you good evening I'd like to call to order tonight's meeting of the Burnsville Egon Savage ISD 191 School Board the date is September 12 2019 and the time is 6:30 I'd like to start by welcoming our audience both in person and at home we always appreciate knowing that our community is tuning in with that director Chester would you please lead us in the Pledge of Allegiance thank you there is one change to the agenda before we go ahead and approve it there were some additional edits that were just found to the item for Roman numeral for B as in boy 1 approving the Ice Arena lease with the city of Burnsville so I am going to remove that from tonight's agenda and it will come back to us after having been edited with that I will take a motion to approve the agenda moved by director shot second second second advisor courier is there any discussion hearing none all those in favor of approving the agenda please signify by saying aye aye opposed nay and the motion carries tonight I would like to start us off by introducing and welcoming our newest member Yoda heedfully Bose is a senior at Burnsville High School and our student representative to the board for the for this school year Yoda he is an active member of the BHS community and contributes a tremendous amount to and through the youth service program she sits on the Youth Service Advisory Council and has provided more than 360 hours of service since her ninth grade year last year she gave more than 40 hours of service in Ecuador for the Spring Break Youth Service event working with and helping the citizens of Ecuador with infrastructure Yoda heat is also involved with the theater guild and as a representative on the student council welcome you to Heath we're very pleased to have you thank you next I would like to introduce Don Leake interim director of technology and Rachael Gordon instructional technology coordinator we are going to receive a report on the new five-year technology plan welcome Thank You director all directors and superintendent battle again I'm Don Leake I'm the interim director of technology and technology coordinator and we're here to present the next version of the five-year technology plan running 2019 through 2024 the plan is developed using our strategic roadmap and the vision work from 2020 particularly the first bullet point of vision 2020 which is utilizing in technology for instruction from there we developed some beliefs based off of our roadmap it really it's about being future ready computer and IT skills are now a requirement to be future ready for students for everyone and every student means meeting the needs of all students and then the standards and learning devices are tools for teachers and students to learn with to master standards so Before we jump in a little bit to the the next plan we just want to take a quick look back at where we've been in the last few years so we have highlighted 2015 2:18 and 2015 was when our vision 191 and that and the technology levy passed and some of the things that we've highlighted here are I would say some of our big successes that we've seen over the few years and I just wanted to break these down really quick in two years so in 15 and 16 we started with a cart model of Chromebooks in our social studies classrooms in grades 6 through 12 at that time we also began Schoology on a very limited basis with our social studies teachers when we moved to 1617 school year 16 2016 and 17 that was when our one-to-one Chromebook so one-to-one is one device for one student so that ratio our one-to-one Chromebook started at the high school and at bus as well there that was about 2700 total student devices that we implemented in the 1617 school year that year we also just like Don mentioned the devices are one thing they access to the actual hardware but the more important piece is the is the access to learning and different ways to engage with the content in the classes and so the blended learning cohort started in 1617 as well it started with a small group of high school teachers that were willing to kind of dig in and look a little bit differently at their instructional practices it quickly became really popular we added a second cohort that first year in 1617 all of the focus was not just on the high school though we also implemented some brand-new classes at the middle school are digital exploratory classes in sixth and seventh grade where all of our students had an opportunity to learn how to use the technology how to use digital resources and so forth and we introduced to eighth grade elective courses for middle school and elementary wasn't left out either because we at our our digital learning specialists at elementary so all 10 of our elementary schools began digital learning specialists that year in 1718 we moved our implementation of the one-to-one Chromebook program to our middle school so we added the three middle schools in there as well we continued our blended learning cohorts and so forth in 2018 and 2019 so last year was a big year for our elementary devices so we pushed out a lot of elementary devices and digital resources to our elementary schools 4th and 5th grade are at a one-to-one ratio but our students in 4th and 5th grade do not take their devices home they stay in the in the building we're also at a two to one ratio so to students for every one device in grades K through 3 and again those are classroom based the blended learning cohort last year was the biggest it's ever been it included mostly middle school and high school but we also introduced a few of our fourth and fifth grade teachers to start testing out for this year when we've expanded it now in 1924 Elementary as well so you kind of get the sense of over the over the years and I like to point out at the bottom is that there's always that underlying it's like a tree everything that's going above the roots below right as the infrastructure that we need to continue to monitor and make sure that it's ready so that everything above can can really flourish one of the things I love and I'm really proud of is that the technology plan provides a framework for how technology continues to support first and foremost our educational goals and our operational goals it also really honors the community support of vision 191 and our ten-year techno technology levy of 2015 the tech plan and the tech department is also very committed to our CPS s work across the district and it's evident in our vision our review budgeting decision making and implementation of technology and a couple examples of this one of the things is that all of our digital all of our elementary students receive digital learning in a variety of ways so they start coding at kindergarten but it's every student and historically and still in some places you see that technology used after a sort of checklist has been hit on other things right so if a student completes a checklist then for enrichment they get technology and our plan really has turned that around and said no this is fundamental for all of our students and so we just like to call that out because it really does play a big part of how we put together the technology plan so there are six goals in the in the technology plan and we're not going to dive into each one of them I just want to briefly talk about each of the big kind of pieces so goal one is really all about the academic goals and we support our teaching and learning our sisa department our curriculum and instruction and as they develop what may be what subject areas are going to be worked on over the course of the year then we partner with them to make sure there's rarely any curriculum materials anymore that come that are not technology in any way so work with them as well the digital citizenship is a really important one and you'll start to hear the term we see it a lot more now as digital health both for us as adults as well as for our students really understanding the complex nature of technology and how to put it away and how and when to use it and so forth so the digital citizenship is a really big piece of our next technology plan and then also continuing to look at innovative learning opportunities so things like virtual reality are things that support our Fab Lab at the high school and our middle school Project Lead the Way all of those