WHEREAS, THE UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION DRIVE TO REDUFBS THE IMPACT OF SUBSTANCE ABUSE AND MENTAL ILLNESS IN AMERICA AND AMERICAN COMMUNITIES. AND WHEREAS NATIONAL RECOVERY MONTH IS THE NATIONAL OBSERANCE HELD EVERY SEPTEMBER TO EDUCATE AMERICANS THAT SUBSTANCE ABUSE AND TREATMENT AND MENTAL HEALTH SERVICES CAN ENABLE THOSE WITH DISORDERS TO LIVE A HEALTHY LIFE. AND WHEREAS THE NATIONAL RECOVERY MONTH BEGAN IN 1989 WHICH -- AND IN 1988 THE OBSERVANCE WAS MODIFIED AS NATIONAL ALCOHOL AND DRUG ADDICTION RECOVERY MONTH EXPANDING TO INCLUDE CELEBRATING THE ACCOMPLISHMENTS OF THE INDIVIDUALS IN RECOVERY FROM SUBSTANCE ABUSE, THE OBSERVANCE INVOLVED ONCE AGAIN IN 2011 TO NATIONAL RECOVERY MONTH TO INCLUDE ALL ASPECTS OF OF BEHAVE ERURAL AND THE COMMUNITY-BASED ORGANIZATIONS MANAGED CARE ORGANIZATIONS AND STATE OF NEW MEXICO BEHAVIORAL HEALTH SEFRBSS DIVISION THE DEPARTMENT OF FAMILY AND COMMUNITY HEALTH DIVISION, BERNALILLO COUNTY DEPARTMENT OF BEHAVIORAL HEALTH AND STRIVING AND RECOVERY HAS INITIATED A RECOVERY MEANT EVENT ENTITLED ALBUQUERQUE CELEBRATES RECOVERY. AND WHEREAS ADVOCATES AND INDIVIDUALS THAT HAVE DISORDERS ARE PROVIDED AN AVENUE TO ACHIEVE AND SUSTAIN LONG-TERM RECOVERY AND REINFORCEMENT THE MESSAGE THAT BEHAVIORAL HEALTH IS ESSENTIAL TO THE HEALTH OF OUR COMMUNITY. PREVENTION WORK AND PEOPLE CAN RECOVERY. THE ALBUQUERQUE CELEBRATES EVENT WILL BE CELEBRATED THROUGHOUT THE MONTH OF SEPTEMBER TO INCREASE AWARENESS AND UNDERSTANDING OF SUBSTANCE ABUSE AND MENTAL HEALTH DISORDERS AND CELEBRATE THE GAINS OF THOSE IN RECOVERY. THE COUNCIL GOVERNING BODY OF ALBUQUERQUE DECLARES SEPTEMBER 2022 AS NATIONAL RECOVERY MONTH. YAY. I WANT TO THANK YOU FOR BEING HERE. I DON'T HAVE THIS GENTLEMAN'S NAME. WE'RE A GROUP OF VOLUNTEERS THAT WORK IN A VARIETY OF AGENCIES AND ORGANIZATIONS. WE COME TOGETHER EVERY YEAR TO PUT EVENTS TOGETHER AND LET PEOPLE KNOW THERE'S OTHER THINGS THEY CAN DO BESIDES ABUSING SUBSTANCES. WE HAVE THREE MAIN EVENTS. WE STARTED OFF THE MONTH WITH AN ART SHOW AT CASA DEL -- THOSE WERE SHOWCASING ART PIECES MADE BY PEOPLE IN RECOVERY. AND WE HAD A POWWOW AT RUB -- ROBINSON PARK. PEOPLE WHO HAVE 40-PLUS YEARS IN RECOVERY SPEAKING AND TEACHING PEOPLE THAT RECOVERY WORKS. YOU CAN HAVE SUCCESS IN TREATMENT. OUR BIG EVENT IS GOING