ONE OF THE THINGS THAT WE HAVE CONSIDERED AS WE'VE LOOKED AT OUR ECONOMIC DEVELOPMENT POLICIES AND THE CHANGES THAT WE HAVE GOING ON TO CHAPTER TWO OF PLANO'S ECONOMIC DEVELOPMENT PROGRAM IS THE NEED FOR THE CITY TO PTICIPATE AT TIMES IN LAND BANKING. WE HAVE COME UP WITH A PROPOSAL, AND I HAVE PETER BRASTER AND DOUG McDONALD HERE ALSO, IF THERE'S SPECIFIC QUESTIONS. BUT WE'VE COME UP WITH A POLICY RECOMMENDATION INCLUDED IN YOUR PACKET THAT WOULD CREATE A SUBACCOUNT WITHIN THE ECONOMIC DEVELOPMENT FUND OF UP TO $20 MILLION TO ALLOW THE CITY TO PURCHASE AND HOLD LAND FOR THE PURPOSES OF STRATEGIC ECONOMIC DEVELOPMENT. THIS FUND WOULD BECOME A REVOLVING ACCOUNT, SO IF THE LAND WERE SOLD TO A DEVELOPER OR A DIFFERENT DIRECTION, BECAME A PARK, SOMETHING LIKE THAT, THE FUND WOULD BE REIMBURSED, SO IT WOULD WORK WITHIN THE ECONOMIC DEVELOPMENT FUND, BUT WE BELIEVE THIS POLICY WILL CREATE ADDITIONAL CREATIVE FLEXIBILITY FOR THE CITY, SO WE RECOMMEND APRUFL AND ADOPTION OF THIS POLICY. SO 19 YEARS AGO, THE PLANO POLICE DEPARTMENT, THE PLANO FIRE DEPARTMENT, AND A LOT OF THE ROTARIANS IN PLANO STARTED DOING A LOT OF THE BLOOD DRIVES EVERY YEAR. WE'RE DOING THEM IN JULY. THIS YEAR THE POLICE DEPARTMENT WAS CREDITED WITH 137 UNITS OF GOOD BLOOD. THE FIRE DEPARTMENT -- WHERE IS HE? THERE HE IS. THE FIRE DEPARTMENT CONTRIBUTED 296 GOOD UNITS. [ APPLAUSE ] THAT NUMBER REPRESENTS THE POSSIBILITY OF SAVING 1,299 LIVES IN OUR LOCAL HOSPITALS. IT IS MY PLEASURE NOW TO PRESENT THE TROPHY AND THE CARTER BLOOD SOURCE REPRESENTATIVE, MS. A FRIEND OF MY HUSBAND'S WAS JUST DIAGNOSED WITH AN ADRENAL GLAND TUMOR. ADRENAL TUMOR CANCER HAPPENS MORE OFTEN WITH SYMPTOMS THAT INCREASE THE RISK OF CERTAIN CANCERS. SHE KNOWS NEITHER OF HER PARENTS OR GRANDPARENTS HAVE BEEN DIAGNOSED WITH ANY OF THE SYMPTOMS ASSOCIATED WITH. SHE IS A SMOKER ONLY WHEN YOU PUT IN CAN SMOKING CAUSE ADRENAL TUMORS DOES IT SAY SMOKING HAS BEEN SUGGESTED AS A RISK FACTOR FOR ADRENAL CORTICAL CARCINOMA. THEY OCCUR WHEN SOMETHING CREATES CHANGES IN THE DNA OF AN ADRENAL GLAND. AND WE ALREADY KNOW THAT CIGARETTE SMOKE DOES CHANGE YOUR DNA. WHEN I READ ABOUT ADRENAL GLAND TUMORS AND CAUSES -- AND I HAD TO HUNT IF CIGARETTE SMOKE WAS A USE, I WAS REMINDED MY FATHER HAD A TUMOR IN 2001. WHEN I RESEARCHED CAUSES, SMOKING WAS NOT EVEN LISTED. AFTER A LOT OF RESEARCH WITH A DIAL-UP MOW DENIM, I CAME ACROSS A FEW ARTICLES THAT SAID THAT SMOKING COULD BE A CAUSE. FAST FORWARD TO TODAY. IF YOU LOOK UP CAUSES OF KIDNEY CANCER, NUMBER TWO IS SMOKING. IF HE HAD QUIT SMOKING IN 2001, MAYBE HE WOULD NOT HAVE DIED FROM LUNG CANCER FIVE YEARS LATER. WE KNOW THAT SECOND HAND CIGARETTE SMOKE KILLS INNOCENT PEOPLE. PER THE CDC, WE KNOW THAT SECOND-HAND SMOKE KILLS OVER 41,000 PEOPLE IN THE UNITED STATES. THE MAJORITY OF DEATHS ARE FROM LUNG CANCER AND CORONARY HEART DISEASE. AN ADDITIONAL 600 INFANTS DIE FROM SIDS -- I'M SORRY, DIE FROM PRENATAL CONDITIONS AND 400 INFANTS DIE FROM SUDDEN INFANT DEATHS IN THE UNITED STATES AND OVER 0 DIE FROM RESIDENTIAL FIRES CAUSED BY SMOKERS. THESE ARE THE INNOCENT DEATHS CAUSED BY SMOKERS THAT ARE ATTRIBUTED TO SECOND-HAND SMOKE. SINCE SCIENCE IS ALWAYS BEHIND ON CAUSES, THERE ARE PROBABLY THOUSANDS MORE EACH YEAR THAT ARE CAUSED BY SMOKERS THAT ARE NOT ATTRIBUTED TO IT. WHAT WE NEED TO DO IS PROTECT THE INNOCENT PEOPLE FROM SECOND-HAND SMOKE. YOUR JOB IS TO PROTECT THE INNOCENT PEOPLE. IN TEN OR TWENTY YEARS WHEN SCIENCE CATCHES UP AND STARTS COUNTING THE SUDDEN HEART ATTACKS AND ASTHMA AND EMPHYSEMA DEATHS CAUSED BY SECOND-HAND SMOKE, YOU DO NOT WANT TO BE pS MORE DEATHS IF WE HAD PASSED LAWS OUTLAWING SECOND-HAND SMOKE EXPOSURE TO NONSMOKERS. THE CITY MANAGER'S PROPOSED RATE RIGHT NOW IS 41.76 CENTS. HOWEVER, THE RECOMMENDATION TONIGHT IS TO GOO THE 40.60 CENTS. THE OPERATING RATE, THEN, WOULD BE THE 29.10 CENTS. HOW WE WOULD COME UP WITH THAT $6.4 MILLION IS TO DEDUCT $5 MILLION FROM THE CAPITAL MAINTENANCE TRANSFER AND CAP THE ECONOMIC DEVELOPMENT TRANSFER AT $10 MILLION. I'VE ASKED OUR HR DEPARTMENT TO GO OUT AND RESURVEY SOME OF THE CITIES AROUND US. WHAT IS TYPICAL PLANO WILL SET THEIR BUDGET, AND EVERYBODY ELSE STARTS SETTING THEIR BUDGET RIGHT AFTERWARDS IN TERMS OF COMPENSATION.
