well thank you and welcome again to the mesa city council meeting for the evening of may the 16th uh all of our council are present we will begin this meeting with an invocation offered by pastor charles hart with cornerstone church followed by the pledge of allegiance so please stand for the prayer and remain standing for the pledge of allegiance let us pray together worthy are you our lord and god to receive glory and honor and power for you created all things and by your will they existed and were created father we thank you so much for this council we thank you so much for the leaders of our community and we pray that you would be with them and give them great wisdom as they seek the welfare and the flourishing of this city we do pray that they would indeed hunger and thirst for all that is good and righteous and true and father we pray that you will give them compassionate hearts for those that are helpless for those that are needy father we pray that you would knit them together in unity and humility as they work and father we also do pray that you would give them wisdom in all their thoughts and deeds may you also protect them from all temptation and evil in jesus name amen thank you pastor please join me in the pledge of allegiance i pledge allegiance of america and to the republic for which it under stands indivisible with liberty and justice for all thank you uh the first item on our agenda today is awards recognitions and announcements and first on our wards and recognitions agenda is recognizing desert ridge high school robotics team thank you for being with us tonight council council member thompson will speak more on this topic mr thompson thank you mayor i would like to congratulate the desert ridge high school robotics team teacher wendy hardin took this team not only to a state championship but one of the teams also went on to the nationals and all three of the teams got to compete in dallas in the world championship against 1800 or 800 other teams from 40 different nations thank you to ms hardin and congratulations to the young men for representing not only desert ridge high school but our community as well ms horton would you like to say a few things thank you for having us here without your support and your due diligence of making sure that the schools have what they need we would not be able to participate in the vex robotics which allows kids to build design and create a robot from scratch this is the one they made and they've gotten second place and their 10th in the world so thank you so much for your support [Applause] you know but before you get rid of the robot i think we'd all like to come if you don't mind i know your team is here we'll come down and take a photograph so we can uh commemorate this and we'll share it on social media so we can brag about you a little more is that all right so please invite the team up to the microphone and we'll join you for a photo we won't come any further you can kneel shorter in the front part all right everybody smile okay [Applause] congratulations well congratulations again to desert ridge also we have one proclamation on our agenda tonight along with these awards i'd like to proclaim may of 2022 as historic preservation month we have a an historic preservation program in mesa that facilitates an understanding of mesa's past promotes awareness of its architectural and cultural history and preserves that history so that future generations will have the opportunity to learn about our unique cultural heritage here in mesa each year the city pres historic preservation board hosts a contest a contest with mesa students from k through 12 who either write an essay or create a video about an historic mesa topic selected by the board this year the topics were hollywood and mesa historic neighborhoods and storytelling we're pleased to hear there were 17 different contestants that i see most of whom are with us today that's great with us tonight to accept the proclamation and talk more about the contest as brandon benzing mesa's historic preservation board chair welcome mr benzene thank you mayor giles vice mayor duff council members and mr brady uh thank you on behalf of the city historic preservation board for your continued support of the program as you can tell we had a terrific turnout with our younger generation of hopefully you know keep the tradition going to preservation in mesa um and it was it's been a great year so um i'd like to take this moment to acknowledge all these participants by name if you don't mind please uh so we have nora williams alina werti griffin thorton colton scott analia quintero jessica perez brooklyn miller katie carrigan jackson anthony brooks joel arbaio and then our winners uh the for third place in the essay contest which is uh fourth fifth and sixth we had a three-way tie sunday speakman chloe layton james ibiza and then second place was alisa kreider and our first place essay winner was sophia mateo and then for our video we actually had a group of young women that had the winning video and it was alyssa udell kailyn udell and rachel jocelyn so we'd like to congratulate all of them on participating and just supporting our program great and then [Applause] i would also like to acknowledge mrs kisner who's from edison elementary who for the second year in the row had a wonderful turnout with their class and very much has supported our essay contest so thank you mrs kisly well thank you so much we are very proud of the history of our community this really is a city with a lot of culture a lot a lot of heritage a lot of history and so thank you for celebrating that with us uh we'd invite all of the names that you just read and those who are responsible for participating in this program please join us in front of the microphone and we'll take a photograph with this proclamation to commemorate uh historic historic preservation month in the city of mesa thank you [Music] i'm gonna sneak in so i can hold this up so don't let me get in front of anybody okay can we get we're gonna have to maybe turn sideways to get everybody in can we do that we have the building tell us where we can go to read some of