things are developing with technology components and we want to make sure that we're ready to support those goal two is to support our instructional equipment standards so we are moving from a historical building based model to a more comprehensive and strategic plan across our district in part because we want to ensure that there is equity across all of our buildings so it doesn't matter where a student goes they have the opportunities in our district the same and so we are moving with inventory systems with moving making sure that if a third grade classroom is outfitted with a certain set of tools and resources that that consistent across our district and we're evaluating and adjusting always our filtering so by law we do filter obviously and we have an ongoing conversation with principals with admin with teachers with students with parents and so forth goal three is really about providing professional learning and one of the the biggest ways that we do this is through the blended learning cohorts that is one of the fundamental kind of core pieces of our of our professional learning plans related to technology and the second one objective 3.2 is a more broad kind of general so we we provide a variety of ways for people to engage in sometimes it's about tool based and sometimes it's about pedagogy or pet and instructional approach so a variety of ways and also to provide our non instructional staff so we know that technology is becoming much more important at each of the buildings in the office for you know for data and looking at all the different pieces and so making sure that we have a comprehensive piece of that the last one is for data privacy and security this is becoming a very important piece so one of the things we've already rolled out this year is email and password security and information to all staff across the district so that was the first year we did that and that was directly related to some of the technology planning that we've been doing goal four is really about utilizing our technology to make sure that we're communicating and partnering with our parents in our community and so one of the one of the things that we want to do this year is really work with the communications department and with our buildings to look at how we utilize the key resources that we do have in the district to make sure that we're connecting with our families and with our community as best as possible and then we have the again you're going to see that digital health is that I know as a parent that understanding how to parent in the digital age is a really important piece and having resources and support structures so that we can collaborate together and partner together is critical in fact on Tuesday we had a technology night at and one of the things that came out of that was really the desire from parents to want another session that really looks at that kind of digital health as a whole so I'm exciting things there so goal five is is around our operational technology and we're working with multiple different departments particularly hrs but around the Athey staff process the incoming and outgoing of staff and making sure we're getting things ready for them so they're ready to start their jobs right away with the things that they need we're expanding the use of single sign-on capabilities through rapid identity updates and upgrades this year included network firewall protections and a server and sans solution which I can't explain the details of it because I'm still a kind of a steep learning curve but I know that it's an integrated system and hopefully it was installed with very little knowledge of anybody that uses the system so that was our goal and then the other pieces were really working to standardize the the equipment that we have in our each of our classrooms across the district so that's a big process for us and then six is that is is really about that infrastructure again we we replaced 48 switches this summer and hopefully buried the interruption again we updated the servers and firewalls are coming next year so that's that then and then we also doubled our what is it that it's the network fiber capability so the fiber optic capabilities of our system are now been double to the summer so down the road we have a four year process where we're replacing all of our wireless access points this is they'll be up for replacement so that's kind of the plan and that's it thank you thank you very much I'll open it up for questions and comments director shots thank you I appreciate that that's I love it when the report just lay out exactly what the goals are and what each step of those are gonna be that helps me tremendously to understand what is what's going on my question is about equipment I don't see in any of these goals other than the infrastructure piece equipment changes and upgrades and things like that everything looks at least for the most part looks like training and kind of back-office operations type things is that accurate or did I miss are you referring to like in the classroom like I don't know I don't see so when I'm just I'm scrolling through the like the goals I don't see this looks like I don't see like we're we're upgrading you know upgrading machines or we're adding adding machines or you know equipment and things like that so so we haven't we have a plan we have we have an equipment replacement plan for desktop laptop computers as well as for all of the Chromebooks so every year we cycle Chromebooks in and out of the system and every year we cycle computer devices in and out of the system as they age out and they become there and they're no longer workable on our network so that's in the plan and so that the levy that supported the one-to-one well we're now in year four so some of the devices in our seniors hands are four years old and so when they come out of their seniors hands next year the ninth graders get brand-new ones so every year we're replacing at least replacing sixth grade at ninth grade devices and then as we roll through the process the elementary devices get rolled into a year-by-year setup so that is the we do have a plan for that and we work it every year so great so that so you I mean you already have that process in place it just may it's just not route I didn't see it there and which is completely fine you know that's um I just want to understand if this included equipment these goals and plans that you had included equipment or but you already have a plan for existing it's kind of it's part of the when we talk about standardizing classroom access and pieces it's it's embedded into there because we also feel like there has been a lot of really great support from our PTO s and at the building base have perfectly workable equipment and we certainly don't want to take anything out but as things need to be refreshed that's part of that standardization of ensuring that a third grade classroom is similar across our our district any other director career thank you under goal three for our viewing audience would you define blended learning cohorts yeah yeah so blended learning they're actually is very little consensus on what blended learning means we have defined it as utilizing the best of face to face an analog learning kind of traditional learning with the best of technology enhanced whether that's with a device or whether that's with using digital resources and so our goals have been to say that within a any class that you take the best of both and blend them together and so that's kind of the focus that we've we've had other places do define blended learning in different ways but that's really where we've landed okay and then I have a comment and goal for goal forces utilize technology resources to increase parent and community engagement and your two objectives pretty much deal with parent engagement and I just encourage you we have perhaps the strongest community education department in the state that you tap into that community education department may be using this goal so it's just a little much to to tap into our community education Thank You director courier come other comments or questions I have a couple doctor couriers since you mentioned engagement and go for I actually did have a question about the parents side I'm aware that pretty much all of our staff