proceed with the agenda would everyone please rise for the invocation given by Rabbi it swine young Israel Asia Las Vegas and remain standing for the pledge thank you good morning it is wonderful to see that City Council's deemed an essential service so it's alright you know there's a recent before I just say a quick prayer there's a recent Pew study research poll that came out and said that that 24% of Americans feel their faith has been increased through this kovat 19 crisis only 2% feel that it has has been decreased it makes sense because when people feel a little out of control they'd like to turn to God and thank God there are not so many bitter ones amongst us whereas people say oh that's good the country might be getting a little more faith oriented a little more religious I actually was looking more at the other almost 75% of the people that say nothing's changed or it's an irrelevant question to them and and when we look in the Book of Leviticus that the end we are told very clearly that the Almighty is a very articulate teacher and he is trying to always send us messages and when difficult things happen to us that if we want to turn the tide then we do some soul-searching and some introspection but if a person were to stop and say ah things happen this is just the way it goes then there's another series of events that comes and actually laid out seven series of events each one worse than the previous when a person just takes the approach you know every hundred years there's a pandemic whatever you know God's doing a reset something's happened the world if we don't stop and take times like these to do soul-searching and reevaluate our priorities and our actions and really and our values and and make a shift then that perhaps could be one of the great tragedies of humanity so there really we should stop and recognize that we all want we all want to be different people when this thing is over then we was before and different people starts with our priorities and our values and leads to our actions so please join me as we stand before the Almighty and ask mighty god to help inspire our hearts to listen to your words to listen to your values so we may realign our values with your values realign our actions with actions that you desire us to do and make it so that we all have the potential to reach our fullness in our lives us as individuals our community and may God give this council the wisdom and understanding to lead the city in the proper way in a way that is godly the way that helps all of us increase the joyfulness and meaning in our lives may the Almighty please bring relief and healing to those who've been negatively affected and during these times so we all may move to better times soon quickly in our days amen mayor Goodman I'm sorry to interrupt the meeting David Riggleman communications director we have a video that some people have put together that they'd like to show you and with your permission we can play it at this point if it's you know I mean I'm just quite moved here what I'd like is I have some comments I'd like to make I was going to do that before the very beginning but I did see rabbi here and I know he has many commitments so I'd like to make my statement and then turn it back over to you if I could no problem thank you I'd like to take this time to share with you the depth of despair permeating an enormous and growing segment of this community the unemployed throughout this crisis my goal has been and will continue to be standing up and being a voice for the working people and small businesses of this great community who are suffering based on the thousands of calls thousands of calls and emails my office has been receiving these past weeks the fear of imminent overt utter poverty is every bit as real as the fear of the virus according to the Nevada independent from March 8th to April 25th there have been 393 and 61,000 initial unemployment claims filed in Nevada 393 thousand plus which is more than any full calendar year in the state's history that figure at this time represents 25 percent of Nevada's total workforce and that does not count the thousands more who have not been able to get through to receive a single dollar yet nor does it include contract and gig workers who are not yet able to file for unemployment nor does it include those who received their debit cards but with no funds loaded on them nor does it include the thousand more Nevadans who are likely to be laid off in the weeks and months ahead I implore the state to enlist their employees to be redirected to work on resolving unemployment complications immediately our out-of-work citizens need money to feed their families to pay their bills it is their money that they have earned and it's owed to them while I'm grateful there are now first steps toward the eventual reopening of Nevada it's important to remember that far too many of our people are unemployed now at the city and in my office all of us are answering phones and we are told people are spending hours attempting to get through to state lines with no success this has created real terror and panic for those who have no income no nest egg while I understand a new interim director has been appointed at dieter the department of employment training and Rehab hopefully to help alleviate this backlog I want to share a few of the real stories of real people who have contacted my office so often so many of them in tears and panicked and no answer first a bartender from a neighborhood tavern I'm just at my wits and these are quotes I have changed nothing of course I am at my wit's end I've exhausted all funds to my name I can't get through to anyone or anything for assistance I wake up every morning trying to stay positive and not slip in to full depression it's a battle every day my routine is wake up at 7:00 a.m. start calling unemployment back to back to back until it kicks you off at 9:30 once I fail at that I then try and log in to check where my stimulus check is it keeps saying I don't exist it says I don't exist and there's nobody to talk to the lady I rent from is calling texting and hassling me every day for money absolutely for money I do not have the stress is truly starting to overwhelm me and take over I'm scared what am I supposed to do another caller I'm down to my last $30 I have a wife a two and a half year old and an 8 month old I literally have $30 left to my name I try to get through to unemployment every day what am I supposed to do another caller I work two jobs one for the strip casino and one on the outskirts of town my work my wife worked for a neighborhood casino we've lost all three jobs and have not been able to get through to unemployment what are we supposed to do and finally a note from a renowned chef sorry to contact you at such a chaotic time I was hoping you may have a suggestion for a contact at the unemployment office in short after lengthy attempts I was able to fill out a claim online when I reached the page determining my employer I selected the correct one the subsequent page showed I had no earnings in 2018 and 2019 I was thus deemed ineligible I secured my payroll records and faxed them as well as emailed them on April 17th and again the following week my wife and I have logged seven thousand five hundred and seventy nine calls as have many others not one time did we get anything but a busy signal not emails nor phone nor postal responses we are fearing the worst if no assistance is in the near future I know you are not responsible but I am getting worried again I'm sorry to cry on your shoulder but what am I supposed to do my question is what are these people supposed to do we've heard be patient but the people of this great community have been patient we're going into the eighth week of this shutdown with no definitive timeline I continue to have every confidence that our business owners and managers will do it needs to be done to reopen safely with the interests of their employees and visitors paramount the Nevada United plan for recovery does not contain specific dates to enable families and business owners many of whom have invested their life savings and their businesses to have the life preserver they need today and to plan for their futures I recognize there is fear about opening too soon but the question that many are asking when is too soon too late I will commit I am going to stay on this so all of you with these businesses that are closed down at every one of you who's unemployed I will continue all I have is my voice and that's all I can use and I promise you I will not stop speaking mr. wizard thank you it's your voice and I know how important you are you're the heart and soul in the family of our community and those of you who are watching online you've made this town you have made this town and my family and I have been lucky enough to be part of being in your embrace and God bless you all we will get through this and we have a start because we have a plan we need dates and we need to go so mr. leadership you're doing an awesome job for the city of Las Vegas thank you hey Mary Goodman and members of the City Council I want you to know that I support your efforts to get Nevada businesses open I know that you care about the citizens in this city of Las Vegas and that you will implement safe and responsible plans to make sure that we can get people back to work thank you so much hi this is payment from payments Mediterranean cafe for past 32 years in Las Vegas Mary Goodman I just want to let you know I am 100% in supporting you and thank you so much for standing up for Vegas and saying what what the right thing it is even though if it's not popular please open Vegas because we're small businesses we are dying thank you hi I'm les Vegas resident and former Nevada state senator Elizabeth Huglin I support mayor Goodman and I would like to see Las Vegas get back to normal as soon as possible Thank You mayor Goodman for knowing the city can't be shut down too long and all the hard work you're doing there and all the City Council members thank you so much mayor Goodman I want to tell you thank you so much for all that you're doing for us and for standing strong with Nevada as a business owner I know what it takes to make ends meet and that is why I wholeheartedly support mayor Goodman in her efforts to get Nevada back in business I am UFC Hall of Famer Stephan Bonnar and I have a small business here at gym and it's time to support mayor Goodman's I've heard to get businesses open again and get our economy going hi we support our mayor Carolyn Goodman she has done like to say that I've got the back I'm talking to who I'm talk to I'm mayor of Fabulous Las Vegas Thank You Carolyn Goodman I support mayor Goodman and her efforts to open up Las Vegas for business thank you for your continued service to our city mayor Goodman I want to say a big thank you to America and for being among a very short list of policy makers without the courage to actually look at the data and not the high spear mongering regarding the corona virus thank you for supporting business and working hard to open the data back up