uh if there's any action you'd like to take after executive session yeah i'll make a motion uh to approve ordinance number 21-020 ordinance authorizing the city manager to negotiate a purchase contract conveying approximately 6.76 acres of city-owned property located at 700 kitson street second a motion by mr miller second by ms huddle any further discussion regarding ordinance number 21-020 all right all in favor of ordinance number 21.020 authorizing the city manager to negotiate a purchase contract conveying approximately 6.76 acres of city-owned property located at 700 kittson street all opposed and miss bowles is this all right that motion carries by a vote of six to one next we have public hearing item number one it's considering ordinance number 21.021 authorizing city manager and city clerk to execute a site lease agreement between the city of greenwood and dj swearinger or assign this second reading council approved first reading on this the may 17th meeting uh this simply allows the city manager to enter into a short-term lease while final purchase details are hammered out for the property you'll recall this property is located behind the former seaboard wreck city-owned property um uh mr swearinger or his um his non-profit i'm like two seasons that's right yeah we'll be responsible for having an appraisal and survey title exam completed um their intent is to use this for a part of the sports complex and the city once the police agreement assad will not be responsible for maintaining the property for the duration of the police period all right with this being a public hearing is there anyone that wishes to speak in favor of ordinance number 21-021 let the record reflect there are none is there anyone that wishes to speak in opposition to ordinance number 21-0 let the record reflect there are none do we have any well i guess do i hear a motion with regard to ordinance number 21-021 motion to approve ordinance number two zero two one authorizing the city manager and city clerk to execute a site lease agreement between city of greenwood and dj swearinger or sun second motion by mr bass second by ms partlow any further discussion regarding ordinance number 21-021 he'll be able to use the the property immediately is that correct upon their execution of this probably next week yeah and i've been in touch with i think we've we've forwarded the uh proposed lease to dj in his his representative so yeah as soon as they signed it do you have any idea how long this lease is going to be it's set till the end of september just to give due diligence time for the purchase but can be renewed okay is that right automatically automatically the last notice is given by one party video right month month after september so it's basically three months and this is a very similar um arrangement that that julie and we're considering uh that we currently have with toro's soccer club is that correct that's my understanding any further discussion all in favor of ordinance number 21-021 okay all right all opposed motion carries by a vote of right next we have new business item number one consider the acceptance of the 2020 audit that's presented by manly garden we have josh carvin and luke vickery here to present that and we'll be asking council to formally accept the audit at the conclusion of the presentation good evening gentlemen congratulations luke's going to get these things passed out to you guys or with some help evidently and i understand it looks like you guys have a lot of a lot of things to discuss i will be brief but as informative as needed so don't hesitate to ask questions or have commentary thank you yep all right we'll get going uh what's what you've got in in front of you is a plethora of documents uh two of which are bound uh typically you are only accustomed to receiving this bound document which is the larger of the two uh this is your your financial statements it's your audit report for the year uh the the second smaller bound uh document is is what's known as what we call in our world a single audit you guys were subject to a single audit in addition to your regular financial statement audit this year as a result of receiving and expending in excess of 750 000 of federal funds so a lot of governments are subject to a single audit requirement every year you guys will we're subject to it for 2020 and and likely on the go forward basis we'll see it for a couple of years obviously as a result of some of the cares acts money that that you guys are well aware of the other the other couple of documents that you have in front of you is a staple document this is a sat what we call our sas 114 board report this uh this is a plain english version of the audit uh talks about our responsibilities as external auditors your responsibilities on council it is again it's plain english so uh you know these these other bound documents can get real technical but i would encourage you uh if you if you really want to get into the meat and potatoes of how this thing works and and what we do it's really in that staple document and then luke's done a good job of really what will drive the conversation tonight are these two loose-leaf pages they kind of summarize what uh what most councils uh like to discuss on an annual basis when we get up here and try not to bore you to death and take all of your time so anyway long story short we are here tonight to discuss the conclusion of the 1231 20 city financial audit uh happy to report that we have issued our report when we're issuing an unmodified opinion on the financial statements as a whole an unmodified opinion is just the accounting term for a clean opinion that's the highest level of opinion that you can receive from your external auditors that being said uh you guys talk about this stuff uh more frequently than we do so you know it uh and um you know at this point the data is a little bit stale uh which is why i don't i don't tend to spend a lot of time here unless you guys want me to so again a clean opinion on the financial statements and then i'm going to transition into uh into the the two loose leaf documents that'll kind of kind of drive the process uh again uh the the opinion was uh was dated last week june the third just a quick overview of the financial statements what most most people would like to like to hear and what they like to see is uh what happened to my general fund and so you know 2020 was a weird year for for a variety of factors your general fund saw an increase in fund balance of 3.185 million dollars now that that certainly jumps off the page as compared to uh compared to previous years again we've talked about the single audit requirement the result