AND WHEREAS LOCAL AGENCIES, ORGANIZATIONS, BUSINESSES, SCHOOLS, AND LEADERS ARE CONNECTING TO BRING AN END TO THIS HORROR OF ENSLAVING ANDBUSING CHILDREN AND ADULTS THROUGH AWARENESS AND EQUIPPING CITIZENS TO PROVIDE TIPS TO LOCAL LAW ENFORCEMENT. IS THERE ANY CONVERSATION THAT'S OCCURRING WITH THE OWNERS AND IN ANY OF INVESTORS THAT MAY BE INTERESTED IN REDEVELOPING THE BRIDGE PLAZA AREA TO MAYBE ENHANCE WHAT'S ALREADY BEING DONE IN THE PORT DISTRICT, WHICH WOULD ALSO EVENTUALLY ALSO BRING IN PAGERRING AND THOSE -- PARK AND THOSE ORT -- PARKING AND THOSE OTHER THINGS TOO. >> IT'S A GOOD QUESTION. SO AS DEVELOPERS HAVE COME IN TO PROPOSE TO PURCHASE THIS PROPERTY AND MAKE IT, YOU KNOW, WHETHER IT WAS AN AUTOMOTIVE REPAIR SHOP OR COFFEE SHOP, THERE WAS BIG CHALLENGE WITH PARKING. SO A LITTLE OF THIS IS GOING TO BE REDUNDANT BASED UPON THE PACE PROVIDER'S PRESENTATION BUT WE DID WANT TO SHOW YOU WE DID A DEEP DEV INTO THE PACE PROGRAM. WHAT IS PACE? PACE IS THE PROPERTY ASSESSED CLEAN ENERGY PROGRAM. IT IS A FINANCING MECHANISM THAT ENABLES PROPERTY OWNERS TO FUND ENERGY EFFICIENCY, RENEWABLE ENERGY, AND RESILIENCY IMP PRIEWMPLES THROUGH A VOLUNTARY -- IMPROVEMENTS THROUGHOUT A VAW VOLUNTARY VOLUR TAX BILL. THE REPAYMENT IS TIED TO THE PROPERTY AND PLACES A LIEN ON THE PROPERTY. IT IS AVAILABLE FOR RESIDENTIAL AND COMMERCIAL PROPERTIES. HOWEVER, TODAY WHAT WE'RE TALKING ABOUT IS STRICTLY JUST RESIDENTIAL. THAT IS THE PROGRAM THAT WE DID RESEARCH FOR THIS DISCUSSION TODAY. AND IT IS ADMINISTERED BY THIRD PARTY PACE PROVIDERS, NOT BY THE SO IF WE, IF THE CITY DID CHOOSE TO AUTHORIZE PACE IN OUR JURISDICTION, THIS IS THE WAY THAT THE PROCESS WOULD WORK. FROM THEIR, START TO FINISH. THE PROPERTY OWNER WOULD APPLY THROUGH AN APPROVED PACE PROVIDER. THE PROVIDER THEN WOULD EVALUATE THE ELIGIBILITY AND THE PROJECT COSTS. THE PROPERTY OWNER WOULD AGREE TO THE FINANCING TERMS AND SET BY LAW THE AMOUNT FINANCE CANNOT EXCEED MORE THAN 20% OF THE ADJUSTED -- ASSESSED ADJUSTED VALUE OF THE PROPERTY. THE IMPROVEMENTS ARE THEN INSTALLED BY A PACE APPROVED CONTRACTOR AND THE CONTRACTOR IS NOT PAID UNTIL THE WORK HAS BEEN SUGSESFULLY COMPLETED AND THEN THE COSTS ARE REPAID OVER TIME THROUGH THAT PROPERTY TAX ASSESSMENT. THERE ARE A LIST OF ELIGIBLE IMPROVEMENTS THAT ARE ELIGIBLE -- THAT ARE AVAILABLE TO HOMEOWNERS THROUGH THE PACE PROGRAM. THESE ARE HURRICANE HARDENING, HVAC SYSTEMS ROOF REPLACEMENT AND REPAIR, ENERGY EFFICIENCY, RENEWABLE ENERGY, WATER CONSERVATION MEASURES AND ALSO SEPTIC TO SEWER. THERE IS A CAVEAT THOUGH THAT SEPTIC TO SEWER THAT IN THE BILL IT DOES STATE THAT A RESIDENT WOULD HAVE TO UTILIZE ALL LOCAL FINANCING AVAILABLE TO THEM AND WE HAVE MET WITH UTILITY