Our first item today is a presentation of the Mayor's Honor Roll, which recognizes Henderson students, teachers, administrators, support professionals, and parents of students for special achievements, exemplary service, and outstanding contributions in education. Our first honoree is Abigail Watanabe, an 11th grade student at Coronado High School who is an exceptional student leader and dedicated Hope Squad ambassador. Abigail has excelled academically, maintaining a rigorous course load with a 4.7 GPA, a top 25 class ranking, perfect attendance, and superior citizenship. While many students spent their summer vacations relaxing, Abby chose to raise awareness about the 988 Crisis Hotline by forging a partnership with Mothership Coffee to launch Coronado Hope Squad's Hope 988 Coffee campaign. This initiative has sparked meaningful conversations within the school, at home, and among peers, helping to break the stigma around mental health discussions and ultimately saving lives. Our next recipient is Ashley Newdy, a fourth grade teacher at Pinecrest Academy of Nevada Horizon Campus. Ms. Newdy has been a dedicated mentor, sharing her expertise with fellow teachers over the years, and consistently supporting new educators with encouragement and insight. Ms. Newdy also drives student success, achieving some of the highest growth among all Pinecrest schools with an impressive median growth percentile of 91 in math and 86 in reading for the 2023-2024 school year. And our last recipient today is Danielle Henley, an exceptional and devoted football team parent at Coronado High School. Danielle consistently goes above and beyond to support the players both on and off the field, fostering a strong sense of community within the team. Her unwavering support extends beyond game nights. Players know they can always turn to her for guidance, assistance, or just a friendly face to lift their spirits. Congratulations to our Mayor's Honorable Recipients and I'd like to invite the Mayor and Council to the gallery and ask honorees to come up and accept their award. - Every time we have one of these, I continue to be amazed at the level to which you all rise. Every time we are able to celebrate this is a good day for the City of Henderson. Education is so important here at the city. This is our future and the people that help them get there. And I want to thank them for the work that they put in, the example they set, and how much better you make us every single day just from the work that you do. Thank you so much. And would any of you like to say anything? I know you will. Thank you for having me. I don't really do anything in life like looking for accolades or for someone to give me something. I genuinely do it because I like helping others. But I would like to thank Ms. Flickinger for the nomination because this is actually pretty awesome. And I would like to thank my children who teach me to live in gratitude and to give back to others. And two of them are present today, and the third is student teaching, so she couldn't make it. - All right, I wanted to thank Mayor Romero and the City Council so much for having us. Recently, this past month, we just had our third annual community event. It's called Rainbow Run and we put it on for our community and I wanna thank Councilman Dan Stewart for coming to speak and do the opening ceremonies. And thank you Mayor Romero for coming to speak at our events in the past. I would like to thank all of our Hope Squad members at Coronado for making, like promoting mental health awareness and to our lovely advisor and school social worker, Ms. Chura, for making it all happen. Again, thank you so much to the City of Henderson and City Council for making Henderson such a great place to grow up and go to school. Thank you so much. Pressure's on. I just wanted to thank my principal, Ms. Shirey, who's actually here, hiding in the back. She snuck in for nominating me. She believed in me as a first-year brand-new teacher, took me on, put me with excellent mentors, and that's why I'm here. I also want to thank my husband and my daughter, who are hiding in the back as well, and my mom for supporting me through this journey as well. Congratulations. Our next item on the agenda is a commendation for Kiona Kilolo Westerlund, a flag football athlete and advocate. Known as Lolo, she represents the highest level of competition and the best of the city of Henderson as a senior receiver for the Liberty High School's varsity flag football team. She began playing flag football during the COVID-19 pandemic and not long after appeared in the National Football League's 2021 kickoff commercial. Then in 2022, Lolo helped the Liberty High School Patriots bring home their first 4A state championship title. She has also represented the United States in international competitions for three consecutive years, securing three gold medals and inspiring her dream to play in the 2028 Summer Olympics. She uses her athletic skills, accolades, and passion as a platform to promote sanctioning girls flag football as a varsity sport and expanding opportunities for female athletes across the globe. You might recognize her from this year's Super Bowl, where she starred alongside top NFL players in the halftime commercial Flag 50 to inspire young girls and their