i pledge allegiance all right welcome everyone in accordance with the freedom of information act chapter 4 title 30 go to laws of south carolina 1976. an agenda has been posted on the front door of city hall and notification risk meeting's been given to the news media it looks like we do have a quorum all right i would first like to before we get get going here i'd like to recognize some young men out here in the crowd looks like maybe going for a uh a badge of some sort as i understand we've got chip stockman and john ergle with troop 911. uh welcome welcome boys we won't keep you too long this evening and i'll i may let uh mr stockman know next time we have some really juicy things for you all to come back to see but but uh but welcome and if y'all have any questions with how any of this is run you can find all of our information online contact information please feel free to call me or email me and we we can always we can always go in depth more um and show you around city hall and if you and and answer any questions about local government that you may have but thank you all for coming all right what do we have first before we get started i would um ask council if we could get an um request to amend the agenda to add approval of the consent agenda just got inadvertently left off the agenda hear emotion in that regard i'll make a motion to um amend the agenda to add approval of the consent agenda to our meeting this evening second motion by mr bass second by miss boles any discussion regarding the same all in favor of amending the agenda agenda to add approval of the consent agenda all opposed motion carries by a vote of seven to zero so first item on the agenda would be approval of the consent agenda all right mr mayor i'll make a motion to approve the 7-0 the first item under the agenda for public hearing is to consider ordinance number 21-012 annexing property owned by john w beason this is second reading this is the property that's located off of florida avenue you've probably heard us refer to it as the elementary ave parcel it's a little over 78 acres it is slated for future residential development i don't know exactly when they're planning to take that to the planning commission but it will be in the next couple months currently it is zoned in the county as c2 and r1 as part of this ordinance tonight you will be annexing it as general commercial in r3 all right is that 0.11012 julie it's got 011 on the ipad oh it's just a typos one two i've got two on it it got changed mid so it's it's zero one two thank you is there anyone that appearance by mr joey krakow krakowiak good good job you are recognized thank you i prepared good afternoon good afternoon thank you for having me i'm joey furkowiak um i work here in greenwood at uptown family practice as a family doc um and this is my son thomas krakowiak sam krakowiak my wife michelle kirkowiak i wanted to thank the council for giving me the time and opportunity to just raise awareness about hemophilia and bleeding disorders in general i'm here to represent hemophilia south carolina which is a state chapter of the national hemophilia foundation we serve to raise awareness and support for folks with bleeding disorders and hemophilia is one of them that thomas unfortunately was diagnosed with when he was born it's a rare uh inherited disease that inhibits his ability to form clots um and so that can certainly lead to um severe bleeding complications um if not treated could lead to joint damage and chronic uh problems over time um so the hemophilophilia of south carolina association and national hemophilia foundation serve to help make sure that people with bleeding disorders have the treatment that they need and the support that they need anyone that has a rare medical condition knows that it can sometimes be difficult you feel like you're alone a lot of the time because it's hard to find other people that have gone through the same experience and so hemophilia south carolina has been a really powerful organization for us and helpful to give us that support and to help us find our voice in advocating for thomas and others like him so our request today was just for a proclamation that march be recognized as bleeding disorders awareness month and all of the members of hemophilia of south carolina are trying to get that proclamation in their in their city councils well thank you and i said mr krakowiak it's dr krakowiak and uh i certainly appreciate it i understand that something that's near to your heart uh actually preparing uh looking at the agenda this uh earlier this weekend i i happened to give a little lesson to my kids about some some of the more famous instances of hemophilia in history with uh prince alexi of the romanov dynasty and rasputin and and all that so we went in a lot of different directions so i would imagine we've come a long way sin in a hundred years but but i know it's still a scary thing if you're a parent so if you don't mind i'll go ahead and read the the proclamation and i can hand you this so we have a proclamation for bleeding disorders disorders awareness month whereas i brandon smith and proud to commemorate march 2021 as bleeding disorders awareness month in the city of greenwood and whereas this designation will formalize and expand upon the designation 35 years ago of march 1986 as hemophilia awareness month by president ronald reagan and whereas the federal department of health and human services designated march 2016 is national bleeding disorders month and whereas multiple states and local governments since 2016 