and I want to tell them they're shaders going to hate hate 888 but we love you we back you and we believe in you stay encouraged so nice garden well I don't know where that came from but for all of you who participated in all of you who are here you just know everything really comes from the heart a lot of bad things have been said and I wouldn't be in this job and loving this community if I didn't have broad shoulders and no matter what it is and how untruthful so many of the comments have been it's okay it's okay because I know that we're doing the right thing here in Las Vegas where Nevada is a state unlike any other state in the Union we're all about hospitality tourism and conventions and we can do this and we can do this in a healthy manner we weren't broken before there was no problem before but we can do this together and make a nice balance and it's up to the private industry to go ahead submit their plans which will be caring and good and safe and hygienic ly perfect I'm sure so at this point we're gonna go on to public comment and you just said something to me you wanted madam mayor before we open it up for public comments I know councilman Stavros and Councilwoman seaman and myself I'm have a couple of words to say so if you want maybe we'll start with councilman Stavros okay well first of all I just want to echo what Mayor Goodman said I think that was her statement was spot-on and I guess the one thing I can add is when we think of Las Vegas when we think of Southern Nevada the first thing that comes to mind are the major casinos all up and down the strip and in a downtown area but what most people don't understand 47% of our economy almost 50% are small businesses just some guy or some gal or just some married couple and they're just running a small business and they are absolutely being destroyed today we just saw one of them Ricardo's Mexican restaurants been here forever I remember as a young cop going to Ricardo's because they gave us 50% off for our lunch which was a nice thing we didn't get paid that well back then but they're going out of business and it's not just them there's gonna be a lot of businesses that go out of business unless we get them open and there's no reason there is absolutely no reason why a retail store or restaurant cannot open up today I mean we're we're not stupid we're Americans business owners are smart they know what to do customers are smart they know what to do both of them know how to get out in our community safely and if you don't want to you can stay home there's nothing there's nothing wrong with that and I would encourage senior citizens and people that are really sick to stay at home but everybody else let's get out there and I mean I need a haircut [Applause] I've waited for my barber to open up so I get a haircut so I think we can do this today I really don't understand it so I I'm glad to see that there are people up here on this Las Vegas City Council that are really supporting getting people back to work it's it's it's really a shame but we're gonna do this we're gonna survive and we're gonna do it so thank you very much okay I refuse to accept that it is in either-or scenario when it comes to opening the economy back up that we have to choose between safety and our economic survival I believe we can restart our city in a way that ensures public safety but also allows us to begin the healing process on our critically wounded economy when looking at the issue of the corona virus epidemic we can't only look at one side of the issue we have to look at both sides of the issue every day like mayor Goodman and everyone else here my office gets hundreds of calls and emails from people at their end of their economic rope we just spoke to a couple who despite being on a mission for the last six weeks to get on unemployment they have had no success in our down to their last few dollars while their bills continue and rent continue to pile up unfortunately their story is the story of tens of thousands of people who have been left on their own by our failed unemployment system but the pain doesn't stop there our businesses are facing their own economic disaster as well watching everything they have built disappear before their very eyes the longer this drags out on the greater the number of businesses will close their doors for ever like Ricardo's that wonderful restaurant has been a part of the Las Vegas community for decades the location for countless weddings parties birthdays and special events all ending forever equally as sad all the new businesses closing their doors forever before they ever had a chance to become a Las Vegas institution like Ricardo's if the big corporations Whole Foods Target and Costco can follow safe precautions so why can't our mom-and-pop businesses that are now facing closing forever that is why I'm calling on the state to move us into Phase one right now I have no doubt we can do it in the safe manner that protects our citizens and guests while allowing us to begin the hard work of rebuilding our great city Las Vegas that we call home thank you madam mayor [Applause] thank you madam mayor Councilwoman steamin and Councilman Stavros so I want to read a statement that was that I prepared so don't get off-track but I want to start off with as we're going through this and as our madam chairwoman Commissioner Kirkpatrick has taken the chair of the lead thing we've been communicating daily and on the same page as far as opening Nevada right now so I've worked with her in the assembly up at the state level and the last two people that were in that building at one o'clock in the morning was Marilyn carpaccio myself going through the day so she has the work ethic that we all appreciate and I want to thank her for her efforts as we stand proud here and in support of our mayor the city of Las Vegas is poised to reopen safely and compassionately and it is time for specific actions and answers we cannot afford to say I don't know when and I don't know how we will regain our community speaking out I'll tell you it's very scary sometimes because we'll get attacked by the liberal media however our silence is much more deadly than the kovat 19 itself shuttering our businesses without providing an unorganized and specific plan for reopening is not a position our leadership can afford to adopt that is why it is imperative that we follow our mayor's lead and supporting our local business community with our direction and support to reopen as quickly as possible while protecting our community's health and safety we can do this and I have full confidence and I have full confidence that working together with our chair lead we will reopen today soon we cannot wait for the state or the federal government to provide the support or guidance and so the biggest question I really ever had was why would we ever shut down our state without a plan to reopen it before we shut it down our community needs our help now our citizens need to get back to work rather than wait unbroken unemployment system our small business owners cannot wait for federal programs that are delayed and underfunded we need our hospitality industry back we need our small businesses back this shutdown is killing people suicides are up drug overdoses are up depression is rampant domestic violence is through the roof child abuse be it physically sexually or mentally is up nobody wants to accept death and sickness from covert 19 nobody however when elected officials make statements to marginalize the impact of closing the economy in order to protect the public from harm they are not representing their constituents faithfully for example making statements like I miss my happy hour I would love to get my hair cut I would love to go out to dinner - to defend the prolonged destruction to our livelihoods does not fully consider the true impact to our community what about the people who have been laid off due to the essential non-essential designation that we live paycheck to paycheck what about the newly unemployed who have not been able to process their unemployment claims due to the antiquated and grossly incapable state system they are receiving phone calls from their landlords utilities phone and cable companies car loans insurance carriers and credit cards regardless of the state mandates and utility companies delaying evictions and shut offs the stress created by these constant phone calls and threats is becoming unmanageable they are missing birthdays funerals weddings family vacations and can't go to church they can get their dog groomed because I'll tell you I use Rover makeover they come and they groom my dog but they can't get a haircut they can go to the hardware store but the not the vitamin store they don't know how they will get money for food next week they have no answer for their children on why they have to wait in lines two to three miles deep to get 15 pounds of much-needed groceries at one of our local foods shares and thank God for those wonderful souls helping those neighbors every day now we hear from some elected officials and other elites that we just need to hunker down for a longer these leaders do not offer any hope any light and certainly not any solutions for the future it is nearly impossible for people to truly empathize with others that are not in the same situation if you have your normal income and are paying your bills the same the shutdown doesn't affect you in the same devastating way it affects your neighbors and god bless you and good for you the majority lives paycheck to paycheck and our regular middle-class people are having a hard time feeding their families right now and this is devastating nobody wants to reopen the city recklessly without safety and precaution we all know that our lives have changed and many things will never be the same this virus and the ones that come after it are not going away the time for shutdown and panic is over we must include the potential permanent economic impact to putting thousands of small businesses out of business hundreds and thousands of people on indefinite unemployment even assuming the state of Nevada Deeter has the ability to fix the broken system immediately our community's mental health is at risk with these escalated pressures we must protect our community and help those in need of mental health and addiction support I ask you is death from the corona virus more tragic then the death of a person committing suicide in desperation because of the shutdown one life lost is one too many as we kill the economy we literally kill people and add side effects of shattered dignity and scars on children that will never ever go away fear is a great way to control people and make no mistake if you are staying home for Nevada without underlying conditions you are in fear and you are being controlled and I am asking you to think for yourselves and do your own research it is time to continue to closely monitor and protect our vulnerable population while allowing our general healthy population to return to work and activities it is a fact that coded nineteen like most viruses before it will not go away Maxine and