[Timestamp] Mayor Myron Bailey: All right, all right. Uh, good evening everyone. Um, this is the August 2nd, 2023, Cottage Grove City Council meeting which I'm calling to order. Um, before we do, uh, the, uh, the Pledge of Allegiance with the roll call, I did want to mention that in accordance with the requirements of Minnesota statute section 13D.02, council members Dave Thiede and Tony Kombata will appear remotely via interactive technology from the following public locations: uh, Dave Thiede is at the, in the lobby of the Hampton Inn and Suites at Albany at Albany Mall, which is 2628 Dawson Road, Albany, Georgia—way down there, it's a little warm there I bet, Dave—31717; and then Tony Kombata is at the Brainerd Public Library, which is at 416 South 5th Street in Brainerd, Minnesota 56401. So now that I've done that, called the meeting to order, I'll ask everybody to please rise for the pledge.

[Timestamp] Mayor Myron Bailey: Aye. Uh, next is nine is public hearings—there are none this evening. Uh, ten is bid Awards. Uh, we do have, uh, one on our agenda this evening which is the Low Zone water treatment plant project bid award. And the principal engineer for Stantec, Lee Mann, is going to walk us through this one. So welcome, Lee.
[Timestamp] Lee Mann: Good evening, Mayor and members of the Council. Let me just get this going here. All right, so Mayor and members of the Council, bids were received on Thursday, July 13th for the Low Zone Water Treatment Plant, which will be located at the northeast corner of Ideal Avenue South and 110th Street South. Uh, this project also includes the construction of well 13. And the site plan—the site plan is shown as far as where the plant is exactly located in relation to those roads and the features of the plant from a high-level view.
So the bid results: we received two bids, one from Rice Lake Construction Group in the amount of 38,182,800 dollars, and the other, Market & Johnson Incorporated, for 38,717,563.88. There was also an alternate one for SCADA remote site upgrades in the amount of 895,355 dollars. And the engineer's estimates are shown on the screen in relation to the bids. Rice Lake Construction Group was the low base bid in that amount of 38,182,800 dollars. And the funding breakdown for the FED amount and the SCADA remote site upgrades are as shown for the water treatment plant, well 13. The amount of 37,408,783 dollars is being paid for out of 3M settlement funds. There are 774,000 dollars of City responsible costs that will come out of area and utility funds, and the SCADA remote site upgrades in the amount of 895,355 dollars will come out of water and sewer utility funds for a grand total of 39,078,155 dollars.
So, um, the recommendation tonight is to adopt the resolution 2023-104 awarding the base bid for the Low Zone treatment plant and Alternate One, the SCADA remote site upgrades, to Rice Lake Construction Group in the amount of 39,078,155 dollars. And one other point of importance: the 3M settlement-funded construction grant for this project was finally executed yesterday in the amount of 42,127,000 dollars, which includes construction, engineering, and other miscellaneous costs. So that's all set to go.
[Timestamp] Mayor Myron Bailey: Perfect, all right. And, uh, I—some people out in the audience may not know what SCADA is. Do you want to just briefly mention that? We know what it is, but just for the public.
[Timestamp] Lee Mann: SCADA stands for Supervisory Control and Data Acquisition. And basically, that's the system that helps the city run all the wells. Um, in this case, the treatment plant will also be on the SCADA system, towers, lift stations, and booster stations. And so that's the computer system that gives the alarms and, in some cases, actually controls when those facilities get turned on and off.
[Timestamp] Mayor Myron Bailey: Perfect, yeah. And, and are the units or the system we have currently is an older system, so we're basically upgrading everything, so—
[Timestamp] Lee Mann: Correct. And the new system will be a big step forward into meeting the states' and federal cyber security standards and requirements.

