[5:51] **Matt Montgomery (Mayor):** All right, see how they progress. Keep an eye out—there she is. All right, call to order City of Cannon Falls City Council meeting for Tuesday, January 2nd, 2024. If I could get a roll call please?
**Steve Guesmi:** Guesmi here.
**Lisa Zimmerman:** Grot [Zimmerman] here.
**Ryan Jeppesen:** Jeppesen here.
**Chad Johnson:** Here.
**Diane Johnson:** Johnson [here].
**Matt Montgomery (Mayor):** Kronenberger is absent.
**Derek Lindell:** Lindell here.
**Matt Montgomery (Mayor):** Montgomery here. Please rise for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all.
[6:40] **Matt Montgomery (Mayor):** If I could get an approval of tonight's agenda?
**Derek Lindell:** So moves.
**Matt Montgomery (Mayor):** Motion from Lindell. Second?
**Steve Guesmi:** Second.
**Matt Montgomery (Mayor):** Second from Guesmi. All those in favor, aye? (Council: Aye). Opposed? Carries. There is no public input, nobody signed up, so we'll skip ahead to consent agenda. Consent agenda items may be adopted under one motion as presented or may be removed for discussion and resolution as Council business. Item A: Just and correct claims, the accounting period ending December 27th, 2023. Item B: Meeting minutes for December 19th, 2023. Item C: Approve designation of the official newspaper for 2024. Item D: Resolution 2729 designating the depositories for City funds for the fiscal year of 2024. Item E: Approve statutory tort limits. Item F: Approve Officer J. Bond resignation. Is there anything the council would like to pull down or discuss? Hearing none, I would accept a motion to approve the consent agenda.
**Ryan Jeppesen:** All moved.
**Matt Montgomery (Mayor):** Motion by Jeppesen. Second?
**Diane Johnson:** Second.
**Matt Montgomery (Mayor):** Second from Diane. All those in favor, aye? (Council: Aye). Opposed? Carries. Brings us to council business, so approving the 2024 annual appointments. It was sent out later today, so it should be on your most up-to-date agenda. If not, I'll go through them. For the council and for myself, no changes. I figured there was no change, it wasn't an election year. The continuity of all the boards and committees, I thought, did a very good job last year. The combination of Public Works and Park Board, there is a little bit of a shuffle there, but I'll go through.
Finance Committee: Myself, Derek Lindell, and Steve Guesmi.
Police Commission: Myself, Ryan Jeppesen, Laura Kronenberger, Wendy Roeber, and Gary Tipton. Police commission has a spot open if there are people interested to apply.
Cannon Valley Trail board: Lisa, Laura, and Paul Kowski.
The EDA: Same members from last year—John Dah, Amy Dck, Luke Corman, Steve Guesmi, and myself.
The Library Board: Lisa, Diane, Bruce Colwell, Luke Ramthun, Cindy Zeran, Paula Greg, David Dyson, Sean Mothershead, and Brenda Owens.
Cable Commission: Diane, Ryan, Steve Dablo our Cable Director, and then Neil [Jon], City Administrator.
Planning Commission: Jesse Fox, Bruce Hemma, Chris Nobach, Steve Guesmi, Diane Johnson, Ryan as an alternate, and City Attorney as needed.
And then the Public Works and Park Board: So Laura, Derek, and Cliff from the Public Works, then Ken Carpenter, Steve Nordine, Becky Youngmark, and Paul Anderson.
The Hiawatha Transit Advisory Committee: Ryan and Diane.
Any discussion?
[9:01] **Lisa Zimmerman:** I would—yeah, I'd just like to say thank you to the good people of Cannon Falls for stepping up and volunteering to serve.
**Matt Montgomery (Mayor):** Agreed. Appreciate all of that.
**Lisa Zimmerman:** Brenda's here, right there.
**Matt Montgomery (Mayor):** Yeah. Anything else from the council? I would accept a motion to approve the appointments for 2024.
**Lisa Zimmerman:** Oh, moved.
**Matt Montgomery (Mayor):** Motion from Lisa. Second?
**Steve Guesmi:** Second.
**Matt Montgomery (Mayor):** Second from Steve. All those in favor, aye? (Council: Aye). Opposed? Carries. That gets us to reports. Jed, you got anything for the new year?
[9:46] **Jed Petersen (Public Works Director):** Um, the—I'm just slipping that contractor out there working on the Hardwood Estates. There we go. They will be there this week, trying to get as many services put in as possible, but they're thinking the weather's going to go cold enough that they'll be done this week. So we should still see some activity out there and then they'll be done. Eventually, we are going to get snow, so just remind people that please don't park on the streets.
**Matt Montgomery (Mayor):** All right, thank you Jed. Chief?
[10:32] **Jeff McCormick (Police Chief):** So Jed already mentioned it, but yes, eventually there will be snow, likely enough that it's going to require plowing. With that comes tickets and tows. Ideally, we want to get residents off the street before the Public Works trucks come out. My officers do a really good job of trying to identify the vehicles that are out there earlier in the evening to try to make contact, but some nights are busy for us, and when those nights happen, we don't have that time to go out and get people off the streets ahead of time. So the vehicles end up getting ticketed and towed. We hate to do that, but at the end of the day, it's much more efficient for the Public Works to be able to plow a street once instead of having to go around vehicles multiple times. That's why we do it. So I would just like to remind residents: if it snows, just make plans to be off the street. Regardless of how much snow it is, safe is always better than sorry. That's all I got.
[11:17] **Matt Montgomery (Mayor):** All right, thank you Chief. Sarah? Neil [Jon]?
**Jon Radermacher (City Administrator):** January 4th was supposed to be the Public Works and Park Board, but I think we're going to do it January 11th. So mark your calendars at 5:00. There's going to be one item that we really need to get done; it's the mill and overlay project for—we'd like to get in early to get some good bids. So we're going to get that on the agenda and get that approved and move forward. So that's it.
**Matt Montgomery (Mayor):** Thanks, Neil [Jon]. Lisa?
**Lisa Zimmerman:** Happy New Year, everyone.
**Matt Montgomery (Mayor):** Yeah. Ryan?
**Ryan Jeppesen:** 2024 is good yeah, so far. Right. Yep, nothing.
**Matt Montgomery (Mayor):** All right. Derek?
**Derek Lindell:** No, nothing.
**Matt Montgomery (Mayor):** Diane?
**Diane Johnson:** No.
**Matt Montgomery (Mayor):** Steve?
**Steve Guesmi:** Either—nothing for me either.
**Matt Montgomery (Mayor):** With that said, Happy New Year to everybody. Again, thank you to all the volunteers that are appointed to the boards for 2024. With that, I would accept a motion to adjourn.
**Derek Lindell:** Motion.
**Matt Montgomery (Mayor):** Motion by Lindell. Second?
**Lisa Zimmerman:** Second.
**Matt Montgomery (Mayor):** Second by Grot [Zimmerman]. All those in favor, aye? (Council: Aye). Opposed? We are adjourned. Thank you everybody.
