their staff members they precious and willing individuals that constantly share their leadership talents and gifting with our great City father I ask you to draw the Mayor and counsel close to you please anoint them with your wisdom understanding and discernment as only our maker could do grant them favor and draw them close to you you allowing them to know and understand and fulfill your purposes Lord I ask that you put a hge of protection around all of our city leaders and their families keeping them healthy and safe additionally I ask for the the same protection to be directed to all of our city employees fire and police and their families keeping them healthy and safe Lord we thank you in advance for your direction and discernment and Your Love extended to our city and to you hello my name is Daniel Feliciano and together with my colleague g d will be serving as Spanish interpreters for today's City Council meeting I will now take a moment to introduce ourselves to our Spanish uh speaking audience and review some guidelines when I start thank you mayor thank you so much will the city clerk read the 24-hour paragraph the titles of the following ordinance and resolution numbers on the agenda were available to the public at least 24 hours part of this council meeting and therefore may be read by title or agenda item only ordinances number G7 32 through 7310 s 51283656652 session at the end of the agenda the city council and staff cannot discuss or comment on matters related to pending investigations claims or litigation additionally any member of the public who appears before Council in their capacity as a lobbyist must as required by Phoenix city code disclose this fact before addressing Council the city code requires speakers to present their comments in respectful and courteous manner profane language threats or personal attacks on members of the public council members or staff are not allowed the person who violates these rules will lose the opportunity to continue to speak thank you so much as we gather here today so many are still recovering from a hurricane that hit our country very hard Arizona Task Force One led by Phoenix fire is currently in North Carolina conducting search and rescue operations and on behalf of all my colleagues we just wanted to wish them well and send our best wishes for the communities impacted by this storm we'll now go to meeting minutes councilman O'Brien do you have a motion on item one I do mayor I move to approve the formal meeting minutes for February 15 2023 second we have a motion and a decisions vice mayor do we have a motion yes I do I'm very excited about this motion a lot of residents in District 3 I move to approve mayor and city council boards and commission nominations second we have a motion and second any comments all those in favor please say I I I I any opposed nay passes unanimously uh in a moment we will dis uh conduct a swearing in ceremony among the boards we have just passed is the civilian review board this is a board that will help us with Public Safety and account accountability in the city of Phoenix our residents have been asking for us to seat this board for decades now so it is a big day for us and we have some real incredible leaders from business philanthropy and the education world and nonprofit service who have stepped up so I want to say a big thank you to them for taking on this important task for our city uh we will now conduct a swearing in ceremony and Commissioners who have their children their children are welcome to come as well but before we do the ceremony I'll turn to councilman Galindo AA thank you mayor I just wanted to make a comment that the adoption today of the civilian re review board really couples well with the action that we took last week in terms of reforms with the Phoenix Police Department and I had the opportunity today to speak to the Armando re who will be representing district 7 on the civilian review board and he expressed his his appreciation for the consideration and for the appointment and for the need for impartiality as well as civilian review of um the police department and mayor I want to thank you for your leadership and guiding this through to the council and I'm very enthusiastic about the uh members being sworn in thank you we will now if the members could please come forward please raise your right hand I state your name do solemnly swear swear that I will support the Constitution of the United States that I will support the Constitution of the United States and the Constitution and laws of the State of Arizona the Constitution and law that I will bear true faith and allegiance to the same will and Al to the and defend them against all enemies foreign and City of Phoenix we next move to the liquor license portion of our agenda we provide an advisory role to the State of Arizona on liquor license applications vice mayor do we have a motion yes yes I unanimously item 26 is carbon tapao in District 8 uh with the councilman's okay we will hear from the speaker first and then go for a motion if our speaker could come forward Eduardo thank you mayor vice mayor and council members my name is Eduardo Gonzalez and I'm a requesting a continuance I guess there's a discrepancy on the square footage of the building so we want to clarify that with uh planning and zoning and development services to make sure that uh we show them the correct square footage on the property this is establishment it's always been a restaurant and uh the previous owner had a liquor license already so we just trying to get a intern permit to operate thank you councilwoman if I may I'll make sure I got the extent of your request is you believe there's a discrepancy in the square footage yeah the um the COO that you guys have at the city is States that's 