challenges as well as these challenging times i think our job as police officers is like knights of old and watched over villages as guardians but would fight for what was right when necessary as (WHKS):** all right thank you mayor um for those that don't know me i'm darren sicking from whks bill angerman couldn't be here tonight uh so i'm just would like to uh you have in your packets our memorandum regarding the project and then the bid tabulation that we received so just a little summary we the city received two quotes from one from schumacher excavating and one from fitzgerald excavating on this project and this project is the extension of a sanitary sewer that we're the city would like to for future purposes for residents living near river road so uh the local was submitted by schumacher **[14:32] Darren Sicking (WHKS):** excavating out of zumbrota for fifty thousand nine hundred twelve dollars then the other quote was fitzgerald excavating from goodhue fifty nine thousand nine thirty four uh the cod project uh estimate from the engineers estimate was around fifty thousand dollars so we would uh recommend that the council award the project to schumacher excavation in the amount of fifty thousand nine hundred twelve dollars **[14:32] Matt Montgomery (Mayor):** anything in the console **[14:32] Council Member:** well um there's something to do with maybe the finished data's gonna have to be pushed back **[15:18] Darren Sicking (WHKS):** so we did in our project specifications have the end of july as a completion date and that was uh to coincide with the county's paving project would start uh the beginning of august however it has been known industry-wide that there is material shortages in both concrete and plastic pipes and different different items just in general in in construction and and no contractor is immune from that so we may have to extend a completion date if they uh come back and say we cannot obtain certain materials so um and that's kind of where we are in this world today so so that may be something the city would have to entertain so **[16:05] Darren Sicking (WHKS):** at this point we would encourage them to get it done by the end of july um but we uh if if they basically can't get the materials then then we would um extend that or we would recommend extension of it so **[16:26] Matt Montgomery (Mayor):** Laura Qualey (Community and Business Development Specialist):** i will good evening this is the final step uh merchants bank is the developer's lender for the cal bartman apartment project and they're requesting um an assignment of the tiff note and that's basically their way of securing their loan through the tax increment financing that we're providing and that will be payable payable to the developer and the lender so basically it's just a formality via the resolution and document that you was in your packet so i'm just seeking a resolution to approve resolution 2631 for the assignment Board):** steve up here okay there's two things uh i noticed we were still spending a lot of money on talking to that you're like i don't want anybody to hear me i still spend a lot of money on data requests and i think it's it's a little bit a little bit steep every month we're looking at that second of all i want to ask about the expense too where to go the canon specialties laptop or docking port reimbursement can you explain that a little bit better laura **[19:32] Laura Qualey (Community and Business Development Specialist):** yes um so when we had the blandin grant there were we'd set aside some dollars for a digital marketing grant and we had four businesses that had originally applied for that and it could be anything that could help enhance their business whether it was for digital marketing purposes to help with their online presence whether they wanted to digital marketing themselves or maybe they needed to upgrade their equipment for uh maybe they need that maybe they had an old-fashioned cash register and they wanted to upgrade to a laptop to scan bar codes or something like that upgrade their software so that it could integrate with online ordering or **[20:19] Laura Qualey (Community and Business Development Specialist):** whatnot so the four businesses that applied they they contributed a thousand dollars the eda matched a thousand dollars and then the blandin grant matched two thousand dollars so the most recent expense for canada valley specialties which was one of the participating businesses this was their final allocation of that program so i think that the their leftover balance i think is like 11 and 60 cents or something of that total four thousand dollars **[19:32] Steve Nordin (Public Works and Park Board):** i just wanted it to show kind of showed every last penny as to how it was spent um and we do have one business that um did they wrote their thousand dollars to the city basically you know kind of as their one thousand dollar match and kind of put it in like um you know kind of a fund basically and they've never actually used their um they've never used their dollars so it's either a matter of we would give it back to them if they don't participate soon because we'd kind of like to get this taken care of or they would have i'd like to kind of get that wrapped up soon but otherwise it's all that's that's the explanation brought down john birch park agreement **[23:31] Matt Montgomery (Mayor):** yeah um so the john birch park user agreement that