have passed a proclamation resolution declaring march as bleeding disorders awareness month and whereas bleeding disorder advocates during this month wear a red material around their neck lays scarves or ties and whereas these bleeding disorders which share the inability to form a proper blood clot are characterized by extended bleeding after injury surgery trauma or menstruation and can lead to significant morbidity and can be fatal if not treated effectively and whereas many individuals with hemophilia became infected with hiv and hepatitis c in the 1980s due to the contamination of the blood supply and blood products [Music] will generate greater awareness and understanding of not only hemophilia but all inheritable bleeding disorders including von willebrand disease which alone impacts an estimated one percent of the u.s population or more than 3.2 million individuals and whereas this awareness month will foster a greater sense of community and shared purpose among individuals with all inheritable bleeding disorders [Music] awareness of and engagement in the inheritable bleeding disorders to the general public enabling the prevention of illness unnecessary procedures and disability now therefore i brandon smith mayor of the city of greenwood to hereby proclaim the month of march 2021 as bleeding disorders awareness month in the city of greenwood thank you all right thomas you be safe now all right what else do we have under proclamations item number one is to recognize april as donate life month i don't know if anyone's here to receive this proclamation this evening this is the one they're watching so it's my understanding that that that we have some interested participants watching on facebook that would like to see this signed live so i'm going to read this proclamation into the record proclamation for donate life month whereas one of the most meaningful gifts that a human being can bestow upon another is the gift of life through organ eye and tissue donation and whereas more than 108 000 children and adults await life-saving transplants of which more than 1300 are in south carolina [Music] available for transplantation because every 10 minutes another name is added to the national transplant waiting list [Music] life america more than 90 of americans support donation and more than 54 of south carolinians have registered at the dmv who depend on the generosity and sacrifice of others to receive a second chance at life eye and tissue donation making their families aware of their south carolina driver's license and now that now therefore i brandon smith mayor of the city of greenwood hereby proclaim the month of april as donate life [Music] month i know we're we're on camera so for the folks out there i'll hold up this proclamation for donate life month and encourage anybody to to check their dmv status for for organ donation if they haven't already learn more about it all right all right under procurement proclamations we have item number two which is to recognize the clemson eight challenge week march 21st through 28th 2021. all right y'all i know i know you're listening to my reading skills here a lot um but i was contacted in the last week about this and if you all aren't familiar with it i think you're going to learn something about it right now but i thought it was it was important to get this on the agenda for this week but i have a proclamation for clemson 8 challenge week for the week of march 21st through 28th 2021 so next week captain albert m george captain english captain henry d lightner lieutenant otis f morgan colonel beverly in scardan lieutenant martin crook jr captain francis scarborough captain marilyn r lalton became prisoners of war with tens of thousands of their brothers in arms when american troops who had been fighting in the philippine theater of world war ii were ordered to surrender to the japanese captain hillary lautner was born in greenwood on march 15th 1916. and we in what would come to be known as the baton death march one of the most notorious war crimes in history and whereas thousands of these men died during the march and those who survived had to survive for years in the inhumane and brutal conditions of the japanese prisoner of war camps and where our baton memorial dark match in white sands missile range new mexico is one of the toughest and most popular ultra marathons in the world and has become a pilgrimage for veterans active duty maryland survivors supporters and family members is 12 times in honor of all those who did not return and whereas the clemson 8 challenge was created by a team of students veterans alumni and friends known as ben's brigade said that colonel scarden's mission to honor those who gave the ultimate sacrifice for our country in one of the most brutal wartime events in history will carry on now therefore i brandon a smith mayor of the city of greenwood south carolina do hereby proclaim the week of march 21st through 28th as clemson challenge week and encourage the able citizens of greenwood to register for this virtual race so i'm going to send this to um to i forget ms hunter's here oh good thank you good i didn't realize there was anybody here thank you okay well great thank you what's your name and honey thank you yes he did we appreciate it i thought that was certainly important considering one of greenwood's own who's who passed away before most of us in this room were even born but considering his involvement i i thought it was interesting to and certainly important to to recognize captain lightner's contributions thank you and