From the dabs and bring you amendments that will reflect some of the common themes and we want like the council to extend this to January 2nd. new council business number is so the letter of intent for the issuance of 7.3 million dollars and higher fees and 5 plus 5 property tax abatement for the construction 40,000 Square foot. It's been presented to the park board abs and some stakeholder groups and we have approval from those groups. Number 5 would new technology system related to the sewage plant. And would be in our apartments that planned for the plant. Number 6 would approve the 2024 wage increases for the city's union and non-union employees. So on Page 3. On Page 4 number 7 going to would increase the allocation for in-patient substance abuse treatment. 4 defendants and city, the city's court system and that would increase would go from what was previously allocated $240,000 up to $400,000. And that is to reflect a growing demand substance treatment services. Number 8 would several budget adjustments to close out our fiscal year with most significant being the allocation over 1.7 million dollars in arpa funding to various cip projects. Excuse me. And that was anticipated when you're approved the Capital Improvement program and the operating budget back in August. Number 9 would approve annual The city's annual property and casualty insurance program. Number 10, with approved guidelines for the property tax relief, program that adopted by the council approved by the council during the offering budget's approval, the operating budget. benefit primarily low-income seniors and disabled veterans. Notices will go out to property after the council implementation. Number 11 would approve the couple funding allocations for individual artist and for a cultural institutions. It's all a page for a page. 5 number 12 would consider the retention of the new civil court judges and approve a wreck directives. Merit increase. That's all I have on Page 5. We would share an update on our 2 big utility projects with which waterworks and North West Water treatment facility. And what's happening with being our plan to use. A lot of this will look familiar to you, but I want to highlight. Items on both projects. Talk about schedules where we've got time They've got to the most recent drone video from the Water treatment Plant campus, which kind of cool. So on a new water treatment you've seen and heard this before. But just kind of recap or goals with this project. We'll be able to treat any blend of water in any single source of water which had sufficiency and drought resiliency, which something we can't do with the current plan. That's one of the biggest impacts of this project. plan has the same capacity 120 million gallons a day effectively. Water plant has now, but it provides redundancy to avoid a water outage due to operational issues, which also a big improvement over what we have now, the way that processes are being built in the treatment trains. There's things that go down. The plant were still going to be a good place to be able to provide water. This will meet and exceed all current water, quality standards and accommodate potential future water quality There's a lot of things on the horizon now, cause and all these things we're talking about, flooding, copper. That may change how we have to treat water in the future. We're keeping a very close eye on that and making sure this plan can accommodate that into the future. Look at budget stuff. Don't spend a lot of the numbers I do want to be able to see the bottom line. There a reminder of the size of this project is 573 million dollars. So there's a lot that's happened over the course of time since 2019 to the development phase and some initial financing phase one and phase 2 is where we're at being under construction. Almost 90% complete. We're going to really close to having this thing mostly built out from the plant perspective, commissioning and testing begins Some of the early testing is happening as part of the plan, including the filters, were water's running through the plant. Now we've got to change orders today for just over 1.8 million dollars, which is pretty remarkable for project this size is less than one-half of one percent. I think it's real testament. To how this project was developed and has been And it's there's going to be a few more things coming to see. You know, we're working to of that now. But overall, a great place. will ever to built? A new substation the south side of 13th Street. You're such a counterpart to be able accommodate the loading for the plan. All of that's done. We'll be bringing a final agreement back to the council soon for the just over 12 million dollars cost. there. Land acquisition was part of this is behind There's some things happening at the House Reservoir and has campus to make all of this work. As you know, are still sending the majority, the water from the new plan to to pumped out into the distribution system to move everything up to that. You can imagine a project this size as many staff we have involved, really took something a structure like this to make this happen. So pretty sizable contract. From scheduling and staffing perspective. But Mister, that there's really testing going on full commissioning and testing and start of will be happening in 2024. we're working feverishly on that. We're shifting things a little bit trying to figure out how that works so that we can fully test the components of the plan. There. We're going to be looking scenarios, include operational maintenance, capital costs well, there are those options business case evaluation that will bring to the City Council. Don't know what that looks like I would not imagine a scenario where we would have 2 water treatment plants under full operation at all times. But it's often hard to walk away from the idea of having a second plant. We can bring online within a certain period of time. So be looking at those try to predict what that looks like because there's so many things that go into this, including operations. So we're trying to predict what may happen here as we start hiring people of of where that might work between 2 playoffs. lot of things are going to happen in the coming months related Moving on to be in our this is kind of a busy It's a good idea or looking at mostly towards the bottom. There's 3 parts of. being are. That we're working on that all cover plant, one which has risen constructed in the 30's is no longer an actual active plant. And it helps equalize flows and again provides the pumping plant to which is main water wastewater treatment plant was or is a construct of the 1950's and it provides main treatment process for both facilities. Also, part of this project is the collection system from Kaskin Force Man which comes from the station on Tyler. making improvements there, too. Sorry. Stop to plant. One improvements will include. We're still working on verifying what needs to be done for odor control. And I'll talk a lot about over control here in just a minute. And we'll also be replacing the a player, We've had over the course of time, different studies and also saw new control. We have Current consultancy Diem. Take another look. And we continue to conduct their