Welcomeo the MAY 12t Um. Uh, worksho meeng of t City Council. Um, were here in Public works night. Unfortunatel uh, Council member fies, uh, couldn t join us for the momentous activity, uh, tonight,ut I m surehe, uh, I missing it eatly. Um, that said, uh, we have a very, uh, updat focused, uh, agenda tonight. Um. MISS Miller. Any changes Agenda . MISTER Mayor. Move! [7:55] Council Member: Adoption of the agenda. Second. Move and secded. Any further discussion on t agenda? Seeing None. All in fav? Aye. Opposed? Nay. Motio rries. And we he an agenda. Uh, let me checkn and see I there are a visitors to be hear on items. Not on tonight sgenda. Seeing none. , we llump right in to our firs item. Uh,ndt ishe ectric vehicle transition stud Uh, and, Tim, I bieve yo re gonna ld us int this. [8:20] Tim: So. MR. MAY, members of the council. Um, the cmatection plan includes a goal of converting 25% or more of our gasoli vehicle vehicle and our fleet t electric vehicles by 25. And in ordero achiev that goal, um, team of city sff, includi Jef ooker, our superintendent of Streets a Fleet, Julie Castano, our sustainabity manager, Brian Thome, chief mechanicnd shop supervisor, have been worng with the consulnt Mcuryssociates to identify a strategyndut togeer a plan to achie that goal. So withs this ening is Mcella Boyd and Dan Reichmann from Mcury Associates. They re going to b joining u here virtuly to provide an update on the stus of that reporndeceive any feedback from the council that you MAY want to have incorporated into tt plan. So [9:06] Tim: I ll tn it over to Marlla [9:14] Marcella: and Dan for our preseation. . Yeah. Good evening. Thank you all so much. Can eveone see the seen? Okay. S, wean. Okay perfe. So my name is Marcella. I m aonsultant with Mercury Associates. Again, I m joined by Dan, and ll let him introduce himself. Uh.Ood evening. I m d Rehmann. I m Mercury Associes, director of advisory services. And thank you for the oppornity. And I will letarcella do t rest of the speaking.Opefully. So it sack to you, Marlla. All right. Perfe. So, f the of you who don t kno rcury I a fleetonsultancy that was engaged by Eagan Uh, we partnered with Swatch Labs for ts project, which is a fleet electrifition software fi, to asses where the city is at in termsf fleet [9:59] Marcella: electricationnd their actual charging readiness. Um, wh will wal throughoday is where theitytands.Hat nd of opportunities exist, and howo moveorwardn a y that is practical. I you ve any queions throughout the presentatn, feel free to stop me,ecause my plan right w is justo run saight rough. Soeel free to interrupt. Uh, the ppose of this aessment, thoug was to evaluate how ready the city is to transition par ofts fleet to electri and to support the city s Climate Action Plan goal of electfying 25% of the light duty fleety 2035. Uh, so to do this, we reviewed fleet operation We reviewe the vehicle suitability, uh, infrastructure rdiness, [10:45] Marcella: financial impacts, and any long term operational consideratio.O the resul that we camep with is a pse plan that showsow the city can transition vehicleshile king sure the infraructure, infrastructure and operations [11:02] Marcella: are ready to support it. So what w evaluat, um, w apprched this from really real wldractical persctive. So fors, that meant undstanding how the fleet is actually used. U identifyg what vehics are good candates f electrication, and determining what infstructure is needed to support them, includin lking athe electral cacity at eh facity. During this process, we met with dartments. We conducte site visits to see how this are functioning on the ground. A then, because theity doesn t currently have any telematics, uh, we used fuel tnsactionata from t last yearo analyze the different vicle utilizati and usage pattes for the Uh, we alsoooked at cost and ission iacts associated [11:52] Marcella: with electrifition. And, um, here is whate found. So at a very hhevel, eltrification is very achievab for the city, escially based on how the different light duty vehicles erate. Uh, we identified 24 vehicls strg ev candidates, with 17 of those potentlly being ae to b replac by 2030 just based off of their age ane. Uh,y ansitioning these vehicles, the city isrojected toave about 20100 in lifecyc savis, along with reduction of aut 54 tons of co2 emisons. Sohe good news is this can all be done tough more of a phad aroach, uh, where we can target specific [12:39] Marcella: vecles and lations without reiring a large upfro investme fromhe city. However, therere a couple challenges that we came aoss and wanto make theity aware [12:52] Marcella: of. Uh, onef thosehallenges is tt some of the facities ve limit electril capacity, which isoing to make adding se of the chargers more dficult. Als at this point in time, there s no centraliz charger management system. S right now ta for the charger is spread across a coue of different platrms. Um, there sesla, there ChargePoint, there s Ford. Andverall justhe overghtn those programs is prettyragmented rhtow. Uh, the sustainabily director currently oversees