BEFORE LIVING TO REGULAR COUNCIL BUSINESS I WANT TO BRIEFLY OUTLINE MICHAEL'S FOR CHAIRING THE COMMITTEE. FIRST, AS THE YOUNGEST PERSON IN CITY OF SEATTLE HISTORY TO EVER BE A LITTLE TO THIS BODY, MY GENERATION HAS BEEN SCREAMING FROM THE ROOFTOPS ABOUT THE EXISTENTIAL CRISIS OF CLIMATE CHANGE. WE'VE SEEN HORRIFIC IMAGES COMING OUT OF LOS ANGELES WITH ENTIRE URBAN COMMUNITIES WIPED OUT LEAVING THOUSANDS OF ANGELENOS WITHOUT HOMES IN THE WAKE. AS WE'VE SEEN THE EFFECTS OF CLIMATE CHANGE ON OUR OWN DOORSTEP HEAT WAVES AND WILDFIRE SMOKE CAUTION US ABOUT WHAT COULD BE AHEAD IF WE DO NOT ACT TO CREATE A MORE SUSTAINABLE FUTURE. WE CONTINUE TO SEE PEOPLE OF COLOR IN WORKING-CLASS COMMUNITIES DISPROPORTIONATELY IMPACTED BY CLIMATE CHANGE HEALTH OUTCOMES. TO BUILD RESILIENCE WE NEED TO TAKE AN EQUITY FIRST APPROACH. SEATTLE AND THE GREATER NORTHWEST ARE POISED TO BE LEADERS IN THIS WORK. WE NEED A REALISTIC AND FOR CUTTING EMISSIONS THAT ARE KILLING OUR PLANET AND COMMUNITIES. THE OFFICE OF SUSTAINABILITY AND ENVIRONMENT RELEASED A GREENHOUSE GAS REPORT. EMISSIONS HAVE NOT BEEN REDUCED TO PRE-PANDEMIC LEVELS AND TRANSPORTATION IS RESPONSIBLE FOR 58%. THIS CLEARLY SAYS WE NEED TO CONSIDER AN URBAN PERSPECTIVE AND REDUCING SINGLE OCCUPANCY VEHICLES . MY OFFICE IS WORKING WITH THE OFFICE OF SUSTAINABILITY AND ENVIRONMENT TO PERMIT -- PRESENT THIS LATER THIS YEAR WHICH I HOPE MY COLLEAGUES WILL FIND FRUITFUL. LATER THIS MORNING WE WILL HEAR FROM SEATTLE CITY LIGHT ABOUT THE STRATEGIC INVESTMENT PLAN WHICH IS A CRITICAL RESOLUTION TO SUPPORTING AND EXPANDING ROBUST ELECTRIFICATION INFRASTRUCTURE AND GREEN ENERGY GOALS. CITY LIGHT WILL ALSO PRESENT ON THE NOVEMBER BOMB CYCLONE STORM THAT STRUCK OUR REGION IN NOVEMBER, 2024. THIS IS ANOTHER EXAMPLE OF EXTREME WEATHER CAUSED BY CHANGING CLIMATE. I ALSO LOOK FORWARD TO SUPPORTING THE INCREDIBLE WORK OF OUR ARTS AND CULTURE AND CREATIVE ECONOMY WORKERS INCLUDING THE CITY OFFICE OF ARTS AND CULTURE. I HOPE TO PROPOSE SOLUTIONS THAT WILL MAKE SEATTLE A PLACE WHERE ARTISTS AND THE BROADER CULTURAL SECTOR WORKERS CAN HAVE A STABLE CAREER WHERE THEY CAN THRIVE AND NOT JUST GREAT GUY. FINALLY, I WOULD LIKE TO BE CLEAR THAT THE KEY TO OUR QUALITY WORK IS NOT POSSIBLE WITHOUT PEOPLE POWER AND SUPPORTING OUR WORKERS IN EVERY CORNER OF THE COMMUNITY WILL BE PARAMOUNT IN THE WORK WE DO HERE ON COUNCIL. OUR MISSION IS TO MAKE CLEAN ENERGY AND TRANSPORTATION ELECTRIFICATION ACCESSIBLE AND EQUITABLE. SPECIFICALLY FOR COMMUNITIES THAT HAVE HISTORICALLY BEEN UNDERSERVED. FOR US THIS IS ABOUT ADDRESSING NOT ONLY ENVIRONMENTAL CHALLENGES BUT ALSO HEALTH, EQUITY AND ECONOMIC OPPORTUNITY. HEARING STORIES LIKE THESE REINFORCE THE URGENT NEED FOR TRANSPORTATION ELECTRIFICATION AS A WAY TO IMPROVE COMMUNITY HEALTH AND ADDRESS SYSTEMIC INEQUALITIES. AT SEATTLE CENTRAL COLLEGE WE HOSTED A SESSION ON ELECTRIC VEHICLES AND THE POTENTIAL TO REDUCE EMISSIONS. IT WAS ENERGIZING TO SEE STUDENTS AND FACULTY NOT ONLY ENGAGE WITH ENVIRONMENTAL BENEFITS BUT ALSO RECOGNIZE ECONOMIC OPPORTUNITIES TIED TO ELECTRIFICATION LIKE WORKFORCE DEVELOPMENT. IN TUKWILA WE MET SPANISH-SPEAKING FAMILIES . THEIR FEEDBACK IS HELPING SHAPE HOW WE APPROACH ACCESSIBILITY . BY PRIORITIZING COMMUNITY INPUT WE ARE BUILDING