this year are using Schoology now for grading assignments what and I didn't hear you talk about how we're going to help parent let's figure out the new system when they've been between two different systems parent view and Schoology yeah so we are six through twelfth grade are using Schoology much more comprehensively this year including the grading piece and what we found over the last couple of years and the feedback from our secondary parents has been that it has been confusing to have the synergy gradebook and the Schoology gradebook so we are in the process of a couple phases phase one is that if everybody is using this Schoology gradebook phase two actually will bring in the sink that's going to go into synergy so that's not coming quite yet we're still waiting for the vendors that we work with to get things up and running so it's not on our timeline it's on their timeline but the change this year for the parents to access Schoology so we've you might have gotten an email that came out that explained that there was a parent Schoology account that was created and so we're really trying to streamline that so when a parent creates a parent view account it will automatically create their Schoology account for them and so we're working on fine-tuning that there's a few tweaks that we're still working on to make sure that it's working as as fully intended and so that's that's the technical side of it the the training side of it is that we're working especially middle schools we have the three parent tech nights already scheduled and we had Nicolette's on on Tuesday Eagle Ridge actually was on Tuesday as well and Metcalf is coming up next week but the week after and so we'll continue to work through basically through the the building levels at conferences will have another presence we're working on some kind of updating some information on our website to make sure that we have opportunities there and then I've also been working with the cultural liaisons to make sure that we have information that we're sharing with all of our parents that's great thank you yes so you talked about synergy is that parent view yeah sorry yes synergy is that umbrella it has parent view student view teacher view and admin view and then with the with Schoology training for parents in the school what about training for ninth grade parents and the high school you know there's nothing specific like a parent kind of meeting often times we see that there'll be a lot of questions that come to teachers over conferences and so our focus will be on making sure that teachers have some sort of handouts that they can give we can certainly look at other opportunities as well for parents to come in even if it's kind of a secondary district-wide or something like that where again having a presence at those conferences when parents are there yeah good question thank you and then also regarding elementary access granted they've you know in our Elma Elementary School's they have greater access than they certainly have had in the past do you have any sense as to the frequency that any given student might have in accessing our Chromebooks the cards yeah so Elementary this is one of the areas that I feel like we can be really proud of what we've done at our elementary last year was our second year of our literacy rollout and we were really looking at how do we how do we bring in technology resources without distracting from the learning of particularly literacy and math and so last year what we did was we actually aligned we we call them tech litte recipe cards and they just as if I'm cooking something for the first time I want to follow a step-by-step process and these Tecla recipe cards combine the the literacy objectives so and the there are kind of tech extensions that are in the curriculum with those resources that we have available so if I'm a second-grade teacher it is tailored to me as a second-grade teacher what I have in in our in our in our classroom and so there are nine units in our reading curriculum and so there are nine cards for each each grade level and the intent of those was really to start the process so many many of our teachers are going way beyond those already they already were going beyond them before we even got you know as much access but what it also does is it helps provide an on-ramp for Artie who maybe are a little less comfortable with the technology because again one of our goals is that all of our students have access to that learning and so we don't want situations where one classroom is heavily using technology and another is not we want to make sure everybody is on board so I can't tell you exact numbers but the the expectation what last year was that all of our elementary teachers were using those cards throughout the year that helps thank you and then I guess finally and Rachel you brought this up a couple times really appreciating that we're staying true to and honoring the goals of vision 191 in making sure with this presentation in particular with technology that regardless of where a family resides where the student goes to school they can expect a comparable experience learning experience and equitable access to the to the technology and the curriculum so really appreciate that thank you both very much great report thank you next I would like to invite Glenn Simon to the podium director operations we will receive a report on summer projects I always enjoy this one thank you that happens I'm here tonight to give a report on summer projects that happened this past summer and it was it was a pretty busy summer actually so at the Burnsville high school that tennis courts were reconstructed and new LED lighting was installed replaced halogen lighting that wasn't working real well so that was done at the Burnsville high school as well I had the varsity baseball field backstop reconstructed to hopefully prevent foul balls from getting into the tennis courts during while they're both playing the old backstop was a 30-foot high backstop with netting this is a 40-foot high backstop fall chain-link now so really hoping we prevent that from happening in the future at Nicollet middle school the tennis courts were reconstructed as well here at Diamond Head the glass elevator that's so famous here as is being redone it's a new elevator now it's not totally complete yet expect in the next two weeks that it'll be completed and be in use here at Diamond Head as well the screening room in the lower level down by community ed was reconstructed remodeled to accommodate the enrollment center as well so both all the staff can work down there and collaborate at collaborate and help enroll students at Eagle Ridge Middle School the loading dock was in pretty rough shape I had all the concrete replaced that was cracking and chafing off and then new ATA railings put up to meet the 88 compliance at Hidden Valley I had new siding put on the penthouse on top of the school we did the same thing at Harry Bishop last year we had many leaks in the office area which that stopped at hidden valleys kind of been a leaking school for since the beginning of time when it was open well I think this is gonna stop all that water from intruding into the building gideon pond elementary we had new coolers and freezers replaced new ceilings new lighting and the rest room is being updated to be 88 compliant there as well at Sutra elementary new walk-in cooler and freezer was replaced and the rest room is also being updated to bada Sky Oaks in the cafeteria entryway there was an old plexiglass entryway there that was just a mess so we had that taken down and put a new entryway and it looks pretty nice and at Metcalf had the entire fire alarm system replaced in that building that's thank you that was it it was a busy summer Thank You Glenn any questions or comments board members director shots yes as a near-miss recipient of one of those fall balls I thank you [Laughter] so after the fire monster parade on Saturday I walked home cut through Nicollet and I was very impressed with the new tennis courts they look beautiful so well done well I always appreciate that you know you're so sorry I always appreciate that you always spend the district very thoughtfully with your summer projects and because of your attention to to the details of our schools I we are