SYSTEMS TO CONFIRM THAT WE DO HAVE A ZERO PERCENT INTEREST THAT IS AVAILABLE TO ALL RESIDENTS. NO ONE EVER REALLY GETS DENIED SO THERE REALLY IS NO REASON TO UTILIZE PACE FOR SUCH A PROGRAM. AND THE LITTLE BREAKDOWN ABOUT THE HOW PACE FINANCING WORKS. THE TYPICAL REPAYMENT TERMS ARE BETWEEN 5 AND 20 YEARS. THE TERMS ARE BASED UPON THE USEFUL LIFE OF THE PROJECT. SO IT REALLY DOES DEPEND FROM PROJECT TO PROJECT AS TO WHAT IT TERMS MAY BE. THERE ARE FIXED INTEREST FINANCING COSTS ON THESE LOANS OR THESE LIENS BETWEEN 6 AND 1.99%, DEPENDING ON THE MARKET VALUE AT THE TIME. THERE ARE CLOSING COSTS OF 6.99% THAT ARE ROLLED INTO THE LIEN, HOWEVER, A RESIDENT COULD PAY THOSE SEPARATELY AS WELL. AND THEN THE RESIDENT DOES PAY THE 4% OF TAX COLLECTOR AND PROPERTY APPRAISER EACH YEAR AS WELL. AND DURING THE AUGUST 18th CITY COUNCIL WORKSHOP, THE PACE PROVIDERS DID STATE THAT THE AVERAGE LOAN ON A PROPERTY WAS OR THE PROJECT COST WAS $25,000. SO WE DID REACH OUT TO THE PACE PROVIDERS WHO ARE HERE AND I WANT TO THANK THEM THEY WERE SO NICE AND WITH ALL OF THE VARIOUS QUESTIONS. ONE OF THE QUESTIONS I HAD FOR THEM WAS TO PROVIDE US AN EXAMPLE OF THE AVERAGE PACE LIEN OF $25,000. AND THIS IS WHAT WE RECEIVED FROM CHRIS FROM FORTIFY. THIS PARTICULAR PROJECT HAS AN 8.99% INTEREST RATE. THE EXAMPLE IS FOR 10 IMPACT WINDOWS AND 5 WIND RESISTANT DOORS. AFTER PUTTING IN THE TOTAL CLOSING COSTS TO THE FINANCED AMOUNT, IT DOES GO TO A LITTLE OVER $28,000. THE USEFUL LIFE OF THE TERM AND THE ASSESSMENT IS 20 YEARS WHICH MEANS THEIR ANNUAL PAYMENTS ADDED ONTO THEIR TAXES IS $3,178.34. WE ALSO REACHED OUT TO OMB AND FINANCE AND FOUND OUT THAT THE AVERAGE TAX BILL IN THE CITY OF PORT ST. LUCIE IS APPROXIMATELY $4,000, SO THE $3178 WOULD BE ADDED ONTO THAT AMOUNT. OVER THE TERM OF THE ASSESSMENT, THE AMOUNT OF INTEREST THAT WOULD BE PAID IS A LITTLE OVER $34,000. FOR A TOTAL OF $62,739. AND WE DID DO A BREAKDOWN FOR IF A NORMAL HOMEOWNER STILL IS PAYING OFF THEIR MORTGAGE HAD ESCROW THAT WOULD MAKE A $264 A MONTH PAYMENT ADDED ONTO THEIR MORTGAGE. AND THERE IS REGULATORY FRAMEWORK THAT SUPPORTS THIS AS I STATED. IT WAS CREATED BY LAW IN 2010 AND IN 2024, THERE WAS A STATE BILL WHICH OUR LOCAL DELEGATION SPEAR-HEADED THAT PUT IN MORE CONSUMER PROTECTIONS, KIND OF LIMITED WHAT CAN BE DONE IN OVERSEEING THE PACE PROGRAM. SO IT IS AUTHORIZED BY THE FLORIDA STATUTE 163.08. IT IS IMPLEMENTED THROUGH A INTERGOVERNMENTAL LOCAL AGREEMENT BETWEEN THE JURISDICTION AND THE PACE PROGRAM. AND THEN THE PROPERTY TAXES ARE ASSESSED VIA THE TAX COLLECTORS OFFICE SO IF WE CHOSE TO AUTHORIZE THE PACE PROGRAM OUR ONLY PORTION OF IT IS THROUGH RESOLUTION, AND ILA. WE WOULD NOT BE OVERSEEING THE PROJECTS, THE