[2:48] Chairperson: all right good evening everyone I'd like to call the June 6th Park and Recreation advisory committee meeting to order um if everybody would stand and turn to the flag Pledge of Allegiance iedge flag of the United States of America and to the Republic for which it stands one nation under God indivisible and Justice again welcome everyone uh first on our agenda is to uh approve the agenda is there any changes additions the agenda heing none I'll entertain a motion motion to approve the agenda as presented second there's a motion and a second to approve the agenda all those in favor sign no by saying I I I those oppose hearing none motion carries second item is our audience participation um this is a great opportunity we welcome everybody to come down and visit with us here at Park and Rec um advisory committee we've got a lot going on with the parks Bond referendum um we we approved the agenda oh go ahead okay thanks for thanks for keeping on track here I appreciate it um uh again our this is the audience participation time and just wanted to put a call out there that again welcoming people to come down and visit with us there's a lot going on with with the parks Bond referendum lots of open houses coming up really exciting things so this is a a time that we really really would like to get the input and feedback from our residents and the community members um really exciting I think a really exciting um generational opportunity for us here at Apple Valley so come on down and and come and visit and share your thoughts and how we can make our Parks and Recreation programs bigger and better all right next one on the agenda is approval of the May 2024 meeting minutes everybody received those uh any changes edits no hearing none from staff or committee members I'll entertain a motion to approve the make a motion to approve the May 24 minutes second okay there is a motion uh of and a second to approve the May 2024 minutes all those in favor signal by saying I I I those oppose hearing none motion carries all right now we move on to our agenda and uh on our agenda we're going to hear about the pool and it is we're we're at summer so welcome Nate welcome thank you
[5:42] Nate Rosa: thank you madam chair and the board members here committee members uh Nate Rosa Recreation superintendent here I'm going through this here this is something that Steve Skinner helped me put together since he oversees the pools but being at the pool open today and he's got a lot to go on till tomorrow as well I'll presenting this tonight instead of Steve on this aspect so what we'll go over to is some of the 2023 pool operations and then previews of the 2024 season but that's slower than I remember um so again 2023 we're open for 79 days Clos for 3 days due to incent weather are part of three days so altogether three days on that jump into the Redwood outdoor pool I is our American Red Cross training facility so that's where we do train all of our staff here to become lifeguard certified for that and then also with our water safety instructors as well you can see on the times that uh we are open 12:30 to 4: for the open swim and then our swimming lessons occurred four two we sessions and then our pool rentals we had 54 2-hour time slots booked in 2023 that is up from the previous year I'm told I don't have that number in front of me unfortunately and we are looking to hopefully continue to grow that since we're coming you know again out of the co season on there so those really got dialed back because of that and then again the Lifeguard certifications and trains occur at Redwood we do do American Red Cross swimming lessons currently they are all housed at Redwood pool and they are outdoor group swimming lessons we do offer some private lessons as well for additional cost here are the daily hours that we are at Redwood pool you can see our open swim attendance was just over 6,500 again the days that we open the days close and then our average daily attendance our staffing levels in 2023 you can see on here we do run three pool managers at that pool you can see the number of lifeguards the swim instructors are attendance that we have for concessions and and cashier entry points and then it is supported by our parks and maintenance staff so we do want to thank Steve rther and his staff that help facilitate that because we could not do that without them and then moving on to our Apple Valley Family Aquatic Center here's a photo of our morning water walking which is a very popular and continuing to grow program same with our evening water walking again open swim daily from 11:00 a.m. to 600 p.m. the water walking times are 9:30 to 10:30 and 6:30 to 7:30 those are the same this year so come on down if you're looking to do get into that uh activity with us then we have our weekend and weekday evening facility rentals uh and they're approaching our pre-pandemic reservations so those really got pushed back because of the pandemic and with marketing advertising we're looking to grow those back out and get those additional rentals into that facility and increase some revenues here are the numbers at the Aquatic Cent the family acatic center so open swim intant you know almost 68,000 water walking again 8,400 on there so that's a growing and very popular days open days close and our average daily attendance around a thousand people here is our Aquatic Center preview of 2024 so we're looking at four pool managers again and two concession managers um 75 lifeguards 20 attendant staff that help in the concessions and entry cashiers again highly supported by our Parks maintenance staff we could not do that without them so once again thank you Steve and your staff on this uh staff recruiting has been awesome again this year uh it's just gone very well and we do have about an 80% return rate which is back to our pre-pandemic Norm on here so not a lot of turnover which is good we're capturing the the staff you know at a young age and keeping them from multiple years as well which is great for the community