good evening everyone and welcome to the Burnsville uh work session our meetings are very informal for work sessions but I'd like to give some instructions first for the folks who are watching us our meetings are iners and virtual and uh people can also participate through Zoom uh a webinar uh SLC conference call and people can also watch us on cable channel 16 or 859 or they can also go online and uh go to www Burnsville mn.gov meetings you could also view us on peg. is um you know what I'm going to have all of us go around the room so everybody at home can see what a great team we have here and everybody is present so we'll go with to All City Manager first thank Thompson Community community development director Tom noes IT director Mark Ray Public Works director Logan vity and City engineer andrick Hugo MC Deputy city manager Mike Tracy HR Director Bethany bur strategic initiatives Tanya Schwarz police chief Vince Workman city council Dan Guston city council and Michelle Collins is our city clerk and she will be right back and I'm Elizabeth Couts I'm the mayor here she comes so the first item our agenda is a report on Williams Drive uh Corridor study and no action is necessary tonight correct Logan Logan our assistant city engineer uh is presenting and uh Logan are you introducing Mark yes no for us I have with me marklan from he will be presenting the corridor study just little background Williams Drive West of Morgan Avenue to the border of was originally proposed as a 2024 Street Improvement project um earlier this year staff have leadership and decided that it would be wise to do a corridor study on Williams Drive and identify uh potential alternative designs for the roadway and that's what we've done for the last six months and now we're going to present what we found okay welcome mark thank you thank you mayor members of council staff Logan for having me tonight um I really appreciate the opportunity to talk about Williams Drive with you if you could Advance the slide please someone who has the clicker never um Logan gave a brief kind of introduction and overview uh about the project um some some a little bit more background with the project is that I I realized that residents and uh law enforcement and others have experienced um some poor driver Behavior out here um some some issues with speeds difficulties turning onto Williams Drive and in fact some drivers using the center turn lane and the shoulders as passing Lanes Etc so you know one of the key aspects of this project is to uh make sure we're addressing the safety of the roadway as well uh for all Road users so what's up here is the project schedule and I'm not sure how well you can read this but as Logan said we've been at this for a little while uh since about miday and when we kick the project off we've met three times with a project management team which is made up of City staff and uh also three times with the technical advisory committee uh with representatives from the city as well as the city of Savage and Scott County in order to make sure that they're looped into this process since we have a shared border with them and so after the uh early portions of the project where we gathered data uh we kicked off the community engagement portion of this and we'll talk about that here in a little bit more detail regarding the community events and the input that we've gotten throughout this process uh we also conducted a speed study and um looked more closely at uh the first three Alternatives that we considered whittel that down founded to and eventually down to a preferred alternative that we'll be looking at here uh here tonight we also did some operations analysis in terms of traffic operations both current and in the future for the Alternatives we'll talk about that a little bit and right now City staff is currently reviewing the draft report for the project so in terms of data collection click these slides here this first slide looks at the crash analysis that our uh traffic team did for the project and so um for a little bit over 5 years there were about 120 crashes in the corridor most of those as you might imagine and these are crashes that take place from the analysis area which is from the roundabout actually in Savage all the way to County Road five so that's a longer area than the actual Corridor and most of the crashes as you can imagine are focused more uh on both of those ends where we've got more traffic at the roundabout and also uh at County Road 5 but there were two intersections that uh from a safety perspective um did um we wanted to look at a little bit more closely and that's a Judicial and pen and those are highlighted here even though they don't look look like there are very many crashes there are relative to other intersections and um for both of these intersections they don't exceed the what we call the critical crash rate when they're compared to other intersections of this type but they are both approaching the critical crash rate and so there are higher crashes at these intersections than we might expect and uh and and also at Penn where there's more pedestrian bicycle activity there uh there is at least one bicycle crash uh in the area that we had discovered raise this up there we go so here is um the locations where we did uh speed study so we set up some Radars on two locations within the corridor one near the west and one uh more in the eastern half and so the posted speed limit out there is 40 m hour uh in the the Burnsville section and 45 mil an hour to the West in The Savage section and so what we discovered is that speeds are higher uh in the western portion of the corridor which we might expect because vehicles are either anticipating higher speed limits as they head West or coming down the hill from Savage uh going at a higher speed limit so their speeds are a bit higher as you can see they uh average about 44 miles hour with many vehicles traveling much quicker and then the Eastern end uh those speeds uh essentially represent um the speed limit in the area um on the Eastern end so we do want to uh consider speeds and potentially traffic calming for the project in particular near