with that being said I'll turn it over to Lynn to read announcements thank you okay good afternoon and welcome to the April 24th 2024 inperson and teleconference meeting of the city of Fort wor plan commission the commission meets monthly in Open Session to conduct public hearings on advertised cases we are meeting using WebEx software application which allows two-way communication for members of the public although members are not gathered in a central physical location we do have a quum in attendance at this meeting specific rules and procedures governing these hearings include the city's subdivision ordinance City plan commissions rules and regulations and bylaws and related provisions of Texas state law the commission's primary responsibilities are to review and act upon subdivision plans and plats Street and Alley rideway vacation enclosures annexations comprehensive planning and other Land Development issues affecting the city and its extra territorial jurisdiction the commission is made up of 11 Fort Worth citizens each of whom are is appointed by the city council a quorum of six of the members of six of the 11 members must be present in order to conduct the commission's business 10 members are present therefore the hearing May proceed seated at the center of the table is Chairman Don Boren other Commissioners present including Mr Jim tinwell Mr Lee Henderson Mr Jeff Davis Mr Maas melor Mr efon Caren Miss Denise Turner Miss torty White Mr Matthew Graham and Miss carollyn CR the assisting staff members today are Alex Parks arvand vvon ofon Barbara Salo and Rebecca Valdez my name is Lynn Jordan acting planning manager in the development service jce department and facilitator of today's meeting copies of the meeting agenda and staff reports are included in the commission's docket and are available on the city's website the staff reports have been compiled from the city's development Review Committee to to inform the commission and applicants of city code requirements and technical issues associated with the cases to be heard today's public hearings are being documented by cable television and streamed on the internet to achieve an orderly And Timely hearing we request that you observe the following rules of procedure all teleconference participants will be muted when not speaking in order to avoid any potential background noise as cases are called applicants and others in support of the cases will be asked to present their testimony first for a total of 5 minutes opposing testimony will follow and will be given a total of s minutes the applicant will be allowed two minutes for rebuttal each side will be allowed a collective with a total of 7 minutes for initial presentations clearly state your name and City prior to addressing the commission all dialogue will Ur only occur between the speaker and the commission upon the Chairman's official closure of the case the commission will remain an open session to discuss and vote upon the case no further public testimony or commentary will be allowed be advised that the commission's decision on plating matters is final action on other docket items constitutes a okay first item of business is PP 24007 Walsh Ranch quell Valley pa6 this is a waiver request for 380 single family detached residential lots 73 single family attached residential lots and 21 private open space Lots this is in Council District 3 the applicant request ands DRC recommends approval of one subdivision ordinance waiver to allow 23 residential lots to fund on a private Drive instead of a public or private Street approval of one subdivision ordinance waiver to allow 45 residential lots to front on an open space lot instead of a public or private Street three approval of one subdivision ordance waiver to allow three block faces in Block 124 Lots 13 through 30 and 31 through 53 and block 116 Lots 1 through 24 to exceed the maximum allowed 1320 ft block face length requirement four approval of one subdivision orang waiver to not require connection to the adjacent stub out to for wriston Street five conditional approval of the preliminary plat upon city council approval of the annexation request and companion zoning request request in accordance with the development agreement and six conditional approval the prary plat upon meeting the plating comments in the staff report thank you very much Lynn is the applicant present good afternoon Jordan marle with h zers 500 West 7th Street Fort Worth um as you guys will see before you this is an next planning area out at Walsh Ranch Quil Valley um that referred to as planning area 6 a few months back you guys saw planning area 5 before you in December um very consistent with what was approved back in December in terms of the waiver requests um the only difference is that um application also had the MTP amendment that was also going to allow a parallel parking along quomo Drive which is on the south side of the ply plat before you so the waiver request for the lots that are fronting open space um that are re loaded that parallel parking is there for you know people who' come to visit so I wanted to clear that up from the work session um since it's been four months since you guys heard that discussion but outside the waivers before you um everything's pretty consistent with what's been developed um without um and within qu Valley um just here to answer any other additional questions you guys may have thank you very much Jordan I appreciate you're refreshing our my memory anyway
