February 5th 2024 order first item is the agenda Patrick yeah Mr chair please is the board please add um a attorney's um memo regarding uh cell phone tower leases within the township added to consent agenda as amended I'll second that motions made in second all in favor say I hi all theone all right moving on item six old business this is a three-year compensation analysis yeah Mr chair um for the board's directive we did uh table this after the uh the last meeting here uh we did enter into discussion on this at our executive meeting in January I distributed uh the information that's tied to the compensation analysis uh in advance of the executive committee for discussion I would defer to that uh if you've got any questions about it but the um statements that I made in my memo and in advance of this uh still ring true um there's very little impact on our budget in fact it's might even save us nine or 10 grand this year um so with that I would put that to you for your questions um having to do with that well we just discussed a little bit of this on our exec meeting anybody have any other further questions no I I I don't I think we covered it pretty thoroughly it it uh it was helpful to walk through it Y is this something we'll do every two three years then every three years per our Personnel policy um it's to stay keep make sure that our wages are within Market um we started this this is the first time that we've done the three-year review since I've been here I guess this is related to but separate from the union negotiations correct so that has no impact on them then nope right or have any other questions I do not no all right do you want uh just a uh motion to receive or motion to accept um the compensation analysis as submitted I'll make a motion to accept the wiper press um I'm new tonight because our editor uh recently left for uh um a cable job somewhere I don't know all the details but uh I'm kind of picking up the slack I'm doing school board and uh you guys I uh personally do I'm pretty sure I live in White Township I am right on I one of those uh do you have a brown street sign or green brown or green it's green oh am I in Hugo then um I'm on Europa Avenue North up in yep very barely Hugo I suppose though was it Wier Township in the ' 80s maybe no I don't know uh Wild West I'm pretty sure we're on that block where we do get some of our water from Whitebear Township I think I don't know anyway um my question uh is um actually from my boss uh he yeah okay yeah yeah him um he's wonderful but he actually wanted me to ask um so please don't kill the messenger uh how what was the reasoning behind I think wber Township recently left a Federation of of townships association association Minnesota Association of townships did okay Min AOS of townships and I believe um the gossip on the street was because they weren't offering you guys enough or something like that just well keep in mind that the township is the only Urban Township in Minnesota really yeah and it's also one of it's also the largest Township in Minnesota larger than most cities whereas a lot of townships if they crack a thousand yeah that's something that's something and most of them are down in the you know in the in the double digits triple digit range so that's the nothing against the association but it's just their goals and the Township's goals are just different a lot different they've just we've grown in a different direction all yep that makes a lot of sense grown in different there was no hard feelings there was just it was just a matter of some actually a matter of uh economics also a lot of the the things they're offering we could get through the Min or League of Minnesota cities so some of some of it just didn't really make sense for us to stay with them for example the township is not insured by the associate by the m we call this mat is Minnesota Association of townships but through the mat Insurance trust it's insured through the manyi through the uh League Minnesota League of cities trust has been for a long time as long as I can remember so really you know there's not a whole lot of connection yeah that Mak just made a really really good point when Chad was saying that a lot of these townships are double digit triple digit they have no staff or they have a one part-time person maybe uh the township here has two dozen 19 19 staff members to actually do a lot of the work support work that Matt might be able to provide obviously not out there plowing streets but Matt provides a lot of um I'll say guidance recommendations coaching Consulting and that's handled by staff here coaching Consulting I have been there before went to a conference one time and I turned in a piece of writing that was not as good as my previous years according to this conference I thought it was good but the um yeah they were like well here are the panels you can choose from what's it like to be a new writer how to break it I'm like I've been here so I I in a strange analogous way do understand that follow you yeah um that is not the answer I was exp I don't know what I wasn't really expecting any but it makes sense too yeah that's um Township's got a population of 11,000 people do we really that's bigger than most of the cities around us uh 90 we have a population greater than 90% of the cities in the state of Minnesota wow and you know when we uh the way it was set up there's districts within the Minnesota Association of townships and when the district director did come visit us he was shocked at just what what the Met Council charges that we have to pay of which we're totally foreign for example because we're we're in a different environment is we say we're Urban yeah different environment and uh um yeah if if it's redundant fees like why not it does make economic sense and we kind of went through that exercise EV valuating where our money was going a couple years ago and we started hitting into all of our projects around the the township that are going on and just we were looking at Value and just didn't fit when did you officially part ways am at the end of 2022 so last year we were not members 2022 okay um and then finally uh this is a extremely small note uh some of the notices on the front door are from a little outdated they're from 2021 okay so coming in fresh I was like all right well I came here last Monday unaware that it's only on the 1 and third you might be looking at Jim Lake stuff okay passing the buck oh we share this building with share this with Jim Lake oh oh they have they have meetings here we have meetings here so that is story just for my own edification uh yeah so wer Township and Gem Lake are very separate they have separate meetings they have separate okay separate elected officials don't have anything to do with one another well we actually provide Public Works service to to them now as of last year okay y provide Public Works we have a jpa with them it is a separate separate entity we a Township yesp a joint Powers agreement thank you this is also a substation for am County Sheriff's Department also I weirdly did know that um and the reason I knew that is because uh on 20th that holiday up there on 61 there's always board uh Sheriff's officers in there and so I I just bugged to them one day I was like what happened say that publicly what are you do no no that's a good thing for White Township they're bored which means that's true the the sheriff's reports that come through ours are usually they could be pretty short it means I'm not going to say it but implied you know no I asked them what happened you know what if something happens on 121st Street do you guys and then they explained all inner County stuff and then they mentioned yeah W just a substation of Ramsey County Sheriffs so um awesome that answers I think all my questions uh you'll see me again so you know where to find is I hope I think well yeah now now I do I it was weird cuz I'm I mean I'm not Tech now I know I'm not technically went for Township it's finding out you're adopted like when you're like 40 you know yeah um the it's weird that it's I think of wber Township is so much North and that but it's really just all around five non-contiguous Parts you will always know you're in the township by the road signs because ours are brown oh white Bears is green Hugo is green but they I think they have hugle written on their and white bear has the bear on their green one well yeah that makesense if you see a brown you know you're in the town White Bear Township used to be all the city of white bear all the city of North Oaks all the city of Gem Lake uh all the city of venness heights parts of sh View and parts of Shore View and when everything annexed out we got left with little pockets that makes a lot of sense so 6 by six that's what the township is six miles by six miles so if you look at a map that's six miles we've just gotten pieced away over over the years and Wier officially ends into Wier Township right at that old 96 light right not necessarily necessarily the 96 and a lake road is is a break point between City and white bear okay and then when White Bear Township comes down aot Lake Road it also jumps over on the other side then you got to go back up by White Bear Parkway we're still Township then it jumps over to White Bear that makes it jumps back to Township at the railroad tracks we're we're busted up pre well okay so from a bird's eye view and thank you for I feel like I'm answering or asking really basic questions it's okay but uh thank you um bird's eye view it makes a lot of sense but it as a person driving around like where does this that's okay well you can jump out of in and out of white bear the same road three four times yeah that's well that's like when I'm trying to go to White bir Township movie sorry imagine movie theaters you know I feel like I cross into and out of Lio Lakes at least six that's our Northern most part Jade is a break point everything North is line of lak yeah my figured that's of course right where I live um okay I'm really trying to think of