the judicial intersection and some additional data um in terms of um how many vehicles and pedestrians and bicyclists we have we have witnessed um there's higher vehicle turning activity at the roundabout end of the signals which makes sense that's where we're seeing more crashes that's where there's simply more traffic but there are also a lot of uh turning activity and vehicle movements at the judicial Road Penn Avenue and Rose Bluff intersections um where a lot of folks are trying to turn on to Williams drive from Rose Bluff which is one of the problem areas as well in terms of delay and um one thing that's interesting is that we ran a warrant study for the intersection at judicial and Williams and that uh intersection did meet traffic signal warrants so in other words a signal is Justified there and uh what we have done here is we have taken a look at that and we'll talk about that here shortly yes Mark and Logan on Rose Bluff going east is there a long because that's all residential coming out on Rose Bluff is there a a lot of cars waiting to in a morning and in the evening yes there are and and we'll touch on that here in a little bit too the future because I know about judicial but I forgot to ask Logan about Rose Bluff yeah in general there's a lot less volumes on Rose Bluff compared to judicial but okay Rose Bluff and all of the side streets really on Williams are seeing that significant delay to turn on to Williams yeah and that's one thing we did hear from residents quite a bit too is is that particular roadway given the the the residential area to the north there so yep so uh and looking at some some other information here I'm trying to see the slide existing rectangular so we do have a a flashing Beacon Crossing at at judicial and uh but The Pedestrian and bicycle Crossing activity really is is mostly focused thanks um on the near the Eastern end of the corridor where we have signalized intersections more activity and and essentially safer Crossings there are quite a bit of traffic is quite a bit of pedestrian bicycle traffic traffic running parallel to uh Williams on the sidewalk to the South so that would be Crossing side streets um but we did see uh more Crossing activity at Penn Avenue and then again at Morgan and County Road 5 there interestingly there were just a few Crossings at that uh rapid flashing beacon on the west end but that a lot of that has to do with when we counted um those pedestrians and cyclists so looking at traffic operations uh overall right now the the the corridor is operating um at acceptable levels at all intersections um the PM PE does see some side street to your point mayor some side street delays with people trying to turn onto Williams Drive especially trying to make left turns onto Williams Drive that can be quite difficult and then when we looked at operations in 20 years into the future for the year 2045 again most operations are acceptable but in the PM Peak uh especially at judicial and other locations there's a lot lot more delay again with vehicles waiting to turn on to Williams Drive which we we heard a lot from residents during the Outreach component which we'll get into right now so we did have a project website uh where people could obviously get information about the project and um take an online survey and an online comment map those uh are obviously closed right now but we did get uh nearly 170 uh folks to participate in the survey and to make comments on our comment map we had two popup meetings in other words where we set up a booth or tables and get uh input and information from folks who might not be coming to meetings um both of those at uh party in the plazas in both June and July sandwich between there we had an open house where we were in the parking lot of the church on the west end of the corridor uh we had about 60 attendees at that open house got input from them we'll share some of that in a minute and then an open house uh the second open house at l L August where we had 30 attendees in that same location so right there in the corridor we were lucky to have decent weather both of those days and and had the the engagement vehicle out there uh for folks to participate and so the key themes that we heard or some of the things that we've talked about thus far and this is both the online engagement and the inperson engagement we received that pretty much mirrored each other the top couple of of of concerns were vehicle speed and then again difficulty Vehicles turning onto Williams Drive and in in of itself this might not seem like a safety concern but those kinds of things you know can contribute to poor driver Behavior as drivers get frustrated uh Etc and then also lack of safe Crossings for pedestrians and cyclists and then lighting as well so those are the top concerns that we heard um and this is just a snapshot of that online Comet map we had you were um able to put dots and and lines on the map and make comments on them explaining what your concerns were or where you cross the street what's your walking route where the problem areas um we got over 800 views uh on that map and um received quite a bit of information uh from you know located geographically uh as well all right so we will jump into the preferred concept um right now the roadway has um cross-section that you see in front of you is 55 ft of pavement uh I know years ago it was a uh two lanes in each Direction it was since reconfigured to the current three Lane section with a two-way left turn lane in the middle it's quite a wide lane and then wide shoulders um data shows and research shows that with with these wide streets Vehicles will tend to drive faster uh when they feel like there are not a lot of obstructions and just a lot of pavement out there and we do have a sidewalk on the South Side as well and so with the preferred concept we are looking to narrow the pavement from 55 ft to 38 ft and so essentially removing those wide shoulders and narrowing up the lanes a little bit this does uh has shown to have a traffic calming effect Vehicles will drive a little bit slower and so the idea here is we would keep the sidewalk on the south as well as the