TO TAKE PLACE NEXT THURSDAY ON THE 29th AT THE CIVIC PLAZA. AND WE INVITE EVERYBODY TO JOIN US AND SUPPORT THE FACES OF RECOVERY. HAVING COME OUT OF THE LAST COUPLE YEARS, LET'S SHARE THE SAME VISION JUST TO RESTORE A BIG OF DIGNITY. IMAGINE ABQ IS AN INITIATIVE OF ALBUQUERQUE FIRE RESCUE AND IN CONJUNCTION WITH RED SHOVEL LANDSCAPING AND AFR AND OTHERS. AND WHEREAS ON SEPTEMBER 24th FROM 9 A.M. TO 2 P.M. ALBUQUERQUE POLICE DEPARTMENT AND THE UNIVERSITY JOINED TOGETHER SO WE CAN COLLABORATE IN ORDER TO DO THE RESEARCH AND FINDINGS BEHIND THE EFFICACY OF THIS PROGRAM THAT WE'VE HAD GOING FOR ALMOST, MAN I CAN'T COUNT AT THIS POINT, IT'S SEVEN YEARS. I'VE BEEN ON THE PROJECT MYSELF FOR A COUPLE YEARS. CURRENTLY, WE ARE FUNDED THROUGH THE CITY OF ALBUQUERQUE. WE APPRECIATE THE INVOLVEMENT AND THE DEDICATION TO THIS PROGRAM BY THE CITY. AS DETECTIVE MENTIONED, WE USE THE ECHO MODELED SHARED BETWEEN THE UNIVERSITY AND MY DEPARTMENT SPECIFICALLY. WE CURRENTLY HAVE SESSIONS TWICE MONTHLY DEPENDING ON THE NEEDS OF THE COMMUNITY. WE LOOK TO SHIFT TO WEEKLY SESSIONS AS WE DID FOR MANY YEARS. THE ENTIRE POINT AND AIM OF THE PROGRAM IS TO IMPROVE THE INTERACTION BETWEEN LAW ENFORCEMENT AND THOSE WITH MENTAL HEALTH ILLNESS. >> BASICALLY, HOW IT WORKS IS WE HAVE A HUB OF FOLKS WHO ARE EXPERTS IN MENTAL HEALTH AND LAW ENFORCEMENT. IN ALBUQUERQUE WE HAVE REPRESENTATIVES FROM UNM MENTAL HEALTH, AND REPRESENTATIVES FROM OUR PRESBYTERIAN. WE HAVE THE PSYCHIATRIST ON STAFF WITH APD. AND WE HAVE PROFESSIONALS THAT WORK WITH THE UNIT AND MENTAL HEALTH DETECTIVES LIKE MYSELF WHO SIT ON THE HUB. AND WE HAVE OTHER AGENCIES, SOME OF WHICH YOU WILL SEE. THEY LOG ON TO OUR NETWORK. THE FIRST PART OF OUR SESSION IS WE STEP BACK A CASE. IT'S ONE OF THE COOLER PARTS OF WHAT WE'RE TRYING TO DO AND WHAT I'VE SEEN OVER THE LAST SEVEN YEARS. AN OFFICER FROM APD OR A DIFFERENT STATE OR DIFFERENT COUNTRIES LOG ON AND COME TO THE NETWORK AND SAY WE'RE DEALING WITH JOHN DOE, HE KEEPS COMING IN CONTACT WITH LAW ENFORCEMENT. I THINK THE STATISTIC IS ONE IN FOUR PEOPLE SUFFER FROM MENTAL HEALTH ISSUES. MOSTLY PEOPLE WHO SUFFER FROM THAT ARE SEEKING TREATMENT. THAT'S WHY WE TALK ABOUT DOING AWAY WITH THE STIGMA OF MENTAL HEALTH ISSUES. I THINK MOST OF THE PEOPLE IN THE STREETS ARE ACTUALLY SUFFERING FROM THE REVERSE