lives right around the street from me good evening thank you for allowing me to be here tonight god we thank you for who you are your loving and gracious presence god you are almighty you are transcendent and you are ever present we thank you for the freedom that is ours because of you we thank you for the privilege of meeting to conduct this public discourse and we pause now to ask for your direction for the matters at hand because the best decisions are always found in the company of your desires your will your way truth and life we pray for your protection over our city that our streets would be safe and our homes would be a place of comfort and peace we pray for those who watch over us some are present here tonight our police and firefighters our paramedics and our hospital workers we pray your protection over our schools as many are preparing to return for uh to full service teaching we pray for all the other organizations that make our city a better place through their service tonight lord we pray for your blessings on the citizens represented here this evening that their commitment to be here tonight would be met with your favor we pray for your blessings upon the speakers and the presenters gathered here tonight that the causes for which they appear would be properly represented we pray for your wisdom for the members of the city council that they would lead with integrity and compassion that their votes would be in accordance for that which is best for our city for the short term and the long we pray our blessings to our mayor given the courage to lead with honesty and character efficiency and clarity all with only the best interest for the people and the concerns that he represents and with this all we pray for the family members of those who are reading a proclamation on behalf of the mayor wires and the council to honor those who have lost their battles to cover 19 and to the families and loved ones who have been affected by coppa 19 by declaring march 2021 october 19 memorial month following the proclamation we also honor them with a moment of silence whereas cover 19 is an illness caused by a virus that can be transmitted from person to person and has spread across the world creating a global pandemic that is having catastrophic effect on human life our community and our economy and whereas local and state governments health departments and public servants have taken bold actions to protect residents support struggling local economies and finding innovative ways to provide services and whereas in response to a rapid spread of kova 19 and stay-at-home orders essential workers have stepped up to provide critical services to help protect our communities and save lives sacrificing their own health and safety and whereas more than 2 million people worldwide and over 500 000 in the united states have lost their lives due to covert 19 and in arizona alone more than 15 000 lives have been lost to this deadly virus and now therefore mayor jerry p wires mayor the city of glendale arizona on behalf of the city council to hereby proclaim the month of march as cover 19th memorial month in remembrance of those who have lost their lives and in honor of those who are forever marked by coven and continue to suffer from the impact of this virus can we have a moment of silence please thank you we will now move arizona authorizing the entering into of a 2021 contract for 207 funds number 2020-207-017 with the arizona governor's office of highway safety and authorizing the acceptance and expenditure of the grant award in the approximate amount of 272 thousand dollar dollars dollars 272 thousand eight cents for personnel services employee-related expenses professional and outside services materials and supplies and capital outlay item 12 resolution number r 21-14 a resolution of council the city of glendale maricopa county arizona authorizing the entering into of grant agreement number d-u-i-a-c-e-147 with the arizona governor's office of highway safety oversight council on driving or operating under the influence abatement and authorizing the acceptance and expenditure of the grant award in the approximate amount of thirty six thousand dollars for personnel services employee related expenses and materials and supplies that concludes the consent resolutions thank you do we have a approximately 4705 west glendale avenue a portion of parcel number apn 146-18-059 directing the city manager to execute all necessary documents for the sale and directing the city clerk to record a certified copy of the ordinance vice mayor hugh members of the council here to provide staff report this evening is jesse peterson our assistant director of economic development thank you mr phelps and good evening vice mayor and council the item before you is a request to adopt an ordinance authorizing the entering into of a purchase and sale agreement to sell approximately four acres of city-owned land at 4705 west glendale avenue for six dollars and fifty cents per square foot to twg llc twg development llc for the purpose of developing 105 new affordable housing units in 2004 and 2005 the city purchased approximately seven acres of land at this location for the intention of building a new courthouse and public safety complex subsequently the decision was made not to move forward with that project and the vacant parcel has since remained in its current state as an opportunity to support revitalization within the designated redevelopment area along the city's namesake corridor twg specializes in affordable housing development and they submitted an unsolicited offer to the city which expressed their interest in purchasing and developing a portion of the city-owned property as affordable multi-family housing utilizing the state's low-income housing tax credits these tax credit projects are competitive and require the submission of an application to the state of arizona a process which closes april 1 of each year this purchase and sale agreement has been developed to coincide with the state's housing authority approval process in the event and in the event that twg does not receive the award of tax credits for this project provisions have been provided to allow for the termination of the agreement based on recently completed sales transactions for land of comparable size zoned similarly and within the same geographic area the average price per square foot is approximately four dollars which is lower than the offer price here within the development of affordable housing units along this long vacant site will expand current housing opportunities bring new investment to this portion of the redevelopment area and will result in one-time revenues to the city additionally this project aligns with previous recommendations that address critical community needs in this area that concludes my presentation and i'd be happy to answer any questions thank
