representative Rivera representatives ernandez salido and Canales have requested to be excused this morning that brings us to the first item on the agenda and this is a presentation on the preliminary assessment of dedicated outdoor pickle ball courts and the identified sites of across the city of Al Paso before you start I'm not sure you all knew this item was on the agenda but welcome here I just thought didn't bring you anything to drink I'm sorry welcome all of you all thank you for being here good morning major good morning toity the council members Pablo Cayo Park Center Recreation director for Park Center Recreation okay uh today I'm here to present to you all a preliminary assessment for outdoor dedicated pickable courts and potential sites for the city of passo let me get started with a city council discussion and action taken on July 2nd of 2024 I'm going to read these direct the city manager to conduct a thorough assessment of the implementation of dedicated pickable Courts at locations across the city of El Paso considering both interior and exterior pickable courts and including Parks and Recreation facilities to have existent pickable amenities and that the assessment include a minimum a comprehensive selection process for pickable size and projection of costs an analysis of optimal facility scale and or mix of facility sizes and an estimate of the potential economic impact of tournaments and League Play and include input from neighborhood associations in the process and that a preliminary assessment be presented during the city's upcoming budget workshop for the FY 2025 budget with a more formal assessment to be presented to the city council within 120 days with that let me get started with our first uh potential site which is the Mary Francis Kinsley Park Loc located at the west side of the city in District 1 as you all know the master plan for Mary Francis was adopted on December 13 of 2022 in which it has included eight dedicated pickable courts with lighting amenities and fencing with a total cost of $1.8 million uh this project will potentially be funded through a public private part partnership uh thanks to the great efforts of our uh strategic Affairs office they've been approached by several individual groups that would like to fund the pickable courts on the next slide you can see we have the East Side Regional Park phase two this is located in the Far East District 5 it also has in plan a dedicated pi courts with amenities and lighting total cost $600,000 and CID has a tentative start of construction for spring 2025 also in this project Parks applied for a Texas Parks and Wildlife Grant as additional funding for this CID Capital Improvement project our next potential side it's Lincoln Park located in the central area of El Paso this is in District 2 this is where the old tennis courts used to be we can fit six dedicated pickable courts in this space with a total cost of 175,000 to 250,000 including lighting resurfacing and fencing there's two concerns in this particular site one it's that the property it's own by the TCH do and the second one is that it's a high noise area due to the crossing of the interstate highway now we go to our pick indoor courts through 16 recreation centers we have a total inventory of 38 courts with an average of three quarts per Center and an average of 3 days per week of programming you know on each center with an average of four hours per day per site uh for the pickall community also the recreation centers offer facility rentals after hours during the weekends for any sport to take advantage of our space with a low low cost starting like a $23 an hour per Court we have a list of potential sites in Parks uh like I mentioned to former representative uh lisara present that every district is here uh the only one missing it's District 8 because we don't have a park with enough space to do a project like this but every other district has potential sites as you can see on the list we have on district one Bren Abu on District Two Nation store or Washington Park on District three uh Hawkins park or Jim Crouch Park District Four B park or Chuck Henrik um District Five Bernie mkid uh District Six dick Shad district 7 black Chester or salvad Rivas just the name a few uh this would have to be a capital Improvement project and just to keep in mind every time we add a Rec creation project like this to a park we need to add parking spaces so that's an additional cost with this I finalize my presentation remember this is only a preliminary assessment presentation we will continue to work on this presentation to bring back a full assessment on October as directed if you have any questions or comments we're open to it we'll the the one and only go ahead Miss fer your time starts now good morning my name is Jamie fiser I'm president of pickleball El Paso and we'd like to give a shout out and a big thank you to Dion Mack I'm sorry I don't see her here today there she is she good timing she sent us a copy of what they're working on and so we can give some of our feedback we have members who've played all over the country and in Mexico we've seen things that have worked great and things that have just not and so we would really like to participate in this process we've been looking at the Four Points of the city to make sure that everybody has something down in South Central at escat we have four permanent courts and there's some easy opportunities there not your job we'll work with the scar the Beast very excited thank you looking forward to it so that leaves the west side and Northeast Ben's going to talk about Northeast but before I get to the West Side I want to talk about Lincoln Park a little bit representative anelo uh called us about this last fall and although it looks like a great idea that you can play in the shade look at the background this is the same problem that we have with Wayne Thorton um Grand View it's got a beautiful wall of windows but you can't see the ball because you're in the shadow and the ball's going up against the light and so with any sport of course you got to be able to see the ball that is a huge drawback those pigeons are going to fight you for their spot we know that's an issue it's also it's five miles from a scar two from uh chamisal outdoor and so there is some coverage in that area right now um but those were the big things we were concerned about if you really want that area could