of the uh the cares acts money that are that have uh come and will continue to come as we move forward so that was really the big driver behind the increase in fund balance i'm going to kind of jump to the next page the one that actually has the trend analysis and you can you'll kind of see that number jump off the page when you when you look at the revenues for 2020 you'll see the intergovernmental revenue is about 4.4 million uh you see the the prior years that that number was trending in the one and a half million dollar range for for several years again uh not to beat a dead horse but that's clearly a result of the karex money that that came in uh expenditures were similar to uh to prior years uh which again so you see your revenues were up considerably as a result of those cares act monies uh expenditures in line which is why you saw the delta there being the uh the increase in fund balance uh to the bottom line i always like to point out that we talk about fund balance at the end of the year and you say well what is a good healthy fund balance well the the government finance officers association states that uh well they used to stay they don't they don't like to put it on record anymore that that a a minimum fund balance of two months and then once you get up into uh you know 10 to 12 months you're you're running an excess fund balance so they like to see that two to six month fund balance of operating expenditure so you've got this much money to to operate the city on how many months could you do that at 12 30 120 you're carrying about 6.4 months worth of operating expenditure so that's that's right in that sweet spot so to speak the h tax you saw an increase in its fund balance of just over a million dollars as of 12 31 20 as well and then the remainder of the remainder of the funds actually get aggregated together and presented as a combined total and they had an increase in fund balance as well of about 88 000 so a lot of challenges with with 2020 uh just day-to-day stuff but uh the good news is that you've been issued a clean opinion and you've you've been able to increase your fund balance as a result of uh some some unique circumstances not only in your general fund but also the h tax fund as well as the the aggregate remaining funds as a city you are subject to what's known as the yellow book this is government auditing standards we have to issue a separate opinion as part of that audit process as as required by those status they require that we come in gain an understanding of your internal control and then test that internal control to see if it's operating as you've designed and so what we do is we come in again we talk to people we test transactions so on and so forth and if we run into anything that's defined as a significant deficiency or material weakness i know that probably doesn't mean anything those are bad uh then we're required to put that in the report in the yellow book report which is the second report uh happy to report tonight that we don't have any significant deficiencies or material weaknesses uh as part of the audit process for 2020. and then finally um again i've referenced it a number of times now the single audit that required a third opinion uh what that what that requires us to come in and do is test a major program a federal program obviously the the program that we tested was the cares money uh because that was what drove the requirement for the single audit so we came in uh we we obtained an understanding of that program as as set out by the uh the uniform guidance we tested that program to make sure that you were following all the protocols and the requirements uh the compliance requirements within that uh program to ensure that you're not violating any laws or or anything that's non-compliant so that being said we again we tested the cares program did not have any findings associated with uh with the single audit compliance requirements so really three for three so you have a financial statement audit with an unmodified opinion a clean opinion you have a report on internal control that does not uh have any significant deficiencies or material weaknesses and then finally have a single audit opinion that is a clean opinion on the single audit uh again with the cares acts money all that being said uh obviously it was a again another challenging year uh you had a change in in uh finance department i think these these guys handled it quite well we are certainly we're very appreciative of stephanie and and look forward to continuing to work with julie uh they've done they've done uh yeoman's work getting us the information in a timely manner and and being able to do this a little bit differently than we've done before but uh but we're able to get it done and issued and and happy to do so anything to add julie lou any questions for council well know we we certainly love to hear good news is there any bad news we need to know about um do we have any anything any concerns any polishing points you know i mean i think it's always uh when you when you have a turnover i think it's an opportunity to look for new things and uncover uh different ways to to approach things as humans we get we get stuck in a rut we like to do things the way we do we're resistant to change i think i think julie will give you guys an opportunity to have a fresh set of eyes open up some some avenues that you may not have explored previously we as auditors are required to come in you know we don't test every single transaction if we did we would be here all year round so we we perform a risk-based audit procedures so which means we're going to hit the high-risk areas the material items and then give you an opinion on the fairness of the financial statements as a whole i wish i could say we audited every single transaction that being said we are required to uh rotate our audit procedures so we can't just come in and focus on the same thing every single year we are required to kick kick the tires a little bit in different areas so on and so so forth so we do rotate those procedures i can't remember exactly what our surprise procedures were this year but they didn't uncover anything that that made us have any concerns whatsoever hello josh yes ma'am how you doing i'm well how are you betty i'm doing good uh do you have any um any recommendations of things that we can do better or different yeah similar to what what we just talked about a little bit is that uh you know i think there's an opportunity uh to to change some of the um maybe some of the technology that's in place uh and being utilized you know that's that's uh sometimes can handcuff you guys uh a little bit uh you know we laugh about the covers