all charger related issues,nd that s n going t really beustainable long ter forhe city. Um, from an oration standpoint, fleet sffing is alrdy etty constrain, and elecification is going to add [13:39] Marcella: anotr layer of complexy, and tn departments are going to need to share chargers. So clear policies arod the use, um wille important, especially as me vehicles transition. Andhen with EVs, intenance is going to b a litt different.O there ll be some dferent requirents um around specializ training an different safety protocols. So let s te a look at how we entified wch vicles we re going toake the bt [14:11] Marcella: candidatesor thi. Um, so w evaluad the vicles based on three facto. Um, one, can the vehicle mt daily needs on a sing charge? Two doesn take finaial sense for theity. Andhen three did we have enough reliable datarom fm th fuel transacons to feel confiden that I was going to be a good fit? So using that approach, the vehles, um, re identified quick. [14:38] Council Member: Ishere a way thatou can ma your screen larger? Maybe not a little bit. Is that as big as it gs? S. It s on Yeah. Sry if it s hd to see that.M,ut that s how we identifie t vehicles that wer the best t. A the we worked with e city to confirm which vehicles were actuallyoing to be a goodperational fit If u can see some of this exple, um, thisasne of the highercoring vehicles at 99. And for t purposes of this study, anythin above, um, eight and 85 combined score was considered a strong candidate. Uh, that mea that it was both an operationit and it me seero a cost persptive. So that sow we prioritize [15:24] Marcella: vehicles across tight duty flt.Nd thenrom the,e loed at wt the oraonal impactser going to lk like [15:37] Marcella: for t city. Oy.O fromn operatiol standint, there are aew things to kee in mind.O the vehic are gng to need t be chargednd managed rularly. And most of that crgg I going t happenvernight o after hours. Uh, so maintenan is going to shift a little bit. So there s a lessik preventive a routine maintenance wh electric vehicles b again, there s some new trainin and some different safy requirents. Uh, there also going to be a greate need for data oversit.M, incding support looking at like rformance trackin and decisi making overall. A thenacility readiness is going to b really importa as the actual ectrical capacity and the lout isoing to [16:22] Marcella: rectly affec h charggs implemend. And then let u ow you how wha thisooks li. Um, from a fancial standpnt. S it seally goin to be a phased aroach rather tnne like large expense. So there s a few pies to the invtment sid Um, up fnt the cit is goi to needo install, uh, chargi infrastruure where it s neede and the potentiall offset any differces inehicle cts. Um, somef the ongoing investment um,re going to be tining, maintance suppt a that da ersighhe good new is it doesn reall need to a happen a once.T s rlly [17:08] Marcella: goingo be staged out. Um, becae the vehicles are going toe replace graduly. Infrtructure I going to be addedtrategally overime as t demand incases at differt locations Uased on the current vehics tt were identifd.M, no additial charges are gng to be aicipated to beeeded til aund 2029, wch ges the cy te to bui a song eratnal fndation before theytart scaling into a bun of chargers. Um,rom a financlerspecti, again, we reooking at that $20000 in lifecle savings. Um, e, eyave a lot fewer moving rts. Um,nd lotess intenae. So that s where a lot of those savin are comg [17:55] Marcella: om. And then a mor vicles trantion, um,o EVs into the fleet, theperational savings areoing to begin to hp offset tha initi investmt. An then ovell, financily, it s rlly reprents strg portunity f the city. Um, particarlyithinhe lht duty fleet However when we look a t hvy dut and things lik fir appatus, the pictur looks a lite bit differen So as ptf o study, um, we lood a eltric fir eines, a while theechnologystill evolng, there s lot of chlenges current with tm. [18:36] Marcella: E,m, they requi a really significan um, infraructure spifically becau youave to he the d fas chargg, which is pretty expensive and uld definely require eltrical uradest t different statis. Uh,he firengineshemselvesre a t morexpensive tham, relar onend the return o investment thate know of rightow is prett lited. Uh, bause of thaur recommdation is not toursue ectric fe engines athis timendnstead fus o lht ty and a support vehics, becaus that s where the cy is gng toee t most imdiate benefit a cost savings. Um, this is somethi that can be revited in the futu as technoly improve and the costs hopefully start [19:25] Marcella: to come down for tho. U they still prett ely in th market, soexpecthem to make pgress. Butgain, just not athisime. And then with tha I min wean walk throh what our recommend [19:45] Marcella: paould b forwa. S the wayo reallyhink about ts trantion isoingo be in ases. So first it goingo start wh the foundatio and strate. Uh,o one of tha will beinalizing exactly ich vehics are goingo transition Um, putng those pocies in place and then making decisns around tngs like how t maintence