Good morning, Council Member
Tuttle, who's joining us online. Um, can we please stand for the pledge of allegiance? I aliance to the flag of the United States of
America and to the republic for which it stands, one nation under God, indivisible,
with liberty and justice for all. Thank you. Before we begin with agenda
review, we have uh Kimberly Swatti, our lobbyist for the city of Witchaw,
who will provide an update from Topeka. She's muted. You're muted. I'm so sorry. Mayor council members talk about 27 as it relates to that is the property tax
bill and just for this group's education and information there are bond issuances this
week. 10 of the 11 have been cancelled due to uncertainty in the bond market associated
with 274. Only one community bond issuance did go through and that was because they had an
additional funding mechanism behind it. There was another community who had a bond issuance last
week and on Tuesday and then that bond issuance was actually pulled back and and the bond sale
was cancelled to the uncertainty for 2745. So just that's causing a lot of uncertainty in the
bond market. Um I don't I don't want to speak to or about W but I I think that Mr. training
CFO has expressed similar concern with the the unintended consequence of the ripple effect
to all communities including the city of W. So um we also are going to be asking the governor
encouraging the governor to support that signing passage of hospital 2462 which was the city of
W and some other Kansas City's top legislative priority and that relates to water reuse. So
we feel strong that they will there will be a positive reception for that because it also has
another year of funding to the state water plan. So there are a lot of other topics and issues
we can go through but those are some of the top two right now. And with that I'd be happy
to answer any questions you all might have. Uh has the uh the bill regarding uh a lot of
the zoning changes, has the governor signed that one into law yet? Uh no, that is has not
been signed into law yet. Um Senate Bill 418, a whole bunch of things were added to it and so I
think that they're weighing what they do or don't want to do with Senate Bill 418, but that's not
been signed into law. How about any housing bills of no? Same situation. Um, go ahead. Sorry.
No, go ahead. No, I Yeah, I had another one, but if you have any follow-up information, please.
I was just going to say the conference committee time uh tends to add a lot of bills together and
so the bills as they are generally presented to the governor are not as cut and dry as they would
be had they remained standalone bills. So, uh, and also many of the pieces of legislation
that were passed last Friday, Thursday, and particularly late Friday because we did adjourn,
uh, well after midnight, um, on Saturday morning, uh, just made their way to the governor's office
in the last couple of days. So, so they are more complicated and it just takes a little bit more
time to bet through. So it might be a combination of um landlord protection and then possibly
eviction resolution potentially. Yes. Okay. Um the Rocket Mortgage Act. Do we expect the governor
to sign that one? Uh I will ask what their inclination is this morning and get back with
you, council member, if that works. Okay. Yeah. I mean that one I'm just curious about seeing Yeah.

Thank you, city manager. From city manager, certainly is a happy Easter weekend as we
uh celebrate these days. Um I did want to highlight a couple items that are on the agenda
for April 7th. Um if you go through your agenda looking there, we do have um under the new
council business. I'll start there. Number two about a short-term rental lease applica license
application. Um as we've highlighted before, we are trying to put more licenses and services
online. We do hope to put this short-term rental um application online. And one of the um issues
that's been identified is that we've required notary signatures as part of this process
which to help streamline that and eliminate the notary process for one of those will allow
us then put this online that will be I think more effective to do the renewals on these.