1500 square fet uh the applicant purchased the property two years ago and the property is 2900 Square fet so I don't understand why there's a c ofo that's listed as 25 uh, 1500 ft instead of 2900 Square ft thank you for the clarification thank you uh councilman H Washington has a question for our team thank you mayor given the the can we respond to the concerns raised by the constituent whether or not the square footage is or the discrepancy in the square footage how that plays into the liquor license determination if any my apologies thank you councilwoman mayor and members of the council uh the square footage on the um listed on the certificate of occupancy for this uh establishment would not affect the liquor license in this case um staff has did receive a diagram of the restaurant uh assuming that that is correct and covers the total area of the liquor license then that is what would apply for the liquor license and would the concern regarding the square footage as as you know the city serves more of as an advisory position on this we don't make the final determination could this concern regarding the square footage be raised again before the state before the actual license is granted I'm sorry I'm going to defer to Denise on this one I'm not quite sure mayor members of the council thank you than so much uh Council minod Washington uh if there's a any concern can be raised in front of the liquor board potentially whether the liquor board will consider it or not obviously will depend on the liquor board however uh the zoning matters aren't a basis for denial of a liquor license typically and the reason for that is because the state has determined that zoning matters are handled at the city level therefore in this case if there was a discrepancy or an issue with the certificate of occupancy the applicant could um talk to Planning and Development about that and and figure that out on that end thank you for the clarification those are all of my questions mayor wonderful thank you do we have any more questions for Eduardo you had I guess you did have 30 seconds the floor is yours okay we lost so we no longer have any speakers all right any comments before we vote and and we did have um 13 comments online which the council members did have the opportunity to review councilman gindel AA mayor I know that this is a subject that we've discussed before in a prior um vote I um I have spoken in the past about our Humanity in protecting the the unhoused in the fact that they are God's children and we have a moral obligation to care for them and to provide them Services we know that we cannot arrest arrest our way out of the solu out of the unhoused um issue that we have here in Phoenix and in fact the worldwide problem of homelessness um I find this ordinance to be reasonable because we also have a responsibility to safeguard and protect families and children who want to be able to Avail of park services and other public spaces um so I find this ordinance to be fair I know that if there are fines to be levied there's the opportunity for the community Court which is another way of providing resources and referrals for individuals so I think that we are meeting the moment to support um our unhoused residents within the City of Phoenix and yes passes 8 Z we next go to item 40 which is in District Five it is federal funding for marville Parkway terrorist affordable housing Rehabilitation councilwoman guado do you have a motion and comments yes I will start with comments thank you mayor I would like to take a moment to highlight the critical importance of marville Parkway Terrace a multif family property in my district designed specifically for seniors age 62 and older as well as persons with disabilities this facility compromises com comprises 108 Apartment Homes specifically designed for residents who require inhome support services and not including daily or Assisted Living care the rental costs are structured based on household income ensuring accessibility for those who need it the most each unit accommodates no more than two residents and it includes essential utilities such as electricity and water considering today's discussions surrounding item 33 it is imperative that we address the ongoing challenges faced by our seniors particularly as they represent the fastest growing demographic traffic experiencing homelessness a m a multi-prong approach is necessary to protect these vulnerable individuals and tackle the root causes of homelessness effectively projects like marville Parkway terrce represent a responsible and necessary step forward in this endeavor I would like to extend my gratitude to my colleagues here on the diet Deputy city manager Gina Montes and Alan Stevenson along with the housing and Neighborhood Services department for their dedicated work on this vital project together we have an opportunity to make a significant impact and safeguarding our seniors and with that I would like to make a motion to approve item 40 we have a motion and a second any additional comments roll pathways to removing obstacles to housing Grant opportunity vice mayor yes I like to move approve and then I have comments second vice mayor thank you um last year during our budget process we discussed uh innov innovative ways to help with affordable housing and there was a suggestion that we follow the program much like they have in Glendale where they actually wave fees at the time of Permitting Glendale is a general fund Department unfortunately our planning and development is not and so I commend staff they're finding a creative way to find money to help with the issue of assisting affordable housing get those permits waved and help them build affordable housing so I'm very very excited and I wish you guys a lot of luck I hope we get the