on these things i think julie's made it abundantly clear that she's going to she's going to change the colors on these things on the bound reports but from an audit standpoint we really didn't have anything that that again raised our eyebrows or had us concerned about the audit process as a whole okay thank you you got it thank you anybody else have anything any questions concerns at all for mr garvey not concerned but you're gonna have to do the single audit again on the cares money again for next year because i think it's actually more than than it was before so will the audit be more even more extensive for that single audit just for the cares money so uh so what's likely going to happen and what drives the single audit is not when you receive the money it's when you spend the money so uh so uh it's likely that this could go on and i can't remember exactly how long you guys have to spend the money to 2026. so it's likely that this could spread out and we'll test that same program which is um probably going to be the requirement because it's going to be the largest program that you guys have on an annual basis so we'll test the same program over and over but we will test the volume of transactions our sampling will uh increase yeah now let me ask you this have they come to conclusion exactly how they want to allow you to spend that money and do you think they will change as we go along in the next what is it five years yeah one thing's for certain with the federal government involved things will change okay um i wish i had a crystal ball and can tell you yeah absolutely this is going to be the same or this is going to change and this is what it's going to look like but you've seen it on the tax law and the ppp and all the stuff they're changing the rules as as we're playing you know that's why my concern is you know how do we spend this the way we should spend it without you know doing but their guidance doesn't seem to be that direct yet yes the guidance is not final yet because public comment period is still open okay so kind of the i guess the thought process of staff is is we're gonna wait a little bit once until we get final guidance and two until we see maybe other people make mistakes okay so we don't make the mistake they do don't be the guinea pig point of clarification so there were two buckets of money right that cares money that we already got that was reimbursed correct and then the american rescue plan that we have not yet gotten that won't be reflected in this audit right that's not reflected but it will be reflected in next year's audience that's correct whatever we spend what we receive what we actually see so basically yeah so we're it's an awake in a wait see of how how exactly it can be spent right yeah i guess is that part of our agreement with y'all i mean advice on the front end on how to spend it because i know julie and ryan and julie are going to be spending a lot of time making sure we're compliant but yeah is that more so we we ask y'all on back in hey did we comply or hey before we do this yeah yeah uh what you'll never hear from me uh is is hey don't call me in advance i we would much rather hear from you and answer questions on the front end than try to undo something that's that's bad on the back end and the last thing you want to do is have a finding associated with this money i think these guys are smart enough to know to reach out to us uh we're we've uh our audit fee includes single audit and we're not gonna nickel and dime when it comes to conversations again we'd rather address that on the front end than than then deal with it uh on the back end in a manner that would be uh detrimental to the city and we've also talked about briefly that if it's allowable for us to spend these funds on a consultant to help us manage them a possibility of doing that just to make sure that we do spend an appropriation yeah julie and i talked about that yeah and typically there are some administrative components that are built into these things particularly with a program of this size i wouldn't be shocked to see that anybody have anything else from manly garvin thank you josh thank you guys we appreciate it luke mr mayor yes ma'am if i could just make one comment uh this was a a strange audit year we had like josh garvin mentioned we had turnover and staff so i want to just commend manly garven on their patients and working through turnover of staff or changeover staff rather and i want to commend sarah odell and julie latham and stephanie doran are really working together to get the audit completed in a team effort so thank you all very much thank you thank you thanks guys yeah tell mr manley he's welcome to join us he's at the beach of course i hear a motion with regard to acceptance of the 2020 audit a motion to accept the 2020 audit as presented by manly garvin llc got a motion by masetto second by ms bowles any further discussion of the acceptance of that audit was there anything that our on a committee was there any concerns that were brought up in that that we no i mean we we had a good long no chat i mean we talked about the monies you know you know how to spend it what to spend it what not to spend what to you know what to put aside you know for you know how we're still waiting and that was before we realized we were getting about three million dollars more than we could so it it's uh it's an interesting kettle of fish i really really would support the idea of us having them give us the green light just as another layer um of not that we don't trust you all right that i don't trust you is that i don't trust the information that's being given to you that's ever just constantly changing so i would be in support of exploring that idea of asking our auditor to to consult us on spending that money i mean so yeah and i think that's another thing we talked about the consultant um yeah and as the former auditor i'll tell you that um and not that i'm saying we shouldn't run anything by them but i think a consultant is going to be more useful there than our auditor because as auditors we deal with things in the past so when they will start looking at this stuff is when they actually have to start auditing it they may not be as on top of it as a consultant would be all right all in favor of acceptance of the 2020 audit is presented by manly guard all right that motion carries by a vote of seven to zero do y'all mind giving me just two minutes item number two is to consider the acceptance of capital project sales tax funded magnolia park and foundry park plans as presented by davis and floyd and capital project sales tax manager josh sooner thank you ryan thank you council for having