WHICH IS SUFFERING SUBSTANCE ABUSE WITH THE ONSET MENTAL HEALTH ISSUES. THAT'S THE BIGGEST GAP WE HAVE TO ADDRESS. IN ADDITION AHA OPERATES OTHER PROGRAMS. WE HAVE A FAMILY HEALTH PROGRAM. AND WE GOT A GRANT FOR A RESIDENT OPPORTUNITIES SELF-SUFFICIENCY PROGRAM. THROUGH THESE PROGRAMS THAT WE OPERATE, WE TOUCH APPROXIMATELY 5,000 LOW INCOME HOUSEHOLDS ON A REGULAR BASIS. THERE'S APPROXIMATELY 900 HOUSED IN PUBLIC HOUSING. THE NEXT SLIDE GIVES YOU A BRIEF OVERVIEW. NOTHING FANCILY, BUT WHERE OUR HOUSING IS ACROSS THE CITY. THAT'S HOUSING THROUGHOUT THE CITY IN A NUMBER OF LOCATIONS. THESE LOCATIONS RANGE ANYWHERE AS SMALL AS 14 UNITS AND AS LARGE AS A HUNDRED UNITS. WE HAVE A UNIQUE CHALLENGE AT THE HOUSING AUTHORITY THAT WE DO HAVE SMALLER PROJECTS THAT ARE SCATTERED THROUGHOUT THE CITY. UNLIKE SOME HOUSING AUTHORITIES AND BIGGER URBAN AREAS. THIS SERVES FAMILIES, SENIORS AND DISABLED PEOPLE. BUT A CHALLENGE THAT WE'RE FACING AND I'LL TALK MORE IN DETAIL IS HOUSING WAS BUILT IN THE 70s AND EARLY 80s AND HUD UNDERSERVED THE NEEDS OF THE FUNDING. IT'S A NATIONAL CRISIS. I KNOW I SPOKE TO MANY OF YOU ABOUT IT. BUT THE IMPORTANCE OF PRESERVING THIS HOUSING CANNOT BE UNDERSTATED. I WILL GET INTO IT MORE AS WE TALK ABOUT SOME OF THE CHALLENGES. A REPORT DONE BY THE CITY OF ALBUQUERQUE BY THE URBAN INSTITUTE INDICATED WE HAVE A GAP OF OVER 15,000 UNIT FOR EXTREMELY LOW INCOME POPULATION. THIS WAS DONE IN 2020. I VENTURE THE GUESS THAT NUMBER HAS INCREASED POST-PANDEMIC. THE NEW MEXICO FINANCE AUTHORITY WAS TASKED WITH DOING A STATE WIDE HOUSING STRATEGY. WE'LL BE AT YOUR NEXT MEETING TO TALK ABOUT THE HOUSING STRATEGY THAT MFA HAS PUT TOGETHER. I WAS VERY FORTUNATE TO BE ON THE COMMITTEE TO HELP GIVE INPUT TO THAT STATE WIDE STRATEGY. A FEW STATISTICS FROM THAT SUPPORT WHAT THE CITY'S REPORT SAID. THERE ARE 32,000 TOO FEW AFFORDABLE UNITS STATE WIDE. AND THAT'S CONCENTRATED IN URBAN AREAS. SHORTAGE OF HOUSING FOR SENIORS ON FIXED INCOME. AND 28% OF HOUSEHOLDS WITH CHILDREN. THAT'S A HIGHLIGHT TO FRAME THE SHORTAGE OF HOUSING WE FACE IN THE CITY AND THE STATE. ON THE NEXT SLIDE, I WANTED TO HIGHLIGHT, THIS IS MORE ANECDOTAL INFORMATION OF WHAT WE'RE SEEING AT THE HOUSING AUTHORITY. THE ON GOING PANDEMIC AS EXACERBATED ISSUES WE ALWAYS FACE. AND THE MARKET IS CREATING NUMEROUS