this uh historic preservation so they will all be posted on the city of mesa historic preservation board website and they will be on the title page okay great so thank you again for acknowledging all our wonderful uh well thank you for promoting the preservation of our history as a community we appreciate that thank you very much uh the final item on our awards and recognitions agenda tonight is to recognize scott smith former mayor of mesa for his service as ceo of valley metro scott was mayor of mesa from 2008 to 2014. he focused on elevating the national profile of mesa through creative initiatives like imesa the heat strategy for economic development and the higher education plan that brought benedictine university to downtown mesa i should also add we need to thank mr smith for us continuing to have the chicago cubs in mesa arizona for the last five years he's been at the helm of valley metro where he led the regional transit system that includes light rail street car bus neighborhood circulators paratransit ride share and more scott thank you for all that you've done for the city of mesa and for the entire valley in your service with valley metro your commitment to our community and to the broader community and the energy that you brought to this position will certainly be felt for generations to come as a token of our gratitude we'd like to present you with this photo taken by ivan martinez and framed by rob britton and maybe before we do that we'd certainly invite you to come to the microphone and share any thoughts that you have with us thank you mayor vice mayor commemorative council yeah the view is very different from here i like it better up there it's less less less intimidating you might want to say no thank you it's uh it's been a joy uh for me to have been able to serve and also in in this area i have to admit before i became mayor i had little understanding or appreciation for the role that public transportation plays in our community i came in to office as we came into office right as the great recession was was uh was beginning and because of the budgetary concerns we got to know just how much this city invests in his public transportation very quickly made some very difficult decisions but at the same time we made some other decisions that shaped where we are today uh two of the things we did is that we took what had been done previously by councils and mayor kenya hawker to bring light rail into mesa to sycamore and we did the planning and and worked with the community to start the construction on the central mesa extension that took it to mesa drive and then the council that i got to serve on also both planned and approved the gilbert road extension i remember somebody asking me back at the time whether that would make a difference in mesa and i know there's a lot of detractors i love hearing from everybody who lament the fact that they can't cruise like they did in the 70s or the 60s and how downtown has changed and most of them have never been to have not been to downtown at the time they asked me back when i was still mayor eight years ago now i said i don't know come back to me in 5 or 10 years 10 years and we'll see what it's done i have the opportunity of spending a lot of time in downtown mesa now and i'm just blown away every week it seems like there's a change every week it seems like there's something new every week there seems to be a just a a new vibrancy and a lot of people think that well that's just downtown this is a big city but i've always believed that as downtown goes the rest of the city is sort of the heart and the soul of a city and the rest of the city is energized by that and so when you look at the when you look at the gateway area the fiesta area or or the the riverview area the other big areas or the falcon area they all play off of this energy and it's been so great to see that i also have seen how public transportation has played a huge role in defining who we are not as as a city only but as a regional uh city it's a most people have no idea that on a given day before the pandemic uh over 230 000 people rode our our uh our transit system almost 50 000 light rail alone i appreciate your support and the difficult such decisions you've had to make i especially appreciate this gentleman over here who has served as my uh my board chair uh during this last year and has made my life uh incredible i won't say easier because we both i have had an interesting year but has he's been a councilman of heredia is an amazing man and i've seen his growth and he served as the chair not only a valley metro rail but also a valley metro rpta which is i don't think has ever happened i am so grateful and it's so nice of you to recognize this but understand that i'm merely the one person in a community that has long supported uh community initiatives such as public transportation education in other words and i'm just so grateful to watch you in action and to see how you have taken what i hope we achieved during my short time and have built upon it and have made it much better than it was when i was here that's the true measure of your success and set it up so that for generations to come those kids and students and children that were here will be able to benefit from the decisions you make and i i want to want you to know how uh how much i how proud i am to count you as my counsel and be able to brag on the things you have done which i do often because mesa is a unique place mesa is a special place and i've just been so grateful to have played a small role and been part of of building a better mesa thank you very much [Applause] thank you scott the council 4a act on 48 month term contract for the purchase of demographic verification software for the business services department item 4b act on three-year term contract with two years renewal options for public wi-fi equipment and products for the department of innovation and technology the purchase is funded by american rescue plan act grant funds and general and capital improvement project funds item 4c act on six-month extension and dollar limit increase to the term contract for medical billing services for