me um i'm here with ryan hertzfeld with davidson floyd he's the landscape architect before we can help answer any detailed questions about the park and also president of the parks foundation billy nicholson here he's been involved in the process since the beginning since before me and but just to give you all a quick overview of how we got here i know ms parker loved mr mouse might have gotten here after this planning process started the process started before i was even a sales tax coordinator so back in 2016 uh the parks project was getting 5.5 million to the capital project sales tax that was for hodges troy 96 foundry grace street park and magnolia park the committee at that time decided to split the parks funding into two phases with two million coming in phase one which was funded immediately in 2018 the other three and a half billion coming in the middle of the parks project which is actually coming up soon in july and october so we started with uh two two million fifty three thousand and that was allocated to uh foundry grace magnolia hodges and troy with about one million going to the foundry six hundred forty thousand going to grace 160 going to magnolia 126 to 165 000 detroit so that's the the budgets we've been working with phase two which is coming up very soon includes 740 000 for foundry and 1.7 million for grace and 500 almost 600 000 for bikes and pedestrian trails throughout the city so in at the end of 2018 um we put out a request for proposals for a design firm to help us design and administer the construction of these parts davis and floyd was selected along with their partner wood and partners out of hilton head who specializes in designing parks we signed a contract with davidson floyd in july of 2018 and that contract was two parts the first part was a master planning phase that wooden partner would help with and that was to meet with all the different stakeholders of the parks the different municipalities and create master plans of the parks but without any budget um what would you like to see at these parks and we met really for over a year we met with different town with hodges troy with the city stakeholders asking them what they would like to see at these parks during that time davidson floyd was also surveying the parks and we were working on getting maintenance agreements from all the municipalities agreeing to maintain these parks so really the first year was was conceptual master planning and and that's these nice pretty um color plans you know if you could build any park the best ideal park for the for the site what would you build and these are what we came up with the master plans were complete in may of last year about a year ago at that point davis and floyd started actual construction drawings on the phase one parks which include hodges troy foundry and phase one of race so they started they started the actual design documents to put out the bid and we're real close to that now davis floyd expects to have those plans to be put out to bid at the end of june beginning of july um so real quick just to show you all right so conceptual plan of foundry you have the horseshoe parking here these sort of red areas are uh are the areas of concern these are contaminated areas from the old foundry so these areas have to be covered up with a membrane and 12 inches of soil so this area was sort of designated as a sort of a walking trail with mounds swells you have the restroom in the center here a pavilion a playground a large common area a basketball goal which was taken out i believe after after a meeting with with cities for the master plan that was that sort of um non-competitive basketball and then a maintenance area wait non-competitive basketball was taken out yes okay was the competitive basketball put in or just nothing no nothing nothing so far in phase one was that was that magnolia you just discussed yeah that was boundary yes did you pull your mic closer sure so looking at looking at the budget and and what we think we can bid out in today's market what davidson floyd thinks they can bid out with our budget and this includes 150 000 epa grant for to help contain these contaminated contaminated areas this large area down here will be fenced off and these areas will be covered with with a soil and a 12 inch soil cap but the main the main focus the main emphasis is the parking lot the restroom building a playground these concrete walkways here and a sort of detention swell area for the rain runoff from this parking lot and from a storm water drain that empties right here that will flow through the parking lot into that detention basin so that's what we're looking at is that a currently existing stormwater drain or one that's been okay yes so basically this is just plainly green space more passive green space park period with a walking trail okay right right you have a playground a restroom parking area um and a belief phase two would be the rest that also includes all the the shots in the cabin over the contaminated areas and really prep for phase two which would get into the walking trail includes all the grading um there were some mounds that were introduced kind of had some interest in the walking areas so those that grading is included and then really setting the foundation for those walking trails so after that work to the northwest quadrant at least as it we see it up here or whatever is done what limitations on usage of that area are we going to have i mean like why is a walking trail permitted but maybe not something else as long as we're not digging or disturbing into that cat so we're only going to have a foot of soil and there's going to be a orange membrane basically set on top of the ground but it's really it's activities or buildings that cannot disturb that cap we'll get into that so we you left it open to walking trails and passive recreation to open play so conceivably there's some other things we could do but walking trails seems to be the maybe the i don't know easiest but it makes most sense at this point ryan was there discussion of the multi-purpose field on the the main street side of the park uh yes there was i think on this lower portion here under kind of south of the playground um there's in phase two i believe is going to be discussion of open ball field that was shown on the master plan and mr mayor that would accommodate uh football any soccer softball baseball any kind of open activity that anyone at the park would want to engage in is that correct brian yes ma'am but probably i'm assuming keeping in the theme of city getting being in the passive game i mean we're not talking about a backstop with a mound and a outfield i mean we're talking