microphones until called upon to speak zoning matters do allow for a 15-minute presentation both for and against the rezoning and a five-minute rebuttal period following the introduction of each case if applicable staff will make a presentation before opening the floor for questions from council members the mayor will call upon speakers in the order in which they registered and at that time their lines or accounts will be unmuted all speakers should identify themselves with their name for the record all participants must remain muted when others have been identified to speak the meeting host will mute anyone that speaks out of turn once an item has been completed the meeting host will remove speakers for said item from the zoom call council will make a motion and a second to close public agenda for items g1 through g29 which are a grouping of agenda items that are voted on with one single vote to expedite what are believed to be routine and non-controversial items any council member may withdraw an item from the consent agenda due to a conflict of interest or for the purpose of voting no items removed from the consent agenda for discussion will be placed on the february city council business agenda this meeting does include closed captioning depending on the length of tonight's meeting we may take a short recess around 8 pm um this is the time for consideration of our consent agenda move the consent agenda mayor no um not yet um and and i may just let it pass because with the last couple days we've kind of been an influx i had i did have a question but i i think we're in a time crunch um with g uh 21 um i had some questions around the special revenue fund um closing out the economic development piece and moving it to the general fund um but it may be some located at 3618 mcconnell road in rwa r-w-a-r-o-w right-of-way i believe that is 19.15 acres edward eaton and item number two public hearing for an ordinance for original zoning for 3618 mcconnell road mark isaacson for hamilton holdings llc on behalf of edward eastman we do have speakers in favor mark isaacson wake hamilton clayton hamilton adam carroll and nick blackwood um mr kirkman uh yes thank you mayor vaughn and good evening members of city council again the request is for annexation and original zoning from county ag agricultural and county ag sp which is agricultural with a special use permit to city cbli conditional district light industrial north of the quest is currently zoned county ag east request is zoned city cd rm 18 residential multi-family south of the request is zone city li and west request is currently his own county ag and county rs40 residential single family the subject property currently contains agricultural use a single family dwelling in undeveloped land north of the quest are single-family dwellings in undeveloped land east of the requests are multi-family dwellings south of the quest is interstate i-40 85 and undeveloped land and west requests are single-family dwellings in undeveloped land this area is currently designated as industrial on both the future land use map and the feature-built format for the comprehensive plan this is the condition that was submitted as part of the request as part of your information your packet the gso again designates this as they plan industrial district on the future built form map and industrial feature land use map this does meet the comprehensive plans growing economic competitiveness big idea to build a prosperous brazilian economy that creates equitable opportunities to succeed and the prioritizing sustainability goal to build economic resilience expand the local economy's ability to withstand and adjust to disruptions and changes in the regional national global skills the proposed cdli district will allow a variety of warehouse distribution and limited manufacturing and assembly uses which in their normal operations have little or no adverse effect upon adjoining located on the north side of mcconnell road west of platte farms road as you see on the map you have the private property that is being requested to come into the city and because there's intervening uh public property here the roadway on mcconnell road that is coming in as well so that's why there's two separate requests associated with this the property uh the private property is currently sound agricultural in the county the road right away is zone both county ag and county agsp which is agriculture with the special use permit the request is to go to city conditional district light industrial for private property and then city light industrial for the road right-of-way north excuse me north and east of this request are zoned county a g south request is zoned county a g county agsb and city cbrm 18. i will know that the case you just heard and moved on was directly south of this so that's now actually city cbli and then west of this request is um county aeg and county rm 15 mh which is multi-family with a manufactured housing overlay the subject properties currently are undeveloped also can contain agricultural uses and again the road right away north and east requests are single-family dwellings undeveloped land and agricultural uses south requests has multi-family dwelling as well as single-family dwelling and undeveloped land and west requests are single-family dwellings in undeveloped land this area is listed as industrial on the future land use map and also has planned industrial on the future built for map this is the condition associated with private from the applicant first mr heiser oh i'll be glad to say uh i'll give a full presentation apologize for my voice got a little cough here uh negative cova test and thanks to everybody at piedmont hall they're doing a great job um but uh yeah this is uh continuing the trend in this area um the eastern part of i-40 the eastern part of this growing area of the city um this will be a a logistics center with three different buildings um and is uh intended to cater to the distribution industry you know the industry in the area that's already developing and that the city expects to develop in accordance with our uh 2040 plan um this is really driven by the uh interchange of mcconnell road at interstate 40 and i would uh submit to council that it's likely to sort of look like a mirror of what's on the south side of i-40 that is the mcconnell distribution center which has wayfair and uh different various different uh well-known companies that are operating there so um i think that this is in accordance with the city's expectations and plans and uh fulfills a lot of the uh goals and objectives of our 2040 plan our team's available we did a traffic impact study and we're complying with all of the recommendations of gdai and in addition we did meet with the adjoining owners to the north they were concerned about the view of the development and we've entered into a separate letter agreement with them to build a a substantial berm with vegetative uh covering trees and shrubs to uh buffer the view of the adjoining properties to the north so i believe we worked out uh everything in a satisfactory manner and uh i hope we're ready to go be glad to answer any questions any questions for the applicant does it for me that does it for me okay i think dr wells moved to development north of this request is currently zoned county rs40 residential single family and city r5 residential single family east of the request is zoned city r5 and city cm commercial medium south request zone city cdcm conditional district commercial medium cm commercial medium and city pud unit development west request is currently zoned county rs40 residential single family city r5 residential single family and city cbcm conditional district commercial medium the subject properties contain a variety of uses that include a school a laundromat convenience store undeveloped land and single family dwellings north of the quest are currently single-family dwellings unopened city unopened right-of-way excuse me and undeveloped land easter requests are single-family dwellings a car wash contractor's office and repair service use south of requests are a variety of retail uses as well as convenience store gas pumps a restaurant a bank and a mixed-use development lesser quest contains single-family dwellings a veterinary services office in undeveloped land these properties are currently designated a combination of residential and commercial on the feature land use map of the comprehensive plan and designated as urban general on the feature build format these are the conditions that are associated with this request advertised as part of this hearing condition number two was added at the planning and zoning commission meeting for reference the request is consistent with the comprehensive plans creating great places gold to expand greens for a citywide network of unique neighborhoods offering residents all walks of life a variety of quality housing choices and is supportive of the filling in our framework goal to rangeland uses for we live work attend school shop and enjoy our free time to create a more vibrant and livable greensboro the proposed pud zone designation as condition allows a mix of residential and non-residential uses generally similar to existing uses on the site and surrounding area and staff is recommending approval of the request these items were heard by the planning and zoning commission at the december 20th meeting and the can go on to our speakers for the applicant perhaps good evening uh city council and mayor vaughn this is nathan duggins i'm going to kind of run the show here for for the applicant this evening mr fox is here as well uh the applicant uh phil kleinman is with us his son robert kleinman is also with us uh chuck truby is here with us tonight who's the engineer on the project and a name who's familiar to everybody on the call adam fisher is also uh with us tonight to answer any uh traffic questions um that may come up uh this is a great infield development um this is kind of a doughnut hole in the city's um uh in this area of the city as the part as mike was explaining part of this um area is still in the county and that's why this is both an annexation and a rezoning mike can i get you to put the site map up and let me just walk quickly through the site plans [Music] for the for the redevelopment as mike was explaining this is a combination of a multi-family uh product on the back side of the property on the north side um many of y'all if not all of y'all are probably familiar with the convenience store that sits on the corner of pisca church and church street that site's going to get redeveloped and the store itself will be pushed back on the site um uh to provide for some better traffic uh activity on the site and off the site as well um a b safe is going to be developed where the scales uh school site is which i'm sure you all want to know where that is uh and then behind that that be safe will be a multi-family uh moving to the to the east uh and then two out parcels along church street um that um commercial out parcels that um will sit on on church straight in access uh from church street um we did have a good neighborhood meeting uh and um and and addressed a number of the concerns that the neighbors had in the neighborhood meeting uh as mike mentioned we didn't have anybody speak in opposition um at the uh in front of the planning and zoning commission um much of the property is already zoned commercial multi-family um so some of this is just resetting the table a little bit on the on on the development with a put there has been a udp submitted and it was approved by the trc um last month uh actually the same day as we have the hearing in front of the planning and zoning commission so let me let me speak too to the question of access and traffic we have been working very closely with ncdot on the access along church street um you in your packet you probably saw that yeah mike if you can point to the access point there's the dixon access point that uh the developer agreed to add to try to get some of the traffic flow that's going north to come and use dixon uh to go north on church street uh as you all may know church street is a ncdot highway uh a road and so they're gonna they're gonna control uh both the uh the the access points on church street and whether or not ultimately a light might be installed at dickson and church um depending on obviously warrants that that might happen in the future then mike can you show the council uh that site yeah right there so this is called access point a we've been working with ncdot and the developers agreed to do off-site improvements along church street which include a deceleration lane along the right side or the west side of church street and then also the construction of a leftover into the site to help improve traffic flow along church street so we're here to answer any questions the council may have but we think this is a great infield development and we look forward to this moving forward any questions for mr duggins move the item we do have one speaker um in opposition oh sorry that's okay philip love mr love are you on the line yes ma'am can you hear me yes could you put your camera on uh well you know how to work that very well my wife came for me she's heading this way okay probably not gonna happen um my camera cut off in my settings is what it is okay um well why don't you why don't you can let me just uh basically what i'm more concerned about than anything is the fact that um i feel that once this is done we're going to be squeezed into an area