grant thank you mayor thank you vice mayor this has been a priority project for yours of a for a long time councilwoman Haj Washington thank you mayor I most of my comments were taken by the vice mayor but I too wanted to Echo U my gratitude to staff for for looking into new ways on which we can help address these issues affordable housing is one of the top issues in that we hear from in our office about what our community wants so this I think helps us meet the needs of our community as well as further the initiative set forth in the Phoenix housing plan so thank you again for the foresight and finding new ways to be able to initiative vice mayor I move to approve second we have a motion in a second Eric please come forward for Testimony uh hi my name is Eric um I think that investing in bioscience priorities is a incredibly good idea uh our government's working on this thing called arpa H which I was shocked to see only cost 25 million like $40 billion was the additional request to set something like that up um I noticed that they built the building on fist Street uh I believe just south of Garfield uh because uh for the longest time ASU and U OFA medical schools have both been in downtown Phoenix it's a beautiful campus but uh um what I'm saying is in that building there's tjen and there's several other companies partner with both schools and um I think when we when we we try to be effective city leaders we should think of what's what's probable but also what's possible if we work together so I I definitely see cures for cancer coming they're already sequencing um cancer genes uh unheard of rates using artificial intelligence so um who knows one day they might cure cancer at that building so thank you for your time thank you Eric for that important testimony I join you in hoping that there's a cure for cancer and that it comes through the great scientists and healthc Care Professionals in Phoenix Arizona we have had such great success out of our bioscience industry partnership incredible companies better health care for our residents and I'm excited to continue it councilman HJ Washington and I participate did in a effort recently to recruit bioscience companies to District 8 and um they are coming to every part of our city lots of good news from the biomedical quarter in D4 up to Mayo in North Phoenix roll call gal yes wado yes HJ Washington yes O'Brien yes Pastor yes wearing yes Stark yes GGO yes passes 8 Z we next go to item 49 which is Maricopa community colleges Foundation Venture Cafe Phoenix events programming sponsorship vice mayor do we have a motion I move to approve item 49 Second we have a motion in a second noting councilwoman pestor will not participate in this item Venture Cafe has been wonderful for Phoenix uh if you go outside the door you will see cooled water fountains and that was one of the things our great innovator Community with our entrepreneurs helped us plan through um we have come up with ideas on shade structures and hacks to hacks in quotation to expand affordable housing options out of venture Cafe thank you to Michael Hammet and the office of innovation we love taking advantage of the great smart people in our city to assessments and public hearing date uh councilwoman P you have a motion and comments I move item 52 and I have comments but I'll wait for the second second second from councilman Galindo ala councilwoman Pastor yes um this item is actually um I have seen the fruits of its labor this item and and the purpose of it and one of the areas I want to highlight is that um DPI ra uh raises awareness and supports individuals experiencing homelessness or unsheltered so they're part of the piece of the solution in the downtown area along with working with Valley Metro and the reason why I know this is because I sit on Valley Metro and I hear and witness in many different areas on how the impact is uh helping uh those that are unsheltered uh secondly the great thing is that uh we have Community a community resource Hub at Central and Washington and in this space uh we work collaboratively to work with unsheltered services including uh uh Downtown Phoenix ambassadors the community uh assistance program our cap program um DPI contracts with Outreach Navigators and uh the Phoenix Police Department downtown operations and along with Valley Metro uh plus we have upward and onward uh which is a uh I enjoy as I sat on Phoenix Union and was able to witness and watch uh because it's a Phoenix Union program that provides work experience work experiences for Learning and challenging uh gradua seniors at cityscape business and I've seen the impact of that so I just I'm highlighting these areas only because this is what makes downtown the way it it makes downtown thriving and vibrant the other piece is the clean and green I've worked closely with the clean and green team in particular with the shade uh to increase shade trees around our areas and also have uh been able to solve in certain areas where trees are growing or we lost them and we needed to replace them and so I want to highlight uh The Greenery in downtown and the shade canopies that we're trying to build uh most importantly uh this is what happens in my area too and it and downtown is a a great place to test a lot of things in order to move out to our other districts but we have a strong bik bike culture and pedestrian uh experiences here and that's what makes uh helps us bring people together but uh makes us feel excited I when I'm in a walking City like Phoenix too even though it's hot there shade I can feel what's happening around me so I just wanted to highlight these things uh and be able to show what impact we are doing when we when we vote for things like this uh and finally uh where I really had the experience of working in this space