okay then thank you we have council member Jen Duff uh unavailable she's excused from this meeting but otherwise all our council members are here we're going to start with a invocation by Pastor Danny Cruz are you here thank you sir if we could all stand and following which we'll have the Pledge of Allegiance thank you Pastor thank you mayor thank you councilmen and leaders of the city of Mesa let's pray father we come before you we thank you for this great day that you've blessed us with Father we pray for your wisdom your guidance God as we come together as a community God to better the city of Mesa father I pray you give us wisdom understanding God and also God the spirit of unity God to make this city great we thank you we give you praise in Jesus name amen amen thank you Pastor join us in the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under with liy and justice for all well thank you we have uh one award tonight well actually a recognition uh January is anti-human trafficking month the month that we can come together to raise awareness and educate the public about uh human trafficking and I like to turn over the time to council member Julie spillsbury for further discussion thanks thank you I'm honored to be able to present this Proclamation to our city it's so important that we've joined with a bunch of cities um across the valley to talk about this a huge Coalition human trafficking is a global plague that impacts millions of people each year including tens of thousands of Americans the United States ranks as one of the worst countries globally for human trafficking and Arizona ranks in the top 15 states with the highest rates of human trafficking per capita human trafficking impacts people across all demographics and ages including teenagers and children the battle against human trafficking requires collaboration across schools churches nonprofits law enforcement businesses and Community coalitions to prevent tra trafficking and support victims the city of Mesa partners with these organizations in a shared commitment to raising public awareness of the human trafficking epidemic affecting our community State nation and world we have an incredible heat unit in our city and I'm so grateful for all the work that they do across the valley we have special guests here tonight and I want to invite um Scott September up to say a few words about the not in our city event happening in February thank you council member uh spillsbury my name is Scott September and I'm with notar city.org uh first of all I'd like to congratulate you on these beautiful new facilities here the last couple years that you've made this Proclamation we met in a much different facility and this is uh really um this speaks to everybody about m 's growth and mesa's prosperity much better than your previous location so congratulations um I want I want to thank you all for making this Proclamation again um notar city.org is our our big job is education because a lot of people aren't aware of what's happening and uh we have a lot of work to do we are trying to shine a light into the darkness into these dark Corners that exist in our communities um trafficking thrives in silence and that's why we appreciate Mesa standing up and taking a stand and saying not in our city proclamations are very important because um they're a public profession of who you are as a council and as a community and it lets everybody know what you stand for so I want to thank you for once again uh making this Proclamation again this year and I'd like to uh introduce Pastor Brian Smith of Hope Church movement who just has a few closing words thank you Scott uh not in our city just a little bit about us we are a coalition of law enforcement City officials Frontline organizations Community groups and churches and we're taking a stand against human trafficking our Premier event our annual event is coming up September 23rd at 5:00 pm at Grace Community Church where thousands of people across the valley will be declaring not in our negotiations for development of Eco Mesa East item 5A introduction of ordinance for proposed amendments to Chapters 5 6 7 8 11 12 30 31 42 63 and 75 of Title 11 the MAA city code pertaining to General plan references item 6A approving ordinance for zoning case 2445 for property located east of the northeast corner of Higley Road in Main Street major site plan modification and amending condition of approval for zoning case 8-9 to allow for a Skilled Nursing Facility item 6B approving ordinance was only case 23594 for property located north of Pacos Road on the west side of Meridian Road aite drive-through facility item 6E approving ordinance for the annexation case 24-105 5 to Annex approximately 3.8 Acres of County rideway along Elliott Road from sasman road to an area about 2600 ft west of sasman Road item 6f approving ordinance that corrects two minor typographical errors from a prior ordinance related to rates for city- owned natural gas utility services this ordinance makes no changes to the previously adopted rates item 7A approving ordinance was annexation case 23690 annexing approximately 64 Acres located at Southeast corner of Southern Avenue and Signal be Road item 7B approving ordinance was zoning case 23691 for approximately 61 Acres located at the southeast corner of Southern Avenue in signal but Road this is for a rezone plan area development overlay Council use permit and site plan review for multi-use development item 7 C approving resolution to enter into development agreement relating to the development project commonly known as Medina station located on approximately 40 acres at the southeast corner of Southern Avenue and single be Road and item 8A approving of subdivision plant for Haw Crossing Village 1 for property this is located west of the northwest corner of Haw Road and Elliott Road mayor and council members these are the items on the consent agenda thank you Mr Christopher is any items off consent we have any blue cards m m uh mayor you here all righton the gentleman in the green was a firstborn so he's here okay Chaz go ahead I'm just speaking on the items that I'm concerned about um the um soil of Mesa is very rich and fertile and it's produced atic agriculture over the years the indigenous people moved water from the Salt River to irrigate and as settlers came here we contined to irrigate and produced lots and lots of of Agriculture supporting not only the local community but the nation at large um over the years those Groves and agricultural spaces have been reduced um to houses and businesses a lot of fertile land lays underneath concrete and asphalt but those small businesses are the lifeblood of Mesa Arizona and I don't bemoan the fact that this land has been repurposed unfortunately there's some small spaces in Mesa that have been zoned in a way that they can't be used anymore um there are uh easements and small small Parcels that have been set up so that setback and other requirements make it so they can't be built on nor used and they also sit because of this they sit blighted and vacant I came into Mesa in early 2000 and really enjoyed the the cool air of the Groves uh as I was trying to adjust to the heat in the summertime that that heat island effect continues to affect us my purpose in coming is to talk about small uh agricultural projects that could be used on some of these vacant Parcels steadfast Farms has shown that when space is made for agriculture that is a growing business and it's a vital part of our community it provides local and nutritious produce at at a quality um without taking much space um the total a lot of space for them in their section is 2 Acres but they cultivate much less than that the space in power easements if calculated um up is over hundreds of Acres throughout the city of Mesa many of that has SRP irrigation available to it and could be easily converted into farming except for the zoning ordinances that don't allow this to happen agriculture is limited to 10 acre Parcels in the city of Mesa and with modern um bio intense farming practices much less than that can be used to produce quality food and benefit for the community I want to encourage the council to talk with the staff to help change some of the ordinances so this could be more possible I have talked with staff and unfortunately they restricted they their response to me on some of my requests were frustratingly we don't make the rules but we have to enforce them um as we make room for agriculture we can return local nutritious food to the valley and use this ferti soil Mesa thank you thank you Chaz uh next Michael are you here all right you have three minutes state your name and address hi guys thanks my name is Michael parin address 7235 East Hampton Avenue Suite 115 district 6 uh located off power and 60 is green Farms dispensary I was in here a couple months ago to talk about addressing the marijuana prohibition ordinance that was passed in 2020 and addressing um adult use delivery which has started in the state of Arizona and other cities are able to deliver to citizens in Mesa but the businesses here can't and it actually prohibits the city from collecting any sales tax from it originally I wanted to come up here and kind of talk to you guys about how much taxes we've collected for the city and distributed to the police and firefighters but almost to this other gentleman's point the only way you can change a zoning ordinance is with City Council and zoning ordinances are meant to be changed they're good intentions at that time but as time changes the zoning ordinance must also change I would support his change but I would also encourage you to support mine that's all really I have to say thank you Michael appreciate that with that