just can be so proud of the quality of our buildings and the level of you know care and cleanliness that goes into them so thank you thank you right next Bryan Gerson assistant superintendent is going to give us a report on our facilities and give us an update welcome thank you one second Thank You chair out dr. battle and board members for giving me the opportunity here to provide an update on our facilities realignment process that we have going on I know that when I met with the team in August there was certainly a lot of information but after a month this is just kind of an update of where we're at as well as some additional detail that we now have as noted in that second paragraph of the summary document the one that I've projected but I'm not sure if anybody can read that we did finalize our contract with the consultant Roger Werner was the original author of the facility study for us and is going to stay on with us to help guide this process dr. Werner with his time spent in the district is familiar with this process as he noted when he presented to the board he's done this hundreds of times in different districts a very specialized area that not a lot of consultants do work in so again we're lucky to have them I also want to note that i apprec-- dr. Warner's understanding of our financial situation and the need for us to also flex a little bit of his original plan as we discussed in August there were some expectations of the board that were shared by the admin team about how the process as written or he may have done historically didn't really match our expectations of involvement of our community and making sure that we're meeting the needs and following our CP SS expectations to bring multiple voices to the table so both from the aspect of allowing us the opportunity to work with him to kind of revamp a very unique process for a community as well as working with us on his financial proposal which we ended up in a place about 40% less than he originally pitched so the fact that he was willing to negotiate some of that and allow us also to do some things within our own team to support this process to make it a bit more within what we're expecting from you know efficient use of our of our resources and then just as a refresher about bringing on a consultant as we do know that finance is is a concern but we also look at this and say we needed that neutral party and I think dr. battle articulated in her introduction in August about the need for understanding that this is a different process and these are memories and emotions that are tied to these facilities he's also got experience this is also unique in that we have a number of members are members of our team who've been through things like budget adjustment but closing schools and the idea of closing sites and we've been charged with trying to identify to Elementary's in the middle school to close our unique and ernie in need of some of that experience not to mention a number of communities that have navigated these things would absolutely recommend needing that neutral party to come in as much as we try as administrations to make sure that we are neutral and objective in the eyes of the public at times we really do need somebody else to really say here's what we're hearing and again somebody with that experience to do that I think is really important the last piece of that with the consultant is also just the sheer amount of time that goes into this and again this is an extensive amount of work that's been done already and a lot of resources that have been spent within the district as a part of this process I can't imagine and what it would be like to have this time committing without that additional support from somebody who has been there done that as we navigate some of these things so again all of those have kind of come in to where we are with negotiate in that contract with our consultant would let you do with you now is just share where we're at with the process so try to better describe and define the process as well as the timeline from that guiding change document and I'll again reiterate we use this frequently we come back to talking about our unacceptable means as a part of where we're trying to get but the back of that document originally had a very rough outline that we had worked on with the consultant and now we have a lot more detail as a lot more specificity and that's what I just like to walk through with you so that you're clear on what the process that we're engaging is going to look at look like the first part before I get into the timeline which will really help you understand the process just making sure we define the terms so people understand when I say admin team or design team who is that and what does that look like so when we talking again notice that that parallels that guiding change document that we also talked about last time as well so those options designing groups you've got the admin team and I'm talking about the full administrative team which would include our building principals as well as our district level directors as a part of that conversation so that is a larger group that really is going to be kind of the primary point team for working with the consultant and by the way everywhere through this right now are things that unless you see those parenthetic internal the consultant is a part of facilitating these processes for us so he is involved in all of these things and it's certainly again I'm gonna be with him every step of the way to try to help make sure that we're navigating the Burnsville way and a lot of these kinds of things the design team when we talk about that is a consultative group that will be a part of this process which really involves the building principals and delegate stakeholders from each of their sites now as I met with the admin team earlier in the year August before our previous meeting they described kind of an ambassador's model that had been used before where they would bring two representatives from each site to a meeting the role of that group is really to help us as we kind of ramp up through the timeline timeline you'll see this to make sure that as we go further into the community we've got feedback and input as to does this make sense and are there things that we should be clarifying before we put it in front of people we have what are going to be called focus groups where we're going to be trying to get feedback from people we have to capitalize on those opportunities to make sure that that time is not wasted and people understand and have an opportunity to give feedback as we go through those so again that's a big part of that design team is what we're calling that group with the principles and two members from each of their communities to come so likely parents coming to meeting to help us with that structure it's another opportunity I want to point out that there have been clear expectations given to our principals that will be reiterated as well as you know monitored and documented when I met with the team last Thursday I shared with them the board is going to expect that we're describing to them how we've ensured that the voices in our community and the multiple stakeholders that exist in our community have been heard so that when we bring groups together they are representative of the population of district 191 and so that will be on the forefront of this group in any of our groups is to say how we're reaching out to make sure that that does represent our district so those are kind of those options teams within that framework when we talk about stakeholder voice what we have there are basically six different focus groups that the facilitator will lead for us the first three are going to be at each middle school site is still to be determined we may need to go to an adjacent site because of some community I'd programming so we're still looking at that but it will be clustered by middle school and the elementary schools that feed into that middle school and I'll talk in a little bit it's on the next page here about what those focus groups will look like then there are going to have three other focus groups that we've contracted right now we're still finalizing what that might look like but we're looking for an opportunity with those there's potentially to present