is goingo be hdled and tn the da. Um, as ptf tt, would strongl recomnd nsidering a fleet dat analys to help tra,m, peormance with t electric veclesnd suprt t decision makg, especlly a um electrifition evolves. [20:27] Marcella: And then ashese vehicles gino be replace chargin um, putting t charging inastructure where it ededs gng toe part of . A thenrom there, the fos shifts on toperations using data, rining whateve presses g put in place and th making sure everying is gog to beunning efficieny. And then lger term, theity can connue t pand and rssess t technology as I elves. U especily for t heavy dut vehies and fire apparatus So this approachs rllyoing to aow the cit toove foard wh elerification wioutakingn too muct [21:09] Marcella: once. U overa electricationsery acevable for theity, especially inulfilling the Climatction Plaoal by 2035.Here s a clear path forwd tha allows t cityo start small and scale over time. Um, by focusin o the rit vehicles, adding t frastrucre where it needed. Uh, the city is gng to be ae to mage cos, redu risk, and still be o trac to meet its goals So it really goi to b a gradl, maneable transition, not a morverhaul a all d it gng tolign wel with howheleetslready beg replaced today Uh, s ultitely, bottom line, the city is wl positioned t continue advanng its [21:58] Council Member: elecificatio efforts Uh, Counc uh,uestions coersation Uh, Council meer subpoa and then. Thanks Mr.Ayor. Um, 2 or 2 questis. One is youalked about infrastruure and you mentned the fleet data analys s tsere thing at the cityt some pnt will hav todd.M,o w have as these vicles are ded graally?Oe not need to add those rht awa It sods like irastructe. Um, steps I gng toe,ike I sai the fir charger that will b needed jt bas off the amoun o chargs you all he right now will note most likel till around 29. [23:18] Marcella: Right? Um, for theleet data analt, that somhing we thin you all shoul sta oking a sooner rathe than later. Uh, especlly if the city has any plans to pursue rolling out this le tematicsr thing of tha nare. Dan I ll let you spe a lite bit men tt. [23:38] Dan: Yeah.O, um, to to achievehe result you certain in ter of the infstructur you have time as theeller said,nd you canhich is, wch would be benicialecauses technology elves, costsill come dn. So fute addions to infstructureill bece eaperndost likely bter asoth the chargg technoly an the vehleshemselve [24:02] Dan: evved on the dataide. Um, stleets could alws benefit fm a mor defin analytic approh, and having someone responsle for that, whether it s anoer duty as asgnedr or until the fleet grows orou get the telatics data, having a dediced person for tt, you starto seehe benefits of tha posion as on ashey ce on boardm, particularf youoove with tematicsndmplement th across the city, t wealth ofata that prodes and t ability to hon in o not just vehicle eiciency opportunies, but o driver havior opptunities and ai idngpportunies toave fu and acciden eenses, u will come become manest with that person. Andustf can addn my cond questn here. Um, you so mentied maintance or Marcella menoned maintence. [24:48] Council Member: Um, I m assumin with ectric vehies. And then tharue four lan divid, uh, the support of the public reall wasrying to ke thi downsiz takin vantage of tha two lan or ree lane oion versus tha fu expsion to a,m, two lane southbod, or even that four lane dived. Um, a people were very kind of [53:45] Joe: opposed tohat four lan divide just becau o the access wetland, igh ct. Um, inontradicti t the sety and capacit benefit, as we stard looking a the inteection irovements. U undabouts got a lotf support. Soefinitelyoad, cliff road, Bnaire Pathnd Connema Trailllad about 2 to 1upport.M,or those imprements. Um, just kind of tie in bk to the last te I was he with that existing coitions in this Eagan segment. It s reall tse three signalidntersectio that areeeinghat high crash te right now. R Pine Le, Cliffoad and Diff Road. U so really lking at those inteection impromentsas a [54:33] Joe: big, um, focus, u for for thisegment. A the for the forecaing aind o projection to 2050. Um, to the north of 149, we were only looking at kind of 100 to000 inull growth, depding o scario. Uh, dow in semount, we re seeing kind o 2 to 400 in growt But really in thi sment between Connemara a 149. Uh, we ing from about 1080 t t when w prode that cacity, uh,ravel dand of up to 25,500 vehleser day. So alst doublin tt tffic that s outhere tod and just trav demand forhat segment Mr.Ayor. If it s no bld I stays at that 16,000 numbeecause there aaster rtes like Pilot Knob or2. [55:45] Joe: Ank you. Wh w were looking at multimod conneions,h, the three Greenway plannin enavors by Dakota County Verans Memoria Trail a Overpa is kindf tha fst step. Uh, which onhe west side betwe Cliff road and Mndrews. And then Vermion Highlan, which does he a crossg of highway ree at 1/2 andiscayne [56:23] Joe: Avenue. So going thrgh our, um,ind o interction by inteection,h, 1/2n Biscay wasnehat w lked at a tee quarter intsection atompared to what was out ere todayr anxpansion th justhat se street stop