good luck god i don't know that we have any ultra marathoners in here but for those that are running out okay julie julian [Music] okay i can walk that's great that's great well we wish him many more years of it and three quarters yes that's at least nine months all right under new business item number one is to consider resolution number 21.004 to authorize the city manager to sign an infrastructure reimbursement agreement with milford pines development llc for milford pine subdivision phase 2. we covered this in work session and just to recap mr bailey has requested participation in the city's infrastructure reimbursement program for phase 2 of milford pines recall that we voted to accept these roads at the february 22nd council meeting the value of the infrastructure has been determined by the city engineer to be 181 438.21 this amount be reimbursed over 10 years or until the full amount is reached the reimbursement is 75 of new taxes generated by the residential development in phase 2. um and i'll answer any questions that you all may have does anyone have any questions all right well then do i hear a motion and this would be this is being done as a resolution yes sir that's how that's how we adopt these okay uh motion to approve resolution uh 21-004 second of a motion by mr miller second by ms hutto any further discussion regarding proposed resolution number 21-004 all right all in favor of resolution number 21-004 all opposed that motion carries by a vote of seven 7-0 under new business item number two is to consider fair housing resolution number 21-05 if city council recalls we adopt this resolution each year recognizing april as fair housing month as recipients of um community development block grants it's a requirement but also certainly something worth acknowledging right i'm going to read this and we'll take a vote on it of fair housing resolution whereas the city of greenwood desires that all citizens be afforded the opportunity to attain a decent safe and sound living environment and whereas the city of greenwood rejects discrimination on the basis of race religion color sex national origin disability and or familial status in the sale rental or provision of other housing service and whereas the state of south carolina enacted the south carolina fair housing law in 1989 and whereas april is recognized nationally as fair housing month now therefore be it resolved that the city greenwood city council does hereby designate april 2021 as fair housing month of course should should we vote on it do i hear a motion so moved second i have a motion by miss hutto second by miss boles all in favor of resolution number 21-005 all opposed motion carries by a vote of seven to zero and i'll sign it does we got it fixed thank you mr boss under new business item number three is to consider the appointment of indira khan to fill a vacancy on the accommodations tax advisory committee ms khan is here this evening she is a 20-year career has a 20-year career in the hospitality industry she is currently the general manager of the holiday inn express since june of 2019 and she will replace miss sloane mash on this committee all right i reviewed and i think we all did i think there's a good little resume or a bio on miss khan tinker in our packet um we need to have bios and pictures like that in all of all of these julie well i do provide those when you all appoint folks um i don't ask them to provide them until your bio was great yeah thank you and miss mash was previously the general manager at holiday express so in keeping with the requirements of having representation from certain industries on the accommodations tax committee ms khan will be a great asset makes sense does she have any words it's got anything you'd like to well that's great we we appreciate your willingness to serve thank you do i hear a motion so moved second of a motion by minnesota second by ms bowles any further discussion regarding the appointment of ms khan tinker to the atax advisory committee all in favor of under new business item number four is to consider the greenwood county transportation committee paving list of streets for 2021 at this time i will take any questions council may have that's a cracked seal you know sure if you are ever driving down roads and you may see that maybe the asphalt looks a little bit older but you'll see like a black maybe almost looks like a snake through the road that's filling in cracks and what happens miss bowles is that what we found it really improves the base of the road is if you go in and repair those things and then come back within two to three years and overlay the road because i'm looking at that's what's recommended for bunch avenue and so what'll probably happen miss bowles is that in in two to three years you'll see then we come back with a surface treatment okay we just feel like it stretches the dollar a little bit further if you can go in and make those repairs and not allow them to get any worse and then come back within a period of time within three years and then either put a surface treatment or overlay the road with a new layer of asphalt does that feel a pothole it fills a crack in the road so a pothole would be fixed typically with a deep patch okay because it's not set up for a deep patch but there are holes potholes in the street ms baldwin i can't speak to the specifics of every street on the list i can only tell you what was provided to me by mr larry and i know that he has looked at the roads with ct somebody on the ctc and i know ryan has ridden the roads with him as