the mesa fire medical department this purchase is funded by the ambulance transport fund item 4d i come two year term contract with three years renewal options for night vision equipment for the mesa police department item 4e active ratifier emergency purchase for 350 replacement ballistic helmets and the purchase of 610 additional ballistic helmets using a cooperative contract for the mesa police department item for f act on three year term contract with two years renewal options for flexible delineators for the transportation department item 4g acting on three year term contract with two years of renewal options for electric switch gear testing maintenance and repairs for the water resources department item 4h action dollar limit increase to the one year term contract with renewal options for leasing hotel rooms for the off the streets emergency housing program as requested by the community services department this purchase is funded by the american rescue plan act local fiscal recovery item 4i act on contract to purchase equipment for the topaz regional wireless cooperative h-60 public safety radio expansion site this purchase is funded by capital project funds and trwc funds item four j actually one year term contract with four one year renewal options for citrus groves maintenance for the engineering department item 4k act on one year term contract with two years renewal options for three master job order contracts for general building construction services item 4l act and contract for salt river project lehigh service line relocation this project is funded by 2010 gas bonds and 2014 water bonds item 4m actor ratify and emergency procurement with garney construction via an amendment to an existing job water contract relating to the relief sewer improvements project within the area of hampton avenue and country club drive item 5a act on resolution extinguishing a three-foot public utility easement located at 4510 east ivy street items 5b through 5g a resolution supporting the submittal of grant applications to the tohana odum nation and authorizing the city manager to accept and administer subsequent awarded funds specifically item 5b is a grant application by carry me productions item 5c is a grant application by child crisis arizona item 5d is a grant application by desert sounds performing arts item 5b is a grant application by native american fatherhood and families association item 5f is a grant application by overflow admissions item 5g is a grant application by save the family foundation of arizona item 5a checked on resolution approving and authorizing the city manager to enter into a grant agreement with the arizona criminal justice commission to accept grant funds will be used for overtime equipment software licenses and supplies for the police department's forensic services division items 5i through 5l are resolutions approving and authorizing the city manager to enter into intergovernmental agreements allowing fire employees from various government agencies to attend the mesa farm medical department paramedic program specifically item 5i is an intergovernmental agreement with the city of kazakhran item 5j is an intergovernmental governmental agreement with the town of queen creek item 5k is an intergovernmental agreement with the town of gilbert and item 5l is an intergovernmental agreement of the superstition fire and medical department item 5am act on resolution approving and authorizing the city manager to enter into an intergovernmental agreement with the town of gilbert to accept annual compensation for forensic laboratory services provided by the mesa police department item 5 and acting resolution approving authorizing city manager to submit the city of mesa annual action plan to hud for fiscal year 2022-2023 item 5-0 act on resolution adopting the city mesa title vi implementation plan as required by the federal transit administration item 5p act on resolution approving the purchase of real property at 111 west main street for development of the downtown restaurant incubator the purchase will be funded through the city's american rescue plan act allocation item 6a act on resolution declaring the document filed the city cork identified as title 5 chapter 14 sections 1-12 and entitled natural gas regulations to be a public record and providing for the availability of the document for public use and inspection of the city cork item 6b introduction of ordnance amending the mesa city code by repealing the existing title 5 chapter 14 entitled natural gas regulations and adopting as part of title v new chapter 14 sections 1 through 12 entitled natural gas regulations updating the city's natural gas curtailment regulations line extension policies and mirroring recent updates to policies and regulations for other city utilities 7a pertains to a rezone and site plan review for property located east of lindsay road and south of southern avenue the vote on this item is for continuance to the june 20th 2022 city council meeting item 7b act on ordnance amending article 6 section 609 of the mesa city charter relating to certain requirements for city procurement subject to the approval of the amendment of the qualified electors of the city of mesa item 7c act on ordinance amending article 2 section 205 d of the mesa city charter to allow a meet and confer process and memorandum of understanding with sworn public safety employee organizations subject to the approval of the amendment by the qualified electors of the city of mesa item 8a act on resolution approving and authorizing the city manager to enter into a development agreement with signal butte mesa holdings related to property located north of the northwest corner of east elliott road and south single butte road for the primary purpose of prohibiting certain land uses item 8b act on ordinance regarding zon 21-01126 for property located north of elliott road on the west side of signal butte road reason the planned area development overlay and a site plan review to allow for an industrial development an item 9a act on the tentative adoption of the proposed fiscal year 2022-2023 budget mayor and council members these are the
