[Music] foreign [Music] [Music] [Music] foreign [Music] [Music] thank you well how I got involved um Randolph from Inglewood Neighborhood Center which is the naval Center that I grew up in I just love the idea because growing up at the shop that I grew up and they gave me an opportunity so why not give back I always loved art like in any type of form if it's drawing tattoo graffiti haircuts anything so once I turned 16 I got involved with the program uh since then I've been working here at the barbershop and learning new things he comes in he helps out with a lot of just you know the basics from sweeping hair to standing behind somebody's chair asking questions and I think him seeing my actions and the way I move and how everything functions I think he picks up on a lot of that as well but the thing that I learned so far is the more customers you can gain in the barber industry but but it's not just by cutting hair and like cutting good that's not what Barbie is all about it's also having a connection with your clients and understanding them and they were just teaching us how to manage our money save it and just use it properly in the proper way from business owner to business owner if we can't help and the more people get involved the better the chances are that these young men growing up and young women growing up you know they can change their life I want to be above them and I also want to have my own business in the barber industry as well foreign [Music] [Music] [Applause] [Music] [Applause] foreign [Applause] [Music] [Applause] [Music] [Applause] [Music] for consideration the minutes of the agenda review City Council meetings of October the 24th 2022 motion by commissioner Ortiz second by commissioner Sheehan all in favor indicates so by saying aye to give thanks to the Americans who have sacrificed so much to serve our country and on Veterans Day we come together to celebrate and honor those who have served in the U.S armed forces so I'd ask Dave to come forward and give us Dave's now opd's chief of staff and lays on to the veterans advisory Council and he's going to give us an overview of our Veterans Day recognition thank you mayor commissioners in Orlando we're fortunate to have thousands of residents who have answered the call to serve our nation in the military they have selflessly volunteered to protect us all and also thank you very much promise there's no more comfortable than yours is okay that brings us right into the mayor's update and I want to start off by acknowledging that commissioner gray is a whole year older as of last Saturday happy birthday commissioner um why don't we help them along happy birthday to you happy birthday to you happy birthday commissioner gray happy birthday to you you're so welcome commissioner 70 never looks so good as commissioner Stewart noted in the invocation tomorrow is a election day so if you haven't early voted or voted by mail I encourage you to make sure you know where your polling place is and turn out to vote Tomorrow there's a lot of important races and important amendments that are on the ballot and it's your opportunity to make sure that your voice is heard among all of those who be casting ballots tomorrow we continue now to monitor subtropical storm to call it's a little late in the season it's actually past hurricane season so we don't usually get storms in November but I encourage everybody to continue to monitor the storm they anticipate that it will probably grow to hurricane strength and then it's going to come across the interior of the state so we're doing all the things that are necessary to make sure that we can accommodate some additional rain water in our community so that's checking on our Pump Station slowing lake levels making sure we have generators for any of the pump stations that lose power but also want to recognize our city staff who are just now wrapping up debris collection from the last hurricane and they were scheduled to be done early next week which is a lot sooner than our original 60-day time frame but they have removed 75 000 cubic yards of vegetation debris which is enough to cover a football field to the top of the goal post it's kind of a good visual and so far our crews have collected about 90 percent of that waste that has been left but also because of the flooding we have also collected 2300 tons of discarded household items so continues to be a team effort and hopefully we won't have a lot of additional debris to contend with but be ready do your hurricane kits and be prepared for a Wednesday night Thursday morning event um also on behalf of the entire city council I want to send our condolences to the family and friends of Tess wise who passed away last month at the age of 99 Tess escaped a Nazi labor camp as a teenager and dedicated herself to finding anti-Semitism and hatred and she founded the Holocaust Center in our community her memory and impact will live on for future generations and we have certainly been assisting the organization and expanding to their new home which will be right on Lake Ivanhoe a couple items of note that I want to mention and that's five funding agreements for more than a hundred and seventy thousand dollars that help our partner agencies that care for some more most vulnerable neighbors including those experiencing homelessness so that funding will go out to the Christian service center the Coalition for the homeless Harbor House the Salvation Army