about just general community usage yeah this this i'm very this is not my ward um nikki i believe this is i'm sorry um because in my professional life the we have a program that operates in that area um the part that's across the street from there that's in the neighborhood this across the street which is this i mean it's it's it's uh there's basketball courts across the street not sure if you're aware of that um behind the apartment buildings there are there's a couple areas of playground equipment that are not sufficient for the folks to live there um this will be incredible for that community i mean it really will be um it's if i wish that that land could accommodate something more and maybe in phase two we can explore that but i i i think it'll be a game changer for that community especially that will be opening up their community to main street and that's really what my question is how much of this we would receive from main street so that that brings us to you know some other budget items that are that are included in this budget uh security cameras and locks on the restroom uh lighting which might be a phase two uh issue but we're going to lay the groundwork for the lighting in phase one and then i think the next item on the agenda is discussion about purchasing a strip of land to connect this to main street so well we discussed uh um and that's one i'm glad you mentioned that was one thing i was going to bring up was maybe just some strategic safety lighting is that that is in the plans that is the plans yes i think it may be very visible from main street it isn't as visible now but i believe most of the trees have to be taken down and we're going to plant a so because of the cap and the what they're having to do with the remediation yeah what what they have to do with the remediation i think a lot of that is taken down so you're going to start out with basically clear cut almost and then you're going to plant trees in there so i think the trees could be placed so that you would see probably the the restroom in pavilion area right playground from main street do y'all have any idea i mean being in the landscape like what trees you've identified to stay versus ones to be reclaimed unfortunately a lot where these these aoc's are they're going to have to almost be clear-cut to be mitigated for because we have to put so much soil down um and partially because adding that soil can actually damage the trees anyway so so in essence where you have the um contaminated areas and you're putting the cap and the mesh you basically clear cut that and then you really can't put trees where you've actually we can um you can plant them in there during construction and during installation there's some mitigation that has to happen to do that okay but you can plant trees it just has to be marked off okay so that barricade has to be there okay so the barricade has to be there because i thought the whole idea was not to disturb what was underneath when you dig out the fabric actually that barrier fabric actually drops below below the hole okay and then you drop the tree in correct okay there was discussion at some point about connecting the parking lot with the john lamb center is this still is this too far down the parking lot um the big stroke we face is an existing stream that runs on the side of the property which makes it kind of an auto connection it's very difficult it's still very close all right any other questions anybody had comments about boundary josh could you maybe mention the uh time frame for fitting this out yes so bidding it out uh davis and floyd has has said end of june beginning of july they're ready to go um i think we've i think they've identified all the problems that have popped up and ready to get this thing out of bed and then probably a month after that to get it through the bidding process right can we give back just a couple slides this one so i just want to make sure what what's you know what's in front of us is um is acceptance of capital project sales tax funded magnolia park and foundry park plans as presented by davidson floyd are we are we voting on the the total of this number and this number for foundry right now and this number and this number for grace right now are we just voting on acceptance of phase one right here just phase one just these plans mr mayor where did generally asking that you all accept what davis and floyd has presented and that is acceptable to you as a council so that they can move forward with bidding projects all right and just to confirm what you've proposed to us is solely phase one there's not phase two stuff in there isn't that correct yes will we be taking up that vote at some point in the future the face tip yeah yeah okay thank you i have a question how many phases do we do we have do we have phase one phase two phase three or just phase one and two just two phases and we expect to start design of phase two this fall will have all the money collected by october so phase two is only going to include foundry and grace street and n96 and the biking pedestrian trails what happened to magnolia magnolia's in phase one okay we're gonna get we're getting there is there but we're not voting on grace street phase one tonight no okay well kind of we'll get there all right here's magnolia the conceptual plan new entrances pavilion 88 accessible walks around new physicism stockman and magnolia and removing an old foundation that is starting to pop out of the grassy area in the great wall is that right correct yes okay all right so looking at the budget looking at the budget this is what davidson floyd has designed to to fit in that phase one budget it includes a new pavilion concrete walkways to that pavilion new entrances at stockman and magnolia avenue new fence new landscaping and then an asphalt walkway around the rest of the rest of the park and removing that old foundation that's starting to poke out of the great lawn this is a park where's the playground equipment i mean we're smack dab in a neighborhood here with children there is playground equipment that is there and and we'll stay there you won't be adding any new equipment no new equipment isn't it it's in the plan it's no miss partly miss partly i understand that in the survey of our existing parks that magnolia parks playground equipment was probably in the best condition of all the parks josh o'brien and philly if y'all could confirm and so we felt like that playground equipment was in very good condition and did not need to be replaced is that correct that's correct how much money was allotted for magnolia for phase one 165 000. that seems very small when we're when you're allotting a million for