of the rest of the housing right there will be squeezed into an area that may not be seen again and i'm worried about getting you know closed in property values going down so he's growing up all over everything because it's not in use no more i know i'm exaggerating but yes that's my main concern i feel that it will we will lose property value in the long run okay um do you have any further comments uh no not really not really i do not then um we will we there is a five minute rebuttal both for and against so mr duggins do you have anything you'd like to add uh mayor vaughn i i don't think so we we actually think this is going to improve the values of the surrounding neighborhood by developing the sinfield development obviously there's going to be some improvements along the traffic corridor on north church street and so you know i think we would just gently disagree with mr love about what this may do to the values of his of his uh of his property it's approximately 145 acres from county ag agricultural and rs-40 residential single-family to city cbrn 5 conditional district residential multi-family north of the request is currently zoned county rs40 east request is in county rs-40 and county a g south request is its own county ag and west request is zone city r3 the subject properties currently contain undeveloped land and single-family dwellings north and south of the quest are also single-family dwellings and undeveloped land easter requests are single-family dwellings a place of religious assembly and undeveloped land and west's request is interstate 85. this property is designated both residential and industrial and future land use map of conference of plan with the residential classification covering almost all of the property and is designated as ex-urban and industrial on the future built for map again with the exurban uh area covering most of the property i would note that if this property is a proofread station that a urban area will then be converted to the urban general classification these are the conditions that are associated with this request the condition of materials note the council was added at the planning and zoning commission meeting this request does support the comprehensive plans creating great places gold to expand greens for a citywide network of unique neighborhoods offering residents of all walks of life a variety of quality housing choices and the building community connections goal to maintain stable attractive and healthy places to live and raise families the proposed cdrm 5 district allows uses that are similar to existing uses in the surrounding area and can provide housing opportunities to the industrial designated areas located further north and staff is recommending approval of these requests the planning and zoning commission considered both the amstation and original zoning request at their december 20th meeting and recommending unanimously in favor of both entertain a motion or any comments from the applicant move the item i'd like to hear from the applicant because i got a couple questions if i don't mind miss johnson um give me one minute mr fox or um yes madam mayor i'm here mike fox um thank you for your consideration this item with me here this evening i have nathan duggins with our law firm i'm ian phillips who is the developer uh beth blackmon and cliff lawson are our engineers they're available for questions beth handled the site engineering and cliff did the traffic study we feel like that this request which is for annexation and original zoning fulfills a critical need for our city which is housing um we're doing a great job of bringing jobs to our city uh but though but but the folks who already live here and the folks who may move here to take those jobs need quality housing that is convenient to the jobs and convenient to being able to get around the triad and this is exactly what this this project will bring it is a very modest uh density it's rm5 on 145 acres with a lot of green space left we did have a good a good productive neighborhood meeting which resulted in some additional conditions that you've heard mr kirkman explain where we added some buffering uh adjacent to some single family residential which is really what's mostly out there there will be some turn lanes required on brookhaven it didn't generate really enough traffic to require any um any modifications to the interchange at mcconnell and and brookhaven the staff you know has recommended approval they've been great to work with on this and as you heard mr kirkman say the zoning commission unanimously recommended approval for both the zoning and the annexation so i'm happy to answer any questions i know if miss hightower had a particular question i'm glad to address it um i think you touched on it um mr fox i think one of them was the traffic the way you were gonna handle that with the turn lanes and it is all single-family homes out there is that what you're proposing yes uh a mixture of traditional single-family homes and townhomes approximately 350 single-family homes and about 130 town homes and mr kirkman would you mind putting the site plan back up on the screen and i could show miss hightower how that's laid out thank you yeah you can see in the the the blue are the town homes they're closer together and joined together and then the pink are the single family homes and it is all connected one community you'll have an hoa uh probably actually two set three separate hoas a town home a single family and a um and a master in all likelihood and it will be a um a community that folks will be eager to to live in and and look at the possibility of new homes in okay all right i think that and so the neighbors who are not here um tonight or those that were in opposition you address those concerns they add um yes ma'am they the i would characterize the neighborhood meeting has sort of fallen into into three categories um the uh first category where those folks who may have lived right nearby and uh were didn't they weren't opposed at all to the project in terms of the what it was the the single-family housing the townhomes but they requested some additional buffering so that you know their view would would uh not be just into someone's backyard or the back of another development and mr kirkman if you could highlight the areas in green along the border there along those lots that back up to mcconnell and go down a little bit and then a few areas down there right off the entrance on brookhaven we added additional um landscaping and buffering there there there were a few people who uh operated uh like farm business nearby one lady who indicated that it might bring additional customers for her uh and then there were a group of folks who uh candidly you know just did not want to see anything change out there they wanted to see it remain exactly as is um and so we were limited while we were respectful and and uh listened to those concerns um we're limited in what we can do about that concern other than try to save as many uh trees and open space as possible okay that was going to be my next question because i was looking at your design and i didn't see a lot of open space but you do have some incorporated in in here i think yeah yes ma'am the the areas basically in white you know will be open space uh if you note to the bottom there where mr kirkman's cursor is that's a stream area and obviously we're not going to build anything in there and that will largely be left undisturbed so that'll be a nice natural buffer there as well and there will also be a requirement that a buffer be left along i-85 there you can see the entire western side of the project backs right up to i-85 which gives it a great convenience and access for a lot of folks um uh mr fox a lot of times i've heard neighborhoods who are by the highway talk about noise have you taken any of that into consideration on this zoning is the topography of the land such that that wouldn't be a big issue well the the buffering that will be left uh will address a lot of that um and um you know there will be some you know some separation between the right-of-way um yeah where the right-of-way lines are and the actual uh highway is not always you know right there on the line um the interstate usually has a pretty wide um buffer on the side of the road particularly a new interstate like this portion of the urban loop is okay okay um thank you sounds like you've taken a lot into consideration um so thank you look forward to it yeah thank you very much we've enjoyed working with you on this uh project because it will be in your district yes sir it will be and i look forward to uh if i'm giving a hint of my vote but i look forward to um you know seeing it developed out and bringing new uh residents into that area so thank you thank you any other questions for the 1614 1616 1618 1622 and 1708 brookhaven mill road a portion of four thousand six dash z zz mcconnell road hall of four thousand twenty uh dash z z mcconnell road from county ag agricultural and county rs40 single-family residential to city cd rm 5 conditional district residential multi-family 5 to be consistent with the adopted gso 2040 comprehensive plan and considers the action taken to be reasonable and in the public interest for the following reasons the request is consistent with the comprehensive plan future built form map and future land use map the proposed city cd rm 5 zoning district as condition limits negative impacts on the adjacent properties and permits uses which also fit the content of the surrounding area and the request is reasonable due to the size physical conditions and other attributes of the area it will benefit the property owner and surrounding community and i'm a yes i think you react to me okay okay so um that has been moved and seconded i am a and 12. item 8.11 is a public hearing for an ordinance annexing territory into the corporate limits for property located at 4417 and a portion of 4453 mcconnell road 169.40 acres john kevin kim and the kim family limited partnership and item number 8.12 public hearing for an ordinance for original zoning for 4417 and a portion of 4453 mcconnell road amanda hodian for john kevin kim and the kim family limited partnership we do have speakers in favor and one um in opposition mr kirkman yes thank you mayor vaughn again the request is to annex and establish original zoning for approximately 169 acres from county aeg agricultural to city ped planned unit development north east and west of the request are currently zoned county aeg air cultural south of the quest is a county ag county rs-40mh residential single-family with a manufactured housing overlay and county rs40 residential single family the subject property is currently a combination of single-family dwellings on developed land north east south and west of the request contain single family dwellings and undeveloped land this property is currently designated as residential on the future land use map of the comprehensive plan and it's currently designated exurban on the future-built form map if this aiming station is approved that designation would then go to the urban general classification these are the conditions that are associated with this request advertised as part of this hearing staff has concluded this request does support the conference of plans creating great places goal to expand greensboro citywide network of unique neighborhoods offering residents all walks of life a variety of quality housing choices and the building community connections goal to maintain stable attractive and healthy places to live and raise families the proposed pud zoning designation as condition allows a mix of residential uses that are complementary to the surrounding area staff is recommending approval of these requests the planning and zoning commission did evaluate both the annexation and original zoning at the december 20th meeting and unanimously recommended in favor of both items there was one speaker in favor of the request and one person in opposition to answer any questions we will move on to the applicant we have amanda hodearn jeremy medlin lee bryant and jeffrey moore ms hodeiron yes good evening mayor and members of council thank you uh my name is amanda hodiard my address is 804 green valley road here in greensboro i am here tonight on behalf of the property owners the kim family as well as the would-be developer should this project be permitted to move forward and that is green hall green hawk corporation uh with me here this evening from greenhawk i have jeremy medlen um we also have our developer our design and development team here with us lee bryant from evans engineering who did the civil work and jeffrey moore from gannett fleming who conducted our traffic study so they're here tonight as needed to answer any questions and make sure to give you everything you need thank you miss madam clerk moving through the project here uh if we could go to the first slide this is really an ideal location for this request um of course as we'll get into in a moment this is an all residential plug request for um single family homes both traditional detached homes as well as attached town homes and you can see here this this is along mcconnell road of course just south of the i-85 corridor where where 40 and 85 converge we have within within close proximity several major employment centers um both new and established and up and coming um the ones that you've already talked about tonight just south of mcconnell road at the 85 interchange with the distribution center there and the tenants that mr