What we found is that that tee quart does,m, redu delayt the inrsection.M, by about 70% getng rid ofhat, those left out movemen as reay e big day a tho intersecons today. Uh, wn you lk at the kin of reonal pattern Bisyne, t north sou. S thahree cor movent really helps o wh that mement. Uh, with 10. [58:02] Joe: Um, just having tt three lane seion,m,oing thrgh this ar. Um, and tho imprements, kind ofhat cye timin uh, impvements at this iersection. [1:02:30] Council Member: So there could I a a qstion the? U this isust a genel queion about undabouts. When tre are near a railroa crossg. Yeah. Thank y. It sounds like you anticipate the question.Es. Go ahead. [1:02:45] Joe: Um, so to addre thatoncern, weid look at oveead blank t signa. Um, no overhd blanke signa would b in the left lane coming southboun th left lane comg eastbnd, an then the right lane cing northbound whichuring train crossg wldome up as, u bically a sp at this poi. And so that would rerictraffic I thoanes to keep theoundabout clear so thathroughrafficn the nortound lt lane, southbndight lane, uh, could sti use ttoundabout during train crossin Tre woul be gate ohat east approa. Stillhysically rerainingraffic from crossing the tracks. Buty havi those multi-le approach, uh, some ofhat [1:03:31] Joe: trfic can keep moving durg a train croing. Yep So it a, uh,Ms sign aut a two by two sig thatould b ove theane. [1:03:50] Joe: And so I would come up with, li, stopt this pnt o u know, d n enter t rodabout. Okay. Thanks. Yep. Goo queions. Sos we go north, um. Sai Thomas, Thas Becket accs. This was a very high vume acces tt we need to csider. Uh, betwee cliff and Diffilt Road. Um, with aour le roadwa stion, we did t want toestrict the accses t just rht and right out. Um, as tha kin of regiol detour route using Cliff a definitely road would, wld make tffic comg in a out have to alter their traic patter qte a b. Um,o w looked at an option tha changedhat circulaon ton only o t north axis,ut [1:04:37] Joe: only on t south. Access and ingble to addn kind of ft tur lane and then an acceration lane, um, in tt ar s that all tho traffic movements could be made fro the Snt Thomas Bect sit , we do seeome, benefs there. Um, ioth day, u very minimal crash costs. Uh, benefits for tir, u and then dinitelyoad.H, anotheulti-lane roundabt. Um, whenouook these mui-laneoundabouts hhway threeas twoanes,ut spial attenti wasade to thos minor approacs to try and kee onl one cirlating ne comg in. Uh, so not see [1:05:25] Joe: lotafer operation Um, having kind of thi hrid rodabout where it a two by e versus a tru multi-le undabout whet s two les fromll aroaches. Um,hich you seen a l ofhe Daka Countyoundaboutshat hav very hhrashates. So really tryin t to mimize crashes. Those are aucket. [1:05:45] Council Member: Doeshe estated costnclude an estimate for rig of way acquition. Uh, dsotnclude right o way. Most ofhese a contningt t withi right way.H, a definityoad. Ther could be someinor right ofay acquision just on thos corners Ok. Tha s wha I was looki at Yep. [1:06:05] Joe: Um, so we wld eect those to be prey minimal to the erall ct of the rouabout. Gog on. [1:06:16] Joe: On this multiane. Um, the the the black dense secon,s thatctually phycal barri there? P.Ohelacked in secon wouldeedian. Um. We are still lking a dign modificaons to these for lik that rigurn lane coming off diff. Uh,hat wldikely be pulled iohe roundout res a right turn lane without that physil separation and a finalesign. Okay. Buteereusteally okingt the lane capacity Okay. [1:06:50] Joe: Fo that. U highway 149 realigent was a b pt o this stu a wel Lking at theeasibility of tha Um, we did look at a conpthere it crosseouth of diff.Eend kind of connected int 1 as a nohouth rouithbout 50 60% of t traffic turning offighway 3 to 149.M, that wouldllow kindf ttain line, uh, to opera mes a in line. Um,owever, this ne alignme, hat railrd brid and a lot of tha fill in thaap, uh, came out to abou a 25 t30 million cost estimate. So there was a l , um, cost int makinghis alignment. Um, cpared to placing the railroaridge [1:07:38] Joe: wheret is today Uh, to hand ttour lan capity. Um, we came up with aost of abt $10 million This includes sho flyridge ingemporarily reconstcted alongsid to handle the train. Uh, and then thatour lane expansnoccur, and then therain shiftack. Um, so at wou end up beibout 0 milonn repcement costs and that kind of image in th middle kin of shows wre th shoo f might temporari , um, place jt to t wt [1:08:15] Joe: of the existing bridge. So as weookt kin ofhat recap for ts fr laneection,h, a lot o those driveyslong the core wld end up bei coerted t wri and wri out. Um, with t roundabou at dif Leend Cliff, hose all opptunities for u-turns. Uh, thene access on e east is to thelint Hls. Uh Excel site. W d lookt thre quart locatio the. , where soubound lefts cod be made there witut having to goowno Cli, ke a u-turn and come back. , but for mt of these drivews, um, getng to them from t sth using that df roundabo, coming bac or using t 149 roundabt and coming bac uh, does pvide pretty goodccess int those the businses