Evening. council members and the mayor in that order. >> Anyway, um the I was told a few years back by uh Jeie uh as uh when you have a special meeting, you can't have a meeting open to the public. So, I would like to have that uh straightened out if that is in fact is true because I was turned away once that I couldn't. So uh I would request the answer to can you have a meeting open to the public when it is a special meeting. Secondly, you ought not do this to an 82year-old person who reads emails and looks at early in the morning on whatever it was Friday that said we were going to have meetings, workshop, council meetings at the regular time. And I went, you can't do that. it's a uh caucus night. You can't do that. So, I called someone and uh asked, "What the heck?" And that person, who was also knowledgeable, said, "No, you can't have a meeting that conflicts with the 6:00 a.m. or 6:00 p.m. stop time. You can't start a meeting at 6:30." So, uh, lo and behold, about 4:00 in the afternoon, we get another set of emails, in fact, four emails that say, "Nope. Uh, it's going to be at 5:15." So, I'd just like to have that for the record. Thank you. >> All right. Thank you. Next. >> All right. Item seven, city business action items and recommendations. So, we have uh item eight. We have city engineer Morgan Dolly here to talk about the 2026 pavement management project. So approve plans and specifications and order advertisement for bids. >> Thank you Brian, Mr. Mayor, members of the council. Uh this item before you here is u next step in the continuation for the 2026 pavement management project. As you might recall, that's uh not specifically utility related. It's mostly mill and overlay or full depth uh milling and and repaving of several streets throughout the city. Uh those uh streets just for the benefit of the public uh include First Street by Indian Way, uh Mohawk uh between 17th and Mcnite, 7th Street, um Cow Place, Cow Place East, Sixth Street from Holloway to 7th Avenue, Memory Lane and Memory Court, and Polaris Place and Polaris Court as well too. So again, primarily uh street improvements, pavement improvements. There is some limited utility work including some water mane replacement that we have spoken about previously, a council for a section of water man where public works has experienced a high level of breaks and repairs. Um so we're going to try to do that all in the same project. We do have um uh alternates built in. So we're trying to maximize the use of the available budget. If some things come in more expensive than anticipated within the estimate, we can always not award that portion of the contract. Um the everything right now according to in aggregate how it compares in terms of the most recent engineers estimate compared to what we have in the capital improvement plan um is within the available budget. So that is good for now. We'll see what the bids come in. We're anticipating opening those bids based on if you guys authorize the advertisement for bids. Uh we should be back in front of you u second meeting in March. I guess uh at the latest it would be the first meeting in April to potentially review the bids with you and look at awarding a contract um for construction which would be uh primarily the main part of the construction season may uh with completion hopefully uh with respect to schools and that sort of thing by about Labor Day is what we're hoping for. So with that I'll stand for any questions the council might have. Um and there is a map in the packet that visually depicts uh some of those streets. They're all in different areas of the city across the whole city. So, they're not really focused in one specific place. Um, but again, I'll stand for any questions council might have before considering the resolution that you have in your packet authorizing advertisement for bids for the project. >> Any questions? I looked at them. >> Most of them will uh like the one on First Street off Indian Way. That's uh that was that's that first street was put in probably in about 70 7576 somewhere in that range. So it's probably 50 years old already. Now is that road need a lot of underground work or is that is that been pretty good shape? >> Most of these are uh council member McKenzie, Mr. Mayor. Most of most of these roads are uh not candidates for like a subcut subgrade correction. If we do have some soft spots that we're noticing during the project, we do have some contingency quantity for some soil corrections just in case. We don't want to pave over something that we can fix while we've got it opened up. >> But primarily these are all of these streets are full depth mill. So we're grinding out all of the old asphalt and then keeping the base as is. Maybe some minor touchups and then paving it back up. Uh you asphalt mat uh is what our >> That one actually has curbs. I think it was done later than that. That one the Indian Wade doesn't even have curbs. It has the black top curbs built. >> Right. Right. >> Yeah. >> Well, we're chipping away at it, aren't we? >> We're making some progress. Um, and this makes use of not only the um capital improvement plan budget for this project, but also on these even years, we combine that maintenance overlay budget, which is approximately $400,000. Um, and