between humans and animals. This is the day you bring your pet bird lizards. Whatever pet you have, you bring them. Today Every year it's here, available for everybody to come. The term Jesus loves the little children. These are my children here. These are my babies. Jodeci is 13 years old. Courtney will be 11 and we do this every year. It's a beautiful event here. All animals, no matter if it's dogs, cats, iguanas, everything. It's just beautiful. It's a beautiful day to do it too. Not too hot, not too cold, just right. Now I come here every year and I just come to get my dog blessed. The first year was about two years ago and I've just made it a tradition to do with him every year. And it's pretty nice. A good day to you little chickens. We came to bless Tintin. First of all, you need to bless your animals because they're in your house. They protect you. They do a service to you. And this is something my mother rest in peace, used to bring me from when I was a kid. I used to come here every year. Even if we didn't have pets, we would still come anyway to see all the different animals here. Just come and give it a try. Everyone comes out here. It's a kind of a good community event. There's a lot of great shows, great performances and so it's a really cool LA experience. It's cool to also see people come out with their animals. It's not just dogs, cats and parrots and snakes. So it's also cool to see how the interaction is with everyone else around that's bringing their dogs here. Aqui es un buen lugar para un lugar historico. Pues aqui la placita Olvera y vengan porque aqui se van a divertir hay comida ahi de todos aqui hay musica no olviden aqui se VA a pasar bien todo el dia. Aqui. If you missed out this year, please come get your animals. No matter if it's big or small. Come out next year. You will have a great time. You'll get to meet every people . Every. Everyone is family here. And the Archbishop will bless them. Bless you and your families. So my mission in life has been to educate Americans about Americans, both its glory and its failure. And I can still be sending that same message long after I'm in the galaxies. And we've always had the benefit of having our docents. Many of whom were survivors of the incarceration themselves and it was an extraordinary ability for them to be able to talk to people, to talk to audiences from the first hand perspective, and be able to tell their own stories as that generation is passing. It was this incredible opportunity to be able to use this technology to preserve the opportunity to have conversations with them and for people to engage with them in a very real way. So today was the unveiling of five story files, which is new technology, AI based technology that conserves the ability to have engaging conversations with people. We've previewed four of them today. One with George Takei, which is an amazing opportunity for people to engage with him about his life, about his history while he was incarcerated as a child, what the impact of the incarceration was on him, his life as the civil rights icon and defender of democracy, and also to ask questions about what the impact of that is today. Human storytelling is really, since we've been cavemen, the way that we tell, hey, don't go in the bushes over there, don't eat those berries, don't go in the trees. That's dangerous. It's the way societally we can grow beyond an individual human lifespan. So we're sort of hijacking that human innate storytelling and listening call and response and using it to preserve in amber the real, authentic original storytelling. So it's hard to tell if this has been eight years in the making or if this has been three lifetimes. You know, my grandmother was the first volunteer here at the museum. My mother then raised money for their very first tape recorder, and they used that tape recorder to capture oral histories. And so this has sort of been three generations in the making and eight years of wanting to take the gift that my grandmother, her friends, and all the people we spoke to today have given back to American society, telling the stories of wrongs that have happened to them in American history. So that they do not happen again. Back in 2010, 2011, when Carmageddon happened, the fire department reached out to our disaster response section and asked, what can the fire department do to help respond to 911 calls in a timely manner? A few of us here started the Motor Recon team to respond to hikers brush fires and structure fires to cut response times down a little while ago, Chief Moore reached out because I'm one of the last OGs left from the original program with the collaboration between YouTube, Google kind of revamped the old Motor Recon team back together. We're here because we've been working with YouTube on this initiative. We actually both lost our homes in the Palisades Fire and feel very passionately about the e-bikes, especially in the Palisades, and a lot of LA. There's kind of canyons and hills, and it's hard to navigate, hard to get to. And e-bikes was kind of the only way to get up there and help people . This is an all terrain type motorcycle, which will allow us to get into the canyons. It will allow us to go through traffic on the freeways. The battery life on one battery is two hours. We have additional batteries for them, but it allows us the flexibility to get an EMT or a paramedic to a patient in need. Much quicker. Oftentimes, we'll have to fly over. We'll bring our paramedics down on a hoist. They'll go down, they'll stabilize the patient until our firefighters can make their way up. A lot of times it's hiking. Other times it's with a pickup truck or it's with one of our fire engines. Those take time. This is going to allow our medic to be able to stabilize the patient. Whatever the type of injury it is. We put $15 million to work in the city and a bunch of different places. So this is really just a continuation of that effort. And one that's really incredibly important. Empowering. First responders to get to those places that they need to and do the work that's really necessary is incredibly important. From Venice Beach to the world, this iconic stretch of sand is gearing up for a global moment, taking center stage as an official fan zone for the 2026 FIFA World Cup. Now, on July 11th, Venice Beach will transform into an all day celebration where the game meets the unmistakable Venice vibe. Live match viewing, community driven soccer activations and immersive experiences that reflect the culture of this. One of a kind. La neighborhood and of course, when the world shows up, you've got to feed it across Los Angeles, the city's dynamic culinary scene is ready to rise to the occasion. Local chefs are bringing their own stories to the table, inspired by the global spirit of the game, serving up fan favorite dishes that feel like home. Whether your team wins or loses on the pitch. Argentina champions of the world . There's a lot of excitement. Customers. They call all the time. They're asking us if we're going to play the games. Yes, of course they all want to get together to watch the games. They're very excited. 