April 20, 2021 City Council Meeting

City of Hermantown - April 20, 2021 City Council Meeting

Based on the context provided and the roll call within the transcript, here is the attributed dialogue. **Note on Council Members:** While your list provided Andy Hjelle and Brian LeBlanc, the roll call in this specific meeting (April 19, 2021) includes **Gloria Nelson** and **Grant Hauschild**. **John Geissler** is acting as Chair in the Mayor's physical absence. *** [0:00] **John Geissler:** Town city council meeting April 19th, 2021, 6:30 p.m. We are going to call the meeting to order. Normally at this time we do the Pledge of Allegiance, but due to our Zoom meetings, we're going to forego that this evening. Alissa, would you call roll please? [0:15] **Alissa McClure:** Councilor Geissler? [0:17] **John Geissler:** Here. [0:18] **Alissa McClure:** Hauschild? [0:19] **Grant Hauschild:** Here. [0:20] **Alissa McClure:** Nelson? [0:21] **Gloria Nelson:** Here. [0:22] **Alissa McClure:** Peterson? [0:23] **Joe Peterson:** Here. [0:24] **Alissa McClure:** Mayor Boucher? [0:25] **Wayne Boucher:** Here. [0:26] **John Geissler:** And for those of you wondering what's going on tonight, the Mayor is out of town and he's asked me to chair the meeting, so be patient with me. I don't do this as often as the Mayor. We will do announcements at this time. So, Mayor Boucher, do you have any announcements? [0:48] **Wayne Boucher:** I do not. [0:49] **John Geissler:** Councilor Nelson? [0:50] **Gloria Nelson:** No announcements. [0:51] **John Geissler:** Councilor Peterson? [0:52] **Joe Peterson:** Not at this time. [0:53] **John Geissler:** Councilor Hauschild? [0:54] **Grant Hauschild:** And no announcements for me either. [0:57] **John Geissler:** No public hearings tonight. Communications—Mr. Mulder, do we have any communication with the report? [1:10] **John Mulder:** Not on the agenda, but we did include the list in your package. [1:15] **John Geissler:** All right, so this is the time for public discussion. There will be other opportunities for public discussion as the matters come to order, but right now, this is for public discussion for anything that's not on the agenda this evening. So if anybody is zooming in and they want to make any public comments, now would be the time. Second call for any public discussion. And hearing none, we will move on to the consent agenda and with that, we'll look for a motion on the consent agenda. [2:00] **Joe Peterson:** Motion to approve. [2:02] **Wayne Boucher:** Second. [2:04] **John Geissler:** All right, we have a motion by Councilor Peterson and a second by Mayor Boucher. Mayor's jumping in because he doesn't get to do that very often. Do we normally run through the comments even on the—no? All right, so we are going to call for a vote on the consent agenda. Councilor Hauschild? [2:36] **Grant Hauschild:** Aye. [2:37] **Alissa McClure:** Nelson? [2:38] **Gloria Nelson:** Aye. [2:39] **Alissa McClure:** Peterson? [2:40] **Joe Peterson:** Aye. [2:41] **Alissa McClure:** Geissler? [2:42] **John Geissler:** Aye. [2:43] **Alissa McClure:** Mayor Boucher? [2:44] **Wayne Boucher:** Aye. [2:45] **John Geissler:** All right, we will move on to ordinances. This is Ordinance 2021-03, ordinance amending Hermantown Code of Ordinances by adding a new section 850, Speed Limits. This is the first reading. We will be having the second reading and taking action on this ordinance at the May 3rd meeting. Moving on to resolutions. Item A, 2021-50, resolution approving an addition to the City Handbook Broadband Policy. Look for a motion and a second. [3:15] **Gloria Nelson:** Motion to approve. [3:17] **Joe Peterson:** Second. [3:19] **John Geissler:** All right, thank you. We have a motion by Councilor Nelson and a second by Councilor Peterson. With that, Mr. Mulder, we look for you for our explanation of this resolution. [3:30] **John Mulder:** So this broadband policy is something new for the city and it is there for two reasons. One is, this provides the framework for us to give a grant to Mediacom with a grant that they have to expand broadband in the western part of the city, but it also creates a task force so that we can give grants out to future providers and future grants to expand broadband. The tasks of the broadband task force are listed there. It includes doing kind of an inventory of what's available in terms of the infrastructure, inventory of the providers, and determining what areas are either unserved or underserved. And our hope