is working with the community and economic development department to attract uh new businesses and and companies uh which then come in and and we're able then to help with also some of the retail gaps that we have in downtown so I'd like to thank uh DPI for all the stuff that you're doing because you do it with very little money and it the we all experience it especially when we have Super Bowl events um final four all these different activities that happen in downtown and we're able to do it with this little bit of a budget so thank you thank you councilwoman Pastor Devy and RJ are here to provide testimony if necessary hearing that uh great testimony already provided we will leave it to councilwoman Pastor roll call gind yes wal yes HJ cities conference this does not have a financial impact we are just saying we are excited to welcome the nation cities to Phoenix Arizona NLC has more than 2,700 member cities and we'll get to show off what we're doing here as well as learn from other communities do we have a motion motion from councilman Ganda and a second from I don't know half the council but councilman O'Brien first uh we have Eric Nelson to testify um hi I'm Eric uh I had no idea there was like a Super Bowl of City governments that's pretty cool um what what I would like to speak to is I spent a lot of time by in the convention center but also in front of talking to people from out of town cuz when you smoke three packs a day that's the best one of the best place to bum them and that the airport anyway I digress uh um the first impression most people have of our Convention Center is wow this place is massive they did a good job with the with the amount of space even though it probably cost extra air conditioning it's it's a beautiful facility it's world class um and on that note if we're going to if we're that short of hotel rooms I would suggest that we when we build the new Convention Center Hotel that we're going to build we go big instead of building a few hotels and letting other hotels build hotels n we built a giant hotel and I think it'd be cool if it was shaped like that Phoenix somewhat like with rooms all the way to the tip because when you fly into Phoenix you see downtown and something like that would be an iconic Landmark um but back to the convention center um I think this city should create a paid position uh cuz I've I've I hate to admit it but I'm good at getting into places I shouldn't be so I've gone to plenty of uh like you know fences and Gates convention uh let me in I snuck into a few others anyway these people have some of the coolest most Innovative products that you can imagine what I suggest is we create a paid position that the city looks at every uh conference of professionals conventions to see what they're doing that we could do better and what we could buy from them because if the city is a client at your convention that's an extra incentive to come to the convention center in the first place um and I had another thought but I am running out of time and there it is thank you for your time uh thank you I don't know if it's been called the Super Bowl of cities before but that is pretty catchy so we'll have to to note that uh does anyone else have comments we have several leaders on this dis of the National League of cities food and beverage small business opportunity do we have a motion I move to approve second we have a motion and a second and I do have one question for our staff the Sky Harbor airport has been recognized as the best airport in America by The Wall Street Journal and part of that is the great experience uh this includes an opportunity to be to provide a kiosk by baggage claims so it might be one of the first tastes of Phoenix that our visitors will get to have one of the things I love about our airport is when we showcase our wonderful local small businesses we have some of the best run restaurant tours anywhere um could you talk about whether if we have two equally good proposals where one is local food and and flavors of Phoenix and one is from some other community how we would judge that uh thank you mayor uh Chad makovsky Aviation director um we can actually do one better and uh what we're planning to do while we're tailoring this opportunity for small business operators we have the ability to actually restrict the offerings to uh local Brands and Concepts so we're going to make sure that they do get a taste of with our small business operators whoever successful in that proposal that is fabulous I assume most people here don't go to the rental car center super often but right now you can buy a bunch of gift packs of of things from our local entrepreneurs and it's just a great chance for local small businesses to get in front of visiting customers and and I think they really like it too because they can get some of the best tastes and smells of Phoenix to take home and and remember so it's really an exciting opportunity I hope the airport is an engine for our entire Community including small businesses councilwoman HUD Washington thank you mayor thank you uh Chad for being here um this is is very exciting to me I specifically wanted this to be a focus ensuring that our airport serves as the largest economic driver in the state and I want to make sure there's opportunities for all levels of business including our micro businesses so this is very exciting I love the fact that you're focusing on local flavors because we have so many great businesses unbias in District 8 but we want to make sure that the entirety of our city we can develop new next operators for larger concessions for larger things that are locally grown so I just wanted to commend you guys for for this initiative I really am very excited to see how we decide roxan you're getting all he's making sure