natural antibody protection will eventually mitigate the virus but it won't disappear by keeping non-essential businesses closed and most of our population and hiding and if we wait until next year for the cure we will have destroyed our local economy beyond any repair the essential businesses are suffering from restricted access to customers as well as a reduced amount of customers who can afford to patronize these businesses non-essential businesses are suffering from obviously being closed against their will the state of Nevada has said there will be a phased approach to opening the economy but the plan provided last week was lacking in specific details 28 pages of nothing for our business community no dates no regulations no expectations and no solutions we need input from all all of a Venusian our community to live in balance and protect our freedoms we must act soon but safely to open the economy and get our families back to work business must adopt social distancing and revised sanitation procedures that reasonably protect customers from exposure to germs and viruses we must include our business owners and industry specialists in developing these enhanced measures business owners will need time and support to prepare and without a plan and guy it will not be possible to provide safe and sustainable environments for commerce they need time to call back and are trained employees purchase inventory purchased appropriate PPE sanitize their stores install necessary guards surfaces etc to provide adequate social distancing and start a brand new campaign we're open again come back the propaganda of this crisis is driving each of us to hate one another judge each other question each other and we need to start there no judging just helping each other if you want to stay home stay home but we are grown responsible adults that can navigate our business and family and the safety of our family members that are elderly and have underlying conditions there are they are the ones that need to stay home for Nevada not the healthy so if you're healthy leave your house and stay healthy take a walk ride a bike pick up dinner and go have a picnic with your healthy friend get outdoors Nevada start living and stop being afraid I hope I can speak for our entire city of Las Vegas family that we are fully committed to providing guidance and information on any resources available to businesses through our economic and Urban Development Office business licensing department city manager's office who's doing a stellar job by the way mayor and our City Council Board offices so this is now time for us to come together support our mayor the city manager provide real time support our industry and community and reopen Las Vegas thank you [Applause] [Laughter] [Music] thank you very much we're gonna go on I don't know if there's anything that councilman Knutson have any comments or Councilwoman Diaz councilman career on the phone I do okay what do you say I couldn't understand yes please go ahead not a man yes thank you clear good morning everybody in you know I think that a lot of things change today and so I'm in agreement some not I think that we need to take a look at the fact that we are in the middle of this pandemic we've gone back and forth about how do we get open and when we can open and I don't think anybody in the entire city that does not want to get open and get open we responsibly you know as I've mentioned in the past I personally I have I have two businesses that have been very very affected by this I'm an investor in a restaurant on the Las Vegas Strip that's been closed better lay out a number of employees so I'm not sure there's anybody else on the day is that it has been affected by this in this particular manner like I have and so I am you know dealing with the same situations that many people around the state and around the country are dealing with but I do think it's important that we do open responsibly and just to come out and say you know go out hang out with other people and and to not follow social distancing not take precautions or in a mask not having policies in place where we go back out and I think that's irresponsible and that's what a lot of people are doing we've seen that non-california they open up the beaches and next thing you know they were you know thousands and thousands of people ever on the beach and you know that that is going to just exactly and the spread of the virus and I think it's important that that that we do look at the fact that you know we're still getting people who are contracted a virus every day there are still people dying every day and and as much as you saw the people who are hot that video I think there's thousands and thousands of thousands of other people that would say hey we need to be more responsible in our approach towards this I think that Governor Sandoval on the excuse me governor this a lot has done a yeoman's job of trying to manage this pandemic to try to manage everything it's courtesy and kindness we want that in our entire community so let's show everybody that that's what we do please hold on hello yes go ahead please councilman okay and you know I think that the governor has done a you miss job they're trying to manage this whole process I've known governor's just alike for four years I've worked with them side by side and trying to make our state better and I know that he wants to get this thing open again you know people have made comments that this is political he's trying to keep the state close I don't understand where that's coming from why you would think there's one person on the planet that wouldn't want to keep the economy close he's he's been tasked with managing this out of left field and and I think that you know there's nobody who would want this up on themselves so I know they need you guys laying out a plan maybe it's not as extensive as some people want with some exact dates but I think the pandemic is going to dictate the dates we are moving forward with with the opening of the state maybe it's not going at the pace that some want I definitely want to get openness in this possible but I wanted to get open now just possibly as possible so that we can help continue to flatten the curve and continue to see people who are not suffering from this I get it I understand it and we get the same calls my office as other counsel coaches are gotten in their office regarding the challenges we have not received unemployment the challenges of when are we gonna get back open tonight I just say to my my fellow citizens of Nevada that you know hey we're all here with you you are not here alone we understand and we're doing our best to try to manage this process like everybody and it's not that I disrespect the voices of those that want to get open I just think that we need to you know they come down and you know say that we should just open tomorrow I just don't think that's responsible and you know the city of Las Vegas has done an amazing job I concur with the airport champ that our student manager has been managing this process it is and it's gonna braid to Giovanni and his team and it will continue to be there for our citizens in our city and I can't wait to get back open again and it took a lots hard-working people that work in the service industry works a hotel to keep them clean to keep them going I have a lot of people who work in the restaurant but I am establishment I get it I am the daughter of a casino porter I understand what it means for your family to be sustained by one income and to right now not have that income and have to rely on an employment I also understand that there's many families thinking that their kids don't have a school to go to schools are closed so there's this predicament also when people get called back to duty and beings start to reopen what are we doing with our children there's so many things that we have to explore as a community and help each other up that we need to make sure that we're part of the work I want the center's listening in and are at the meeting to know that just because I'm dialing in via phone doesn't mean I'm shining away from my job and my responsibilities I continue to receive the emails I continue to receive the calls that the mayor just alluded to frustrated about the unemployment system the thing that I can do is be educated and informed so that I can tell the folks the appropriate channels and the appropriate mechanism and how to try to troubleshoot through those systems but I can only lend my support to the state and say I am here if there's anything that I can do personally let me know right now for all those that are self employed I hear this system is going to hopefully be available to them next week so I am kind of just waiting for that information so that I can do my due diligence and health and support and spread it I've had to hold the hand of some people that are filing unemployment and help them through because they don't have a laptop because they don't have connectivity to the internet because they can't do it from their smartphone so I understand very well all these pain points that disclosure is causing however this isn't about the virus versus the economy it's about making sure our community is healthy making sure that when we are ready to reopen responsibly that we are offering unsafe environment torturous because when I am having the conversations with the owners of a lot of these venues they are saying when we reopened we have to make sure that people know that we're doing it safe and that we're keeping their health and well-being at the forefront of our minds we are and falling ill again after we reopen in our downtown or on our casino resort corridor will have far-reaching impact and I don't know it's about to be redirected so even if we wanted to open today who would come we know that the Weiss international flight will not be back up for the rest of the year we have to be intelligent we have to be responsible and we need to make sure that everyone understands the importance of taking care of the whole community and it starts with starting with taking care with your own family first I'm staying home because I have older parents I have a spouse that is immunocompromised and I have a child to also now teach the rest of the year and I understand everybody's pain point I honestly do I get it it's very real I'm not diminishing the impact of this pandemic but we didn't ask for it to come and now we're having to deal with it the best that we can so I ask that everybody just reach out to us we are there for you we're helping you as much as we can and I would also urge my City Council members and the mayor for us to think of proactive ways that we can extend help to our community are there dollars that we received from the federal kovin money that we can put out to the community to help those small business owners to help some of those folks with the rent relief that they will need to help those pockets of our community that will not get even the access to unemployment for them to keep food and a shelter over their head so I implore that we continue to work and that