**[1:33] Melissa Kenninger (Chair):** Okay, we have one public hearing this evening and it is a request by Florence Omega for a minor subdivision to split off the southern portion of the subject property to create a non-buildable outlot. And I will turn it over to Julia.
**[1:51] Julia Hogan (Planner):** All right. So tonight we have a minor subdivision request. So a little bit of a summary of the request: the applicant is requesting a minor subdivision to create a non-buildable outlot by splitting off land from an existing parcel. This existing parcel currently contains a single-family home and is located within the Hawkins Ponds subdivision.
**[2:22] Julia Hogan (Planner):** So here's an overview of the site location. So you can see it is located at 4292 144th Street West, located north of 145th Street West and then directly west of Davenport Avenue. It is one of the larger parcels within this western portion of Hawkins Pond subdivision. So here is the preliminary plat that was submitted with the subdivision. Also shown underneath that are some of the lot standards that we see for the zoning district that this property is located in. So you can see that the requirements for the R1 low density residential is 10,000 square feet for interior lots and then 12,000 square feet for corner lots. And the width is 80 feet for interior lots, 95 feet for corner lots, and then density is one unit per 2.5 acres.
**[3:07] Julia Hogan (Planner):** As you can see in this drawing of the current parcel, it is a total of 23,417 square feet, so it is quite a bit larger than the minimum requirement for a corner lot. Then lot width differs between 62 feet and 102 feet, and that's how it currently is. And then what they're proposing, as you can see here, Lot 1, Block 1 will contain that 12,522 square feet where it will continue to contain that single-family parcel. And then over here will be that non-buildable outlot, and that will be around 10,899 square feet. And that will be non-buildable as it does not meet the minimum requirements for lot standards within that zoning district.
**[3:55] Julia Hogan (Planner):** And here's an overview of the final plat. So again, it will be Hawkins Pond Second Edition, will contain Lot 1, Block 1 where that house is existing, and then the outlot to the south. And then the recommended action for this will be a motion to recommend the City Council approve a minor subdivision to create a non-buildable outlot by splitting off the southern 10,899 square feet from the existing 23,417 square foot parcel located at 4292 144th Street West subject to conditions one and two. I can answer any questions that the commission may have.

And if the price is right, I'd like to purchase it from her and just add it to my lot because I’ll plant a few more trees. And she being a single mother—and it's got a sidewalk over there—and when the snow builds up, she's got a big enough time, you know, enough time to take care of her stuff and her twins. So I hope you guys rule in her favor and let her do it. So that's it.

**[7:05] Melissa Kenninger (Chair):** Okay. I will just review quickly: we have September 26th meeting upcoming, October 24th, and November 28th. And Adam and I did speak briefly before this; we do anticipate another joint meeting with City Council. A date has yet to be determined.
**[7:21] Adam Kienberger (Community Development Director):** Um, yeah. And one of the things that we'd be looking at—typically joint meetings would be held during the the City Council's regular work session schedule which would be the first Tuesday of a month. So if we're looking ahead, we don't have anything set with them yet and we would need them to make sure that that works for the City Council schedule. But October—I'm sorry, what that first Tuesday of October would be... October 3rd, thank you—would be a potential option for a joint work session of the Planning Commission and City Council to continue the discussion with the next steps for the zoning code update. But we'll of course let you know when that gets finalized or on a calendar.
