well welcome again to the Mesa city council meeting for September the 23rd 2024 all of our council is present and we have with us the vice mayor vice mayor Heredia on Zoom are you with us vice mayor yes great thank you uh we will begin our meeting with an invocation off offered by Pastor Sandy Johnson with Red Mountain United Methodist Church followed by the Pledge of Allegiance so please stand for the invocation and remain standing for the Pledge of Allegiance mayor Giles and members of the city council and guests I invite you to be in an attitude of prayer uh whatever your tradition is gracious Creator God we come before you this evening to ask your blessing on the city council meeting that is about to begin we thank you for the dedication of our local civil servants and their willingness to commit their lives to the betterment of our town we thank you for the wisdom and care that they offer us especially when the topics being discussed bring about dissension and disagreement we are blessed to have mayor Giles as our leader and are grateful for his service we ask your continued blessing on him as he leads our councel Lord we ask your blessing on the agenda tonight and pray that our Council men and women will give each item the care and attention that it deserves and that the decisions made will be pleasing to you please bless all of our city employees and officials present tonight in support of this meeting and also our citizens who care deeply and passionately about our town we ask that you would grant our leaders wisdom to govern amid the conflicting interests and issues of our time a sense of the welfare and true needs of our people a keen thirst for justice and rightness a confidence in what is good and fitting for the community the request mayor all right thank you uh I see a motion has been made by council member Freeman seconded by council member Summers uh please vote Mr hered how do you vote I thank you consent agenda passes unanimously uh next item on our agenda is agenda item nine uh this is adopting the notice of intention to adjust utility rates and setting December the 2nd of this year as the date of the public hearing we have a couple of request to speak first is Mr Carrie Davis Mr Davis welcome uh you'll have 3 minutes thank you mayor and city council the proposed rate increases do you know how much those will increase the utility revenues by you have three minutes Mr so that's the question this is an agenda item but they can't respond to your questions you have to speak you have three minute it's not a debate it's not a debate it's not a discussion with them so the the purpose of being here is to try to gain information and so when you had your study session did you have any idea of how much this would generate an additional revenue for the city these rate increases Aon city council we can provide that information to Mr Davis Mr Davis let me I don't mean to infringe on your time but the the the agenda item today is simply a notice of a hearing that's going to take place on December the 2nd at the December 2nd hearing uh we will have a discussion on the merits of this uh this agenda item the agenda item today is not to discuss those merits it's simply to give a notice that there will be a hearing on December the 2nd and I'm just asking how much you expect this to increase the revenue for the utility funds and I think uh well we can provide that information said he could provide that all right all right thank you thank you Mr Davis uh I also have a notice a request from Mr Kevin medima but he's indicated he does not wish to speak is that correct that's corre okay thank you Kevin all right um I'm not sure again the the the agenda item that we're discussing tonight is not the discussion or a hearing on the merits of this case it's simply posting a notice inviting the public to come on December the 2nd where we will have a public hearing on the merits of uh utility rate adjustment proposal uh do we have a motion to a council any addition addition discussion on this item and may mayor just real quickly all of those rates in the discussion were in our um study session so all that presentation is available for the public to review and look at I think we gave quite a bit of detail on that but we'll provide the additional information I'm just saying for the public in general and then we'll try to get something out on our website we'll post the presentation that the council saw that has quite a bit of detail on it so the public wants to review with the same information that Council received we can make that available to them thank you Mr Brady so those were the last two Thursday morning Council study sessions there were detailed presentations from City staff and there I know there was substantial Council discussion in anticipation of filing this notice okay if there's no additional discussion I know we have a a motion made by council member spillsbury is there a second to that motion count seconded by council member Summers please vote I thank you Mr Ria the vote is unanimous on issuing the notice of a intent to or the notice of a of a hearing on December the 2nd to discuss uh the intention to adjust utility rates next item on our agenda item 10 is the public hearing prior to the release of the petition for annexation case 24-34 for approximately 6.5 acres of land NOC located north of East Southern Avenue and on the west side of South Ellsworth Road I declare the public hearing open Miss Mosley do you have any requests to speak on this from the public to speak on this item no request for receive it thank you do any council members wish to address this item I declare the public hearing closed there is no action on this item at this meeting this annexation will come back to the council at a future council meeting next item on our agenda is items from citizens present I do have one request to speak Mr Kevin shifflet Kevin are you with us yes sir please step up to the microphone uh Mr shifflet welcome you have three minutes thank you good evening mayor and council members my name is Kevin shifflet and I represent 14 residents surrounding the anado park at 64 Street in Elmwood all of which are watching tonight I come to you with a humble but urgent plea for a solution to a rapidly growing problem in our community for decades Ana park has been a place of peace and joy for families including my own my grandparents were the original owners of our home and when the opportunity arose my family gladly purchased it to continue our Legacy in the neighborhood between us and our neighbors there are over 15 children ranging from Toddlers to high schoolers all of whom have thrived in the security and serenity of this area however that piece changed drastically in August 2023 a house at 6458 East Elwood Street instead of being used as a primary residence was turned into a juvenile group home for troubled youth almost immediately the neighborhood began to experience a series of concerning events we were not notified or given the opportunity to voice our concerns before this group home was established and since then we have felt its profound negative impact our children can no longer safely walk to the park we have been subjected to threats harassment excessive profanity graffiti and an alarming rise in police activity related to the group home there have been a dramatic increase in public disturbances including drug use sexual activity fights in and around the park we ask that the city council examine the call records for 6458 East el1 Street as there have been over 50 calls for directly related to this group home since it was established and in 9 25% 925 increase in police Stitch batch calls to our immediate part area between 2023 and 2024 despite our attempts to engage with DCS Mesa Police Commander Gomez District 5 council member go forth the only recommendation we've received is to keep calling the police it is not sustainable either for the neighborhood nor for law enforcement as parents and grandparents Our intention is not to further disrupt the lives of the youth at the home we understand they need stability however our community needs its safety back we need AC Solutions one reeval reevaluate the status of the group home can it legally operate in a residential neighborhood with such high levels of police involvement with continued risk to the neighborhood safety and of residents in the community two increase police patrols and park security particularly as the weather cools and outdoor activities increase three improve parked lighting and safety measures to deter inappropriate activities the Mesa City council's belief is that quote it's people not leaders are what make a great city or a city great end quote and we trust that you will act on our behalf to restore and the safety to insat insata park we plead for your immediate help to protect our neighborhood and ensure a safe environment for our children thank you for your time and your consideration I do have a calls for service I don't know if I can submit that per record sure our city clerk Mr shiffler thank you very much for being here and and speaking on behalf of your neighborhood and we will staff will reach out to you and we'll engage in uh some additional dialog and mayor if you could May before you leave tonight my Deputy city manager Candace will uh visit with you to get all that information so we can work with you and your neighbors on thanks for bringing this to us we
