OUR FIRST ITEM IS ON THE AGENDA SAYS PRESENTATIONS, SO, COLLEAGUES WE ARE ABOUT TO ENTER INTO THE TIME OF THE YEAR THAT MOST CALLS FORWARD THAT IS TO ALLOCATE MONEY TO PAY FOR GOVERNMENT AND TO IMPROVE THE LIVES OF OUR CONSTITUENTS AND ALSO OUR OVERSIGHT FUNCTION AND WE ARE GOING INTO THIS BUDGET SEASON ARMED WITH A LOT OF MATERIAL. I AM THE MAYOR'S CHIEF OF STAFF. SINCE THE SPRING AND IN CLOSE COORDINATION WITH DIRECTOR I HAVE BEEN RESPONSIBLE TO RESPOND TO THE APRIL FORECAST AS WELL AS DEVELOPING OUR BUDGET. FROM THE ECONOMIC UNCERTAINTY AND FORECASTED REVENUE THAT ARE THE RESULTS OF THE VOLATILE CLIMATE AND THE TRUMP ADMINISTRATION, WE HAVE BEEN FORCED TO RECKON WITH CONTINUAL THREATS FROM FEDERAL FUNDING FROM TRUMP ADMINISTRATION TO COME UP WITH CONTINGENCY PLANS TO DEAL WITH REDUCING RESOURCES. MAYOR HARELL PUT IN A HIRING FREEZE AND A FREEZE ON NEW TECHNOLOGY PURCHASES, WE DIRECTED DEPARTMENTS TO UNDERSPEND THEIR BUDGETS AND IN COLLABORATION WITH THE COUNCIL WE ADVANCED A TAX RESTRUCTURING FOR THE VOTERS CONSIDERATION IN NOVEMBER. THAT RAISES TAXES. TODAY IT IS MY PRIVILEGE TO PRESENT BUDGET. BECAUSE OF THE MAYOR'S PARTNERSHIP AND LEADERSHIP WITH THE CITY COUNCIL WE HAVE BEEN ABLE TO AVOID CUTS AND LAYOFFS. WE BELIEVE THAT THIS BUDGET RECOGNIZES AND REFLECTS OUR CITY'S SHARE OF PRIORITIES. IT INCREASES AFFORDABILITY, AFFORDABLE HOUSING, A PROGRAM TO BRING HOUSING EQUITY TO HISTORIC DISCRIMINATION, WAGE INCREASE FOR HUMAN SERVICES PROVIDERS AND EXPAND THE FUND TO SUPPORT AND INCENTIVIZE SMALL BUSINESSES. IT ADDRESSES HOMELESSNESS, MORE SHELTER WITH NEEDED WRAPAROUND SERVICES AND FUNDING TO PROTECT AGAINST POTENTIAL FEDERAL CUTS TO SHELTER. OUR BUDGET SUPPORTS PUBLIC SAFETY AND PUBLIC HEALTH AND INCREASING CARE CRISIS RESPONDERS, 911 DISPATCHERS AND SUPPORTING HIRING, SPD, ADDING RECRUITS TO SFD AND SUBSTANCE AND USE AND MENTAL ILLNESS DIVERSION PROGRAM REGULAR. IT STRENGTHENS OUR FEDERAL RESPONSE INCLUDING 70% INCREASE IN THE BUDGET, INCREASING FRESH BUCKS BY 50% AND ESTABLISHING RENTAL ASHES SIFTANCE. AS MAYOR HARELL SAID IN HIS BUDGET ADDRESS VIDEO SHARED EARLIER TODAY, THIS IS A BUDGET I AM PROUD OF BECAUSE IT INVESTS IN OUR CITY, OUR PEOPLE, THE FUTURE OF SEATTLE NOT IN THE NARRATIVE THAT TRUMP SPINS ABOUT OUR CITY BUT THE THINGS WE WANT TO DEFINE OUR CITY. IT IS A PLAN FOR PROBLEM SOLVING AND AFFORDABLE HOUSING AND HEALTHY FOOD IN TREES, PARKS, TRANSITS, PARKS, IT IS INVESTMENT TO MAKE SURE WHAT WE LOVE ABOUT THE CITY DOES NOD FADEAWAY BUT GROWS, THE CITY MAYOR'S OFFICE AND BUDGET OFFICE LOOKS FORWARD TO YOUR CONSIDERATION KNOWING YOU ARE ABOUT TO EMBARK ON A SWIFT PROCESS TO SHAPE AND REFINE THE FINAL BUDGET. WE ARE COMMITTED TO PROVIDING WHAT YOU NEED TO HELP SERVE THE PEOPLE OF SEATTLE OVER THE YEAR AHEAD. NO ONE SHOULD BE HAVING TO FEAR FREEZING TO DEATH OUTSIDE DUE TO LACK OF AFFORDABLE HOUSING. ON TOP OF IT ALL, PROGRESSIVE REVENUE IS A MUST HAVE FOR THE CITY. THIS INITIATIVE FOCUSES ON COMMUNITY-LED HOUSING PROJECTS, PARTICULARLY BENEFITING COMMUNITIES OF COLOR THAT HAVE BEEN DISPROPORTION ATLY EFFECTED. ATLY EFFECTED. THE PROJECT IS NOT JUST A HOUSING SOLUTION IT IS A LIFE-LINE FOR MANY FAMILIES STRIVING TO ACHIEVE STABILITY AND PROSPERITY IN OUR COMMUNITY. THE HIGH COST OF LIVING HAS MADE IT INCREASINGLY DIFFICULT FOR MANY TO FIND SAFE, STABLE AND AFFORDABLE HOMES. IT CREATES A PILOT PROGRAM WITH A TIME CONSTRAINT AND A MAXIMUM OF 35 PROJECTS TOTAL WITH MAXIMUM OF FIVE PROJECTS FOR COUNCIL DISTRICT. IT WILL ONLY EFFECT THE PROJECT AFTER IT HAS BEEN APPROVED BY THE CITY TO USE THE PROGRAM. WE HAD A NUMBER OF MEETINGS FOR WHEN THE BILL WAS INTRODUCED BACK IN JUNE AND THE CONCEPT OF THE LEGISLATION HAS BEEN IN THE MAKING FOR YEARS THROUGH A NUMBER OF ITERATIONS.