36 years since Maradona and Mexico, you know, we're all going to be very close together watching from here shouting and yelling and clapping. But I am pretty sure Argentina is going to be going to the finals for sure, and the nation will tango all night long. We started in 1995 and we're still coming strong. You know the food culture is very authentic in Argentina and we try to bring that over here. So good. When you sit at the table here, the first thing you get is the bread and the tomato sauce. Our tomato is very iconic. The second I sit here, it's like they're craving it. Most people want an empanada, whether they're from Argentina or they're from Alaska. It doesn't matter. I mean, that's number one. We all grew up in Argentina, basically eating beef for lunch and dinner and breakfast. Sometimes we're carnivores. The flavor is extremely simple. Our secret is that the beef is excellent. It has to be really good beef. We have the same butcher since we opened. The key is good quality , and all we have to do is just add salt to it and go straight to the grill with our marinade. We don't put any weird sauces to it. What are the greatest football matches ever played? I watched the World Cup, yes, of course I'm extremely excited. I really, really hope that Argentina goes to the final. We have a beautiful mural outside. Argentina is a world champion three times already and I wonder if we're going to have to change it and make it for four now, which I'm sure we'll be happy to change. We knew that the team was coming, but of course we couldn't tell a soul because otherwise a thousand people would have showed up. It is such an honor for us to have the national team come to our restaurant. It's incredible. We love sports, so now we are not only playing the Argentinian games, we're going to play in every single game. That explained on live TV. I'm actually worried about the rest of them because when the game is on and the people are just watching it, they forget where they are. They think they are at the field, they start yelling, they start pounding, they start screaming. I hope the building stays safe. It could be really crazy. Vamos vamos, vamos. Argentina Vamos, muchachos. Tenemos ganar. Vamos a hacer. Campeones Vamos vamos. There are so many careers and pathways that you can undertake to work in aviation. And a lot of people don't realize that. You can be a planner. You can be an engineer. You can be a community relations specialist. You can also be a pilot or a mechanic. Anything that you want to do, you can look at it through the lens of aviation and eventually end up in an airport doing that. We are here at the Flyaway conference room for our second annual Van Nuys Airport Youth Leadership Airport Academy. This is a now annual and hopefully soon to be biannual program where high school students from around the San Fernando Valley learn about aviation operations, airport leadership, all the different facets of running an airport here in the San Fernando Valley . I am the leader and founder of my school's aviation club, so I wanted to learn more about the Van Nuys Airport so that I could bring lessons to my school and just spread the aviation knowledge. I see myself in the future being a pilot in the aviation industry. So when my school counselor reached out, giving us the opportunity to join this camp, I was all in. I just hope that we're opening their eyes to all of the different career paths we have in aviation and we're all about sustainable fuel for the Jets. I think the most important thing to remember is that if you can't see it, you can't be. It Young people need to know that these jobs exist before they embark on their studies. It's a really wonderful opportunity, especially for our young people, because we need to learn more about how to prepare for our future. So this is a really wonderful opportunity. Even if it's just joining a camp to see if it's something that you're interested in. I think you should take that first step and really immerse yourself in this environment, because it's a great opportunity that we've been given. We like to create a program like this that really brings kids into the airport and teaches them all the opportunities that are here. Here's a little history for you. Venice was founded in 1905 by developer Abbot Kinney, who imagined a Venice of America complete with Italian style canals, gondolas, and arched bridges. In its early days, Venice featured amusement piers, roller coasters, and even a miniature railroad, making it one of California's first major seaside resort destinations. You know, Venice has also been a filming hotspot for decades, most famously as the home of the hit TV show Baywatch and back here on the sands of Venice Beach. The cameras are rolling once again. The return of Baywatch marks a new wave of major production hitting these shores and L.A. bringing that unmistakable slow motion lifeguard sprint back to where it belongs. And in 2028, Venice Beach will take center stage as part of the Summer Olympics, hosting some of the games most iconic endurance events. The triathlon, marathon and road cycling races will all pass through or begin along the legendary coastline, turning the boardwalk and shoreline into a global arena of competition for a brief moment, the same sands known for La Surf culture will echo with the footsteps of the world's fastest athletes. Blending global competition with the colors and chaos of Venice at its peak and on the shoreline of Venice, a brand new kids playground is opening, bringing laughter, imagination and a fresh space for the next generation to play by. The Pacific. Today, after two years, the Venice Ocean View Playground is reopening. Three. Two. One. Woo The Furtado and Venice couldn't be more excited to have it. Venice Beach is iconic. It's a tourist destination, so not only would the community enjoy this amenity, but so will all of the tourists that come visit us here in Los Angeles. Some of the things I think are so cool about this playground is that it has playground structure for the bigger kids, and it has a whole separate structure for the littler kids. This is great because she loves to swing and she's into gymnastics. So with the rubber down here, she can tumble and do flips. And it's a great thing for her. My little gymnast. We homeschool so the kids don't necessarily have as many opportunities to kind of hang out with other kids. And play. Having this park actually, for our family means everything. We're going to probably be here every single day after we get done with school. It is a community hub for all of Venetian children and the lack of a playground here for the last two years has hurt the businesses and it's hurt the community. This amazing brand new playground is going to revitalize this corner of Venice. The kids couldn't be more excited. The parents couldn't be more excited, and the community has come together in a way that is just beautiful . We travel up and down the beach all the time and to have a place where she can play and swing, it's a good thing for the community. I want to do a special invitation to all the Angelinos as well as all of the tourists that visit Los Angeles to really visit iconic Venice Beach. Come and explore the playground. One of the things we're most happy about in Venice is that everybody is accepted, and you can just be who you are, so we really appreciate the diversity of people who come here from all over Venice, the city and the world. Welcome welcome, welcome. There's only two types of people in this world. There's tabs which are temporarily able bodied, and people with