foundry and almost 650 000 for grace um that playground equipment very well may be in the best shape of all the parks but it's also very old it's very dated it's it's not adequate for that community i think there's one swing set and maybe a jungle gym it's not that much out there when you're talking about in the middle of a community with children and with with single families it just seems like yeah and i understand the concern versus the numbers you see 10 times you know that foundry but we got to remember we're starting from scratch at foundry i don't know how much costs have been put into magnolia over the years i think as i understand it that's the main difference with the why the number's so much higher for founders just because it's from scratch and then i don't want to speak out of turn but grace i think a lot of that is for the demolition of the water treatment plant is that right that's correct phase one yeah and i am a little bit i am concerned about the playground equipment and what and i have agreed and my group has agreed to give up some money from gray street we're putting more money on magnolia than was in the budget um and i can explain part of that later because we we're going to save some money and taking down the building on the you know the demolition cost but to make it work when we started looking at it we realized we couldn't do for 165 000 what we had planned to do so we're already trying to we're already agreeing to shift some money from grace street to do especially this troy hodges to make sure this is done now when we we're we're working on a um a collective bid for all the playgrounds that the playgrounds are going to be one contractor you know the rest of the stuff for these different you know could be a different contract in the playground contract i really do think we need to have that person look at a design to add to what we have at magnolia to see if we can add some equipment there i just want to make sure is that i mean is that allowable can we move those funds around within projects yeah and i think and the reason we can because they just the referendum said to spend money on city parks in greenwood only concern is it seems like we're always fighting for magnolia park and when you look at the city website and you look at the parks that are listed every one of those parts looks like what is on the website except for magnolia park it doesn't look like what's depicted and it just seems like we're always fighting for this park and i think i would be amiss not to say anything you know with this being in the middle of my heart i think that you'll be the appearance is going to be very nice because it's going to be a brand new pavilion we're going to grade it out because there's a grading problem around the pavilion so they were talking about um reworking the old pavilion we made a decision well look we need a new pavilion because i think that that is very well used more than our other pavilions i mean this is probably the highest use that we have you know in our park system so you know i i especially wanted to have a new pavilion there the fencing is going to be important the landscaping is going to be important um and we have put a lot of time into our our decision as a foundation and you know the city didn't do this this was these this was about our volunteers did this part and we raised the money to do it so um this was our first part this is where we chose to put the first park in greenwood was magnolia park um we raised the we raised the money to put the restrooms in there i personally raised forty thousand dollars to put the restrooms you know that wasn't paid for by the city or any public so you know we did that ourselves so we have spent we have spent you know time with this park and it is a priority for us and that's why we did it first so um yeah is that julie no that's not this is dave okay ben betty boles um you said you're gonna you're gonna do a new pavilion that means you're gonna tear the oven completely down yes okay because i thought he said he was just going to do the foundation no i think there's some there's something there's something buried from an old there's an existing foundation currently in the yard area and to increase the safety of that the use of that we wanted to get that out of there okay so you're gonna tear the pavilion completely down and rebuild it yes ma'am yeah from the from the foundation on up the only thing the only thing i think that that we should look at a little bit more carefully is the playground equipment i think there's some that's usable there and i think we can look at adding some to that so i think that you know all this is going to be dependent upon these bids that come in and we may not even be able to do what we've got here so we may have to choose between you know what quality of fencing how much landscaping we're going to do and that kind of thing hopefully we'll get a good bid and we can you know we can move forward with that but i personally will tell you that we will look into adding to the playground equipment thank you billy do you want to give just a brief background on your organization just for everybody's knowledge and how it relates to everything else yeah it started it started yeah probably almost 30 years ago it started probably 10 years before i got involved in it but i think there was a group of very concerned citizens in in town that that uh realized that the city and the county did not have the money was not spending money on parks and so they said well we're just going to raise money and do things and try to get grants the first trail we did was the uh um you know the trail in south greenwood that you know from the railroad museum that you know and then when we looked at doing the first part the first part was magnolia and you know grace street had always been kind of a dream to do a county-wide park that is a larger park but west cambridge was done you know probably it was the next park that was done and then some other trails were done but it is you know our group is a completely volunteer group we've gotten some grants we've raised some money a lot of what we've gotten is from corporations we've talked contractors into doing free work and doing work for us so that's where we've gotten here this is the first time we've had any big chunk of public money to work with and it you know it's it's a challenge because when you know i have our own money we raise i can go to a contractor and get them do it for cut rate but you can't do that you got to go through the bid project you know you you have to have the engineers do the work so although we've got a lot of money we still have some you know some financial