then public works uses that $400,000 during the uh odd years on their own just to continue making progress. So yeah, we are I don't know what the exact mileage is, but the goal here is to maximize those dollars to cover between both the public works maintenance overlay efforts and then on the every other year process these little bit larger efforts to hit more streets um and focus uh mainly on the pavement. Uh if we do have some issues from a utility standpoint, you know, we'll consider them, but they're typically not automatically considered in in this type of project. We usually try to address those from a full reconstruction project which would be usually the odd years like what we we saw last year primarily in the Casey Lake Park neighborhood. >> Yeah. >> Well, I know too that our score I think three years ago was like 56 or something like that and I think we've worked our way up to close to 70 now. Is that right? >> It's moving up. Yeah. I don't have the exact number but the last report showed a a good increase. So, a good return, if you will, on the investment um made in the infrastructure and I I expect to see that continuing to trend up. We'll have to see what this year's report looks like, right? And that will help uh be be very informative and help make uh budgeting and scheduling and capital improvement discussions or decisions moving forward. So, uh we'll look forward to sharing that information with you when we have it. Probably mid mid to late summer is usually when that's available. >> Good. Well, we're taking a good bite out of it. At its meeting on January 6, 2026, the city council in a closed door conducted a performance evaluation for the city manager Brian Fandle as of the required by the Minnesota statute statue. >> Statute statute. Thank you. I got in trouble when I got home. First thing my wife said, you said statute. So statute section 13D.05 division 3A. and its next meeting. The city council shall summarize, which is what I'm going to do here at the conclusion of it. Mr. Frandle is respected, trusted, and supported by the city staff. Mr. Fandle's performance meets or ex exceeds expectation. The council con the the council concludes that Mr. Fandle is providing excellent service to the city residents and is working earnestly for the good of the city of North Sample. Um, electric has uh filed their distributed energy report for the year. We are up to about 29 solar customers now on our system. Um, quotes have been received back for uh this coming this coming spring and summer directional drilling projects for moving overhead lines to underground. Um crews are out busy tree trimming and doing system mapping updates. Tree trimming this time of year is really important for reducing damage during the summer storms. Um communication. Ava's been busy with the fire and ice event which is this Friday from 6:00 to 9:00 p.m. out on Casey Lake. Um the high school reached out to the city and asked if we could provide some employees for the career day which is this February 26. O be sending individuals from several different departments over there for that. So that's good to be involved in. Finance courses busy with the auditors. We're going to have them here on site next Monday and Tuesday. PD is starting to get materials in um and showing up for the Motorola project. They're hoping to be set up with training underway come this spring. Uh public works is uh it's like the uh trusses are being set, the last of them, working on the student built house. Still doing lead service line inspections. Um doing that Mondays and Fridays. Still getting a lot of them coming in. Uh the two water main bras that we recently had have been patched and ready to go on the county roads. Um they're also doing ongoing tree trimming over the roads and getting rid of some of the snow piles that have been building up around town. Uh fire is uh police and fire participated in the Polar Plunge over the weekend. Um they raised over $2,000 for Special Olympics. That's nice. Um the contractor, Electric Watchman's been busy here the last week and a half working on um running the wire for our new uh door lock systems that's getting installed. That's coming along good. They got about 90% of the wires pulled now. uh community developments working on several uh ordinance updates that uh you guys will probably be seeing several at the next council meeting. Um Mcnite Field use agreement with the school is in place and getting worked on. Uh trash RFP responses are due this Friday. Looks like we got uh seven proposals received. Any reports from commissions or committees? >> Parks and Recreation met last Wednesday. Um, unfortunately, I was unable to attend, but we have a new commissioner, uh, Bill Neely. I'd like to recognize him and welcome him. Um, I understand that Randy came and presented uh regarding a a grant for uh ice rink at Casey Lake. So, I don't know too much about that yet, but I will report on it next meeting. >> Sounds good. Thank you. Any general business? >> Nope. >> We went to the um we had the coffee with the council, so that worked out. We about think we had about 10 10 or 12 people. It was a bigger turnout than the last time. So, it was nice. We were able to meet some of the residents, be able to talk over some things.