one of those meetings in Somali one meeting in Spanish and then one meeting that would be just a jet community stakeholder its own group for potential people within the community that might not be parents in our district to come and have an opportunity to be a part of one of those focus groups again we're fine-tuning that do those focus groups with other families become a portion of those other nights their own separate meetings Stephanie white is going to be working in a meeting that I'll come into next week on Tuesday with our cultural liaisons to try to have their input as we design what those are going to look like then you see site and building with staff that's an internal so what we're gonna be asking is our building principals to do a very similar follow the same general outline of the focus groups at each of the sites which will give all of our employees an opportunity to go to a meeting and have some some voice in this process as well the facilitator will not be a part of those but the facilitator understands that that data in information that is extracted will go into part of his decision-making or part of his you know basically large database and then other community events and input opportunities that's something that Aaron tinkling Berg and I will be meeting about a little bit tomorrow as well as ongoing as a part of our communications plan what other avenues whether that's feedback surveys on our website or opportunities give surveys at other community functions we're just we had that accessible to people if they want to give feedback and then that next page we're talks about tentative agenda for focus groups this is kind of the outline for what that would look like so the consultant would be there and kind of give a general presentation helping people understand how have we arrived here taking some of the data from that facility study that he did and giving that information to the public then having an opportunity for some individual feedback that asks people a little bit about their opinions on now seeing that evidence what's their level of agreement with the fact that we're proposing to close sites get a gauge for what people are actually thinking about is there support for the idea and if so what does that look like as well as if sites are to be close what do they believed are the most important criteria I think you could agree that when we look at our different sites there are probably countless pieces of data that could be used as a part of this what are those most critical pieces of information that people the public parents families stakeholders believe we should be utilizing as a part of this whether that's the size of the school as far as how many students does it fit how many students are actually in it geographic location condition of the building etc a number of different pieces of data that were in that study or that weren't in that study that we could come up with and then tabletop discussions and this is where we talked before - the first part of that could be additional feedback about the recommendation and others of that could be a part of that last piece of the guiding change framework the implementation refinement as people are going to share their fears or feelings about change or what that would look like so that we at least have an understanding of what we're going to have to plan as a part of implementation if and when we do identify schools to be closed and again that's a proactive nature saying what are we going to do this winter in the spring to pay for to prepare for what would be actually implemented in the in the fall see I make all these notes and then I don't pay attention to them so it's hard to figure out where I am and so I think unless I missed something there what I'd like to do is just jump into that timeline that's the last piece and just kind of walk through that certainly we tried to make this firm and met with the team the admin team that's that full group with directors and principals last Thursday because we needed to map these things out as we said from the beginning and we've all acknowledges as an aggressive timeline we've got to reserve these dates and get things moving to make sure that we hold ourselves accountable to getting things done I had a conversation with the consultant since that meeting so earlier this week and is an agreement with this outlined even though we do have a couple of spaces to fill in that I mentioned earlier about those specialty focus groups so next Tuesday he's going to be in the district meeting with our admin team at 2:30 after that we will be talking about that first meeting of the design team that will be coming up the following week on the 23rd right now we tentatively has scheduled the week of September xxx with that first community group but realistically anytime between then and when you see the week of October 14th we need to have those three community groups somehow scheduled depending on how those fall out you'll note that we have the three focus groups for each of the middle school scheduled so that's October to seven and nine for those three different sites and how we picked those was just to make sure that the Eagle Ridge principal and the principals of all the schools that feed into it collectively came together to make sure that all of those principals are available on that evening you know understanding there's a lot of meetings here I told our principals I need them engage as much as possible but I needed them at those meetings because that's when their families are going to be represented and so it was really strategically picking sites and times when they would be available then you've got the week of October 21st examination of data and strategy planning what that means is an opportunity for myself to look or to digest the information now that we've received with the consultant and talk about now what are the other meetings that we need when you look at Oktoberfest model group depending on what information or questions we have left we may need one or both of those meetings so it really is kind of a placeholder and at that point circling back with a consultant to say what are the outstanding questions or things that we have to do with this process or what you'll be communicating the week of October 28th that's really again so you would have that next meeting with the admin team of the design team that's when the final you know criteria or other you know consultation to verify what is the data that we're really going to be using to make this determination to be utilized then the week of November fourth for preparing the board recommendations that could be meeting with the superintendent and the administrative leadership team that and then potentially also then with the with the building principals or certainly would be sharing with both of those groups a potential again after that for that week of November 11th for another admin or design team meeting again depending on what the needs are at that point identify and recommended the board meeting on November 14th that's when the actual formal recommendation would come to you from the consultant to say these are the identified sites that this process has yielded that we recommend should be closed public hearing then on December 4th and a final board action on December 12th and when I say final board action you've got the public's opportunity to offer input that would be the time when certainly the board would be and as dr. Werner is going to be expressing throughout this process in his presentations as a board you've got really three options when the recommendation comes to you you can accept it outright as it exists you can reject it or you can modify in as the governing body and it's a decision-making body is that people making the choice in the district all of those are your right and he expects to make that clear all the way through ultimately the final decision is yours and you have those three options as the governing body and so that's what I'm saying December 12th is when we would earmark certainly again we know we do have some flexibility but not a lot if we needed to move that into January but even knowing some of the implementation steps which are relatively unchanged it's their last meeting so I won't necessarily get into those now