So just something for you to look at. Um, also we have talked before about the different
boards and committees that council has created on number four there of new business about the
Witsaw Land Bank. Um, they do an annual report which will be presented. Um, but as we've talked
before about the dissolution of this group because of lack of activity they've served basically
their purpose. We can always revitalize it, bring it back. Um but we're suggesting
because there's not been much activity um for this that if we move it to dissolution
that would be the recommendation. Um also want to certainly highlight for you under that's the
only one that's the only one right now. Yep. That's the only one that we're bringing forward
for that. And then want to highlight under the non I'm looking to make sure this is right about
the partner agreement for the Witchaw collective impact. Um I'm not sure that's in the right place
for airport agenda on number nine there. Um or council member agenda is the highlighting the
city's effort for with the community about third grade reading or um literacy. Um so just make
sure we highlight that for you all. It's coming forward as well. Um we'll make sure it's placed
correctly. Can it be put into new business? Yeah, I say yeah, we'll make sure it's placed correctly
um on that one. um but to make sure really there's no financial obligation, just the opportunity
for us to be partners, um use some of our logos, but make sure that our voice is at the table. Can
I just say that Council Member Tuttle has been a big um proponent for this and she's online right
now. Um so we both attended a talent talk from the Greater Witchaw Partnership last week. Um and
this is good information for all of us to have regarding third grade reading levels. um both it I
would be interested if we could be provided third uh literacy rates amongst adults in Witchah not
just third grade reading levels but our current population and literacy and illiteracy rates
I would also be interested in understanding how they work with partners who are also in
the um literacy industry according to this I don't see anything regarding entities like
story Time village or Kansas Health Foundation that also operate in that sector. Um I see PPMC
and the Greater Witchaw YMCA. So I'd be curious to understand better how there's collaboration
happening amongst partners who are already doing this work. Thank you. We'll have this is Becky
and can you can you hear me? Yes. Um PPMC and the Greater Witchaw Partnership will be present
at the meeting on Tuesday and they have a few slides and I'll make sure that they cover that
information. Thank you. Thank you. And then the uh other one I wanted to bring to your attention
um given it is item under agreements and contracts um number three of consent agenda. We're on a
consent agenda. We've already had one review of this about the purchase sale for parking garage.
Um, this is the one over there off of MLAN just to make sure that you see that. And it sets kind
of the standard about how we look about pricing per parking stall and some other things based on
that specific project. Um, so I just want to make sure we call that to your attention. And then,
um, also you'll notice there's a lot of property acquisitions on here. Um, you'll see that, but
there's also a lot for the housing. When you look, there's a housing agenda for your role as
the housing board. um that you'll see a lot of sales as we continue to work on that program
to finalize. Um so those are the highlights for the seventh agenda that I wanted to share with you
all. And then before we look at the 14th agenda, is there any questions or specific information
that we can get for you before the seventh meeting? No necessarily uh questions, but rather
just want to make a note. Uh it can happen now or at another meeting. we have plenty of
time, but also notating that I'm attending the Greenwood Rising trip with the Wit Police
Department. So, please get that added. I think that uh Brandy was able to add this morning u
Council Member Shepard, Council Member Hohheisel, and Council Member Ballard uh to the Tulsa um
trip with the Witchaw Police Department. This is uh every recruit class goes to Greenwood Rising
and Tulsa um as part of their uh training. And so, council members will be attending alongside the
Witchaw Police Department. Fantastic. Great. And I did not highlight um we do have on here the Robo
Robotics for Police. That agenda item is on here. Um for your consideration, I know there's been a
lot of conversation um just highlighting. I think some of the questions in the past has been why are
we bringing this forward now versus we identified it in the CIP for 2027. um the rationale is
in there under the financial considerations, but basically the fact that our current robotics
have limitations, but secondarily, more important is there's been another a number of incidents that
the chief has identified where we could have used these new robotics in those situations for officer
safety and for um incident um specific issues that have come up. but also there is bonding capacity
in the 26 CIP. We know what the pricing is now. Pricing can certainly change over the course
of a year. So the fact that we did have bonding capacity in the CIP, we knew the pricing seems
favorable for now. It made sense to bring that forward as part of the 2026 CIP versus waiting to
when it's already been identified in the 27 CIP. Um, but if there's been interest expressed about
just doing one. Um, so you have the information on pricing for both, you have the information for
pricing on one, and you have the distinguishing point. Um, you could do one for bomb or one for
SWAT. Uh, the chief's recommendation is for SWAT. Um, so I want to be clear that that is the chief's
recommendation as if you do only one purchase, it would be for SWAT. But if you would like to
direct otherwise, that is your prerogative. Um, and the chief and police department will be
available certainly for questions during the meeting, but I want to make sure you had
some of that information um beforehand. Then looking at um the 14th
agenda, I'm really Yep. I just wanted to clarify that. Push the button. So after a lot of intense discussion, if
my option is only one, we would go with the bomb road. Okay. Thank you
for the update. Appreciate it. There you heard that. So there you go. And then um
looking at the 14th um just a few items under new council business. we are talking about an update
to the ethics ordinance that's for the 14th. Um so we'll bring that forward with you and some changes
um regarding the police fire retirement system as you'll see on there and then um some library
information for you that we'll be considering. Um so if you have some questions about the
things that are listed for the 14th agenda, we'll have time to give you the specifics, but
um if you have some question initial questions, please let us know. And then um can I just
say that I will not be in attendance at that meeting. Vice Mayor Glasco will be presiding.