and salt Outreach I don't know if anybody is here from those organizations but if you are would you stand okay we'll send your money to you anyways and thank you for the great work that you with that we will um we'll move on to the consent agenda which was the number of items that are act upon through a single vote of council we give each of our council members an opportunity to comment on items on the consent agenda as well as update you on important things happening in their districts we rotate the order that we do that and commissioner Stewart is first up today thank you mayor um thank you for your comments about Tess I uh I've known her literally all my life uh and she's just a sweet sweet lady and I I knew her more through her daughter and their grandchildren um and so it's uh it's a wonderful Legacy that she's left and I had a chance to participate in the Shiva she looks down a couple blocks from me it's a sweet sweet lady today you can hardly tell uh but it's no shape November uh so I'm wearing this in honor of two of close friends of mine who are struggling with cancer right now to just remind me daily that I'll blessed we we are in addition to that I feel a little bit like Sam ings today with my red tie uh so if Sam is watching I want him to know that I'm wearing a red tie in honor of his and my alma mater Edgewater High School who completed their undefeated season and that may end up having to play Jones again which is going to really kind of make me angry if we do that because you guys are likely to win uh but uh Edgewater completed their undefeated season uh first time since 1972 50 years later so it really kind of neat to to see that and had a chance to be out there and be with the team hey I want to say thank you to all those who participate in Jazz Fest this past weekend we think about eight or nine thousand people that were there get a chance to enjoy College Park three great stages of wonderful and uh environment and and we had a little bit of a rain that came through about four o'clock and it kind of cleaned everything out and and made it cool had a wonderful evening so a chance to be there that was great um this past Friday night we had our first senior dance over at the Rosemont Community our Rosemont Neighborhood Center it was really neat of they did kind of a throwback to the 50s uh we're trying to figure out how to engage our seniors a little bit more this is one way of doing it I had some great music and we hope to do another dance in the spring we will call it our senior prom and have a chance to invite them to come and be part of of important program and Outreach that we do uh this past Tuesday was National Night Out I want to say special thanks to those who who came through and and uh and did National Night Out meetings again in November thank you for your delay in moving through one hurricane I'm glad we didn't wait another week we'd have to wait for another hurricane um but uh uh I had a great time uh get a chance to visit had a few less parties because of the delay so I got a chance to spend more time with each of our neighborhoods I really enjoyed that seeing them work hard for uh trying to keep our community safer um that's last week I think it was for the week before last I'm trying to think I think it was week four last the uh the Dr Phillips Center did the Hamilton Community give back and all of us on the DS Community participated in that but I want to say a special thanks to Kathy ransberger and Rachel Mohali and their entire team they made it an absolute pristine opportunity for 1200 kids to go to uh to see Hamilton to see Broadway and it's it's real how it's performed but more importantly to be part of something that's unique and different um they were sharing that this doesn't go on around the rest of the country and we get a chance to participate in that I had a lot of sponsors that were involved and engaged and I know that every one of us as well as each of the County Commissioners were engaged in helping to participate as well it was really really neat some quick things coming up jingle Eve is coming up on November 19th our official opening of the Christmas season now some of y'all think the opening the Christmas season was I October 31st it's not it's actually jingle Eve I want you all enjoy that small business Saturday on the 26th of of November 27th I've declared a national holiday on that Thursday before because it's my birthday just wanted you all to know um just wanted you to know I take cash less than 25 just in case you need to know we're lining the Christmas tree in College Park on the 26th and we also are doing the Christmas tree lighting of course in downtown Orlando on the second those will all take place between now and our next meeting um the mayor mentioned the Emergency Services Grant I also wanted to mention that F2 through F5 on the on the agenda today will be approving uh some very important organizations and I mentioned that because I think for 25 years I had the opportunity to work with each of them and they all mean something special to me the Grand Avenue Economic Development Corp United Cerebral Palsy United against poverty and the West Lakes partnership all of them are making an incredible impact in our community and we'll be doing the Community Development block grant for them I'm so honored to be able to support that and that's all I have mayor thank you very much thank you commissioner commissioner sheind thank