isaacson listed previously we have the public center further east we have the carolina corporate center due north which is a major economic development redevelopment site right now that's just starting to come online with general dynamics joining that campus and others soon to come so this housing request at a large scale is is part of that fabric you know as what has all these economic um players come in and employers the um the vital part of that and a vital part of that fabric is housing um these these economic developers look for housing for their employees they look for a full vibrant community where people want to live and want to be and high quality housing like this and real communities nearby helps provide that so if we could go to our next slide we'll talk about the plan here thank you this is our concept plan we're proposing a maximum of 630 units a mix of towns and singles as discussed that the townhomes are represented in the sort of light brown area and the single families are the golden development pods on the other side thank you mr kirkman what i also want to highlight here is is the green space we have significant environmental features on the site we have beaver creek that runs just across the north as you can see here um with some ancillary streams and fingers that come down from that creek um and what that does is it carves up our sight into sort of different development pods and it creates nice enclaves of this community so that it actually ends up feeling like a few different um communities as opposed to just one um one big conglomerate of housing i think that gives a nice effect and a nice feel to the community both for people who live there and and for the uh the passing by community and the community at large who's who's going to live with this so in addition to the big amounts of green space that you see traversing the interior of the property you also see the large swaths of green space along mcconnell road i think it's a huge a huge bonus and bragging point of this design we really have very few spots where um where they have the proposed housing comes right up to mcconnell road so we have lots of good buffering there that maintains the visual landscapes if you look all the way down to the south at our major entry point there the south of the site on mcconnell road you see um we set back thank you we set back that roundabout and that entry point well into the site and give some buffering and some very intentional um you know active green space at that entry point to to create a nice um a nice entry point to people who live here and a nice thing to pass by for people who live in the area to that point this is a 168 total acres just over that and 60.7 of these acres are left in open space so you know if you i think you see a lot of green when you look at this and it is in fact a lot of open space in addition to passive open space um this is highly amenitized you see a large amenity area there um along along the north south portion of mcconnell road on the townhome side of the project that will feature um programming clubhouse pool that sort of thing which we'll talk about more in a moment and then you also see some pocket parks located throughout the site because this is a larger a larger community we wanted to spread that out those recreation opportunities will also feature um sidewalks and walking trails throughout this community so that the people who live here can get out for some recreation and some exercise without having to leave their community and can also walk to visit their neighbors can walk to get to the clubhouse in the pool um and can really enjoy their community on a day-to-day basis on many levels if we go to the next slide please this is our proposed zoning conditions that go along with of course our ugp which we'll see in a minute uh the the use will be limited to just 630 homes of both single family and townhome as we've discussed and then we've got some height limitations 32 feet for single family homes and 36 feet for town homes just to give some predictability to that building height looking at the next slide this is our thank you this is our submitted udp which of course would be recorded and and would be the basis of all design going forward um moving along in the development sequence of this so um of course what would come next after this entitlement phase would be actual site plans for for construction and that would all be predicated on this adopted udp so this this really becomes kind of the touchstone of development moving forward there is a lot to do this is just the first step of the process this shows general locations of stormwater devices um they're a little more visible on the colorized version but we have one two three four five six proposed storm water storm water detention devices of course this is to ensure that we follow the full regulatory requirements to manage our stormwater runoff to keep the pre and post and the quality at the levels required by the jordan lake rules in the state and city so that's all fully fully contemplated and will be done we also did a traffic impact analysis for this performed by again at fleming um that's of course scoped and vetted through both the greensboro department of transportation as well as the north carolina department of transportation um we have we have a nice nice feature going on with this development where we have four uh full movement access points provided or proposed on mcconnell road and we have a lot of mcconnell road frontage so what that does is gives us a really nice distribution of traffic along that frontage um which really helps us out in our traffic impact analysis and we do of course have mr jeffrey moore we perform that here if you have any specific questions about that but it has been fully vetted and approved by both gdot and ncdot as mr kirkman mentioned we are meeting several elements and objectives of the 2040 plan this is of course critically needed housing not just for the locational reasons that i mentioned earlier but um just as as part of the um the critical need of our community here in the triad and the state at large we need housing and at 630 units this um not only provides a good chunk but it provides a really nice option of a community with both townhomes and single-family a variety of home buyers can can find their home here and can probably move within it we hope over the years you know your needs change as a homeowner and we hope to retain residents as those needs change and attract both both new residents to the area and existing residents of the area um not only do we want to support those employment centers that are burgeoning here but this is a great location for people traveling east or west to to get to other other needs here in the triad and and beyond we did engage with the neighborhood we sent out a neighborhood letter um back on november 19th to um we went beyond the 600 feet just to make sure that we um got a nice a nice healthy mailing size to what it seemed like a reasonable and common sense area to to include in this um that generated a few phone calls and emails we had some we had some good back and forth with people who reached out from that a lot of people were just concerned that they were being annexed so of course that's not the case and they were happy to hear that and some folks you know had a lot of questions about the development process and you know what this what this approval would mean and what's yet to come of course the trc process the technical review process that we would have to go through should this rezoning and annexation be approved is rigorous and your staff is involved in that every step of the way to make sure that we conform with all all of your development standards and regulations to ensure that we're meeting all of those storm water runoff requirements to ensure that we're following the traffic study so it is a rigorous process that that your staff carries out very well as you know that we would have to continue to adhere to um i do understand that there's some opposition that has has come to light this this weekend um and you know we do want to to hear that tonight and address that as best we can but we do feel like we've gone through the proper um and the expected protocols with the traffic study um with the full engineering that's been um that will be done at the construction document level and that's already been pre-designed here to ensure and give everyone you and your staff the predictability and transparency that all development requirements will be met at a high level here um you know not only is housing critically needed i'll just end with this it does meet your comprehensive plan um it is everything falling into place that i believe you as a council has worked for your staff has worked for um and that you have put into motion with with the plans you've adopted with the sewer line that you've extended out here with the widening of i-40 that's happened here with all of the uh economic development prospects that have been have been landed and are happening here through your hard work and through the chamber's hard work and so by having housing um high quality housing come along at the same time is really um a great success to be able to develop both parts of that fabric at the same time so one isn't waiting on the other i think is is a real um is a real bonus to to this um to to the moment frankly that's happening on mcconnell road corridor and in east greensboro right now and i think this this project is just another example of that um with green hawk corporation you have a known quantity here they are already a significant um contributor to our community they have developed reedy fork over the last several years which is one of the most successful communities in the state that community has has great has great um housing options in it high quality housing and it's a great community if we could look forward at the next slides please this just gives you an example of that and the type of communities that greenhawk builds and brings and wants to bring again here to greensboro this is just some examples of the unified signage and you know emphasis that they put on place making with their entry features their playgrounds that they place throughout the pool here that you see in the community center if we could go to the next slide this is just a few more examples of those amenities that they provide in their neighborhoods and not only is this a great um a great thing to have if you live here but it's also a great asset to the city for programming this is a place where the library can hold an event on saturdays this is a place where you know food trucks can come and we can have neighborhoods and community-wide program if you go to the next slide in fact this is something that um green hawk does and supports in rudy fork already you see here this is just a few things pulled from the reedy fork hoa website showing the way that they engage their community and really create not just a neighborhood not just a collection of houses but but a true community where you know your neighbors um where people get out and about and utilize the amenities and utilize it's a nice community um with that i'll i'll uh leave it open for questions again we do have our engineers and design team here we have jeremy medlen from greenhawk and we look forward to hopefully being able to continue with this project thank you um any questions for the applicant i have a question um but we can wait up to hear from the you know the opposition if you want yeah um but yeah okay mr dave purvis i'm here can you hear me yes i can can you put your camera on uh let's see yeah okay um i've got 15 minutes yes okay uh i'm going to put a little bit of red on some of the air uh my name is david purvis i love 5200 mil string road it's right where mill street intersects mcconnell and i've got 18 acres it backs up to the proposed development uh the city has put the sewer line through my property they have taken uh two acres uh they would not negotiate with me at all uh we had to get a lawyer to come in and do the negotiation and they went from 8 800 to ruin two acres to 42 000. uh thank you greensboro for being so nice then they would not negotiate with me secondly uh they have they created part of that two acres was a path to run mowers down onto the sewer line which i understand but that mowing path is 60 feet wide and whoever at the city okayed that design should be nervous mr burns this at this time it's really about the rezoning um i'm trying to lend a little bit of credibility to how the city operates sometimes do you understand that i do but if you could focus on the rezoning okay well did you see my petition we did receive your petition okay and that was people that were all in the general area somewhere right next to it some weren't uh there were a few people that had tragedies in the family and had coveted uh that couldn't sign or wouldn't sign or whatever they were still against it but they just weren't there but the feeling in the community is against this i can tell you that right now i could have put i could have if i had had more time could put more time into that petition i could have had three times more people's names on there i personally know that you can't stop progress but i think the size of this thing at 630 houses is too big i could see it scaled back to about half that uh that people out here do not want the additional congestion on the roads uh it's just you know it's too much 600 something houses is 1200 cars uh and you know people come and go all the