it's going to be aggressive to to get through all of the implementation steps and all the things that go into staffing and redrawing boundaries etc that's probably longer than I was supposed to go anyhow but that is that is what I have for you this evening and that's okay it's a big topic all right I would like to open this up for questions or comments director Hume so thank you for what I imagine has been an extraordinary amount of time that you've already had to invest in this process I have more of a comment than a question I guess I just you touched on it which is but I think it's really important that we do everything possible to look for the community focus groups I'm thinking out specifically that we're really trying to get input from people who don't currently have kids in the district whether that's our people who have maybe have had kids in the district in the past or younger families who may not yet have districts but that's a really important group that I think we have to make sure we hear them as well and not overemphasize the people who currently have kids in the district so thank you for having that covered in here but I just wanted to kind of re emphasize how important I think that is absolutely I know that we have a number of really good community partners as well that we want to engage and help give an opportunity to give feedback so I think that's another we want to reach out to as well as those people that are partners for our district who are very active so thank you thank you any other comments no I had a couple first off I really appreciate all the effort and time and energy that you're putting into this you and the rest of the team we don't necessarily see it on a day to day basis but I know that everyone's working really hard and and really doing their best to make sure that we land in a really solid place for our kids so thank you for that and particularly the engagement of the principals I think that's really important because they are such leaders of their school communities and and we need to make sure that in addition to the the partners in our community that that our families are actively welcomed and invited into the process where would students plug into this process it's a really good question and I think we have to actually sit back and maybe work with our principals and what that looks like if there is an opportunity for them to find at the developmental age appropriate level what that looks like within their buildings sure but as I look at that summary document I think I will make note of that you know I think I think as I look at this that's an omission that needs to somehow be rectified certainly I don't know that our high school principals would have arms or our high school students would have necessarily that imminent need but they would have really good perspective and feedback potentially so that might be something when I talk about site buildings with staff that we also talk about them reaching out and finding some way to talk to their students thank you for that is a good question yep can I put you on the spot you Dean what do you think well I'm going back to the speak event that we had at the high school where we included the teachers in the conversation so I think that is really important that you include the high school students in the conversations with their teachers it allows them to connect more and also feel like they're heard yeah do you see high school students having a desire to have that input because one of the sites that wouldn't be closed or impacted would be the high school but it could have been the middle school of the elementary that they went to do you do you believe that there would at least be a group of high school students that would have a desire and an interest in being a part of that conversation yes yep thank you I think we might be looking at one dr. battle Thank You gerald previously I mentioned unfortunately I've had too much experience in this area and in my previous experience at the community meetings the students were there the parents did bring children in a different process not related to school closing it actually was set up so we did get input from the students in a very different developmentally appropriate way so that will be a part we'll make sure it's integrated and thank you for your ideals and your question okay thank you and I think finally well there I guess two more two more points one is appreciating the fact that you know we recognized that we needed an external consultant to help us with this process and to kind of weave together that expertise with Brian I liked your label I'm doing things the Burnsville way making sure that that we are staying true to to what we hold important and and that we were able to do that at less cost that originally anticipated so good negotiating on that point I figured and and just pointing out to our to our community in our audience that there are people really need to look at this timeline and they need to pay attention to opportunities to engage because there are so many of them and I'm sure there probably will be a couple more likely through the website but we really need as many people who can be attend and join the conversation because as a community whether you have children in the in the schools have had children in the schools it's going to affect all of us and we all want this to to be the best possible outcome so thank you for that great report thank you all right speeding along to our student representative yo Dee do you have a report so although it is only the second week of school the clubs and the activities at BHS have started up again and everything is now in full effect so today I'm going to highlight some of the upcoming events that we have at BHS homecoming week begins September 23rd and ends on the 28th it is organized by the VHS student council and I and consists of spirit days after school activities such as powder puff football a movie night where we're going to be screening Avengers end game and numerous opportunities for the students to support our sports teams for their homecoming games there will be a combined pet fest and coronation on Thursday September 26th to get the students excited for the football game where various groups on campus will be able to showcase their talents and so on the ceremony will end with the crowning of the homecoming kings and queens and then the week of festivities will come to a close with the homecoming dance with the theme of old Hollywood another program that I wanted to highlight is a new program called change to chill it's a new program being started at the high school that all allowed some of the students to go and de-stress whenever they - they're setting up a room in the guidance office that they call that they're now calling the children so students can go there if they're feeling stressed or they need time to relax they can drop off all of their electronics and all of their backpacks and schoolwork and just go in there and the room has dim lighting and stress relieving tools all set up for them to just relax the organizers of this program who have brought it to BHS have also created something called change to chill week which is going to be next week September 26 to the 20th and the week is going to be filled with daily goals for students to meet to help encourage uplifting behavior throughout the school and being there for one another so those are two of the biggest things that are coming up for the next one so thank you great report thank you and dr. battle thank you board chair alt members of the board and welcome to our student representative Yoda heat Philipose tonight I just want to take a moment to reflect on the start of the school year and my first in district 191 and in particular I like to highlight the first day of school it was such a pleasure pleasure for me to visit several schools on what was the first day of schools for grades 1 through 12 and then again when kindergarten students arrived two days later the highlight of that day was helping 80 kindergarteners get through the cafeteria line we had William Byrne Elementary thanks to all of the teachers and the parents and volunteers to help those students there is so much positivity excitement hope and pride when our students come back to us each fall