is that we'll create this task force in the next month or so with names and then their work would be concluded by December 31st, 2024. [4:38] **John Geissler:** All right, thank you Mr. Mulder. At this time we'll look for any questions or comments that the Council might have. Mayor Boucher, any comments? [4:50] **Wayne Boucher:** Nothing from me. [4:51] **John Geissler:** Councilor Nelson? [4:52] **Gloria Nelson:** Happy to see this happening. [4:54] **John Geissler:** Councilor Peterson? [4:55] **Joe Peterson:** I agree. Happy to see this continue to move forward in conversation and process. Other than that, I'm good. [5:02] **John Geissler:** Councilor Hauschild? [5:04] **Joe Wicklund:** Councilor Geissler, this is Mr. Wicklund. There's some connectivity issues that Councilor Hauschild's dealing with, so he won't be able to weigh in, but he will be able to vote via chat and I'll make sure to say that out loud when he does that. [5:20] **John Geissler:** Thank you, and no comments by myself. At this time, it's for public comment relative to Resolution 2021-50. So if there's any public that would like to make comment on that, now would be the time. Anyone looking for public comment on 2021-50? Hearing none, we will move on. Any further explanation Mr. Mulder on anything? Okay. With that, Bonnie [Alissa], we will look for a call of the vote. [6:00] **Alissa McClure:** Councilor Nelson? [6:02] **Gloria Nelson:** Aye. [6:03] **Alissa McClure:** Peterson? [6:04] **Joe Peterson:** Aye. [6:05] **Joe Wicklund:** He says yes. Councilor Hauschild votes yes via the chat. [6:09] **Alissa McClure:** Mayor Boucher? [6:10] **Wayne Boucher:** Aye. [6:11] **John Geissler:** All right, thank you. I love flexibility. All right, next we're moving on to Resolution 2021-51, resolution approving an amendment to the city handbook regarding Residential Road Improvement Program development policy. We'll look for a motion and a second please. [6:40] **Wayne Boucher:** So moved. [6:41] **Joe Peterson:** Second. [6:43] **John Geissler:** All right, thank you. We have a motion by Boucher with a second by Peterson. Mr. Mulder? [6:47] **John Mulder:** So back in 2019, the city adopted the Road Improvement Program special assessment policy and we've gone through that process now in 2020. We are in that process... [7:21] *[Technical Interruption / Music]* [7:28] **Joe Wicklund:** Everyone, please stand by. We lost the feed from the Council Chambers. Joe is walking in there. Yep, thanks. A little bit of connectivity issues and some power surges going on here at City Hall, so we'll operate this off of my laptop. [7:53] **John Geissler:** So should I speak loudly? All right. [Addressing Council] Nothing? Thank you. Also no comment? Councilor—did you say Peterson? I think, John, I'm having a very hard time hearing you but did you say no comment or question? I think that's what you're asking for. And Grant says he has no comment. All right, and no comments for myself. At this time we'll look for any public discussion relative to Resolution 2021-51. If there's anybody that would like to make public comment... we apologize for any connectivity issues, but any public comment relative to Resolution 2021-51? Hearing none, we'll continue on. Any other discussion, Mr. Mulder? [8:58] **John Mulder:** No. [9:00] **John Geissler:** All right, with that we'll call for our roll please. [9:04] **Alissa McClure:** Mr. Peterson? [9:06] **Joe Peterson:** Aye. [9:07] **Alissa McClure:** Geissler? [9:08] **John Geissler:** Aye. [9:09] **Joe Wicklund:** Hauschild says "Aye" via chat. [9:11] **Alissa McClure:** Nelson? [9:12] **Gloria Nelson:** Aye. [9:13] **Alissa McClure:** Peterson? [Repeated] [9:14] **Joe Peterson:** Aye. [9:15] **Alissa McClure:** Mayor Boucher? [9:16] **Wayne Boucher:** Aye. [9:17] **John Geissler:** Excuse me, we will continue on to Resolution 2021-52, a resolution approving Change Order Number Six for Sewer Improvement District Number 448. Look for a motion and a second please. [9:45] **Joe Peterson:** Motion to approve. [9:47] **Gloria Nelson:** Second. [9:49] **John Geissler:** Okay, thank you. We have a motion by Councilor Peterson with a second by Nelson. Mr. Mulder, I’d like you to explain this resolution. [10:05] **John Mulder:** So, this change order is... okay... so we’re still looking like you’re using your camera... okay, we’re back on. Okay, so now we’re back on the Zoom call in the Council Chambers as opposed to just Joe’s laptop. This change order is to extend the sewer trunk