thank you and welcome again to the mesa city council meeting for july the 5th uh council member thompson is unable to attend tonight and he's excused but all other members of our council are present we'll begin this meeting with an invocation offered by david nawi with the spiritual assembly of the baha'is of mesa followed by the pledge of allegiance can we double check as uh mr nawi are you on body for the transportation department as requested by the fleet services department item 4b approving three-year term contract with two years of renewal options for gas masks and canisters for the mesa police department item 4c approving one year term contract for toxicology drug screening analysis for the mesa police department item 4d approving five-year term contract with two two-year renewal options or private jailing services for the mesa police department item 4e approving three-year term contract with two years of renewal options for water transmission main inspection services for the water resources department item four f approving three year term contract with two years of renewal options for ferris chloride for the water resources department item 4g approving use of a cooperative contract for a one-year term contract with four years renewable options for refrigerated liquid carbon dioxide for the water resources department item 4h approving three-year term contract with two years renewal options for bulk methanol for the water resources department item 4i a proving contract for ellsworth and gateway boulevard utility and roadway improvements pre-construction through the national endowment for the arts the grant will fund a portion of the cost for the spark youth media festival a partnership of asu and the mesa arts center item 5c approving a resolution authorizing the city manager to accept funds made available through the creative forces grant through the mid-american arts alliance and national endowment for the arts this will help fund the arts and service program at mesa arts center item 5d approving a resolution authorizing the city manager to enter into a grant pass through agreement with the city of phoenix for a grant award through the federal transit administration pilot program this will be used for mesa connected a planning program for a possible streetcar project in an area along the dobson road southern avenue country club drive corridor item 5e approving a resolution authorizing the city manager to enter into a development agreement with wayne of mesa limited partnership relating to approximately 48 acres located north of the northwest corner of elliott road and signal butte road for the purpose of opting into the elliott road technology corridor item 5 f approving a resolution authorizing the city manager to enter into an intergovernmental agreement with the flood control district of maricopa county for the baseline and signal butte roads drainage project the county will fund 75 of the project design and construction cost item 5g approving a resolution accepting mesa's climate action plan 2.0 with updated aspirational goals that will enhance community resilience through collaboration and inclusive engagement item 6a introduction of ordinance regarding xeon 22-00237 for property located north of main street on the west side of alvista drive council used permit and site plan modification to allow for development of a mini storage facility with rv and boat storage item 6b introduction of ordnance regarding xeon 21-00793 for property generally located west of country club drive on the north side of the u.s 60. re-zone of the planned area development overlay and site plan review to allow for multiple residents development items 6-c introduction of ordnance regarding zon 22-0 for property generally located north of the mcculloch's road and east of greenfield road this request will modify the existing design guidelines to guide future development at falconfield airport item 60 introduction of ordinance regarding xeon 22-0 for property located south of university drive and west of ellsworth road re-zone and site plan review to allow development of a restaurant with a drive-through item 6e introduction of ordnance regarding anx 22-000 annexing property located north of pecos road and east of ellsworth road item 6f introduction of ordinance regarding xeon 22-085 for property located east of ellsworth road and west of single build road on the north side of pecos road this is a rezone with planned area development overlay and site plan review to allow for an industrial development item 7a approving an ordinance amending title 2 chapter 3 of the mesa city code pertaining to the judicial advisory board to include an additional process for pointing city magistrates an item 7b is for continuance to the july 11th 2022 city council meeting this is for an ordinance regarding zon21-00940 pertaining to a rezone and site plan review for property located east of lindsay road on the south side of southern avenue again this items for continuous the july 11 2022 city council meeting mayor and council members these are the items on the consent agenda thank you mr christopher i know we we have received a few requests to speak on agenda item 5g relating to the climate action plan so we'll remove that from the consent agenda ms mosley have we received any other request to speak on an item on the consent agenda no other requests all right thank you very much uh i see that mr freeman's made a motion council member spillsbury has seconded it please vote thank you that passes unanimously uh as i indicated the next item on our agenda then will be item 5g this is accepting mesa's climate action plan 2.0 with updated aspirational goals that will inform consideration of actions within city operations and enhance community resilience through collaboration and inclusive engagement uh i have two cards from those who are present in the meeting and then i think we have someone who sent in a request to have her their statement read is that she has arrived great well all right better to have you live and in person then uh let's start with anna rose and i'm gonna mispronounce her last name anna rose i'm sorry would you please uh help me with it yes hi guys um mayor giles uh hello vice mayor duff and to all you other city council members my name is anna rose moore almeida i'm a westwood high school alumni and i'm a civil engineering student at arizona state university i have been working on the cli on climate crisis mitigation for more than a decade and it is gratifying to see the city of mesa taking this crisis seriously the climate crisis threatens my future and my children's futures so i take this issue very personally i would like to thank vice mayor duff for being a climate crisis action powerhouse and for being so supportive of mesa's climate action plan i would also like to give a shout out to laura hyndman from mesa sustainability department thank you for all your work and time you have invested in this climate action plan mesa's climate action plan 2.0 is good work and it is impressive that said we continue to have many things like the creation of urban forest water conservation and robust recycling programs that need to be done in order to move mesa towards a greener future i encourage the continuing movement towards a sustainable future and i implore the city council to keep the climate action plan 2.2 2.0 momentum going the climate crisis is here we have waited too long and i fear that mesa is not being aggressive enough i would also like to point out to the council that other arizona cities like tempe phoenix and tucson all have carbon neutrality goals set for 2030 and mesa's carbon neutrality goal is at 20 50. i want everyone to think about the floods insane winds and wildfires that are happening right now 2050 is far too late for mesa to achieve carbon neutrality as the climate