South curve line and then um removing the northern portion of the street and replacing that with a shared use path so you see on the left hand side or the North side there is a 10-ft path that could be used by cyclists uh as well as pedestrians and what's nice about this is that the entire roadway footprint between the curb on the south side and that shared use path fits in the existing footprint of the roadway right now so they're very minimal if any impacts uh to properties and and right away on the north side of the corridor I'd also like to call out the fact that we were able to um get significant Savings in our cost projections for this roadway uh because we are looking to basically Mill and overlay the southern portion of the road without having to completely remove and reconstruct that roadway and so we would we would just remove the northern portion of the roadway where the shered use path is right now I know this is difficult to see um again um but we'll focus in on a couple of sections here um but this is the entire layout of the road where we're looking at again traffic hming narrowing the road putting medians where we can get them um so the top section is is the Western most and the bottom section Works towards the east and I'm going to zoom in on just a couple of sections here um a little bit more closely so we can see what we're looking at and so this section is just west of Harmony Circle and again uh you can see that shared use path on the north side of the roadway uh we've gotten medians in Center Line Center medians where we could um where we're not restricting any access uh to any driveways or any roadways and so that longer median that that's the where we're able to get the longest uh median we can in this um in this layout is through the curve there's the you know I know if you're familiar with this area there's a large retaining wall just on the north side of the road there so this is through that curve and what this does it also has a tendency to slow traffic it's tra it's calming traffic the the lane is physically narrower and so people are um generally watch their speeds a little bit um we've we got a smaller uh median where we can get them as well and one thing to note here again since this entire footprint fits in the existing roadway we don't have to um at least at this stage look at modifying that large retaining wall at all we're able to fit that U shared use path uh in that retaining wall and another point to or inside the retaining wall another point I want to make about that shared use path or bike facility is it does connect there are Trails on either side of the this Corridor so closer to County Road 5 and and Morgan and then again near near the church where the greenway runs up and into the park so this path uh has the purpose of connecting uh those routes uh just showing another segment moving East um we're looking at just west of Penn Avenue uh where we're seeing a lot of lot more pedestrian Crossings uh at this location just again showing that existing three-lane section where we're maintaining the existing sidewalk sidewalk panels could be replaced as necessary uh but essentially leaving that there and um fitting that three-lane section in that footprint so now I'd like to chat about the different Alternatives that we considered at judicial which again is is in front of the church at the West End of the corridor uh so the current uh conditions at judicial road if if uh we were to do nothing looking at what the future conditions might be like again there would be significant side street delays so that's the uh Northbound traffic coming in to Williams from judicial will experience a lot more delays during the PM peak hour especially um and that um basically adds up to poor operations um and again increased delays we would leave the speed and safety issues unaddressed uh in this area as well as pedestrian and bicycle safety concerns uh you know Crossing um near the church uh Etc that would also be left unaddressed so looking at a traffic signal at judicial again this does meet warrants and this is actually part of the preferred concept uh as of right now and so looking at the benefits or some of the takeaways um not all benefits of traffic signals um one it does operate uh the the the intersection operates better than it does without a traffic signal it allow allows the vehicles coming from the south um to get onto Williams Drive uh in a safer Manner and more quickly we have what's called a controlled pedestrian and bicycle Crossing on the west leg so right now where there's a rapid flashing Beacon that Crossing um would be safer for pedestrians because they can cross on a red light so Vehicles will be stopped and they can cross um potentially two-stage Crossing if there was a small median in there so that's a benefit um there would be no right avoid acquisition at least not expected with the traffic signal um it doesn't really address speeding concerns traffic signals don't necessarily slow traffic down obviously unless they're stopping for the signal and there could be an increase in crashes uh like rear end crashes Etc that can be associated with the traffic signal the second option we considered was a roundabout at judicial as well um was interesting the public input but um I don't know if it was 50/50 I think a little more in favor of a signal but there was some acceptance of of a roundabout uh on the public side um the conditions future conditions of a roundabout uh at this location uh the westbound approach during PM Peak um is a little there's some more delay there so Vehicles traving West um might back up a little bit uh coming into that roundabout uh it does improve operations on judicial because they're able to find Gap and and and get into that roundabout um one caveat is it does require additional rideway so both on the Northern portion and then both of the Southern quadrants um there' have to be some RightWay acquisition to uh fit that roundabout in it does improve speed management roundabouts have uh pretty good traffic calming effects um Vehicles will will be uh driving much more slowly and partly as a result it reduces fatal and