we continue to stand united so that we can that long and far-reaching impact to hold our community harmless okay so we'll move right on now to public comment this is agenda item five public comment during this portion of the agenda must be limited to i don't see how that goes and that won't be a problem unless it stays on the full property so i we have the site plan in just a second ago so hopefully we can get back to that and i can give a little more detail the drive yeah alright so here's the site plan so to the left of the screen you see charleston to the the bottom of the screen you see valley view so you can see they're gonna keep retain a portion of the parking lot there and then they're going to start their cueing off the drive that comes in off the charleston then they'll wrap the drive-through lane along valley view drive with the coffee shop interior they'll come out and then they'll be able to make a direction decision they can either go back out to charleston where they have to make a right because there is a median there or they can follow the the commercial center to the what would actually be to the south or to the right of your screen and exit on to Valley View from there's I believe another entry point on south of the screen on Valley View so when they enter that small street that's east of this entire triangle that will not be impacted by the drive-thru at all I will turn to my colleague from Public Works on some of the traffic concerns with this part Anderson Public Works we do have some concerns over the impact to the driveways not specifically the impact of this use alone but the combination of these use with the existing vehicular load this is an existing office complex you know daily high our impacts in the morning and in the evening and that just happens to be you know kind of coincide with the peak hours for this type of operation so we do have some concerns and we've got a condition of approval in what is before you today that they are required to do a traffic study with special emphasis on the operation of those dry ways so that we can evaluate what impacts might have and what might be not needed to mitigate those well as I say frequenting that area and knowing Valley View and the traffic that's on there in normal times and then that little I don't know what the name of that little Street is but it goes from Valley View it's a cutout that takes you right onto Charleston until those studies are done I can't vote on this with any good conscience until that comes back and I will defer to councilman Knutson letting him know I can't vote on this today until those studies are just spends hundreds of thousands of dollars to being enough to come on and make it pretty and we don't wanna we don't want to do away with nothing the the main concern was the traffic we asked them he asked us to do a curing with the three tickle projects one of them was corner of Charleston and Decatur the Starbucks and if you ever go by their their driveway is less than 30 feet away from the corner and we did that with the two other ones and they came back we sent them toward the gentleman in the city in charge of the traffic and I met with the councilman and he said do a full blown traffic study which is in the works were doing it and I think one of the reasons that they denied us was we had asked for a waiver on the landscaping which were more than happy to comply with what whatever you guys want okay but as far as traffic I don't think it's that big a deal what about from the corner going east on Charleston were about hundred and hundred at least a hundred feet away to our private going into the into the place and it is not like this gentleman said it's a situation it's not that bad I mean it has three entrances one is on Valley View and to on Tolson so I was saying it's not that I would be opposed to it I just want to wait till the studies are done and because I do frequent that area and have many times gone into that Starbucks I don't know how you did it but whatever you did it was well Your Honor we we were we had we were talking to the donut place what is it Dunkin Donuts and they backed out so as we speak we don't have anybody you know makes yet but we would like it to be we would like it to be with the drive-through and water like I said it's a traffic study we'll be more than happy to I ran to get here sir thank you just stay cuz we have public comfortable with the project but I it's your neighborhood too I get it and so sir if you're comfortable with an abeyance until the traffic study is done I would want to move forward once the traffic study is complete we should be done within a week to ten days our next council meeting 20 may 20th or June 3rd so madam mayor if I might if they believe that they're gonna have the traffic study done in a week to ten days then our staff would need to in public works would need to review that to make sure that they can that they are in agreement with the recommendations of that traffic study and particularly if they have any impacts on the site design so if based on that timeline I would ask for a minimum of a 30 day of band so there's an opportunity for the applicant to finish the study and staff to be able to review it before we would make a potentially updated recommendation to City Council and that would be mr. Somerville that would be consistent with the communication we had with the traffic engineering division and the applicant as far as making sure that we're all connected so I would be comfortable if then it would be obeyed to June 3 if we meet the request the mr. Summerfield either okay okay so get it done and give it to the city I think councilman Knutson is just inquiring if a 30 day advance not that you're happy you've been here all day so but that June 3rd for the Western they're an established operator with a number of establishments in downtown has their you know finger on the pulse on what's going on with the economic situation downtown they've been preserving the land use rights here for the Western since 2012 would it permanently closed they are waiting for the right time to reopen and that simply just has not happened yet you know the the rebound after the economic downturn and recession in 2008 you know it mostly favored the Fremont Street Experience but is slowly working its way down Fremont towards 8th Street where this where the Western is located and you know they are planning to reopen at some point in time to preserve the non-conforming gaming rights this requests the application for extension of time is just for the tavern land use rights thank you very much mister Sommerfeld madam mayor the liquor establishment tavern use is located on Fremont Street which accommodates a variety of commercial uses including similar uses and will not negatively be impacted by the existing protected uses or the proposed extension will not negatively impact any existing protected uses in this area as the request does not jeopardize the public health safety or welfare and falls within the intent of our non-conforming statutes 1019 1403 o staff is recommending approval with a 1 year additional time limit thank you thank please vote and councilman career I know I drew please post motion carries thank you very much thank you wonderful and we'll move on to agenda item 52 this is a report from our city manager scott adams thanks good morning mayor members of City Council's Scott Adams city manager I for this morning's emerging issue report I wanted to really do some of the same that I've done in the past which has really provided an update to the council and to the public about the things that are going on relative to covin 19 with the city I kind of wanted to reiterate though at the outset something I said to you it's now been seven weeks at the council meeting where you approved a resolution for an emergency you ratified the mayor's resolution for an emergency going forward at that time and you know this is the last seven weeks have been the longest year of our life it's I said there were three things that I really needed to concentrate on and I was very thoughtful about them one is the health and safety of our employees to the health and safety of our citizens and I think in doing both of those we can maintain our essential operations of the city and so at that time I said going forward there would be two priorities one is the fact that at that time and it hasn't changed we are in the midst of the most serious fiscal crisis I think the city of Las Vegas has ever faced it is not insignificant it is a crisis and then at that time the second priority was carefully following the orders that were happening and they were happening very quickly closing the city operations and in maintaining the level of safety that was required at that time we're in a different place now my thoughts going forward and priorities are first and foremost our city budget and and managing that fiscal crisis and then second now we're shifting gears we're now looking at reopening so I want to touch on both of those issues first our a budget and financial crisis and then second talk briefly about what we're doing on reopening as it relates to the budget things really haven't changed a whole lotta as we've been we've been briefing you weekly through our financial conditions and as its as its changed we've been working on a financial projection using the best economists opinion available in Southern Nevada who have access to good information about sales tax debt and other taxes and our deficit a 16 month period the tail end of fiscal year 20 going into the entire fiscal year 21 is projected to be 147 million dollars by reference the deficit in the Great Recession was 100 million dollars so we've we've we've got a much more serious financial condition than we had then and we have much less time to deal with then we had then because that occurred gradually as we went down in the Great Recession so let me frame that and let me just add to that if you go into FY 22 based on our projection as we've shown you we another 50-plus million to that deficit so our deficit really is about 200 million over the balance of this year in the next two fiscal years we have about 90 million dollars of usable fund balance we have about 150 million available but we need to keep 50 to 64 cash flow as you know our tax our taxes and revenues don't come in smoothly like it does to the average household it comes in spurts so we've got to have enough cash to continue to maintain operations while those revenues come in and the revenues are coming in like they used to there it's different some of the stuff isn't being paid and we're and every month that goes by we're getting new data that shows us what is and what is not being paid so frame very succinctly we have a hundred and forty seven million dollar problem and 90 million dollars available to solve it in cash if we do nothing if we do nothing in January and I we've presented these numbers to you we've done a month by month cash flow analysis something we generally don't do but given the crisis were in we've had to do it where it's like a business we have to