we started a few years ago with the school primarily for football and other varsity events i just wanted to reiterate that in here on page the top of page three field preparation under that category the second to last bullet point says the city will clean public restrooms before each district event and the district shall clean restrooms after each district-sponsored event if needed there was a baseball game here against randolph this last saturday they said it was one of the biggest crowds they've had at john birch park possibly for high school games it was huge yeah um and there was a porta potty out in front of john birch park bathrooms now **[24:18] Matt Montgomery (Mayor):** i've heard different stories i don't exactly have not all stories have been the exact same but i asked if the city brought those porta-potties there nope that was the school's choice uh and it got back to me they said well the city is charging us 75 bucks a piece for the bathrooms it's in the agreement there's no line item there's no charge there is no 75 dollars there is 75 dollars per event for the lights that's for the electricity right there's nothing there for the there's no line item there's no dollar amount attached it just says field prep boom bathroom so um i just think that i've said this um in some meetings in the past but i don't know if i've ever said it on the on the public record i think that we should start a joint committee with the school school board **[25:05] Matt Montgomery (Mayor):** and the city council exactly for things like this so that the misinformation doesn't get spread and doesn't get out there where some people are telling the story of you know we're getting charged this and it makes the city look bad and i think that that game with however many thousands of people were there we didn't exactly look the best john birch park is the crown jewel of our parks we have working bathrooms we have a nice concession stand we have beautiful bleachers we have a great we're gonna get a new wall there i mean it is an amazing sports facility and to think that there was a porta potty just sitting right there it seemed ridiculous um now it wasn't our decision however the school came to that decision i just don't want that story getting out there that the city is nickel and diming the school so that they're choosing to put a **[25:52] Matt Montgomery (Mayor):** porta potty there so i just wanted to reiterate that bathroom thing and i think that this misinformation can be dangerous i know it's only 75 bucks a pop but those stories get out and then it seems like the city's on one side the school's on one side and they never come together i'm in favor of us creating a joint committee of some fashion so that we can have these discussions and this isn't you know i'll stick to the issue here but there's other things too archie swenson versus the school fields community ed summer ball where do people go to play how much does it cost it gets messy i don't i don't think it has to be yeah so anyway um i will make a motion to approve the user agreement of john birch park i just want to bring that up **[25:52] Council Member:** and i will second that **[26:38] Matt Montgomery (Mayor):** motion by montgomery this year on on the contract part and discussed a little bit on tennis courts too so okay thank you okay let's go to reports uh chamber kyle **[27:24] Kyle (Chamber of Commerce):** good evening council and community and we have several events coming up from now till the middle of june and the first being may 30th the memorial day parade and ceremony i don't know the specific route so please watch the beacon for that and i do know that parade starts at 10 30 the ceremony is at the colonel colville's monument up in the cemetery okay june 4th cannon valley trail open house that is being held at welsh station access and they always have food and music and it's a really good time **[28:09] Kyle (Chamber of Commerce):** and so if you need a saturday outing take that in on june 9th we have our first chamber fun fest back it will be 4 30 to 7 30 p.m on mill street and we will be blocking mill street and so the registration forms were just sent out yesterday and so if anyone is interested in having a booth at this event or any of the other three events this summer please let the chamber know the um we have fun fests on june 9th and august 11th in the open air fairs on july 14th **[28:57] Kyle (Chamber of Commerce):** and september 8th the next big event is on june 16th and this is the 31st annual chamber golf tournament and fundraiser we are holding it at gopher hills and the shotgun start is at 12 30. of course lunch will be served before that and so if you're interested in sponsoring a team let us know the cost is four hundred dollars and if you would like to sponsor a whole that is two hundred and fifty dollars and then you can have your own game or contest at that hole just to make the day more exciting for the golfers **[29:42] Kyle (Chamber of Commerce):** rumor has it there will be a hockey stick at one of the halls so just be prepared okay any other questions flower baskets should be coming within the next week or so hopefully the weather holds out for us and we're waiting for that it'll really brighten up our downtown and we are still taking sponsorships for those uh flower baskets so you can send them to the chamber or stop in and um i've got a social media influencer coming to town on saturday