time so i am very much opposed to this thing i think it needs to be scaled back i do understand there's a need for housing uh the other thing that i don't think greenhawk totally uh addressed with you there is high tension lines running right through that property personally i don't want to live under high tension lines i've heard stories about you know schizophrenia and everything else i assume that those high tension lines are going to stay in place and you know the people that live there will just deal with it they probably work some of the green space around those high tension and you know but i can tell you there is not a single person that i talk to in the neighborhood and i'm talking about past where the development is off to the side and back in my direction which it's about a eighth of a mile up the street from my house uh but i can tell you there's not a single person in favor of it so you can talk all you want about the good of the neighbors and how they feel about it well wrong they are all opposed to it i personally you know even though i'm opposed i know that you can't stop progress and i would highly recommend scaling it back and making it less dense and also the uh the big almans creek is right at the back of this and if there's runoff which there is in the neighborhood behind me uh from oil on the streets etc that's going into big alamance creek and it feeds into lake macintosh so that's about all but the sewer line that i'm talking about that's on my property is one of the things that has made these developments possible and by the way i have not received a dime from the city yet any questions for mr purpose um there will be a five-minute rebuttal both for and against um madame can i ask mr purpose if you saw the map mr purvis um you say your property backs up to this development so you would you're not entering into your property by the development it's the back of your property that touches the development right right the property is about an eighth of a mile down the street from my house but the back of my property is it's rare on it i mean it's right across the creek for me you know since the city has ruined that part of my property i don't go down there very often anymore but that it does intersect with my property [Music] were you aware did you get a letter from the developer were you aware of the proposal early on or you just found out you know when i got that letter they basically had their design laid out in that letter yes sir well it's a conditional so they normally use that time to kind of work things out conversation wise redesign i don't know but um well and you know i understand that we live in a free market economy and the more houses they get in there the more money they make and that's basically you know the goal which you know i understand that uh but you know it is going to have a negative impact on the community around here with the additional congestion thank you thank you um any other questions for mr purvis okay miss hertion hernia sorry um you have five minutes for rebuttal thank you madam mayor um i do want to reserve a few of those minutes for our engineer lee bryant but um just quickly i do want to address uh the size and scope of this at 630 units on 168 acres we are at just 3.7 units per acre um which is you know within your your city definitions and regionally um if not low density very low medium density which i do submit to you is entirely appropriate and is you know this is i think what you want to look at when you look at a development of this size and scale and introducing new development to what what is a green field is the efficiency of that and and how do we best lay that out um to be the best steward of the land and to introduce it thoughtfully and intentionally and as well planned as possible um and i would submit to you that this plan achieves that um yes yes this area is changing and growing and you know i i i i understand and appreciate that that is that that is um a challenge to neighbors and that and that's going to be a change that might not always be welcomed so i believe that um you know what the task at hand is is to balance balance those interests and to ensure that the development that does come along um again because that is the goal and objective of the city for this area is the highest and the best development that you can get um so i believe at the very reasonable density of just 3.7 units an acre as a well-planned and thoughtful community for the reasons that we've discussed 60 acres of open space high amenities a high quality developer bringing in high quality housing options at multiple different types sizes price points with a truly truly cohesive community that i think is is not only wanted for this area but needed for the area um checks all of those boxes and and i would submit to you that on the on the balance of interest um to to do something well um and thoughtfully is is better than a piecemeal development that comes in um perhaps less acreage at a time and it's harder to manage this comes in holistically um well planned the whole way through with an hoa and and with everything to support and and back that up um lee you did you want to add something well you you beat me to the density as well i was just going to explain the excuse me i'm sorry i'm lee bryant with evans engineering 4609 dumbest drive um amanda actually beat me to the density i was going to spit out the numbers for you but she could very well uh a couple of the concerns that mr purvis had was the high transmission lines from duke power we are aware of those and we do comply to all the regulations provided by duke power they mandate these things very thoroughly what you can and can't do around those um and so we're accustomed to working around those i personally grew up with a power line beside my house of this same size so i'm accustomed to it as well the second part of his concern was the storm water runoff for a project of this size because we are coming in with all of our water quality devices they'll have to be vetted with greensboro to ensure that all of our one our sediment and erosion control was handled at the initial the initial onset of the project and then as well as once the developer leaves and the hoa takes over that all the storm water devices that are left for the project still get inspected and reviewed by the city and will be in place to prevent any uh pollution discharge into the tributaries of the big alamance creek and beaver creek and the streams below those um and i'm here to answer any more questions that we have any questions for the applicant uh yes i i think that those were council questions any council questions for the applicant okay then we will find comments i had some but i wanted to wait for them to speak um and lee i believe the engineer addressed two of my questions the retention pond um and the lines but i wanted to ask about any type of buffering what did you build in to your plan and then the other piece was the traffic are you addressing uh the congestion that's anticipated okay yeah thank you miss hightower and um please leave give me any backup that i forget but if we could pull the site plan back up that color rendering please mr kirkman i think that might help answer the buffering questions thank you uh yep there we go so yeah starting here at the north of the site thank you and of course mr purvis's property is just north of that town home um section that you see on the left hand side of your screen um of course across across the buffer shown on our property and then the stream on his property um so you know we did not hear from mr purvis um during this process but fortunately as it turns out he is the beneficiary of that large buffer area that you see there um because we did you know we have that that stream corridor there that that requires a 50-foot buffer and then we have um as you can see a large amount of additional open space um surrounding that so that townhome um peninsula if you will um is really a pretty narrow portion of that area that is adjacent to mr purvis um and that buffering continues along the entire northern area of the property um coming down um mcconnell road to the south you see um large chunks of open space if we could slide the screen down i'm not sure if you guys can see more than i can but thank you we have large chunks of open space as you see all along mcconnell road then we get to our large amenity area which is you know um active open space there um at the bottom of the townhome section as we come along the curve and mcconnell starts running east west we do have that little bit of frontage um kind of in the middle of those other residential lots it's just we're going to retain that as as just pure open space so as to keep that um that visual screening along mcconnell and not introduce anything into the middle of those existing single family homes that buffering extends along the back of the single family homes um to protect those existing residential lots that you see there going east-west and then of course you have that um significant open space by design there at the main roundabout entry point again to maintain that visual buffer along mcconnell and to create a nice place making entry point um so we do miss hightower feel like we were thoughtful with our buffering and the placement of the green space to be protective of our adjacent neighbors and of the traveling public on the right-of-way um regarding anticipated congestion i'm gonna ask lee and jeff to talk to talk about that because of course we did utilize the traffic study protocol that of course is very regimented um through the city um to to analyze that and vet that and and give us our direction on those items um so i will let those experts that we engage for those items talk about that jeff i'll let you handle the traffic since you did the traffic study if you're here good evening i'm jeff moore i'm the traffic engineer it's an honor to be here and to be part of this project i did conduct the traffic impact analysis i operated in accordance with ncdot congestion management guidelines and with the greensboro department of traffic uh department of transportation guidelines um did we um conducted a trip generation exercise to determine how much traffic is going to be generated by this development and then we um we split that traffic up amongst the four separate entrances which really did cut down on the congestion per entrance we um worked with ncdot and greensboro d.o.t to determine how that traffic was going to flow out of the development then we applied that traffic to the intersections that we studied as part of this to determine uh the existing levels of service and delay background levels of service and delay that would be at the the build out time and future with the uh the traffic added we did not see any issues with congestion based on our modeling and were not required by ncdot to do any off-side improvements as part of this i would be more than happy to answer any questions or explain anything more thoroughly okay so no turn lanes or lights stop lights or caution lights or anything needed no ma'am not no off side turn lanes or um caution lights or or anything like that for the driveways themselves i looked at the turn lane warrant analysis i did eternally warrant analysis uh based on the level of traffic we didn't have any that were warranted and weren't uh into or out of the sites of the the driveways ncdot had asked some questions about that i went out and did a site distance measurement at each driveway and uh we're working with them to determine you know what what they may ask for as part of that but i didn't see any indications from my going out there with a wheel and measuring and uh getting the scientists okay thank you thank you thank you yes sir thank you that covers my questions the applicant has about a minute and 20 seconds left to their rebuttal if there are any additional comments i believe that covers it but um if please if i'm forgetting something i'll be happy to address it if anyone has a further question thank you thank you mr purvis you have an additional five minutes okay i don't think i need that much uh you know that 3.7 houses per acre that basically takes all that green space into into account and is an average so i mean essentially those houses are just going to be packed in there uh and i hope you know that people that are on the city council are capable of of doing that kind of math but you know those houses are going to be on little tiny lots which is not really my business but i do think it's too many people uh that's just my opinion and i do think you know that the people in the community are opposed to it and i know you know at some point that should matter to the city council uh i just think it needs to be scaled back that's just my opinion are there any questions from mr purvis can i have a motion too close experience move wait wait mr purvis yes i want to add one more thing uh i wasn't able to get in on the uh zoning commission's recommendation for this thing and and i talked to mrs hightower earlier and what i witnessed when i saw the zoning commission meeting was they basically just rubber stamped this thing they listen they listen to it and they just rubber stamped it so you know it just tells me the way government works i guess uh but i was very disappointed in that thank you we do this developer with your concerns as ongoing and they will hear you and i believe they will work with you if anything comes up um you have around retention upon whether it's traffic whatever those concerns