look month by month see how much cash is coming in how much is going out to make sure we're gonna make ends meet and if we do nothing in January of 21 we were out of cash what that means to a city government is we're in an insolvency now that that I'm not trying to be melodramatic but we've got to resolve that crisis so what I'm getting to is our federal funding I am very pleased to indicate that we did receive from the US Department of Treasury just shy of a hundred and nineteen million dollars of federal Treasury funds out of the cares Act in the current of this Relief Fund that money was directed directly to units of government local government of 500,000 population or greater so we got a direct appropriation and with that appropriation came rules and regulations regarding how we could use it and err and they are complicated the federal government as we all know through the years that we've worked with the federal government on funding cannot leave their hands off they give they give a few money but that it comes with it incredible rules so we there were four pages of rules that went with it what you can spend it on and what you can't spend it on and how you can spend it and so we've analyzed those rules and we believe there is a strategy that we can use to bring those dollars into our budget and reimburse our costs in particular in areas of Public Safety which is really positive because that's the council's number-one priority and by doing so bringing those dollars in for reimbursement of Public Safety costs over this period of kovat nineteen impact on our budget we can greatly extend and weather the storm of the fiscal crisis on the city of Las Vegas where as we speak looking at a slightly revised model that we got from economists we're gonna plug our use strategy of federal funding into the mount that model that we'll bring back to you later for a look at how then that extends the duration of the negative impact of this financial crisis on the city we believe it probably will be very helpful through fiscal year 21 and maintaining service halls and employment but we have to go into the budget year FY 21 with a balanced budget without federal money we have to know that we can close that budget without use of federal dollars because that that there's no guarantee yet that will work and will stand muster we think of well we're looking hard on that but at the end of the day the only we can guarantee the cuts we make ourselves and it has been my goal from day one that as we make these cuts and they've been significant we presented to you our decremental cuts that we got from each of our departments they are significant and they do roll up to a list of over 200 persons that couldn't be laid off but our my goal has been not to lay anybody off and the way we do that is through working with our bargaining units on concessions and hopefully and that it's been a modest concession if I might render my opinion we've asked each group to get a 6% and in exchange for that I think we can save the layoffs when you look at the magnitude of the problem a 6% concession is incredibly reasonable so we believe we'll make progress in getting an accommodation with our bargaining units that help us get through this problem period there there is I think an issue about whether we have any money that we can put out into the community and impact the community through use of federal dollars I don't believe reading the act that created this money looking at the legislative intent and looking at all the other things that were included in the cares Act that the intent of these dollars were specifically to go out in the community for Community Impact in my opinion in our opinion as we've looked at the Act and looked at the rules it's clear intent was to direct those dollars to local and state governments to address the Cova nineteen impacts on state and local government there were many other funding mechanisms in the bill and in subsequent bills directed at community resources and impacts and we're going to be looking at those to try to access those so that we can get those dollars out in the community to help businesses to do testing and do all the things that are going to be necessary as we reopen I would like to add at this point when the governor declared a state of the emergency the very first thing I did was call our legal department to say an order for the city to qualify for dollars do we have to declare a state of emergency as well or is the governor's application and declaration of emergency and I was assured that with the governor doing it for the state there would be funds coming for the state for the whole state but that additionally with us filing would put us into any position that would give us separate funding for cities which of course at that time we didn't know the cutoff was 500 but I asked specifically one know from legal and therefore was assured that the state in getting funds has funds for the state that when the city gets money it would be as you've interpreted right now that it goes in its specific category right and I you know that that's Mary as you bring that up I would need to remind you that if you look at the Act and I was funded in a formula that was included in the Act that funded state and local government the way it worked was a percentage of the dollars went direct to communities of a half million dollars or I mean a half population or greater and the rest of the money went to state and local government through the states so there should be an ability for other cities in the valley to access those dollars through the stay but my question is does it give us the opportunity for need for extra dollars beyond the allocation for cities of 500,000 aren't we in line for funds that come to this state through the governor's emergence absolutely that the emergency declaration really primarily addresses your ability to access FEMA dollars because when you declare an emergency then you kick in the federal emergency management program and so having a declaration at the state level means now you can there can be a flow of federal dollars through the state to localities that have declared emergencies through that emergency management process so we have an ability to access funds through that way along with the direct appropriation that came out of the cares act acres Act is separate from federal emergency management legislation and funding so there's so there's kind of like two tracks but then in the cares Act there were other funding mechanisms and then there's been a subsequent bill that just passed that included additional dollars and a chunk of which very large amount of money goes to States for testing so we're as we've been briefing you my recommendation is we keep our focus in priority on use of those dollars on the city's budget to offset our inordinate impacts due to kovat 19 and to the extent that there's dollars left over after we've addressed our budget impacts we can push those out in the or use them for our own purposes for Cova 19 related impacts going forward for example as we reopen and it's a good time to transition to talk about reopening we may need to do our own testing of our employees do our own testing of customers provide our own PPE for employees and customers do building modifications I don't know if you all have been out in businesses but the plexiglas people are very busy right now and so we may need to do some of that work and we'll have money available to do it and to the extent there is more there's anything left now realize we got 119 million dollars and a hundred and fifty million dollar problem but I would share with you that if they're obviously federal monies go back to the federal government if in fact they're not used by a state specific yeah but in this indication and listening to the medical field around the country this is a recurring virus and so to me what comes to the state the funnel through the state which I've had confirmed basically through our legal analysis that that was money for the state which were entitled to appeal to but that the 500 million is not the 500 119 million or less than is specific to the city of 500 not for giving out to other communities that comes out of the state funnel which we should be able to appeal to but the reality is we can't be blind to the fact that if in fact we are able to open through the governor's edicts we may have to close down again and therefore don't I can't even imagine we would even consider of that amount of money which I know you've already looked at we can certainly do the things we have to do but I don't think first the first obligation is survive hundred cities of 500 need to attend with that money to this but not just for right now it could recur in the and I you know know that that's a good point mayor and that is that I believe that we should take a conservative approach budgeting and in use of those funds over the next 18 month period for 16 months to be sure that we maximize its use for impact on our financial conditions so we can maintain a viable City because I believe the intent of those dollars was to help states and cities maintain their viability due to kovat 19 impacts so in it but in a desire to be more magnanimous you could shortchange the city if the virus sustains itself or picks up in the fall and now you don't have any funds graphed so from my perspective alone and having read the requirements from the federal government for the cities of 500,000 or more it is and looking at what every medical expert is talking about they don't have their arms around it by any means and so it's to the end of the calendar year I think the money goes back on the calendar year does it not if it weren't spent the money is available for expenses from March 1st of this year through December 30 of this year so for a ten month period we can use the dollars on correct city budget impacts and and that that is our been our recommendation because I think we can then sustain the city avoid insolvency maintain operations and service levels to the greatest extent possible and avoid avoid hopefully reductions in force let me just touch on the reopening effort that were under we have asked each of our directors of our departments to develop a reopening plan for each department that's in phases looking at the White House guidelines looking at the current state plan which still requires detailed but we were coming up with our own phase plan that plan has generated some overall issues that we have to address citywide for example when do the lobbies open how do they open how do we handle customers how do we handle appointments the whole myriad of issues and then we're gonna look at how we work with the business community to that end we've put in place a team that team is multidisciplinary cutting across city functions that address the external business community our licensing folks our economic development folks and so forth and so we're going to be looking at for example what are the standards that businesses should open to that cut across into our business community social distancing you some ask how you handle customers