disabilities. Eventually, everybody is going to become disabled. We are here at the Abilities Expo, which is one of the largest events in the nation, supporting people with disabilities and their families and caregivers. People with disabilities need access to all sorts of programs, services and facilities. Community is here to learn about all the services that are available. So I came with my cousin, her husband and her daughter because they have a special needs son. He has down syndrome. He's 15, so just coming to see about getting certain services for him. Clothing, special needs clothing, buttons for certain people that have hard times with their hands. It could be difficult. So just to know that it's easier with magnets, all genders, all ages, all disabilities. We have our performance coming up. We have some new dances coming up that no one has ever seen before. We really cherish this performance every single year. This gives them hope. It gives them camaraderie. They get to network with people and realize that you know what? You don't have to stay home because of your disabilities. There is life after injury. They're still such a stigma around disabled people as a whole. People aren't used to seeing disabled people out loud and proud and I feel we do just that and it breaks the barriers and people are like, whoa, this is what disabled people are capable of. And we're capable of literally everything. It just looks a little different . But there's still a lot of services that are welcome for anybody. Hopefully this influences more cities, more government officials to push for inclusivity play. They have all sorts of adaptive recreation from archery to golf. These are things we're very excited about as we move towards the 2028 Olympics. And Paralympics in Los Angeles. Disability doesn't mean that you're disabled. The only disability you have is the one you place on yourself. You can do anything anybody else does out there. This is one of the really heartfelt events of our disability community. Abbot Kinney began transforming this stretch of coastline in the early 1900s. An Independence Day 1905. He unveiled his dream, an American answer to Europe's romance, complete with an intricate canal system inspired by Venice, Italy itself. Gondolas glided through the waterways, steered by authentic Italian gondoliers, bringing a touch of Old world charm to the Southern California coast town. But as cars began to reshape Los Angeles, the canal slowly fell out of favor. Roads replaced waterways and only a portion survived. Now known as the Venice Canal Historic District, for decades they lingered in disrepair. A forgotten piece of the city's past, but that changed when the canals earned recognition on the National Register of Historic Places, sparking a revival that restored the walkways and waterways in the 1990s, preserving a piece of Kinney's original vision for generations to come. And that idea of preserving history carries forward into the stories ahead, from honoring veterans to uncovering powerful personal collections that help illuminate black history. Today, we are celebrating a new home for a very special collection at the Los Angeles Public Library. It's the Dorothy Vena Johnson Black History Collection. The collection is really very special. It has all types of historical titles, biographies. It has scholarly texts, it has music scores. The collection is very valuable, very important to this community. It's so difficult for black writers to get published and to finally be published, and now have their books available for our generation, just continues the legacy of what we are doing. Miriam Matthews began that collection, and Miriam Matthews was someone who really was a pioneer among librarians. She was the first African-American librarian hired at the Los Angeles Public Library in 1927. She was the first credentialed African-American librarian in the state of California, but she also was a champion of historic preservation. And certainly this collection that now resides at the Baldwin Hills Library is a celebration of her and her commitment and her good work, as well. Having the collection so close in our neighborhood that the demographics show reflects people of color is so vital to our children who can read and be inspired by the access that that individuals will have. Is here in a neighborhood library. And so that means that folks can come here as opposed to traveling to our central library downtown. And we'll have some of the same titles or some unique titles that are here at this location that are not also available at our central library . So I had an opportunity to take a walk and look at that beautiful collection that really started over 100 years ago. And this is in part for us to preserve those things. And right here in our home community where you can walk and see a. We encourage everyone in the community to come and peruse the collection, to read the books here in the library and tell your friends and family that it is available for them as well. To be able to read and learn from our people is just. It's a double win. It's golden. This event was mostly for them, for our homeless veterans. Housing employment benefits information, especially our homeless veterans and our unemployed veterans. It's eligible where be able to pay your security deposit, pay a couple of months of rental assistance to get stable access to services for spouses and children. So we help the entire family. All the benefits are things that you work for. We serve the country for. Sometimes one of the speakers may mention something that you weren't aware of. That is available, and you might be able to qualify. I myself am a veteran. He's taken advantage of many of these programs. Many of these training certificates, many of these are just opportunities. As a veteran, we all have this sort of I can just get it done on my own sort of attitude. I'm a veteran. I tell them, let your guard down. Many of us are veterans. We understand what you're going through and we have empathy for the VA. We have empathy for the for the veterans who need help. So no judgment. It's a no judgment zone. And the services are free. I know that with all of the vendors that were here, they're able to answer a lot of the questions that I had at this particular time. And also give me resources and phone numbers and things that I would be able to reach out. So many times things are done online. This is in person. It makes a difference. The most important thing is being able to ask for help. And that four letter word is the most important words to me, because that's the hardest word to use, but it's the most important word to me, to receive. Everyone is doing this from their heart. This is social work right at the end of the day. So everyone is doing this because we want to see our community better. If the veterans are helping our community, then everyone's everyone's thriving and winning. So this is just to help everyone understand that no judgment. We understand you've been through things the homelessness, substance abuse, addiction here to help you get over those those barriers. At Venice Beach, Los Angeles, surf culture lives in constant motion where early morning sets boardwalk energy and a deep ocean spirit shape everyday life along the Pacific. Venice has always been a place of reinvention, from its beginnings as a seaside resort to decades