you mayor um uh we had a little holiday gathering at Halloween and one of my younger neighbors was really distraught during the Gathering and I pulled her aside and chatted with her and uh she said she had had plans over the weekend with a friend who had canceled her plans to meet her ex-boyfriend and he crashed his car into a building on Orange Avenue now I'm sure a complete investigation is going to be done I'm not making any accusations but as I walk by that sad Memorial where I walk by every single day on that Orange Avenue and I saw the mementos from her friends who were deeply distressed her name is Shelby I just got to thinking and I thought this is a very important thing to say today to every young woman if something doesn't feel right if someone gives you an uneasy feeling in a dating situation if you feel bad about something going on you do not have to say yes you do not have to go in this culture of toxic masculinity it's better for him to get his feelings hurt than to you to get hurt or get killed and if you are in a situation where you'd help please contact Harbor House it's very very important but I walked by that this morning on my morning walk and I saw the memorial and the flowers and I just thought you know what I need to talk about this because we don't talk enough about domestic violence and the impact on young women and rest in peace dear Shelby um I regret that I will not be able to make the Veterans Day Parade we have the swan Roundup and the Houston power Summit that day so I really hope we can check the calendar next year and coordinate a little bit better because those are all three really great events and I cannot possibly make all three of them but uh please veterans know that my heart is with you and uh and I'm so disappointed that I cannot make the parade this year and I'm very distressed that Jason Burton is going to be leaving us Jason my my right hand man who deals with everything from Urban chickens to infill development to everything to my crazy calls on the weekend or at night when I got my hair on fire um you know people don't realize what an amazingly talented planning staff that we have there's a reason this city is so beautiful it's because we have such a great staff Jason you are really going to be missed and God speak to you and whatever you decide to do next I wish I had been able to talk you out of going but hey I tried but love you man I really do and uh I can say that because it's not sexual harassment as you know because you're because you're just not my type I'm today we handle things the agreement today I think that the main streets are the best investment that we make at this city we get the best publicity out of it and also for SoDo Main Street you all are doing amazing things I know you've been challenged with you know with with uh it hasn't always been easy uh in those areas because some of our main streets have been more established but I want to thank both of you for doing an amazing job with both of your main streets Sarah and Misty um I know you all are going to do great things and I think we definitely to support our main streets with this funding year after year and if they're smart enough to figure out how to augment that we need to support them not take money away from them so our main streets do great work also on the agenda today is is some Emergency Services Grants for United against poverty and for Harbor House very very great work that they're doing in our community and that's all I had on the agenda today mayor thank you very much thank you commissioner commissioner Hill thank you mayor and good afternoon to everyone wow Jason's leaving who am I going to be able to kick around now I say that we love oh Jason I'd really appreciate all your guidance and Leadership and all that through my 10 uh tenor here on city council you have helped me navigate through and I really appreciate you I'm like commissioner Sheen wish I would have known before today because I would have beat you back in shape and made you stay I tried Commission uh well good luck with all your endeavors Jason for you and your family and I apologize for your loss in your community with the young lady that's heartbreaking but uh as you know the city really is committed towards making sure we're giving funding even on today with us having funds for the Harbor House to try to protect those that are experiencing domestic violence for their safety also an agenda I'm supporting which is another great moment there underneath mayor Dyer's leadership and also the support of this Council and the usla group and a great shout out to Atlantic housing that has been leading in the efforts of affordable housing there in the creative Village component as we know it's such a diverse and mixed income community and with the great leadership of Scott Culp this is the right choice and uh couldn't put better funding today towards those efforts there um so congratulations and thank you all for all that you do when it comes to equity and inclusion and making sure that uh those those buildings that are being built there also has minority participation in employment opportunities as well as housing so I am supporting uh that uh 4-1 today with the CRA component uh also another a great uh affordable piece that's happening here in District Five as on hearing second read uh the Colonial Garden which is another affordable component now being annexed from out of Incorporated County