how you handle lines you know the whole myriad of issues with an understanding that every business is unique it has a unique set of tenant improvements layout and we can come up with standards but then they have to be adapted to every single unique business situation so it probably that balls more in the court of the business to take a look at those standards I think you've said this and have them developed the plan get it to us for review so that we can ensure that they are meeting standards but doing so in a unique way that adapts to their own specific business setting so those are those are all being worked on we want to be as I've said in the past at the front of the line on the reopening process as we get the green light from the state and the region on the new rules going forward on opening or we want to be ready to reopen I also want to mention that that we have you know it's it's not like we have not looked at the community we have open and stood up in concert with the county the ISO queue facility at Cashman to address the homeless community did we overkill on that I don't think so yet we've stood up a very large facility that could handle hundreds of homeless persons to date we've I believe processed about 115 or so homeless individuals there but that was without any outreach we are just starting an outreach process of working with teams to reach out into the community in the homeless community on the streets to [Music] contact and test when necessary the homeless population we intuitively believe there's a prevalence of Kovan 19 in that community and so the facility is meant to be a place where they can go via have their health care needs address safely and and prevent further spread through that community so we believe it will ramp up a little bit over time as we as we get into that outreach effort there were the use of it so far has been without any outreach we have been simply responding to other providers shelters health care facilities and others who have been bringing homeless individuals to that facility so and I would say that that cost that we're bearing in that facility will 100% be reimbursable by the funds that we receive from the federal government so we will have our cost covered I was never worried about that when we stood it out I knew we would either get FEMA dollars or in this case we're getting the actual dollars from the federal government direct to us so I I wanted to just kind of give you a brief report on where we're at that so with that though that's kind of where we're at our focus is on the budget sustaining our city operations and viability and and now we're shifting gears from where we shut down we're looking at what did we do to shut down now do we how do we shift gears and reopen but now safely and then I think our philosophy in this is that a healthy economy and public health are not mutually exclusive that we can have both and we're working hard to look at how we can have both thank you thank you very much I know you're working very hard because he did get some black circles under your eyes but I also have to keep saying how your wife keeps your hair trim you're the only person in this entire city that has a haircut I mean look you don't even share it with the rest of your group here goodness gracious okay we're gonna move on to agenda item 54 which is our madam mayor yes okay mr. Adams could you go back to the microphone please council and Diaz has questions thank you madam mayor I think that it's important that we be transparent with the community and let them know what public safety cost are I hear Public Safety I was a city council person and it can be many different things and so I think it's important that we realize we realize we also state and we tell our public what Public Safety and cost are I know that I on a daily basis and receiving a lot of calls from my boarded up small business owners who are very worried about the security and of their small businesses and having to be away from them and I also a lot of calls about homeless issues that are intersecting with the businesses that are open and offering curbside business um so I want to know the public safety cost mean and what does that mean for the people who live and operate in the city councilman Diaz thank you for the question let me be very specific then about under the guidelines of federal funding what what what we're able to access in the way of reimbursement using those funds under the recent guidelines that we've we've been able to get from the US Department of Treasury they've indicated to us that any Public Safety cost during this period during that grant period is presumed to be covin nineteen related so when we look at how we can reimburse our costs it can be for use of well it can be for our fire department that our fire department both in suppression and emergency response paramedics really have to work without regard to any kind of social distancing they are a first but line responders and so we can reimburse our costs of fire during that period we have a contribution we make to the Metropolitan Police Department for our police services to the city of Las Vegas so we can get reimbursement for a portion of those costs we are able to get reimbursement for our cost of Marshalls that provide park and public facility security during that period and other spaces and our homeless support we can get reimbursement for our detention services we we have a significant issue at our jail with our detention employees that are have no choice but to deal with our inmates who are in that facility and we're we've actually done a very good job in that facility of of keeping infection rates to a minimum but there's always the risk that a person that works in detention has a of coming face to face with somebody that is infected so those are the four or the four or five primary public safety functions that were we're gonna be eligible for reimbursement levels through use of those funds and the when you roll that all together that cost is very significant to the city of Las Vegas okay and then I have a guideline to that list eligible expenditures an update at April 22nd have those guidelines just interchanged I if that's it may have been the set of guidelines that and we gave you during briefing it hasn't changed but what has is through a dialogue with Treasury they have been clarifying intent of those guidelines since those were released so in a week and a half or so since those guidelines have been released they have had issued several sets of questions and answers that clarify those those guidelines and a lot of jurisdictions that are receiving those funds have had questions about how they can use those funds and in they've answered clearly those questions those answers now provide additional guidance to the effect of being regulations on how we can use those dollars okay because within the DNI's know the eligible expenditures here I see that public health expenses are included and I know that councilman commitment and I were on a Vegas chamber call and was brought to our attention if we are sanitizing our city in any of their way other than what we have been doing in the past so there is there is a perspective there is a concern of kind of Sanitation and what we're putting into place I think that would easily fall into our operation and maintenance team and what they could be doing to step up to help sanitize certain areas of our city and then I also in reading here with some of the expenses that we can also facilitate compliance with kovin 19 related public health measures such as expenses to facilitate distance learning including technological improvements and why I bring this up is because you know the Gateway to the city those children are the families that the mayor and the mayor pro-tem and all the City Council are really concerned about and having employment having resources and obviously access to technology and lack of Internet connectivity is impairing their ability to do distance learning and so I just see that there are windows of opportunities in which we could be helping some areas in our city that need that is the sense that perhaps you're not receiving that kind of just services so that the children to need to do their distance learning so that maybe the elderly and the vulnerable populations that are going to go without meals maybe have them etc I think there are some ways that we could be striking a balance and making sure that we're looking out for all the residents and citizens I'd like to answer you two there's Councilwoman Diaz my office has been open throughout and we have the full phone coverage we speak to a lot of your constituents and to assure them of everything that's going on here comprehensively cos as you know being elected at-large I represent the whole city and so we have had quite a number of calls and emails right off and we forward them on but knowing that you are working from home as permitted we are fielding a lot of calls holding a lot of hands a lot of upset people and especially the elderly who are concerned as well as the business people in the downtown area who although in a different frame of mind but directing them on we have a list of numbers and they're doing our best to giving individuals who are concerned about their safety or their health the best directions we can so I just want to assure you we have not been operating from home we have been operating from City Hall and have been open every single day and have been taking care of anybody who has a concern that might be filtered through to the mayor's office so certainly knowing the safety and health is number one priority for all of us and has always been that way there's nothing new now we're still safety and health have been our top two priorities forever as long as I can remember so - please continue to offer the mayor's office to your constituents because we're here we are here not a mayor so I will say that my office has been taking the calls in the emails that are coming into our office that's because my office isn't physically present in no way not fulfilling the role and the obligations that I sit upon wearing in last July we are at the phone calls we are at the emails and we are connecting resources to my community and I really appreciate that you're stepping in to help them as much as you can but I think that there is for us to do more for constituents that will really be severely impacted and negatively impacted and I'm just making the points that I think that we need to strike that balance I know the city has certain things that we need to do but I think that there's other things that we need to be hearing from the community and addressing as well and if there's opportunity to use funding to address their needs they are reaching out to us highlighting letting us know that they really need the help and the supports and I think it's even here to serve everybody who's seeing that they have telling me they have a need and if there's an opening for the city to step up I think that we need to know I absolutely we knew you were operating in your office is certainly operating I just wanted