are um certainly understand but um they have been working on this and i'm sorry you feel the only commission um just rubber stamped it i heard your concerns on that and maybe there's some room for improvement there um as we look at our different zoning cases [Music] and making sure that the community has the same because you are their neighbor long after we leave this meeting tonight you will be the neighbor next to the development and certainly we want everyone to live a good quality of life but what i will say to you is perhaps maybe your granddaughter may decide to move in that community i don't know if you have one but young people are looking for town homes nowadays so uh you may be able to get a family to move over there and um making sure that you know you have them close by you um i i know that doesn't satisfy you and i apologize for you but i think some things have been put in place and i think it will uh make the project i think sometimes initially we we see stuff i've been there myself mr purpose you see change you kind of fight it but then once it happens it kind of goes a lot smoother than you would ever imagine um because people have been very performance guarantee what we do at the wastewater treatment plant of course solids are created and what how we dispose of our solids is through incineration and in the past we've had difficulties with doing a retrofit or rebuild of an incinerator in this case it was fbi one fluidized bed incinerator number one had a lot of problems trying to get it to comply with air emissions and so one of the main main drivers is the design build will allow us to get a performance guarantee so it will meet all of the emissions control limits set by the state thank you oh thank you for that that it's who is the ceo of court technology molding corporation one of our tenants at gateway research park and the primary tenant in our research facility three two things for you one is i wanted to um let you know and answer your question that if council approves the item tonight my next step is to share the good news and information with our board of directors at their february first meeting and then subsequently submit the application that we're just about completed with the week of february the 7th so uh very very quick i have been informed by the north carolina representative for eda that once we submit the application eda goes through a three to six month process we should know within three months what we're looking at relative to the grant award number two is uh this is a very exciting project for both gateway and for core technology molding corporation as council knows we were fortunate to be able to get jeff foster and his company to be attended a gateway back in the 2017-2018 time frame when city council helped participate in the building of research facility 3. jeff and his team continue to grow significantly it seems like every day when i have a conversation with jeff he's telling me about a new company both domestically and internationally that he has connected with and that he is doing business with here in greensboro [Music] jeff also has a definitive connection on a t state university both through his formal training as well as the work that he does on an ongoing basis with the school and trying to recruit top talent to his business in greensboro so with that uh i hope they answered the question looking forward to any other questions from council tonight i'll ask mr foster if you could jeff just give us a few um brief minutes and an update on what you're into with your business and the need for this potential expansion opportunity sure thank you jim and thank you city council for giving me this opportunity to speak um as jim mentioned we experienced triple digit growth again in 2021 with existing customers like merck in the bio farm space as well as pfizer was a new customer we're working on vaccines which you can imagine is keeping us busy 24 7 and we're going to work 355 days this year we really don't plan to close again until good friday we also picked up a new customer that's local volvo and mac so we're making lava and mac truck parts and that all happened in 2021 but the real growth is coming for 2022 we were recently awarded business with volvo cars which is out of charleston we'll be making components for the xc90 suv as well as their new electric vehicle you'll be seeing that soon on commercials for pole stars we're also awarded business with snap-on tools out of the wisconsin area and our newest customer that i don't even think i shared with jim yet we just picked up a honda jet last week in the aerospace business so you know we're needing an additional space in the very near future we're going to hire another 15 employees over the next um six months but we are going to double again this year and we tripled last year so thank you for the support of the council as well as on gateway research park thank you um good good to hear the business right here in our home city so thank you i hope i hope we can move this pretty quickly for you thank you thank you very exciting it's very exciting to see um we have now move on to um item number i point eight which was a resolution authorizing extension of memorandum of agreement between the city of greensboro and one step further and authorization of a new mou to continue to fund the cure violence initiative in the amount of four hundred thousand uh madam mayor i would like to recuse myself our board president who is going to be the spokesperson for one step and for pure violence is here and we'll be with you as often as you need him but i would like to be refused thank you do we have a motion to recuse mrs johnson by dr wells seconded by mrs item um former mayor robbie perkins and um i don't know if there's a presentation to go along with this i know we did get one um i believe last month uh yes madam mayor and city council it's my pleasure to be here representing one step further and the gate city coalition in this effort to curtail violent crime in greensboro and specifically in the areas around smith homes and on mlk as you know this program has been in effect for two years and we're now moving into the third year and uh i'm here as board chair because of the state legislature changing the ability for a sitting elected official to uh supervise programs that uh the nonprofit uh that that person runs is uh is getting from a public body and i fully agree with that legislation uh and am willing to take on the role as supervising official on behalf of one step further so that's why i'm here tonight i think the report done by uh uncg was thorough and comprehensive and in fact it said that uh that uh uh the work uh really needs three years to really fully bake and uh so we're into the beginning of our third year and we do have a report this program is working on a on a calendar year basis as opposed to a a a city uh schedule of july 1st to june 30th so that's why we're here now for this approval i also want to note that the work that's being done by the coalition is is very difficult work and if you read through the uncg report you look at the uh how one would qualify for being a person that is uh worked with in this non-profit and the the list of qualifications is is pretty tough uh and the folks that are worked with in this program are folks that uh that that can commit violent crimes and are likely to commit violent violence in our city so this is a program that has to build trust in these neighborhoods and and it's going to need some time to be to be truly effective so we would appreciate your support once again one step further this year is celebrating its 40th year and that's pretty incredible for any organization to celebrate its 40th birthday but particularly a non-profit that has worked to help underserved folks in our community for 40 years thank you any any questions you know i i know that when we first did this we knew that we would have to make a long-term commitment to see um really the the change in the mindset throughout the community um and it's very difficult to quantify something that didn't happen you know these are violence interrupters and their main focus is that something doesn't happen and we don't have a way to count that but we we do have some feedback from uncg and i think that um the gate city coalition can take that information and really build on it i definitely think that it is worth a third year of investment because we do need to see a change you know we know that there are hot spots and hot people um and i believe that the interrupters not only look at their area of town but they go beyond those borders so um i i think it's worth another year of investment i would move the item and agree with you uh madam mayor um you know caravans has had some growing pains but i think it's growing in a positive direction this is highly stressful work um and so i applaud those who have uh been in this from the very beginning um to see the fruition of cure violence program to solve balance in our community um there's not a one solution for everything um it's it takes a mere rat of different solutions and community it certainly um has to be a part of that it's not just law enforcement um or uh just one answer all together um and cure violence has shown us that and um the stories i've heard from those who work in pure violence um you know it kind of raises the hair on the back of your neck but they are out there in the community determined to make a difference you and i have been on scenes where they've actually been violence happen and they have went and responded and i applaud them for doing that so i look forward to seeing even more um of their work and not documenting anything because nothing has happened um so i'm happy to move the item and support this program i think i saw mrs therm's hand up and mr holston so um tammy first of all a sec i'm happy to second item but i also have questions for mr perkins um can you when uncg gave their report they talked about um perhaps underfunding under assistance from the cure violence headquarters can you tell us a little bit about um the timing on this funding and what it's going for specifically and i'm assuming it's just one more year's worth of operation but i'd like to hear confirmation and also what's being done or what has happened or will be happening to ensure that these people that are doing this amazing work are getting supported the way they need to and the way they should in terms of training um et cetera well and that's a that's a great question and uh the the funding uh request is simply for calendar year 2022 and uh it's a 400 000 request uh 363 000 of those dollars are direct expenses and there's an indirect cost that's a administrative fee to one step further of 36 364 dollars so that's the total of 400 000 uh the training as i understand it and and i've been talking i've been involved at this level for a couple of weeks now and have talked to trey davis about about this and part of the training for the program uh when it started was was through the city bringing in representatives of of cure the violence nationally to train some of the folks we have had some staff turnover we are currently looking for two positions and and i will be involved in the interview process for those folks uh in my role uh and uh and we'll be coordinating with uh specifically uh assistant manager uh davis with the nonprofit so in terms of the notations in the report from uncg i did take note of that and we'll be particularly concerned in the technology piece and it may be something that the city can give us some some help with because um one of the the most important things is for us to really track the data and uh and and that does take training and it does take some some technology and i didn't um i i didn't notice that there was a real investment in the 400 000 budget for that so it may be that if that's something we can get a little outside help on and and and and do better i would have uh i would take note that uh ingram bell who is our director uh was the recipient of the dogwood award from governor cooper for her outstanding work uh in in this area so while uh we do have some growing pains we do have some acknowledgement that people are are doing outstanding work thank you mr halston yes madam mayor mr outline thanks so much uh robbie welcome aboard to the team um yeah not on your team i'm going to stay home to the cure violence team and one step further and and then celebrating 40 years of of long-term commitment to the community um a couple of things here if i can have just a a a little moment i know public safety and violence mitigation are are really important to me and i and i do believe the cure violence plays a strong role in that a couple of questions for you regarding um and looking at at the p l for instance uh the funding that that we're providing with this uh this request and what percent of the funding for cure violence is that is that a hundred percent is it uh that's a hundred percent of the funding for cure violence okay uh are there are there plans or are there steps in place to help diversify those funding resources funding sources uh we we don't have plans at this point to do that uh at this point we want to execute as best we can and if we can put in place outside funding sources there may be those in the community that would want to underwrite some of that typically one step further and the programs that that it implements uh have funding sources uh the united way and others but this case in this case uh this is simply a a program that one step further