into District Five City over Orlando that has already started great works there in the last couple of years by transforming a a hotel there in the West Colonial District that was a a hotel that was ridden with crime drugs and prostitution and how they have been able to transform uh that hotel now as a efficiency for children and seniors and worked for some families that are proud to call it home and come back every day to a safe quality housing unit and and they're not putting what I really appreciate Council because I know they're coming over to District three now uh to transform the Ambassador is oftentimes we find people just throwing down a rug or taking shortcuts but this group One-Stop housing put materials in their units that myself mayor and this Council want in their homes all the stainless steel appliances tiled throughout and granite countertops in their bathrooms in their uh kitchens and such touch Cabinetry to me that means something that mean more than just you know giving people anything they're giving them something that's sustainable in quality so I'm just um just happy that um they're now District Five uh developers I look forward to what they're going to do and transforming the Ambassador there in the worst Westmoreland uh West Colonial corinder and then I'll be also supporting um the [Music] hearing first read for item two and three which is annexing another uh developer into District Five from in uh Incorporated uh Orange County into the Ivy Lane uh corner there off of barley and Campanella next to the lake man home affordable homes and this will also be a affordable multi-family uh development so I think it's the Westover over group so I I will continue to invite all of those folks that Orange County don't want for affordable housing over into the city of Orlando we will partner with them gladly no disrespect to District six but I will take them all and then uh again I I I mimic what uh commissioner Stewart stated thank you to Rachel uh Kathy ramsberger and her team over at Dr Phillips also uh their foundation and their private donors by providing this opportunity of a lifetime to over 1200 students throughout the city in Orange County to feel the energy when you walked in that room in the way that they welcomed these these youth from out in our city and county as if they were the real Superstars and celebrities in which they were and um a thank you to the Rosen hotel and Mr Rosen for preparing those beautiful meals uh there that hot Buffet of fine cuisine that we all took part in uh just to experience the Arts in a remarkable way what was so special for me was to see many of our Urban kids that possibly would never see a Broadway show and many of their parents that had be exposed to the Arts and see folks on the stage performing that looked like themselves you know um for me I I shed some tears because it was it was thunderous Applause right and I was told by the school that I brung in that the kids are still singing Alexander Hamilton and it's it's you know so it those seeds was planted and uh my officer which is in here um officer Rich Patterson that's guarding us right now uh not Garden standing watch uh share it with me that when he was in fifth grade living in New York uh one of his instructors took him to a Broadway show and he was living he at that time before um think he stayed in oh goodness where are you rich he stayed in Brooklyn and as We Know Brooklyn at that time was in the Brooklyn that we know today and and that left for indelible uh uh moment in his life that he hadn't forgotten yet so I think the Seas that was planted last week are seeds that it's going to be a lifetime that they take uh on and do great things because they were exposed to the art so thank you to our Arts Community thank you to the county thank you to this Council and especially you mayor Dyer with the vision with you and a few folks had many moons ago I'm not going to say how many moons ago because we know you're still uh young uh but it it is transformational so I'm just I'm just eternally grateful um I was able to uh go throughout the nine District parties on November 1st for our National Night Out celebrations a huge congratulations to District Four Ashley Park homeowners association um two years we've never won yeah yeah yeah we were the reigning champs for a very long time and it was 22 years so uh you guys uh congratulations and uh congratulations to Lake Lorna Doom which is a really new HOA that's been reactivated there uh in beautiful Lake larney Dune uh that won second and myself and commissioner Burns shared uh third place with the Metro West Masters Association but everybody won throughout the city who had a National Night Out I do believe somebody had to come up with a theme and we chose but you know when we start talking about National Night out a Rock Lake and throughout the city thank you chi Salazar for for taking that hike and you were really I was sharing with Kevin Edmonds on uh the other day on how I seen you really uh jump in and really start loving on this community and you're there at everything that we have rather it's a community picnic and also our chief and sin Two Chiefs from two different departments called Safety working together and just being a part of the community is just so heartwarming so thank you all for your service and deputy chief I was keeping the chief Smith for his leadership and just him and his team being right there and and