to let you know that we are getting calls from your constituents and just our lines are open we are here and we're here every day and just want to be of service and that your your team is fully Peyton calls and everything else it's just as we get these calls wanted you to know because I think we're all in this all six Awards just care about safety and health first for everybody exactly that's the point I'm trying just to stress and for us to really think about breaking that balance for public safety of our residents that are being negatively affected and I think Ward three is one of the ones ours is severely severely impacted in terms of Public Safety and I want my constituency to know that I don't let that go unnoticed that's why I'm making these comments and I want them to know that I am here to look out for them and I'm going to we have continues conversations about what are some things that we could be doing to make sure that when we meet their need thank you Thank You Councilwoman Diaz and again and as you stay home for the last seven weeks and answer your phone from your home I respect that stay home if you want but I also want to let you know that our offices get calls from all the wards and councilwoman seaman and I have actually been physically in your ward delivering much-needed water to your constituents so know that we all work together for the whole city and I appreciate you taking calls from home any follow-up for our city manager here okay I guess not thank you we're gonna move into agenda item 54 15th Street what did I not do oh right just set the date on any appeals filed or required public hearings I'd instruct the city clerk to set the public hearing dates and appeals from the City Planning Commission meetings and dangerous building or nuisance litter abatement please thank you will do thank you very much now we'll move into our final public participation Daniel Bryce dead VRA is Tod resident of downtown Las Vegas while this handouts being passed out I heard rumors that government employees who are getting full pay and benefits also received a check for $1,200 I hope that's not true the handout that's being passed out is covering what I mentioned at the last meeting the handout was read into the minutes at the Clark County a meeting on April 21st this is where I was talking about that while we're talking about eating good food we should take a challenge and talk about people while their body is out of balance and health challenges there are certain foods we should slash and of course the standard is sugar and come the other side I didn't mention that I don't think any elected official with future plans will ever mention this letter because the lobbies and all will get at them but I do think it's something that you should consider for your own home and the people that you care about is to cut the negative foods because it's a just like the emotional bank account with covey there's a pluses and minuses and while your body is weak this virus which really isn't life it's just a chemical and it'll always be here and we've never really been worried about the the flu when it was killing other people so I do think that these items should be good on the back of it I talked about that maybe you should be considering mentioning to your constituents that they should set up a second pantry in a closet somewhere in their home for secondary foods and toilet paper and water and they also should be considered setting up an emergency bank account or an emergency fund Dave Ramsey talks about at all it's just a small thing to put some money in so that we aren't demanding that the government take care of us when we should have been taken care of ourselves and the third item that wasn't mentioned at the county meeting is there should be a way that citizens can go in you can look at our live blood when you actually look if I show you a picture I've handed out one of these before when you look at healthy blood and then you look at your own blood it may be encouraging people to change their lifestyle thank you very nice thank you for this information thank you we can all learn every single day it's wonderful yes sir John Perez oh I'm speaking now from the member of the senior citizen advisory board and I'm giving you I'm sorry I didn't do it before two minutes this is specifically about the senior citizen advisory board excellent okay we're not able to meet because they sit down I'm wondering if there was a way that we could meet video chat or by phone or something but it may be in an informal way the one question I don't have an answer to and you can't engage me in in dialogue but I don't know how much it costs the city to have an advisory board how much it costs the city to support one meeting or to support the board I don't know if councilmen career got me an email last night and I don't know what specifically this is happening on specific seniors the Southern Nevada health care gives general information it gives the daily report it tells me how many seniors it doesn't tell me where the seniors are and I know that there's privacy concerns but I am interested in the different wards I do pretty much a lot of statistics for the advice report I'm gonna ask the city clerk to follow up on this please I think that's very important and the other thing is their telephone conferences can be done on your cell phone or on the landline so our city clerk can help you on that or get the advice without we either make it official and and then it's open meeting or informal where we'd only have three of us and then we just chatted but I think we have a good lot of good minds on these place so I am looking for work home chores notwithstanding and I believe our garden is essential so thank you I'll follow up with the clerk Thank You mayor what you do thank you and and there always are so we will start with Councilman Knutson thank you very much mayor I have slides I think yep so this afternoon I and my planning Commissioner and my senior citizen advisory board member and several members of our community are doing a texting Town Hall for residents living in Ward one constituents living in the Ward should receive a text message this afternoon and we are all going to be responding back and forth trying to get as much information as we can slide number two is the small business so councilman career councilmen career councilman as myself has participated in a number of calls with several hundred businesses through the Vegas Chamber and the downtown Vegas Alliance connecting them with the Southern Nevada Health District and working on plans to reopen the Health District has been very helpful in helping businesses identify what they need to do to reopen for more information or if you haven't been connecting to councilman councilman Diaz or myself on the health district you can go to s NHD org for more information slide number three this is national nurses and national correction officers week to close out my statements for this council meeting I want to recognize the two distinct groups that are serving constituents right now in Southern Nevada happy National Nurses Day to all of our nurses across Southern Nevada and in the medical district I'm grateful that the opportunity to oversee with my fellow colleagues here at the city and in the county and now more than ever their hard work and sacrifice is key towards lowering the curve and eventually reopening Nevada safely and to all of our nurses and health care practitioners thank you for what you are doing and second for the correctional officers and the city of Las Vegas thank you very much Scott Edwards has been an amazing advocate for you and it's it's a real pleasure - to learn more about the corrections here at the city of Las Vegas those who don't know my dad was a correctional officer for a period of time and so it's a it's a soft spot in my heart and it's a lot of work that going on going on in the city and county jails and then as always don't hesitate to reach out to me I always give out my cell phone four nine three one five four seven and I've gotten lots of calls from our community asking for guidance on how to reopen and I've been very very grateful that the Health District is here and providing guidance on what reopening safely looks like so Thank You mayor Thank You Councilwoman seaman thank you first of all I want to thank everyone for coming today and showing their support and participating in letting us know how they feel about getting Nevada and Las Vegas open and then I just want to tell you we've been here for the last calling you councilman Stavros or star voz I've heard you're always and our current Mayor Pro Tem continues that so this is councilman Stavros Anthony thank you well under normal conditions we would have had 68 students from fifth grade classes here in our chambers to recite the Gettysburg Address under the great American pride program on unfortunately we could not do that but we still had four classes fifth grade classes a total of against 68 students who completed the great American pride program which I'm very proud of them and just so people remember each of these students has to write the Pledge of Allegiance recite the preamble to the United States Constitution singer recite the star-spangled banner recite all 50 states and capitals in alphabetical order recite all 44 United States presidents in chronological order and recite the entire Gettysburg Address and those of you that have seen it to see all those students here do that it's absolutely amazing so I want to recognize from Ruth's Deskin elementary school the teacher is Miss Julie Ann do sample parred and from the metal school in Summerland we have a Miss Cathy Brennan miss Cindy dray horse and miss Linda Bookout so congratulations to those kids and those classes for completing the great American pride program also again next week May 15th is the national law enforcement Memorial Day and we would be honoring those men and women in law enforcement who made the ultimate sacrifice so please remember those those individuals who were killed in the line of duty protecting this country next week May 15th and if you'd like to recognize the officers on a federal state and local level that gave their lives for this community for Nevada's other Nevada you can go to police Memorial Park in Ward 4 and their names are etched in stone and give a nice prayer for them that would be great as councilman Knutson mentioned today's national nurse day so my daughter's a nurse so congratulations Irene I'm significant to the beauty of this community and just remembering these years and having those young people here I mean I could not do the 50 states except you know trying to remember and then in order the Capitals I mean unbelievable and everything they've done that was a fabulous program in a call of course for our fallen officers you know that's such a moving memorial and and just I'm so sorry we're missing that too just so dedicated every one of them and beautiful people and then you mentioned your daughter goodness all the everybody that has been so involved and keeping people safe or bringing