[Timestamp] Councilmember Dave Thiede: Yeah, I guess, but all I wanted to say was I—I sadly, uh, sadly missed a Night to Unite, uh, last night. I heard it was a fantastic, uh, as usual. And, uh, so, uh, hopefully, hopefully next year I'm not—I'm not traveling. But, uh, so that's about it.
[Timestamp] Mayor Myron Bailey: All right, sounds good. Uh, Councilmember, uh, Olson.
[Timestamp] Councilmember Justin Olson: Thank you very much, Mayor. Um, as Councilmember Thiede made comment about, last night was Night to Unite across the country, and here in the city of Cottage Grove we had just an unbelievable time. It was so fun. I had a chance to visit several parties along with you, Mayor, in the afternoon at some of our retirement communities, and then of course neighborhood parties last night. I believe we had close to 60 parties total in the city, which is, um, a few more than we had last year. It seems like every year it gets bigger.
And, uh, you know, I just want to take a moment to thank all the folks who actually hosted parties at their homes. You know, it really is an important thing to bring our neighbors together, interact with our public safety personnel, and you know, essentially get to know the neighbors and build safe neighborhoods that way. So thank you to all who did that. I know part of the effort was to collect some school supplies for distribution to our friends down at the Friends in Need Food Shelf for back-to-school, which is right around the corner, and I think we had quite a few people out running around today from the city picking up buckets of school supplies and delivering those.
I also wanted to thank all the folks on the City staff who put time, energy, and effort into coordinating, uh, all the visits last night. That is a monumental task, and I would be remiss if I didn't mention Charlene Raymond from our Public Safety department, Dan Schoen, our community engagement officer, Chelsea Flores, who I think coordinated all the fire responses since Mike Dandel, who typically does that, is on vacation this week, and then I know there were a whole bunch of other people like Gretchen and Jennifer and Tammy and everybody else and our general government section who had a hand. So thank you so much for that. It was really, really special.
I also wanted to congratulate River Oaks on another wonderful Public Safety golf tournament. I did have the opportunity to play in the tournament this past weekend with Mayor Bailey, Commissioner Bigham, and Sergeant McCormick from our Cottage Grove Police Department. Luckily they're all good because I am not, and it is the best-ball tournament, but we sure had a lot of fun. The weather was perfect and River Oaks just did a bang-up job hosting, even with some of the construction going on on the course with our new irrigation system. The course was in really good shape; it was easy to work around the one hole that they were working on—they had a temporary hole for us at hole 14—and again, wonderful turnout. All of those funds go to support the Public Safety Board and our Public Safety team here in the city.
And then last, I wanted to take a moment to congratulate my friend and colleague Councilmember Dennis to my right. After 20 years of serving the community with excellence as a business owner here in town for Dennis Brothers Liquor, along with his brother John and his, his son Greg and of course Kathy, who works here in the city as well, and then John's wife Wendy, they really have done a marvelous job over the last 20 years of being truly a source of pride for the city. I'm going to say this wrong, Steve, so I'm going to ask you to correct me, but is it the largest craft beer select—what was it?
[Timestamp] Councilmember Steve Dennis: We had a—we were very fortunate to have, um, customer reviews on one of the largest beer-related websites.
[Timestamp] Councilmember Justin Olson: Understood to be listed for many years as the top-rated craft beer store.
[Timestamp] Councilmember Steve Dennis: That's what it was. Top-rated.
[Timestamp] Councilmember Justin Olson: And, you know, all you had to do was walk in and, uh, the service was outstanding. Beautiful store. And, uh, Steve and his family were always very, very generous to many of the nonprofits here in town, including the Cottage Grove Lions Club which, um, as you guys know I belong to. Steve has been our partner for various events for several years and always treated us right. And, uh, you know, the business will be sorely missed, but it's certainly understandable that at some point somebody needs an opportunity to rest for a minute, and after 20 years you certainly earned it. But thank you for all you've done for the community as a business owner—we sure appreciate it. And with that, Mayor, I'll turn it over to you.

Uh, one is this coming Friday—and last week we had the opportunity to do a ribbon cutting and welcome Jersey Mike's into town—we have another new business that is opening this coming—well, it might be open already now, but open now—but they're doing a ribbon cutting, uh, this Friday at 12 noon, which is Home Choice, uh, which is next to, um, Ace Hardware, uh, that's over there and that is of course at 6990 80th Street South. So if you're interested, stop in, check out the new business—another one that's opening up here. And I did see officially today that Pizza Ranch is now hiring and they've got an official date out there for September 18th since that was one of the key questions asked of me last night.
Um, and so just letting the public know that. And then my last thing—and and hopefully this one won't get postponed—but, um, before we have our next council meeting, there is plans for another Movies in the Park at Highland Park, which is on August 11th, and the movie is going to be Super Pets. So I just thought I'd just throw it out there. She does a great job putting that together. They've been worried about the rain the last couple two weeks where they've had to postpone it, and then they're going to move that one into September, she mentioned, so that'll be—that'll be all good. Uh, so that is it for me. Um, the next item is Workshop open to the public—there is none. Uh, 14 is Workshop closed to the public—there are none. So I'm looking for a motion to adjourn.