line just enough so that it will stay within the existing easement, but we’ll get it out from underneath the trail so that at some point later, if we want to extend sewer up to Oak Ridge Drive, we could do that without having to disturb the trail. So that’s this change order. [11:08] **John Geissler:** Okay, thank you. Any questions by Council members? Mayor Boucher? [11:13] **Wayne Boucher:** Just a comment that this is very good forward-thinking and I appreciate this. [11:17] **John Geissler:** Councilor Nelson? [11:18] **Gloria Nelson:** I agree. [11:19] **John Geissler:** Councilor Peterson? [11:20] **Joe Peterson:** Complete agreement. [11:22] **John Geissler:** Councilor Hauschild? We'll look for the thumbs up there. And no comments by myself other than yes, it's good forward thinking. So at this point we'll look for any public discussion regarding this matter, Resolution 2021-52, Change Order Number Six for Sewer Improvement District Number 448. One more time, looking for any public discussion relative to Resolution 2021-52. So hearing none, any further information Mr. Mulder? [12:08] **John Mulder:** No. [12:09] **John Geissler:** All right, roll call please. [12:12] **Alissa McClure:** Councilor Geissler? [12:13] **John Geissler:** Aye. [12:14] **Joe Wicklund:** Hauschild says Aye. [12:16] **Alissa McClure:** Nelson? [12:17] **Gloria Nelson:** Aye. [12:18] **Alissa McClure:** Peterson? [12:19] **Joe Peterson:** Aye. [12:20] **Alissa McClure:** Mayor Boucher? [12:21] **Wayne Boucher:** Aye. [12:23] **John Geissler:** Moving on. Resolution 2021-53, resolution providing the issuance, sale, and delivery of $3,860,000 General Obligation Improvement and Refunding Bonds, Series 2021A, and awarding the sale thereof. [12:53] **Joe Peterson:** Motion to approve. [12:55] **Gloria Nelson:** Second. [12:57] **John Geissler:** All right, we have a motion by Councilor Peterson with the second by Councilor Nelson. And Mr. Mulder, you want to explain this resolution? [13:05] **John Mulder:** Yeah, so as we had discussed earlier and as we had discussed at the pre-sale report back about a month or so ago, this is to finance the road improvement project on Levitt Junction this year and we're also refinancing some previous bonds. It's a very good rate. We're actually able to lower the amount by $175,000 and so this is a good bond sale for the city. [13:45] **John Geissler:** All right, thank you. With that, we'll look for any questions or comments. Mayor Boucher? [13:52] **Wayne Boucher:** None for me. [13:53] **John Geissler:** Councilor Nelson? [13:54] **Gloria Nelson:** No comment. [13:55] **John Geissler:** Councilor Peterson? [13:56] **Joe Peterson:** No comment. [13:57] **John Geissler:** Councilor Hauschild? [13:59] **Joe Wicklund:** He says none. [14:01] **John Geissler:** No comments for myself either. Now is the time for any public discussion relative to Resolution 2021-53. If there's anybody that would like to make public comment on this, now would be the time. Hearing none, we'll move on. Any follow-up discussion Mr. Mulder? [14:27] **John Mulder:** No. [14:28] **John Geissler:** All right. Roll call please. [14:31] **Joe Wicklund:** Councilor Hauschild says Aye. [14:33] **Alissa McClure:** Nelson? [14:34] **Gloria Nelson:** Aye. [14:35] **Alissa McClure:** Peterson? [14:36] **Joe Peterson:** Aye. [14:37] **Alissa McClure:** Geissler? [14:38] **John Geissler:** Aye. [14:39] **Alissa McClure:** Mayor Boucher? [14:40] **Wayne Boucher:** Aye. [14:42] **John Geissler:** Motion carries. That is the end of our business for tonight. Entertain a motion for recess. [14:50] **Wayne Boucher:** So moved. [14:51] **Joe Peterson:** Second. [14:52] **John Geissler:** All right, we have a motion by Mayor Boucher and... I don't know who the second... Joe Peterson? Yes, sorry, didn't mention that. All in favor say Aye. [15:02] **Council:** Aye. [15:03] **John Geissler:** Same sign. Motion carries and meeting adjourned, meeting recessed. So thank you all for attending. [15:15] **Wayne Boucher:** Thank you for your—well done, John. [15:17] **John Geissler:** All right, thank you. [15:18] **Joe Wicklund:** Grant says thanks for dealing with his tech issues. [15:20] **John Geissler:** You got it. [15:21] **Joe Wicklund:** And everybody, thanks for your flexibility while we juggled some technology here at City Hall. Thank you very much. [15:28] **Wayne Boucher:** Nice job, Joe. [15:30] **Joe Wicklund:** Yeah, thanks for your ability to juggle, Joe. Well, we do our best. Bye.