well he's not here this evening but i mean if you have a specific question about a specific road we can ask him about it but there's no way i can answer those questions in that detail okay this this list wouldn't affect the proposed list that i think is either in in written form or at least is envisioned as far as 2022 correct this is not impact 2022 another list of roads will be presented in 2022. but we have generally an idea of the roads so obviously we've had some staff turnover in that position with billy allen retiring and eric taking that role so we have had a lot of internal discussion between ryan and ryan ryan ryan and ryan ryan and eric and i about making sure that each year after the roads are paved the list is updated and then the 2022 list is produced i know he's already looking at a 2022 list but it's not ready to be presented the idea is that you would have a complete rolling list so every year after you pave roads you would then once that paving is complete go back and regrade the roads and prepare the list for the next that for the next year i'm asking to have it be more systematic i'm asking on behalf of my my neighbors who are also constituents of mr miller in ward 5. i am aware of their requests yes for many years everywhere i go all right i guess before we get into further discussion about it do i hear a motion with regard to this list a motion to approve the list as presented second i have a mission a motion by mr miller second by ms hutto is there any further discussion regarding this proposed list i guess whenever you do have a like when you when you guys have worked through a list just that we're going to keep going through i guess it'd be nice to just see kind of where we are each year before and after so and that might help us with some of the issues we had recently too i would not disagree that it's a complicated process even at a staff level and so what we're really trying to do is make it more systematic so that it's very it's it's more smooth and easily identifiable that okay these are the obvious 2022 roads these are the obvious 2023 roads and i think you could even go and do a list three or four years out but it's bound to change because of the conditions the conditions of roads change for example you may have a road that's graded a three in 2019 that you go back in 2021 and it's a five so the road the amount of traffic on those roads and obvious other things are gonna affect that i don't have any problem providing future lists to counsel just recognizing that they're not gonna stay exactly like that and so are they so don't make any promise to your constituents 2024 will come up for you you'll hear from them if that gets to that date um are we and i you know without eric here are we confident that fairly confident that the substantially all of this list will be completed in 2021. so there's no way to know for certain because you don't know how much funding you're going to receive we um feel like we feel we're going to request enough to get all of these roads but even if the ctc approved our total request let's just say it was 600 thousand dollars i'm just throwing a number out um when we bid it out it could change which would inhibit our ability to capture all the roads so once we get the funding from ctc and we know that number and we bid it out we can pretty much tell you exactly where it's going to land i think ryan had a general idea of what he thought might be captured but it's just a guess i guess assuming that the funding is there do we feel confident that we can actually get it if we were to receive what we request from ctc then yes but we also don't know how much they have available to allocate and we don't know what the requests of the other entities in the county are going to be julie can you tell us a timeline sure so it goes before ctc in april we'll request our funding at that time typically they vote on the funding request in june and then sometime around august or september we get our official letter from them saying here's your funding amount and you go forth and bid out your roads usually because of that timeline we sometimes get caught up in weather and it becomes a little bit of a challenge to get the roads paved by the end of the year so weather plays a factor but we typically can get them paved at least by the spring of the following year okay so the the cycle is really from summer to summer essentially there's almost always something going on with regard to road paving either you're asking for the money you're in the process of bidding it or you're in the throes of the actual paving itself are we currently what are we currently working on if anything so there was a lot of staff turnover at this both the city and the county as far as like people involved in this process because you had um obviously rhett templeton moving into the engineer's job you had rob rushing moving to the county public works director you had billy retiring and eric moving in and so we we're waiting on our funding letter which isn't a huge deal from 2020. so our intent is going to be to get our funding letter for 2020. we already know that funding was 399 thousand dollars and then we will request additional funding for 2021 and then we'll just bid these out together okay so we're not currently working on any no sir that was i think the confusion piece at the last meeting was there was just a little bit of confusion at the staff level about where we were with that particular list that you guys already approved and that's why we gave you this comprehensive list for you know