them to better health or walking them to through significant painful times we're a wonderful community and we're a loving compassionate community and it does start with each individual doing their best and so we're so grateful to all all people who really have the best interests of each other in their hearts and in their actions so thank you all there's not one person that hasn't done comments please thank you madam mayor yes I'd like to start by celebrating the good news that RTC shared that we were able to help secure additional funding and almost $80,000 that so that they could continue their partnership with three square would bang to deliver 300 meals a week during these times to improve the quality of life of seniors and low-income folks in our community so I want to continue to just say thank you to the RTC and three squares Food Bank we've been doing an amazing job I also want to thank the people at share village they've been doing outstanding work there and very much needed work I also want to thank the Nevada Democratic elite of caucus she is also delivering meals to folks who have kovat or who are immunocompromised and they don't feel safe point to do their grocery shopping so we've been able to go and help them deliver meals to those most those families that are in much need I also want to say happy National Nurses Day to everyone that's a nurse and on the front lines you guys are doing a an amazing job of keeping us taking care of and I would be remiss to not also acknowledge that this is National Teacher Appreciation Week and I was a teacher for many years but I wanted knowledge the work that many teachers including my son's third grade teachers who are facilitating access to content for parents like me that have to home-school during the closure thank you so much to miss McClure miss Alexander miss Lucca all of you momiji heard you guys are doing an amazing job and I also want to give a special recognition to miss McKinley who teaches that Holly Houston and my ward she had a field trip planned for her kids but because they're not together at this time she was able to do a virtual field trip and we have posted that online so if you guys want to check it out I think all of the kiddos will enjoy that field trip thank you very much and Councilman career thank you madam mayor I'm proud to partner this week with Quiet Storm foundation and chef Stacie Dugan of simply pure restaurant we're going to provide free food raise to the community during the time where food insecurity is very very high appreciative of both of them for coming into Ward five to make a difference this event is going to take place on Saturday May the 9th from 12 p.m. to 1:30 p.m. at the Doolittle Senior Center parking lot which is at 12:30 J Street you do not have to be a resident of Ward 5 to participate just show up and we're gonna you know have prepackaged meals it'll be safe we'll put them in the back to your car this is my third free food program that we've done in our ward you know the first was at the air felt Senior Center in the second was last week I do it all we're also providing free Coby testing at evergreen Baptist Church Monday through Friday from 10 to 4 for seniors 65 and older make sure you bring your Medicaid card your Medicare card with you so that they can make sure that that you get included every grade is located in 1915 elections history which is right in Ward 5 right off a.m. ok we also did an additional testing today at the Doolittle Senior Center and I want to thank miss Cassandra and her team for putting that together we've had I know we had over a hundred people comfortable to get tested today and that was free of charge Leonce I want to just encourage the students who were studying from home just to stay strong and stay focused I know it's different and I know some have missed graduations but this is for the best and don't think that he's not see you and we ought to appreciate you I know that I've participated in the CCS series program I think I saw a Councilwoman seaman also was was reading as well I've done it a couple of times and it's just great if you guys haven't done that than I originally participate in that so you know even though even what's the home we are most most most definitely engage with everybody that comes out and reaches out to our community I want to applaud my team for being so proactive in and reaching out to our constituents but if many things and I was calling this episode of students to 2 9 5 4 4 3 we can also visit our send our gratitude to our firefighter appreciation day I my assistant Marianne and chance go and deliver some of our firefighters some icecream yesterday but they only had like four hours so I think they made like five or six of the stations and then we had a very special Star Wars card from Star Wars car from our Metro police because May 4th has made the force forth be with you so that was fun and we had ice cream for our city of Las Vegas employees here and I want to also thank our teachers and you know what and I also want to thank the parents that were forced to become teachers for the last seven eight weeks and I know that's difficult I've had some of my friends call me and go oh my god I forgot what a fraction was what the heck my kids think I'm stupid so I feel you I'm glad I'm a grandmother now so I don't have to teach what my kids are going through it they made classrooms in their houses and it's very cool so thank you teachers and thank you moms and dads that have been playing teachers for your kids for the last almost eight weeks now on a good note we located beautiful Amaya Cochran who was 12 so we located her so that was really nice now we're looking for Vincent how great our corridor of hope and all the corridor of hopes staff Kathy Gibson and all her staff are doing dr. Hitler who runs that or that that area so we had Wayne Thomas and Ashley Garcia that came into the office at the courtyard on Monday February 10th 2020 the young couple made the decision to relocate to Las Vegas Nevada the couple shared that they were wandering the strip and eventually found their way that the courtyard where Wayne and actually completed an intake and took advantage of other services that were offered at our courtyard through their time with the courtyard Wayne and Ashley complied with their case managers request and were able to present all their documents as requested Wayne and Ashley worked closely with the team and in March Wayne and actually secured temporary housing with the help of our courtyard shortly after they moved into temporary housing and Wayne Thomas received his VA benefits and the couple were able to successfully move into permanent housing and I just want to let everyone know all of our constituents the city of Las Vegas and anyone that needs help we are here I show up to work every day including Friday Saturday and Sunday when you email us or when you call us we will answer that call thank you very much let everybody know about the world premiere of a new documentary chronicling the formative years of the city of Las Vegas and it's called the city of Las Vegas the early years part 2 it'll premiere on Friday May 15th at 7 p.m. on kcal D channel 2 or 100 - uncocks cable and CenturyLink in addition to being strained via go Vegas app on the Roku Amazon fire and Apple TV platforms will also stream it live on the city's Facebook page and post it on YouTube I'm thrilled to tell you the first part of this documentary series has already had over 1 million views on YouTube that tells us that people around the world love to learn about the history of our great city city of Las Vegas the early years is a series of films funded by the Commission for the Commission for the Las Vegas Centennial the first part of the series was released on May 15 2019 focusing on the founding through 1920 this second part will showcase Las Vegas in the 20s and 30s it is being done again by Boyd productions and that's Jennifer Boyd who owns and runs Boyd productions an Emmy award-winning production company which created the first one as well the Centennial Commission has established a grant program to support community initiatives that are historic in nature by using revenue that's generated from the sale of the special commemorative Las Vegas Centennial license plate it's a great seller and has been for 15 years and it's the one that has the welcome to Las Vegas sign so since 2005 income from that award has amounted to over 21 million dollars in grants for projects like Las Vegas Days parade and Rodeo as well as restoring vintage neon signs that are in the median some Las Vegas Boulevard downtown and the funds have also been helping to preserve the city's history through projects like the historic West Side school in Ward 5 the Neon Museum and of course the mob museum so this new production just remember it's on Friday May 15 7 p.m. KC LV cable channel 2 either on 100 - or on the regular channel - and once again this this is really we've been stretched a lot but our city staff has really just been up to it and I know it makes everybody appreciative of what a wonderful group of people we are in a great town we are and so to thank everybody I think everybody's been extremely special those who are touching people who have the covet act of covet virus and really are putting themselves at risk but so does everybody in the Marshals office fire and rescue people who are working at these grocery stores that are open and don't have the luxury to be six feet apart in the back of the store loading and unloading or in any place whether it's Walmart or Target it's just it's a very trying time for everybody and I'm sure when you go to sleep at night you're thinking coded this and coded that so the reality is we're a strong group of people we're a very diverse and wonderful group I heard comment this morning about our wonderful Asian population every population here is wonderful and been so contributed Tory to making this the best city in the world and we are unique in Nevada's unique and that's why we will do this uniquely and well we were not broken in January or February and yet look at all those people had come already through conventions in to our city so just to know you're a great group of people but it starts with each one of us initially and only starts with me starts with each me in this community to make this work and we can make it work we can remain safe and we can remain healthy and we can open back up and I will continue to be that voice for the unemployed I can assure you always every time I'm asked so god bless you all and thank you and for our staff who just devoted hours regardless and everything that you do I start with our leader our city leader manager Scott Adams and then his fabulous team of people I look at them and they're here I'm coming down with my ruler I think three of you are not six feet apart you're only four and a half feet apart so I will personally find you I'm going to take the money that you're gonna give me and then I'm gonna put that in a special fund for a vacation for you when we're back functioning okay that's good and I see even mr.