of bohemian art scenes and skate and surf culture that helped define a global youth style. It's never stopped evolving. Today, Historic bungalows sit alongside modern mixed use spaces with community hubs being reimagined rather than replaced around 40,000 residents call Venice home, giving it the feel of a tight knit coastal neighborhood. With that global spotlight, that transformation is especially visible along the Rose Avenue corridor, where pedestrian friendly design, local retail and small business growth are reconnecting the inland neighborhood to the beach across Venice. The focus is on walkability, housing balance and protecting its creative identity and woven through it all is everyday culture. Boardwalk staples like fresh churros, fish tacos and acai bowls just steps away from the sand, reminding visitors that Venice is more than a destination but a living neighborhood where history, food and innovation meet. Thank you all for joining us. Catch this story and many more on channel 35 or at LA city Dot gov forward slash TV and you can follow us on LA city on Instagram, Facebook and YouTube. THE REVISED CHARTER WILL BE AROUND FOR AT LEAST A DECADE SO ANY CHANGES NEED TO BE THOROUGHLY AND THOUGHTFULLY DEBATED. SO THAT END, IT IS IMPORTANT THAT THEY PRESENT THE FULL REPORT TO THE FULL CITY COUNCIL BEFORE IT'S DELIBERATE RATED ON BY THE RULES COMMITTEE. COUNCILMEMBERS THEN HAVE A CHANCE TO MAKE QUESTIONS AND MAKE GENERAL COMMENTS AND INTRODUCE POTENTIAL AMENDMENTS, INCORPORATING THE VOICES OF ALL COUNCILMEMBERS WHO MAKE THE FINAL DOCUMENT MORE REPRESENTATIVE OF THE CITY AS A HOLE. PLEASE WHERE MORE OPPORTUNITIES REGARDING THE PUBLIC COMMENT INCLUDING IF POSSIBLE REMOTE COMMENT. ALLOWING ONLY ONE DAY OF IN-PERSON PUBLIC COMMENT FOR A DOCUMENT THAT HAS A FUNDAMENTAL IMPACT ON THE CITY'S RESIDENTS, UNFAIRLY LIMITS THE PUBLIC'S ABILITY TO WEIGH IN ON ISSUES THAT DIRECTLY AFFECT THEM. THANK YOU. >> City Attorney: THANK YOU, SPEAKER. >> Clerk: BEFORE THE NEXT SPEAKER BEGINS, I'LL CALL UP A FEW MORE NAMES, RJITA, BATIMA, ROB KWAN. CAROL. >> Council President: AND ALSO BEFORE THE SPEAKER, THERE IS BEEN A REQUEST TO CONTINUE ITEM 22 UNTIL MAY 19th. ITEM 22 UNTIL MAY 19th AND WITHOUT OBJECTION, WE'LL CONTINUE THAT ITEM. >> City Attorney: HELLO SPEAKER. >> Speaker: [SPEAKING SPANISH] >> Interpreter: PUBLIC COMMENT, PLEASE. >> City Attorney: PROCEED, THANK YOU. >> Interpreter: [SPEAKING SPANISH] ADELANTE. >> Speaker: MI NOMBRE ES LIZBET HUERTA. [SPEAKING SPANISH] >> Interpreter: MY NAME IS ELIZABETH HUERTA I WANT TO YOU APPROVE THE FAIR WORK ORDINANCE IN THE FAST FOOD INDUSTRY. >> Speaker: [SPEAKING SPANISH] >> Interpreter: I WORK IN McDONALDS. >> Speaker: [SPEAKING SPANISH] >> Interpreter: YES, I'M A FAST FOOD WORKER AND I'M JUST ASKING THAT YOU APPROVE THE FAIR FOOD ORDINANCE. >> Speaker: THANK YOU. >> Interpreter: FOR THE FAST FOOD INDUSTRY, THANK YOU SO MUCH. [APPLAUSE] >> City Attorney: HELLO SPEAK CER, WHICH ITEMS OR GENERAL PUBLIC COMMENT DID YOU WANT? >> Speaker: GENERAL. >> City Attorney: SURE, PLEASE BEGIN. >> Speaker: GOOD MORNING, CITY COUNCILMEMBERS, I'M TRINA, I WANT TO BEGIN BY GROUNDING US IN BHA WE'VE BEEN ABLE TO ACHIEVE, THE CHARTER COMMISSION HAS OFFICIALLY ENDORSED OUR PERSONNEL RECOMMENDATION FOR CHARTER REFORM. THIS IS NOT A SMALL STEP. IT REFLECTS MONTHS OF COMMUNITY INPUT, COALITION, BUILDING AND THE CLEAR VISION FOR HOW LOS ANGELES CAN MOVE TOWARDS A MORE EQUITABLE AND SYSTEM FOR WORKERS. NOW, WE'RE AT A CRUCIAL JUNCTURE. BUT THEY CANNOT MOVE, WITH THAT INSTRUCTION TO THE COALITION OF LABOR UNIONS, THE PROCESS WE MADE WITH STALLING AT THE MOMENT WHEN IT SHOULD BE ADVANCING. FOR OUR MEMBERS, THIS IS ABOUT MORE THAN PROCESS, THIS IS ABOUT ACCESS TO QUALITY PUBLIC JOBS, TRANSFERRING HIRING AND ASSURING THAT BLACK WORKERS AND HISTORICALLY EXCLUDED COMMUNITIES ARE NO LONGER LOCKED OUT OF THE OPPORTUNITY IN WHAT THAT CITY, WHAT THE CITY, WE HELPED SUSTAIN EVERY DAY. WE ARE ASKING FOR PARTNERSHIP TO MOVE THIS FORWARD WITH URGENCY AND ATTENTION, IF THERE ARE STAFF OR SCHEDULES PRESENT TODAY. >> City Attorney: THANKS, SORRY. >> Clerk: MR. PRESIDENT, BEFORE THE NEXT SPEAKER, THERE IS BEEN A REQUEST TO CONTINUE ITEM 1 TO MAY 15th. >> Council President: WITHOUT OBJECTION. >> City Attorney: SORRY, MR. PRESIDENT. HI SPEAKER, WHICH ITEMS OR GENERAL PUBLIC COMMENT? >> Speaker: I'M GOING TO SPEAK ON ITEM 30 AND PUBLIC COMMENT. >> City Attorney: YOU HAVE A MINUTE FOR EACH. PLEASE BEGIN. >> Speaker: I'M PART OF WOMEN LEAGUE OF LOS ANGELES, IF YOU'VE HAD A CHANCE TO REVIEW THE FINAL REPORT FROM THE FINAL CHART COMMISSION, YOU'LL KNOW UNDER THE ABILITY SECTION A CONSIDERATION TO CONSIDER LIABILITY INSURANCE FOR LAPD OFFICERS. SINCE 2020, LAPD ACCOUNTED FOR OVER A BILLION DOLLARS FOR LIABILITY PAY OUTS. LAST MONTH, A FEDERAL COURT ORDERED THE CITY TO PAY 11.8 MILLION TO A MAN BLINDED TO AN EYE BY A LEASE THAN LETHAL PROJECTILE. WE ASK THAT THEY RELEASE THE STUDY ON LIABILITY PAY OUT AND ANALYSIS BE DONE. SPEAK ISING OF THE FINAL REPORT FROM THE CHARTER REFORM COMMISSION, PLEASE SEE THE LETTER YOU RECEIVED FROM FAIR REP L.A. REGARDING THE PROCESS FOR REVIEWING THE HARD WORK DONE BY THE DEDICATED COMMISSIONERS AND THE MONTHS SINCE LAST SUMMER, REMEMBER THE CITY IS INVESTED A MILLION DOLLARS FOR CHARTER REFORM. >> City Attorney: GENERAL. >> Speaker: THANK YOU. >> City Attorney: ARE YOU DONE? YOU HAVE A MINUTE OF GENERAL. >> Speaker: THAT WAS MY GENERAL SORRY. REMEMBER THAT THE CITY HAS INVESTED A MILLION DOLLARS FOR THE CHARTER REFORM COMMISSION TO DETERMINEHOW OUR GOVERNMENT CAN BETTER SERVE THE PEOPLE OF LOS ANGELES. THE FULL CITY COUNCIL SHOULD HEAR PRESENTATION FROM THE COMMISSION BEFORE THE RULES COMMITTEE MAKES RECOMMENDATIONS FOR CHARTER AMENDMENTS. FOR THE FULL COUNCIL TO CONSIDER IN JUNE. ALSO, IT'S CONTINUE ENOUGH TO OFFER ONE OPPORTUNITY AT THE RULES COMMITTEE FOR PUBLIC COMMENT ON CHARTER REFORM. COMMITTEE MEMBERS MUST BE--COMMUNITY MEMBERS MUST BE ALLOWED TO GIVE PUBLIC COMMENT AT EACH OF THE MEETINGS SCHEDULED FOR DELIBERATION, DISCUSSIONS ABOUT CHARTER REFORM WILL BE BOLSTER BY THE VALUABLE INPUT BY THE PUBLIC. THANK YOU FOR ENSURING THAT THIS HAPPENS. >> City Attorney: THANK YOU. [APPLAUSE] >> City Attorney: MR. SPINDLER, WHICH ITEMS OR GENERAL PUBLIC COMMENT DO YOU WANT. >> Speaker: ALL FUCKEN ITEMS. >> City Attorney: THEN YOU HAVE THREE MINUTES. >> Speaker: LET'S SEE HERE, NUMBER 6? WHAT? AN INDICTED FELL ON? FELON ASSESSING PROPERTY LIENS? HE'S INDICTED. HOW THE HELL CAN YOU HAVE SOMEBODY FACING 12 FELONY CHARGES, ON NUMBER 6, STEALING PEOPLE'S MONEY ON THEIR PROPERTY. THAT'S NOT FUCKEN LEGAL. AND NUMBER 2, THE SAME SHIT LOOK AT THIS, CURREN PRICE. MANCHESTER AVENUE ALIEN FOR 7,000 DOLLARS BUT THE COUNCILMEMBER IS UNDER CURRENT INDICTMENT, IT'S A CONFLICT OF INTEREST. HOW THE FUCK CAN YOU, HOW DOES YOUR CITY ETHICS COMMISSION, YOUR CITY ATTORNEY, HOW DO YOU ALLOW SOMEBODY THAT IS UNDER THREAT OF GOING TO PRISON FOR UP TO 14 FUCKEN YEARS, WHICH FOR THAT OLD MOTHER FUCKER, IT'S GOING TO BE A LIFE SENTENCE. AND THEN WE HAVE ILLUSTRIOUS IMELDA PADILLA OF NUMBER 3, STEALING HARD EARNED STASH. AND THEN WE HAVE NUMBER 10, KEVIN DE LEON AND I TOLD YOU ALL YOU PEOPLE IN CD14, DID NOT VOTE ON KEN, SHE IS SHOVING 3 MILLION DOLLARS UP YOUR ASS, KEVIN WOULD HAVE WAVED THAT LIEN BUT IS JURADO GOING TO WAIVE IT? NO. AND THEN AGAIN LOUISA PAD YA, THE LIEN. AND THE PRESIDENT OF THE