CHALLENGES. IF YOU WANT TO SAY SOMETHING GOOD THAT CAME FROM THE PANDEMIC, IT SHED THE LIGHT ON IMPORTANCE OF HOUSING. UNFORTUNATELY IT CAME AT THE TIME WHEN MARKETS AND HAVING UNPRECEDENTED RENT RISE AND RENT INCREASES AND REDUCTION IN THE AVAILABILITY OF AFFORDABLE UNITS. IT'S COME AT A TIME WHEN THE MARKET CONDITIONS ARE MAKING THAT MUCH MORE CHALLENGING. WE'LL CONTINUE TO KEEP IT FLOWING. WE'LL FIGURE IT OUT. WHAT WE'RE SEEING AS WE'RE WORKING WITH VOUCHER HOLDERS LIKE WE SAID, THERE'S 4,000 FAMILIES, WE'VE SEEN DESTABILIZING HOUSEHOLDS. THAT'S SOMETHING WE'RE SEEING ACROSS THE BOARD. IT'S SOMETHING WE'RE SEEING WITH RENTAL HOUSEHOLDS AND LOW INCOME HOUSEHOLDS. THERE'S MORE NEED FOR SUPPORTIVE SERVICES. THAT'S BEEN A LOT OF FOCUS AND CONCENTRATION OF THE LAST SEVERAL YEARS. STARTING IN 2021, WE STARTED SEEING A LOSS OF AFFORDABLE UNITS. THAT WAS CREATED BY DIFFERENT ECONOMIC FACTORS. ONE WITH THE HOUSING MARKET. WE SAW LOT MORE RENTAL UNITS THAT USED TO BE USED FOR RENTAL BEING SOLD OFF FOR HOMEOWNERSHIP. PEOPLE THAT RENTED OUT A HOME DECIDED TO SELL IT. AS WELL AS A LOT OF INVESTORS WERE IN OUR MARKET AND RENTAL MARKET WAS INCREASING AND WE SAW SOME APARTMENT COMPLEXES THAT PREVIOUSLY SERVED LOW INCOME POPULATIONS BE CONVERTED TO MARKET RATE. WE STARTED EXPERIENCING IN 2021 A LOSS OF AFFORDABLE UNIT FOR A NUMBER OF REASONS. AND AS THE RESULT, SAW MORE OF OUR VOUCHER HOLDERS HAVING TO MOVE AND BEING REQUIRED TO MOVE. WE ALSO EXPERIENCED THAT IN 2021 AND INTO 2022 THAT IT WAS TAKING VOUCHER HOLDERS LONGER TO USE VOUCHERS. TYPICALLY UNDER THE VOUCHER PROGRAM, NORMAL TIME WAS USUALLY ABOUT 60 DAYS. ONCE YOU GOT A VOUCHER TO RENT. WE SAW THOSE NUMBERS GROWING IN 2021 AND 2022. AS WELL AS ANOTHER FACTOR WE SAW WAS VOUCHER HOLDERS OPTING BECAUSE OF RISING RENT TO STAY IN THE UNIT AND PAY THE EXTRA. COST BURDEN IS IF YOU PAY MORE THAN 30% OF YOUR INCOME. ON THE VOUCHER PROGRAM WE CAN PAY OUR PORTION. AND INSTEAD OF MOVING, A LOT OF RESIDENTS WERE OPTING TO PAY MORE THAN 30% OF INCOME SO THEY CAN STAY IN THEIR UNITS AND NOT MOVE. AS I MENTIONED, THE SEARCH TIME FOR PEOPLE WITH VOUCHERS THAT DID HAVE TO MOVE OR WERE ISSUED VOUCHERS WAS GROWING AND WE SAW APPROXIMATELY 50% OF THE VOUCHERS ISSUED WERE IN HOUSING SEARCH MODE FOR LONGER THAN 90 DAYS. THE MAJORITY OF THOSE BEING IN HOUSING