to hear our audits first second I have a motion by Mr Dean second by Miss hello all in favor of the middle of the agenda to have the audit heard first [Music] uh all right I was not planning to be here tonight but I got back in town a little sooner than I anticipated but Luke Vickery who's senior manager on the engagements here to do the nuts and bolts along with John Mayer Who served on the other team this year so great thank you Mr Jones hey Luke all right how are you doing I'm good how are you man all right well thank you for having us uh again my name is Luke Vickery I'm a senior manager at manly Garvin uh and we are your external Auditors for the year ending December 31 2022. obviously uh we're a bit past December 31 2022. so this information is a bit dated but I want to uh give you a a a a sky top level um and be mindful of your time but if you do want to talk about anything specifically it comes to my athlete to um take as much time that is needed but I will try to keep it very uh high level uh and not get into the weeds as much um so with that said I do want to start off with my handy dandy uh two page handout okay it says all the financial statements this is a summary that we would like to use um that basically hits the big pointers of any audit um so you'll see for December 31 2022 uh you're in an audit we issued a modified or a clean opinion on as the highest opinion that we can give as your external Auditors for a set of financial statements and so that's what the city received and was just December 31 2022 audit our report was dated today August 21st 2023 uh that was due to some final touches thank you to Sarah and her team for helping us out and getting things tied up so the overview of the financial statements uh your general fund increased from January 1 2022 through December 31 2022 by 2 million 391 575 dollars uh we had an analysis attached by this we'll look at in a second Hospitality tax increased um by 1 million 672 130 that's essentially your net income to fund balance and then your non-major funds or remaining funds increased 177 000 174 and fund balance uh the other two opinions that we issue as your Auditors is over internal control it's over it's called a government auditing standard opinion that's over your internal controls called the yellow bucket opinion uh on that uh we basically come in we test your internal controls more so than a normal audit and that we provided a clean opinion again uh no major findings what we call material weakness or significant fishes about there um and then the last opinion uh which is your single audit because the city spends more than 750 000 of federal money the uh arpa money being the big one this year um we're required to test internal controls over that money and did you spend it compliantly uh and so again we issued a clean opinion an unmodified opinion over the uh signalon with that said I will flip over this is your general fund analysis over the last five years I really I think this is one of the more helpful things we give councils and I like to spend a lot of time here and so as you'll see over the last five years the city has uh you know come a long ways in terms of the general fund fund balance so back in 2018 we got four months worth of fun balance on hand that's come up to seven months at the end of December at December 31 2022. uh the gfoa recommends there's the government financial officer Association uh recommends two months minimum and so again a lot of that is due to arpa and some of the money that came out of the covid pandemic so a healthy fund balance there um but that said that is the Highlight overview of the audience anybody have any questions specifically related to that uh big overview all right um and then the last thing I I would like to uh just point out says we call our assassin 14 horses the report the city council this is about as plain Jane narrative as you can get of an audit um it it is good reading too if you're trying to understand the audit we talk about how we take a risk-based approach to your audit we say you know okay this area is riskier than others and we spend a lot of time there talk about materiality you know we don't test every single penny of the city expense that we did we would do this there all year um yeah so there's materiality involved here uh there's estimates that are involved you know if we buy a truck we make you know expected the last five years it may last three it may last ten um so it's estimates built into it so this is a good Narrative of the audit process and financing so if you're if you if you want to start anywhere I would uh advise you to start here I think this is one of the better things that we put together um but with that said again this is your December 31 2022 audit I do want to give a shout out to Sarah she uh has been very diligent and helped us along um this is our third year and final year as serve your honors uh you were out for our fee right now and so coming into Sarah the city has grown a lot over the last three years uh through you know a finance director of changes and uh covid pandemics um and so it's been a pleasure serving as your external authors and we appreciate all her patience all her assistance she has a really good team behind her and this is a complicated document made no mistake there's a lot that goes into this and so she does a great job we appreciate her and her team and getting everything that we need timely and all of her uh assistance with that it cannot uh answer any questions I know that this is a very high level view if you do have any questions going down the road please let us know on this Sasson 14 report the city council you have my and Josh Gardens uh contact information please give us a call uh we're happy to come back from the council and answer any questions have it you're happy to take a call if you need it I'm happy to spend as much time as you need over Finance statements and I'll answer any questions uh that said that's our report if there's any further questions I'll have you taking that okay and just like with every Outlet the um the the clean the painting that it just basically means it matches up with the figures we'd already present it doesn't necessarily mean we're y'all are saying we're in a great financial position not saying we're not so am I correct about that yeah sure and basically the clean opinion means that we came in and the numbers you gave us uh they tested to her materially correct so you can look at these and you can allow them and say okay I can make decisions based on these numbers or you know are they 100 off possibly but to the city at this level 100 is not going to affect your decision making here yeah my question is that I encouraged it I heard you say you say audit but was there any recommendations that you made the staff that they should do or improve I do do anything different do it better at sports also with the federal money that we had this particular time that's something that we never dealt with before was there any recommendations from you uh so on a if there were material weaknesses that we had found or significant deficiencies and temperatures that would be there's a really bad uh big issues in internal controls we're going to put those in our reports to you you know that said in any normal Auto process we have conversations with Sarah um you know and the fine instructors to say Hey you know you might want to think about this but that said there's nothing that rise in the cases tonight that I would uh present to you um that really comes to mind that came up during the audit process oh look you may want to mention implementation of the least standard that uh a little bit uh yes that I did come up this year we uh there was a new gasby uh which is uh the the auditing standards that you guys are here to uh related to implementation of leases uh it's a big thing that's going on in the government right now the city does not have a ton that uh related to it um but there were some that really took time and we had to analyze and uh kind of drug out a little bit that is actually a mentioned in the audit opinion that we implemented that new gas it was required it's not something that you can elect to do it's a requirement um but that did take a little bit of time and so that held us up a bit but uh we we've got it figured out and things well what what at least in particular we just are we talking about the um American Tower lease [Music] space on city property you guys where's that over there uh across all the games yeah kind of never near Jerry's across from there okay so this is not leases that we have to purchase Capital Equipment this is leases where we lease our property this government new government actually it hits both sides both sides just all of our leases from the other side were either considered immaterial or they were counsel canceled within 30 days okay so we didn't have that it wouldn't be recordable at that one time and I think you know just from a time frame standpoint I think you guys have been so used to over the years receiving the audit report in April but um so much has been added since that time I think probably may want to get this is probably about the time frame you're going to get the audit presented and moving forward with I think with The Arc of money and then just new gasby requirements coming in every year we're we're going to have that single audit requirement for a while um so you know I've been push it on Sarah really hard and she's she's done great and I know they've been working really hard to try to crank it out because I think that April has that been that historic expectation but I would imagine you're kind of seeing that across the board that they're taking a little bit longer yeah I think one thing that we're kind of held us up this year was we expect to wait on another audit report yeah related to your other health uh other post-employment benefits like health benefits and stuff like that's another auditor so we have to wait on his audit report before we can you know get started really all hours that kind of took a little bit of extra time this year and sort of kind of delayed things a little bit more yeah to Julie to answer your