all right thank you welcome everybody to the September 27th 2023 Mesa Planning and Zoning Board public hearing we'll Begin by taking role uh I am chair SS Vice chair pitcher here here thank you board member Crockett here and board member Montes here thank you and board member Peterson board member blakeman and board board member Carpenter excused today so as part of today's agenda we have a consent agenda when this will all be read into the record and acted on in one motion from the board uh these will not be discussed individually and at this time we're going to have my esteemed colleague Vice chair pitcher read the consent agenda for us you're you're only esteemed colleague in person all right um the items on the consent agenda for the meeting uh the public um meeting of of the planning and zoning board for Wednesday September 27 2023 item 2A pz 23118 the minutes from September 13 2023 study session and regular meeting item 3A uh has been pulled so 3B which is z221 1233 Outlaw Trucking District 2 within the 5300 block of East Main Street located south of Main Street and East of hickley Road uh major site plan modification this request will allow for the development of an automobile repair facility staff recommendation is this one is continued to October 25 2023 um item 4A z2200 610 Business Depot Suites in District 2 within the 4200 block or the 4200 to 4,400 blocks of East Southern Avenue and within the 1100 block of South Oakland located west of Greenfield Road on the north side of Southern Avenue reson from neighborhood commercial with a planned area development overlay NC pad to limited commercial with a planned area development with bonus intensity Zone overlay LC pad Biz and site plan review this request will allow for a commercial development St recommendation is approval with conditions uh the uh also on this one there was a change to the condition number four as was discussed in the uh study session um next is um 4B which is z 23- z432 hos Crossing Village 1 Phase 2 district 6 within the 3200 to 3500 blocks of South HW Road West side within the 3200 to 3500 blocks of the third of the South 82nd Street alignment and within the 3200 and 3500 blocks of of South 80th Street located north of Elliot Road on the west side of hos Road rezone 17.4 uh plus or minus Acres from small lot uh single residence 2.5 with a planned area development overlay to RS L 2.5 pad with a pad uh to um RSL 2.5 dpad dpad do you want me to to read those the parentheses as well chair board members no you don't need to read thank you I won't um to allow for additional modification to development standards for Village one uh phase two modification of existing planned area development on the the entire 98 plus or minus acres and a major site plan modification this request will expand the the existing ha Crossing Village one pad to include a single residence development known as Village 1 Phase 2 staff recommendation is approval with conditions uh next is z23 d441 Enclave at Mountain Bridge District 5 within the 9,000 to 9200 blocks of East mccallops Road uh and within the 1800 to 2,000 blocks of North Ellsworth Road located south of mccallops Road and West of Ellsworth Road preliminary plat for a six slot subdivision staff recommendation is approval with conditions uh 5B which is ha Crossing uh Village one phase 2 pre-plant district 6 within the 3,300 Block of South HW Road and within the 3,300 block of of South 82nd Street of alignment uh located north of Elliot Road and West of South HW Road preliminary plat for 106 lot subdivision the staff recommendation is approval with conditions thank you so I'd like to request a motion to approve the consent agenda is read so moved second chairman SS I will second the motion thank you board member Crockett all in favor please vote and I guess we'll need verbal votes from board member Crockett I vote I and board member Montes I vote I all right with a unanimous yes vote for the four here that motion passes thanks everybody all right now we'll begin looking at our one case right Rachel okay yep chair board members we received one request to uh pull item 3A from the consent agenda that is case z 23-35 um the resident would not does not desire to speak on this item but the applicant will make a statement okay thank you chair board members what I I appreciate the time I just want to put on the record here this evening we have worked with the HOA south of Brown Road and we have agreed as part of our project that we would be paying for landscaping in in the HOA landscape strip on the south side of the Brown Road specifically four red push trees two on each side of the sidewalk parallel to Brown Road as well as an additional 13 trees within the irrigated section of Orange Grove itself for a total of 17 17 trees so I wanted to make sure and get that on the record that we have made that agreement we have provided written um that in writing to them as well so we wanted to make sure we got it on here this evening as well so with that I'd be happy to answer any questions but we think we've we've got a good project that meets all the findings as discussed by staff in the staff report thank you appreciate it thank you Mr Lake any questions for him at all from anybody on the board nope I think we're good so that I'll close the extended public meeting part of that one and then see if there's anybody wants to make a motion on the case anybody no I'll I'll move that um the the matter which is uh z23 00350 uh Ultra Clean Car Wash or Express Car Wash rinse rinse and ride be approved have to read I second you want me to read the whole thing yes please uh within The 4400 Block of East Brown Road located north of Brown Road and East of Greenfield row site plan modification and amending the conditions of approval for case number uh Z 03053 and special use permit be approved stop recommendation I second chair um uh board members is the recommendation approval with conditions recommendation approval with conditions be approved thank you I just want to clarify thank you have I got it now and did I get a second there okay I second