you get all the all the accolades for this it's a great program I'm excited to see the businesses that we will place there so thank you so if you have a small business and you've never worked at the airport are you eligible for this and what should you do next sorry new equipment uh certainly we will be uh posting some business information meetings that can go over the requirements so basically if they qualify under the small business definition with the small business administration which um has great uh latitude in what qualifies as a small business we'll go over that opportunity we're really excited the fact that we have less than the capital requirements for them because we own the equipment and we'll actually do the maintenance for it so we're really wanting to see them an opportunity to grow and be successful and then grow into other opportunities but we'll be posting those um soon and we'll also share that with mayor and councel so that you can help amplify the message of come out and hear about more about the business opportunities and there's somewhere you can register to get email notification yeah yes but we use qrl code so I forget what the link is but we will we will get that posted as well but if you go to um sky harbor.com under business uh doing business with the airport there is a link that is there to register for that small plug Aviation business Summit is coming up this uh January February of 2025 but we will be sending out those save the dates as well for everyone looking to do business with the airport right so if you want to do business with the Airport Aviation small business or the business Summit is a great chance to talk with both our existing partners and our city staff and we actually usually have a bunch of teams outside the airport who might want to do business with you as approve 61 second we have a motion in a second this includes uh a few different route adjustments one is the heila River Indian Community which has asked Valley Metro to extend Route 77 along Baseline Road to their community service center they just finished a big construction project and are ready to have better service there's some folks who have been walking from the existing bus service to the community center they are an incredibly uh important partner to us and we are so glad to extend the partnership uh he River will partner with Phoenix Tempe Mesa and Regional funds to fund the route extension to their Center uh Regional funds on the ballot coming up this November councilwoman pestor represents us on Valley Metro I will turn to her um I'm just excited about this route um because it it closes a gap and uh I'm very fortunate to vote twice so I get a vote here and then I get a vote at B Metro so I just wanted to highlight uh how we are working with our partners around our city yes Pastor yes wearing no Stark yes G yes passes 71 next we go to the planning and zoing portion of our agenda we will begin with item 82 and I will turn to councilman Gord for a motion and comments thank you mayor um again following our discussions regarding the camping ordinance I wanted to take this opportunity to highlight another significant project that we as a city are investing into address the homelessness crisis today we are moving forward with the resoning of a former hotel in my district to provide much needed affordable housing options this initiative not only serves as a valuable asset to our neighborhood but also demonstrates how collaborative efforts with our communities can yield affordable solutions that enhance local value while safeguarding residents interests I would like to extend my gratitude to Deputy city manager Alan Stevenson and Alan Stevenson Josh benic and everyone in the Planning and Development Department for their dedicated work on this important project and with that I would like to make a motion on item 82 second we have a motion in a second thank you for your leadership on this we are M making tough decisions to house folks who don't have a lot of options and then taking really important votes someone could mention that to the Arizona legislature we appreciate that uh any additional comments councilwoman pestor I just want to thank uh councilman wado on taking this on I know at many moments and points when we were looking at different areas or are are wanting uh several of our districts to or every District to take uh a piece of of housing um and being able to uh place it in different districts so I I want to congratulate you for uh saying yes and this is where I like to see it and this is how I would like to see it done and working with the community and partners to make it happen so thank you two big votes for our older adults in District 5 all right and this is 26 rooms uh today we will vote on 749 units of housing in our agenda and and 126 rooms not included in that 749 so every council meeting we're making really important progress on providing housing in the city of Phoenix roll call gind yes wado yes HJ of 24th Street and Portland in District 8 uh we do not let's see have anyone to comment on either of them so um I'll go ahead and open the public hearing for 86 and 87 and close the public hearing for 3 and A2 to 5 and parks open space privately owned to residential 3 and A2 to 5 and residential 5 to 10 and parks in open space privately owned item 89 is z- 25-24 it is a request to re on the site from r18 and golf course to a plan unit development to allow single family residential attached and detached and Golf Course uses the proposed PUD will redevelop a golf course and support new residential uses adjacent to three arterial streets Southern Avenue 59th Avenue and Baseline Road the scores at cottonfield PUD includes five five development units attached and single family attach and detach single family