witut too [1:09:02] Joe: much douring. Uh, our fr lane divided conce. U wt d have a lot ofpposition, ough? Thi w the fl coept down to Connema. Um, by rlly jt ptinghis four laneoncept wre it s ulyeeded from that travel dema. U kin of need,h, reoping that that balans with theublicpposition to this goi in. And then lastl that highway 149 rndabout, uh we de looki at a hybd roundabout wre thatastbound could ctinue on higay three.H, wreas theurning movents at 149oulde me inind o a singleoundabout. Sohat that s the sest circulatg rndabout, u at wean do. And havg [1:09:47] Joe: thoseypass lanes tn carrying those higraffic reams. U this I a sghtly high ct roundabt, just with a lot more of a footprint here. Um, but you can see the th operationhe therash cost benefit are really maximize with thi option. I did wan to cover u as w go to the west, east on highw thre Uh,e a lookit a lot o dynam cveignage, high frictnurface and strategic lef turnanes ang this segment. U this is segmenthere the publiceally waed t kee I with that exisng twoane, uh, roadway Uh but tres a lot of crash cost along this segmenthat we want to addre. Kind of [1:10:34] Joe: east of Egan oundary here. So tald a lite bit about is, but for the entire coidor, it s 12.5ile corridor. We re looking a ding traff contr at eig tersection tha don t cuently hav tffic ctrol on mainline highway three Um, so weantedo be very smart outhich interctions this control was add a toeally balancehat travelime, try to keep, uh, as clos we can to that existingravel time withouncreasing delay on the highwayhree approache wher they now haveo stop. Um, s we werebleo do that by rucing delay a t inrsections, uh, in locatns where weere expding [1:11:20] Joe: capaty. Uh,nd the we also looked at those secdary acsses to, toalance in safety benefs as well. Um, so where is tt safety need on a oject wid level?H, tt segmen between Bisyne and 1/20 down to Connema Trail I had ver highntersectio crash rates So really tho inrsectionmprovement that we re makgt allivef those intsections are really biafety benefit. Wn we ok athis at cridor leve um, dow inosemount, the s aew key improvents x 42nd 4 that have a lot of benefih, and then thrgh at curdection, uh, in the lower rig, um, you can really [1:12:05] Joe: see tha $4. Mlion of annual ash cos alo that cur segment wre tha dynic speed control high fction rface wld rlly be big benefit to tryg t rede that large number. A then lastly, in Inverrove Hghts, um, kind ofhat,h, segme betwn hhway 55 and 65t Stet was alsdentified. En we start loongt an imementation schule.H, righ now, the b pavement ojects o this quarter a 2033 Um,ohats quite a lo tim to wait. We wanted to provide a littl bit of flexility. If there wer some highrash areas that w wante torioritize. Uh, but this all ties bac to funding When can [1:12:51] Joe: we get fundi, u t make these thesemprovement along this cordor? Ando a we art baking out tse key safetyeeds down in Rosemnt, uh, 46 and2, u we re lookin at that 2030 t 2035 timerame for tse, uh, f 42 we aually looking to ta advantaf Dota unty upcomg project at that iersection toet a couple more improvemes on highy three. Um,ind of pulled into that proct, that 1/treet toighway 149. At she section that goe rough Eag. Uh, that s a ve high cost segment when we reuttingnhat four le [1:13:36] Joe: expaion rlroad bdge. U belie eht rouabout, fiveoundabouts Uh, along th specificorridor. U so th s a 55 to $60 milon estimanoday ollars. Uh, whe we startooking o, um, tt cost estimat I going rise. W re likelyoing to need eher additnal ste nding to cover tt o deral fundio cerhose provements. Um, so with that, that s the kind of commendatis for the Eagan segmen, and happy to answer any of t council s questions. Uncilman Snyr. Se ve got t, Mio,ho sis manar, coordor, and then, , Jen Olsho sur water resour manager, and Jeff ucker, whos our street superintnt. Uh, we got eve Gman, who is our utility supintendent, and Sarah is h younow,ah, , she aaysportive o Us. D, Jh had aig pt o s team, too Um, honestly, ther s couple of our team member se the pubc works, ome in fin. We re t sure which departm they in now, so.Ut I s been a rlly g, uh, team effom, str elef asseanagement being utized at its fullest Um, a l of crvity. I knoetimes [2:01:52] Russ: creatity a engring and finance folks MAY sous ntradictor but uh, we used a l of creaty, actuall in prepari theip. Um,e we ve some goo discussio with Publi Works Committ over theast twors, and I particular uh, we were preparing for the shortfall cominghortfalln the mor stet fnd, um,now, thathat camo frun, uh, ase pred t CIPou could see thathat was going toappen. So asart of that, we w ve implement in our cos estim, the recommendaons t uh, blic Works Commiee a wl as the l esion, you know, learon just talked ab the 100 yearife o the streets. And w really did [2:02:39] Russ: um, a spreadi out o a shifting prolongn, I y, o o seet provements So, um, I was and itas, u it a rt t do that and to, u uh,rioritize what str were goi to continu to d thin the five years and wha streets wereoing tush of into theuture. Uh, sirly, we use, uh,uidance