serious injury crashes and right angle crashes es cuz they're driving uh in a circle around the roundabout um it also shortens The Pedestrian Crossing um because of those medians that are built into the roundabout that West leg there allows a two-stage Crossing for pedestrians so they can look in One Direction cross wait and look in the other direction and then cross again and then an additional option that staff uh asked us to consider is one where uh what's called basically 3/4 access so a Judicial Road um we are looking at here restricting left turn movements from judicial onto Williams um this option um removes that uh and then moving the roundabout from judicial road to the church entrance and so what this does it does force all traffic on judicial that's heading north uh to turn right on the Williams Drive and so if they want to go west they simply would go around the roundabout and head West so um a little bit more effort there for those folks and um again this like the other roundabout it operates accept acceptably um there is a little bit more delay on the judicial Road uh Northbound during PM Peaks um and then in the church driveway the roundabout operates um operates well pretty much the same as as it does when that roundabout is at judicial U with a little bit of delay on that westbound PM Peak and I'll just add quick the the signal and the roundabout at judicial road we both shared at a public uh open house this third concept has not been shared with the public yet so it was developed after the last open house but Joe un judicial probably likes this one better than the one on that's close to his property because we would be taking part of his property that's where he got the petition put together to M so this is going to help Joe right I I probably shouldn't speculate but yes right this the clicker yes would you say that this alternate option was created as a result of hearing feedback from the neighborhoods met mayor members of the council I think that not to steal Logan Thunder but short answer yes it's all a process I think part of the uh part of the benefit of a study like this is we really have the opportunity to dig deep with the geographically near neighbors and and talk about impacts and and I think it's a good example of staff and and our team coming up with uh Creative Solutions to feedback that we hear along the way um also a good reminder that this is just that both for the council's benefit and for the community uh this is the completion of a study um we'll be talking about funding and and potential funding gaps and timing here towards the end of the presentation but a good reminder to the community that this is just the start of the process right as we take these ideas and think about bringing them to life there'll be more opportunity for the community to give feedback and and to be engaged in the process but what's nice is that we heard from the community over 800 um well there were there were over 800 views of the the online map con right but we did hear uh online from about 170 folks and that did not include the was about 90 or so that came to correct the open houses and the 200 plus that were at the uh popup but it's nice what we're doing is that we're listening to the community that's what this is all about and that's that whole engagement piece and so when we find out that it's you know people don't like how it's going to impact their property you looked at a different solution and keep traffic Mo moving in both directions exactly good work all right great this U it's kind of a technical table slide kind of summarizes what we were just discussing it it has all of the options including the no build option on the left and then the different directions this is at judicial road again that intersection on the right so that that red f you're seeing is if um there are no there's no change to the way that intersection operates eventually that Northbound traffic on on judicial will uh see some significant delay and then the two yellow areas are at both roundabout options that westbound PM Peak uh delay at those locations as well otherwise everything operates uh at an acceptable level so here um we've got some cost estimates again these are planning level cost estimates very high level but they are based on on the layouts um that I've shown you here tonight and these numbers reflect uh 2026 construction so they're inflated um for 2026 along with a little bit of a contingency on that and so that top row um is the preferred concept it's it's the one that we looked at with a um signal at judicial it's about $3.2 million uh cost estimate um and then below that are some comparisons right so if it were just a millon overlay um as it's was originally planned um in the CIP for this year would be about half 1.6 million and if we were to do the preferred U layout with a roundabout at judicial cost goes up as you might expect 3.5 million and then with that 3/4 access that sort of larger median roundabout combination about $4.6 million and is that more expensive than the uh roundabout on on judicial well essentially because we're moving the roundabout to the church and then adding the intersection modification at judicial so there's some additional construction would have to happen there taking any property Logan correct um the any potential right of way acquisition with the judicial roundabout was not factored into this cost estimate um but included in the 3/4 access at judicial with the roundabout at the church driveway that cost estimate does include $375,000 to relocate some overhead power that's on the that's right it's the overhead power on that property correct okay that's what pushed that price tag up y okay you bring up you bring a good point I forgot about that thank you Mr Mayor you bring up a good point about the uh these costs don't include any right ofo acquisition um as part of this study and then we did look at a roundabout at pen as well we didn't discuss that um but um we looked at that when we started to consider a roundabout at judicial um cuz sometimes it's nice to have two roundabouts for you know be able to help traffic move like that so that would be