uses in development units A and C detach single family uses in development un units b and d and Golf Course uses in development Unit E the renderings provide an illustration of the conceptual Golf Course upgrade Clubhouse conceptual residential gate and character of the new residential homes the Deer Valley Village planning committee recommended approve approval of GPA lv-1 d248 and z- 25- 24 per the staff recommendation by a vote of eight of six to2 sorry I'll go back and the Planning Commission recommended approval um of the general plan Amendment per the D per the LaVine Village planning committee recommendation um and z- 25-24 per the LaVine Village planning committee recommendation with a modified and deleted stipulation two modifications from the Planning Commission recommendation for item 89 are outlined in the memo dated October 1st 2024 from the planning and development director stip for stipulation two although the Pud only allows single family detached and attached units and prohibits multif family a modification is recommended to provide Clarity that no certificates of occupancy will be issued for any residents um excluding the model homes prior to to the improvements to the golf course and the second modification is for the signal contribution at 59th Avenue and Vineyard Road traffic signals are typically spaced at the half me alial and collector Street intersection an updated traffic impact analysis will be required to establish the future contribution for the traffic signal at 59th Avenue and Vineyard as out outlined Interest or concern to them the the citizen comment session is limited to 30 minutes the Arizona open meeting law permits the city council to listen to the comments but prohibits council members from discussing or acting on the matters presented thank you we will begin with uh Jesse aronda followed by Cody uh good afternoon my name is Jesse Aranda I'm here uh I came here today as a name in a face of a victim of a crime I was uh victimize uh just th and uh because of that I'm here also to complain uh to be a complaintant to the response the services the treatment by the police by the Phoenix Police Department and the system that governs them um and to bring uh urgency to the need to repair what's what's broken um I never done this before I didn't even know this meeting me was actually scheduled for today I've been making phone calls since Thursday trying to address uh my needs as a victim and by uh sheer chance I uh was given this information that this uh meeting was here today so uh I'm a little unprepared but I am here to uh speak and uh just wanted to be very clear I'm born and raised here in Phoenix and was born poor and desperate and have suffered from the abandonment of the resources from this city my whole life and being a victim which is not the first time it just continues to be uh a reality that I would like to bring to attention to this city council and to anybody that is interested in having something better than what is uh currently in place um I listened to the uh chaplain talk about the purpose of God health and safety liberty and justice for all the Pledge of Allegiance uh I understand that the mayor and the the city council um here have agendas and they're doing certain things but this issue of victims and the response to victims and obviously uh the systems that have brought me here today uh is part of uh what should be discussed here uh in this meeting and every meeting because uh things are not all right it's not just homelessness it's not just trying to attract businesses uh there's uh I'm using the term fire as far as needs and issues out in the community but there's fires that are out there and they need to be addressed um I Heard certain things being talked about uh reforms to the police department I've seen it on news that they say you know there's a problem dog whatever [Music] but something's blinking I don't know what that means uh each each uh individual gets three minutes to testify so thank you for your important testimony uh we'll go next to Cody followed by John good afternoon my simple argument today is asking why do you believe a flower Meadow is ugly why are we allowing roses but actively destroying so many other flowers if life is of any value to us from a scientific or religious view we'd be actively pursuing a city policy that minimizes life destruction resource waste y'all be a friend to Nature seeking a cooler City more shade and cleaner air you'd want nature places to relax in and be alarmed about the global decline of pollinators a labor force worth trillions globally so in the simplest terms I say if you was a saint and capable counselor you'd make water conservation shade in natural space is a top priority our city and state should be a leader in this we're a leader in wasted space and resources currently a few examples everywhere you look in this city there is some plant that is needlessly being cut on every roadside some poor city worker is told to cut these plants into a circle between the sidewalk and road where there could be a bouquet of flowers there is instead a ball of sticks on the verge of death local plant that we put there only to kill whole areas of this are gravel and people r around cutting the life off of it thousands die each year and when the plant dies it ain't replaced cuz that's expensive instead it's just a bigger gravel patch in every neighborhood there is some fool watering their yard at 5:00 p.m. and yet this is happening in city parks as well how much more traffic is created in cities by a constant drone a loud trailer trucks with whirling death machines racing from one neighborhood to the next to butcher whatever is living outside PES and mosquit are strong trees when we let them grow naturally but we go by every tree cut off