question I think uh I think June July would be a sweet spot yeah I was just trying to like give myself a little more and then as obviously uh the thing a lot of the program that we tested was the offer money that was spent and we didn't have the finance associated with that so that is a big undertaking that it's not something that the city has historically dealt with you guys did all the all the team for that [Music] so the way the way a single audit works is you're only required to have one when you expand so not receive spend more than 750 a thousand dollars of federal money okay so that can because that's your biggest program typically that's where it would fall but not always uh you know if you think about uh if cdbg projects kind of come up big projects like that those could be targeted but for the short future I would expect here offer money to be that they've been targeted this is the last year of their thing so our next yeah I suppose that's right yeah all right any other questions for Luke all right well thank discussion regarding acceptance of the 22-22 audit as presented all in favor of acceptance of the 2022 itemized percentage all right that motion carries unanimously with seven votes all right we're this evening Jonathan irick from Main Street South Carolina for the presentation of a Main Street South Carolina economic Vitality award to Uptown Greenwood Development Corporation do you have any board members out there okay well it is 5 30. out here when we started that early so we could get y'all don't be shy except for you that don't know Jonathan Jonathan used to be my counterpart in Lawrence and he's just recently gone to work for masd it's Jenny's number two say yeah I'm the new staff assistant for Main Street South Carolina Michelle is back in June and I'm excited about it I'm glad to be able to be here tonight too to present this award we've been going around the the state presenting these Awards recently and so we're excited the program celebrates exceptional entrepreneurs and organizations and preservations that are developing the Main Street communities across our state the awards program consists of the categories that embody mainstream in the four-point approach which are design organization promotion and economic Vitality so tonight I'm excited to be able to present the one that focuses on economic Vitality is for our outstanding business development program and this is for the Uptown Greenwood arpa grant program so the award honors projects that enhances business friendly environments in the Main Street communities across the state supporting a thriving Market of diverse and locally established excuse me locally owned establishments aiming to encourage exterior improvements of commercial properties improve the overall vibrancy of the community's business districts the City of Greenwood partnered with Uptown Greenwood to provide both Assad grants and digital marketing grants all using the American Rescue plan act funds the program offered 10 competitive facade grants of five thousand dollars each evaluated according to the potential for increasing property values the potential for finding new uses for vacant buildings reducing blight and the track record of those businesses the impact on the neighborhood assigned lease from a viable tenant and economic development potential such as Jobs created the 10 digital marketing grants of twenty five hundred dollars each help businesses seeking to improve their digital presentation as pandemic disruptions revealed revealed digital presence shortcomings in business websites online advertising and social media mini Grant recipients who came to question whether their business should continue during the pandemic Express appreciation for the support for both the city and the Newfound passion for their Enterprises so we want to thank Uptown Greenwood for your strategic partnership with the city and this award-winning program's impact that is had locally and a lot of your businesses and Statewide as a representation thank you except this plaque I'm going to come up here and look at your computer yes of course I take all the pictures so the flag says 2023 Main Street inspiration Award presented to Uptown Greenwood for outstandingbusiness development downtown Greenwood arfa grant program in recognition of their Innovative support and advocacy for Uptown small businesses all right great job that's adjustment to all the hard work that Laura puts in she's got a great board behind her represented here this evening by by some of our board members so um I Envision more Awards in the future yes next year next year we're going to beat Lauren they've won the big one figures in a row now that he's gone I like the uh I like that attitude but I also think it's important to recognize yourselves because you all did approved that funding that they were able to use so and and that didn't all just go to Uptown businesses that went into some other businesses outside of Uptown in the city it was really popular grant program and one that we're hoping to be able to continue in future years all right we have one other public appearance this evening that's Mr Jane James Coleman regarding 1310 Yvonne Avenue thank you Mr Coleman afternoon I'm back again all right situation we've got five minutes um can you use the mic yeah it's just for Miss Bolson here are you online anybody that's listening online okay and uh me and Judith spoke about what they're going to do I'm glad they probably didn't do it but like I said once you get that bad dude out here everything's gonna work out itself but the way they want to do it it ain't going to work and what I'm saying it you got to put back some grass there up you see what I'm saying I do that's basically the main thing if you have you seen it since they cut it I know I haven't seen it since they marked it which is Thursday so I haven't been by there I'm going to try to get better tomorrow though I mean I really want to see you with my own eyes okay I'll go about it with you let me know but we're gonna get a resolution to it yeah can't guarantee it's going to be a resolution there you go you see handles yeah you see that's the way it's supposed to look on the side it looks better yeah and um did you see it yeah man I can't see it and um you just give it back to the normal size Grand which in the States city code is activated just can't even be 10 inch but with the seed that he planted and screwed it up that's the type of seeds you put on the side of the highway I tell you what I don't know if everyone is is versed on the issues it's really just um it it just boils down to um Mr Coleman feels we use some bad grass seed that caused some weeds in this yard so we're gonna go over there and take it down to the dirt and make sure that uh there's no more weeds there he has some city right of way in front of his house and so we're going to make sure to work it out with him internally so that there's a good agreement between staff and Mr Coleman about how that area is going to be maintained in the future but after we get this grass seed down then it's no longer our responsibility is that right well if we put grass back there Mr Coleman's going to have to agree to cut it otherwise it's not going to be grass but we're not going to get in the Weeds on that no pulling Nintendo we're not going to get in the Weeds on that in this meeting it's something that we're going to work out between you and the staff okay I'll take a router tomorrow yes I was just gonna make this one comment to the Korean to reassure what our discussion which is that's the problem we did promise that we're going to take care of your situation your process of Christ also we also agree with you told me that once we clear everything off to get everything back to uh normal that you will buy your own seats but we're not going to argue another point in here okay if we're going to deal with what you and I discussed on Thursday and we'll have we are going to reach an agreement with Mr Coleman and I think that's a staff little thing that we need to handle at staff level we have a good plan internally about how we're going to address that Mr Coleman has my number so but yeah Miss balls I'll keep you posted though yeah you might need to get it right yes ma'am yeah all right we've already talked about that sign in Mr Coleman and I have discussed that okay I'm not saying anything yep you know you don't you want to make me stand to make everybody sing I'm just not done with it is you understand me I'm not standing nothing thank you all right under new business item number one is to consider the reappointment Mr Hugh Butler to the Greenwood Housing Authority Board of Commissioners I thought I don't see Mr Bill he's not in the hallway is he Eric you see him he Butler out there okay um he was originally appointed in January of 2023 to fill an unexpired term so uh this is a new term it'll be a five-year term and he will serve from August 23 to August of 28th all right do I hear a motion with regard to reappointment of Hugh Butler to the Greenwood Housing Authority Board of Commissioners approve Mr Hugh Butler to the Greenwood Housing Authority Board of Commissioners I think that is uh I think ready most of my Mr Dean's second by Miss Bowles any further discussion regarding the appointment a few months of Greenwood Housing Authority Board of Commissioners all in favor of reappointment if you Butler to the Greenwood Housing Authority Board of Commissioners boats new business item number three is consider resolution number 23007 endorsing the expenditure of funds as a required match for a cdbg grant for streetscape improvements on uh Waller Avenue um we've been working with Davis and Floyd and the Cog to put an application together for funding for this streetscape this will really be the first implementation piece of the new city center master plan since the last time we applied for a cdbg grant they have increased the amount of awards so previously was a maximum of 500 000 note they've increased it to 750 000. the condos taking administration fee in for that they write the grant they handle all the pay apps so that's something traditionally that we've partnered with them on the