an extra $845,000 for a roundabout at pen and we'll come back to this here at the end so next steps um we are to complete the study report as I said staff is reviewing that report uh right now we'll have some revisions to that and then uh the idea is then to post the preferred concept to the website and get the word out to the public public especially those folks who came to meetings and left their uh email addresses uh social media Etc to get people to kind of see um what what they've helped contribute to and then uh the city looks and we've already started helping out with some of this looking for funding opportunities and so we'll put this slide up I don't know if you want to um t on this one I kind of talk about this so we currently have $2.4 million identified for funding for the project so that's 2.1 $1 million in Municipal state aid funding and then an additional $300,000 in storm utility funds that were identified for the relocation of storm sewer as needed with this reconfiguring of the roadway so each of the three concepts that we touched on there particularly on what we could do at judicial Road those are broken down and then we have a column showing that funding gap of of $2.4 million versus our estimated cost um something to note is that we have applied for a local Road Improvement project Grant and the amount of $1.5 million so we anticipate to hear on that in early 2024 and that would obviously help close the funding Gap here um and then we have also identified a potential to use some parks Capital funding to fund the trail portion of the corridor concept okay so that's all we have any any more questions any questions and I have to thank you all for all the work that you've done I like all of the engagement work because it really brought our community together to really look at this road and how it affects them because you had a lot you had two popups at the uh at the church parking lot where this is taking place and um and so we heard from the community and you made some adjustments I forgot about that power line that that's the reason why we have that big open space it's because of the power line Exel correct yeah and unfortunately they were there first from what I can tell so yeah and and great work in looking into some grants there's still I don't know how much money is left in the bipartisan infrastructure Bill and uh the reinvestment uh fund also is available so maybe having some discussion with the federal government around all of that and getting some assistance their technical assistance and making sure we get a really good application to get to get funded yeah Madam mayor members of the council it's always a priority for us to be creative around alternative sources of revenue so we certainly will continue to do that as we look at the many needs that we have across the community including this project yeah and so thank you for already making application for those other funds so great work I don't know anybody have any other thoughts I just think you've done a great job and I really appreciate it and thank you thank you thank you thank you very much very good thank you Mark for coming in right thank you you all have a good evening okay and thank you Logan for all of your good work thank you uh the next item uh is the orig um organizational analysis update and this too is an update and doesn't require a um any decisions Bethany Brewer our strategic initiative director is presenting and you got your clicker I got the clicker got it covered yeah all right uh good evening mayor and members of the council I'm excited to be here to talk a little bit about our organizational analysis and the update um that we've done to it for 2024 um as you probably recall it's uh we started the organizational analysis back in 2022 and at that time it was really a staffing plan was what it was right really intended to make sure we had the right folks in the right places at the right time to best serve the community um and that's helped us as we've um informed of the 2022 and or 2023 and 2024 budgets um and as we've gone into the 2024 budget um we've really reimagined the organizational analysis to be more of a comprehensive look um at how we staff the organization and how we pay people um and again tied into how we best serve the community so it's really become um rather than just a staffing plan it's really become kind of comprehensive look with three important interrelated components Staffing compensation and service and so I just want to tell you a little bit about how we've reimagined that this evening and what each of those will look like now and into the future um you can really think of this as any any one of the other studies that we have that inform your budget process so the intention there is to to continue to be well informed with data uh to help as we're making recommendations for how we're serving the community so because it's a study some important things to tell you just a little bit about how we've designated some of the data and the information that you'll see um in the organizational analysis moving forward um for every FTE that we are potentially recommending as a leadership team um we're going to designate it based on um kind of a status that we've established so for positions um that we recommend into the future as a leadership team um we're going to indicate whether those if if one of those positions requires future study so um data to inform the implementation of that position um into kind of this A Five-Year Plan that I'll show you in just a minute and then some positions will be um potentially designated then as future funding so um if there are positions that have already been studied um but then that we need to come back and say what are potential funding pass if the council would consider um implementation of positions that we're recommending into the future what are the funding paths there simp similar to how we inform the CIP and things like that into the future so um um the first thing I'll show you here is actually the 2023 organizational analysis so looks exactly like what you saw in 2022 to kind of inform and was um incorporated as part of the FMP