you please consider Washington Park it had natural lighting and it's close so with regard to Mary Francis we've got some people who got together to submit an nip and we know it's not a guarantee we're hopeful if it can get it started and if not that's fine we'll go on three weeks ago we met with paso del Norte uh your architect some other people from your department and another architect firm and I think that's where the $1.8 Million number came from it's a list of expenses we've got it down to 1 million to focus on just the courts first so thank you for doing this we would love to participate we'll hope you'll let us uh have some input and you know contribute the things that have worked and the things that have been less successful but thank you for your work the next speaker is theres abalon she will be followed by Miss Lara good morning you have minutes morning good morning good morning mayor good morning everyone I'm very happy to be here and appreciative for the opportunity to address all of you I was here in July and was told that it would take four months before city council would be ready with a plan to build dedicated pickle ball courts in El Paso we are very excited that is only August and here we are ready to work on this project I have been playing pickleball in El Paso since the 1980s my husband Ben learned how to play pickle ball while attending a Kinesiology conference in Dallas Ben was taught to play this wonderful game by one of the grown kids whose parents invented pickle ball the first pickleball court in El Paso was in our driveway our equipment was not fancy but we had hours of fun we played with other young couples and their children after we had our own children we continued to play We soon ran out of space my husband began taping and chalking quarts all over town and wherever he was given permission to do so with the rising growth of pickleball all over the world it frustrates the El Paso pickleball community that we are not keeping Pace with other cities who have similar demographics we thank you for giving this issue priority and taking the initiative to get the ball rolling we are asking for permanent facilities in the areas that are the most densely populated with pickleball players those areas are northeast El Paso and the West Side my husband has been teaching free pickle ball lessons for 10 years in northeast El Paso at Veterans Park and Nolan Richardson Recreation Center occasionally he also teaches at Gatson on the west side he is a certified volunteer with El Paso Parks and Recreation USA pickle ball is the national governing body for the sport and because of the length of time and dedication to the sport Ben was named a pickle ball Ambassador in the southwest the reason that I am asking that one of the dedicated facilities be built in the Northeast is because there are so many players that are from this part of town where Ben teaches and where they learn to play many of his students are retired military who tend to try to stay close to home and Fort Bliss we also have land and Facilities that are vacant and they would lend themselves to this type of build a permanent facility of at least eight outdoor dedicated pickleball courts are needed there are beautiful large Parks available such as Nations Tobin Veterans Park and suang Park all of these ven venues have amazing views of the Franklin Mountains that would be perfect sites for this Venture there is very little traffic in these areas and access to the freeway is nearby having a dedicated pickleball facility would bring visitors to the Sun City visitors bring money big tournaments would consider El Paso as a possible site this facility would ideally have the amenities necessary to accommodate all players including those who like me play this game in a wheelchair I look forward to the day when all of our residents would be able to gather at a beautiful permanent 8 Court pickle pickle ball facility with friends to play a sport that keeps them healthy and happy clerk but anyways I just started playing pickleball in the fall of U last year and uh there's a wonderful club called Oli pickleball that Ben is an amazing teacher at pickle ball really is an amazing sport especially people entering their Encore years which I I like to refer to that I'm in my oncore years um I I appreciate your support in putting this item forth so promptly and I'm just here to vocalize my support for this item I hope that this these eight outdoor courts are going to happen it's badly badly needed especially in El Paso we like Terry mentioned we are a little bit behind in El Paso so I hope that you would consider this item and that you would give the pickle ball Community some input like Jamie fiser was addressing and it's great to see you guys I hope you have a wonderful name is Ben aalos I have spent my entire career teaching El Paso children and adults the enjoyment and benefits of physical activity the joy of play through activities such as games and sports is an an important part of our quality of life El Paso is my home I appreciate everything that the city leaders have provided to the community from beautiful Parks walking trails splash pads playgrounds recreation centers and swimming pools thank you so much the pickleball community in El Paso is growing so quickly from a handful of players 10 years ago to hundreds of players to now thousands of local players they're looking for places to play at Rec Centers and local parks works the need for outdoor dedicated pickup off facilities with lights parking seating Shade Wind screens restrooms is higher than ever the highest concentration of players is in Northeast and Westside uh Northeast has beautiful Parks Veterans Park off Salem Drive nation's Tobin Park off Railroad Drive these locations have adequate space for pickle ball complexes we would love to work with you to create a beautiful facility in our Northeast West Side um these are there are a lot of critical elements that need to be considered when designing and building a pickle ball facility such as safety location of the homes nearby because of the sound of the ball plain surfaces the wind effects on the ball and handicap accessibility we are at your service and available I've been waiting for this for 44 years since I had my first pickle ball ball court in El Paso on my driveway on Moonlight Street in northeast El Paso in 1980 let's get this done thank you very much thank you sir and the