City match based on the estimation that Davidson Floyd prepared is 482 368. so we have to provide this resolution to as part with our application the amount very well could change it could go up it could go down if we get the grant we'll have to bid that work out and obviously you all know how that works if the bid is higher than the estimate it's more of a match if it's lower it's less of a match this streetscape would be very similar to other streetscapes with um and except in this one we're not doing no Street trees we're keeping the trees that are they're really mature crepe myrtles they're really pretty um we're going to take the street flush in some areas no street lights we're going to preserve the pavers that are existing there which I'm really excited about that in some areas we will have to add new pavers but they'll be as similar as possible to what's existing new curbing sidewalks good power over there so we can have events we've met Laura and I met with the property owners and the business owners on Waller and they're all very excited they're actually a lot of them are preparing letters of support for our application so tonight we're just asking if you would approve this resolution for the match of 482 368. so just to confirm if you want to go back that number um it is the 482 match based on the assumption that we would get 750. it is but 50 of that 750 number we go to Cog so really that it would be 750 from Commerce and then we would make up the rest and that's the estimated match from the city gotcha this funding if if we were awarded the ground we come from Hospitality tax are we optimistic that if we get it it will be in the max the 750 thousand dollars we've been really successful with cdb cdbg grants in the past I think that's redundant when you say cdbg Grant but um because we tend to overmatch or I mean you're almost looking at a I mean that's not a one-to-one but that's a that's a really good match when that's not the request I think it's only 10 is a required match we also have a really good track record so I would not interest if they awarded I wouldn't anticipate they'd give us anything less than the 750. gotcha and that we anticipate paying all that for the majority of it from Hospitality taxes the match will come from Hospitality yes but again you wouldn't have to approve that if if we knew we received the Grant in time to include the match amount in the um in the budget we can but probably what's going to happen is at some point in 2024 if we were awarded this grant you'll have to do a budget amendment to allocate the match and that's historically how we've done it anyway because you don't know really exactly what the match is until you get the bids in gotcha what is the you know the cost on the project altogether uh 750 plus 480 I mean I that that's the point what is that okay yeah that's the total okay and uh we we have met with our utility providers the CPW is there with some income matching which always strengthens our application um but that's generally the overall cost wish I could do quick math but I mean 1.2 yeah that's about one point if there's any other buckets can contribute okay all right do we hear the most I hear a motion with regard to resolution number 23-007 promotion to have a mattress position for can't read the the resolution number 23 23-307 for a second any further discussion regarding resolution number 23-007. all right all in favor of resolution number 23-007. okay he wants to wait three years but we have to procedure [Music] um I will I guess I'll go ahead and do you want me to wait okay started early so it's not really started that board we start really early [Music] thank you [Music] all right under new business item number four is to consider acceptance of annexation petition for approximately 29.88 Acres of property located at 519 Deadfall Road death all Road West I know there's several folks here representing the request so if you have questions I'll let them choose who's going to answer them but um just a little background here you can see the parcels highlighted in red just to the right because I don't know if that's east or west or north or south is north side of Marywood this Newcastle Road runs in between the two properties um and they want to develop the property residentially I didn't want to spend a ton of time on that but I do have a slide in here about just really preliminarily how they want to develop it this request tonight is simply to accept or deny the annexation petition so essentially what that means is if you accept the annexation petition you're saying we're going to take this under consideration at that point they would still have to go to Planning Commission to request a rezoning and then historically the way that's been done I know you are familiar is that an ordinance will come before city council that would include the annexation and the rezoning at the same time so tonight your decision is simply to accept the position if you do they'll take the next steps to have the property resumed and then the annexation will be formally considered by ordinance if you decline to accept the petition then the process stops and they could then go still before Planning Commission for the development within the county so I want to make sure you understand you're not voting to Annex it you're just voting to consider to whether or not you want to Annex it um this map's a little busy but it does show you that CPW currently has utilities near the site I wanted you guys to have a pretty good understanding of how we're servicing that area now because Northside is really an outlier to the city limits we've talked about this um with several of you individually we talked about a work session I've discussed that what the developers too Kim I think is in the black shirt yes got it so I've had lots of conversations with Kim um we we do provide Monday through Friday sanitation collection at the school even when school is not in session so we're going out there every day to collect commercial garbage not residential though right correct we're not collecting any residential roll carts in this area we've had four police calls in that area since 2021 and four fire department calls and since 2021 I believe the majority of the fire department calls were for uh false alarms I I can't recall exactly medical thank you um and I lost my train of thought please yep four calls from the police chief said that typically the calls to the school are handled by the sros so we're not we're not going out to the schools for any issues they have at the school typically the sros handling those um this is just a quick uh preliminary look at how they potentially want to develop the subdivision it's 81 homes uh they would need the master plan residential zoning there's that's their price point again I don't think you need to take this too heavily into consideration just because it is preliminary and it could change throughout the zoning process but do you think it's good to kind of see generally what they're looking at so it's 81 Lots um and so tonight the request is to consider whether or not you want to further evaluate the annexation and I'll just stop right there well just for record it's currently zone are probably encounter yes R1 in the county which is one acre lots is that right it's um 11 000 uh square feet you're right pearl right I think you know I had it was pulled up but I can't access myself because this control it's more like our R4 it is correct there are one is not as um stringent as our our one is fifteen thousand square foot there you go okay and minimum lot width of 100 feet and a minimum lot depth of 150 so it's kind of like R4 regardless of whether the city annexes the property or not there's they're gonna have to have it rezoned for what they want to do they're going to have to have it rezone in the city or the county regardless is there any higher residency high density residential in that area when I looked up the future land use map for this it shows a low density residential for future land use but there is some you can see there's a some adjacent development back down Newcastle like towards uh yeah Ammon wood it's above it it's right above Avenue and I don't know what that zone maybe maybe Draper can pull it up since his computer is not attached to the screen but um you know R5 in the county she said she said talk to me I was talking to Carol about this earlier was not in the city yeah that's it's this is the city limits the teal is the ceilings just to point out in the county there's a lot of ag-1 agricultural District out there but that allows for lots of seven thousand square feet so it's also a smaller lot zone isn't this just above almond wood this piece of property and I know we are I believe in wood is it is let's see I believe Ammon wood is right in here is it not right here it's right here yeah right there is this what subdivision Auto wood yeah so Ammon wood is R5 and this is Ammon wood here what's the R5 what's the slot size in our phone slightly smaller than a quarter acre each how many fifth an acre do we use the same trucks for commercial because we do residential commercial trucks are front loaders Forks on the front and the residentials this one that comes out on the side I knew that was just destined well trust me we are eyeball deep in residential sanitation we got it right Eric hey all right now we got um the developer or representative from the developer has anyone's here tonight anything you want to add about this if so if you want to come up and just explain something or my guidance nobody gets your uh your in-laws uh my sister-in-law I live uh my name is Mike Adams I live in at 115 Cedar Drive North in Greenwood South Carolina and uh I live in the city for 30 years that I moved a mile away y'all know all about Cedar Cedar Lake anyway my sister-in-law was planning on coming she could not come due to having to put her 12 year old lab down so she was really upset she lives in Hilton Head and she was going to drive up for the meeting but she did write a letter and my wife her sister Beth Adams is going to read that letter if that's okay all right let's see [Music] I apologize about my voice I've got a nasty