took over at the request of the of of the community of the city and uh and uh so we're implementing it uh under those conditions right and you shared that this is the the third year of a three-year uh commitment so so programmatically and are there going to be additional programs rolled out uh additional collaborations for instance maybe with local public safety well i i think we already i think uh it depends on what the city wants to do uh and and this was a series of one-year commitments so there was never a three-year commitment but a lot logically you can look at this as uh as something that's going to take three years to get off the ground because you've got to you've got to train the folks that are working in the in the neighborhoods and and then you've got to uh uh build trust in the neighborhoods and uh and and then you'll start seeing some success out of the program and that's what's been seen in other areas of the country where this program was put in place so uh the the the real uh strength of the combined one step further uh cure the violence uh gate city coalition um uh uh effort is that you you already have a group of committed committed volunteers that serve on one steps furthers board and have supported the organization for the last 40 years you've got trust in the communities that that one step further is going to have a clean audit every year like we've had for the last 39 years i would expect one in for the 40th year and uh and and we do have a good management team in place so uh you know my role is as board chair is to step into this situation uh instead of of yvonne being a supervisory official because it is the city's money i would step in and supervise to comply with the state statute and uh we do we did expand the program uh there is an expanded level of service if this model works it could be a game changer for the you know violent crime prevention in the city of greensboro and i guess the question that i've asked myself is that if this doesn't work what's the plan b uh because uh you know we really have to to change people's way of thinking in order to to change outcomes and and this this identifies folks that are likely to to to have to commit violent crimes and change the way they think and maybe move them in the right direction and avoid tragedy right and you know violence mitigation is is hard work i think i heard the mayor say that uh something to the tune of is is difficult to prove a negative uh roger i heard you speak about growing pains and uh and that's that's probably where cure violence is right now you not always going to see i think councilwoman hightower talked about not always seeing the results of it but sometimes those conversations that happen uh stop something that could have happened and there's no no record of it in general i i'm in support of this uh i'll call it a reinvestment and we invested one time and we're looking to reinvest right now uh but we're reinvestment in reflecting in violence mitigation and i see that somewhat similar to some of the other investments we've made from council uh maybe a little more tangible whether it's core technologies or toyota you can kind of count widgets there you really can't count which is here but it's still an investment and you can call it economic development because uh what's going to happen is that we have we have poor violence data for violence numbers uh it it might keep folks like jeff foster from expanding and building and growing uh in our community so from that perspective uh i'm supportive i understand that that covet probably had an impact on on uh cure violence in the past whereas they might not have done all they possibly could have there in the in the second year of a of a three-year growth uh but but i do say that i would like to see more diversification in the funding sources and also more programmatic uh developments come out and i'm confident with uh with the team that you have and and robbie with you on board there that we'll see more of that but in general i am supportive thank you thank you mr outland great thank you uh the city partners with a number of non-profits and contributes substantial sums of money to many non-profits i do want to um really highlight that with regard to pure violence over the past many months city staff has done in my view a really great job in providing more data and more information on a regular basis about the activities of the organization to give a sense of to mr holston's word whether or not it's a good investment and i don't believe the city provides that information at least proactively to the public on the city's website but it's really terrific information that goes to the topics mr holston referred to a moment ago in terms of community partnerships essentially the number of interactions that the cure violence staff has had also there's documentation that kind of outlines the goals and the purpose of the organization so i do want to really highlight that because i think it's uh it's really terrific that staff has collected that information and provides it on a routine basis to council members to uh help support and gain confidence that it's a good expenditure and i would encourage staff to the extent the public has interest in seeing that information to readily share that with perhaps the public on a proactive basis if there's a sufficient amount of interest i also want to highlight something i've noticed at times perhaps gets lost in the discussion there's lack of an understanding with regard to the way cure violence works the city has experienced explosive amounts of violent crime over the past five years right you know nearly the past few years we've had two record-breaking years last year was second with regard to the number of homicides pure violence is targeted on very small areas of the city hoping to reduce violence in those very small areas and so while at times it may be hard theoretically to evaluate program efficacy you can do things look like by examining those particular areas and examining the violent crime that has occurred before cure violence including homicides versus after cure violence and also compare that to the violent crime that's occurred across our city and i think certainly for at least many of the years when you look at the areas in which cure violence was implemented with regard to homicides it's been flat or slightly above but you're talking about going from maybe two homicides to three homicides and so while obviously there's always going to be an issue and this council should look at things about okay if pure violence is getting great results in these particular areas what's the video the ability to scale that and whether or not in those particular areas it's pure violence that has caused that violent crime or at least homicides to be relatively fi you know i think it's it's important to understand that that's the way the model works so that you can fairly evaluate the actual program so mr perkins thank you for for stepping in and discussing the topic with us and mr wilson thanks to you and your team including assistant city manager trey davis on the data collection reporting it's it's really wonderful mrs hightower um thank you madam mayor excuse me anna and i didn't touch on this when i spoke earlier but um i did want to kind of address some of what uh mr holston said so you know cure violence is based on a uh health model that it's an epi that violence is an epidemic and typically it is funded through the public health system and so while we have gone to the county they chose not to do it so we did become diverse in the fact that we still did um and you know so which is something that typically if you're looking at public health the city doesn't really do public health but because this was so important um when you looked at pure violence national model that's how we got to where we are utilizing the non-profit model as opposed to the public health market but i think that in terms of other funding sources we can go back to the county because um we have been running this program successfully yes with growing pains and that happens in every job but we have been doing that and to get maybe another target area but it's going to take more funding and so we can go back to the county as well it's going to help we've tapped into going up before and they wanted to wait as well and see where we were so there are some alternative partners that i think benefit uh from actually having a cure balance model in your city um and so i would like for us to go back to a couple of those funding sources and be very specific in getting them to partner with us because that means if they work with us and we do pure violence that's less people they see in the hospital um if you will at an er emergency room less shooters coming in um and so i think that has men um so i would really like for us to pursue that um i i do know that cure violence has applied for some arp funds i know that still is coming through the through the city's coffers i believe they've also applied with the state for the governor's crime prevention funding and i'm sure that you know they will reach out to the county the county is still working on their process um how they're going to handle arp funding it would be a good opportunity for um curve islands gate city coalition to reach out to the county as another funding source and madam mayor council i think your comments are spot on and i think now that we have this uncg report and if we can put a little bit more data in i think a request to the county would be well received i think there's been of course a sea change on the county commissioners and we may we may be hurt a little bit but i'll have to say and those of you have been on council for a long time the city of greensboro is a great city because we have made choices to reinvest in ourselves in our own community independent of anyone else and i think you can see that from a housing standpoint from this program our parks we could have not done things because we didn't get help from the county but we chose to make those investments ourselves and that makes greensboro a very special place so thank you for what you do and for the support of this program thank you i do know move along this year and thank you so much for the work that all of you do for all of us thank you um we now move on to boards and commission appointments but before that i thought um mr city manager maybe put you on the spot a little bit if you could give us a storm update um i do want to say that uh all of our employees have really done stellar work they always do but this last weekend it was under difficult circumstances i know we might get some more snow or sleet or slash in the next coming days um if you could just give us an update i refuse to acknowledge that last statement there'll be no sorry i didn't mean to throw that out there in the universe i'm more than happy to do that so i concur and all of you have been so gracious in your support for our staff but i do want to say first and foremost i am so very appreciative of our staff during this time we have literally run 24 hours a day to do clearing to be on standby for downed trees to be available for stranded in vehicles and accidents uh this was a non-stop event we did a wonderful job in responding i know it may not be as quick as everyone would want in terms of clearing but the challenge really came from the compaction of sleet on top of snow we got very lucky we did not have widespread outages which is what we were anticipating in lots of downed trees so i'm thankful for that we had 50 accidents during the event in terms of vehicles i that's a low number i i don't want any accidents but that's a low number i've been as you all know working these events for many many years and that could have been much worse so way to go community in terms of being cautious and taking your time or not driving at all today we've made significant price progress because of temperatures and sun but also the great work of our crews uh who finished up really the p2s uh priority two roads as you know them uh and we are into the neighborhoods as a matter of fact while this meeting was going on i have gotten blown up with many messages of thanks for seeing uh plows in neighborhoods so we are working even at this hour uh your inbox has the latest and greatest update uh so we're we're making great progress we will see all of you again tomorrow our offices will be open again thanks to all those who telecommuted today and worked remotely to keep services going thank you very much and i appreciate your hard work and i know you have been doing this for a number of years so um shout out to my team mayor bond uh trey davis uh i almost i almost got away with uh not saying this but trey davis led our emergency efforts this year kim and larry coordinated behind the scenes i just want to say thank you to all of them because uh for like a small window i got to go out and play in the snow for a few minutes and that's the first time in 29 years very nice very nice um ford's in commissions um mrs hightower uh yes madam man so i asked andrew so andrew you're saying we got a guilford historic uh commission and uh i want to appoint uh and she's in the data bank megan summers to that gilford historic board um and she was the only one who wanted to be on it and she's from district one so i'm happy to appoint her um so if i can get a um i guess sharon is she um replacing somebody or has this just been a vacancy he replaces stephen johnson okay so i see there was a second by mrs thurm um all in favor say