FINANCING, THE LOANS. WE WOULD ONLY BE OVERSEEING THE ILA. AND AS I STATED THERE ARE CONSUMER PROTECTIONS. SO THERE IS QUITE A BIT HERE. I'M JUST GOING TO KIND OF GIVE YOU THE HIGHLIGHTS. THE CONSUMER PROTECTIONS REALLY JUST VERIFY THAT THE CONTRACTORS HAVE TO BE VETTED AND REGISTERED. HAVE TO BE ALLOWED IN THE STATE OF FLORIDA. THERE ARE DISCLOSURE FORMS THAT HAVE TO BE SIGNED OFF BY THE HOMEOWNER BEFORE THE PROJECT CAN BE INITIATED. AND THE PROPERTY OWNER HAS TO ACKNOWLEDGE THE REPAYMENT ONIGATIONS. THEY HAVE TO BE ABLE -- OBLIGATIONS. THEY HAVE TO BE ABLE TO UNDERSTAND THOSE AND SIGN OFF ON IT BEFORE IT CAN GO FORWARD. THERE ARE OTHER CONSUMER PROTECTIONS THAT ARE ADDED TO THE STATE LAW SUCH AS ASSESSMENT CANNOT EXCEED 20% OF THE PROPERTY'S JUST VALUE. THE HOMEOWNERS MUST NOTIFY THE MORTGAGE WHRENDER AT LEAST 30 DAYS IN AD-- LENDER AT LEAST 30 DAYS IN ADVANCE THAT -- CLOSURE. AS I ALREADY MENTION SAID. NO TEMPARY IMPROVEMENTS ALLOWED. THE CONSTRUCTION MUST BE DONE BY A LICENSED AND CERTIFIED CONTRACTORS AND OF OF COURSE THE STATE PROHIBITS MORTGAGE ACCELERATION SO I KNOW DURING THE ONE ON ONES WE HAD A QUESTION OF WHAT CONSUMER PROTECTIONS IN THE LAW WERE ADDED IN 2024. AND THAT'S WHAT THE NEXT TWO SLIDES SHOW. WE'VE ALREADY GONE OVER SOME OF THESE BUT HERE IS A FEW MORE TO HIGHLIGHT THAT THE ANNUAL PAYMENT ARE RELATIVE TO THE HOUSEHOLD INCOME. CAN CANNOT BE MORE THAN 10% OF HOUSEHOLD INCOME FOR ANNUAL PAYMENTS. THAT YOU CANNOT HAVE ANY OUTSTANDING VOLUNTARY LIENS OR RECORDED NOTICE OF DEFAULT ON YOUR PROPERTY IN THE LAST THREE YEARS. THE HOMEOWNER MUST BE CURRENT ON THEIR MORTGAGE AND THEN OF COURSE THAT THE COUNTY OR MUNICIPALITY MUST AUTHORIZE THE PROGRAM BY ORDINANCE OR RESOLUTION, AND OF COURSE THE ILA. AND HERE ARE SOME MORE OF THOSE CONSUMER PROTECTIONS THAT WERE IN STATE BILL 770. AND ANYBODY WHO KNOWS HE KNOWS THAT I LOVE BENCHMARKING. I LOVE SEEING WHAT OTHER MUNICIPALITIES AROUND THE STATE OF FLORIDA ARE DOING AND THAT'S EXACTLY WHAT OUR TEAM HERE DID. WE LOOKED TO SEE WHAT OTHER AREAS ARE DOING. WE FOUND THAT THE EACH JURISDICTION KIND OF CATERED THE PROGRAM TO THEIR OWN NEEDS AND THEIR OWN COMMUNITY. IT DOES COVER THINGS LIKE ENERGY EFFICIENCY, RENEWABLE ENERGY, WINDSTORM RESISTANCE, THOSE WERE THE MAIN ITEMS THAT WERE COVERED. THERE ARE SOME JURISDICTIONS THAT REQUIRED THEIR CONTRACTORS TO BE VERIFIED THROUGH THEIR CONTRACTOR LICENSING BOARD. THERE ARE RESTRICTIONS THAT PROHIBIT OR RESTRICT DIRECT MARKETING AND DOOR TO DOOR SALES. SOME JURISDICTIONS REQUIRE QUARTERLY REPORTING AS WELL AS AN STANDARD ANNUAL REPORTING AND THEY ALSO HAVE TERMINATION CLAUSES THAT ALLOW THE ILA TO BE TERMINATED BY ONE OR BOTH PARTIES IF THEY FEEL AS THOUGH IT IS NECESSARY. AND