and great work experience for all of them Lisa your your youth is one of them for us so appreciate that as well um Regular oper hours 9:30 a.m. to 7:30 p.m. our entry fee is $13 for the day this year and then water walking is $5 new additions uh we brought back top time from a a bunch of years ago so that is at 9:30 to 10:30 a.m. time slot that is a $5 entry fee and then it is for ages six and under with ACC company an adult so we would not allow children between the ages of seven and 18 seven and 17 if you will to be in the facility at that time at all the idea for that is to limit the ability to get knocked over or run over and really you know bring that in specifically for that younger youth top group we also have some new special events these are going to be at a 7 fee so this actually helps out for those that are looking for a reduced fee to enter the pool on here we do have our 25th season kickoff event on June 10th at 1 p.m. and then we have our 25th season end event on August 21st also at 1 pm with that reduced rate we're also adding some Twilight swims on various dates that you can find on our website for that those will also be at that $7 rate here is a rendition of what the aquatic center updates after 2024 season so we're looking to do all of our amenity updates for that more to come with it but just want to get it into here and then our Redwood pool preview of 2024 again one pool manager on at all times um T swimming instructors 22 lifeguards are attendant again for the concessions and cash out entry much like our previous years again supported by our maintenance staff and then again recruiting here also was very smooth and we're also at our close to 80% retention rate operating hours 9:00. to 9:00 p.m. the entry fee is $6 this year for open swim we do have some new special events coming on board for this facility as well that is down to that $5 fee we do have the 60th anniversary season kickoff event at on June 10th at 2 pm also with both facilities I forgot to mention at the Aquatic family Aquatic Center we will have 25 cent freezies for that day so kind of just like a little bonus come on that day hopefully gets hot and that freezer will taste good we are looking at some evening men's or Women's Open Swim nights on alternating Monday nights and then we have the mark your calendars we have the final farewell final farewell to Redwood pool celebration on Wednesday August 21st more to come that information but Mark that date we'd like to have some people in attendants to help send off this pool before we have the new one come in here is an example of what the new Redwood pool could look like again coming in the 2026 season so we will be offline for all of 2025 and then we'll have some public input meetings and everything to go through of what this is going to look like and what it'll the final product will be and that is all I have any questions
[12:39] Committee Member: when's that final kickoff for R
[12:44] Nate Rosa: uh August 21st we don't have the time set yet for that day but note that is on August 21st we will have a few Pomp and Circumstance things going on for that more to come with that
[12:53] Committee Member: Nate have you ever thought about um a non um resident admission to the Redwood pool
[13:06] Nate Rosa: we have thought about that um when we the idea right now is if we go down that road we'll do that at relaunch much with the Apple Valley Family Aquatic Center we are exploring some other entry options and again we would look to implement those at relaunch in 2025
[13:26] Committee Member: with the Redwood pool being the location that it is I think that you know I would and I don't think you want to get to the point where you're cing people to see where they're from but at least when you post the admission rates there's a Apple Valley rate and there's a non-resident rate so
[13:48] Chairperson: okay thank you Nate uh question for you on the evening men and swim women's open swim which I I think is great and lots of good options U like to see that this year um are the lifeguards going to be um female or men so that you know certain people in their faith and the religion you know can't go swimming if there's men that they're not related to so are you going to have um same gendered uh
[14:12] Nate Rosa: correct so for those that identify as male or those identify as female will be staffed on those appropriate nights
[14:24] Chairperson: I guess I just had one other question um the island yep that is there anything we can do to improve the looks of that at all I mean it's and I know it's a cost thing but I've had people say it's it's pretty pretty blah and that's the island at the family Aquatic Center correct in The Lazy River area yes
[14:59] Nate Rosa: so we do have a meeting coming up for a marketing and rebranding of that uh family Aquatic Center and along with that is is we'll look at that area you know what do we rename it can we put something on there that you know fits into the theme um something to dress it up we are looking at some other aspects of that entire facility of how we can dress that up to make it more appealing make it fit within that theme um more to come on that as well but yes that is on our radar to try and make that appear nicer
[15:19] Committee Member: good I have two things one we did talk about um an nonresident fee and some of the other cities tried to do that and it's people just say I don't have my license or I'm a kid I say fine just let it go but I I think you should at least make the effort I mean there's people are going to be honest and say y well we're not an Apple Valley resident so and I'm not saying you charge them a great amount of more but maybe it's a buck you know I mean it but at least they're paying a little bit more because they're not paying for the pool yep uh the second thing I had was the I get a lot of uh complaint thrown at me by my own family about the two little squirters from the side they're like hey we're warm oh now we're cold um that that that has been uh hey no you're on parking R talk to somebody about that the squirters that are in The Lazy River of Family quatic Center y I'm sure I'm not the only one we've had yes
