[9:07] **Jeff McCormick (Police Chief):** so as you will see in the memo uh I prepared uh officer Flur has left employment with the city uh and I'm requesting approval to uh replace his position looking at first an internal option either a uh one of our part-time officers or from our Reserve uh ranks both are options we've utilized in the past uh they have familiarity with the department and the community uh especially for our Reserve officers it's proven a great path for us to get to see what they're like as far as working um before we you know make that offer to uh promote them to an officer position

[9:55] **Council Member Duncan:** um Jeff uh refresh my memory but it seems to me not too long ago that um you're okay with what you had set up now even though we were missing um cuz Flur was on a well leave of absence or whatever
[10:40] **Jeff McCormick (Police Chief):** well there's a difference between being okay with a temporary problem and okay with a permanent problem but um so at the time we were making it work going forward trying to make that work wouldn't be that feasible uh because in 2021 recall that we also are leaving vacant uh the position created open by uh officer ex's retirement... if we don't fill officer Flour's position then we have to fill two positions uh using part-time in ourselves
[11:27] **Council Member Duncan:** Jeff um in the past you've you've mentioned that u in a normal situation you come in and work you know 8 to whatever and Joel comes in you know noon 1:00 and we have an officer on duty I have a problem with the scheduling stuff of having three people on at once
[11:27] **Jeff McCormick (Police Chief):** well you shouldn't have a problem now because that rarely occurs... if we could get by with part-time officers you'd see my budget reflect that um this is a full-time position when we have them full-time we get control their time what they do uh we're not competing with a another job or primary job uh so I would strongly encourage Council to move forward with replacing this with a full-time position
[12:14] **Council Member Duncan:** have you approached the uh the part-time officers we have now and do they want to increase their on duty time
[12:14] **Jeff McCormick (Police Chief):** we're not going to be able to get a significant amount of increase out of them... I expect that when that changes in the retail world uh he's is going to go back to his primary job
[12:59] **Mayor Matt Montgomery:** I'll make a motion to approve the hiring of a full-time police officer

[13:45] **Jeff McCormick (Police Chief):** yep so so this this is a fully funded 2021 position yeah nothing changes as we move forward...
[14:31] **Council Member Duncan:** okay uh one more question I guess um is there going to be any hardships on the part-time are they are they you know as far as um are they going to push be pushed back too far the other way
[14:31] **Jeff McCormick (Police Chief):** I don't believe so... I think both of our part-timers when they came on part-time uh they they knew roughly what hours are available if anything in 2021 we will have more dedicated hours...
[16:03] **Council Member Duncan:** well I I still disagree I think a part-time officer would have been sufficient um but pretty obvious I'm going to get outvoted here again uh we we still have a budget that's way too high for the police department
[16:03] **Council Member Matson:** I think we need to uh support our police a little bit more now more than ever uh because of what's been going on the the climate... the protection that we get from them is very valuable um so equating that to Dollars and cents I think we got to look past that... so I'm in favor of hiring as soon as possible
[17:36] **Mayor Matt Montgomery:** my opinion is I think whether we hire part-time or full-time I think we got to start the process I mean this probably going to take 3 to six months to get anybody in here... but for now uh with what's written the the motion in the second we're full- time okay any other discussion hey there's a motion on the floor to hire a in the second to hire a full-time police officer let's take a roll call vote on that

[24:36] **Council Member Duncan:** I do um I want to thank you for all the work you've put on with Deck The Falls um probably going to sound like a bad guy here I don't think we should do it with schools being closed now they're telling us we really shouldn't get together for Thanksgiving... I just think it's a bad look that we're going to get 25 floats several hundred people Al together...
[25:22] **Kyle Paulson (Chamber Director):** no and I'm collecting your comments as well okay um we do have a board meeting this Thursday and uh I'm sure a final decision will be made okay we're ready to go if it's going to happen and if it's not so be it
[25:22] **Council Member Matson:** not to just Echo Derek's sentiment but um it's not about the look I love the idea of the tree lighting and the fireworks... I'm just I'm nervous about the parade just
[26:56] **Kyle Paulson (Chamber Director):** and I like that option I mean that's kind of a third third option um doing the lighting and the fireworks without the parade... so I will definitely take that to the board... thank you

[27:42] **Nicole (Library Board Rep):** I am yeah okay so um I will Echo what Kyle said that there will be a choice for Tots box at the library... we also just today planned a new event that I think is going to be very fun and it was because with the input of our teen Advisory Board to have a virtual community Christmas concert and so that is going to be Saturday December 12th 6 to 9:00 p.m. and it's going to be be via Zoom... so that is really my big news

[30:01] **Council Member Duncan:** done last week though we haven't well that's right we you approved the addition and we P at the c meeting last week yeah the 30,000 foot addition y 34 30,000 foot Eden out of banks Outdoors y

[30:01] **Laura Qualey (Community & Business Development Specialist):** hi everyone I'm coming to you for my quarantine in my basement um uh so a few things on my list uh the cannab Cheese plant uh construction is going to be on hold now till spring... all of the cares act dollars that the city received the $310,000 has now all been allocated... we were able to do some good upgrades without it affecting our general budget... the good Hue County cares grant for small businesses and nonprofits is absolutely complete and wrapped up $2.2 million was allocated... Canon Falls had 59 businesses totaling $588,000... some exciting news was last Thursday Canon Falls was part of a multi-state showcase... featuring the food cluster branding program that we've been able to identify and put together in Canon Falls... [regarding] Artisan Plaza... I just want to encourage you to go out to Artisan and maybe pick up a couple things for your holiday meal before they are closed at the end of the month so that's all I have to say

[37:50] **Jon Radermacher (City Administrator):** thanks for everybody uh for bringing in your uh points for the legal uh RFP that we sent out I'll get them tallied up and set the uh interviews for U November 30th... Public Works director that we approved here uh I think two meetings ago he will start on December 14th... we are working on a uh City Hall pandemic plan... tomorrow we're going to get Sarah and Ellen set up for uh remote work... fourth thing I really want to thank Laura for all her work on this cares act you can't imagine the work that was done in such a short period of time um and then to get 59 businesses from Canon Falls the extra money that they need to just to stay afloat it's amazing thanks Laura it's awesome that's all I got

I hope that everybody is safe through Thanksgiving and uh just want to recognize those teachers that are doing everything they possibly can...

I want to also uh Laura again congratulate you all that work you did on that cares... you know a couple other people have put in a lot of time lately is Bill and Morris working with our labor agreements Neil and those two have been here days at a time... make sure you put November 28th on your calendar Deck The Falls... see if you can shop local and put them on your you know help them out i' sure appreciate it... okay with that I'm an open for public input citizens may speak to the issues not on the agenda... anybody for public input we'll open the public input hearing anyone third and final call for public input hearing none we'll close the public input and I take a motion to adjourn