communities in 190 countries. The Mayor and City Council commend Lolo for her advocacy and recognize her as a role model for young female athletes in our community and throughout the world. Thank you so much for being here. And on behalf of all the mothers and grandmothers and parents in here, thank you for being that role model for future women's athletes. We appreciate all that you do. We're really proud that you were in the Super Bowl commercial. So we can say we have a star in our midst. And we appreciate all the work that you're doing to raise awareness that girls can play sports too and that they can be amazing at it. So thank you for all that you do. And please stay safe. Okay, I just would want to say thank you to our council and our mayor for making this happen. I also want to thank the community for always helping me just lead the way and open doors for girls in our community and outside of that. It all started here, you know. I wasn't looking into playing flag football, but I'm so glad that I chose to. because it's just been growth for everyone, especially the girls in our community, and I'm just glad that I'm able to help them grow, and I hope to continue that and keep just opening windows for all of our girls in our community. Next up, we have the City Manager's Report. We were proud to break ground on the Sunrise Ranch Apartments located near Boulder Highway in Broadbent. This project will provide 144 affordable units for families, including 60 designated for youth aging out of foster care and 16 units set aside for qualifying populations, such as those experiencing homelessness or fleeing domestic violence. This project is part of a larger regional collaboration with Nevada Hand to address housing needs across Clark County. Completion is expected in 2026 and will help create a more sustainable and equitable future for the residents of Henderson. Congratulations to our city clerk's office for securing another award for the Kids Vote Initiative. The National Association for Election Officials recognize the election team for their outstanding efforts in driving youth participation in the electoral process in a fun and innovative way. Congratulations to city clerk Louie Valdez and the team on being named People's Choice. April is Fair Housing Month. The City of Henderson is committed to creating a welcoming, thriving, and inclusive community that supports fair housing for all of its residents. Each April, the City partners with Silver State Fair Housing Council to commemorate the landmark 1968 Fair Housing Act and bring awareness of fair housing in today's marketplace. Item 28 is a public hearing on the Comprehensive Plan Amendment, Zone Change Amendment, Conditional Use Permit and Design Review for the Corporate Headquarters of Community Ambulance located in the Inspirata Town Center, West Henderson Global Business District. I need to disclose that my son-in-law and daughter work for community ambulance. Their employment with community ambulance is a conflict of interest that could be perceived by a reasonable person to affect the independence of my judgment on these matters. Therefore, I will abstain from deliberation and voting on this item. Mayor and Council, Andrew Roether with Community Development and Services. This item is a seven-part request for the Community Ambulance Dispatch Center on five and a half acres located east of the intersection of Via Nobila and Via Centro. First is a comprehensive plan land use update from business industry to public semi-public. Second is a zone change to remove two and a half acres from the Enspada Town Center master plan. Third is a zone change to remove 2.9 acres from the West Henderson Global Business District master plan. Fourth is a zone change to rezone 2.9 acres from industrial park to public semi-public. Fifth and sixth are conditional use permits for a public safety facility and above ground fuel storage. And last is a design review to review architecture and site design for a public safety facility. Staff and Planning Commission both recommended approval. This item is a public hearing that I will now open. If you have, oh never mind, hold on. Michael please give your presentation and then we'll open the public hearing. Thank you Mayor and Council. Michael Tassi, 218 Lead Street along with John Marciano and Tom Mamich. Representing Community Ambulance along with us is Glen Simpson from Community Ambulance as Mr. Roeder indicated. This is the new headquarters on five and a half acres out in the West Henderson area just to give you an idea where that is located. This is via Nobila. This is the Haas site and then Inspirata Station and Inspirata Town Center over here. Mr.. Rother read a number of applications. There are seven applications involved with this essentially a vent diagram of layers of entitlement So we had to strip away but cobbled together five and a half acres for this site and which you see here on our site plan, we have our headquarters building that is more towards the front and our apparatus space on the backside. From an operational perspective, we have accepted a condition of approval that staff asked us to take on. And on planning commission, I'll read it 'cause I think it's important for the public, no outdoor activity, That includes training gas gas powered