SEARCH MODE FOR 120 DAYS. OUR RESPONSE, WE SAW THIS GOING IN 2021 AND 2022. I WANTED TO SEE HOW CAN WE HELP VOUCHER HOLDERS BE MORE COMPETITIVE IN THE MARKET. WE'VE INCREASED STANDARDS TWICE. FIRST TIME IN 2021 AND 2022. PAYMENT STANDARDS ARE THE AMOUNT HUD ALLOWS US. WE HAVE TO SET AN AMOUNT FOR RENT IN THE AREA BASED ON HUD FAIR MARKET RENT. AND WE'RE ABLE TO UTILIZE WAVERS THAT HUD PROVIDED. TO INCREASE PAYMENT STANDARDS. OUR VOUCHER HOLDERS COULD QUALIFY AND BE COMPETITIVE WITH GETTING INTO UNITS WITH HIGHER RENTS. IN ADDITION, JUST RECENTLY OUR BOARD APPROVED UTILIZING RESERVE FUNDING THAT WE HAVE TO HELP THESE VOUCHER HOLDERS WITH APPLICATIONS, SECURITY DEPOSITS, AND UTILITY DEPOSIT. AS YOU CAN IMAGINE, WHEN THERE'S A SHORTAGE OF UNITS YOU HAVE TO APPLY TO LOT OF PLACES AND GET ON WAIT LISTS TO HOPE TO MAKE YOUR WAY TO THE TOP OF A WAIT LIST. PAYING A $50 APPLICATION FEE CAN BE A BARRIER. WE'VE PROVIDED AND APPROVED FUNDING AND WILL BE PROVIDING ASSISTANCE IN THAT WAY AND WE'RE LOOKING TO PARTNER WITH THE CITY ON SOME OF THAT. WE HAVE A LITTLE OVER 1,000 UNITS OF HOUSING AND PRESERVATION OF THAT IS ESSENTIAL. WHEN WE HAVE A GAP OF 15,000 UNITS WE CANNOT AFFORD TO LOSE PROJECT-BASED SUBSIDY IN HOUSING. AND SO, WE HAVE BEEN TAKING A CONCENTRATED EFFORT IN MOVING FORWARD OUR HOUSING PLAN TO REDEVELOP AND PRESERVE AND WHERE WE CAN EXPAND HOUSING. AND THE FIRST OF THOSE IS THE ONES IN MARTINEZ TOWN. WE STARTED THAT RIGHT IN THE MIDDLE OF THE PANDEMIC. DECEMBER 2020. TIMING WAS NOT GREAT. BUT WE HAD TO MOVE FORWARD. WE COULDN'T WAIT. SO THE REHABILITATION OF THOSE 96 UNITS IS NEAR COMPLETE. AS WELL AS THAT NEXT YEAR, IN 2021, WE STARTED ON THE REHABILITATION OF 59 UNITS AT 6100 HARPER. AND ON BROADWAY, THAT SITE WAS UNDERUTILIZED. AND REALLY FUNCTIONALLY OBSOLETE. WE DEMOLISHED THE 30 UNITS AND REPLACING THEM WITH 54 MORE UNITS. THAT WAS AN OPPORTUNITY WHERE WE CAN EXPAND THE HOUSING BUT KEEP IT IN THE NEIGHBORHOODS. AND THAT'S NEAR COMPLETED. THE NEXT TWO PROJECTS ARE 9000 MIRANDA. THOSE ARE REHABILITATION OF PUBLIC HOUSING. THOSE PLANS TO START IN 2023. AND ON THE HORIZON, FINGERS CROSSED, IS THE REHABILITATION OF OUR 60th STREET PROJECT. THAT'S 40 EXISTING UNITS AND WE OWN AN ADJACENT SITE AND EXPAND THAT AND ADD ANOTHER 47 UNITS. WHEN WE'RE DOING THESE PROJECTS ANOTHER