from thelity r sdy at was d back in021.M, and we utilize recommeations fromt study. And so you see that and Jos w be tag about that. But um, there propose utility rate ineases thatart the nceution for ensurg the [2:03:24] Russ: re getting the ulity improvem thateeed done to be cpleted.Ewise, sir tohat shad about the stretchinut o the spingut the seet provements weid aimilar thing w t uti improvemenh, aspect of theip, and I don think d a goodughob, pbly the memo, but Cedar Gro parkin ge I uh, thing that n to the cip. And sot so, younow, funding for that ght nowill prosed from theor strt fund, andhen thatl b uh, eveually [2:04:11] Russ: bursedshe distr Dirictiresn 202 So there wile some exchang of mo But withhat, um, I [2:04:25] Russ: going to, uh, give Josh more littl bit of a lead in and theou can maker way up h as youant, osh. But, uh, the cip propose is fully nded. So tha s that s part of o job to present t cip. That ully fund. It is, uh, future funng. We had tion mk on. And this this ide w used lt year, t So things hav t changed a lot, altughhey hav a litt bit.H, it b a li bit mor an effort to uh, toetding eve to woor thi fiv yrs.H, and thenther refinems comi So, uimilar to the discussion w ve had withhe blic Wor Cmittee, we prly goi to baving moiscussions with t ic Wor Comee.Ut, um, know tha as a t we cank togher and we can make things happen.Ith [2:05:12] Josh: at, Josh Fel, tha you Josh Mayor couil. Um, I thi Russ reallyn t h itard enough. This haseen a prett good effort on both our teams. And, uh. U ally very proudut how far we gottenith this. U we ve got really two keybers, two th aren here,nd I don t think Rus mentionm, but uh, the ve beeogether a working tether very closely. Robin and Alexandra Iant to givehem ct. Andra an accouant, u in the finance depart. A then n s anet manager in Puic Wor deptment. S uh,uge, ualueromhose twn ts pro.M, m probab notng toe. As lo as Rus thinks I m g to be,ut, u m gng to kind o through couplef ides heairly quicklyut ask questns and therere a bunch ofance slide I m [2:05:57] Josh: goino start kd o bigger picture. Worky dowo little b moreetail.Nd then Rus I goingo getnto the procts more specilly. So we going t talk money first. Um, whi soundsreat to m I gue. Um, there s availabl funng. That good ws. Uh, the 27 and 2031 cip.M, buthere also creasing fund bces. And thould happen. Re n g to swhatecause re u some of tools th weavevailable, the curr tools tha finan h availabl Um, a tt s the capi improment bonng. Um thi I t new to t city, but it woulde new, uh, for stre reconstctions. And thatasked about, um, I e previou uh, agend item [2:06:43] Josh: two. So we also goingo be talkingbout increg ility rat u we ve kind of mest increasn t si digange. But the 2021, utility rate study uh, sharere is a need based off o the increased cos to ince those utilityates hen the fure. So we be looking that.M,ndhen, you k we wen throu man iternsfhis cip I want t thankuss team a Russpecificall I thi the fir picre that, you kn financeindf kic back to him, um, was pretty alarming to hont,s f as where we stood whe ite to cas andaving fund balce to payor the project So, [2:07:29] Josh: , there w opporty Russ took and h team took t to phk proje and ruce aual project and forth. That too. So Russ ma touch on se ofhat ttle bit later too. So it real was a pership t try to m this plan happe But want to highlig th, that t is a fiver plan. [2:07:47] Josh: D our ass managemen progra nows sing to l out more thanust five years s looking out 20, 5 70. We vead conveions with council,h, regardinghe street pam, major street ogram, ookingt 100 yrs now. So we re really loong in the fut but this an is only for t five yea. In t fiveear plan. Re looking $156 mlion o investmentohe commu. [2:08:13] Josh: And and those a coming f you know, tax revenue,m, at soming fro special asssments. Uh, somegional projec are also include in is. And right h y can e k ofhe buc. The bts really aren the theoloredreas here. You can nd of see by year, u how much isdedo fund a pay r this cap impront plan. Uh,tty significa investment Um, but we re an aging we re anging city at thisoint, and we nee to reinve ine of o aets here. Um, I doant to highli m noing t get into thepecifics here us yoave questns, but do want tighlight a couplef areas. You can s theapital improvemen bonds, thearoon rtion of these of bars re. Um, that new t the city. U we once again I [2:09:00] Josh: sh tha we had id nds before for uties, a weust sed that. Thatas kind o a mhanismhat w outlined as part of that021 util rate study Uh,o it s been aalue, and tt s helpin maintai proper cash leve I order to pay for som curren proje ando for. We llalk about that a little t moreater.Ut ne in 2030. And that ind of the outears of thislan. Um. Kind ofard. [2:09:27] Josh: Not to muc Yh, it s a muc much larger buct, if you will. U andut wt s in ther is cap. Um, street reconstrtion procts. Um, andy citie uh,ondsre used to finance tserojects. [2:09:43] Josh: That s the mhanism thatould be use becausese proje are oneuch largerost. And t they lasth lon Those ivements last iome cases, tilities 