A TRANSPORTATION SYSTEM THAT ERYO >> THE NEXT SPEAKER IS KATHLEEN PEREZ MARTINEZ. >> MY NAME IS KATHLEEN PEREZ MARTINEZ. OF THE YEAR 2050, 25 YEARS FROM NOW , ALL VEHICLES IN THE CITY OF SEATTLE WILL BE ELECTRIC. THE TRANSPORTATION INVESTMENT PLAN WILL BE PREPARING THE PEOPLE OF SEATTLE TO MOVE TOWARD SUSTAINABLE, JUST AND RESILIENT ELECTRIC TRANSPORTATION. THIS WILL REQUIRE A COMMITMENT TO ACTIVELY LISTEN AND ENGAGE IN CONVERSATIONS WITH PEOPLE WHO ARE MOST HARMED BY TRANSPORTATION FOSSIL FUELS AND POLLUTION. WHO ARE THESE PEOPLE? OF THE CITY OF SEATTLE THAT CONTRIBUTE DAILY TO OUR STRENGTH AND BEAUTY? WE ARE THE MOST VULNERABLE AND UNDERREPRESENTED PEOPLE OF SEATTLE. WE ARE LOW INCOME, LACK, INDIGENOUS PEOPLE OF COLOR AND THE DISABLED WHO ARE UNFAIRLY THE PEOPLE MOST IMPACTED BY ECONOMIC, HEALTH, AND ENVIRONMENTAL BURDENS. AS AN INDIVIDUAL WHO IS PART OF THIS COMMUNITY I WORK WITH A COMMUNITY-BASED ORGANIZATION, CULTIVATE SOUTH PARK, TO CONVENE A FOCUS GROUP WITH 10 YOUNG PEOPLE AGED 16 TO 21. IN 2015, THE FOCUS GROUP PARTICIPANTS WILL BE 41 TO 46 YEARS OLD. I WILL BE 90. THEY WILL HAVE THEIR OWN FAMILIES AND A COMMUNITY RELYING ON THEM TO MAKE INFORMED AND SOUND DECISIONS. HERE ARE JUST A FEW CONCERNS THEY HAVE VOICED. WILL ELECTRIC VEHICLES BE AFFORDABLE TO THE LOW INCOME COMMUNITY? WILL LEADERSHIP DRIVEN DECISIONS BE HONORED? WILL WE HAVE ACCESS TO HIGH-QUALITY JOBS CREATED BY THIS INDUSTRY? THERE ARE MANY MORE CONCERNS WE DO NOT HAVE TIME TO ADDRESS HERE. FOR THE PAST YEARS WE CO-CREATE EDUCATION PROGRAMS AND EFFORTS OF THE COMMUNITY NEEDS AND PRIORITIES AS THEY PERTAIN TO THE ELECTRIFICATION STRATEGY INCLUDING TESIP, ELECTOR FOR -- ELECTRIFICATION SERVICES. THE COMMITTEE AS THOUGHTS, NEEDS AND DESIRES TO ENSURE THESE ARE REFLECTED IN THE UPDATED PLAN. OVERBURDENED COMMUNITIES CONTINUE TO VOCALIZE THEIR ECONOMIC WELL-BEING AS THE TOP PRIORITY. A MORE EQUAL WAY TO RECEIVE BENEFITS FOR ENVIRONMENTAL SOLUTIONS AND PROGRAMMING. A BENEFIT IS THE HEALTH AND SAFETY OF COMMUNITIES AND THEIR LOVED ONES WHICH INCLUDES INCREASING THEIR KNOWLEDGE AND UNDERSTANDING OF ELECTRIFICATION EFFORTS AS IT RELATES TO AIR, WATER AND SOIL QUALITY , INJURIES AND DEATHS. THE LONG-TERM BENEFITS IS DEPENDENT ON THE COMMUNITIES ASSUMING AUTONOMY OVER HOW AND WHERE THIS INITIATIVE IS IMPLEMENTED. AS YOU THE COMMUNITIES BETWEEN ONE AND FIVE MILES FROM THE AIRPORTS ARE 1 TO 5 YEARS LAST AS FAR AS THEIR LIFE EXPECTANCY. HERE LOCALLY IN SEATTLE, SOME AREAS ARE UP TO 10 YEARS LESS LIFE EXPECTANCY DUE TO THE PLAN FOR DECARBONIZATION. HOPEFULLY WITH WHAT WE HAVE THE TOGETHER WE CAN THEN PULLED TOGETHER EVERYBODY AS FAR AS THROUGH ELECTRIFICATION TO HELP. THE WORKFORCE DEVELOPMENT IS ONE AREA THAT CAME UP QUITE OFTEN. SOME TRANSPORTATION ELECTRIFICATION PLANS EVERY THREE YEARS IN 15 STATES ACROSS THE COUNTRY REQUIRE THEM. FIVE YEARS IS OKAY. IT'S A VERY DYNAMIC INDUSTRY. LET ME POINT OUT A FEW THINGS THAT ARE NOTABLE ABOUT THE PLAN. FIRST, IT FOCUSES ON INFRASTRUCTURE. IF YOU LOOK AT TVS, THE TWO BIGGEST REASONS PEOPLE OR COMPANIES LIKE TO -- DO NOT ELECTRIFY. THE HIGH COST OF THE VEHICLE OR NO INFRASTRUCTURE OR THE INFRASTRUCTURE IS INADEQUATE OR UNRELIABLE. WITH THIS PLAN DOES IS FOCUSES ON INFRASTRUCTURE AND COMMUNITY .