aye aye aye anyone opposed chuck i hope this works for boards and commission appointments okay um any other um any other appointments this is high quality yes um and i have um i need to appoint mr michael waller uh to the minimum housing commission and he will be replacing quentin brown whose term is expired um and i have spent some time trying to find um someone to serve on there but in talking to mr wallace today who has housing concerns as well in district 1 uh he is happy to serve and angie he will be sending his interest form in so i need to put him in the data bank and appoint him to the minimum housing commission okay and i think i saw um mrs thurm second that all in favor say aye opposed mrs hightower do you have any other appointments i don't have any other appointments but what i i i do want to highlight this um i will come back we'll come back for comments oh well this is a boarding commission coming okay um but i mean i can give it later but i wanted to kind of throw it in oh and i'm sorry i do have one more that's a joyce school um and and trying to talk to goby does she want to be on the war memorial for yes we're looking for someone so okay so she is a district one resident but she will be filling a district to slot and um who is she replacing she would be replacing i believe maxine bateman maxine bateman's term okay okay so um sharon i guess you made that appointment and goldie is seconding it yes all in favor say aye aye aye anyone opposed that passes nine to zero and but yes i also want to see how we're gonna handle this thanks to the redistricting of the city maps um i have lost a couple of people um to district five ms time um so uh i'm either going to need to get permission to let them remain in those spaces i have one that's on sustainability and ones it's on redevelopment i also think i lost one on gc jack to district 2 and i need to clear that up as well so but if people desire to continue serving i don't desire to remove them and i just need to highlight that okay so thank you thank you for going through that thank you um dr wills yes uh i have uh two appointments uh no i don't have two yes i do uh to the human human rights commission i want to appoint uh brenda bishop to replace zanzella savoy who resigned okay we have a motion you have a motion and a second all in favor say aye aye aye anyone opposed so i do not have the second the second one sharon already uh appointed joyce rule so that that was the second one i had zanziella will be zanzilla will be very good zanzella is is resigning she was on the commission and she has she can't they're meeting times i see working out for her that's too bad yeah she's a good person she's been a good job dr wells do you have any other appointments brenda will do well no no brenda bishop is to take that play um mr outland thank you uh mr peter isikoff served on the minimum housing standards for many years including his chairperson regrettably his term has now expired and so i would like to appoint miss ellen sheridan into the position that is uh soon to be vacant for replacing mr peter as a call second okay that was um seconded i think by mrs thurm all in favor say aye aye opposed i know that ellen had been on minimum housing in the past so she'll be able to hit the ground running that's right i had the pleasure of serving with her for a number of years before i joined the city council would like to thank mr izakov for his years of service on that board as many of you know it's a very important board it's a challenging board so i appreciate his his years of volunteer service to the city and that's all the appointments this evening thank you um mrs hoffman i have none mayor thank you mrs thurm i have none i've got one in process but i don't have it worked out yet mrs johnson all these district people take over all your appointments i know i know them what just kidding all the districts i'm kidding okay okay no she's not she's not my kid do you have any appointments or is the district's taking them all no actually i'm working on a couple but no none at this point mr halston uh i don't have any at the moment either uh uh mayor pro tim uh johnson i feel your pain right but i do also wanna wanna share that uh as it comes to these boards and commissions and i know that i'm sure if you're listening in on right now you're you're kind of hearing us as council members uh somewhat challenged to find folks to fill these roles these roles that help make those decisions and have uh and give folks input into our community and i'm just wondering is there another way as opposed to the to the nine of us scouring through and and trying to highlight folks is there another way that we can look at this and uh and kind of problem resolve and and crowdsource this with with our folks here in greensboro and whether it's a link whether it's a site whether it's enhancement of what we have on the city side right now or some other way of just highlighting those roles that are that are uh coming open that we want to fail and sometimes uh or a lot of times there are folks out there who have the skill and the interest and the time to fill them they just don't necessarily know about them uh maybe we can find a way to to help to expedite that process make a little more efficient for all parties involved us up here trying to struggle to to to fill these roles and then also people who are interested just don't know that something's available just tossing that out there thank you um comments mrs hightower um thank you madam mayor um and yes i wanted to also thank mr quinton brown who served on minimum housing uh two terms and his co-chair he brought up a lot of issues i think that to the forefront um that i think sometimes people uh didn't want to hear uh but sometimes those are the difficult issues that we have to deal with and uh things that he saw um firsthand and um so i certainly appreciate his service and he's serving on gc jack and so hopefully he'll continue that um also i wanted to thank our staff for the snow removal i'm not sure if my street's clear yet but it's all good um i know they'll get to me when they get to me and i'm i'm okay with that um i saw a facebook post where one man uh had been working uh 12 hours and his replacement didn't get there and he had to stay on additional four and he was committed to doing that and i'll be back tomorrow for another 16. um that's the type of employees we have there um and i just want to highlight them and thank them for getting out in the cold and snow and driving those big trucks um i do know we have experienced a shortage in drivers so what i wanted to ask the city manager and maybe i'll ask um the new city manager you're listening um you know we've done this for police and fire we create incentives uh to recruit employees but i think we need to do that for our field docks heavy equipment drivers um to recruit them they drive great with vehicles like fire trucks and in some instances they're full of trash and god forbid of any kind of accident um and so i would like for us to really look at um how we can help field philadelphia get some new equipment i know they put in for maybe a truck here or a truck there but to look at how not only can we help them get the new equipment that they need but to be able to recruit drivers um as well i think we saw what happened at the school system um with their drivers of course some of them were sick and some of ours have been sick but also we we need to be able to recruit and retain good people that do good work and when we need them they respond um so i really want us to look at that uh and look into them so i'd like to get a report back on that uh mr city manager from budget and um hr and see what we can do to formalize some type of incentive uh planning for our field operations um as well also uh i'm still waiting on our mwbe works um session we have not had it yet and i'm really very interested in having it because uh while tonight i didn't pull items off the uh agenda consent agenda um i'm noticing many items have um waivers uh they ask for waivers and some of it rightfully so um you know you only have a few people who even do the work if they do the work uh at all so how can we recruit um businesses to get them involved in that this mwb program has so many alternatives in it uh whether it's joint venture or mental protege and i think it's things we're really not doing i've noticed that we had a lot of e-procurement purchasing um tonight as well and they had waivers on them as well and um i know certainly mr borchers gave me a great answer for one of those but um i i think it has to be more than just construction um we do more than just construction and we need to be utilizing those individuals um that have that skill talent and ability i think we're doing it i know covert has been somewhat of a problem i get it but uh being virtual now we ought to be able to kind of you know at least outreach a little bit more and i'd like for us to do that um you know when it comes to this i really want to see our mwbe's be able to grow and buy some of these houses that tonight we approve um i'm also proud of the fact that district one hit some home runs tonight we were knocking it out of the park it's coming years ago we talked about you can only grow east and now the east is growing we have two industrial um jobs uh projects tonight and two residential and normally you get one or the other but tonight we got them together sometimes the chicken before the egg or the egg before the chicken tonight the egg and chicken all rolled in at the same time and so it was exciting um those projects uh people are gonna be moving uh into district one into the city of greensboro and getting jobs and um i know that the more jobs we can get uh that we can help even do more infield development because we do need to focus on infield development their areas and these springs were that are not touched and we need to start touching them but hopefully those individuals will get jobs that pay them well they'll be able to buy homes and take care of their families and so uh tonight district one kudos uh for what is happening here uh in the east and more and good stuff is coming because there's some other things that are just right around the beach um if you will also i want to give my condolence to mr ken free senior i attended his channel last sunday for many of you who know mr kinfrey was uh wednesday center years ago he was uh first african-american to head neat uh he was uh gosh and the first african-american to do a lot of things in parts and wrecks in sports um and just most recently when we went to winston the mayor knocked he was inducted into the national parks and red hall of fame and he's received a longleaf pine as well and so we said our goodbyes to him last sunday but we will always remember him because basketball court acceptance and in barbara park are named after mr ken free and then we lost a community member that was painful mr tim benson mr tim benson who was only 46 years of age uh headed up pals for over 20 years had a leadership academy that he ran he mentored young people um he just had a he was a wonderful person um great personality very helpful helped me help anyone who could whether it was people experiencing homelessness or mental health issues um he was just a willing servant i think about heritage house and he was there with me when we went in the heritage house and helped those individuals over there and at 46 of the years of age he got covered and he did not get vaccinated so what i say to you to those listening please please it is real get vaccinated you do not have to leave here at 46 because you can do something that's prevented um i know we all gotta go but we don't have to go that way unless you know i know when it's our time that's just not the way to lose someone who's very important in this community so please um get your vaccination wear your mask thank you thank you dr wells uh first i'd like to give kudos and thanks to the bill ops for what they've done over the the days that we've had the storm and i'd like to thank gta for assisting guilford county schools and getting the students to school last week um glad to see that there is investment in the east we've been talking about investing ease and tonight we did see an example of that and i'm so pleased to uh see that i want to congratulate the human rights commission for the wonderful virtual celebration of martin luther king day on yes on yesterday was a wonderful production i think gta did the uh not gta but gten did the um production and it was a very uh nice celebration i want to let you know on the 10th of february we'll have another district 2 town hall it will be virtual and i'm inviting all of the district 2 to tune in you get a chance to meet our new city manager at the town hall i also would like to give condolences to the family of mr tim benson he was a community person in fact he ran in the last election for city council so we will miss him that's all i have tonight madam mayor thank you uh mr outling thank you uh as others have expressing my appreciation and thanks to all the city staff person that did a remarkable job over the course of the past several days in light of the really adverse and exceptional weather it's really a perfect representation of really the tremendous uh work oftentimes done by city staff and then as uh councilwoman wells and high style powertower stated definitely my condolences to the family of mr vincent he was really a really kind terrific person very active in the community i got an opportunity to