100 years. We re lng ateets for 100rs.O we wouldn t be ndingor that length. Um, buthat s what typic ed as a mecsmo p for ose proje Also, no, you have t pay for dt service related tose bds too. So, uh, tding ses pay thoseonds isng to be a combinaon of, you kno tax revenue assests and utity reve So w don t have that ded andlanned out in this chart. But this chart is jus meant t show you what, um, is [2:10:29] Josh: lookedt for bondi. Uh, , you kno this is a plan and we re looki at this plan anally. Sohen w look at those o y, theay ch.T likheyl beca it is plaoust keep tt in m a wel So lookin at theajor stree fund, u we rehowing fd lance or cash I youill, uh, going from $16.6 million t .6illion. A you a why? Is thatpening? [2:10:58] Josh: We, million of bonds is bein issued inrder to mak that hapn forhose street reconstrucjects. You knowhat shat s meant to stize the cash. Um, and then spread t costs o t cuentayers wl.N you bon y have future paymentsor futur ps. Basica these of those imovements wou b paying r those.M, I doant note and the reanhy it is incrsing t, wn w looked at, uh, this fun the majo street f I theg te uh, it it it the was there s challen and I think th was n on the introduc slide And Russ touchen itn his memo and forth.Nd so we trying e mindful o tham, becaus w nee ch t pay for of thosemprovement in [2:11:45] Josh: e future t s we , we re bngrudent. Uh, b we relso tryin toe, you kn money wise when it c to the fe asell. S. Josh. Yeah. [2:12:01] Josh: The sixnonds isncluded I the cibutions Uh, from elier slide. , fm fro the slide that bend you rig now. B at six inds is considere part of t2.9. Yes.Y. That mas sense. Yep And that six. T s six o over thentire sparix mites. [2:12:24] Josh: Over five year pla Yes. Okay Goodstion. Mostl I 2030. As I noted tt piece of the street recstruction.Kay. So lookin at utities, uh, you know,e re lng at bonding inuing t practic as recoended by that 2021ate sty. Uh, we re also looki at ireasing utility ratess well. Um, there s a nhere. Um,his the area that I think drew m concernrom Russ andt t timehene re looking at the pcts, de went tohe toolbox and pulled out t three too at I really hhat w really h as, as a t he. [2:13:08] Josh: And thatas bonding, uh, utity rat iases. And thenlso loo at, you know, ectuction or and or delay. Um, ando t was, that w wha was neede to of make thatappen. And thk there s als a stresse rtance that because we issuing bonds. You know, thredit rating ageies a alsovaluating our financial health.Nd s I m tryin t stke balce to show that wee thatinancial hea and demonstra that.Nd we do But we also neeo inse rev inhe s te to pay for this five yea plan. So we re looki uty ratn the3% range right now Um, whichn we cre it t other coities, retill on lower, at least as of last ar. We [2:13:56] Josh: re stillaiting for aa to s resul.Hey d a ey of a the rated communs o area. Um, and wese thate use tha to sehere we lie. But it s one ohoseurveys tha als isifficult because eveity n aifferentge braet, if youill. Um, so re trying te minul of all th.Ut I think ng the ca here, uh, is slightl creasing. And under that 82 s udy, they wanted to look increasin cash,h,ver time. So re tryingo do at. But w re als tg to balce theact to t users a their customershat are pg for thetilities, [2:14:41] Josh: s um, I believe t is strik prett good lance of thaven though th are some imp 1. Umut Ion tnk any o city isgnoring thet that thin are getoretly. D s u we lso in a world tthat s thee, too. So re tryg to [2:15:01] Josh: mindfulf a t. So capit provement, bonding toued on it a lit bit. We are we do h some debt service obligaons a par of thi plan. Um, so those arelso embedded in there asell.M, thre rommended t 21 Rate stu Um, they are gnated specific stree andlity project a they reire t deb ser obligati too Sore s inst to it a well. So ere sost issui bonds. And Ion tnow for us you to tou on thislide at all Yeah You k so just somef e key this that Josh a I already tdbout w rega toip is this is w slide, not just an ued slide, but justheiming of both the seetnd the uty programs thate veou know, [2:15:46] Russ: we vee ve definit taken thejects that we orinally ha in our f yea and read those out.O I m not saying thatalf of the were ved fm theeearip, bu a nrf them were ved fm t cip And so we we to priitize,ou know, which osere a to, uh, last a le bit longe We re ng we re belie they wi be. Um,ut tt t was ig par of bothhe stree andtility. Um, improments in ournd so tha weould actually finance, younow, everythi that we we oposing or we reoingo opose I ouriveear plan. [2:16:27] Russ: Umhe finan strategosh has bee talking abo that, uh a big help fromhe fire partmenthen we talked about some of the assesent befits th the, uh,oth fro the cu and gutr assessmen as well as the rejuve our sessments.H, w ve been pug, um, in le wit the street, annual stree imprents. The utili partment uty divisio of public Works departoes in and inslls hal 1 mil to1 million worth ofhe stores fitngs. Now the stor s fngs are what put on fire hntso thathey canake a qer connecti. Now they have. t n, wou tel you that 5 of t