doing the great Community work that they're doing and it was just a beautiful moment throughout the city to see all the communities come together because they're the real crime Fighters really they're the ones who do the work and help us uh keep this city safe and then upcoming events of course we have on November 6 the West Lakes Community along with our West Lakes Main Street uh director Mr Justin Kinsey has done a phenomenal job in that corner doing classic weekend on November the 6th we'll be partnering with the Christian experience Church starting at five o'clock having a pep rally where we'll have a drum line cheerleaders kids from our community centers come in and doing a a talent show and dance and then we'll go over to the football field where there will be a Jones and Evans I need to make that a Edgewater alarm flag football team because I like to see where they are now since he's always bragging about and then also there will be a FAMU and also BCU flag football team and then that 17th we will be hosting a symposium called the conversation from 11 A.M to 2 p.m at the Amway Center where there will be a variety of conversations and then on that uh 18th we've joined uh with uh the Consortium the FAMU BCU Florida Blue uh Consortium along with Orlando jobs to do a diversity job fair uh but with that we also will be doing a conversation about different jobs for those our minorities on the 19th uh there at Lake Lana Dune from 10 a.m to 10 p.m there would be something that's called the tailgate at the yard and that we will host all of the pan athletic and hbcus uh there I know commissioner Burns uh uh fraternity is also a part of that the omegas so I'm just excited to replicate what you would see on HBC yards throughout the United States sororities and fraternities and then it's all included with the community of course on the 19th mayor Dyer and myself along with many other Representatives along with uh mayor dimmons and his uh Council will go out uh to the Florida classic to celebrate the Florida AME University in Bethune-Cookman University classic I've been told mayor Dyer that out of all of the bowl games this is the largest bowl game and makes the largest economic impact because people come and usually stay and they stay a few days so I'm excited to hear about that and then of course with my great Partners Orlando City Soccer we will oh November the 20th I like to think I didn't know he was going to be an audience today but Mr Greg Lee for assisting our city of Orlando Recreation sports athletic team to uh be able to host along with the management over at Orlando City Soccer to Whole Life first ever uh City championship in Paramore mayor we'll be having it at the Explorer Stadium uh yes they are going to allow cliques on the soccer field and uh that could not have happened without your leadership Greg so thank you for that commitment thank the wolf family for their commitment to going into the community and opening that Stadium now up for those here in the city of Orlando and especially there on the west side of Orlando and we're grateful for that and then on November 21st uh that following day which is that Monday Thanksgiving the Orlando City Soccer will uh partner with myself to host over a thousand families for Thanksgiving uh turkeys and all the trimmings to make sure that and this is not just a district five event this is a uh invited event for all residents throughout the city of Orlando that might see themselves in need um and with that that's all I have mayor Thanksgiving to everyone we'll move to commissioner Byrne all right thank you uh mayor Dyer and welcome and hello to all my uh fellow Commissioners uh first I'd like to say Jason you will be missed uh as the newest commissioner I'd just like to say thank you for helping me to better understand the planning process uh but also being willing to come to community meetings uh and take some of those uh arrows that I would get uh so I appreciate that but you will be missed um and uh godspeed with your future endeavors also as my fellow Commissioners mentioned I had the opportunity of uh sponsoring 20 students to uh from Carver Middle School to attend the Broadway show Hamilton and uh Carver's special to me uh because it's in my district but also when it was Carver Junior High School I attended there as well so thank you to the DPAC team for uh and all who made this happen uh it was very impactful to all of the students who attended also thanks to OPD my police liaison officer Warren who's over in the corner there and Captain bronskill for visiting so many neighborhoods with me at last week for the National Night Out as commissioner Hill mentioned um Metro West got third place so we were able to attend and thank you to Chief Smith and chief Salazar for being there to celebrate their protection of their communities so again thank you to all all of the neighborhoods who participated also as a reminder my office hosts uh satellite office hours at the Smith Center twice a month for residents who don't want to have to come down to City Hall so to make an appointment you can call my office at 407-246-2006 as for the items on the agenda I'd like to welcome Miss Heather numer Bell as our offices new digital communication specialist her contract is up for approval also D1 I'd like to express my support for the grants to the central Florida Foundation that will go to support financially support many of the non-profit