I will be at Harvard University. Thank you. And then also to uh conclude from my perspective,
you do have at your place um a list of follow-up items um that we commit to get you information to
follow up on from department directors or things you've asked during questions at meetings or other
things. And so you have the latest follow-up list there. And yes, we can increase the file size or
on your computer um so you can see those. But I just want make sure that um you do see that we
are got follow-up information from some previous questions at council meetings for your review
and if you need uh more information from those please let us know or let me know. I do have
one to add to that list. Um I'm interested in um an ordinance to remove the backing into
a parking stall uh current ordinance uh that has been brought up in downtown parking and I
would like to see the benefits as well as the uh challenges of implementing that portion of
the ordinance. Thank you. From what I understand, it's since we don't have plates on both sides
of the car like a lot of other states do. That's kind of the concern is if you back in, then the
car as a drive-thru won't be able to scan the license plate. So, I agree though. I would like
to see options and if there's a a workaround there because I've had a few people reach out to me as
well. We'll work on that. Glad to. Anything else, Miss Tuttle? Council member Tuttle. Otherwise,
Mayor, I don't have anything else. All right. Good. Thank you. Council members, uh, I know
that there are some of you that have events this weekend. Council member Shepard. Thank you, Mayor.
Uh, yes, this Saturday we will be hosting Witchaw Public Schools. You all may have seen through
the media outlets that they are considering a bond in November. And so we know that our public
schools play a very important part in our economic success as well as our workforce. And so we
invite you out to breakfast this Saturday, tomorrow, 9:30 a.m. at Atwater Neighborhood
Resource Center. We'll even feed you. You can hear from Superintendent Kelly Belloffield. We'll
have about a 20-minute presentation the rest of the time questions and uh you'll also be able to
hear from Zamaria Ball who's our interim CSR. So, we'll make that announcement officially as the
interim CSR for district one tomorrow at the breakfast as well. Um been very impressed by her
hard work and just um hopping in and filling a lot of critical gaps. Uh Atwater is super busy and
so I'm very grateful for her and her leadership. Um I also just want to take a moment to pause and
express my deepest gratitude to to the staff and city of Witchah. Tell everyone that they are the
backbone of city hall. Um, and looking at this list that's been provided by the city manager,
35 out of the 66 requests that come forth from us to the city manager and then out to staff
have been completed since January of 2026. So, a 53% completion rate. I think it speaks to
the hard work and dedication that our staff are doing every single day. Um, you won't find a
harder working staff and um, it feels good going out into the community and bragging about the
people who are the backbone of this building. So, I just want to say thank you to all the staff
who keep city hall moving. Just want to say happy Easter to everybody. I hope everybody gets
time to spend with their family and stay safe and uh regardless of what religion you are or if
you're not one at all, um there's always great times to just pause and reflect on how lucky we
are in our personal lives. So, happy Easter to everybody. And I wanted to give a quick shout out
also to Zamaria. Uh she helped lead the effort on the All-America City application and uh the good
news came out yesterday that Witchita is one of the 20 finalists for the All-America City award.
Uh amongst the finalists are Bowling Green, Warren County, Kentucky, Chelsea, Massachusetts, Conway,
South Carolina, Franklin, Tennessee, Grand Island, Nebraska Harlington Texas Huntsville Alabama,
Jenx Oklahoma Monrovia California Montgomery, Alabama, Morrisville, North Carolina, Northolk,
Virginia, North Charleston, Opa Loca, Florida, River Forest, Illinois, Riviera Beach, Florida,
Rowanoke, Virginia, Stowe, Ohio, and Woodburn, Oregon. So, um we are grateful uh to the entire
staff as well as the citizens of uh the community of Witchah who have helped make uh Witchah a
finalist in the all-America city competition. So, the next phase is uh oral competition
in Denver, Colorado at the end of June. How many out of the 20 get selected? 10 will