and the non-binding resolution that um you all established um last year um this is what we were looking at this is what was presented to you back back then um and you can see that we've used that to then inform our recommendations for the 2023 and 2024 budgets and then you can also see we have some out years so I've highlighted them here our out years of the organ analysis here the 2025 and 2026 um we we're going to use those and we're going to balance to that um moving forward and you'll see that when I show you the 2024 version but just wanted to highlight that on here the kind of future years that um are Incorporated in what we're doing so this is the 2024 how we've reimagined like I say this is a 5year plan it's a study meant to inform form um and help plan out um uh the budget process and our um Staffing process so you'll see again we have the 2025 2026 kind of our next immediate years that will balance to um and then you can also see we have some positions recommended by um by our team that have been designated as future study um we'll need studies and data to help inform those recommendations and and how those positions would potentially meet the needs of the council and the community um into the future and then our future funding um it's just a great example here the the the line there in police um as you recall back in September the police department completed their um Staffing study and so those positions have been studied and just we'll come back to you actually are planning to have come back to you and talk a little bit more in January and February about potential paths for those who they're designated as future funding so like any plan where it's it's it's a 5-year plan our most immediate year that 2025 is going to be are most certain um we don't have positions in 2025 that are identified as future study because those are really more ready for us to help inform the budget as we get going with the 2025 budget early next year um so that's kind of the Staffing component and what you'll see and what we'll update um year in and year out as a team to help inform um our recommendations to you for the budget just the the other couple components in here I mentioned our compensation um plan is now being Incorporated as part of the organizational analysis which just gives us an opportunity to to make sure we're looking at it regularly year after year um it's our strategy to lead the market in compensation as we've talked about right looking at that 70th percentile in our Market um to make sure that we're attracting and retaining the best talented people um from the city of Burnsville um and there's two parts of our compensation strategy that'll be um assessed each year as part of the organizational analysis is really our Market competitiveness um are we is our strategy working right to make sure we're we're leading the market as we go and then our internal alignment so our things like our job descriptions and our job evaluations staying up to dat as part of our our total compensation strategy and then our last component when I I'm really excited about um in in what we're doing in Burnsville I think that makes us unique as our service inventory um so what it does is it's really intended to to share with the council in the community what are all the ways that we serve the community um in align with ignment with Council strategic priorities and so it's part of our it's part of our organizational analysis because um right we want to make sure that um our staffing and our our rewards and compensation um are ultimately connected to um how we serve the community um and so our our plans into next year um are to continue to evolve the service inventory um to map um our service to our jobs to make sure that we're really continuing to inform our recommendations um to the council for your consideration in the budget process and things like that so there's going to be a clear connection between how folks are serving the community what their roles are how they're being compensated um through the organizational analysis so excited to do more work in in this as we move forward so that's really meant to be just just an update for you on how we're reimagining this study as part of um kind of your your budget process and and again and our service to the community so our plan from here is um some conversations with you um in January and February to talk about those positions that I highlighted there at police and thinking about potential um funding paths for those ones as as we think about the 2025 budget um but other than that that was all the update I wanted to share and I stand for any questions really great work that you all have done so thank you because this report is very comprehensive and also a lot of details so I looked at all of the different functions within all of the different departments and how a lot of the uh golden objectives are shared between all all functions and all departments so that's a that truly is a great model that we have so I'm truly grateful for the work that you all have done because when you look at it it just really gives us information that I'm never had before and um and this is very transparent so Greg Bethany and the leadership team thank you very much I don't know anybody have any other thoughts M members of the council is you're thinking of questions or other discussion I I do think it's an appropriate opportunity to recognize the work that this team is put in on the staff side to uh to do this work differently and I really appreciate the opportunity that you all have given us to to take what started as a staffing study that the council had asked for uh and really turn it in to much like what we do on the capital side of things really an operating plan that can can be a source of information as you all discuss debate and determine the the future budgets and direction of the organization um and I think that transition from what it was to what it is is just reflective of this team's commitment to be thinking differently and to to evolve uh to continue to adapt to the needs of the community and and create great experiences like we talk about and we deliver day in and