cold and then I teach school so it's the wrong one for the day but I'll do the best I can to honorable members of Greenwood City Council and mayor Smith regrettably I'm unable to attend the meeting tonight my 12 year old Labrador Retriever is being put down today and we are heartbreaking below is the statement I would have made in person thank you for considering my request for annexation I would like to provide you some background and contacts for my request I was born in Greenwood in July of 1966 and attended Pinecrest Northside Junior High and Greenwood High School graduating in 1984. I received my ba from Clemson University and earned a master's from USC my husband is a graduate of the Citadel USC Law School and served in the United States Marine Corps before we settled on Hilton Head Island to raise our family like my mother Jane Byers and my sister Beth I'm a teacher I have taught English at Hilton Head high for 12 years we have three children Jack Camille and Lila as you probably know Greenwood and Hilton Head Island had been had a long history together many families from Greenwood have enjoyed time with friends and family on the island my family however has always thought of Greenwood as a vacation to spend time with family and friends my children spent Summers and holidays enjoying Greenwood and continued to think of it as their second home my father Dan Byers bought the property in April of 1966. as a child I grew up on Highland Drive in Idlewood and I often walked to the property to explore my siblings Beth and Danny and I cut our Christmas tree down the property each year there used to be a barn and I begged my father for a horse it was my dream to walk there and care for a horse now that I'm an adult I understood why he said no to that request in 1981 my father wrote a letter to the Greenwood County zoning Planning Commission asking to rezone the property to R5 because he intended to develop it in the future Mike S weeks wrote him back stating the board quote approved the rezoning request for your property on Newcastle Road unquote developing this land into a beautiful Community has always been and continues to be our goal and Legacy if you ask me for the address of this property I would have to say it's just known as Papa's Pond or the pond for sure this is how the pond came to be when Greenwood decided to build a school complex across the street my father expressed concern for the storm water runoff that would enter and adversely affect his land he worked closely with the school and the city to allow the runoff to be diverted under the road onto his land he used the existing pond on our land to handle this unfortunate situation thus began to nobly beneficial relationship between the City of Greenwood and the buyer's property this relationship with the City of Greenwood continues to this day making this neighborhood relationship official seems the next logical step since as I said the city and school had greatly benefited from being our neighbors if we do not become part of the city I will assume that could mean the end of a good relationship I would hate to see that happen the land is breathtakingly beautiful with Hardwoods and upon stock with fish hand-picked by Clemson Extension the fish had kept the water clean and clear and she attached a picture to say I have read the entirety of the Greenwood City Council comprehensive plan regarding land use and housing the developer's plan Embraces many of the city's objectives and strategies including compact development and clustering Open Spaces connectivity to schools and encouragement of young professionals to live in the county rather than commute as a teacher I can appreciate how wonderful it would be to live in a new affordable house that is walking distance to the school I think parents would also Embrace this appealing option since they could want their children to school each morning finally according to the Greenwood City County Planning Department May 2014-15 figure 6-49 of allowed density of vacant residentially zoned properties my land is designated as having a maximum residential density of two to seven dwelling units per acre thank you for considering my request to Annex I appreciate you serving in my home City of Greenwood Wendy yeah so we appreciate it uh no Randy's husband Nick and spoken to him several times about this he was actually looking into whether there actually was a um in 1981 what became of that do you all happen to know that yeah she she dug up the uh I think the County Council meetings from that time it was approved first reading and I'm not sure when it was August 1981 and then I think in December the third reading came up uh best father was unable to attend the meeting and uh there was several people voicing opposition and he he was a busy man he had three kids two in college or Beth was fixing to go to college and he was running his own construction company he did not really follow up with the council or with people with some of the concerns that were addressed and it was tabled indefinitely is the terminology used in the County Council minutes of that meeting yes thank you all right and to Young's knowledge in the recent past not 1981 but Planning Commission is not taking this up yet have they um they did have a joint Planning Commission session um what two years ago no student sorry hey my name's Kevin Tomlin I'm the civil engineer on the project with Friedland Associates in Greenville uh yeah we did meet about the project Maybe probably less than a year ago I think and there were some concerns and some questions and at that point we just ended up tabling it and deciding to punt come back later okay so playing commission hasn't formally take any but yes sir questions for the owner Representatives or the developer if she's not running Chief Hall could tell us about the impact this would have on their operations that would be great thank you foreign questions I've had was any of the roadway is that going to be nxn the um I'm gonna say no because it's not being requested so when I look at the housing development of course it's way out there we do a couple of drive-throughs on product Pro through North Side so we'd still have officers driving through the neighborhood of course there is a distance out there we also have the CVS that's that's a pretty good ways out that we go to also based on what I'm seeing um the roadway would be a concern to me because of course we'd have to have school crossing guards there which is furnished of course by the school but other than length of time the the residence itself it don't give me a whole lot of concern we have more concerns with like speed stations and stuff like that because we get so many calls from them but usually it's like Milford Springs you know we hardly go out there or Maxwell Springs you know we go out there you know twice a year on a call now we go out there and do provide the patrol intercourse um but actually going to those calls usually anything like this is not going to affect us to a great deal I would lean towards more it would affect Eric and public works and probably the fire department because of all the alarms now we would go to the alarms too but you know what kind of alarm there is and still we still have the thing where if we go there too many times then we'll start charging the first one how do you think just sorry do you think it has an impact on response time to the parts of the city well you'll always have response time you know um because it's so far out um you know if if you get a serious call out there my serious call I mean any domestic call is going to take more than one officers we don't send one officer to any domestic so you're going to take two officers out of the city and probably a supervisor too but that's the furthest out furthest up North so if you have something going on serious up there and then you had something down on South Main then you're going to look at some some serious response time um you know right now in the city our response time is usually under two minutes um and if we respond out there very often that's my time would go up but of course it is the same way with North Side school you know if we handle all the calls that happen at Northside School would they have sros then uh then our response time would be high great thank you any questions any questions for chief all right we got next chief yeah uh mine's a little bit different than his um can I respond to that location yes can I effectively cover it now and what I mean by that is um medical calls going out of the way they have a great volunteer fire department that houses full-time firemen just slightly to the left of them on Calhoun Road and that's a whole lot quicker run for them I'm already responding there with one truck on a structure fire so uh you know that that's where I'm most effective running that far out medical calls time is everything and we're starting to get out that way I know you look there and you say well you've already got the school well we typically only respond to that school for medical calls when there's a school nurse it's eight to five Monday through Friday and we don't get a lot of calls out there because they have a nurse and that EMS station that covers that area is right in the same proximity with that fire department how does the automatic Aid agreement of impact response right there uh you get station two um you would get that station and we would certainly make a difference on a structure fire because of the amount of time that we can put one truck there the concerning thing for me is is when we start running a lot of alarms and a lot of other wrecks and things that that nature up in that way I commit three trucks to that which means that I get pretty far out with some trucks um from an automatic Aid response you're getting us anyway um that's how we're set up but you're only getting 25 percent of my resources if we Annex in you're getting 25 to 100 depending on the nature of the call and once I do to the rest of the city our leaves is dry on the south end of town okay thank you any other questions for chief and we would have to add what another truck another station another another whole group of