COUNCIL, HAMBURGER HERNANDEZ, LET'S NOT FORGET NUMBER 19. OKAY, YOU WANT TO WAIVE ON NUMBER 19, McDONALD GIFT CARD, GIVE HER A GIFT CARD AND LET HER FEED HER FAT FACE AND THEN SHE WILL WAIVE THE LIEN, THAT'S RIGHT. NOW, LET'S SEE WE HAVE OTHER SHIT HERE. THE NASMON LAW FIRM WANTS AN OUTSIDE CONTRACT. DIDN'T THEY REPRESENT JOHN LEE AND HIS PERSONAL LEGAL MATTER? RIGHT? DIDN'T WE GIVE A WAIVER L.L.P.FOR THAT AND NOW WE WANT THEM TO TAKE MORE OF OUR CITY MONEY? CAN'T YOU FIND OTHER OTHERS? I WENT TO ORANGE COUNTY, THEY'RE STARVING. SANTA ANA, THE LAWYERS ARE STARVING, THEY'RE CHASING AMBULANCES TO TRY TO GET BUSINESS BOB, WHY DON'T YOU LET THESE NICE SANTA ANA ATTORNEYS GET SOME OF THIS. AND AGAIN, IF YOU HAVE A LEGAL PROBLEM, JAKOBI MEYERS, ISN'T IT ABOUT TIME. NOW LOOK AT YOUR MAIL EVERYBODY, WHERE YOU GET YOUR PROPERTY TAXES. >> City Attorney: DID YOU WANT GENERAL? >> Speaker: I FUCKEN TOLD YOU, ALL ITEMS AND GENERAL. YOU DUMB BLIND MOTHER FUCKER. NOW LOS ANGELES CITY CLERK IS SENDING YOU A BILL FOR THE STREET LIGHTS THAT BOB WON'T REPAIR AND KATY WON'T REPAIR, IT LOOKS LIKE THIS, YOU'VE GOT TO OPEN IT AND FILL IT OUT AND RETURN IT BEFORE JUNE 2nd, OR YOU'RE GOING TO BE FUCKED IN THE AS FOR THE REST OF YOUR LIFE FOR THE ADDITIONAL LIGHTING ASSESSMENT, THIS IS ALL NITHYA RAMAN NOODLE'S FAULT. NITHYA COULD HAVE STOPPED THAT, IT'S ALL HER FAULT. BUT THIS IS HOW THEY RUN FOR MAYOR. NOW, I GOT BAD NEWS BOB, YOU'RE NOT GOING TO BE ABLE TO PASS THIS TAX BECAUSE UNDER MONEL VERSUS THE CITY OF NEW YORK, YOUR PUBLIC HEARINGS VIOLATE THE FIRST AMENDMENT. I WILL PROVE THAT, YOU PEOPLE RUN THESE MEETINGS LIKE A CON, BUNCH OF CUNTS. >> Council President: WE SO MISSED YOU, WE'RE SO GLAD THAT YOU'RE COMING BACK COMING TO THE MEETINGS LATELY ENLIGHTENING THE MEETINGS. NEXT SPEAKER. >> City Attorney: THANK YOU, MR. SPINDLER. MR. KWAN, HELLO, WHAT ITEMS OR GENERAL PUBLIC COMMENT? DID YOU WANT? >> Speaker: I WOULD LIKE TO SPEAK ON GENERAL, 25, AND 30. >> City Attorney: OKAY, YOU HAVE TWO MINUTES FOR THE ITEMS AND ONE FOR GENERAL. START WITH THE ITEMS PLEASE. >> Speaker: FOR THE RECORD, I SIGNED UP UNDER LUKE BECAUSE IT WAS GOOD LUCK LAST WEEK. NUMBER 30 IS LIABILITY LITIGATION. THE MAYOR TALKS ABOUT ADDRESSING THE PROBLEM BY HIRING PEOPLE TO FIX OUR SIDEWALKS AND STREETS, WE'RE GOING TO GET 500 NEW POSITIONS AND YOU ALL KNOW HOW TERRIBLE THE CITY IS OF HIRING PEOPLE. WE TRIED TO REVISE THAT IN 2024 AND THAT GOT PUNTED TO THE COMMISSION BECAUSE WE DIDN'T HAVE THE MEET AND CONFER. AND WE HAVE NOT HAD THE MEET AND CONFER START UNTIL NOW. AND THAT'S WHY THE CHARTER COMMISSION DID NOT GIVE YOU A SINGLE RECOMMENDATION RELATED TO PERSONNEL. SO THAT'S WHY IT'S REALLY IMPORTANT TO THINK ABOUT WHETHER OR NOT THIS GOES TO THE FULL COUNCIL SO YOU CAN GIVE DIRECTION BECAUSE THIS MEET AND CONFER PROCESS IS HAPPENING BEHIND CLOSED DOORS AND YOU'RE NOT ACTUALLY INFLUENCING IT. I WILL JUST NOTE THAT ONE OF THE ORGANIZATION THAT'S ACTUALLY DID PROVIDE SOME RECOMMENDATION WAS THE BLACK CENTER AND I ENCOURAGE TO YOU LOOK AT RECOMMENDATIONS. ITEM 25 IS ON THE PALISADES WILDFIRE AND I DO THINK IT'S IMPORTANT TO JUST REVISIT THAT AND NOT, YOU KNOW, DOING TOO MUCH MONDAY MORNING QUARTERBACKING, BUT FOR ALL THE TALK ABOUT THE MAYOR BEING GONE, I THINK WE HAVE TO REMEMBER, WE DID HAVE AN ACTING MAYOR AND PART OF THE PROBLEM WAS, OUR ACTING MAYOR WAS IN THIS COUNCIL CHAMBERS. INSTEAD OF PREPARING FOR THE FIRE, HE WAS PREPARING FOR A MEETING HERE. AND WHAT DID WE SEE HERE? THE FIRE CHIEF WAS TEXTING ASKING FOR THE COUNCIL PRESIDENT TO CALL HER. SHE DIDN'T HEAR BACK AND DID NOT REACH THE COMMAND POST UNTIL 3:00 P.M. HOURS AFTER SHE ASKED FOR THE NUMBER. THIS AS COUNCIL PRESIDENT AND SERVING AS MAYOR, PERSIST. WE HAVE NOT ADDRESS IT. ONE OF THE SOLUTION WOULD CREATING A OFFICE OF ADVOCATE. FOR GENERAL COMMENT? WHO IS THIS CHARTER REFORM FOR? WHY ARE WE LEAVING DECISION MAKERS OUT OF THIS PROCESS? SKIPPING THE FULL COUNCIL IS JUST BAD SXWLAIM. THE LAST CONVERSATION, WE HAD ABOUT COUNCIL SIZE AS A FULL COUNCIL WAS IN 2022, WE HAVE ELECTED NINE NEW COUNCILMEMBERS SINCE THEN! WE NEED A PULSE ON THE ACTUAL DIRECTION, WHERE DO YOU WANT TO GO? WHAT NUMBER, WE NEED TO STUDY THAT. ONE DAY OF PUBLIC COMMENT AT COMMITTEE IS A JOKE AND IT'S INSULTING, DO NOT FORGET YOU HAVE TO GET VOTER APPROVAL. LASTLY, THE SCHEDULE SAYS THAT WE'RE GOING TO HAVE A FIVE-DAY TURN AROUND, WE'RE GOING TO WAIT UNTIL AFTER THE ELECTION, BECAUSE THIS IS POLITICAL. WE HAVE TO WAIT AND READ THE WINS OF THE ELECTION BEFORE MOVING FORWARD AND THEN WE'RE GOING TO HAVE A A COMMITTEE AND SEND IT TO THE FULL COUNCIL FIVE DAYS LATER, DO YOU KNOW HOW MUCH TIME YOU'RE GOING TO HAVE TO READ THAT ORDINANCE. YOU KNOW HOW SLOW THE CITY ATTORNEY IS. >> Council President: THANKS. >> Clerk: BEFORE THE NEXT SPEAKER BEGINS, I WOULD LIKE TO CALL UP A FEW MORE NAMES, FREDERICK ANUKD WILLIAMS GOOD, JAVIER AND CAMRAGO. >> City Attorney: HI SPEAKER, WHAT ITEMS OR GENERAL PUBLIC COMMENT DID YOU WANT TO SPEAK TO? >> Speaker: HI, GOOD MORNING, JUST GENERAL PUBLIC COMMENT. >> City Attorney: YOU HAVE A MINUTE. >> Speaker: I'M AN ATTORNEY WITH PUBLIC COUNCIL. WE PROVIDE FREE LEGAL SERVICE TO SEE HUNDREDS OF SMALL BUSINESS OWNERS IN THE CITY, YEAR AFTER YEAR. AND I'VE SEEN FIRSTHAND HOW LAND LOWERED RETALIATION LEADS TO SMALL BUSINESS DISPLACEMENT WHICH NEGATIVELY IMPACTS PEOPLE'S LIVELIHOODS AND OUR ECONOMY. I WANT TO THANK COUNCILMEMBER JURADO AND HUTT FOR INTRODUCING A MOTION TODAY TO SUPPORT COMMUNITY SERVING SMALL BUSINESS SXZ HOLD BAD ACTOR LANDLORDS ACCOUNTABLE. THANK YOU. >> Speaker: GOOD MORNING, HELLO. >> City Attorney: HI, WHICH ITEMS DID YOU WANT TO SPEAK ON? >> Speaker: ALL OF THE ABOVE. >> City Attorney: OKAY O YOU HAVE THREE MINUTES FOR THE ITEMS FOLLOWED BY A MINUTE FOR GENERAL. >> Speaker: I WANT TO START OFF YOU'RE GOING TO HAVE A MASSIVE SETTLEMENT FOR A PERVERTED OFFICER THAT DID A LOT OF HARM. I KNOW YOU FIRED HIM, AND YOU SHOULD SETTLE. WHY ARE YOU STOPPING THERE? WHY ARE YOU NOT TAKING HIS POST CERTIFICATION AWAY? AND WHY ARE YOU NOT PROSECUTING HIM TO MAKE SURE THAT THIS HORRIBLE EVIL PERSON WHO DOES NOT DESERVE TO WEAR A BADGE ANYWHERE CAN'T TO PREVENT FUTURE VICTIMS? WE NEED TO TAKE VICTIMS, YOU KNOW, AND WHAT PEOPLE GO THROUGH SERIOUSLY. I'VE BEEN COMING HERE FOR TWO YEARS TALKING ABOUT VICTIMS AND IT SEEMS LIKE NO ONE IS TAKING IT SERIOUSLY. I'M NOT ASKING YOU TO PAY THIS VICTIM WHAT SHE IS DO BUT TO GO AFTER HIS CERTIFICATION AND PROSECUTOR, THAT'S HOW WE PROTECT VICTIMS, NOBODY SHOULD HAVE TO SUFFER UNDER PEOPLE LIKE THAT. NOW I WANT TO TALK, I GOT SO STARTED ON THAT T I GET UP SET, THE ONE WITH THE ADA AND HIRING PEOPLE. THIS CITY, FOR THE LONGEST TIME, YOU DIDN'T EVEN HAVE ADA PERSON FOR ANYONE TO CONTACT ABOUT ANYTHING. AND IT'S SAD IT FEELS LIKE THE ADA COMMUNITY, IS JUST TOSSED ASIDE. SINCE I'VE BEEN COMING HERE, I'M ON MY THIRD CHAIR BECAUSE OF YOUR STREETS THAT ARE NOT PASSABLE, YOU DON'T TAKE IT SERIOUSLY. I CANNOT EVEN SPEAK UP AT THE PODIUM, I HAVE TO STAY OUT HERE LIKE I'M IN A CAGE, BECAUSE YOU DON'T HAVE THE RIGHT PERSONNEL, YOU DON'T EVEN LISTEN TO ANY OF THIS STUFF. SO I'M TALKING ABOUT ADA STUFF AND NOBODY IS LISTENING AND EVEN SMOKING SCAN, WOULD AGREE, YOU DON'T WILL IS IN, BUT YOU SHOULD BE LISTEN, BECAUSE EVERYBODY IS SHOULD. I'M JUST ASKING FOR SIDEWALKS THAT WORK. AND NOW YOU'RE MAKE ITING WORSE TOO, THIS IS WHY I WANT YOUR ADA PEOPLE TO KNOW. YOU'RE VOTING IN