and it was a real honor to be part of that in the 191 community for the first time once again this year we ask families and staff members to share their first day photos with us on social media and I want to share some of those photos with you tonight with a short video [Music] so special thank you to those who shared their photos and with us in the entire 191 community I do want to share a couple of interesting facts with you on the first day we served 1468 breakfast meals 5039 lunch meals I think students were too excited in the morning or as one parent told me her son was dressed and ready to go and said I already had my breakfast what time do I get and on Friday we serve two thousand nine hundred and sixty two breakfast meals and five thousand and six hundred and twenty-two lunch meals our enrollment on Friday was recorded as slightly over eight thousand eighty one hundred students and Smitty and sons were up bright and early to make sure all the buses were rolling there was a 5:30 a.m. the first day of school interview by Lindsay their Human Resources person on WCCO and all of the buses we're ready to go so thank you to Smitty for all their wonderful work the first week of school we know we are a big organization but sometimes it's just astounding to remember the amount of collective effort that goes into welcoming and educating all of our stew so thank you to everyone who helped make this a successful start to the school year and that concludes my report for is the Hall of Fame ceremony and football game the Hall of Fame ceremony is held in the morass Center horderves prepared by our culinary students will and and that begins at 5:00 p.m. but I think if you get there a little bit early they will be prepared so you know you can get there around 4:30 the program begins at 5:30 the inductees this year are Bruce Anderson retired math teacher and coach Brady Bedard class of 94 national music promotion executive Terry Brown class of 1971 award-winning artifact restoration an installation professional John Brzezinski class of 1980 international relations and Rick Nelson Star Tribune class of 1978 author and journalist and restaurant critic so he's a Burnsville high school graduate I didn't know that till I participated on this committee so and that's tomorrow night Hall of Fame game and event so that concludes my report thank you are there any other reports all right with that we will move on to the business portion of our meeting the director of student support services to the podium we are being asked to approve an agreement for co-located mental health services with headway emotional health services Inc for 2019 2020 welcome Stephanie and board I'm here tonight to present them a contract from headway which has been a partner longtime partner for the Burnsville public schools and to start with a good partner that I'd like to say it has been with us for many years to serve our families and students and to their credit as we continue to work through our budget and and having to cut the contract and the funds that we put towards that they have hung in there with us and have presented a contract that serves the schools that were listed in this draft that you were given they are have also proposed a different contract for the four schools that are not mentioned and we're still in the process of working through that at the same time we have our student support teams looking at how we can diversify the supports for our for our students and families so that we make sure we're not a one-size-fits-all and that's a good thing for us so we're lining may be in the process that we're we're working through but I do recommend that we adopt this contract with headway and continue to work through our processes as we right size our district and that will be one of the processes that will align as we determine our facilities and where our students are great thank you mm-hmm so the recommendation is that the Board of Education approved the agreement for mental health services with headway emotional health services Inc for 2019 2020 for a total of zero dollars and authorized the executive director of business services to execute the agreement I will take a motion to approve the recommendation moved by carries thank you next I would like to invite stacy silva an executive director of human services to the podium we are being asked to approve the proposed revisions and readapt the unchanged language in 2019 2021 master agreement with the Burnsville district-wide administrators welcome Stacy good evening sure which mic is the mic I will use I'll use this one here what's the center one on August 20th met with representatives of the district-wide administrators there are 14 members within that group the group represents folks such as the special education director community community education director sees the director communications director food services director pretty much that line are that band of individuals we had four language items that we were discussing at the time the major changes that we made was an increase to the 403 B matching up to $3,500 a year the modifying long term disability language in allowing steps for both years there was a 1% increase on year 1 and year 2 in the salary schedule and with the 2 year increased costs of 70 1275 for salaries and benefits the MSB a two-year package increases two point three one percent which is quite modest the one percent increase in the salary schedule is in alignment with the other policy set the board has already passed four terms and conditions of employment for community education on affiliate and confidential groups okay thank you the recommendation is that the Board of Education approved the proposed revisions and readapt the unchanged language in the 2019 2021 Master agreement with the Burnsville fall I bring before you what we call a casual wage scale these are items that such things as ticket takers I almost said gatekeepers but gate attendants for the different games substitutes in different areas summer school types things athletics a number of different areas that are not identified specifically in our negotiated agreements yet our positions in which we have to pay we bring these rates to you each year so that as we go through the audit process our auditors can also assure that the rates that we are paying people are rates that you have identified an approved so everything ties out and no one is getting paid anything additional or under the table it's a compliance type of a thing really we have very few changes on this probably the most noticeable one was actually increasing the rate for student workers over the age of 18 to align with our minimum wage change that will be upcoming great I will excuse me I will take a motion to approve this and electronic delivery devices this is a very timely policy if you're following in the news the events that are happening across the nature with the vapor products and quite frankly this is an update just to stay current with the technology and the changes to all the tobacco related type of devices and smoking and that's primarily what is occurring within this policy is just trying to stay current with the technology and the different devices that are out there all right sorry all right I will take a motion so moved by director Chester second second second it by director Holly Walker are there any questions I actually do have a couple so these edit these came as recommendations from the Minnesota School Board Association that really is her first filter all of our policies as we go through our process by policy we review them every five years by practice we actually have them on a three year cycle first go of it is through the MSBA they provide the edits then their local policy committee will refine those to fine-tune them to our needs specifically for our district but yes these are primarily from the Minnesota School Board Association okay just a comment for the next reading there's a typo on at the top of four page for a 19-2 smoking cessation is a one single word and will need to be adjusted and I guess my my other question is as I read this really the offense comes when somebody is carrying the vaping device someone simply carrying a device is is is where our leader is in violation of policy so this is a couple of