friends we're really getting real close on that side of town are we yes sir we are um because our our ISO one that we received the last time was based off of our response times and the further we keep stepping this out um because when you attach this property because it's across the road and we go across to the next one and we go across to the next one you know I'm I'm all for annexation sure but I have to report to you how it affects my agency and we're stretching thin with some of these annexations and you're looking at three to four million in today's economy to build a station put a truck and then you're looking that's what you were talking about is potentially a fourth station we could go that direction yes three or four million to get it up and running and then you're looking at 600 000 annually for salaries but not just sitting in the straw that breaks the camel's back but what I'm saying is we this is just a recurring we just keep adding and adding to that side of town you've warned us about this this is the same conversation we had when we had it for the developments across from Greenwood High School I believe and you kept saying that actually um cheap strange is actually the one that said we can't take anymore on this side of town we're definitely bending as far as we can bend okay and then if Eric could talk about the impact it would have on our residential sanitation that would be great good evening from a residential sanitation standpoint we are already covering both sides of Northside Drive one development right behind the CVS property and then Avalon this is a little bit further out and you're talking about an additional 81 cans that need to be purchased uh you're looking at roughly a minute and a half two minutes keep you in each can so you're adding additional time uh same rate with the chief you know if we keep expanding we're eventually going to have to add a fourth route I mean we're already stretched in now as it is with being short of drivers you know we can't ever guarantee that we're always going to be fully staffed down the road either so you know eventually as we keep out and we're going to have to add a fourth Trump you know out there so that that's our concerns right now do you know anything about the storm water issue that was mentioned whether not out there I don't it is a thing that would have been between the school district that's what I would think yeah um I just curious as to whether anybody as any further information about that both sides has been there what 15 years but it's probably that's probably close perfect um yeah I can't remember all right I think with the um put the backlog that we have now within the city and with the residents that we're serving uh what is your your timeline look like as far as residential uh let's say uh sanitation what do we uh is for completing a whole the whole city what are we looking at four weeks six weeks eight weeks you talking about curbs curbside um yeah sanitation as far as picking up uh debris like bulk or non -emergency yeah uh right now we're probably looking at about eight weeks to make a full rotation uh because we really on average only have one loader running and you know one to two Scout bodies running a day so we had on a development like this this you know I know you can't be precise but what are your anticipations it was set your back shoes with the new development I don't know how much it'll really set us back because with uh Milford Pines we really don't have a lot of collection in Milford Pines because there's not any trees right yeah but honestly we really have not had a lot of collection I bet we hadn't collected out there but once or twice since they've been to both the plus the fact there isn't that there isn't a lot of rental properties so there's not a lot of turnover of tenant tenant stuff in Milford Pines which probably a neighborhood of this ilk would be the same it'd be more residential sanitation just regular pickup I would imagine that they probably have some HOA requirements that don't allow keeping the stuff makes men's sport there's no trees but I think we're talking about a difference between limb and tree collection versus bulk in a mattress in that case well we haven't had any collection we've had one bolt collection in Wilford Pine since it's God's been developed so I mean it has not had any impact on us gotcha any other questions for Eric yes thank you any other questions for anyone involved with it all right so that we can further discussion do I hear a motion with regard to acceptance of the annexation petition for approximately 29.88 Acres of property located at 519 Deadpool Road West or Papa's pond also no all right here we go away with that motion does not carry there's gotta be some kind of motion there's got to be emotion either the petition the petition is just in order to give further exploration it's not an actually accepting the annexation so approval of the from a legal standpoint accepting a petition and it might not work out the same every time but if a if a property owner comes to the city and says we want you to consider annexing our property the city can say yes we will accept your petition and all that means is it's now in the hands of the council and legally the the property owner couldn't say yeah I changed my mind because the council has already accepted it and so they are legally bound you are legally allowed to act on it um so all it does is take it to the next level now If you deny it then it's done right so if you say we are not interested in pursuing this any further then you would the motion would be to decline acceptance of the petition and then we would be done at the city level if you accept it again like I mentioned previously it would go still to Planning Commission there would be a lot of there would be a public hearing the NPR zoning is is a lot you've been through that zoning before so you know that takes a well and then when it came back to city council it would come back as a rezoning and an annexation ordinance all together and you would act on the ordinance at that time two readings public hearing same process all ordinances go through yeah so I do have one question why are why are you wanting to Annex into this city and not just build it build your development in the county I mean I just simple question okay cam I don't know if you've formally given your name yeah I don't think so my name is Kim Hamel and I work for Pennington communities Land Development and we've been working with the felixes for quite some time we actually did go initially through accounting process and as suspected we we had some issues with some traffic concerns and things like that also the type of development we're doing which is a little bit smaller Lots but clustered together to preserve the open space we weren't able to meet some of the County's requirements in terms of setbacks and being able to have smaller lots to keep from encroaching down into the pond area so we were exploring with the Felix's other options we saw that the school was across the street and you know my experience was a planner for 20 years and I know usually when you come into the city you get a bit of a higher level so service ISO rating goes a long way as well when you're looking at selling homes that's always a positive as well so it was another attempt to come to the city to ask for a more flexible development Zone to see if you know we can do right by the felixes and be able to preserve as much vegetation and maintain the pond area as open space for the community I mean I think it's going to be it would be a great development obviously the concerns you've heard or whether there's a response fire ISO rating and as our Public Works mentioned some some challenges there but I I think it's be a great development again we didn't hear a motion to con to consider it so you know I don't know that denial of the acceptance would put any stink on you if you were to go to back to the county and I certainly don't know that because I do think it would be a good development I know I don't know where the county even reads our minutes would know of what we do here or not um to that extent I mean I don't you know I don't know if you want us to table it so that there's no formal um you know decision tonight um again like I said I don't know what effect that may have in the county I I think it would be a shame if something like this didn't get built right across from Northside Middle School where you know right it would seem convenient but obviously you've heard some concerns that that our our city Department in its effect absolutely understood um and I think we would be open to tabling the item as well just to regroup with the felixes and just kind of get an understanding because I know they've been kind of through the rigoro a little bit trying to get something done with their land but what you're telling me is the reason you've come to the city is because you can't accomplish what you want within the zoning structures available at the county level isn't there any like um master plan at the county level that could give you give that give so it's a win for a win for everybody right because I know there's a master plan but I don't know if that's enough county has NPR they do they do um and we did we did speak with Miss Coleman at the county and I think she would be supportive also of the AG District to give us the lot size requirements but I think it uh it's still these setbacks and separation between structures doesn't allow us to get that clustering that we need um and that there's five on the side and five in the rear right yeah that's what we're proposing in in this concept and I do um with the first go-round they went through I believe there was some issues or concerns about traffic and some of the things you normally hear which we have had a traffic study done that we could present the the one Saving Grace I think on both a municipal body and also the developers that we are presenting a master plan that ties it to the rezoning which kind of gives everyone reassurances as to what going to be built so that was just uh something further that moved us to just at least come to you all and see if if you