ALL THESE THINGS LIKE STREET BENCHES AND THINGS LIKE ADVERTISEMENTS THAT IS TAKING AWAY MORE SIDEWALKS SPACE, OKAY, LIKE YES, YOU HAVE THE TECHNICAL, AMENDMENT THAT YOU CAN PASS BUT, YOU KNOW, SOMETIMES PEOPLE THEY HAVE THEIR KIDS WITH THEM AND YOU--YOU'RE MAKING IT SO DIFFICULT TO NAVIGATE AND YOU'RE DOING THE BARE MINIMUM. AND AS FAR AS THE STATE OF EMERGENCY, I KNOW FOR A FACT THAT SMOKING SCAN WILL AGREE WITH ME ON THIS, MAKE SURE THERE IS ENOUGH WATER THIS FIRE SEASON, MAKE SURE WE HAVE ENOUGH WATER THAT WE'RE ON ALERT THAT WE'RE PREPARED BECAUSE, NEVER LET WHAT HAPPENED HAPPEN AND REBUILD THE PALISADES, THANK YOU. MY I WANT MY ONE MINUTE. >> City Attorney: YES, PLEASE BEGIN. >> Speaker: I'M HERE TO TALK ABOUT SCIENTOLOGY, I'M SICK AND TIRED OF JUST GIVING THEM THE ENDLESS PERMITS, THEY CAN DO WHATEVER THEY WANT, THEY HAVE NO CONSEQUENCES AND I'M HOPING THAT ELECTIONS HAVE CONSEQUENCES MR. HUGO, THAT I'M CURIOUS TO KNOW IF ANYONE RUNNING AGAINST YOU ARE WILLING TO LISTEN, TO GIVE ENOUGH ENERGY OUT OF THEIR LIVES. WHY WOULD I BE HERE TWO YEARS, I DON'T GET PAID FOR THIS. IT'S FOR MY PASSION, SCIENTOLOGY IS A CULT THAT DOES SO MUCH HARM TO PEOPLE, YOU HAVE THE VICTIMS COMING HERE TALKING ABOUT IT AND YOU DO NTHING. AND YOU GUYS, IT'S, YOU KNOW, THESE KIDS THEY'RE RUNNING THROUGH AND YOU KNOW THEY'RE BRINGING ATTENTION TO IT, AND IT'S GREAT, BUT WE NEED TO KNOW WHY SCIENTOLOGY IS HARMFUL AND THEY HAVE TOO MUCH INFLUENE ON THE CITY. I'M HERE BECAUSE AND I'M GOING TO KEEP COMING, AS LONG AS I CAN. AND I HOPE YOU GUYS TAKE IT SERIOUSLY AND DO SOMETHING ABOUT IT? >> City Attorney: THANK YOU, SPEAKER. HELLO, WHICH ITEMS OR GENERAL PUBLIC COMMENT DID YOU WANT? >> Speaker: [SPEAKING SPANISH] >> Interpreter: I'M HERE TO MAKE A PUBLIC COMMENT. >> City Attorney: PLEASE BEGIN. >> Speaker: [SPEAKING SPANISH] >> Interpreter: GOOD MORNING I'M ROSA SLIDER AND I WORK IN FAST FOOD. >> Speaker: [SPEAKING SPANISH] >> Interpreter: WE URGE YOU TO PASS THE FAIR LABOR ACT FOR THE FAST FOOD INDUSTRY AS SOON AS POSSIBLE. >> Speaker: [SPEAKING SPANISH] >> Interpreter: THE 50,000 FAST FOOD WORKERS DEPEND ON YOUR SUPPORT. >> Speaker: [SPEAKING SPANISH] >> Interpreter: TO ENSURE THAT WE CAN LEARN ABOUT OUR RIGHTS. >> Speaker: [SPEAKING SPANISH] >> Interpreter: AND TO GUARANTEE FAIR AND SAFE WORKING CONDITIONS. >> Speaker: [SPEAKING SPANISH] >> Interpreter: AND ALSO TO KNOW THE LAWS THAT EXIST IN ORDER TO PROTECT US. >> Speaker: [SPEAKING SPANISH] >> Interpreter: PLEASE SUPPORT THE FAIR LABOR ACT FOR THE FAST FOOD INDUSTRY, THANK YOU. >> City Attorney: GRACIAS. >> Clerk: BEFORE THE NEXT SPEAKER BEGINS, I'LL CALL UP A FEW MORE NAMES, SMOKING SCAN, CAROLINA, MARINE AND JUANITYO. >> City Attorney: GOOD MORNING, WHICH ITEMS WOULD YOU LIKE TO SPEAK ON? >> Speaker: [SPEAKING SPANISH] >> Interpreter: GOOD MORNING TO ALL, MY NAME IS BRIJIDA. I OWN A SMALL BUSINESS HERE IN LOS ANGELES. >> Speaker: [SPEAKING SPANISH] >> Interpreter: AND I'M IN DISTRICT 1 WITH HERNANDEZ. >> Speaker: [SPEAKING SPANISH] >> Interpreter: AND I'M HERE WITH SAGE, HERE IN SUPPORT TO TALK ABOUT THE ABUSES OF SMALL BUSINESS OWNERS. >> Speaker: [SPEAKING SPANISH] >> Interpreter: BECAUSE THE LANDLORDS THAT WE RENT FROM ARE SOMETIMES ABUSIVE TOWARDS US. >> Speaker: [SPEAKING SPANISH] >> Interpreter: FOR EXAMPLE, WHEN ONE COMPLAINS ABOUT A LEAK PERHAPS LIKE ON THE ROOF, THEY SAY WE'LL TAKE A LOOK AT IT LATER. >> Speaker: [SPEAKING SPANISH] >> Interpreter: MEANWHILE WHILE OUR STUFF IS RUINED THEY NEVER NEGOTIATE AND SAY, OH YOU CAN PAY YOUR RENT A BIT LATER. >> Speaker: [SPEAKING SPANISH] >> Interpreter: SO I'M HERE IN SUPPORT OF THIS MOTION IN ORDER TO BETTER THE CONDITIONS FOR OUR COMMUNITY ESPECIALLY FOR THE LATIN AMERICAN COMMUNITY. >> Speaker: [SPEAKING SPANISH] >> City Attorney: GRACIAS. >> Interpreter: WE'RE STARTING AND YOUR SUPPORT WOULD REALLY MEAN A LOT IT COULD HELP US SUCCEED EVEN FURTHER. >> City Attorney: GRACIAS. >> Interpreter: THANK YOU. >> City Attorney: HELLO SPEAKER, WHICH ITEMS OR GENERAL PUBLIC COMMENT DID YOU WANT TO SPEAK ON? >> Speaker: PUBLIC COMMENT. >> City Attorney: GREAT YOU HAVE A MINUTE. >> Speaker: GENERAL PUBLIC COMMENT. >> City Attorney: SURE, PLEASE BEGIN. >> Speaker: GOOD MORNING, FREDERICK, PUBLIC COMMENT SPEECH OF THE PEOPLE, WEDNESDAY, APRIL 22, 2026. AND WE KNOW THAT COMMERCIAL PROPERTY OWNERS, USE THE WEAPON OF HARASSMENT TO INCREASE PRESSURES FOR DISPLACEMENT. HARASSMENT, NOT ONLY AFFECTS THE SMALL BUSINESS OWNER, BUT SOMETIMES IT ALSO AFFECTS THEIR FAMILIES, SOMETIMES THEIR ENDING IN THE HOSPITAL. SO THIS IS THE RIGHT THING TO DO. TO SUPPORT THIS MOTION AND ANTI HARASSMENT FOR TENANTS. IT A WIN-WIN SITUATION FOR EVERYONE. WE KEEP OUR SMALL BUSINESS HEALTHY AND OUR LOCAL ECONOMY HEALTHY, WE ALSO, THEY ALSO PAY THEIR TAXES. SO PLEASE, SUPPORT THIS MOTION. >> City Attorney: THANK YOU. HELLO SPEAKER, WHICH GENERAL PUBLIC COMMENT OR WHICH ITEMS OR GENERAL PUBLIC COMMENT DID YOU WANT? >> Speaker: I WANT TO SPEAK ON 59 PUBLIC COMMENT. >> City Attorney: YOU HAVE A MINUTE EACH, PLEASE START WITH 59. >> Speaker: SO TODAY IN PRIVATE SESSION, COUNCIL IS GOING TO BE SPEAKING ABOUT A LAWSUIT OR VOTING ON A LAWSUIT RELATED TO A COP THAT RAPED A WOMAN. HE RAPED A WOMAN AFTER PUTTING HER ON MENTAL HEALTH AND NOT DID NOT ONLY RAPE BUT--FISTED HER. I HEARD HE MAY BE WORKING FOR ICE AS WE SPEAK. HE'S ONLY ABLE TO DO THAT BECAUSE NOBODY HAS SPOKEN UP. HE HAS MORE VICTIMS OUT THERE. I KNOW OF FIVE DIFFERENT WOMEN THAT HAVE REACHED OUT TO ME WHO HE HAS BEEN STALKING, SOME FOR UP TO TEN YEARS. SAME THING, ALWAYS INVOLVING SEX WITH DOGS AND NOBODY HAS BEEN THERE TO CHAMPION THEM. MOVING ON TO PUBLIC COMMENT. >> City Attorney: YES, PLEASE. >> Speaker: THIS EX COP, IS A PREDATOR. AND BECAUSE OF THAT, WE'RE GOING TO SETTLE MANY MILLIONS OF DOLLARS. BUT YOU GUYS ARE DOING IT IN PRIVATE, SAME WAY THAT THE LAPD COVERED UP FOR THIS COP BY DOING EVERYTHING IN PRIVATE. I IMAGINE WE'RE PROBABLY GOING TO SETTLE FOR TEN MILLION DOLLARS OR SO. BUT NOBODY IS DOING ANYTHING TO HAVE THIS PREDATOR ARRESTED! YOU GUYS JUST SIT HERE, YOU SPENT HUNDREDS OF THOUSANDS OF DOLLARS TO DEFEND THE CITY IN THIS CASE WHERE THE LAWYERS HAVE BEEN TRYING TO SLUT CHAIN THE VICTIM, YOU SAID NOTHING. NOBODY IS SPEAKING. I WENT TO DA HOFFMAN, HE SAID, YOU'VE GOT TO TALK TO LAPD TO GET HIM ARRESTED. I'VE BEEN TRYING TO RUN FOR MAYOR FOR THE LAST YEAR, AND I'M BEING DENIED ON THE BALLOT, I HAVE COME DOWNTOWN FOUR TIMES. I HAVE CALLED IN NUMEROUS TIMES AND I DON'T GET THE PROPER PAPERWORK. AND SOMEBODY IS SYSTEMATICALLY BLOCKING ME FROM BEING ON THE BALLOT FOR MAYOR. I HAVE BEEN RAPED 7 TIMES IN THE LAST SIX YEARS AND THE DIVISION HAS NOT PURSUED ONE OF THE RAPES. I KNOW WHERE EVER MAN LIVES AND ONLY IN ENGELWOOD DID ONE PERSON COME TO JUSTICE. NOW I'M GOING TO GET ON THE BALLOT SOMEHOW. AND PEOPLE LIKE CURREN PRICE AND MAXINE WATERS AND MARK RIDLEY-THOMAS. >> City Attorney: THANK YOU, THANK YOU SPEAKER FOR COMING DOWN TO COMMENT. [APPLAUSE] HI, WHICH ITEMS OR GENERAL PUBLIC COMMENT DID YOU WANT? >> Speaker: ALL ITEMS AND GENERAL, PLEASE FAUBLE. >> City Attorney: PLEASE GO AHEAD. >> Speaker: THANK YOU. THIS AGENDA HAS 23 ITEMS THAT ARE LIENS FOR ABATEMENT COST. [SINGING] DID WE EVER PUT A I LIEN THAT PUT OUR CITY AT A LOSS? THE ONES THAT WERE EMPTY THAT GOT COVERED BY GRAFFITI AND BECUSE THEY WERE ABANDONED, WE HAD TO PAY FOR SECURITY. ITEM 26, WE GOT TO IDENTIFY THE FUNDING