sampling and and it has continued to dictate potential changes and what we're going to control going forward. I'll talk about that more than that. The collection system project. I talk about the plans specifications are very far along nearly ready for bidding. But to construction packaging. This is the biggest part of what we're doing here. If you recall overall budget is in excess of 350 million dollars. So package one is the and I will spend a lot of time 4 A lot of stuff that you're looking at here. But the trick filters here in the brown area are being demolished as we speak. Because what you see over the top of the is the primary being are improvements package too. As for playing odor and solids improvements to talk about more detail just a minute. Package 3, which will be the other big part of this project project. That's back in just 2, 3, are that are the biggest components could force the watering for our bile salts handling. That's talk about. It a little bit more detail on in the package. One is now under construction. Getting those old trickling filters out of the way. Package we actually just had the steering committee had contractor interviews this morning. Several of you are involved so we've got a selection will have moving forward to be under construction soon. 100 million dollars. Plus, part of the project package 3 is ready to go out on the street. It will be the same size or more. But the package to is the primary over control component and solids handling talk about some more so to patrol a second package. 3 is the biggest part of the being are approved and ultra violent stuff that goes with That is relates to water and the bio solids handling. And I know a lot of information. We're getting fun review kdhe so they can go out the door. We had a package in here just for or electrical equipment, which is a long lead time and great impacts scheduling. So we've got that out door we can get. Electrical components orders. We're not waiting a contractor to do that. really makes a lot of sense. And the last package here is for skated, which the manager mentioned this on the council next Tuesday for communications, remote operations of the facilities. Talk about out of control. Real big part of what we're doing here. You've all heard discussions. councilmember whole was little and some of those continue to have a lot of discussions for right reasons about over control. Change in the type of bile filters. The clarifier sludge holding tanks will have covers which is like you see here. This is a tank cover with you see the trusses on there. That's obviously a big deal, right? We've got all these Clara fires. We've got these tanks that are open. can provide covers on those. That's going to make an immediate impact on over control. Modeling results indicate there's a night potential 98% reduction in frequency of overs. Not want to be very clear on that. That doesn't mean that 98. So the voters are going to wait for you all detect odors. 98 1% of the time. 98% reduction in frequency of significant voters within a mile. Have it is going to make very big There's no doubt about it. There's so many factors that play into. Odor treatment plans within the process is weather. Everything that goes with that. But we're going make a huge difference. So we're ready to get going on this. And that's the next project that's coming up. Overall, what we've got with the now having a contractor on board or will soon. >> A groundbreaking in February was projected completion in 2027. The owner control in particular should be and running and impacting 2026. was going to show drone video of the water treatment plant. If there's no questions asked. >> They've seen this before. That this is machine you know sometimes it gets confusing. So that's obviously a part of plan that is you can there's not a lot missing here. probably the biggest thing that's going to change from a visual perspective because all of the onsite paving the connecting roads, the landscaping, hearts caves, things like that, which you can see it being kind of shape in here. But there's so much of this is complete. We'll see a couple things that are still being worked on specifically. As I mentioned, the biggest, you know, the biggest rectangular building, the filter building. There's got water running through preliminary testing. That's going on there. >> The Clara fires are mostly completed. All 6 of those. We have power generation on site. Now backup generators. It's 2 buildings on this campus that tornado proof. One is where generators are. What is the operations building? Which makes because we really need to keep both of those going at all times. So. All speed this up just a little So you can get around the site to the other side. This is where all the final processing happens. Chlorination pump stations to get to have These 2 clear. Well, as the large tanks. Allow for sending water directly into what we call the northwest. so I talked before about not being able to move house right now. Water goes through. we send it out to big system to the city? To try of was plausible under feasible any circumstance. So, we are taking some water directly from this plant. It will be stored. First in here is finished water to the northwest. proximate, we have the capacity to build. It is and 27 million gallons a day made it more effective and makes a lot of sense. So that's the first place will be sending water. Everything else will be going to This is the operations building I mentioned right here by the filter plant. This is where everything happens. And that's also tornado proves buildings. So all speed it up just a little bit so we can get. Back in so this is our maintenance building right here. Back in the far background there. It's kind of a bonus building that we get to keep this part of the that's what the joint venture design build team was. So our partners built they needed assess a T basically we get to hang on to that for additional storage, which will be really New artwork is right here in front of the administrative building. Want to show just a little bit ago, we almost all the equipment is now and industry building. We have taken over building. Because it takes approximately one year to get to a lot of certified kdhe. So we have some of our lab staff moving up there shortly. Probably right after the first of the year. So we can make sure that that lob was up and running. By the time the plan comes online. It's still has the water treatment plant smell, which is but it's a it's a testament the dedication of this council in this community to see this project through its going to be a generational thrilled to be part of it. One question I get from residents in my district the with the clear well and not going through are going to see increased water pressure. You know, showers losses, water pictures of things that happen. >> Through the pumping bakes basically regulation is not likely. So no loss of water aloft. >> I would tell you, Rick, Kansas Water Authority meeting in Concordia Wednesday. >> So 13 member appointed board from across state. A lot of other people there. And I don't think there's a person in that room that did eventually asked me about this project. They all know that is happening.