hydrants, a 50% of theublicydrantsn [2:17:13] Russ: gan, uh, can amodate have ose store fits and can accoodate theuicker, connecon 50%.On t they he the old connectio now? Ere s a feconds. Re talkinbout an additiol timet is require butll of o fire trucks are equippe toake conions bh styles ofireydrants, um, uh, adjacentmunities that we, uh, asst a fire callstimes. Uh, don have storag fitngs. So, younow, enever we going out to thosemunities whe we hav the toolsnd a the fire truc to accommotehose, uh, hrants as w the with our new fire chief, I know ashe w herlier th evening, I shoulde given h a sut o when s s here, but, uh,ough discusons that and I had [2:18:02] Russ: and other on her staff, um, I share just the challenge tha we we hav uh, withhe utilit financi andked out t half 1lion to $1 millio costs related to the stores, fngs.Nd,ou ow, fmur dcussions,he indica that she fel comfble, as did the rest of her other fn h staff that ife wou slow downhe uh retrofitt with the st, uh, fitng. So cally, uh, w was going to happenn t next t, ten s from now basedn o old schedu, we wld hav had ev public fydrant, u have the store sittings o them w a reduced schedul we ret goi t cut it in half, uh, every year, far as t spendin on store [2:18:48] Russ: fitt,t would stretch it ounother 30 years. So, um, that whate re tha slso en include withhe c, the par gage was addedo it, as I menti earlier So ose are some o the maj components of that. Wante t incateo theouncil or sh with y guys ypologies. Uh,t s t implation of thatore is ing esion in terms of rvice? In, how do prioritihat s been, uh, [2:19:24] Council Member: trofit already versu wh arehere h do you prioriti whathe nex up is in a swchedule, I guess. Sure MR. Mor,t w would do is like, we sed thtreet improve sche in the past, and it was an even match, soe would just start takingf of ttreet imprement sedule, we track of a thoseou know, wit our Crogram. So would ey tock those. Andh aet managent, tt would very easy t just track the individu hydrants and the neighbors to understan h ones were due.R, y kn we could schedhose ou easy. Sokay, so s not a it not a matter of whey re most mean, it s synced u with t stet impront, n [2:20:11] Russ: necessaril with a this is a provement to t hydrant. And this isn ahereave poteially highe fire service tractin we do I this . MR. M, tha s a g questi Tha s shing I thinkthis pointt we can do, youw, sohat is a even though our our past prae has bn jus folwinghe streetrovements that we h scheduleith this chang we canoritize. W would it be mos impornt to put in a stesitting, you know, where wouldt be best t have tho oner than latero I thi your p I is ay good I m, if we extendt timi out0 y, then, um, what s t next retro that go to be rlacinghe store ittings? U and so I, I yeah, that [2:20:58] Russ: s kind of w pefully the isn t. Uh, that s proba n going toe the cas Somy will co up withetterolution that thean sell. Yo re probayht. i Ink theef innovationneydrant connonsslower. It might be. [2:21:18] Russ: Yeah. Mean, because thenes wese have beensed prettyh fever. Uh, I d say at l a hun yearsbe. Yeah. Okay We ll see I m hding my hovaftstion until later o. All right I ovene. [2:21:40] Josh: Um and seurselves from a queson, b uh, pleas you knowooking at summary futur fund bances, you kno I allu to the ftt we t some cenges. I be forthcg. But, y know, that looking thehort term, we re ting t address ourhort ter cip I t in thresentatiout, uh, rtreet fun nds assiance. We already we alady doing wor toddress that. Rightm, we re looki at ouressmentolicy. Um, and tt s,hat sn are we , we and we re tending the lefe o th asss to t streets and forth. So tt s goi to help signintly in long ru for ttd. [2:22:18] Josh: Uh, utility rat and uh, bog increo offse me of tho, u f deses t k of prop uhe ch tha s nd hat fund for operatis and, and just capital improvemts as wel You need ca to still do that. And w thosapital improveme uh, as Ihowed them, that bt ki oflide, thear chart, , they c fctuate f o ar to the next prey signicantly. Um, as shad, we re goio continu to annually annual, um,o alysis ohat our water mandsre a w o venue structureooks l too. We had se conversatis authathat ght loo like.Nother r study probably cg soon here. Se c kind of refsh what we re looking a and get a [2:23:03] Josh: be picture too. S um, and en, uh, in theg term, you know, connueo lookt ity rat andondings well. Thatight a part of that rate study I the [2:23:16] Josh: future to. So jus fro a l t, Inly hav two more slidt. And m goi to hand it or to Russ for more, uh, excitg sff w you re arting toook ate pictures what these projecookike. Youan seeortreet Fund, uh, the liter,h,e jus k of [2:23:35] Josh: s cash. So jt nted to note that I think it s a gooicture,o show tsne s probabl a ttle bit more.Nd this is where t concername I from. [2:24:04] Josh: Ss and I a littl bit more en we wer looking at, um, thtilities fundn therunk funds, we do hav t fds that ant for the, u utility type project Um, and, uh, the publi utilities fund ts to pointhere it near, uh,he amot that w re looking a from operating cashtandpoint.