just said reapprove it again because we're going to bid all out at one time question would the rose be repaired according to great yeah you should have lists that are sorted by grading by war but i'm saying would it be would they be repaired according to great like grade five would they be be repaired first no well yes ma'am the worst roads are higher on the list if i recall all the grade fives are going to be at the top if i recall they they attempt and make y'all correct me if i'm wrong but they attempt to to do uh work in the general area so they don't have to move around they they go for the the worst first but if there are other grade fours in the area so they don't have to go all the way across town am i right about that they're they're going to base their once they submit their bid the selected contractor will know all right here's your set list of roads and if they go into an area and they have some fives and some fours they're going to capture them all at the same time they're not going to re-mobilize to that area twice that will cost them more money right but say they get all the way down to overland drive ms bowles i'm just saying say that's where their bid takes them they're going to know that overland drive all the way up they're going to do all those roads so the order in which they capture them isn't of extreme importance because they're going to get them done in a pretty short period of time the logistics of that order are responsible or whoever accepts or who the bid whoever's doing the work right yeah and they stay in close contact with the public works director so if we had a really significant issue though say hey can you please start over here on this road because we're getting a lot of complaints here or we really need this work completed first and they're going to work with us but we're not going to run them all over the city when they know we know they're going to get roads from here up do we as a city do any of the work ourselves or we contract it all up we contract all of this out i mean we do some paving and leveling sometimes but for for this particular work we bid this out and then do we get any funding for sidewalk repair or does that have all have to come how does that work we um i don't know historically mr bass that we've asked for sidewalk sidewalk repair work however it is included if you ask for it in ctc funding if you have a sidewalk that needs to be repaired along with the road or even even aside from the road being repaired you can request that funding from ctc i know 96 had a big project where they were doing sidewalks to connect the high school i believe to some existing sidewalks that was a ctc project so yes there are funds available for sidewalks they're not separate they're all included that's just repair and existing not addition right this is not this is not related to a question that i had about laurel this that's not where i'm related i'm actually this is actually related to something in this parlor's ward with with the sidewalk and storm drain that needs to be repaired but i was just wondering how that all do we evaluate those sidewalks and those storm drains the exterior condition of those and report those to anybody again i'm sorry my ignorance of of my timeline on counseling are you talking about on city streets if there's a side issue with a sidewalk are those evacuated in the same way the streets are no sir okay so it's just a matter of when somebody reports that there's there's no tremendous funding source available for sidewalks i mean if council said we don't want to use ctc money to pay roads anymore we want to use them to repair sidewalks then there could be a shift in a request to the ctc to say can we do this but right now there's no systematic way of grading sidewalks for repairs okay but i mean we get if we get a complaint about a sidewalk you know we determined that it is owned by the city if we can address it we do all right any further discussion regarding the proposed list of streets for the county transportation committee all in favor of the greenwood county transportation committee paving list of streets as presented for 2021. all opposed that motion carries by a vote of seven to zero tj if you'll give me a moment i'm gonna let i think i'm gonna let danny come up first because he has to leave and go to another meeting do you see him out there at all okay i'm guessing he can hear me so he's going to come on in here and have danny give you guys a quick update yes here he comes he heard his name he came running good afternoon good afternoon good afternoon um miss wilkie wanted me to give y'all a little update on what's going on with the capitol project sales tax for the police software um i think we were number 12 on the list um it's supposed to be coming up in january of 2022 however it's going to take about 9 to 12 months to implement the entire package so the vendor has graciously agreed to allow us to go ahead and start and that way when all the money's there we will we will already be on it and working now one of the nice things that this is going to allow us to do 10 years 10 11 years ago was the first time that we had ever as dispatch sheriff's office and the city combined our database into one database so we sharing the same database with the county and with dispatch uh what this is going to do it's going to maintain that but because we saved a little money with the company that we went with we're hoping to bring 96 and wear shoals on so we will have a complete greenwood county single database for the rms i've met with the mayor