[0:50] Good evening and welcome to the city council regular meeting for Monday, November 3rd, 2025 for the city of Rosemount. Please rise and join me in the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.

[1:36] >> I. >> Opposed. >> We have an agenda. First item up this evening presentations proclamations and acknowledgements. We have a crash responder safety week proclamation. Am I hearing that from you have it?
[1:51] >> Yep. I can take that quick. Uh, mayor and council, just wanted to on behalf of our two chiefs here tonight, we just wanted to call out that uh, November 17th through 21st is observed uh, nationally as the as crash responder safety week. Uh, so you've got a proclamation and we'd appreciate you reading in front of you tonight that talks about kind of some of the efforts that happen in Minnesota to protect those that respond to vehicle crashes like the move over law uh, when a a vehicle is stopped, emergency vehicle stopped in the shoulder or on a roadway and things of that nature to keep our crash responders safe as they help us.
[2:21] So with that, we can have you uh read the proclamation. You all >> whereas November 17th through the 21st, 2025 is crash responder safety week. And whereas Rosemont recognizes the critical role our traffic incident responders play in saving lives and keeping traffic moving through safe, quick roadway incident management. And >> Minnesota's move over law requires that motorists must move over one full lane for all stopped crash responders that have their flashing lights activated along a road with two or more lanes going the same direction, including law enforcement, emergency medical services, fire, tow trucks, highway workers, and
[3:06] others. And whereas all crash responders deserve to go home safely at the end of every workday and after working any crash scene. And whereas a robust public awareness of crash responder safety is crit critical to the safety of all road users. And whereas Rosemont stands with the US Department of Transportation in bringing attention to crashes responder safety week. Now therefore, I Jeffrey D. Wise and Cell, mayor of Rosemont, Minnesota.
[3:38] Do you hereby proclaim November 17th to the 21st, 2025 as Crash Responder Safety Week, dated this 3rd day of November, 2025. And with that, we have proclaimed this uh that week as crash responder safety week. So, good luck. Be safe out there.
[3:59] Uh, and for all those that are driving, um, make the effort. Really, it's important. So, with that, that completes item 3A of our proclamations this this evening. Uh, we have item number four, response to public comment. I don't believe we have anything issuing this evening. So, we'll come up to item five, public comment.
[4:22] Individuals wishing to address the council on subjects not on as part of our meeting agenda may do so at this time. [4:50] >> Welcome. >> Welcome. Thank you for your time. My name is Mike McDevit. I live at 125th Court West 2900 125th Court West in Wild Lake Estates. I'm here with my wife Lori and then another member of the neighborhood and we're just here to uh further promote our a petition that we've given to a few of the members about uh paving a section of Dodd Road from McAndrews to the corner of 125th Court West. Um, we've been working with council members and other folks, staff, and engineering to to work through the process, and we continue to do so. We just wanted to come here today to just say that we're doing our best to work through the process, and we'll continue on with it. Our hope is to be able to have some success in getting that done.

[5:59] This evening we have items 6 A through H, including bill listings, minutes of the October 21st, 2025 regular meeting minutes, a donation acceptance for the police department uh of $180 that was anonymously uh submitted uh for general officer care and items. uh declaration of surplus property from the police department as well as declaring some surplus property from the public works department bodywn camera bianual audit. Uh it should be noted that that was there was no discrepancies noted in that report.
[6:40] partial acceptance of the public improvements for Audrey Avenue and a resolution of support for Dakota County CIP which included 11 project affecting Rosemont. Would anyone wish to pull any items for 30 discussion or comment?

Mr. Martin, >> mayor, I I don't think our crew has a lot for you tonight, so I might just throw it right back to you, unfortunately, unless you have any questions for us.
[7:49] >> Are is there anything from any of our council members on announcements? Seeing none, we have coming up on no uh well, first uh there is an election day. It's not city, but it is our school board. So, uh, residents, if you were wondering why we were meeting on a Monday, it's because tomorrow is an election day. Please get out and vote for our school board members.
[8:14] City Hall will be closed on Veterans Day, November 11th, all day. And our next uh get together will be for the port authority November 18th from 6:00 to 7:00 p.m. followed by the city council meeting 7 to 8:00 p.m. Uh also noting out in the uh a little bit farther out is on the 13th we will locally be celebrating the night on the town an event that'll kick off at 5:00.
[8:43] So, uh, look for that in our, uh, city postings. And also on the 29th, Saturday the 29th, that's, uh, the weekend from Thanksgiving, we will be having, uh, RACK and our youth commission will be having the lighting ceremony at the steeple center for I believe that's at 6:00 that evening. So, put those on your calendar and we'll have one more announcement for the uh, for that as well. So with that, if there's nothing else to come before council this evening, I'll move to adjurnn.