spend some more time with him as recently as about a month and a half ago at a community event at a local barber shop discussing city issues including crime and so definitely condolences to his family will definitely be missed thank you thank you um mrs hoffman um yes i i would you know sometimes our meetings maybe to us and even to the the public who are watching watching sort of seem perfunctory but you know if i aggregate everything that we've been able to do this evening fortunately mrs hightower made some reference to that tonight um we annexed into the city of greensboro 366 acres of land and then the infrastructure investment that's going to be made in uh in those areas is another 20 million and i didn't aggregate the exact number but i i think we're talking about the projects that we approved tonight uh 12 1200 housing units yeah right this is that's absolutely amazing it is one when you aggregate what this really means and it just is an indication of the direction that our city is moving in and the excitement of growth and the opportunity that we have and then you know on the agenda again for core technology you know a local company whose president came out of a loca our local university and for them to experience triple level growth last year in their business and that they're going to double this year those those are absolutely phenomenal numbers so you know i just it's very exciting to be a part of this and then uh really for former mayor perkins uh presentation on core violence and the fact and the fact and he alluded to the fact too that we we are making investments in this city in all areas of the of life here that affect our citizens and i'm just it's an exciting evening and i just really wanted to make that comment thank you mr stern um i i agree with what's been said um there's so much out there and certainly in terms of thanking our employees and the incredible job that they've done this week as well as every week that they work but this week particularly i also want to write remind everybody that february 2nd at 7 pm is the kickoff for this participatory budgeting cycle if you'd like to be a part of that it's going updates on all the existing projects that have gone through and would encourage people to go to the city website and check out the dashboard that shows all the projects i know um we have one project in district five that was from cycle one that is under construction now and is very exciting um lots going on with our pb projects the budget just went through and you know we're kicking off all the cycle three projects and um it's an exciting time so we'd love to have everybody's input and everybody's participation in that community kickoff for participatory budgeting coming up do you have a flyer this therm is there a flyer being generated there there are several and your district one reps should have them as well as i can ask karen to put some in your office if you'd like we also have posters and there's facebook postings that i'll be happy to send you electronically because woman hightower but i'll also ask karen to put put information in your office if that's the best way for you to get it yeah i'd like to send it out to my district 1 leaders that'd be gr that'd be great and we would we would appreciate that thank you you're welcome thank you mayor pro tem yes first of all um i know you've all thanked the staff and i i can't help but thank them too because the work that they do have has has been beneficial to the city and our quality of life but they've saved lives as well and so i want to thank them for for their work this was a great council meeting um i think um nancy hoffman councilwoman hoffman put it very well when she um added up everything it's astonishing and it's awesome and it's a blessing for our city it's a blessing for district one i want to give a shout out to three sororities and one fraternity many of our sororities and fraternities in greensboro offer service to all kinds of people in our city who need and sundry things some work with the homeless some work uh tutoring children i mean it's just a multiplicity of things they do but all of these celebrated their founders day first is uh the fraternity sigma my son is a sigma and they are great group of of young men and and older men i want to give kudos to delta sigma theta zeta phi beta and the first and finest alpha kappa alpha i am a member of alpha kappa alphabet they are the oldest of the fraternity of these sororities now thank you for what uh what work you do for the service that you do for the people that you help and the people that you check really change their lives for the better so thank you madam mayor that's it for me thank you um miss abusa waiter thank you madam mayor at the risk of repeating everything that everyone's already said um i do want to highlight that i'm just thrilled to see the development in these greensboro and i think mrs hoffman kind of summed that up with her totals and stats there so um you know i think when we were all at the toyota battery plant it was stated that it's not greens boring anymore it's greens booming so you know greensboro really is booming and no i forgot now who did say that was that stephen tanger david tanger at the congress i'm so sorry no yes but it's greens booming i realized that after i said that um i wanted to highlight a few things uh martin luther king jr day yesterday of course the virtual mlk breakfast by the human rights commission supported by the human rights department nikki giovanni was the speaker and i know many of you uh were watching yesterday it was a wonderful program um and also i wanted to mrs thurman actually mentioned before we got on camera this evening that dr goldie wells was on a local media um spot on about her father and his relationship with martin luther king jr and goldie uh being a young woman it i knew a lot about what was going on in the freedom house that it's going to be restored and it was just a really nice spot on tv thank you dr wells um of course field operations safety personnel uh don't forget our gm 911 dispatchers they're the ones taking the call when you call so you know everybody gets a a load of thanks um i do want to say that you know i think this is um mr chris wilson's last official meeting as interim city manager and just wanted to thank you and i know everyone feels the same about all the wonderful things you've done for us for the city you've had this let's get it done attitude and uh i'm looking forward to that continuing and i'm i'm sure that i our new city manager will be uh leaning on your shoulder a little bit for how you do all these things so thank you so much it's just been an honor um to serve with with you and um to see so many wonderful things get done in the city thank you thank you mr holston uh thanks so very much madam mayor uh let me first start by uh speaking with uh madam mayor pro tim johnson uh january is a wonderful month for the founding of fraternities and sororities uh but i must admit there's there's one fraternity that is probably the greatest fraternity of them all that was founded on january 5th of 1911 uh kappa alpha psi fraternity incorporated uh in addition to the others all wonderful but i i just have to just admit that one uh i know a couple of those those members those brothers and uh they're a very fine group thank you hugh for bringing that up my uncle who helped raise me was a kappa and when i was a little girl i used to say i was going to be a kappa when i grew up so thank you i didn't know that the kappa celebrated this but thank you so much will you have me you have me i also uh it is somewhat duplicative but i want to thank the city staff for the wonderful work trey for your your your plan i've always said when it comes to emergency management and business continuity the best plan is one that's not fully activated so uh congratulations on that also the gta uh for their assistance with the guilford county schools and and the local city schools um let's also talk about uh [Music] also sending out condolences to the family of ken free senior uh i was also in attendance at his funeral he passed december 29th uh a wonderful person uh home but not homegrown but with homebred dudley high school ncaant as a councilwoman hightower said many many firsts from uh nba's from mediac or meac commissioner to uh the men's ncaa selection committee uh and also uh what a lot of folks don't necessarily know is that he was the inspiration the driving force behind what is now known as the celebration bowl for for nbac uh miyak uh and uh hbcu football championships uh but i also consider him to be uh not only was he a father and grandfather and and the like was also a fraternity brother and uh a mentor and a friend and he'll be sorely missed uh and then also as i will always do when it comes to closing uh mask up get your vaccination get boosted and get tested thank you madam mayor thank you um i want to recognize the irc and our other shelters who have really been working um extra over the last couple of weeks um and our public safety and other employees for making sure that people are getting to warming stations and to shelters they've done great work and it's a really good partnership as you know we started downtown ambassadors a couple of months ago and i was speaking to one of the ambassadors today and um he came upon a man yesterday who as they were talking um had a stroke and he called 9-1-1 they got to him and it was good that they happened to be in the same place at the same time you know i shudder to think what would have happened if that ambassador hadn't been around or if he wasn't quick thinking to um to get 911 there you know i too want to encourage everybody to get vaccines and to wear a mask you know we are going to be living with this for a while and i think one of the most effective therapies obviously is for people to get a vaccine but i'm not a doctor but i'll listen to the doctors when they talk about the importance of vaccinations um and i do again want to thank our city staff for the great job that they have done during this weather event and all weather events um mr city manager do you have any comments madam mayor yes my i just like to um thank the city manager chris chris has been fantastic and chris we appreciate you and we thank you and we're grateful for all that you have done and i know you've worked hard on some of these economic development things you have been one of the backbone so thank you so much for all that you've done dinner oh and you know i do want to add one more thing nancy added up the um the investment and number of housing units for this meeting there was a meeting maybe 13 uh three months ago where we approved sixteen hundred units um so we are getting um units approved i think that was another most of them were in sharon's district one there are an awful lot of good things happening so um it's an exciting time to be in greensboro yeah and in the words of our former mayor uh keith holliday he said that the only place we can go is east and it looked like it took time for us to move that way but we are now going east and um invest east as that slogan that we have and now folks are investing in the east and west they bring some houses over here you got plenty of them tonight well i i agree dr wells and mayor um it's an exciting time in district one um you know you're right i mean i i i can stop fussing now right that ain't gonna happen i was getting ready for this meeting maybe good thing well okay well just stay tuned welcome yes ma'am and you know i think this really shows that our infrastructure improvements are paying off that you know we made investments in water sewer and streets a long time ago and that is allowing some of this growth so it is it is a good time it absolutely is east is the only place to be hey um mr city attorney no comment um um if there are no further comments um can i have a motion to adjourn before we adjourn i just want you all to have this little quote i heard it on national public radio it goes right along with encouraging people to get their vaccinations says dr fauci will give you the algae so pass it on i think you skipped over city manager oh well i i i could not be more excited about the new city manager he is a wonderful person we've been spending some time together and i'm certainly looking forward to supporting him i am not going out to pasture i don't know where that's come from but i've heard a few people ask me if i was leaving i'm not i'm looking forward to working with this award-winning team like i always have and you guys it's been seven and a half months we had an agenda as a team i told you that we would let action speak for us and that's exactly what we've done and i'm so blessed to be able to work with this team the folks that are in this office the folks that are making it happen all the great things you talked about tonight there's so much staff work that goes into that and we we are just very fortunate to have the team we have in place to help us move that needle forward and you're right this is our time greensboro is in fact booming and this is our time and i am i'm just so thankful to be able to even be a small part of that and get to see that um so thank you guys so much we still have one more very important engagement together uh for me in this role and we'll we'll all come together at that time uh to be announced and uh i just i thank you so much for the opportunity to to roll my sleeves up and dig in and i'm going to continue to do that with this great team thank you thank you thank you thank