that's going to feature our retail boutiques so hopefully it'll help our two uh clothing boutiques that are suffering from the construction on the corners downtown so moldbrecht designs and mac belin so i know that they're both open i've touched base with the two store owners i know what time they'll be open and then also with ginger at la boutique unique and canada valley specialties so those four business owners know that there's going to be someone coming taking some pictures of the inside outside some of their product whatever **[31:14] Laura Qualey (Community and Business Development Specialist):** the social media influencer will then leverage their followers to hopefully get some spotlight on their businesses we featured our local food producers and our recreation and that kind of stuff in the past but never our little boutiques so we'll get them incorporated into our mix we close on the cannonball property on tuesday so that is our final hurrah so it's pretty exciting um so i will be very happy on that day and then we also had the groundbreaking ceremony la on the 7th for the veterans memorial and that was a really good turnout it was a beautiful day we had a local high school student canon **[31:59] Laura Qualey (Community and Business Development Specialist):** quade saying a couple songs he opened with the national anthem and closed with america the beautiful we had a dual color guard with the american legion and the vfw so that was nice we had 13 gentlemen that participated in that that was a really nice representation of our um of our military here it was just really there was a submarine i don't know what you would call them or torpedo torpedo group is that i don't know what they're calling really sorry everyone um but anyway they were there and that was really cool um and yeah just chu fong lure the founder again this is a privately funded project Works):** someone called and said you know can we get a sign here people keep turning around you know and um that's how that's how things like that happen so if you have issues like that feel free to discussed was a potential city street vacation preliminary budget discussion and the recycling contract all those staff will be working on as we go forward **[34:21] Matt Montgomery (Mayor):** okay is the council accept the resignation dave herbies and authorized apple send out applications for a new police officer and we just met to confirm that and uh well i think our deadline at the end of the month for uh our first review will be uh **[35:07] Jeff McCormick (Police Chief):** applications received through the 23rd through the 23rd we decided not to set a hard deadline just because of how many other agencies are are looking and that way we don't have to go back and reopen it if needed **[35:07] Matt Montgomery (Mayor):** okay okay um let's go around the corner dan anything tonight **[35:53] Jed Petersen (Public Works Director):** a couple things uh progress is being made up at the water tower in preparation for that painting they're starting to move communications onto this temporary tower so sometime this summer they'll start the project we're getting the sluice gates installed at the wastewater treatment plant that's going smoothly pool preparation getting that ready to go being a few weeks um we'll start doing hot mix probably in a week or two once the plants get open and start filling potholes so we've got a list you got a list i'll bet you do i'll bet you do jeff kyle **[37:25] Jeff McCormick (Police Chief):** uh already mentioned it but the memorial day parade is on the 30th we will not be putting parking restrictions out for that event but for people in that on friday and just make a decision and talk with the vfw and american legion and ensure our actual route we're going to try to stay as close as we can with the barricades it would be pretty easy to just stay in that one side the color guard would just have to fold up a little differently than they normally do but i think it's probably doable but once we get through that we're next meeting will be in june and before you know it we're going to be at fair time so the events between memorial day and the fair for us come pretty fast so we'll be planning a few different things that are going to be occurring there will be some disruptions to facilitate events and that type of thing um but as those approach i'll try to make sure that we you know get that message out through the console as figure out the land issues that we talked about at the last meeting we did get an email from their attorney and uh they're talking we got whks starting to line up the surveyors so we can get some legal descriptions et cetera et cetera so i don't know how long it will take but we'll get that done and then in the in the zoning department building permits department it's it's been kind of chaotic i don't know how many roofing permits we've processed in the last couple three weeks but i know diane got 25 of them in in one morning so it's been kind of chaotic so we did contact goodyew county who does our permitting and we're working on a streamline permit where we can issue it uh um faster and and more efficient so because they just keep coming i know one company came in and picked up nine so it's it's i don't know i can't imagine how many we're going to do this summer but it's going to be in the hundreds so he was at 118 when i stopped in there that was a week ago a week ago yeah there's