would be immutable or if it's something that you would want to have in your jurisdiction thank you well I would make a motion to table the NX annexation petition as proposed I'll second that way just so we have it motion by me second by Mr Bass any further discussion regarding the motion to table yes hold on procedurally when you table something you really need to put a time frame on it so you need to see there need to be more direction for staff to say you're tabling it pending further information you're pending it 42 years later you're tabling it until the next meeting you have to bring It Forward again too right don't you have to bring it back I have run into some things in my short little four years here that were like yeah so my action was taken but it was never completed and it does help if you take some definitive action at some point but procedurally you need to take you can't just table it for life I mean is there um you can postpone with a time limit if you table it is all until somebody brings it back up so you can't postpone it but you do have to put a time limit on all right well can I with it but even with for postponing too yeah postpone you you have a fun time limit well as soon as I work no table you have to bring It Forward if you table something somebody on Council has to say hey remember that thing we tabled we got to bring it back up I mean I would I would to me it's still um you know I think I've already made the motion to tell you but I would say to table it for for I think you can table it pending additional information it's just a matter of I think you're a lot this is just administratively my opinion that you're giving staff Direction when it needs to come back for further action that you're not just tabling it indefinitely because that's not definitive for the individual making the ask for staff or for this body or for anybody that succeeds you in your seats good I mean you just pushed it down the road where another situations is going to change well and I suppose my motion would be for more information and you can certainly vote accordingly um but the motion would be table for further information because that we are looking at saying tabling which doesn't need a timeline there's only for the what Julie wants which is that it's more more information if we were going to postpone it then we would need a timeline right so you guys have always done a really good job and we don't have a lot of procedural challenges but just some of the things that we run into internally it does help us administratively if you say you know you guys have done some very good motions where you want to table it until you know table for two months pending additional information from the planning department or from the developer at this point I mean a timeline on it either um so I would also add to the discussion in my from my opinion that if we want more information that we could that you would approve the the petitions because you're not approving the actual annexation right yeah and then we would have the time between now with cleaning commission and with you know Carol Coleman Miss Coleman coming forward and all that other information will come forward that would be our opportunity for more information but like Julie said I don't think there's much more we could get now unless they unless the developers and the owners decided to move a different way approving the petition is a lot of work on the developer and if we if as a council we feel that our city services and staff cannot handle an additional annexation are we actually being fair by kicking the can down the road if we know that our ISO rating may not stay the same or we don't have the fire capability of handling handling it so you know we're putting the property owner and the developer in a position to do more work if we accept the petition now and there's more work involved will the situation those situations change between here and now and can we well in regards to not kicking the can down the road like disabled Mr Abel's never wants to do and I appreciate that that you know we wouldn't need to vote on that and and if you want more information approve it if you don't want more information and we don't want to put those constrained on city services then we deny well I think technically there is a motion in a second on the table you know again no unintended so let's clarify what that motion is again the motion was to table this for further information um any further discussion regarding the motion all right all in favor of tabling this motion has moved but I'm I'm so well somewhat like everyone else and we table it what information are we going to receive to make a difference miss you just discussed that that there may not be any um right now okay all right Miss Bowles I I don't I don't think we should table it all right that motion fails by those one to six I'll make a motion to deny the application as you say but Mercy by Mr Bass second by Mr Abels any further discussion regarding denial of the annexation petition I guess again I just I don't want the Prejudice if if this is not going to pass with the city like I said I don't know what the county is going to do if it weighs negatively I just look at this thing and maybe maybe it is not maybe the concerns I mean I certainly hear all the concerns I think they're legitimate I just don't want it to negatively impact it being dead in the county I don't know when I tell who works at this and says well the city's always mad at probably even considerably not denying their their their zoning change I'm just denying we would be just denying annexation I think that would be uh that would just be an assumption our current capacity I mean what we're doing is we're saying that it's going to stretch our resources too far we're not we're have nothing against the annexation of God building that just we can't handle it and see because our resources are not enough to handle that I mean that's my that's my reason for it I think the cities just hearing what you guys are saying to the mayor's point the county is not going to have the same challenges that the city's experiencing from a capacity standpoint they don't pick up residential garbage they're already patrolling this area with their Sheriff's Department um like Chief Hall said they already have a house volunteer station EMS and otherwise near this development so there whatever they decide to do I think their logic will not be the same as ours and I don't think it would be I just I don't want to be stigma attached to it but it didn't even get past the petition um the process um chief are you expressing some concern that it could affect our eyes already Melissa Mayer the further we chase this the longer my response times hit and it's going to negatively impact me the next time I mean we're we're getting thin that direction I mean that is a um a cherished designation that we've received you know all we can do from a staff level is just provide information and who knows what our service delivery looks like a year from now or two years from now but this is the data that we have available right now in this moment when they're requesting to Annex yeah I mean downstairs the is is sanitation right now and he said I don't think it's the bulk if you compare it to Milford bonds everyone that's not the issue but when we're not we don't have enough drivers to pick up on a regular schedule in my neighborhood but again that's a snapshot in time as August 21st 2023 by the time these things get built we can be in a better situation but as we're saying right now we are in a crisis going with with uh with with sanitation the real fault of our sanitation department just prices skyrocketing in some of our processes in terms of what we already was compared to other communities so you don't want to say that that's a that's an issue that we're facing right now but two years down the road when this you know this development gets going that will not be an issue I suppose that you did you mentioned and then reapply to indexing to the city yeah and what what she was just saying if the I think what she's saying is that the city situation was different later on it could be a more favorable request for annexation I think the request for annexation is because we have the we have the actual zoning that fits their needs well it is it's a catch-22 it's a it's kind of like a catch-22 if they they're they're not going to need to Annex two years from now because they're either going to build and find a resolution in the county that they can build their thing if they can't build in maybe two years down the line if they don't build then they can come back again and see Fennekin but either either it's kind of a hand in glove type of situation so I think what we have to do I mean basically the annexation situation would is only a workable deal prior to building or prior to development so after it developed I think we're we're beating a dead horse because after it's been built and they build what they want or can build what they want they don't won't need to Annex if the petition to accept the annex petition is denied do they have to wait a slight amount of time before they want to reapply for the acceptance I'm not aware of any ordinance I would limit that I know the zoning is denied yes then they'd have to wait for two years but not if or ask for a different zoning but not the petition I mean I was just going to add two to the strain on a conversation about strain on Services is that we have just off the top of my head another 400 units single family going on the south farther out on that on the North End the north end of town and the South End more on the other so we don't even know what the impact that's going to be yet on our services right fully so I you know this is just one it's one more that we're reaching farther and farther out there and I've already expressed my opinion that you know I think that at the time at which the north side annexation was done was not a good idea so you know we just don't have annexation laws that help us in South Carolina make it worth our while to expand outside of our city limits it's all that's you know we're just making it more piecemeal