pressure washing a vehicle sirens etc shall occur between the hours of 10:00 p.m. And 7:00 a.m. So with that condition that should address some of the concerns that the neighbors might have although we've had a neighborhood meeting in October at Planning Commission we didn't have any public input and and We're still looking to make sure that we're not impacting what who are going to be our neighbors so another thing we did was the height of Parking lot lights is 20 foot maximum or 20 foot maximum next to residential We agreed to lower those down to 15 feet so there's been special care on this buffer specifically from the site planning perspective and from an operational perspective to address any concerns we may have experience with neighbors I did want to thank your staff between the parcel purchases and the number of agreements that we had to work through along with the staff. They've been great to us in getting us through this process. So special thanks to Richelle Liston who was our project planner and she did a great job. So we're happy to answer any questions. The recommendation is to adopt with conditions. - Mayor and members of council, this item is a three-part application for a 127-lot single-family attached/detached residential subdivision located at the northeast corner of Gillespie Street and Larson Lane. First is a comprehensive land use change to the commercial to medium density residential. Second is a zone change to establish medium density residential zoning. And the third is a tentative map for subdivision with 91 single-family detached lots and 36 single family attached lots. Staff and Planning Commission both recommended approval. - Mr. Amick. Thank you mayor members of council Tom a mc1980 festival plaza here in behalf of the applicant which is a richmond american homes on this application 20 acres at the northeast corner of Larson and Gillespie that's the site highlighted in yellow there the site plan looks like this the attached product 27 units along Larson and the detached To the north this is the in the energy substation the only thing really that I wanted to just point out because I wanted to make sure I get that on get that on the record for staff there were 10 acres that were part of this project this site and this site that had commercial land use and Staff wanted to make sure that we had a plan to maintain that Commercial land use the seller of this property is also owns this property here, so we are relocating the 10 acres of commercial land use that were on these two sites over here. So we will now have 15 acres of CC land use at the northwest corner of Gillespie and Larson, which is better at the intersection instead of mid-block where it's located now. So that CPA application has actually already been filed with Community Development. So you guys have that application. There was a condition that required us to do that. before we move forward with any permitting on this application. So I just wanted to point that out for councils. Thank you. Recommendation is approved with conditions. - Mayor and members of council, this item is a four-part application for the residential portion of the Mosaic Master Plan located at the southwest and southeast corners of Larson Lane and Gillespie Street. First is a zone change to add eight and a half acres to the master plan and apply medium density residential zoning and establish a residential design standards within the Mosaic development. Second is a major modification to the development agreement to add two new parcels to the project and amend the minimum unit count and clarify the project's infrastructure requirement Third and fourth are tentative maps for a total of 700 residential family units, which includes townhomes and condominiums. Staff and Planning Commission both recommend approval. There are two memos on this that were added to the backup and published, just so that you're aware. Mr. Amick? Thank you, Mayor. Members of the Council, Tom Amick, 1980 Festival Plaza. Also with me here on this application, John Marciano, 218 Lead Street, Michael Tassi, 218 Lead Street, and Mr. Vince Shetler, whose company is Mosaic. And you guys have seen this master plan a few times before. So this is his master plan. We're here for a couple revisions to the development agreement and the master plan. I'll run through those first, and we have a couple tentative maps that Lennar will be proceeding with on two of the residential portions of the master plan. First, the area that I have highlighted there in yellow, that is the existing mobile home park that is out there at the southwest corner of of Larson and Gillespie. At the time we got the master plan approved originally we did not have that as part of the master plan. Mr. Scheller has since acquired that and we wanted to bring that in and add that to be part of the master plan with on the NT2 portion over there on that side of the site. Second, when we did the original master plan all of you I've seen this before. This is the current land use for the Mosaic Master Plan. When we did everything in the purple there, that's all the industrial portion south of Shana. There were residential, there was residential land use that was originally there when we made the decision to go with the industrials since that is all along Villanueva. We