um concerns with being able to get everything done with these bids well you all have some remarkable volunteers including yourself of course i guess i didn't realize that that the whole scheme of things the first park is really not that old i mean it's only been around 30 something magnolias 25 years probably i didn't realize the just general young nature of of any park uh i where did we have a park system before that went away i mean well we had recreational we had rec centers but we didn't have passive parks like right you know new york has central park and you have other parks there were parks in mill villages and and summer programs would take place in those areas but that was probably huge that's years ago but there's no like fairmont park or central park or urban urban urban green space yeah and again this is a little bit of the history of magnolia park we went magnolia park we went to the neighborhood and said what do you want and you know they did that pavilion and we said you know should we put restrooms and everybody said no so they absolutely said no we don't want any restrooms because of what might take place in the restrooms and then we realized that you know you started having gatherings there and they said we need restrooms so that's when we went out and raised money to build the restrooms so that's why those restrooms are there and they happened after the fact because you know they said well we're going to try to please them we've had some people in the neighborhood that live close by there that actually help us police the restrooms and keep an eye on it some of them have helped us maintain it but it's you know it's volunteers in the neighborhood that help out with that other volunteers say west cambridge they're helping out with that and you know it's it's worked over the years but as now it's we're getting to a different scale and uh you know we're trying to do a little bit more i think it's going to help the city will there be a phase two for no it's it's there is not there's not a phase two we wanted and that's the other thing we put it as a priority because we wanted to get everything done with magnolia to start with that's why we didn't put a phase we didn't divide up the money because we wanted to go ahead and get it done and i think it will be the first one because other ones are more complicated i think it'll probably be the first one completed once we bid it out yeah i've been fighting for a foundry park for 11 years and we haven't got the first shovel full turned yet yep it's frustrating i was told the first four years find some property find the property we had the property all the time she doesn't want to build one down there well i've been going to meetings for you know and i've seen you i mean we've been going to meetings for a long time on it it is a and it's a good spot for it it is a challenge with the uh you know the cleanup so we're gonna give you a shovel and let you be the first one you'll be the first shovel the golden shovel yeah but it's been it's been discouraging a whole lot of times well there's light in the tunnel i will add with the magnolia part so the original application in 2016 was 465 thousands how much they asked for the cost estimates for just for this from madison floyd are 260 000 and that's where grace street and billy and the parks foundation has agreed to sort of give up a hundred thousand from grace and put it towards magnolia park to help to get to this level so that you know the budget went from 165 to 265 really by doing that all right any other questions about magnolia park questions comments concerns thank you billy i think we're going to grace street next so you may want to just stay up here yeah well i don't know we don't have we don't have a final plan for gray street the one thing i can say about gray street if we and there was a good bit of engineering involved with this we're going to take down the building which needs to be done to you know to do what we want to do in the lower part of the park and for security reasons the city was having a hell of a time with security on the building and davis and floyd thought that it might cost us four or five hundred thousand dollars to get it done uh the bid went out we got it we got a bid from a company that the city has done work with is 189 000. so you don't get that kind of news normally on bids but that's going to save us a good bit of money so right now that's really the only thing going on with grace street in this phase one we do we do have three things we're going to do on the upper side of it the um we're going to put a sign at laurel and grace that needs you know to to and it's going to be diagonally so you can see it from all four directions we're going to try to put a cover over the the pier in front of the fountain there we already have that designed it will fit in with the design of the fuji pavilion it will have kind of an asian influence on that we're going to try to put in a another shelter kind of down near where the duck feeding station is if you know where that is so that people will have another place you know to gather and you know under the shade and have a picnic and then we're going to try to do the agility area of the dog park and finish out the dog park and especially some drainage issues we have to resolve there and that's all that's probably a couple hundred thousand that uh would still be you know in our phase one a couple questions about grace street that that demolition i mean i've been on that trail back there and when you get real low there's a lot of i would assume debris related to the plants that are back there that can't be removed without heavy machinery is that part of the cleanup as well it isn't but a lot of it's some heavy metal i think that contractor will agree to take it just for the price of taking the metal so and and there's it isn't specifically in that contract but yeah i do realize that we're probably going to cut a few those small trees in there to get to it you talk about that that's right behind the building i mean there's just when you get down to the lower level where you're basically on the same plane as the as the water treatment plant there's just i don't know huge pipes just it looks like industrial junk not waste but just industrial junk that's been there for 75 years i think cpu cbw just went back there and said well we may need this kind of pipe or this manhole cover and stuff and they just put it back it wasn't in the woods at that point then the trees grew up around it so there is a you know some of it's it's a good bit of like clay piping right which we could probably just run over with a bulldozer and it would polarize that