[16:32] Nate Rosa: that has been brought up before so we are looking to that as well as to how that looks changes it it stays whe it goes whe it turns to something else got it
[16:51] Chairperson: great well again it's it's summertime and get out at and enjoy the pools here in Apple Valley any last questions for for Nate
[17:03] Committee Member: see the pool was closed today
[17:05] Nate Rosa: we did open today um we had two people come in in one water Walker so to be mindful of public dollars and everything too knowing that we hit that you know we don't have a specific set time but we have a a point for weather we have a guideline to of what temperature it be so we were at 60° with the limited numbers that we had in there we did close right around the 233 o00 time um when we do do those things though we post it on our website we post it on our our social medias we do put a sign out front at the aquatic centers as well so that you know when people come we try to hit it as best as we can so that they don't show up and find out that it's closed there are other avenues out there that they can look at to know if it's open or closed and there's a phone number with a recorded message as well yep
[17:42] Committee Member: does that impact the lifeguard's salary then I mean are they paid by the hour or
[17:48] Nate Rosa: they are paid by the hour so with that too to be mindful if we ever we get to a spot where we even have reduced numbers throughout the day we'll cut staff down to a uh an acceptable safety level of staff and then on days where we do hit certain temperatures or certain numbers you know we below this guy guideline number we would close for the day or potentially close amenities of the pool
[18:04] Committee Member: did uh did we get new drinking fountains
[18:07] Nate Rosa: we are in the process of working on those so they're currently not out there at the moment
[18:13] Chairperson: okay all right thank you so much Nate thanks Nate thanks all right next on the agenda is committee and staff discussion items and uh a Parks referendum update I'm guessing Eric that's that's you
[18:25] Eric (Staff Member): yeah Madam chair members of the committee just kind of a quick update related to uh where we're at with the referendum um next Thursday we expect the council to um award contracts for our last um construction managers uh for the Redwood Park project and for the Kelly Park project uh a few weeks ago we held open houses for Redwood Park and for the Youth Baseball Softball Complex for those that live in the neighborhoods um and then related to the Youth Baseball Softball Complex we held a meeting with both the vaa and the evaa to get their feedback about what they wanted to see those projects become we also met with the school district because we're proposing to build the the youth baseball softball complex on the Westview Elementary site so we met with them this morning and getting their feedback and so we're making some progress in those regards we are um quickly making progress on plans to improve the Apple Valley Family Aquatic Center we hope to be out to bid uh for that project in July and have construction start in uh September of this year construct throughout the the winter and be reopened um in the spring so that's been moving rather quickly we're working with our consultant to design the uh Trail improvements to Cobblestone on the north side of the park um so we're hoping we might be able to do some construction there this year if not this year we'll be doing it next year we this week we had a meeting with the consultant or engineer that's going to be designing the pickle ball Courts at Johnny Cake the additional pickleball courts at Johnny Cake um and we plan to do uh construction of that in 25 um so that's just kind of a quick update on some of the higher profile projects going on related to the referendum at this point
[20:25] Chairperson: great thanks all right again just a a lot a lot moving um great appreciation to the entire the entire team um that's a lot to to juggle and keep moving so thank you for your hard work and and more to come and just again a reminder that there'll be more Community meetings and and things so checking the website and uh for all the updates there as well as a great place to stay up to date on everything so all right um moving right along uh next on the agenda is uh future or update on Park dedication
[20:47] Eric (Staff Member): no we just have that as a placeholder um I can't remember which Committee Member asked for an update on Park dedication somebody did Mark and so we just have it on the agenda so we don't forget about it we're not ready to provide an update at this time
[21:11] Chairperson: got it all right thank you for that is there any other uh input comments from committee members that they want to share give updates all right with that I I the only thing that I would want like to add is I know a few of us have been going to um a lot of these openhouse Community meetings and uh just because we want to hear again what what you you know every what residents are saying what they want to see what their questions they have so uh hopefully you know you might see us out at some of these open houses throughout the summer and things like that um and it was really great to see people coming out and and giving their input so again I I might be sounding a little bit like a broken record here but I I think that Community input and helping us make these decisions and and uh well really the staff and the city council making these decisions it's it's really important um this is the time to give that input so um hopefully you'll see some of us out there as well um and again you can always come down and visit us so all right uh with that I'll make a motion to adjourn second all right there's been a motion for a second to adjourn all those in favor I I oppose meeting aour thank you everyone