had to, you guys wanted us to do minimum densities on the residential portions that were north of Shana. So what we're coming and requesting permission to do now is to do total unit count for all three of the residential portions for the NT4, the NT3, and the NT2. This currently has RH36, this has RM16, this has RS8. We had to do minimum densities on the NT4 and then we had a total on the NT3 and NT2. What we're going to do now is just do a total unit count for all three of those. So it's 1,040 units UNITS TOTAL THAT WILL BE REQUIRED TO PROVIDE ALL OF THE RESIDENTIAL PORTIONS OF THE MASTER PLAN. THAT GIVES US FLEXIBILITY ON HOW TO DO THE RESIDENTIAL, TO MIX THE PRODUCT TYPES, TO HAVE THERE BE INTERCHANGE IN TERMS OF OPEN SPACE BETWEEN ALL OF THE RESIDENTIAL PROJECTS. SO THOSE ARE THE TWO PRIMARY REASONS WE'RE BACK TO MODIFY THE DEVELOPMENT AGREEMENT, AND WE THINK THAT WILL PROVIDE FOR A little bit more flexibility and continuity on how that residential will develop between arson and Shana. So that's that's the, the mosaic development agreement portion. And then there are 2 tentative maps. And our will be proceeding with on the T4, which is the condo. And then NT3, which is all of the attached townhomes, 700 units between those two maps. That leaves us 340 units that we are required to produce for the city on the remaining NT2 portion of the site. So the this is the plan So it's This ten acres here is Part part of the master plan or adjacent to the master plan It's got PS on it five of these acres are for the park Five acres Vince I could get committed in the development agreement to doing affordable housing on that five acre site so and if he does not Want to pursue and do it himself, and he's got a financial obligation that he would owe to the city in the event that He didn't want to do the affordable housing himself So either way the city is protected okay well Vince knows as well as anybody how difficult attainable or affordable housing is. Mixed use in development is really difficult. Probably the most difficult thing is attainable or affordable housing just because of so many fingers in the pie. I guess the reason I brought it up is what I would hope is no matter how hard it is and how long it takes, that you don't get discouraged and you push forward and see if we can get some affordable housing on that property, rather than just going with the condition, the alternative. But I also understand how very difficult it is, given the current environment. Yeah. If I can comment, yeah, Vince Shuttler, 9930 West Flamingo, Las Vegas, Nevada, 89147. I certainly understand that and want as much land as possible to come out from the from the bureaucracy to in the BLM and airport and everything to acquire more attainable housing. I prefer to do 10 acres there, and I will build it. So if you guys get me the land through the process, I will build it. And I know these guys probably don't want me to say this now, but I'd like to have the whole 10 acres to do affordable housing if it's achievable. Check with your council first. The funding source is the Code Enforcement Abatement Fund and the recommendation is to approve. Mayor and members of council, this is a proposed demolition for the residential structure located at, that has been deemed dangerous and located at 255 South Texas pursuant to Municipal Code 15.10.015. I was hoping to get clarification and transparency from Ms. Garcia-Vaz tonight regarding Chief Chadwick. In a March 6 email, she stated that she wanted to make clear that the decision to terminate her was not based on political considerations or any perceived rift with the city's police unions. In an interview with Officer Mike Goodwin on March 29th on Fox 5 News, he stated regarding Chief Chadwick that that there was no collaborative effort to work with the unions on issues which we felt were mandatory bargaining issues. So I'm wondering, which is it? Is there a possibility that someone is speaking falsehoods here? Was it not based on a perceived rift with the city's police unions, as she said, or was it an actual rift as the union rep implicated? Does city management agree with Goodwin's statement that the next chief has to be a different kind of chief, one that's from a younger generation, who should be willing and able to communicate with anyone of any age, socioeconomic standing, and education level? Going back to Ms. Garcia-Vas's email, she said she hoped to quickly appoint a new chief, but So I'm wondering that LCP Consulting, who's been hired by the city under 28404, is going to be telling her who to hire. Paraphrased under Section A, their scope of services, paraphrased is the consultant's purpose is to assist Ms. Garcia-Vaz with policing expertise as it relates to Henderson and to advise on best practices in policing. So we feel the need to bring a third party in to tell us what to do when we already had someone who was taking care of us. Where is the transparency for most of you? We're hearing nothing but silence. Almost none of you have said a word. A council member has posted many times on social media that the truth will come out. So where is it? Where's the truth? nothing but silence. I believe a good number of almost every official's constituents here are fed up. We're tired of your lack of actions and no answers.