questions on that what would enforcement look like for our students in terms of enforcing this how do we determine that a student is carrying well I'll be careful it's outside of my room because I'm an HR piece and not yes do really nice however back in my days when I was in the classroom often it's when the students themselves are presenting it putting it out as far as you know it's like well things were in their pockets but they're showing other students and one staff become aware of it and it's much easier to enforce at that point so I imagine you probably coordinated with with your fellow colleagues on this too because I guess we might need to I would be interested to know it's not I mean simply it's just noticing the student with the device that's more times than not yeah so is it truly enforceable it again Brian come on ya brain my sorry this is probably a well just yeah from the perspective of the high school principal certainly there's the devices found you walk into a secluded area administer happens to walk through a back hallway and they notice a student using the device there's also situations where one of our administrators might be performing a lawful search because something was reported or behaviors or otherwise that suggests that the student may be in possession of something in a very generic sense that they shouldn't be and a lot of times it's during those searches that other kinds of devices that you may not have originally been looking for come out and so it really is a matter of enforced ability is really about if somebody violates that or otherwise and it happens to be found in the course of your typical day you would enforce it but it's not something where on a regular basis you've got you know the proverbial metal detectors at the front door where people are searching nice things that's just it is a matter of saying it's in policy and if we find these things we don't want them here and we could go through a whole list of other things that we don't want in our schools because of chemical health or physical health for students great and then recognizing that this is a significant change for our students you probably want to stay put I don't know what plans are in place you know obviously we're looking this will come back to us for a second reading what plans are in place to communicate this to our students in a timely ways so that they can have the opportunity to make a good choice for themselves I could be contradicted by our student on this one so I'll be curious but I don't know that this is a change in practice this is a change in policy that catches up with a change in practice this is still a device used to administer nicotine which is not something that our students should have under the age of eighteen to begin with or tobacco policy in general so I would say in a number of discussions with people in our district and others they have been enforcing the fact that you shouldn't be vaping or having vape products in our schools what is the consequence may vary from side to side case to case etc but the fact that they have been indicating with students that these shouldn't be in her schools should not be a change okay great did I do would you agree that you shouldn't not that sometimes do you know that they end up in school mm-hmm yeah it shouldn't be in schools I agree yes but I think that the staff is not doing a great job at enforcing that they're more they've in the beginning they were more don't bring it to school and now I feel like they've switched to it don't get caught sort of sad so kids still bring it hide in the bathrooms use it and so it really hasn't changed we need feedback think about that mm-hmm great thank you very much any heat all right that those are all my questions I would just make a comment that may change with current events I mean just the last couple weeks with what I've seen on TV I'm hoping art our staff at the high school may want to have discussions with with staff I mean the pictures I've seen of the youngsters and hospitals don't make me feel real comfortable about our kids using in school anyway I thank you that's how I feel about dr. battle Thank You gerald I think our core business is learning and teaching and so I think coupled with this change in policy comes education and so we need to look to some of our medical experts Minnesota agencies such as Minnesota Department of Health and then how do we get that information to adults parents teachers staff and as well as students as we're finding more information about the harmful effects of this particular tool so I think education is really key and we'll have to build that in with the high school principals and staff and I also really think we need to look at our middle schoolers as well so thank you for the questions and comments thank you very much with that all those in favor of approving this policy please signify by saying aye I propose nay and the motion carries thank you Stacy and Bryan you're already in place we're being asked to approve on a first reading basis changes to policy 503 student attendance yes thank you as Stacy already had described kind of the process for being up for review for some of these policies I'll maybe just stick to the changes that are proposed here in policy 503 which relates to student attendance the first recommended change I think that the biggest of the changes in here is on page 503 - 3 which basically takes one of the items that is listed currently as an excused absence and adjust that right now the current language does not follow School Board Association model policy and actually as it's written does create a conflict with the compulsory attendance law for students in the state of Minnesota in that it is ambiguous and underneath that category you could technically have an unlawful excuse that someone would individually subjectively determinist necessary so we're recommending we return to model language of emergencies family emergencies former superintendent Amoroso did share with me that the reason this change was originally initiated to move away from MSP model language was because of some inconsistent practices and issues that were coming up with in our team however she would articulate that over the course of the past five ish years or more that a lot of work has been done to align those practices and that returning to the model language would probably be an appropriate timing we also met with representatives from the county last spring who also advocated for some of these adjustments to help make sure that the district is doing his part to encourage good attendance so that is they're trying to work with families potentially for truancy situations which they don't see as punitive they see as giving a family support to encourage good attendance that they have the tools that they need to do that as well so again that was part of their out of kisi as well other changes 5 or 3-4 that's just a minor change in that the current language said that absences resulting from accumulated unexcused tardies could result in an absence but never quantified what that meant leaving it to individual interpretation had an opportunity to visit with our principals as to what is in practice so that the policy in the practice would match and that you know again when we just left the discretion of each principal there'd be some consistency in policy 500 3-3 is simply to some some clarification language that was recommended in 503 - 6 gave some opportunity instead of identifying middle school junior high in high school which has changed over time to just say our secondary sites and leave it more general and then the last change thanks to a question from director Hume who asked about religious holidays this policy covers religious instruction but doesn't actually cover religious holidays which were all aware of as Eid fell on a school day last year that happens to be covered in policy 609 on religion so we did add that footnote thanks for the question and they'd have an opportunity to speak with Terri Morrow from the School Board Association they had believed this was an omission - and when they put out their updates they're gonna add that cross reference to theirs in the future as well so thank you terrific I will take a motion to approve policy 503 moved by director Schatz second