THING WE'RE KEEPING IN MIND IS ADDING VALUE TO THE NEIGHBORHOOD BUT MAKING SURE ALL OF THESE WE'RE ADDING, THE COMMUNITY SPACE SO WE CAN ON-SITE MANAGEMENT TO PROVIDE COMMUNITY SERVICES. BECAUSE IT'S A DIVERSE CITY, WE HAVE SEVERAL DISTRICTS THAT DON'T HAVE A MAJORITY OF ANY PARTICULAR ETHNICITY. WE ACTUALLY STRADDLE THREE COALITIONS. AND OUR REPRESENTATION INCLUDES EVERYTHING WEST OF THE BLUFF. THAT CAN RECALL BACK IN 2010 WHEN DR. RAYS AND MYSELF WERE ADAMANT ABOUT REPRESENTATION ON THE WEST SIDE THAT KEEP COMMUNITIES OF INTEREST TOGETHER. WHEN YOU BRING CHANGE TO MAP FIVE THAT CREATES DISPARITY AMONG THE COMMUNITY. YOU HAVE TO GO ACROSS FROM WYOMING TO UNSER, WHICH IS NINE MILES. THESE COMMUNITIES ARE NOT COMMUNITIES OF INTEREST. AND I BELIEVE THIS IS A DISENFRANCHISEMENT OF OUR COMMUNITIES. I THINK OUR COMMUNITIES NEED TO STAY TOGETHER. I THINK WE WORK REALLY WELL TOGETHER. CAN YOU IMAGINE A CITY COUNCILLOR REPRESENTING THIS AREA IN DISTRICT FIVE. WHAT A MAMMOTH UNDERTAKING WHEN YOU HAVE A DISPARITY IN THE NEEDS OF THE EAST SIDE AND WEST SIDE. I BELIEVE THAT DISTRICT MAP THAT WAS RECOMMENDED BY THE COMMITTEE AND THESE COMMITTEE MEMBERS WORKED TOGETHER AND MUST HAVE BEEN ON SOME OF THE MEETINGS THAT IT'S IMPORTANT TO LISTEN TO THE PEOPLE YOU APPOINTED AND THEY VOTE FOR MAP A. I DID ATTEND ONE OF THE REDISTRICTING MEETINGS AND ONE OF THE COMMENTS DURING THE MEETING WAS THEY WANTED MINIMAL CHANGES TO THE BOUNDARIES. AND EVEN ONE OF THE NEIGHBORHOODS THAT SPOKE THAT EVENING WANTED TO -- THEY LIKED THEIR CITY COUNCILLOR AND THEY WANTED TO MAINTAIN THEIR BOUNDARIES. I REMEMBER THAT. AS COUNCILOR LEWIS POINTED OUT LAST TIME, SOMEWHERE BETWEEN ATRISCO AND MESA DEL SOL AND THE STATE FAIR IT'S HARD TO DRAW A LINE FOR COMPACTNESS THAT THOSE NEIGHBORHOOD SHARE COMMON EXPERIENCE IN THE CITY OR ADVOCATE TOGETHER FOR SOMETHING. I FIND THAT HARD TO DO HERE. ESPECIALLY THIS WOULD BE A DISTRICT I WOULD HAVE TO REPRESENT. I WOULD FIND IT HARD TO REPRESENT MORE THAN 30 DIFFERENT NEIGHBORHOOD ORGANIZATIONS AND HOA. WHEN YOU LOOK AT REPRESENTATION FROM WHITE AND IT'S LIKE 30% ON SOME OF THEM. ANYWAY, THE MINORITIES ARE REALLY REFLECTED IN LOTS OF OUR DISTRICTS. FOR ME, I REALLY HATED TO SEE STATUS QUO. THEY HAVE TIME TO BE HERE WITH US, THEY MEET WITH US, THE MAYOR, AND TO MAKE THEIR CASE.