we have a motion on the table right yep yep right to deny the acceptance of the annexations um we're running further discussion regarding the acceptance of the annexation petition all right all in favor of denial of the the acceptance of the annexation petition Ms Bowles Miss Bowles oh I said I I'm sorry oh and I I assuming didn't know um so that motion carries seven United States seven words I would encourage you guys to reach out again about the County's NPR zoning because it is very similar to the cities and I do think there's probably some ability to get those setbacks you need um and we're happy to continue to help you work through those with the planning department too and I think if just for me personally if there's any sort of assumption that we weren't going to accept the zoning and not it being a strain on services that you could I would be glad to speak to it to my County Council representative yeah me too personally the same here so and I mean I grew up with a church across the street I've always thought this is a perfect space it's just not in my opinion good for us well again I would love to see this development happen I think it's well it is I don't think it's gonna I mean I don't know traffic expert but I mean I think it's something that would be great for that area and especially if it falls right into the north side so well the whole concept of the clustering this is what an NPR is for it gives you the Green Space it preserves you can preserve some trees you can do that plus get the housing yeah buyers today don't want to maintain all that yard so they have the best of both worlds they have that so is this good planning yes will it sell yes it will um so I'd be happy I'd be happy to talk to County I would certainly appreciate it and we thank you very much for entertaining our ideas to you tonight it's not um it's not the end of a relationship yeah definitely thank you thank you thank you all right new business number five is to consider authorizing the city manager to accept the 2023 Justice assistance grant in coordination with Greenville County Sheriff's Office uh we get this grant each Year's direct allocation in Greenwood County the total allocation of it's already predetermined how much the city gets and how much the county gets so the total allocation is forty Thousand Seven seventy five and you see how much the city will get 26011 the county 14 764. we it just requires formal acceptance by city council please I'll make a motion to accept the 2023 Justice assistance grant you have a motion about Mr Bass second by Mr Abels all any further discussion all in favor of authorizing the city manager to accept a 2023 Justice assistance grant and coordination of Greenwood County Sheriff's Office attorneys unanimously new business item number six is to consider authorizing the city manager to accept a 2020 uh 2022 assistance to Firefighters Grant a grand amount forty four thousand four seventy five fifty five it requires a 10 match for a total amount of forty eight thousand nine fifty this will be used to replace some aging rescue equipment and we do not need a budget amendment we will provide the match out of the existing budget there's several different accounts that are trending under budget that we can move money from so it will probably come from equipment maintenance thank you machinery and equipment repair foreign motion a motion to authorize city manager do it so 2022 assistance to Firefighters around second motion by Mr Miller's second by Ms Hutto any further discussion regarding the motion authorizing the city manager to accept the 2022 assistance to Firefighters Credit card pickups from the risotto and Mr Dean my wife of course was there um but I have children and my children I had other commitments but I will be there on September 16th only 1561 and December when is that one December December okay that's not confusing No not tonight I I've been I've been out of town um so I been kind of um out of pocket for a couple weeks well welcome back thank you foreign I'm thankful for our staff you guys were trying to find solutions to big problems we have right now and and we're here to support you legislatively uh we try very hard not to get into the weeds I apologize that I get into the weed sometimes but legislatively we're going to try to find a solution to to some of the issues that we have right now and and um and I I think we're all exploring every option we can to help with sanitation and to find long-term solutions to these not just patches and uh but you guys there you guys we don't give you guys enough credit you guys are really doing everything you possibly can I sympathize with you because I have some folks that I work a lot we're doing the best we can right now too and that's all we can ask um and so yeah a way to eat elephants one bite at a time right and so but unfortunately some people want that elephant out of the room and it's faster than we possibly can but I'm so thankful for you and for for all the department heads and all the staff here you guys are we know it's not from lack of effort we're very thankful for yeah we mean that yeah I can tell you the municipal association annual meeting uh there are a lot of communities similarly situated that that don't that aren't able to to doubt their staff like we are they've got some we got issues but staff ain't one um so you're exactly right thank you sanitation and Public Works um and then another thing I've just noticed recently I'd like to commend is is um both Chiefs and just Community involvement because I continue to see the teams um at different things I know they were both at my church recently for a for the uh preschool like fun day and just any chance it seems like you're getting out there and I think it does a lot really for the city as a whole to just you know show everybody that we're there yeah we understand you're doing all you can do I mean when you do all you can do you can't ask for any better we all living together we just got to figure it out and we're looking to replace Lodge Drive next month because that right I don't know where you're next month but assured me that is the last update I received all right I've reported the last word we got to our uh our neighborhood HOA ho ho if we could about residential collection if that's okay with you guys you know it's not on the agenda what we thought it might come up so we had some comments prepared Ryan well this sounds like that was like a conversation like scared me for a second yeah no it's obviously yeah Brandon said I thought they were leaving to start doing consulting firm no um obviously with the you know our biggest pain point right now is sanitation I I appreciate everybody's ongoing um patience I know it's it's taken a long time for us to figure something out but I do think we're at a point now where we really need as Julie was saying some guidance from from this body on what exactly do you want to see what changes do you want to see because we know we can't keep doing the same thing um we're going to continue to fail really the three points that I think we we need some guidance on are just frequency and what do you want us to pick up what what do you want what service do you want to continue providing um and then how much of that service right so what what do you want to cap it at and I know these are real big questions we don't need answers tonight but again those three things are type of waste volume and frequency um there's a lot of different models that we've seen and there's different ways that we could be successful I just know continuing to pick up everything under the sun 365 days a year or whatever it's it's we're not we're not going to be successful doing that hopefully we can all agree that what we what we're doing is at at this point in time maybe it worked at some point but at this point in time is is not working um I would propose that that maybe when we like you said generating final conclusion today but if we could get a comparison with what other similarly situated communities are doing and are not doing so we know okay let's look at apostopolis in terms of what extra we're doing um I mean wherever we turn out there's going to be there's going to be a lag time in terms of compliance I mean that's just correct we have to we have to prepare for that but I also want us to be the best of any similarly situated Community but at the same time we need to be smart so I'm not saying we copy anybody else but let's let's see if we can't get anything yeah if other communities are successful I don't you know there's no reason we can use that as a basis for our model I know most of us has talked before and move into a model that's you know you pick up bulk waste when you when you determine what where you want to continue picking up um you pick it up you know once or twice a year you have the spring cleaning the fall cleaning something like that um I I don't know that you know we really want to drop back and say hey we don't collect bulk waste at all anymore um you go from all to nothing um because I do think it's a valuable service that we we have provided over the years um it's just we're at a point now where we know we can't do keep doing it the same way um just an update I know I've spoken with most of you I think we we actually covered in a work session a couple months ago with the route optimization we're probably a week away from Rome that out on the commercial land we just got I think today was Pam's First first day first day on our own um so we're going to let her get her feet wet this week um and uh roll that route optimization out for on the commercial side next week which should be which should make things much easier especially when we have fill-in drivers as we've had a lot recently and then I think we just need some more direction from y'all um and once we get that we'll be able to roll out some similar technology and and provide more tools to our staff that can make us more efficient more attracted to are there any other things that you know the mayor mentioned he'd like to see what other communities are doing you know we don't want to invest a ton of Staff time in something that council is not going to