day out so because I remember two years of asking for a staffing plan and finally when we start making some different decisions that we're getting a lot more information so we have a staffing plan and now we have an or analysis and uh a plan moving forward and you know and I can look at all of these and look at all of the different um departments and see how the structure of each department is laid out yeah and I think that's another good reminder uh this plan is not only available in your packet tonight so the community can find it there an even easier place to find it is it will always be part of our budget landing page at Burnsville mn.gov budget so again an important study that drives those conversations and available um uh for the community and Bethany mentioned this I think one of the things I'm most proud of here is the comprehensive service inventory it's something that we talked about uh that the council had talked about and staff had worked on uh last year it's been updated again and I think that alignment and mapping to our jobs will really help kind of make the connection between our strategic priorities the vision that you've set and really how we operationalize that on the Staffing side of things so uh it'll be good information and helpful as we talk about the future of the organization and our current operations well it's a great story and I like all the pictures cuz everybody's smiling nobody like oh God yep absolutely and some very goodlook people work at Burnsville so that's great I don't know any any thoughts but thank you so much staff it's been quite a year and so thank you I know it's been we um I was thinking about all of this today and um it's been a journey and the journey has taken down taken us on adventures with challenges that has made us stronger and better I believe but they they have been challenges there have been some Rough Waters and calm Waters so thank you and and please know that it's not missed on us um the work that you all have done for this organization and for delivering service to our community and taking care of our people so they can do the same for our community so thank you we have a great team uh that I know when it gets better better not only Mike yes so yeah for our for our community we we need to say we are so proud that we've got Mark joining us as our Public Works director and Mike joining us as our HR Director so GL so thank you okay okay the next item um on uh our agenda so thank you Bethany is the U Council assignments Michelle thank you Madame mayor um I giving you a handout um this indicates the existing Council assignments from for 2023 and uh the council's direction has been that we will go over the assignments at the December work session and we are here now we have done some updates to the staff portion of it especially with our new people coming on board council member Workman do you want to have any changes to your assignment I do not okay I like my assignments but if we're looking for someone for Minnesota Valley Transit as an alternate I'd be happy to put my hand in the ring on that one I I can put that into a little context um I think that Jeff is the staff Le aison for that and he thought that they expected an alternate is that correct they expected there to be an alternate so we put that on there as an option for the council to consider if Council make it there my Wednesdays are free the citizens group's kind of done right now so so you're so member augustson wants to be the alternate I'm okay with that are you okay with him being the alternate to mvta yeah go for it okay that was nice of Mark to jump on the MSP noise oversight committee right out of the gate well we had a great council member mayor and Council we had a great conversation at our last leadership team meeting unfortunately Mark wasn't there so that's that's what I thought happened bit likeing in in all seriousness actually as as we were on boarding Mark Mark and I had talked about his interests and this was one of the areas that he was interested in uh so he he uh volunteered himself well you and Hugo will do a great job with the noise oversight committee looking forward to learning more and serving the city we hit that flight path again I've done my I've done my share of working with the FAA and mac and all of that so it's good to have others do it mayor and Council to that point and Michelle mentioned earlier but we we did our best on the staff alternate side of or the staff liaison side of things to identify alternates to make sure that there was a staff presence not only to support you but uh to to make sure that uh that we were representing the operation well so you'll see as applicable the leadership team here has suggested alternates uh to support those primary lead yeah and there's no need to have a council member on on the uh noise oversight I don't think uh it meets as often that it did at one time uh that is correct Madame mayor members of the council Hugo has taken uh this group uh for the past year so I can turn it to him uh but our status on that group it is it is just an operational role uh in terms of how our city is yeah represented uh among that group so when when that um North South Runway opened we met every month but I don't think of late in the last five years the noise oversight committee has met on a monthly basis is it is it on an as a needed basis um Madame mayor council uh there are regular meetings um uh sometimes it's a smaller subgroup of the of the larger whole um uh but um we do have uh bonly meetings and then um uh depending upon if you're on a committee uh there might be additional meetings um uh Etc but um uh it it is a very interesting uh committee and um uh I now know more about mix flow a than I ever thought uh anybody should if you're not in the FAA or the airport business so very interesting I think you and Mark will do a very good job great okay Cara how about you com to my shs fine with what I have but I'm also fine to switch so anyone wants any of my delightful ones or ones to swap you do you want pnrc back how are you doing I don't care what are you going to take of mine are you how how do you you wanted to