FOR ADA COMPLIANCE, THE WHOLE WORLD AND SUE IS THE WORLD CUP AND MAYBE THE OLYMPICS, IF WE GOT SPEND TO COMPLY WITH ADA SO WE CAN INVITE THE ATHLETES TO PLAY, WE SHOULD BEEN IN COMPLIANCE ALREADY. HOW ABOUT ITEM 27? PTCE, EN CREASED ENFORCEMENT FOR PARK ING, PTCE, WE NEED AT LEAST 700, PETC, WHAT WILL THESE NEW HIRES BE EARNING? PETC, IT COSTS MORE PATROLLING, P.E.T.C., TODAY'S AGENDA IS 62 ITEMS LET'S GO BACK TO ITEM 25, WE'RE EXTENDING A DECLARED EMERGENCY RELATED TO FIRES. AL OVER THE CATASTROPHIC FIRES, PEOPLE LEADING BALLOTS WILL BE LIARS, THE CITY FELT PROTECT THE RENTERS AND PERM PIT EXPEDITING COULD BE BETTER BUT IS IT AN EMERGENCY NOW AFTER MONTHS OR ARE YOU MOVING SLOW ON THE WORK TO BE DONE, THE POINT OF THIS DECLARATION IS SIMPLY FUNDS AND TO AVOID BUREAUCRATIC OBLIGATIONS. I'LL SAY IT AGAIN, IT'S BUDGET SEASON EVERYONE'S REMINDED WHAT OUR CITY'S NEGLIGENCE COSTS HUNDREDS OF MILLIONS IN LIABILITIES PUT ING US AT A LOSS. MAYBE IT'S TIME WE MAKE DEPARTMENTS COVER THEIR OWN MISTAKES, ESPECIALLY THE LAPD ALL THEY DO IS TAKE. [APPLAUSE] I JUST WANT TO ECHO WHAT HAS BEEN SAID UP HERE ABOUT THE CHARTER REFORM. THE PROCESS HAS BEEN A MESS HAVING ONLY ONE COMMITTEE SESSION FOERLT PUBLIC TO COMMENT ON IT, IS DISGRACEFUL AND IF I WAS A MEMBER OF BODY AND RUNNING FOR MAYOR, I WOULD BE MAKING MY VOICE HEARD. ESPECIALLY IF THAT'S PART OF THE PLATFORM THAT GOT ME ELECTED IN THE FIRST PLACE. AND REGARDING WHAT ROB KWAN SAID FROM PERSONNEL, THIS CITY SUCKS AT HIRING PEOPLE, IT TAKES MONTHS, THERE IS A LOT OF PAPERWORK, THE PERSONNEL DEPARTMENT FLOODED. IT'S BACKED UP AND THE PUBLIC NEEDS TO BE INVOLVED. FUCK ICE, GET ICE THE FUCK OUT OF L.A. I'M NOT SURE, JUST WE COULD HAVE PREVENTED THIS. PUBLIC COMMENT. >> City Attorney: SURE. >> Speaker: I ATTENDED EVERY MEETING, DURING THE MEET APPROXIMATESING, THEY OFFERED--THAT WOULD HAVE IMPROVED INFRASTRUCTURE. AS WAS THEIR PREROGATIVE AND RECOMMENDED SOMETHING THAT WON'T HELP MUCH, IT SHOULD HAVE BEEN IN THE APPENDIX. WITHOUT SHOWING THEIR WORK OR HOW THEY ARRIVED THERE. INSTEAD, THEY INCLUDE A POINTLESS PICTURES AND PROVIDE A PAGE PROVIDING THAT THE CHARTER IS IS THE CITY'S BASIC RULE BOOK. IF IF I WAS A COUNCILMEMBER, I WOULD BE INSULTED. YOU WERE THE TARGET AUDIENCE OF THIS REPORT, NOT THE GENERAL PUBLIC. YOU PROVIDED THE COMMISSION A MILLION DOLLARS, WHERE DID THAT MONEY GO? WHAT DID THEY SPEND IT ON? LETTING THEM PRESENT TO A COMMITTEE IS LETTING THEM OFF EASY. MAKE THEM PRESENT TO THE FULL COUNCIL. THANK YOU. >> City Attorney: THANK YOU. >> Speaker: HELLO. >> City Attorney: WHICH ITEMS OR GENERAL PUBLIC COMMENT. >> Speaker: JUST GENERAL PUBLIC COMMENT. >> City Attorney: YOU HAVE A MINUTE. PLEASE BEGIN. >> Speaker: GOOD MORNING, MY NAME IS AMY CHONG I'M HERE REPRESENTING EXCLUSIVE ACTION IN THE CITY BASED IN BOYLE HEIGHTS. WE WANT TO THANK COUNCILMEMBERS YSABEL JURADO, HEATHER HUTT AND COUNCILMEMBER HERNANDEZ FOR THEIR LEADERSHIP IN INTRODUCING A MOTION TO CREATE AN ANTI HARASSMENT ORDINANCE TO SUPPORT SMALL BUSINESSES FROM FURTHER DISPLACEMENT AND HARASSMENT FROM THEIR LANDLORDS. WE ARE SEEING FIRSTHAND HOW COMMERCIAL LAND LOWERED HARASSMENT DISRUPTS THEIR ABILITY TO OPERATE AND SERVE THEIR CUSTOMERS AND REMAIN PART OF THEIR COMMUNITIES. SMALL BUSINESSES, ESPECIALLY IMMIGRANT OWNED BUSINESSES RIGHT NOW ARE STRUGGLING TO GET BY AND HARASSMENT FROM THE LAND LOWERED MAKE--LANDLORD MAKE IT HARDER FOR THEM TO THRIVE. THANK YOU. >> City Attorney: THANK YOU. >> City Attorney: HI, WHICH ITEM COMMENT? >> Speaker: GENERAL COMMENT AND ALSO IN THE LINCOLN COUNCIL. >> City Attorney: DO YOU HAVE A COMMUNITY IMPACT STATEMENT FOR THAT? >> Speaker: NO I'M JUST STATING THAT. >> City Attorney: SO IT'S GOING TO BE A MINUTE OF GENERAL, PLEASE BEGIN. >> Speaker: WELL, HELLO MY NAME IS MEMPHIS PEREZ I'M WITH SAGE AND TENANT UNIT. AND THE REASON I'M HERE, THERE IS A URGENCY IN OUR COMMUNITIES, A LOT OF SMALL BUSINESSES IS DYING AND NOBODY IS HEARING US, WE'RE OUT HERE ASKING FOR YOUR SUPPORT FOR THINGS TO GET BETTER FOR US, BUT IT SEEMS FOR US, THE ONLY WAY IS TO LET THINGS HAPPEN AND FOR US TO DISAPPEAR IN OUR COMMUNITIES. NOW ME, AT MY STORE, I MAY NOT HAVE IT NEXT YEAR WHERE I STAY AT AND A FRIEND OF MINE MAY NOT HAVE A NEXT MONTH TO KEEP GOING WHERE HE'S AT. WE NEED TO COME TOGETHER. MOST OF US HAVE BEEN IN THE COMMUNITIES FOR TEN OR 20 YEARS, WHAT OTHER WE'RE ASKING IS FOR THINGS TO BE FAIR, FOR OUR LANDLORDS NOT TO TAKE ACTION AGAINST US WHEN WE ASK FOR THINGS TO GET FIXED. WE PAY. LANDLORD TO PAY HIS TAX SXZ MORTGAGE. ALL I'M ASKING IS FOR SUPPORT. >> City Attorney: THANK YOU. DO WE HAVE MORE SPEAKERS? >> Speaker: TAKE THAT FUCKEN MASK ON. >> City Attorney: HI SPEAKER. >> Speaker: WHATEVER GIVES ME MRE TIME. >> City Attorney: IT DEPENDS WHAT YOU WANT TO SPEAK ON, BUT IF IT'S GENERAL, IT'S A MINUTE. WHY DON'T YOU START WITH THAT. >> Speaker: COOL. MY NAME IS JUANITIO AND I'M WONDERING IF YOU CAN TURN ON THE FOUNTAIN, IT A REALLY TERRIFIC PARK, IT HAS A LOT OF NICE PLANTS. SO I HOPEFULLY, THAT'S NOT ASKING TOO MUCH. ALSO THE WATER AT THE DOWNTOWN LIBRARY IS OFF. I THINK IT'S AN INSULT, SHE SEEMS LIKE AN INCREDIBLE LADY WITH A GOOD BACKGROUND AND IT'S DRIBBLE OF A FOUNTAIN, SO IF YOU CAN TURN ON THE WHOLE FOUNTAIN THAT WILL BE COOL. AND ALSO THE FOUNTAIN IN THE SECOND FLOOR HAS BEEN BROKEN. YOU NEED TO TAKE CARE OF THE SMIEN OR STUFF INSTEAD OF THE BIG STUFF. AND, I DON'T KNOW, MAYBE A LITTLE BIT STRICKER LITTER LAWS. I DON'T LITTER OR ANYTHING BECAUSE I LIKE THE CITY. >> City Attorney: OKAY, THANKS FOR COMING DOWN AND TALKING. >> Speaker: COOL, THANK YO GUYS. >> Clerk: BEFORE THE NEXT SPEAKER BEGINS I'LL CALL A FEW MORE NAMES, JOHAN, FRANCISCO, ELLIE A, GREENSPAN MIKE. >> City Attorney: HI, WHICH ITEMS OR GENERAL PUBLIC COMMENT DID YOU WANT? >> Speaker: I WOULD LIKE TO SPEAK ON GENERAL PUBLIC COMMENT AND ITEM 30. >> City Attorney: LET'S START WITH 30 AND THEN A MINUTE FOR GENERAL. PLEASE BEGIN. >> Speaker: GOOD AFTERNOON, I'M NICHOLAS, EXECUTIVE DIRECTOR OF LIBERAL LOS ANGELES. I WANT TO START WITH SOMETHING ON LIABILITY, L.A. IS DROWN INING LIABILITY CLAIMS INCLUDING THOSE TIED TO LAPD AND OTHER DEPARTMENTS. BUT THESE COSTS ARE NOT RANDOM, THEY'RE THE RESULT OF HOW THE CITY IS STRUCTURED TO OPERATE. WHEN OVERSIGHT IS FRAGMENTED AND WHEN DECISION-MAKING IS REACTIVE INSTEAD OF PLANNED, RISK INCREASES AND WHEN RISK INCREASES, SO DO PAY OUT. LIABILITY IS IS NOT JUST A LEGAL ISSUE, IT'S ALSO AN ADDITION TO BEING A CULTURAL ISSUE, IT'S A GOVERNANCE ISSUE. THEY WOULD WANT TO REDUCE THESE COSTS LONG TERM, YOU HAVE TO ADDRESS THE STRUCTURE THAT PRODUCES THEM, THAT MEANS BETTER COORDINATION AND STRONGER PLANNING CHARTER REFORM IS HOW YOU DO THAT. AND THAT BRINGS ME TO MY BROADER POINT, LOS ANGELES DESPITE WHAT A LOT OF PEOPLE SAY IS IS NOT ACTUALLY BROKEN, IT'S FUNCTIONING THE WAY IT WAS DESIGNED TO. AND THAT'S THE PROBLEM. WE'RE TRYING TO RUN A CITY DESIGNED TO BE NO BIGGER THAN PASS DENA. A COMPREHENSIVE HELPS RESTORE THAT BALANCE WHICH IS WHY I ENCOURAGE YOU ALL OF YOU TO CONSIDER EVERY POINT WITHIN IT. THIS INCLUDES COUNCIL EXPANSION, SOME DISTRICTS ARE SMALLER AND MORE ACCESSIBLE, THERE ARE STRONG DATA BANK ABOUT PERSONNEL AND HIRING REFORM SO DEPARTMENTS CAN FUNCTION EFFECTIVELY AND IT INCLUDES CAPITAL IMPROVEMENT PLAN. THE PROCESS MATTERS TOO. THE CHARTER FORM COMMISSION IS NOW MOVING THROUGH THE RULES COMMITTEE BUT REFORMS DESERVE MORE TIME AND MORE DELIBERATION IN