be amenable to sir are there other questions or comments that you all have before we really dive into to tackling a new ordinance or an amendment I think that on a rotational basis um that we we still need to stay focused on grass clippings and Limbs and yard waste but then I mean I don't know what the one extreme to the other is but we need to have yard waste and then there needs to be scheduled move outs and furniture and all the other stuff but then the other side of that that is my big concern about it is is is Code Enforcement going to be able to not that we want to create an environment that we're going to start like Brandon said by the mayor said it's there's going to be a lag time there but we also need code enforcement to be able to enforce these new rules and everything that goes along with with that also and so um again it's hard it's hard for us to legislatively come up with something sure because we also don't understand the capacity that you guys deal with but I do think that the direction that I would suggest is that we should do yard waste that is in that is separated yard waste correct right right not all flown together and then um and then scheduled move outs and and Furniture um and then you know if if we need to explore other um vessels for us to be able to help people move stuff out into whether it be the larger trailers because it sounds like we're running out of them um if there needs to be containers or or other types of dumpsters that we need to explore then I would I would 100 support that I will be happy to sit down with you guys and and explore what are these others I think anybody here would we all find a solution but it's hard for us to legislatively do it without truly understanding our capacity especially with what recently one of you told me what trash trucks we're going to be going for and if we're going to have to get additional trash trucks and trying to lift the other ones along with the older ones Alone um that's that's that's where I got a man so can we not charge I mean not charge for like limpuck up and grass pickup but for those like bulk items can't we have like a service where if you have they call and for a fee we haul it away so we can actually make and not make money but just cover our cost for refrigerators and whatever else they put out toilets I mean one one day I counted no I seven toilets down New Market Street way my thing is this you know even to go back to like with Jonathan and Nikki are saying can with this can't there be some kind of enforcement with these landlords that if you know you won't evict somebody you are required to have a trailer in place before the eviction takes place and this stuff has to be in this container if it's not in this container here's the fine that you're going to receive but then they're also at all Mercy because we have to have drivers to get those trailers too then that's what we're running in evictions are a little bit tricky because I think that's a whole conversation for another day and it may be beneficial to even take that piece and completely separate it from the rest of this conversation because the landlords are going to argue that the landlord tenant act requires them to put it by the curb [Music] they're saying that we can't deliver the trailers fast enough and the eviction process requires them to do it in a set amount of time what we've said is if we can't get you a trailer or you don't have one you need to pay for it yourself they don't want to do that so we've had lots of back and forth with them and I don't want to get so far in the Weeds on move outs but that piece is is a little bit sticky what would you say is in terms of non-canned bulk curbside pickup is is it more just people putting couches out there when they're when they're done with them or evictions there's a lot of evictions in mobiles that's fine I I think maybe sometimes what the difference is well I mean you can pretty well tell us that's the motivation numbers like two months ago I wrote down through there because I got a complaint down there and you all went down there you cleaned that up and see the thing that gets me is two months ago when you go down there it was worse than what it is now oh my God so here we are two months later and it's still the same situation but just not as much so my thing is like you had to know that this person was already a month or two behind in rent you knew that it was leading up to this by you knowing this and you come up here and you filed a paperwork for eviction you've notified them they have 24 hours to evacuate the premises or their stuff will be set out if you did that there should have been some type of notification where you are enforced to put this trailer out front regardless if you're required to put it on the curve or not this controller needs to be in place prior to the eviction and if their stuff does not is not picked up off the curve or if they don't Evacuate the premises it goes in this container and that's it and it's hard off to the landfill in the discussion we do send if if we if we we have a policy that says you can't put evictions by the curb you have to call for a trailer and if we don't have one you got to get one yourself and if you still put it out there and we pick it up we're going to send you a bill and then we just want to argue what what the random toilet and it's not the capital piece that's the hard part like we could buy some more trailers is having the staff to deliver them and the addictions are just out well I think after we start inspecting homes after evictions or after move outs um and start holding some landlords accountable in the future um maybe that'll help help clean up some things down there yeah a lot of this stuff we're picking up the zip line it is free and you scattered and far from here to that door down the streets the biggest challenge we're going to have is the enforcement piece for whatever changes we make so I think we gotta kind of keep the end goal in mind here is is really compliance you can always you know bring it like uh strengthen the service or build a service back up offer more of a service but I think for where we're at now um we just have to understand that the education piece is going to be real tough regardless of what changes we make and how what is the the how can we be most effective with gaining the most compliance up front um that's where you look at a model like a spring cleaning and a fall cleaning model that's where like I know this shouldn't be on the curve at all and I'm not saying I'm not in it specifically an advocate for that that's an example of saying that's a very easy thing to to enforce because I know there shouldn't be anything on the curb right now other than yard waste right so those are the kind of things that we'll try to keep in mind when we can just bring you know Julie and I can talk we're happy to meet with any of you but we can bring back just a a rough structure after we talk to some other communities we've Austin's done some research already I mean he probably did that six months ago um so we have talked and looked at other the way other communities function that are similar in size we looked at I believe North Augusta Anderson um easily fountain in um so we've done a good bit of that so so that's that and that goes to show you like we have not been sitting on our hands we know this has been a problem um yeah it's just a perfect storm of Alex yeah um so I mean we're happy to come bring back just a rough you know outline of something of just a recommendation on like here's what we're thinking it could be um more reasonable to enforce upfront and uh maybe a higher level of compliance up throughout too could that be something you and Julie put together and we can at the couch what would it do it with some organisms yeah we can certainly do it prior to that if you'd like September 11th work session is going to be really heavy and I can't promise that we're going to have anything really substantive to discuss but our goal is to get it to you as quickly as possible but we also again like I said we don't want to spend a ton of Staff time creating something that's not going to be palatable to this body so we can at least give you something to start from though and say I like this stuff if he finds if you compile some of that information just go ahead and you can send it to us yeah we could we send you what we already asked the sooner the better but we understand y'all I mean from administrative standpoints it is a good Retreat conversation and then also if there's a way that the trailers that do not require CDL Drivers yeah and I don't know if that's an option or not yeah we've been looking at something and then if there's a way to privatize it and let the and just we'll we can handle the scheduling or whatever but then the the cost gets passed on to um to the landlords I don't know it's worth exploring every single option right now yeah we are looking at some Rolos that don't require CDO drivers and I would like to see too if we are whatever we move forward with if we have any um I guess Headway with the commercial options you know if we're still looking at yeah we had a meeting last week yeah about because if that moves some of our resources that would be I know very nice we're hoping to have some information pretty soon actually hopefully by September to bring you some information about that there's a lot of communities around us that privatize all of their sounds actually we're probably in the significant minority of communities that still pick up commercial garbage a lot still be residential but we're very in the low majority for about 10 years yeah I think that's a really feasible option for us but we're just trying to gather enough information to bring y'all something cohesive before we we don't want to bring it in piecemeal any other big reveals yeah smokes so if there's nothing else um we're not going to say anything about oh Charlie's I mean uh Olive Garden and Home Depot not right now maybe next let's say that this has been a really easy yeah we've had a lot going on at this meeting so we'll save that we're going to call it a project yeah [Music] Mr Miller any further discussion