swap planning and Parks back yeah I'll swap with you oh with the being delay on for yeah for the okay yeah I'll take I'll take Parks back and you can do planning I'll keep economic development but car how about housing and economic development for and for um the league LMC do you go which one the policy committees it's a policy committee for um the Metropolitan agencies is that no one you have City Oh I thought I thought it was uh LMC no it's Metro cities no I think I'll just stick to what Hugo and I have if there is speaking of those policy committees if there is a council member who is interested did uh we in the past Michelle as I understand it had not identified an elected official for the League's HR and data practices um uh committee we are going to make sure that our HR Director on the staff side is is representing the organization operationally on that if there's a council member who is interested in HR and data practice related issues in local government here in the state of Minnesota we'd be happy to have an elected official do we have anything on LMC on economic development I thought there was at one time because way back when you know I've been around a long time can can you check cuz if nobody if they have that uh policy committee at LMC I'll um mayor Mad May yeah oh yeah Jeff it's actually it's it's the top one it's called improving local economies growing local growing local okay do you go to that yeah I'm already on it yeah okay all right so that's that's what they call it do you want improving fiscal Futures no you stay with it she's like wow that sounds so exciting but no you can keep it I think there's some crossovers with local economies it's a lot of the same every year mayor and Council I would also say that it isn't necessary for you all to assign an elected official locally to each of these committees we'll make sure they're staffed uh and keep you updated but it it isn't necessary for you to identify an elected official to fill each of these roles no but it's always good for us to be at the table and to be recognized that the elected officials from Burnsville are at the table yep league is an important partner yeah so how are those meetings V improving fiscal future I I mean because I remember one time I mean those committees have it's just not Metro it's from around the state so there's a lot of different view points you got a lot of outstate legislative asks um and metro stuff but it it a lot of it focus on what the legislature is doing and I mean I think all the Committees are focused that way but it I I would say it doesn't change much year-over-year until things are checked off but yeah it's I don't know it's enjoyable but yeah I don't think we're getting our hands as dirty as other committees okay all right I'll keep mine how's he become a big deal with committees from the local level all the way through National right now that's the big subject these days yeah I'm busy on the national level because I got assigned another task force so did you miss a meeting huh did you miss a meeting no I'm not just go to the bathroom and come back come back you got the test they're like congratulations you're assigned yeah yeah okay so every every everyone is staying the same except uh council member Guston is going to be an alternate to MBTA and Vince I Vin Cara on our they swept they swept SWA are swapping back on our community interest okay that was easy enough okay let's see um reports Vince I have nothing of note experience Burnsville our next meeting is December 20th it's our end of the year meeting okay car um I have been sloughing because I am still recovering so apologies I have I have nothing to report and I have not done much I have nothing to report because some of my my committees are quarterly and oh hey Greg how did our mlc meeting go did you go to the board meeting cuz I was in Dubai uh mam mayor members of the council I did not attend the most recent board meeting okay sure so nothing to report nothing to report I do have one update ke isn't here so exactly 20 minutes we're going to be done by before s today I mean I got keep us if you want uh what one thing uh just real quickly on your December 19th uh agenda you'll have there'll be a regular uh item to discuss for your consideration three minor changes to the experienced Burnsville agreement with the city uh the uh board chair and and uh executive director came to the city and asked for uh consideration on some timing on budget audit uh and and ultimately uh kind of calendar um management and Jenny and I uh had the chance to meet with both Amy and Skip we absolutely agree that their requests make sense and uh we'll bring that to the council for your consideration um uh at your next regular meeting okay Amy will join us for that as well and we're dressing up for the meeting right like I'm not going to be the only one wearing a Rudolph bib just wearing a Rudolph bib oh are we are we doing Christmasy thing I think I think we should have a little fun with it the suggestion was just mad mayor you know what I have at my house do you still have the I just pulled them out just the other day since the early 2000s we we started wearing these I get the Miss to Reindeer reindeer thingies let's do it what did we just agree on well Vince you and I are going shopping apparently no no I have I have I have like five or six hats I think I'll it it was Teresa yeah Teresa the one who brought all of that stuff in different stuff TI it looked really good on Charlie CRA when he wore his so I'll bring it I can wear [Applause] red all right all right okay challenge accept so no coat no K again is that what I heard ugly sweater but we go back to ugly sweater would be fantastic perfect please wear an ugly sweater I don't know if I fit in my ugly sweater yeah mine I kind of M these days College I will say that our finance team today had a bit of a spirit event in the months their Department I know Jenny Ro's ugly Christmas sweater absolutely won the prize so I'll be highly disappointed if she doesn't wear it wear that Champion sweater yeah you're going to have to wear the Pug the Christmas pug P okay very good so hey you guys