of 96 and the police chief at 96 i met with the mayor and the police chief in west shoals i'm leaving here and going down to talk to 96 again i'll be talking to wear shows tomorrow and that's where all that stands and if everything goes well hopefully we'll be able to start this process this week awesome well thank you for the update danny anybody have any questions for mr bird when will will most of the install the important part of the install of everything that really needs to be taken care of be done by december 31st 2021 hopefully i hope so too yeah the to get the new software up is not going to take that much time what's going to take the time is we have to migrate all of the existing data from one piece of software that's made by somebody else to a new piece of software and that's what's going to take the time because you've got to map all the fields and make sure everything's brought over correctly okay thank you danny i just want to commend danny he's been working really hard with the county uh he and tim both i know tj's been heavily involved they've been working with josh skinner and the sheriff and everyone to make sure that we saved a little money here and we're getting a good product i know the police department is excited about a new records management system so this is just another example of how that capital project sales tax is going to improve our community so i just thought it'd be good for you all to hear that update as always thank you danny he's going to go back to the danny bird it center back there now i'm going to recognize a chief owen and i'm kind of excited about this one but i'm not going to steal his glory so go go ahead chief evening chief mr mayor ladies and gentlemen city council um when i first was elected this position i came here as interim you know my whole focus was on community policing and i continued to to make community service one of the biggest priorities for our police department what we did was we decided that we needed to find a way to get into schools we need to find a way to come and integrate with younger children to make sure that instead of when kids see a police officer hiding behind mama's leg when kids see a police officer they run up to the officer you know and make that connection so what i did one of the first things i did was we decided to bring somebody on board that could help us do that come here justice so so i would like to introduce justice is that link justice is the new is the new canine for the police department he will be uh attending several things with us to include our school functions that we serve we have several of those coming up with with our badges and books and all that stuff so we're looking forward to that we're looking forward to introducing him he has a couple of dates already set up one's all the way in 96 at their primary school or elementary school so so we're looking forward to it and uh and we're looking forward to him um he just got to learn a couple few lessons you know he's new so um he's got to learn that he's got to listen you know he's got to do what i tell him to do and then we'll be able to take him out in front of everybody so so we're excited and we're excited to introduce him to our community well you got a shot caller or anything i'm gonna have to get him one so the next issue is uh is i want to make the council aware that we have officially started our business watch program um this is basically we currently have 41 businesses that's already signed up and we're looking forward to many more basically what this is it's like a calling tree so whenever we have issues with businesses coming up whether we're seeing a ration counterfeit or a rash of break-ins or rash of shoplifting or things like that then we send out an email and then notify them hey just be on the lookout this is what we're experiencing so it's good for our businesses we also offer classes for our businesses for retail theft for employee theft um you know and we'll do a come out to their property and we'll we'll check it out for any type of cameras that we think or security system that they might have so we're looking very forward for that too and uh it's just got started this week like i said we already have 41 people um businesses signed up and we currently have started our community policing team which is made up of three members um and they're heading to business watching of course they'll be dealing with justice and all of our books the badges and all the other things that we have going on our community events thank you tj did you cover how they how businesses can sign up we actually have something posted on our email but right now we're kind of doing word of mouth but we have a link posted up that they can sign up um we'll send an officer to either call them or actually come by just introduce ourselves hey this is me give them their credentials you know whatever we can do to help you what do you need for the police department to make your business work and you feel safer here in the community and that's on facebook and on our website is that right that's correct i'm sorry it's hard for me to focus with justice over here staring us down i love him thank you chief as always appreciate it [Applause] i had a couple of other notes that i provided to you guys if anybody has any questions about those items i'll be happy to answer them i would mention that phase 1b of the coveted vaccine is being administered epilepsy started on march the 8th it's um if you feel like you fit into that category i would just encourage you to contact a provider