half its Limbs and force it away and that's the biggest reason these trees fall and break and die in 10 years we could have a forest for a city and we get to see the star Stars again and that's true on a global level and we should be leading this if you as a remotely competent body you'd at least respect individuals rights freedom of speech I know flowers are better than grass and plants are better than concrete religion the Lord said all these plants are of their own seed and where I have swn them is good security of our own property I could legally put up many ugly flags and vulgar statements on my front yard but if I want to Simply stop cutting and killing everything on my yard I'll get fin days worth of pay by the city biders who see a dirt lot as perfectly acceptable but my very alive local metal which looks like what the size of streams or mountain valleys might look like when many people travel outside the city to see is growing in my front yard bodily autonomy I want a wall in nature to protect myself I can't control the air but then moas and whackers big rigs driving around they using a lot of energy making a lot of noise and that's the biggest reason these city codes are stupid it isn't just the death of the flowers and bugs the no stars the pollution noise and air especially we think about that added AA usage because it's so much hotter it's the tragedy that people have to do such a cruel job it's a major allergen one and two these people could be planting vegetables cooking food building homes they have other skills that they would prefer doing immediate actions are changing the code of a loud grass height from inch to one foot not allow homeowners associations to require cutting of native plants ban watering outside while the sun is still up ban mowings and cuttings on the weekend and before 8:00 a.m. have plant vine shade structures over every sidewalk every school with the greenhouse double the native trees at all city parks and schools require Apartments to let the plants grow if they aren't a walkway Hazard look government lecturing them on civil rights civil right human rights and alienable rights they're all the same thing life liberty and the pursuit of happiness government's primary job is to protect the people City of Phoenix has failed on this sign the consent decree I don't know why Americans have struggled with civil rights for decades we fought a war for those of you don't know civil rights won that war 1865 160 years ago this is unacceptable we had a president assassinated attempting to protect everyone's rights Abraham Lincoln he never got to see the ratification of the 13th Amendment sign the CD Arizona house Speaker Ben Toma came out said Phoenix should not sign The Descent decree that is wrong I don't know if you know but he lost the primary in cd8 he lost it against a man ironically named Abraham I think in large part because he didn't support the rights of the people recently Ruben gyo has come out and said City of Phoenix is doing a great job they don't need to sign the CD no that's false it's unacceptable Ruben also said that it's going to be too expensive now I happen to personally think that civil rights have they're Priceless you can't put a value on it it's going to cost the City of Phoenix 5 million so I asked Reuben what value does he put on civil rights it's obviously something less than $5 million sign the consent decree nothing has been done in the last three years I have this Sid step tipto report it's propaganda we published YouTube videos said we're going to do a better job democracies do not publish propaganda we had an oat office of ability and transparency your director quit because he was being bullied and harassed but doing his job you did do one thing you replaced him after he quit and then there's me I had an experience that I brought forward to this Council about an officer that said he wanted to quote take off his uniform and kick the out of me look at me really this council did nothing you're failing the people do your job when Greg s was married but I've been coming since uh Kos had the little Goble thingy um and what I've seen has been really disappointing firsthand I've watched people get up here they they objectify her her body they uh they they they take every opportunity they can to slight her uh on her Twitter they they call her every name in the book um the kind of thing where if you were to walk up to say in public I I don't even know her that well but like if you if you were to walk up to any woman in downtown Phoenix who is like a a citizen and said some like that it'd be a problem and people like hiding behind keyboards but even people that come up here in person they they they're just so jealous they can't stand it it upsets me um she you know she Harvard women don't make a habit of working for like 100k a year you start out like 300K with like it only goes up from there with like golden parachutes so really we're on her time the way I look at it um and but what what I really came to speak about is I was on Twitter the other day and what really precipitated me to come up and say this out loud is uh and I I I I I couldn't bring myself to click the article because I don't want to know who's filing this lawsuit cuz I I know myself too well I don't want to go to jail I'm already homeless it's all bad but I saw that my friend Ruben gyo they're coming after their divorce records now I've been around a lot of political campaigns I've known a lot of politicians but I I've seen every dirty trick in the book but how dare you you dirty dirty bastards wow that's election interference that and like why why didn't you come for this paperwork when when it was edicated it is it upsets me but I I I think mainly what about what about her child's right to learn about their