FRONT OF THE FULL COUNCIL. ANGELINOS SHOULD BE PAYING ATTENTION AND TAKE IT TOGETHER THIS PACKAGE MOVES L.A. FORWARD TOWARDS A GOVERNMENT THAT IS FOR EFFICIENT AND ACCOUNTABLE AND BETTER ALIGNED FOR THE SCALE OF THE CITY IT SERVES. THANK YOU VERY MUCH. I APPRECIATE IT. >> City Attorney: THANK YOU. HI SPEAKER WHICH ITEMS OR GENERAL PUBLIC COMMENT DO YOU WANT AND YEAH, PULL THE MIC DOWN SO WE CAN HEAR YOU. >> Speaker: HI GOOD MORNING, THIS IS A PUBLIC COMMENT. I'M ROSA MARIA, THE OWNER OF GALLERY IN HIGHLAND PARK. I'M HERE TO SUPPORT MY FELLOW SMALL BUSINESSES WHO ARE BEING HARASSED, THE GENTLEMAN IS GOING TO BE SPEAKING SHORTLY IS JEREMY FROM READ BOOKS. HE HAS TO BE OUT OF HIS SPACE BY JUNE FIRST AND I HOPE THIS IS A SIGN TO ALL OF OUR COUNCIL PEOPLE TO PLEASE BE VIGILANT ABOUT THE PRICE GOUGING THAT IS GOING ON IN YOUR COMMUNITIES, THE NEXT PERSON THAT HAS TO DISAPPEAR OR MOVE COULD BE SOMEBODY THAT YOU ADMIRE AND SUPPORT AND FREQUENT. SO I ASK THAT YOU SUPPORT SMALL BUSINESSES IN ALL OF LOS ANGELES. THANK YOU. >> City Attorney: THANK YOU. [APPLAUSE] HI SPEAKER. >> Speaker: FOR GENERAL PUBLIC COMMENT PLEASE. >> City Attorney: PLEASE GO AHEAD. >> Speaker: GOOD MORNING, MY NAME IS JOHAN HE ESPINOZA AND I DROVE AN HOUR TO DRIVE HERE FROM THE NORTHWET VALLEY, SO IF YOU CAN PAY ATTENTION FOR THE NEXT 45 SECONDS, THAT WOULD BE GREAT. MY NAME IS JOHAN, THE REFORM COMMISSION CONCLUDED ITS WORK WITH OVER 80 RECOMMENDATIONS, INCLUDING VOTE 10-1 ACCORD TO GO A LETTER BY COUNCIL PRESIDENT HEARD AT THE RULES COMMITTEE FIRST BEFORE YOU GET TO VOTE ON IT IN JUNE. I URGE YOU THAT THANK YOU REQUEST A CONVERSATION YOU YOU HAVE THE OPPORTUNITY 20 ASK QUESTIONS AND GIVE THEM TIME TO RESPOND TO YOUR REQUEST OR ELSE YOU LOSE OUT ON BEING PART OF THE PROCESS. PLEASE URGE A PRESENTATION FOR THE FULL COUNCIL. THANK YOU. [APPLAUSE] >> City Attorney: THANK YOU, SPEAKER. HI SPEAKER, WHICH ITEMS OR GENERAL PUBLIC COMMENT DID YOU WANT? >> Speaker: ALL ITEMS THAT ARE AVAILABLE AND PUBLIC COMMENT AS WELL. >> City Attorney: OKAY, THAT'S GOING TO BE THREE MINUTES FOLLOWED BY A MINUTE OF GENERAL, PLEASE STICK TO THE SUBJECT MATTER ON THE MINUTE. >> Speaker: OF COURSE, I WILL PROBABLY NOT TAKEN TIRE THREE MINUTES BUT OBVIOUSLY IT'S ALL ABOUT LIENS AND ABATEMENT, SO I GUESS THE CITY NEEDS TO COLLECT THESE FUNDS SOMEHOW AND I UNDERSTAND, IT'S A VERY DICEY SITUATION. I KNOW A LOT OF PEOPLE ARE UPSET THAT WE HAVE TO COLLECT IT OR YOU GUYS HAVE TO COLLECT IT AND THOSE OF US THAT, YOU KNOW, PAY OUR TAXES IN THE CITY ARE KIND OF UPSET BUT THE CITY IS BROKE SO THEY HAVE TO FIGURE OUT HOW TO GET MORE FUNDS BESIDES RAISING TAXES AND OTHER DISCRETIONARY FUNDING FROM ELSEWHERE. PUBLIC COMMENT. SO MY PUBLIC COMMENT FROM FRIDAY WORKED, I ACTUALLY GOT, I DID CALL A COUNCILWOMAN'S REPRESENTATIVE AND THEY FINALLY PICKED UP AND ANSWERED. SO I GUESS PUBLIC COMMENT DOES WORK SOMETIMES AND IT DID. SO, OTHER THINGS THAT I WANTED TO DISCUSS ABOUT, IS RELATED TO COMMUNICATION. SO THOSE OF US THAT WORK IN THE PRIVATE SECTOR, IF A MEMBER OR ANYONE CALLS US OR GIVES US A CALL, WE HAVE TO RESPOND TO THEIR INQUIRY WITHIN 24 HOURS OR ELSE WE GET WRITTEN UP OR FIRED AT THE END OF THE DAY. SO MAYBE, THAT'S SOMETHIG THAT YOU ALL SHOULD INSTITUTE WITH YOUR, YOU KNOW, PEOPLE THAT WORK UNDER YOU, THE DEPUTIES AND EVERYBODY ELSE, JUST SAYING, IT IS A SUGGESTION. ANYWAYS, A COUPLE OF OTHER THINGS, I WILL NOT BE HERE ON FRIDAY. I KNOW YOU'LL BE REPRESENTING OR HONORING ARMENIAN GENOCIDE, THAT'S IMPORTANT. WE DON'T WANT HISTORY TO REPEAT ITSELF, LIKE HITLER HAD MENTIONED. AND THANK YOU AGAIN. >> City Attorney: THANK YOU, SPEAKER. >> Council President: YOU'RE OUR FINAL SPEAKER, GO AHEAD. >> City Attorney: HI, GENERAL PUBLIC COMMENT? >> Speaker: GENERAL PUBLIC COMMENT. MAY HIS MEMORY BE A PEACE. YES, MR. NAZARIAN. >> A. Nazarian: I WOULD LIKE Using streetcars as modes of transit across longer and longer distances in southern California becomes the practice of a lot of transit opportunities by the last 20 years or so of the 19th century. As the remarkable 19th century came to a close, the choices for transportation must have certainly seemed breathtaking. But just when it looked like Angelenos had seen everything along came the automobile and it was love. At first sight. La la la. Within a few decades, Los Angeles had the highest per capita number of automobiles in the country. Well, being able to buy an automobile was giving you not the key, just the keys to the automobile, but the keys to being able to go anywhere you wanted. Any, pretty much any time you wanted to go. The automobile gave people a sense of empowerment. Besides the automobile, the abundance of streetcars and light rail in the early 20th century gave Los Angeles residents more options about where to live. The cleaner, fresher suburbs were now a choice. Thanks to businessman Henry Huntington. Henry Huntington's imprint upon the transportation history of Los Angeles is more profound than any other single individual . Known as the father of La urban planning, Huntington owned LA Railways and Pacific Electric Railway. His yellow streetcar made stops in the center of town , and his interurban red car service went to the San Fernando Valley, Orange C city streets. It was a. Los Angeles was a bowl of spaghetti of railway tracks. And there was a lot of unfortunate interaction between the railways and pedestrians. The railways and horses, the railways and those newfangled things called automobiles. There was also confusion. The rail companies each had separate terminals. An outraged public demanded change. They wanted a single depot or a union station like many other American cities. But Southern Pacific, Union Pacific, Atchison, Topeka and Santa Fe did not agree, so they pursued the railway companies who resisted vigorously. This actually went to the California State Supreme Court twice, and then on to the United States Supreme Court over a 16 year period. A few years later, the US Supreme Court ruled that the rail companies could be ordered to start building Los Angeles Union Station. But while many Angelenos celebrated the legal victory over in Chinatown, lives were about to change. It had been decided that most of what is now referred to as the old Chinatown near Alameda Street would be demolished, and that land used to build the new Union Station. For residents of Chinatown, the future was now very uncertain. The Chinese Exclusion Act was in place. New immigrants could not become citizens. So you're forever alien and not allowed to become a part of society and not allowed to become a true contributing part of society. In the end, 60% of Chinatown's residents and businesses were displaced. Historians say some of those who lived through the relocation clearly recalled that no one ever offered to pay them for their move. One of those people was businessman David Lee . David's family had run the Manzanillo restaurant on Marchessault Street in Old Chinatown for a whole generation. So they were very much rooted in the community. But when the day came, when they were told they had to move, they tried to negotiate for some assistance. And when we specifically we the Chinese Historical Society, specifically asked them if they received any compensation or any assistance, his comment was not a petty, not a penny. As fate would have it, LA's new Chinatown was relocated about a half mile away, and the building of th