and we don't really even have to take that off but so once we knock down the water treatment facility is that just going to be like an open space is that the plan well what we're thinking now and i thought i talked to julie about it is is having another a larger pavilion i'm thinking of having a food truck venue where we have a place there where if you have an event you could have food trucks there will be a playground obviously parking area restaurant restrooms nicer you know larger restrooms that will service that area and billy i think you and i maybe talked about it one time before but when we knocked the water treatment facility down is that going to give us a little bit easier closer access i should say to the amphitheater or my am i off there which which the little amphitheater over in this area i don't think we were talking about a huge one i think it was more like for schools and we're still really kind of getting into the phase two portion of what gracefully so that really hasn't been designed the reason i ask is because it sounds like that would complement food trucks could complement that that just was yeah okay i've even envisioned this this is my idea we still have the water tower and i think if we can paint the water tower and put you know city of greenwood put our logo on it and maybe even have kind of a movie screen that comes down you could project movies and watch you know if you had food trucks and the lawn out there and project up i like it i think that'd be a unique so but the food truck area i don't think would take a lot from i mean this is basically you know gravel area where they can pull in and yeah but the pavilion and the restrooms would accommodate that so that's kind of what in the but we don't have that on the final plans yet our job is to to rein billy in you know you know and i don't i don't maybe i'm i don't want to rain on anybody's parade but you know i don't like to see redundancies and i mean you know we have a farmer's market are we utilizing what we i like to utilize everything that we have to the fullest i don't want to um i mean do we have enough do we have do we have enough do we have enough people that will have viability and usage of all of our facilities so you know i don't want to um diminish what we have and because i'm thinking about how we're going to be maintaining all of these different pavilions and different gravel and you know so i'm just as i said don't want to rain on anybody's parade but i also want to think about you know redundancies and you know how many pavilions can green would support how many amphitheaters can we support you know really have an inventory of the product we have so we're not having overlap or as i said redundancies i think that's a good discussion to have for sure yeah and we'll go through this whole process again with phase two and a lot of this stuff okay well even and we talked about that when we were you know people wanted to keep the building and you know we had estimates from you know about two million to eight million dollars to redo the building and they said well it can be another place like the city market or john holloway's and i said well you know we've got those and maybe they're not even being used if you have to see how viable and economically feasible we are of a community of this size now as we grow you know if time keeps building and you know everybody else keeps building as we grow then yes maybe we have enough but i still think some of the facilities we have right now are underutilized what we're talking about with this shelter as opposed to i mean it's not as expensive as city market we're talking about you know 150 000 structure 100 100 150 000 structure so it one thing we've learned from having all these playgrounds especially adults like to sit in the shade we found that out too that's why you can't just build an open area out there people go crazy especially in the summer around here it's just it gets so hot that people are going to eat food and watch the kids on the playground and all that they want they want a covered area anybody well anything you all want to add to billy covered i think billy covered uh you know the main focus in this phase one this first round of bidding is uh magnolia and and phase one of foundry uh and of course the demolition of the building that's really what we'll focus on tonight all this phase two will come in in future meetings in the fall so we'll have a lot of time to talk about that but i do make the commitment to try to do some something with the playgrounds at magnolia we have to slide some money from something else yeah y'all anybody have any further questions or comments concerns for anybody about grace street i do i do have one comment if i could yeah um i would just like to point out for mesut ozil's benefit too that as far as gray street park goes the parks foundation has committed to maintain that part but of course that doesn't diminish the need that we discussed in the joint city county council meeting that we need a long-term plan for maintenance of parks in our community can y'all hear me i feel like billy's leaning his head in really low like no one can hear me no we can hear you we can hear you okay can we have a vote on that can we have a vote on that julie if that has to be joint city county no i i just wanted to make sure that everyone understands how we're moving forward with maintenance of parks the city will maintain boundary parks foundation will maintain grace we will we will continue to maintain jointly magnolia but obviously we need to move towards a more long-term sustainable plan for parks and and i am hoping that the the food truck venue maybe even that could be done over the internet as people the food trucks pay you know with credit cards over the internet and this would be a source of income to maintain grace tree well yeah i think that unlike nature i'd like to just learn more about our sustainability but it's a good certainly great thought all right well anything else y'all want to die that covers it all right thank you guys thank you so capital project this is a parcel adjacent to the future side of foundry park that's between one and a half and two acres the county has agreed to reimburse the costs which associated with acquiring the property that are estimated to be about 11 500 the purchase price alone is fifty six hundred dollars um and it will be used to uh for it will be used for park signage and the city is already currently maintaining that stripper lane as well do i hear your motion going to this resolution motion to approve resolution um 21-06 authorizing the acquisition of approximately 1.73 acres of property owned by norfolk