final speaker is Laura Houston good morning you have three minutes good morning hi good morning Laura Houston um just expanding on what Jamie Fischer and Ben anelos also said so we're a diverse city right we have um mountains at divider City in a valley East West and and Central um East we have uh is covered by the beast that's going to be eight facility Court awesome um Central we have a scar uh Four Courts hopeful expansion to another four total of eight relatively possible um west side and or Northeast right so 40 to 45% of the current pickle ball PLO players um are district one or District 8 which is West Side um and so thinking of adding to Mary Francis Keesler U plan um supporting that project would be a Westside location and also Northeast like uh Ben avalo said thanks so much thank you very much thank you all for again being here um I know um this is a passion for you all and and also a quality of life item and which is important in our community I did do some research for you also I know that the game has become very popular around the world but uh it will not appear in the 2028 Olympics where you aware of that sorry yep because all the games all the sports that are going to be played in the 28 Olympics have already been picked and for it to become a game and a sport in the Olympics for men you have to have 75 countries and four continents that have the game and are going into the Olympics for women it's 40 countries and three continents so it looks like it's going to be maybe in 32 but everything I've read says most likely it's going to be 2036 so just a little point of tidbit information that I had for yall well if they have a meeting in town we'll be there so now it gives us all time to prepare and get ready that's so I know that uh I did see on Friday repent mullar uh was in shorts and I asked him where he was going and he said he was on his way to play pickle ball so said molar well get used to it anyways good morning mayor thank you very much for that tidbit of information about pickle ball at the Olympics uh I'd call you Mr Google or Mr encyclopedia I'm not really sure but thank you mayor so uh Mr to every Miss Deion Mack the city manager Madam City attorney thank you very much for bringing this presentation forward to us I know we have 120 days to do it before that but this is a start and I'm very happy and proud to see this uh a couple of things I would be sure to make sure um Veterans Park that we take a good look at that for the indoor as well and I know that's already listed uh we had District 4 we also have surlan Park which is further up over there by um angor Loop and so we need to consider that as well Arlington Park on Pasadena Circle uh Great Park great location there's different things happening in that community Comm but we need to consider that as well the skyline Optimus Park as well so those are the parks that I'm going to say that have a lot of potential for pickle ball and just something to look at Mr cabayo um I was going to ask you sir Mr cavayero have we considered any other type of collaboration with the independent school districts for example op Paso I know there's nine school districts here in El Paso but uh let's just say sooro East Lea El Paso that we can combine forces to make something like this happen do you know we haven't approached them sir even though we have an agreement with most of the school districts uh we can approach them to see what they think about because I can tell you back in the day um Mr Ben aalos would play pickle ball there at Whitaker Elementary School in Rutherford I don't know if you remember those days been or not but I do and so um I lost to I'm not sure if she's here anymore former city representative cisa she's still here no anyways I thank her for coming out today giving up her time I know she served our community very well while she was up here and it's great to see her involved and so when she talks about her Encore years you know we we got to continue there's just no stopping if you think about that and um I want to be sure that uh and Miss Carla Nan I just want to be sure I want to uh when I introduced about up to $5,000 in my discretionary funds cuz I know there's going to be a lame duck period here but I just want to be sure if the timing is correct again and um again I want to thank you all for being here and you know with your passion will continue to grow together and I think that's really really important that um you continue to support and going to be a financial path also a recommendation yeah there is I think the the important thing right now is really two different things that come out of this is to really start honing in and understanding and detailing the site plan throughout the city and then a responsible funding path for how we may get there going into the future just want to tell the pickle ball community members that are here that we certainly think a big part of doing the the refinement of the site plan is going to be the Outreach for the folks that are playing but I also want to look at this not just from where we are now in terms of where the density is in El Paso but as this sport grows you don't want to necessarily build for what's just for today but looking across from an accessibility standpoint within El Paso growing into this into the future too and that'll be a part of it as well now C this will be before your lame duck period correct well I don't know if I have one thank you representative Retta thank you mayor thank you for a great presentation there Mr Pablo appreciate you coming out here and the support that they have you know it's all over the place uh it's all over the world we I've seen some top-notch pickle board courts uh private companies I don't know if you have visited those and Phoenix and Dallas they're building one and uh that's Peaks F passo if we can get up there and get you guys playing out there for the natural National Championship uh that'll be great uh I believe I believe I I want to commend uh representative mulina stole a page from my book here and and dedicating some funds from discretionary funds and I I have sat up here and said we can help our own districts that way when if we do have the funds available to assist and I would like to also get with you on at least one of my parks and I and you know maybe we can work together on that and find out how far we can get for that sir thank you what I am talk did y'all hear where were
