you know it's it's gonna be about four or five months of someone filling the vacancy um i was as as crystal mentioned um crystal allison and i ran in 17 and i i did i did run as a progressive um i feel like i got some some more progressive policies passed but also the voters overwhelmingly did vote for for me and my values i hope that the council since we don't do special elections can keep that in mind to to have someone similar to to whom they voted for and then of course the voters will will decide the next two ward representative in november um it has been an honor to to represent my constituents they're they've been the highlight of of my life to be able to put that trust in me um you know council member hilton talked about some of the policies that i was able to accomplish but really just being able to do those um constituent services to be able to problem solve to be able to work with this council on who we're putting on different commissions or boards and letters and and working together that that's been a highlight as well so um i do want to also thank staff the city of aurora has the best staff and they've really for someone who doesn't have the technical expertise to be able to to count on those recommendations and that support i i really have enjoyed working with you and um thank you to the council members too and i i will be in touch um there's lifelong connections that i've made so um thank you councilmember versus thank you uh before i get on with my report i have a question about the 16th when we when the public questions the candidates we have it's scheduled for 6 30 to 8. and i did the math and with announcements and instructions that's really less than 15 minutes per candidate i i was curious if we could stretch that out a little bit an hour and a half for six candidates is not that many questions i don't know how we who came up with eight o'clock you know 6 30 to 8 i'm not sure how that happened but let me ask um i guess the city attorney a question um i and maybe katie um did we specifically vote on the time frame or was that delegated as staff to make that decision that was um a collaboration with the city clerk's office in the communications department that's scheduled virtually well could you uh i i would then ask uh staff in the uh communications to revisit that uh in light of council member burson's concerns please proceed council member versus thank you first i want to say the ward 3 july meeting will be our annual and our last picnic this is the 10th annual picnic and it will be my last so i do hope you come it will be july 24th from 11 to 2 at bicentennial park and everything will be provided all you need to do is come i've always provided everything so i just want to see your little smiling face july 24th 11 a.m to 2 at bicentennial park that's our july meeting so um i want to wish council member nicole johnson the best in her new endeavors i know she's been under pressure from several several outside groups but now she can put all that behind her and she can take care of herself and her family we we know that family has to come first in this life so i want to say it takes a lot you put a lot of energy time and energy in your council seat and we've all seen that and i want to say thank you for that and i want to say enjoy your new job and your new life and enjoy colorado springs i'm sure you'll do a fantastic job down there thank you councilmember all right thank you mayor so councilmember johnston i remember back in 2017 uh you came over to my town home back then and we spent got what two hours or more talking about land trusts environmental policy campaign finance and i don't even remember what else uh back then and then i remember knocking a ton of doors for you and councilman reynolds back in 2017 um and just you know kind of goes to show that local elections have serious consequences and you know i'm really proud of being able to work on campaign finance reform with you and the tag team the tale of the oil and gas manual i know you put a tremendous amount of work uh with staff in on that one in service of our shared environmentalist constituency um just want to thank you for serving and i wish you the best of luck in the springs and on the important work that you're going to be doing down there slan uh councillor combs and oh uh sorry i did have an actual update as well sorry please uh so yeah um i had the opportunity to attend the 57th annual international making cities livable conference in carmel indiana last week i'm going to be providing a uh report back to council and also to ward 4 constituents at our next ward meeting which is going to be on july 14th at 6 30 pm and that'll be on webex and facebook live assuming coveted cases and vaccination rates continue to trend in the right direction we're going to be meeting in person again beginning in august locations still to be determined but based on popular demand i will be finding a way to keep virtual means of attending as well so i want to make sure that we keep our meetings accessible for folks uh and with that have a great week thank you uh mayor pretend bergen i'm sorry uh councilman combs that's all right thank you mayor um so just for my initial actual report we will have no town hall meeting in july for ward 5 and hopefully currently we have scheduled to have our august meeting at heather gardens in person so looking forward to being back with all of you in person and then for my report on outside boards we had our mile high behavioral health care board meeting there is a lot of work that they're trying to do in terms of harm reduction for folks dealing with addiction um and then currently also are in the middle of our audit which is always a big deal and the staff there do a great job with making sure that that audit every all the information needed is provided and that it comes out very clearly they are increasing pay for employees um including increasing the contribution to the health premiums and dental premiums that the company provides as well as increasing hourly pay to meet benchmarks of other standards in the industry and have positions open for peers therapists and case management which they're also expanding um so that's as far as my report and then of course to council member johnson um you know i was working alongside you as an activist before we both got elected um worked with you council member hilton councilmember murillo on your campaigns and was excited about the insurgency that that really was for our city and have appreciated the work that you've done since then while i was a constituent also testifying typically in support though sometimes in opposition or i guess a community member not your direct constituent um to the policies that you brought forward i really appreciate the work that you've done to get people civically engaged in city level matters because most of the time a lot of folks don't pay attention to that and it has a great impact on their lives so i appreciate what you've done to educate me on that subject matter and to bring so many people into the process and wish you the best of luck moving forward thank you mayor bertin bergen thank you mayor so first uh to nicole to council member johnson um i just want to thank you for your service to the city and to your ward um and as mentioned by my colleagues all the different issues that you worked on um uh really put a lot of work into everything that you did did um and i i think that you and i have had always a respectful relationship and i appreciate that i've always been able to feel like i could pick up the phone and call you and have discussions even when we disagreed on policy issues um and we worked together in 2019 on pride together and that was fun and um and then a fun thing um that one time in it at a conference this was out of town in the evening on our own time we did karaoke together but she was way better a singer than i than i am was um but i really just want to wish you the very best and i'll miss you but i know i look forward to seeing you in colorado springs so um best wishes to you and then for my regular report um e-470 we had a presentation by arda on the 38th avenue bridge aesthetics they want to make it prettier and it will be funded by arda as well and then we had an i.t presentation uh to approve a contract with cooper no uh which is a subcontractor of atkins and then real quickly on mile high flood district we had authorizations to participate in planning studies on the buffalo run tributary on alina gulch and also on the upper uh sulfur gulch and that's it for my oh one more thing i forgot my word six um my town hall is going to be on july 21st at heritage eagle ben and we're going to have a presentation by tina banetta who's our 9-1-1 dispatch director and then another one by police and then followed by district attorney so that's going to be a really a good town hall thank you public invited to be heard we do not have anybody in the queue for public invited to be