and try and schedule your um vaccine it covers a lot of people that live in this state so that's all i have and we may be recognizing some new employees at the next meeting maybe or um yeah the april 5th meeting yes sir great great anybody have any comments i have a question i don't want to be out of order i noticed where we have we made a definitive decision about the appointments for the planning committee we have not um i did provide a little snippet there about sort of what my recommendation might be it doesn't seem there's a clear consensus on one appointee over another appointee i think the one thing we did decide was that mr hill would remain in his um position until november when his seat is up and then you all would vote on a replacement at that time or vote on his status at that time um miss reynolds seat which is the one in question miss reynolds no longer lives in the city and so while she is continuing to serve she will do so until she is replaced you did make a recommendation and i didn't get much feedback on it i did have one call from a council member who had maybe a different recommendation and so again like i say i don't want to bring anybody forward to the meeting unless i've you know feel like you're going to appoint that person because i feel like that wouldn't be very tasteful um so we do have as i mentioned here bryce and bought night he lives in ward 4. he used to work for habitat for humanity we i worked very closely with him on the west side demolition project the mineral court apartments and all the houses that we demolished over there so he definitely has knowledge of housing construction and demolition and i think he would be a good fit for the planning commission he's pretty young i don't know exactly how old he is if i had to venture a guess i'd say somewhere between 25 and 28 and you know i know we talk about about youth and leadership positions and so that's kind of why i put his name forward but it's not you know i told you all that we reached out probably a year ago we put a post out on social media and said who is does he may want to be involved and we got some names and he was one of them and he was probably the first person i think that reached out to us so he's been on our list for some time well yeah i guess i'll challenge council but to by the time our next meeting to to have some names and maybe some some consensus so like you said we don't bring anybody here and then not vote him in and to miss partlow's point i know and i don't want to put words in your mouth but i know we spoke or and you know i think her concern is in relation to miss reynolds versus mr um who hill it just left my mind i was just thinking cecil that's all i could come up with um is that do we do we make a distinction between living or working or living or owning a business in the city and maybe this particular appointment already sets that precedent so we need to be mindful when we make our appointment that she feels not words in your mouth but well maybe we're setting a precedent right my thing was if we make a definitive decision now that should cover going forward into november i know we have two openings on the planning committee i understand your point was that they need to live in the city and if the only difference is that this person owns a business in the city i mean that opens up the field to a whole lot of people we have a lot of people that own businesses in the city but live in the county so my thing to be fair to both if he's going to serve under those capacity that he owns a business then she should be able to serve on her will willingness and her merit or we reappoint both that was just mine well my my thing is that her term is up for reappointment he only has what five six more months until his appointment comes up so i say my opinion is let him serve his time out no i'm not saying reappoint him now i'm saying just make a definitive decision that covers both situations instead of having to readdress this in november when his appointment is up if we say to say now reappoint her and then come november appoint you know or vice versa you know one has to be reappointed and one concerned if we make a decision now based on her situation that should cover november yeah i'll agree with that her appointment has come as her time is up for to be reappointed and then when his time comes up in november he will not be re-appointed somebody else will be appointed in his place am i right now is that well i think what it would come down to is a vote of council i mean so for example and i don't want to get too far in the weeds but for example i could put um mr reynolds on the agenda for april for her reappointment and you all can vote and it may go 4-3 and she's reappointed same for mr hill we could put his reappointment on there and we and it could vote and it could be 4-3 and he's reappointed or 4-3 and he's not it's going to come down to the vote of counsel and so there needs to be some general how do you want to move forward in and i think we all seemingly are in agreement that if somebody lives in the city that's our preference and so if i have candidates to put forward that live in the city and are willing to serve it seemed like that was the general will of counsel but that we would allow mr hill to continue to serve until his time was up right is that right yeah yeah we need to go ahead and set are we going with it with the rule to live in the city or can it come well i think i know so we're going to let him just because it may come forward a time that you don't have anybody that