LASTLY WE DID FIND THAT MOST JURISDICTIONS WHO ADOPTED THE PACE PROGRAMS DID SO BETWEEN 2016 AND 2018. THERE WAS ACTUALLY ONLY ONE JURISDICTION WHICH WAS HILLSBOROUGH COUNTY THAT ADOPTED IT AFTER THE 2024 STATE BILL WAS ENTERED INTO LAW. I THOUGHT THAT WAS AN INTERESTING CAVEAT THAT ALL OF THE REST OF THEM HAVE HAD IT LONG-STANDING PACE PROGRAMS. HOWEVER IF YOU LOOK OVER HERE THIS IS THE TOP 10 CITIES AND THEIR COUNTIES AS WELL AS THE LOCAL MUNICIPALITIES ALONG THE TREASURE COAST. KIND OF YOU SEE A VARIETY OF SOME WHO DO AND SOME WHO DON'T, SO THIS IS REALLY ALL OVER THE BOARD. THERE IS NOT A STANDARD YES OR NO THAT WE FOUND. AND ONE IMPORTANT THING TO MENTION WITH THE ILA THAT THE CITY WOULD HAVE TO ENTER INTO. THE WAY THAT THE, SORRY, THE WAY THAT THE PACE PROGRAMS ARE GOVERNED, THEY'RE GOVERNED THROUGH A DISTRICT. THAT DISTRICT IS A SEPARATE LOCAL GOVERNMENTAL ENTITY. WE WOULD HAVE TO SIGN AN ILA WITH THOSE PACE DISTRICTS RATHER THAN THE PACE PROVIDERS DIRECTLY. SO EVEN THOUGH WE MIGHT LOVE Y GRAIN OR FORTIFY HOME RUN FINANCIAL, THOSE ARE NOT THE ENTITIES WE SIGN THE ILA WITH. WE WOULD SIGN THE ILA WITH THE DISTRICTS THAT OVERSEE OR GOVERN THOUGH PACE PROVIDERS, AND THIS MAY LEAD TO POSSIBLE ISSUES IN THE FUTURE IF CHALLENGES WERE TO ARISE THAT WE CAN'T JUST CALL UP OUR PARTNERS AND ASK FOR ANY KIND OF RESOLUTION. LUCIE IS THE DISCUSSION OF SB48, WHICH IS GOING TO ALLOW ACCESSORY UNITS BY RIGHT. AND I JUST WANT TO SHARE WITH YOU THERE'S A HOUSE COMPANION. IT ALREADY HAS BEEN, IT ALREADY PASSED COMMUNITY AFFAIRS, AND IT IS SCHEDULED JANUARY 14th AT 11:30 A.M. THIS WEEK, AND BASICALLY IT SAYS BY DECEMBER 1st, 2026, ALL LOCAL GOVERNMENTS SHALL ADOPT AN ORDINANCE TO ALLOW ACCESSORY DWELLING UNITS IN AN AREA ZONED FOR SINGLE-FAMILY RESIDENTIAL USE. SHE IS A NURSE BY PROFESSION, AND SHE HAS BEEN INTEGRAL'S INVOLVED. HIS YOU SISTER HAS BEEN CONNECTED. I WANT TO THANK OUR COMMUNITY BECAUSE I CANNOT TELL YOU THE AMOUNT OF SUPPORT THAT ERIC AND HIS WIFE AND HIS FAMILY HAS RECEIVED BY AND OVER THE PAST MONTH OR SO AND WE ARE A SUPPORTIVE CARING COMMUNITY AND TO SEE THAT OUTPOURING OF SUPPORT THERE'S NO WORDS TO DESCRIBE HOW WONDERFUL IT HAS BEEN AND I KNOW IT'S GOING TO CONTINUE AS WELL. SO I JUST WANT TO THANK EVERYONE IN OUR COMMUNITY SO MUCH FOR ALL OF YOUR SUPPORT AND YOUR HELP THAT YOU HAVE GIVEN TO THE SERGEANT AND JEN AND THEIR ENTIRE FAMILY. SO THANK YOU. ALSO FOCUSED ON OUR CITY BEING NAMED ALL AMERICA CITY BY THE NATIONAL CIVIC LEAGUE AND MY LIGHTED HOW OUR YOU COLLABORATION WITH OUR NEIGHBORS AND OUR INNOVATIVE WAY THAT WE DO PLAYED ROLES IN ALL OF OUR PLISHLTS FOR 2025 AND HOW THOSE ACHIEVEMENTS EVERY STACKING US YOU UP AND PREPARING US FOR SUCCESS THIS YEAR.