crisis will only get worse if we delay substantive action the slower we are to achieve carbon neutrality the more time the climate crisis will have to damage wild places wildlife and human beings according to an az central article by andre nicola in 2019 two-thirds of arizona voters regardless of their political affiliation acknowledged climate change is happening and most who think it is are extremely concerned about its environmental impact if we express the significant impacts of the climate crisis and encourage climate action in a rapid fashion the city of mesa can emerge as a leader in sustainability i am extremely proud of the city of mesa for creating and implementing the climate action plan 2.0 we can and must be more aggressive with our sustainability goals having a city citizen citizen council on climate and sustainability can be very effective if the recommendations are taken seriously by those in a position to implement the recommendations as a comparison scottsdale has a city council appointed citizen commissioned to advise the council on its issues related to preservation and enhancement of the local environment the scottsdale environmental adversary commission provides guidance to a prioritization sorry of current and future environmental activities and recommends environmental policies to the city council i'm happy to see a similar advisory committee in mesa this kind of public participation is what mesa's citizens want which will allow mesa to quickly and proactively mitigate the worst impacts of the climate crisis thank you thank you anna rose uh shelley gordon hello mayor giles and vice mayor duff council members so my name is shelly gordon as the mayor said i live on indigo street hohokam park just park precinct in mesa and i too am concerned about the impacts of climate change on our city residents and businesses with our increasing heat longer summers chronic drought i also served on the human relations commission in the city of palo alto in california so i know a lot about commissions and i believe that a climate action advisory commission would be instrumental in helping the city carry out our climate action plan so the mesa climate action plan 2.0 was very ambitious and thorough touching on all the threats to sustainability and citizens thriving and with good mitigation strategies and programs of course implementation processes and timelines will be key to delivering on that plan in chapter 4 of the plan that's pages 18 and 19 the mayor vice mayor council and city staff state that effective climate action depends on encouraging a broad participation on climate-related activities that greenhouse gas emissions reduction goals will not be met without the community playing a key role i couldn't agree more the plan goes on further to say that individual and community groups have a key role to play in helping mesa reach our climate action goals with priorities being responsible for water management improving air quality transitioning to renewable energy and the corresponding initiatives that go along with those are resilient water supply tree and shade planning planting increasing renewable energy infrastructure one way to involve the community is to have and to hold leaders and staff accountable and to deliver on the mesa climate action plan is to form an elected citizens climate action advisory commission and that would be to advise the city council on all of these initiatives this would give citizens the opportunity to play an active role in mesa city government the citizens climate action advisory commission would advise the council on issues relating to delivering on the climate action plan including coordinating efforts with city council and staff and the community to address issue initiatives actions and progress the commission meetings would be open to the public where it would take input from the commun community to then advise the council so instead of reinventing the wheel the city council should look to similar commissions as my colleague anna said uh already serving surrounded communities such as scottsdale and tempe and i have had conversations with the sustainability director in scottsdale so there's much you know we don't have to reinvent the wheel there's there's a whole template available to us to adapt from for example tempe sustainability and resilience commission researches advises and recommends to the city council policies and programs that advance sustainability in tempe with a focus on many things but just calling out the climate action plan with a road map to actions to be recommended energy management that includes city operations and the city as a whole environmental justice and transportation and then there's about 11 other areas so they're very comprehensive in addition the sustainability and resilience commission also assists city departments in executing approved policies and programs supports education and outreach related to the city's sustainability practices identifies potential sustainability partnerships with public private and educational entities and recommends a comprehensive sustainability plan with measurable goals and benchmarks to ensure year-to-year progress similar to what our city can't use you know you have done with our climate action plan so mesa climate action advisory commission could adapt best practices and provide guidance on the prioritization of current and future climate action plan activities and recommend policies to the city council on its own climate action plan thank you thank you shelley councils are discussion before we vote on this item vice mayor yes well thank you very much for coming and speaking on these items and well said of everything that we need to accomplish and our goals and and i do agree on that we to have a climate action advisory board i like even cab as the acronym but we have a lot to accomplish and we have huge commitments through the city and we have many residents who are have that huge commitment too and i think that was a great way to draw that in so we have the collaboration between businesses and technology and residents all aspects of our community and how we can bring that together to meet our common goals so thank you very much for speaking up and being an advocate in our community and i look forward to working with you and i'd like to make a motion um i guess i'll do that technical through the technology thank you so we have a motion made by the vice mayor is there a second i'm not saying the uh the screen so i'm trained second it's already been finished all right the computer has somebody who all right i'm going to say the vice mayor has made the motion and it's seconded by mr luna all right thank you perfect thank you uh julie snuck in and got the second option uh thank you i'm going to support the motion i just want to say that the uh the climate action plan 2.0 is we're implementing the fourth pillar of our climate action plan which is community engagement and so uh this is certainly a an issue that we embrace and uh i think all of the climate action plans just in the valley and really throughout the world are contingent on advancing technology so i think more important almost than having the plan is how are you implementing the plan you know and and i uh we've had a lot of city council meetings lately where we have called out city departments that have found innovative ways to implement the climate action plan so i think that that our plan is as good as anyone's but i would frankly say that i think we are implementing the plan uh more aggressively than a lot of other communities so i'm very proud of the way our organization has embraced these goals and are are taking steps to to see them not just be aspirational goals but to be things that we're actually doing so just wanted to give our our staff and department heads a shout out all right if