you can find to serve i mean we've been we've been having a hard time we just changed the ordinance to reflect that i mean to provide flexibility to make decisions our situation when mr hill's appointment comes up may be different from where we are right now but i thought we made exceptions too if that should be a if it should come up that we can't appoint anyone from the city then we have to consider someone who is willing to serve and it may be fun the county that's why i may be a person to have a business within the city we did we did i really think this is going to be a rare instance because i think we're gonna we'll be surprised i know we talk about it a lot but i think you'll find some more people that live in the city they're willing to of course if they were to move out of the city they're covered under the ordinance mr walsh deroack who lives in the city is willing to serve on planning commission or on bza which everyone um he's interested in that and would be willing to do that great and he lives in mr abel's ward we also want to consider we want representation from from various wars we don't want all representation from two wards that's true i think it should be considered that we have at least the willingness of a representative from each award to serve on that planning commission as well as if you if you all have some names from your awards to put forward i agree with you i just i agree too i have all names and they all live in ward four are all living ward six i can only bring forward what i have yeah uh mr bass would you tell him to get in touch with julie and submit his name that name submitted i mean i have his contact yeah hopefully we can we can resolve this quit quit worrying about it by next time everybody make sure you let juliana to a point while rohar to the planning commission i i thought we were talking about bryson everybody call julian tell her what you want to do agreed i'm going to put my mic down well i just saw where on you know it was mentioned that we would discuss it at this at this meeting and i don't mean to be out of order but when it wasn't on the agenda as i see it now and when we get down to city council comments that's where i thought it was a good good time to address it i agree absolutely so you know looking back you know i've seen it a couple times that we will address this and address that and it hasn't been addressed i don't know that we're prepared to vote on anything tonight but i agree i would like to stop kicking the can down the road and and have some clarity if i can if if i can paraphrase what i think our policy is it's that a we it is certainly preferable to have someone that resides currently in the city on one of these commissions if not i think while it may be a slippery slope at least working in the city is a factor to take in to account as well and then beyond that i guess we just go for the best qualified candidate does anybody disagree with that assessment i still think there should be representation in various awards and not just one or two i i think that's something we'll have to get to as we have people up for reappointment yeah i agree in a perfect world i i agree 100 it just you know we may well excuse me we just may be challenged in terms of finding someone from every award but i will uh issue the challenge to you all to so the recommendation from julie and from staff is that we appoint bryce and bach knight and that's ward 4 and that would be different than any other awards we have now for the open position currently except for the planning committee yeah right so so that maybe at our work session we just need to make sure that we are on board with that because that's direct that's the recommendation of staff because we have somebody that lives in the city that's willing to serve for that and then when we get to mr hill's position in five months we can just without that anybody else the agenda or i mean is that something that we could vote on this evening i mean if we were to bend the agenda i i think as a staff level we would prefer to talk to mr baltimore we haven't spoken with him i'm just i'm just asking that's that's perfectly fine i'd like to put bishop mcr i know it was recommended uh bishop uh mccray uh he doesn't live in ward two but he certainly is a leader in war two um for the planning committee what ward is does bishop mcrae live in he lives in four four four four four he must have had to get on to some more pressing spiritual needs because he usually stays the entire meeting and he don't i don't want to pull on but he did ask me to ask you about another meeting with the exploratory committee for the magnolia project the pool yeah i i mean i would i'm deferring to to him in terms of when he would like to to um to meet again and i think he's the one that's kind of driving that thing so i'll i'll i'll contact him though thank you so let's any further as as matthew mentioned any further suggestions preferences for any of these committees if y'all could um contact julie unless julie wants to delegate everything to ryan then contact ryan but one of the two i'd like to make one additional comment just and thank you for your update to the tattoo policy because that's something i've thought about for a while and i think it is is long overdue thank you that is it is certainly i didn't think it was right for me to sit up here with all mine showing and nobody else could have one yeah it's certainly something that's been in conversation for a long time i think it's certainly consistent with 21st century for sure i also would if we're
