Pledge of Allegiance. I pledge allegiance to the  flag of the United States of America and to the   republic for which it stands, one nation under  God, indivisible, with liberty and justice for   all. Assistant city manager Dante. Good morning,  uh, Mayor Woo, members of the council that are   joining us on teams. I also want to uh point  out that our city manager Dennis Marstall is   with us on teams as well. I believe Dennis  is going to be in the office on Monday. So,   look forward to seeing you. Thank you. Agenda  for January 6. There is a proclamation honoring   the 1931st Air Refueling Wing Appreciation  Day. Have a couple of items on the agenda,   excuse me, on the public agenda. Page  two, a number of, of course, our board   uh bids and contracts presentation as well as  a number of petitions for public improvements. I'm shifting to new council business on page  three, uh item number one, main water treatment   plan conversion to emergency use. This would  reconfigure the plan for emergency use. Uh believe   it's I see Gary in the room. It's a project  that'll take a couple of years to to bring   forward. I would like to have an update regarding  the current new water treatment plant at Tuesday's   meeting. So, I just want to make sure that  that is something that is prepared for Tuesday. Item number four, funding for 2026 traffic  improvements, signalization program, uh,   railroad crossing improvements, and unified,  excuse me, USD 259 safety improvements. Um,   annual CIP project. for just initiating the  funding, passing a bonding res resolution.   Uh item number five, contracts and  funding for exploration place parking   lot expansion. Um this also includes a  pedestrian crossing at MLAN Boulevard. Uh going to the next page, Crystal Prairie  uh public artwork. Uh going to be presenting   a 30% design. Um, this follows a process  that we've sorted through over the last 12   months where we'll incorporate or present  a 30% sign council and ask for feedback. Uh, Chief Okades is here. Item number seven  is amendment to title 15, the adoption of the   international fire code. Item number eight, CIP  item for purchase of fire apparatus and equipment.   Uh item number nine, um another kind donation from   Quick Trip and this donation would  help fund a street outreach program. On page five, item number 10, um amendment to  the unified zoning code related to renewable   energy systems. Um staff's recommendation  is to override the planning commission's   recommendation. So if you if council elects to  do that, it would require four five votes. Um   staff also provided alternatives if the council  would decide uh to go in a different direction. Turning the page to page six, the  non-consent housing agenda. Um   council will be seated as the housing  authority number 11, right? Excuse me,   number 11. Yeah, I skipped over that. Um,  Marcus Street Studio is property transfer. Page six, non-consent housing agenda.  Um, seated as a housing authority,   a housing member will be joining the  council. Number one is the public housing   recovery agreement status report. It's a monthly  update required by the HUD recovery agreement.   Item number two is a sale of seven occupied  Witchaw Housing property authorities Witchaw   Housing Authority property. So properties  owned by the housing authority. On page seven,   the non-conent airport agenda item number one is  a 2023 technology upgrade network replacement. Have a couple of travel items. One for Council  Member Tuttle, the other for you, Mayor W. Next page, page eight, consented agenda. Um,  purchase of hybrid bus and two transit vans.   Want to point out that this purchase, we're  utilizing a cooperative agreement with the   state of Washington and uh Georgia. I believe it's  Washington for the high hybrid bus and Georgia for   the transit advance. This helps us drive down  costs and also creates for a more efficient   process. How many total um hybrid or electric  vehicle uh in the transit system. Do we have Morning Mayor Penny Feist? Um we don't have any  hybrid buses currently. We have 11 electrics. Thanks Penny. Turn to page nine. Uh item number five,  two, partial acquisitions of property,   adoption of the approval of the U library  monthly activity report and minutes. Shifting page page 10 turning page  uh number of notice of notice of   intent to use debt financing. Items  12 and 13 are annual nuisance abase   abatement assessment and sidewalk  repair assessment where we assess   the cost of services provided by city of  Witchaw to property tax property owners. Item number 14 is a settlement agreement  between city of Witchaw and Genesis.   I want to pull that item ahead of time. So,  I want to make sure that we get a history of   this entire ordeal um and what amount  of money the city is able to recover.   And I want to know who drafted the contract.  Um, I also want to know really a timeline so   that again the community can see where all  these milestones happen or did not happen. Thank you, mayor. Item number 15 would  approve the annual uh VOCA grant award   and agreement. This is a grant that helps  fund our support of victims of crime. Turning the page to page 11,  we have a number of consent   uh planning items. Starting on  page 11, going through page 12. At the bottom of page 12 on  the consent housing agenda,   the sale of a property at 1527  East Berkeley Street in District 3. Page 13. U item number 23, sale of property  at 2326 South St. Clair Avenue in district   4. Item number 24 is the sale of property at  2528 South Twin Oaks Roads Road in District 3. And then three items on the consent airport  agenda. uh one related to a perimeter fence   project, a project that's been ongoing  underway that's helps expand and complete   that project and improvements at the Jabar  airport as well as Eisenhower airport. Mayor, I'll just quickly highlight a number  of items that the that staff is working on   for January 13. Uh you'll see uh funding uh  capital improvement projects related to park   and recreation. Uh staff has also been working  closely with the county on a joint resolution   and ordinance pertaining to the emergency  communications advisory board. And then   also Jim Jonas is working uh closely with our  county partners and others on the legislative   agenda that'll be presented.
