Um, unfortunately, Councilmember Barkin is not able to join us tonight. Um, but Council Member fields is filled in his seat, at least. Um, but I m sure we should be able to get to the agenda tonight. Uh, without him and wish him well on his absence. Um, we have a very short agenda tonight. Uh, just one item on it. Uh, what might be a fairly controversial subdivision. Um, although I m hoping it s not very controversial. Uh, and then, uh, we ll get to the rest of the meeting. Um, with that, um, MISS Miller. Uh, any changes in the agenda? Name? No. MISTER Mayor. Uh, Council? Uh, any any changes? The agenda?

Under new business, we have one item. It s a preliminary subdivision for Saint John Newman s second edition. Uh, and for Dan Rossini. My apologies. In the last name if I mess that up. Uh, it s a plenary subdivision to create two lots located at 1330 Deerwood Drive. Uh, MISS Miller, I ll turn it to you.
[19:18] Ms. Miller: Thank you, MR. Mayor. Members of the council. As the mayor indicated, the applicant is proposing to subdivide the property located at 1330 Deerwood Drive into two lots. Uh, the church intends to sell proposed lot two and then retain lot one by the church. The Advisory Planning Commission did hold a public hearing on the proposal on JUNE 23rd and recommended approval.
[19:37] City Planner Schultz: So I will turn it over to City Planner Schultz. Thank you, MISS Miller. Uh, good evening Council. Uh, I ll be brief. Pretty simple. Uh, subdivision request here from Saint John Newman. Um, here you can see on the map the subject property located at 1330, uh, Deerwood Drive. Uh, consists of 4.23 acres. Uh, just to the west is, uh, the actual church.
[20:02] City Planner Schultz: Um, and then the church owns the subject property here. Uh, as well as the back, uh, lot, uh, just to the south and east of that property. Uh, so the property is surrounded by single family residential to the north, south and east. Uh, as nice as I indicated, Saint John Newman Church proper is located immediately to the west. Property is zoned.
[20:26] City Planner Schultz: Currently zoned. For public facilities with land use. Designation of quasi public. Uh, single family house. Uh was built on the property in 1968. The church acquired it in 1993 and used it as a priest residence until 2003, when it was converted for, uh as a youth center. Uh, the subdivision, which consists of two lots. Here s the, uh, topographic uh, as built map here. And here s the preliminary subdivision, uh, basically showing the subdivision of the property at what I call kind of the arrowhead portion of the property on the east side. Uh, has a lot to. Uh, so the proposed subdivision of lot one, that lot would be, uh,
[21:11] City Planner Schultz: about 3.1 acres. Uh, and lot two would consist of about 1.14 acres. Uh, the church. Uh, as MR. Miller indicated, intends to sell, uh, the proposed lot to subdivision, uh, as part of the package of conceptual development plan was shown illustrating possible use under the current, uh, zoning standards. Um, assuming if that property were to redevelop anything other than that, uh, council will see a rezoning of that property. Uh, so lot one with the existing structure will be retained by the church, uh, for small meetings and events, uh, as well as storage space and possibly reestablishing as a priest residence in the future. Uh, an existing easement, uh, that provides access along a private driveway along this portion of
[21:59] City Planner Schultz: the property. Um, along the east edge, uh, of the site provides access to 13, ten and 1300 Deerwood, uh, with subdivision and new access agreement. Uh, but benefiting 1310 Deerwood would need to be created. A development lot to require extensions of utilities from Deerwood. Um, at the time of the development, tree preservation and stormwater management requirements will apply. Additionally, park and trail dedications will be due for lot two and will MAY be deferred while the property is owned and used by the church.
[22:33] City Planner Schultz: Um, again, as MR. Miller indicated, uh, the Advisory Planning Commission did hold a public hearing at JUNE 23rd meeting. Uh, we had no residents, uh, attend that meeting. And they did recommend approval. Uh, so, Dan Saint Eve from Saint John Newman is in the audience for any questions or comments.
[22:50] Mayor: Uh, Dan, did you want to add to those comments? If you do, uh, you do it from here. It d be great, but yeah. Okay. Uh, I don t have any additional thing to add. I think the review was. Okay. Excellent. Uh, available for questions, I assume. Yes. Yep. Thank you. Appreciate that. All right. Uh, Council, uh, questions of staff or of MISTER Rossini before I open up to public hearing. Um, I had one, I guess. Um, Mike, um, on the the slide after this one, I think. In your deck. Yep. There we go. Um, I m just trying to make sure that I m clear on this. Um, the, um, the larger portion, lot one is going to
[23:38] Council Member: continue. Um, in the use of the, um, church for various, uh, whatever purposes it uses it for. Uh, and those are all consistent with the zoning they have right now. Is that right? Yes. Okay. Um, and and that might retreat to being used as a, uh, when I grew up, it was called the rectory. Is that right? Okay. Um, uh, a priest home, I guess. Um. Uh, but that s not it s current use. But whether it s used for storage or as a residential property for a rectory. Both of those fall within the zoning of that. Correct? Correct. Okay.
[24:14] Council Member: Um, what would be the zoning and guiding of the of lot two? And the reason why I asked that question is because it s my understanding that there isn t necessarily a proposed building on that right now, but the building looks like it is a square building with enough parking that would suggest it might be, uh, reused in the private market for a business or something like that. Um, and is that representation? Um, a little misleading in terms of that building or, and or what would the be the uses that would be allowed of that building? Um, to a private user? Um, that MAY or MAY not want to be limited by the zoning. Yeah. Mayor you re correct. I mean, so the property we did as
[25:00] City Planner Schultz: part of the preliminary subdivision had them show something conceptual. There s a lot of discussion, whether under the pdf, we should have them show something other than what would be allowed under the zoning, which in this case is technically an institutional type. Type building, very generic type building. Um, we did consider having them show our residents because we feel like that s probably the most likely use, but since that will have to be re guided and rezone for that particular use, we re more comfortable showing what use could actually occur under the zoning. So, so that it would only be basically institutional type uses such as a church, uh, school, you know, something like that that fell under that zoning.
[25:41] Council Member: Okay. And if if somebody bought the parcel 1.4 acres, I believe you said if somebody bought that and wanted to convert it to single family homes or townhomes or something like that, they d probably need to come in and get that zoning change. Is that right? Correct. Okay. Um, so that could come before the council again. Okay. Um. Thank you, I appreciate that. Any additional questions?