organizations in our community providing services to our children last I would also as was mentioned like to express my support for items F2 through F10 various organizations receiving Community Development block grant funding as well as the emergency solution grants I just like to say thank you to those organizations who are providing a much needed service to our disadvantaged community members here in the city beautiful and that's all that I have mayor thank you thank you commissioner commissioner gray thank you mayor I'll be brief I did want to kind of echo what everyone else said the 27th on Thursday we'd have the Hamilton matinee it was really a neat experience for both middle and high schoolers it was the first time in my tenure that I've seen all 12 Commissioners together city and county number one and two neither of the Mayors were there so it was a win-win for all of us um uh but it really was a great thing so as some of the other folks have said thanks to all the folks at DPAC for making that happen they really did a great job so congrats to them and thanks to them uh upcoming this weekend uh we've talked about Veterans Day a key event um out in the Lake Nona area if you get a chance on Friday night the 11th uh at the lake Nota Town Center they do a veterans event where they bring in professional actors and singers it's non-political it's all about the red white and blue it's a great family event and it's all free so I would encourage anybody that that's that's out that way to please take your kids free parking free event lots of good things to do and the finale is at night don't ask me how to have a stock pulled this off I had nothing to do with it they fly a an airplane over the top of the Town Center and they have six paratroopers jump out in the middle of the night so you see the little red Firefly flares fly down and and they land on top of the parking garage at the Town Center so it's really cool if you haven't seen before I'd encourage you to look at that and of course I'm looking forward to the parade on on Saturday let's hope the storm Nicole stays away so we can can make that happen and finally I wanted to Echo commissioner Burns comments on item agenda item D1 the Grant I want to thank the central Florida Foundation Lisa and her team what I like about that is it's a it's a lot of money so it's going to a lot of good important initiatives for our kids but also the discipline around it it's they ask each group just to set out their goals and objectives for the year and then at the end of each year they test those goals injectors to make sure that they accomplish most if not all of those and and I think we need to do more of that and for those groups that meet their goals and objectives we'll probably need to give them more money and and help help that go so that's a really good cause and I'm glad we're doing that so mayor that's all I've got thanks thank you commissioner bring us on commissioner Ortiz you'll have plenty of time for me on this one because Jason you're making a big hole in this city so uh we're gonna miss you big time we you have you have been such a a catalyst for so many projects and thank you for helping me with putting on District 2. what you have done is you have left a great legacy so I very much are gonna hunt you down whatever you are whenever I have a next break so so anyhow I'm going to Echo my partners in terms of a Hamilton gift bag and uh Dr Phillips Performing Arts Kathy and Rachel Kathy uh reinceberger and Rachel Marley what a great job and all their staff it was amazing as as commissioner Grace said the first time I see all the Commissioners together it was fun none of us stuck to each other by the way um but it was fun to watch all those kids and and seeing how they enjoy history in in a play and I had I had the opportunity to stay for a little bit and it was awesome it was really awesome so thank you so much to our family of Dr Phillips um October 25th I had the uh the honor of graduating the 14th Academy government Academy we had it for the past eight years 21 students we got to graduate and I want to thank each and every one of the instructors that year after year they come and do this um free of charge and and they volunteered to do this and they're always looking forward to it to teach our communities about what government is all about and it's good to have our community empowering themselves with this kind of knowledge and being able to participate with us and what is the best way of um leading our community to Prosperity so thank you to all the students and thank you to all the instructors that got involved and of course my staff I'm Megan shaver a continental Marines during the American Revolutionary War formed by a resolution of the Continental Congress on November 10 1775 and first recruited at ton Tavern in Philadelphia I'm not going to beacon so you were a call back in 2019 that we offer the local preference funding from the CRA towards phase one of the beacon project this amendment would offer an additional 610 thousand dollars of local preference funding towards the beacon phase two in total the project will be 194 units that are about 80 percent of those just shy of 80 of those would be affordable from the CRA side once the project is complete and meets the requirements at that point just over the 1.2 million the the culmination of both six hundred and ten thousand dollar Awards would be provided so happy to address any
